PREFACE

Dr. Kapil Dev Singh CEO, Coeus Age The current COVID 19 crises has brought to fore the unique strengths that India has built over time with the adoption of IT and Digital technologies. It includes pushing benefits directly into citizens’ bank accounts, providing the platform for virtual meetings, managing supply chains for delivery of essential goods, supporting healthcare services, mapping the instances of infection and disseminating crucial information with speed.

Digital India is a journey and a lot has been achieved so far.

Yet, the journey is virtually endless and with the emergence of new technologies, frameworks and paradigms, newer opportunities to improve the government’s ability to serve the citizens are continuously arising.

Best of Tech is an initiative that is undertaken to take a periodic look at what has been achieved and how does the road map look like.

In 2019, we undertook the first Best of Tech research survey among government tech leaders. We also spoke at length with very senior government IT officials. The biggest highlight of the research was the discovery of the initiation of the trio of Automation, Analytics, and Autonomy by Artificial Intelligence. Though the focus was overly on automation (which is an ever-relevant quest), the other two As were also initiated and expected to gain momentum.

The journey is long but going to be very interesting. To continue mapping the same and documenting its evolution so that possible future paths can be envisioned and treaded successfully, we conducted the research again in 2020. The methodology was slightly different, apart from a survey among 65 tech leaders, we also analysed 35 key eGovernance projects to map their evolution till date, technologies currently deployed, future road map and plans around the new technologies.

It’s been quite an insightful endeavour, which helped us take an informed view on how the path is unfolding.

As done in the previous exercise, this year too our analysts formulated 11 prediction for 2021.

11 Predictions on Technology Evolution in the Government Sector- 2021 The Trinity of Automation – Analytics – Artificial Intelligence is Evolving in the Government Sector A Coeus Age Analysis

A

Analysis Best of Tech by Coeus Age is a research led initiative to keep a track of technology evolution in the government sector and build a discourse on how emerging technologies can be meaningfully adopted and harnessed. The first research was conducted in 2019 when the setting of the trio of automation, analytics and autonomy was discovered. The research has been repeated in 2020 again, making it an annual exercise.

Best of Tech 2021 research was undertaken with the core objective of mapping the current footprints of technologies in the government sector and the future evolution that is likely to happen over a period of next 12 to 18 months.

A survey of 65 government tech leaders and a detailed analysis of 35 eGov projects was carried out.

The research was conducted as 1. A survey of 65 government tech leaders to get a sense of what is their future focus. This can be termed as a broad-based voice.

2. A detailed analysis of 35 path breaking eGovernance projects that are mainstream today.

Extensive data on project history, technological evolution, technologies deployed, and future was collected, analysed and decoded for insights.

Factoring in the COVID impact: COVID is a big disruptor and its impact is expected to stay for a long time. The lockdown may be relaxed with time, yet the associated phenomena like working from home, social distancing and human safety are not going to go away.

The COVID crisis has really tested Digital India’s preparedness.

On one hand, it has highlighted the strengths that can be readily leveraged. E.g. digital payments are ensuring contactless interaction, central and state governments are extensively using the pan India video conferencing infrastructure, innovative chat bots and apps like Arogya Setu that use cutting edge technologies are being rolled out in record time, the PFMS and DBT platforms are a great help to transfer money to millions in the times of need, several states are rolling out ePass applications by harnessing the strengths of ServicePlus - a service delivery framework, eFiling System is implemented in courts to facilitate online filing of petitions on urgent matters, COVID Tracking and Monitoring System are being designed using Bharatmaps Best of Tech 2021

The COVID pandemic witnessed how new ways of data collation, analysis and workflows are being defined.

GIS platform, and several citizens centric initiatives are being rolled out to make their lives easier during the lockdown. The list is quite long.

On the other hand, new areas like appropriate mobile devices, collaboration and project management software, automation of office workflows and cyber security have emerged as areas that require far greater attention.

The 11 predictions for 2021 have been seen from the light of the COVID impact.

1. Innovation driven by digital shall get a big boost in 2021 Apps like Arogya Setu, KisanRath, COVA, COVAAS, ePass, EnteJilla, Lifeline Udaan and eMulaakat are examples of innovation that exploits the power of both the waves of digital i.e. SMAC and Big Data/ AI/ ML/ IoT. The COVID crisis has really put innovation in fast lane, where initiatives that allow faster dissemination of information, speedier roll out of services and result in higher impact will be implemented across the country. public and private to work together so that the innovative ideas can be converted into reality with speed. All other predictions that follow present the contextual readiness that would support the ‘innovation by digital’ drive. E.g. broad and deep automation, deep data analytics, triple play of Automation – Analytics – AI, new enterprise architecture, modern infrastructure and holistic frameworks will eventually define the speed with which digital innovations can be built and implemented.

2. Supporting a virtual office and distributed workforce shall gain immense focus in 2021 Working from home requires suitable client devices, end points security and applications that can help manage the work and productivity. Ironically, almost 50% of the projects analysed do not use any collaborative and project management software. In the current situation where work from home is a necessity, these applications shall become more relevent.

Though video conferencing has gained good ground, more is required than just the meeting interface. Users need applications that help collaborate virtually, e.g. cloud enabled office workflows, document management, files sharing, and security.

Business continuity planning shall also be of high importance for 2021.

3. Citizens experience may wait but citizen outreach and involvement will get a renewed focus in 2021 While, citizens are certainly the centre of every bit of eGovernance drive and gradual progress is being made with time, we can’t say with certainty that citizen experience is guaranteed.

The poor quality of interfaces, disjointed channels of services delivery, multiplicity of efforts, lack of back end process integration, missing local language support, siloed approach to data, and inertia of old ways of doing things are among many reasons that will keep the citizen experience an unrealized dream in 2021. But citizens outreach by the government to provide the right benefits to the right beneficiary will gain immense importance in 2021. Use of video and image analytics, complex algorithms with the help of emerging technologies (AI, ML and IoT), and feedback options for capturing citizens’ grievances shall gain traction in 2021 to make the processes more transparent, reduce corruption and deter frauds in areas like finance, health insurance, farmers welfare, housing, urban development, PDS, utilities etc. Initiatives like AarogyaSetu app that witnessed 50 million downloads in just 13 days will be required to actively involve citizens as an integral part of the ecosystem.

Envisioning the Future Model of IT in Government

A future model of IT design, deployment and use shall evolve for enabling governments to serve their citizens, both efficiently and effectively. As we usher into an era of increased accountability, optimum utilization of resources and enhanced transparency, the earlier models of IT will not be enough. The traditional model of IT has outlived its relevance and its rigidity does not leave much room for manoeuvrability.

The contemporary model built to provide discrete services is certainly better but can be limiting as the focus increases on data driven services. Both innovation and dynamism will be restricted in the longer term with the current approach.

A more platform centric, open architected, collaborative, seamless, secured and cloud and data centric model must evolve in order to serve the citizens.

The journey has just begun, the contemporary model elements are clearly visible today especially in terms of speed, quality and reach being the thrust. There are also traces of future model evolving, e.g. discrete domain platforms emerging. Yet in terms of core infrastructure, there are still traditional model elements present. A new and modern cloud centric, seamless, secured and managed infrastructure must evolve faster.

Automation is a never-ending drive.

31% of projects have external integration (going broad) and 29% have micro process automation (going deep) as a focus for 2021.

4. The automation drive shall go both broader and deeper in 2021 Automation is a never-ending drive.

While the focus has traditionally been on e-enabling every existing government citizen interface and intra governmental workflows and decision making, defining newer data driven processes is also gaining traction. The COVID pandemic witnessed how new ways of data collation, analysis and workflows are being defined. Quickly putting together workflows to issue daily passes, collate and publish authentic data, automate decision making based on simple algorithms etc are all examples of process automation.

Every bit of working can be automated. Automation follows the proverbial ‘big rocks – small pebbles – sand grains – water’ in a crucible metaphor as it unfolds over time. The first focus of automation is always on the ‘big rocks’ or the large applications that automates the bigger processes. E.g. ERP or a Supply Chain Management application are the bigger rocks. They are like the highways that connects two well defined points.

Despite the large applications, a lot may remain manual. Taking the highway analogy further, one still needs a feeder route to reach the highway. Many smaller processes may remain manual around the large application. E.g. a list is manually checked for errors before it is uploaded for payroll processing. These feeder routes or smaller process automations are like the pebbles. They sometimes also connect two highways, i.e. processes that integrate two larger systems.

Even after the feeder routes are made i.e. the smaller pebbles are in place, very micro processes may remain manual. E.g. leave approval by a manual click. Many of these are rule based decisions that can be automated. These are like the routes one take from home to reach the feeder route, often involving decision making on the mode of travel and which route to take.

These are the sand grains, very minute yet multiple such processes. In this category Robotics Process Automation or RPA will gain traction over time. The private sector has already started embracing RPA in a big way where micro processes are being automated. We are seeing use of RPAs in government too, making bulk processing faster and efficient, adding on to ease for the administrators and citizens alike.

And finally, the water that binds all together. It represents automating the minutest to the Best of Tech 2021

The Trinity of

Automation – Analytics – Artificial Intelligence: Towards Autonomous Governance The three pillars of Automation, Analytics and Artificial Intelligence are poised to evolve towards building an autonomous system. An autonomous system is defined as one having the freedom to govern itself or control its own affairs. It can manifest at multiple levels – at a specific process level (e.g. issuance of driver’s license), domain level (e.g. the transport department) or a higher system level (e.g. city development).

In the initial cycles of the interplay, the three aspects of automation, analytics and AI shall evolve in silos, separated by

time and space. But as they evolve and attain maturity, they shall converge together. E.g. machine learning triggering an auto decision that provisions a service to a citizen, an example of AI driven automated rendering of service.

The road ahead will involve enabling and supporting the three As and eventually their interplay for an autonomous system. Currently we are in the initial stages of the game, but as automation spreads from ‘big rocks to pebbles to grains to water’, the role of analytics and AI shall become more pronounced.

largest processes within and across domains, overlaying a digital fabric that connects people, data, processes and things in a unified architecture. The tight binding makes it a cohesive single system.

A clear feedback through the survey and the 35 case studies indicate that automation is going both broad (through integration) and deep (through micro processes being automated). The integration at application and data levels, RPAs, bots, natural language processing are all examples that support this point.

5. Cross domain integration shall gain stronger traction in 2021 Data also clearly suggests that within and cross domain integration between the islands of automation will further gain traction in 2021. Three out of five respondents have clearly stated ‘application/ data integration’ as top priorities for 2021. These are domains where substantial automation (of the large rocks variety) has taken place and they are now looking at building bridges between applications, either within domain or across domains (the pebbles and even sand grain variety).

6. New Enterprise Architecture will gain more relevance in 2021 As cross domain applications integrate, creating a greater platform for unified service delivery, the old enterprise architecture becomes inadequate. A new and modern architecture, that allows for the greater unified platform to function without the drawbacks of being a monolithic entity that is difficult to change amid growing speed and volume of service requests. Moreover, the new paradigm sees data at the centre of processes and transactions.

In 20% of the projects studied, the need for a new architecture and micro services-based design is a priority for 2021.

Last year we had predicted that amid slow-paced search for a new enterprise architecture, ground softening shall happen, that the need is latent, the voices in favour are few and feeble, it being stated by one out of 10 respondents as a priority for 2020. But this year we see its relevance growing further with almost 20% of the projects studied mentioning the need for a new architecture and micro services-based design as a priority in 2021.

Enterprise Architecture is a subject that is not taken up every year. It’s a transformative step, when a new blueprint to cope with the demands on one hand and making way for better assimilation of emerging technologies on the other becomes a necessity. What one must also note, alongside the big bang redesigning of the enterprise architecture, are the relatively Best of Tech 2021

The Data First Paradigm Shifting from Edge to the Center

As the trio of automation, analytics and artificial intelligence plays out over time, a data first paradigm shall evolve. With a wide variety of data – transactional, operational and social is openly available and tamed, data will trigger processes and transactions. This paradigm requires a functional data layer, that uses standard definitions, maintains security and privacy and is yet available in suitable form for broader set of stakeholders to put it to good use.

7. Application and infrastructure modernization will gain ground in 2021 Extending the earlier point further, government tech leaders are feeling the need for a new enterprise architecture that will in turn demand modernization of applications environment and upgrading of the underlying IT infrastructure. The following building blocks come under the ambit of this prediction:

Many eGovernance projects are built upon legacy technologies and frameworks, a gradual shift towards the new has begun and will gain further traction in 2021. In this transition, a more practical way will be to embrace a hybrid cloud approach that helps exploit the existing while also preparing it for the new.

8. Analytics will move beyond simple dashboards in 2021 Both the data sources, the broader voice of 65 tech leaders and deeper analysis of 35 eGovernance projects suggests that analytics is the next big area that government shall focus in 2021. The drive to aggregate data and present a dashboard view that was in the making for the past two years is now in full stride. Be it for centrally managed schemes like PDS, fertilizer distribution, Soil Health Card issuance, Ayushman Bharat or mapping the power sector statistics, digital payments footprint, or CM dashboards for a state, analytics as data aggregation (from multiple sources) and presentation is surely a mainstream trend today.

But analytics is much more than that. It is also about seeing patterns and feeding those patterns into scenario simulations or predicting an outcome to prevent something going wrong. That is a data culture that influences the way decisions are made and what decisions are made.

The second wave of digital (AI, ML, IoT) is a focus for 60% of the projects analyzed, though the use cases will be very basic.

Almost 23% of the eGovernance projects analysed have a stated need of analytics beyond the dashboards, looking at data from the purpose of simulation and prediction and even building autonomous triggers. Harnessing Big Data is part of this drive.

Hybrid cloud adoption will further necessitate the ability to ingest data from multiple systems, both within and outside the domain, collate and present for easy consumption or even democratizing it for further processing in the hands of the users.

9. The second wave of digital will grow beyond green shoots in 2021 The green shoots that AI saw in 2020 are growing bigger and the relevance of the second wave of digital getting realised by almost 60% of the eGovernance project owners. The use cases they are talking about are still very basic (chat bots, natural language processing), but a greater applicability is being seen and the need to drive such initiatives is clearly stated as against being latent.

10. The Trio of Automation – Analytics – AI will get a fillip in 2021 We talked of automation, analytics and AI as three separate pillars. The recursive cycle of automation – analytics – artificial intelligence will get further boost, yet their play will largely remain discrete going forward in 2021. The trio of automation, analytics and artificial intelligence will evolve in cycles. In each cycle, the relationship between the three essential aspects will also evolve. In the initial cycles, the trio will remain mostly isolated with a clear distinction between them. But as they evolve into the later cycles, the distinction shall give way to a more cohesive and converged play.

11. Ecosystem shall evolve in a rather gradual manner in 2021 The futuristic paradigm of IT demands that a cohesive ecosystem consisting of large and small private players, start-ups, academic institutions and government agencies come together to support the unified digital fabric that represents eGovernance. Though we are far from realising this grand vision and a lot needs to be done in terms of identifying the right unifying, core and middleware technologies (e.g. geo spatial, enterprise applications integration, data integration, micro services, APIs, embedded digital play etc), isolated efforts are continuously taking shape. Notable of them is the Open Government Data, GIS Platforms, Cyber Swacchhta Kendra, Meghdoot etc. that are contributing to the evolution of a cohesive ecosystem. Yet, these will remain isolated events in 2021. The COVID crisis has catalysed the need and more is desired now.

35 Path Breaking eGovernance Projects

eHRMS-Manav Sampada

National Informatics Center, Himachal Pradesh | https://ehrms.nic.in

Description The eHRMS-Manav Sampada Application was developed as a HRMS solution for state government departments. It helps the decision makers in taking right decisions at right time with respect to manpower planning, employee recruitment, and other activities such as postings, promotion and transfers. The project has been selected as a National Product for Rapid Replication Rollout in other states by Ministry of Electronics and IT (MietY), Government of India with enhanced features as per eGov standards. The application is supplemented by a mobile app to view employee eService book, transfer/ promotion orders and to apply for leaves online.

Evolution After initial implementation of the project in Himachal Pradesh and realising the benefits, the MeitY advised NIC Himachal Pradesh for making Manav Sampada as a standard product and Government of Jharkhand to replicate it. Subsequently it has been rolled out across 17 States/ UTs covering around 770 departments and 21.50 lakh service books all over the country.

Future Road Map The next version of Manav Sampada software is planned to be resdesigned and remodelled based on Micro-services Architecture.

Public Financial Management System (PFMS) Ministry of Finance, Government of India | https://pfms.nic.in

Description The primamry objective of PFMS is to: 1.

Establish an efficient fund management system for disbursing funds from the central civil ministries

2.

Establish an effective expenditure information network maintaining a centralised database of all implementing agencies administering various schemes and managing government funds

3.

Undertake reforms in the area of Public Financial Management moving from the prevailing prescriptive fund release system to a “just in time” fund release for better cash management, and

4.

Building transparency by dissemination of information to the citizens

Evolution PFMS was started as a pilot approved by the Government in 2010 for four flagship schemes to be implemented in a few states.

Appraisal of results facilitated transition of PFMS into a central scheme for XII Plan period during the financial year 2013-2014. In 2014, the scope expanded to include end-to-end digitization of government accounts and inclusion of all government treasury functions of receipts and payments. In 2013-2014, PFMS was mandated for DBT payments in all major welfare programmes of the government. In 2017, extension of PFMS was granted until the end of XIV Finance Commission award period i.e. 31st March 2020.

It facilitates an end to end solution for cadastral mapping, digital verification of roster and vector data of cadastral maps, and interlinking of cadastral maps with Record of Rights (RoR). Other services include cadastral map mutation, updation, linkage with RoR and distribution to the land owners.

Evolution Computerization of land records has been in practice for quite some time now and various states have already made significant headway in this regard. While Record Of Rights (RoR) data has been converted to electronic form by many states long back, the preservation and manipulation of parcel maps on electronic media had been eluding due to cost and technology constraints till recent past. The real need was to have a mechanism not only to store and secure the digitized maps but also to edit them to reflect the actual changes arising out of mutations. BhuNaksha is a cadastral mapping software developed by NIC using open source applications and libraries to facilitate management of digitized cadastral maps.

Evolution The Government of Haryana has identified various measures to improve the delivery of services to the citizens and administrative efficiency towards an accountable and responsive Government. The Government of Haryana took several measures towards the computerization of the Department of Finance & Treasuries on priority and implemented Integrated Financial Management System (IFMS) which removed the inefficiencies that existed in the system. The IFMS also aims to speed up the decision making process and build accountability and transparency at all levels of the Government.

Future Road Map The treasuries of the state are planned to be paperless through the use of digital signatures. Two treasuries have been declared paperless for salary bills already. Evolution The project was conveived two years back by the Ministry of Earth Sciences and was given a shape by the development partners of the Ministry- M/s Informatics, Bangalore. The portal evolved by creating a website and then integratiing a couple of open source applications by customising them namely Koha - the library management software , DSPACE - the institutional repository software and VuFIND - which federates the searches from Koha and DSPACE. Also integrated to this portal is a Remote Authentication System called EZ Proxy which facilitates access to IP authenticated subscribed literature remotely from any location and any device. The application is hosted on NIC cloud.

Future Road Map In future, KRCNet would have a Hindi version of the site followed by realtime whether of all the locations (currently we are using only IMD locations). Today only 3 institutes under Ministry have uploaded their data. In an year we will have books and articles from all 11 institutes under Ministry for public consumption and references by scientists. Internally for the Ministry, the digital repository would be used to create unique IDs of every funding opportunity and link it to the reserach outcome through papers and publications. This will be a single point of information on funding made by the Government.

Description To formulate the livestock policy, it is pertinent to collect livestock data across the country with respect to 15 species such as cattle, buffalo, sheep, goat etc with parameters like age, gender and use.

Evolution NIC has been computerising livestock census data since 2003. Earlier all livestock census were conducted using client server technology.

First time the data is collected using mobile app on tablets and a workflow mechanism was developed to supervise and scrutinize raw data into final state approved data. This is first ever successful exercise to collect volumiounius data at field level which will be very useful for the livestock sector.

Description SWaaS (Secure, Scalable & Sugamya Website as a Service) is a website generating framework developed by National Informatics Centre (NIC), to improve Indian government’s online presence. It aims at enhancing the quality of web space in terms of design, technology and content. SWaaS is built with an objective of empowering the government entities to generate accessible websites for publishing information in a multilingual way in a short span of time even without much technical knowhow.

Evolution SWaaS is offered in a software as a service model and is built using WordPress CMS, Docker, Kubernetes, Ceph, SDN, DNS, along with Logging-Monitoring-Alerting tools. S3WaaS provides standardized website themes (templates) that have been verified for accessibility compliance. These themes provide an accessible platform for publishing content. A certification scheme called Accessibility Certification Scheme for SWaaS (ACSS) websites has been launched through which S3WaaS generated websites will be formally tested and certified for accessibility compliance once they are live. SWaaS service was launched on Feb 2018 and has been adopted successfully by ~580 districts across 32 States/Union Territories (UTs).

Future Road Map After the succesful adoption of swaas in the districts requests were received from the states government entities for migration of the websites of their departments to SWaaS. Swaas has now been augmented with new themes and components to cater to the needs of any government entity. SWaaS is also evolving as a product with more customization features to be offered to other countries.

After several rounds of discussions and deliberations, followed by a public consultation on MyGov, the License has been gazette notified on February 13, 2017.

Evolution With a small beginning in 2007 with two states, started the journey of one of NIC’s flagship project, GePNIC©. The decision to have an in house system in place made it possible to scale such heights and cater to all kinds of government organizations keeping intact their uniqueness and individuality. From few tenders of 2 states in November 2007, NIC has reached 58 lakh tenders worth Rs 80 Lakh Crores covering 30 states/ UTs and over 500+ central government organization till March 2020. A gigantic leap for any eGovernance system.

Future Road Map Data Analytics is being explored through Knime Software, an open source tool. AI and ML are being explored. Description Development of technology solution for “Direct Benefit Transfer (DBT) in Fertilizers” scheme for ensuring the adequate and timely availability of fertilizers to the farmers across the country and online subsidy payment to companies on weekly basis for the fertilizer quantity sold by retailers to farmers through PoS devices enabled with Aadhaar based biometric authentication.

Evolution For effective monitoring of movement of fertilizers upto retailer level, Mobile based Fertilizer Management System (mFMS) was introduced in November 2012 by getting details of receipt of fertilizers from more than 226 thousand retailers through a mobile application. Integrated Fertilizer Management System (iFMS) was launched in June 2016 which is a comprehensive, all-inclusive system covering all functionalities in the fertilizer supply chain. “Direct Benefit Transfer (DBT) in Fertilizers” scheme was introduced for better monitoring of fertilizer sale transactions across the country by capturing the fertilizer sales from retailers to farmers through Aadhaar enabled PoS devices and online subsidy payment to companies on weekly basis. After successful implementation in 16 pilot districts from October 2016 to August 2017, the state-wise roll-out of “DBT in Fertilizers” scheme was undertaken from September 2017 onwards and all the states were on-boarded successfully by March 2018.

Future Road Map Under present DBT policy, fertilizer subsidy is given to the fertilizer companies. In future government wants to transfer the subsidy directly to the bank accounts of farmers. But there are many challenges in its implementation, some of which are 1. Definition of a farmer, 2. Tenant farming, 3. Fertilizer entitlement of a farmer based on soil/ crop/ cropped area, and 4. Integration with land records

Description Objective of this project is to simplify and streamline the scholarship and fee reimbursement distribution process in Uttar Pradesh while retaining its transparency.

Evolution The system was started in 2007 in offline mode. In year 2013-14 government of UP decided to move the offline decentralized system towards an online system. With time the system has become more stronger, transparent and efficient. At present the system has been integrated with PFMS for account verification, UP board database for authentication of genuine students, revenue database for caste and income certificate verification. Educational institutions, universities, state affiliation bodies, district inspector of schools, district welfare officers, directorate level officers, and students are the major stake holders of the system. In present session (2019-20) more than 60.73 lakh students have been benefited and Rs. 4540 Crores fund has been disbursed through this system

Evolution In budget speech of FY 2017-18, Hon’ble Finance Minister announced a target of 2,500 crores digital payment transactions through various modes of payments to promote Digital Economy. Ministry of Electronics & Information Technology (MeitY) was entrusted for leading the initiative on “Promotion of Digital Payments”. This led to the launch of a common platform that helps in tracking and monitoring of the growth of digital payments across India. Description UDISE+ is a flagship initiative by Department of School Education, in which a large scale single platform is created to meet the data requirements of all stakeholders for planning and monitoring. Data of every single detail related to schools, students and teachers, the three pillars of education system is taken care of. Further the entire process covered starting from data collection to analysis and report creation.

Evolution Currently the School Education System of India comprises of more than 15 lakh schools, 94 lakh teachers and almost 25 crore students. UDISE+ ecosystem helps in maintaining the data of over 15 lakh schools including the private ones. Data of schools’ profile and infrstructure, students and teachers are collected by the UDISE+ system. The UDISE data collection was started long back and data was collected yearly through an offline system which used to take a lot of time. Now UDISE+ is an online web portal which has drastically reduced the time taken to capture the data. It has also improved the quality of data as it is being monitord from all levels of administration.

Future Road Map As the project and its datasets are becoming very big, the plan is to adopt a service oriented architecture. Use of emerging technologies to increse the overall effectiveness and productivity is also under consideration.

NREGASoft

Description The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a demand driven rural programme that primarily aims to enhance livelihood security in rural areas. Being one of the largest wage employment schemes in the world, MGNREGA is a flagship program of the Government of India. The NREGAsoft is a local language enabled work flow based e-Governance system to capture all the activities under MGNREGA from centre to panchayats and use space technology for asset management. This software ensures distribution of wages to the MGNREGA workers, material/ admin payments, MIS reports, generation for list of assets.

Evolution In the NREGASoft portal, around 13.5+ Crore rural households have been registered with approximately 26.6 Crore workers. Today the application has every module, from MIS of 26.6 crore workers to DBT enabled system to distribute payments directly into the beneficiaries’ accounts through NACH/ ABP system, routed through PFMS. Though the project started way back in 2006, but it always kept pace with rapidly changing technologies. New technologies like Geotagged MGNREGA app based Assets Tracking System (GeoMGNREGA) are recently introduced in the MGNREGA MIS system.

The future of all applications is mobile, keeping the spirit NREGAsoft has also launched a mobile monitoring system to fill muster rolls (attendance) at the work site in real time with evidence gathering through a photographs of the workers.

Future Road Map As the breadth of a scheme increases it becomes important to create a strong system that helps the Government take data driven decisions. NREGAsoft which has already been empowered by integrating GIS planning and asset tracking with the application, now as a next move would use advance analytics with AI and ML to develop strong fraud risk management system. It would be used not only for the structured data but also for images. The application will be further integrated with other rural development applications using APIs for convergence among schemes. Also planned is the integration & rollout of a mobile app across the nation to instantly reflect a live muster roll attendance at worksites.

Description PMAY-G aims at providing a pucca house with basic amenities to all homeless families and those living in kutcha and dilapidated houses by 2022. The objective was to cover 1.00 crore households living in kutcha/ dilapidated houses over three years from 2016-17 to 2018- 19. In PMAY-G, programme implementation and monitoring is carried out through an end to end e-Governance model- AwaasSoft and Awaas App.

Evolution While AwaasSoft is a work –flow enabled, web-based electronic service delivery platform through which all critical function of PMAY-G, right from identification of beneficiary to providing construction linked assistance (through PFMS), are carried out. AwaasApp is the mobile application used to monitor real time, evidence based progress of house construction through date and time stamped and geo- referenced photographs of the house. The two IT applications help identify the slip ups in the achievement of targets during the course of implementation of the programme. All payments to beneficiary are made through DBT to the beneficiary’s bank/ post office accounts registered in the Awaas SoftMIS.

Future Road Map An analytical tool by the name of Performance Index dashboard is developed to provide valuable insights (near real time) on the achievement and performance tracking. There are plans to develop house detection module which can detect the qualities and types of houses using a complex algorithm.
