Budget

The City’s primary revenue comes from property and sales taxes. The $104M budget includes the general fund and fund balance. The City’s general fund is used to pay for expenses that are recurring. The fund balance is used when expenses are beyond what the general fund has budgeted. It is almost as if the City’s general fund is its checking account while the fund balance is its savings account. The City’s Capital Improvement Plan (CIP) identifies capital projects and equipment purchases which are expensive and will be financed, such as dump trucks, fire trucks, parks, or new streets and sidewalks.

The City of Kannapolis is one of the fastest-growing cities in North Carolina, and is highly ranked for its business climate. This is exemplified by the growing North Carolina Research Campus, investment in infrastructure and the fostering of economic development opportunities for businesses. As the 20th largest city in the state, we strive to provide clear, timely information about opportunities to do business here. The City’s development services are designed to provide a smooth, efficient approach to ensuring quality growth of business.

Kannapolis is home to over 2,500 businesses including: Amazon, Gordon Food Service, Shoe Show, Standard Process, N.C. Food Innovation Lab, Stanley Black & Decker, Linder Equipment, Prime Beverage, and Stewart-Haas Racing (NASCAR & the only Formula 1 team in the U.S.)

The City is seeking partners to invest in development of the downtown core. Our Downtown Revitalization is a lauded success and includes the new Atrium Health Ballpark, home to the Kannapolis Cannon Ballers, and the VIDA mixed use

district. Plans call for a hotel, restaurants, and other anchor projects, such as a performing arts center, to be built in partnership with private investors over the next decade.

Kannapolis has more than 350,000 square feet of new shell space available, as well as other industrial properties, mixed-use, office and commercial properties and land for development throughout the City’s main corridors. Four new industrial sites along 1-85 in the City are under construction or nearing completion.

Kannapolis is governed by a Mayor and a City Council, consisting of six members, who are elected to four-year terms. The Mayor serves as the spokesperson for the Council and is authorized to execute legal documents on behalf of the City.

The Kannapolis City Council meets regularly on the second and fourth Monday of each month.

Meetings are held at City Hall, 401 Laureate Way. Agendas for the meetings are posted on the website the Friday before each meeting. The public is welcome at all City Council meetings.

Kannapolis operates using the councilmanager form of government. The City Council acts as the legislative body in establishing policy and the City Manager handles the day-to-day implementation of these policies and management of the City organization. The City Council appoints the professional City Manager, who also serves as the Council’s chief advisor. The City Manager also oversees the employees of the City.

There are two beautifully landscaped terrace areas that are perfect for social gatherings as well.

City Taxes & Fees

In the City of Kannapolis we have a 0.63 cent property tax, while Cabarrus County has a tax rate of 0.74 cents and Rowan County has a tax rate of 0.6575 cents.

To calculate your property tax, multiply your house value (median house value in Kannapolis is $150,000) by the tax rate (City tax rate + County Tax rate), then divide it by 100.

An example using Cabarrus County tax rate:

$150,000 x $1.37 (0.63+.074) 100

Kannapolis assesses user fees to cover expenses for stormwater, water, sewer and environmental services (garbage/recycling/ yard debris).

City Revitalization

It is an exciting time to be a resident or business owner in Kannapolis. The City is in the midst of revitalizing its downtown and is experiencing a period of tremendous residential and business growth throughout the entire City. Visit the West Avenue Streetscape, Atrium Health Ballpark (the new home of the Kannapolis Cannon Ballers) and VIDA, a mixed use district of apartments, restaurants and more. Pennant Square, a downtown townhouse development and Kannapolis Crossing, a mixed use community, at our new I-85 Exit 65 are now underway. Improvements to major City transportation corridors are occurring, as well as the construction of a new passenger platform for the Kannapolis Train Station. With its community development program, the City strives to accomplish two primary goals:

PEOPLE: Assist low-to-moderate income residents

PLACE: Bring positive change to neighborhoods

The City accomplishes these goals with several approaches that include but are not limited to:

• Installation of infrastructure to improve quality of life and stimulate investment in neighborhoods

• Support of nonprofit organizations that provide services within the community for persons in need

Kannapolis is unique in that the City is partially located in both Cabarrus County and Rowan County.

In Kannapolis, you are represented locally by the City Council (see page 4) and either the Cabarrus County Commission or the Rowan County Commission (depending upon your residency). In North Carolina, you are automatically registered to vote when you apply for your N.C. Driver’s License.

All residents of North Carolina are represented in the United States Senate by two senators and in the United States House of Representatives by 13 members. Representation in the NC House, the NC Senate, and the US House is determined by district. Each resident of the state has

one representative in each of those legislative bodies, determined by the district in which their residence falls.

Cabarrus and Rowan Counties offer many services to residents to enhance quality of life. The counties also perform public safety functions, building inspections to protect property investment, social services, and enrichment services (such as libraries, parks, veterans services and senior centers).

Fire

Kannapolis Fire personnel are trained to respond to both fire and emergency health situations.

The fire department has an ISO rating of 1. Used for insurance purposes, the rating is based on fire station water systems, communication systems and how quickly they respond to calls. A 1 is an excellent score and may result in lower insurance premiums for your home or business.

Kannapolis has five fire stations:

The City provides garbage and yard waste collection for each household once a week. Recycling, bulky waste, electronic waste and white goods are collected bi-weekly. The City provides one garbage cart (black lid) and one recycling cart (yellow lid) per household. Please bag your garbage but do not bag your recycling.

HOLIDAYS

• Garbage and recycling will occur on all holidays with the exception of Thanksgiving Day and Christmas Day and will operate on a one-day delay for the remainder of the week.

• Leaf and yard waste collection will operate on a one-week delay after holidays observed by The City of Kannapolis (check social media/city website for information).

LOOSE LEAF COLLECTION

From October to March

• Loose leaves must be placed at the curb or along the ditch line (not in ditches) in rows parallel with the street.

• Leaves must be clear of sidewalks and the street.

• Place leaves at the curb by 7 a.m. to ensure collection on the scheduled day.

• Leaves mixed with limbs, other yard waste, sweet gum balls, gravel, glass or other solid matter will not be collected.

ELECTRICITY

• Leaves in garbage containers will not be collected.

• Leaves must be clear of any items such as water meters and fences, and placed on the street side of retaining walls.

POST LOOSE LEAF COLLECTION SEASON March to September

• Leaves must be bagged.

• Please use clear/biodegradable bags for loose leaves. If you use other bags, leave them untied.

• Do NOT dispose of leaves in your garbage container. Bagged leaves and yard waste (grass clippings, small limbs, garden debris with as little dirt as possible) will be collected weekly, the same day as your garbage.

Duke Energy service personnel are available Monday through Saturday except for major holidays. Please allow at least three business days to complete your request.

Natural gas service is available from Dominion Energy. To sign up for service, call 1-877.776.2427 24 hours a day, seven days a week or go to psncenergy.com.

Parks & Recreation

The Kannapolis Parks and Recreation Department is nationally accredited. They are one of only 149 departments in the country, which establishes them as being in the Top 1% of parks and recreation departments in the United States.

Our numerous park and recreation facilities offer many opportunities to enjoy the outdoors and an active lifestyle. They include: Bakers Creek Park and Greenway, Veteran’s Park, Vietnam Veterans Park, Village Park, Safrit Park, Dale Earnhardt Tribute Plaza, Irish Buffalo Creek Greenway and Lake Fisher Reservoir. We also partner with the Kannapolis City Schools, Kannapolis YMCA, the Cabarrus Arts Council, the Cabarrus County Library-Kannapolis Branch, and other organizations to provide programs and events.

The Kannapolis Police Department is nationally accredited, and concentrates on preventing crime and building strong community relationships. Kannapolis has one of the lowest crime rates in NC due to these efforts. We participate in numerous community events and partner with local businesses to educate residents on crime prevention, traffic safety and other relevant safety topics.

• Community Watch: This crime prevention program involves citizens working with each other and law enforcement to reduce crime and victimization in their communities.

• Citizen Police Academy: This program’s main objective is promoting a strong relationship between the police and the citizens it serves. Citizens who attend will be taught traffic enforcement, use of force, firearms, police ethics and crime scene tactics. • Operation Medicine Drop: To protect kids, prevent overdoses and protect our waterways, a medicine drop box is located in the lobby of City Hall for residents to dispose of unused and expired medications. This is available 24/7.

• Project Safe Cabarrus: This State and Federal law aims to improve the quality of life for Cabarrus County residents by addressing illegal gun, gang and violent crime in the county.

• D.A.R.E. and G.R.E.A.T.: These two programs are well-known, police-taught classes, and are conducted with the purpose of preventing underage drinking and drug use along with delinquency, youth violence and gang membership.

E-Commerce or the purchasing/trading of items and products from the internet has increased dramatically over the past several years. Unfortunately, some of these transactions throughout the country have turned into scams, robberies or even worse.

We host a variety of events with something for everyone. Jiggy Festival in May kicks off the event schedule. The Kannapolis Farmers Market is every Thursday from May to September. The Summer Concert and Movie Series runs from June through August and includes concerts, movies; Stories Under the Stars, performances for children and much more. Run Kannapolis and Loop the Loop are part of the City’s Discover a Healthy Life brand. We welcome people of all ages and all abilities to participate in these activities.

Run Kannapolis is a series of 5K walks/runs in the City. Runners/walkers are encouraged to participate in the entire series of races and series awards will be provided to only those who finish at least five events. Loop the Loop is a series of loops in downtown Kannapolis and around area schools, ranging from a half mile to three miles. We are always looking for people who want to get involved and play a role in the important work we do for our citizens. The Kannapolis City Council appoints citizens to serve on a number of advisory boards and commissions. Most of these boards and commissions participate in the City’s policy decisions by making recommendations to the City Council. You can make a difference by sharing your time and talents and becoming an integral part of our community’s success.

Terms are staggered three-year terms and generally end June 30 of each year; however, applications are accepted on a continual basis and kept on file for consideration in the event a vacancy occurs. Meetings are typically monthly in the evening, but each commission varies. Those interested in applying can fill out an application online at kannapolisnc.gov. Here are the commissions you can serve:

The Planning & Zoning Commission advises City Council on issues related to the Land Use Plan and Unified Development Ordinance.

The Board of Adjustment hears appeals and can grant conditional use permits based on their interpretation of the Unified Development Ordinance and the Kannapolis Zoning Map.

The Parks and Recreation Commission advises City Council on all matters related to parks and recreational activities and facilities provided by the City.

The Community Improvement Commission provides input on the City’s community development program, including expenditure of funds and community outreach.

The Personnel Advisory Board is composed of three persons designated by the City Council, with authority to hear employees’ grievances and recommend decisions to the City Manager.

The average daily demand for water in Kannapolis is 4 million gallons. The Water Resources Division provides safe and sufficient drinking water, collects and treats wastewater, maintains the City’s infrastructure and works in collaboration with other public and private sector organizations to enhance the region’s environmental resources. The City operates its own water treatment plant, where water from Kannapolis Lake is collected and processed into clean drinking water. The water treatment plant staff has continuously been recognized for surpassing state and federal standards for clean water.

The City operates its own sewer infrastructure facilitates which meet or exceed all federal and state standards.

Please avoid putting fats, oils, and grease into your drains. It can clog the City’s system and can be expensive to repair.

Stormwater pollution is discouraged. Please keep storm drains clear to prevent flooding in your area.
