Sections of Hwy 23 reduced to single lane starting July 9 Hwy 23 delays ahead

Motorists traveling Highway 23 between Highway 65 in Mora and Highway 107, located 10 miles east of Mora, may encounter delays while segments of the road are reduced to a single lane from sunrise to sunset, up to seven days per week, beginning

Monday, July 9.

Crews will reduce up to four miles of Highway 23 to a single lane at a time. Flaggers and a pilot car will allow alternating one-way traffic through each work zone while crews complete their work. Motorists entering any Highway 23 work zone from an intersecting road or driveway must wait for the pilot

car and follow it through the work zone.

All lanes of Highway 23 will open by September 17.

The closures are needed while crews resurface the road, extend turn lanes, upgrade guardrail and install new curb and gutter.

When complete the project will result in a smoother ride, preserve the road’s pavement

and improve safety along 10miles of Highway 23.

Blue Devils remain unbeaten

The Mora Blue Devils amateur baseball team dropped two games last weekend in the Hinckley tournament. Mora lost to two very good teams in Buffalo and Isanti. The Blue Devils remain unbeaten in Eastern Minny play with a 7-0 record, but dropped to 8-4 overall.

In the opening round game June 23, Mora played Buffalo. Buffalo advanced to the round of 16 last year at the state tournament. With a combination of five hits and two walks Buffalo jumped out to a 4-0 lead in the first inning off of starter Derek Graves.

Mora answered back in the bottom half of the inning. Dylan Graves grounded out bringing in Adam Burgess to make the score 4-1.

Buffalo kept the pressure on with three hits and two walks in the second inning. Two more runs scored and Mora was in a 6-1 hole.

The Blue Devils countered in the bottom half of the second inning with three runs. Buffalo’s pitcher had control issues in the inning as Mora drew five walks in the inning. Dylan Graves picked up his second RBI of the inning with a sacrifice fly.

Mora would threaten a couple more times in the game, but couldn’t score again. Buffalo picked up an insurance run in the sixth inning for the final margin of 7-4.

Paint doesn’t make the crosswalk

Community concerns over pedestrian safety in city crosswalks became a topic of open forum during the city’s regular meeting June 19.

Mora Area Chamber of Commerce Director Karen Amundson suggested additional, midroad signage placed at several crossings. During discussion, several city council members expressed concern about the signs being moved or stolen, or which crosswalks would be given a sign and which do not.

There are currently such signs on East Maple Avenue between the Mora High School and the school parking lot.

The same week, crews working for the city’s street department gave crosswalks their annual coat of fresh, white paint.

What pedestrians and drivers alike may not realize is that pedestrians still have the right-ofway at all intersections — even if the crosswalk isn’t marked with paint.

SAFETY TIPS FOR DRIVERS

Drivers must stop for crossing pedestrians at marked crosswalks and at all intersections without crosswalks or stop lights.

Pedestrians must obey traffic signs and signals at all intersections that have them.

Vehicles stopped for pedestrians can proceed once the pedestrian has completely crossed the lane in front of the stopped vehicle.

Pedestrians must not enter a crosswalk if a vehicle is approaching and it is impossible for the driver to stop. There is no defined distance that a pedestrian must abide by before entering the crosswalk; use common sense.

When a vehicle is stopped at an intersection to allow pedestrians to cross the roadway, drivers of other vehicles approaching from the rear must not pass the stopped vehicle.

Failure to obey the law is a misdemeanor. A second violation within one year is a gross misdemeanor.

Cross streets at marked crosswalks or intersections; don’t cross-mid block and obey traffic signals.

Make eye contact with drivers and ensure they see you and will stop.

Clearly show your intentions to cross.

Watch for turning and passing vehicles.

Look across all lanes for moving vehicles before proceeding.

Continue to be alert and watch for vehicles when walking in a crosswalk — drivers aren’t always looking for pedestrians.

Use sidewalks where provided — where no sidewalks are provided, it is usually safer to walk facing traffic.

Make it easy for drivers to see you — dress in light colors and wear retro-reflective material.

Carry a flashlight when it’s dark.

Alcohol and drugs can impair your ability to walk safely, just like they do a person’s ability to drive.

Use extra caution when crossing multiple-lane, higher speed streets.

Scan the road and sidewalks ahead for pedestrians. Drive attentively and at safe speeds. Remember, pedestrians can be difficult to see, especially in bad weather or at night.

Anticipate pedestrians especially in urban areas, around schools and colleges.

Before making a turn, look in all directions for pedestrians.

Look carefully behind your vehicle before backing up, especially for small children.

Watch for people in wheelchairs and motorized carts, who may be below eye level.

Stop for crossing pedestrians at every intersection, even those without crosswalks or stoplights. Stop far enough back so drivers in other lanes can also see the pedestrian in time to stop.

Do not block crosswalks while stopped, and don’t pass other vehicles stopped for pedestrians.

Q

uestion: Would you please let me know the process for reporting a family member that is an unsafe driver, when I don’t have a particular incident to report?

Answer: There are several options for you to consider.

1 .Write and sign a letter to Driver and Vehicle Services (DVS) outlining specific concerns.

Ask A • DVS will write the person and ask them Trooper to come in for an Neil Dickenson interview.

• Based on the interview, the person can be requested to conduct a written and road test; submit a vision report; and/or submit a doctor’s statement verifying that they are physically qualified to drive within 30 days of the interview.

• If no concerns arise during the

interview—if the driver passes a road quiz and appears to be physically fine—they may not be required to do anything further to continue to drive.

•If the person does not submit the requested statements or their vision/ physical report is unsatisfactory, their driver’s license can be canceled.

• If the person is unable to pass the tests within the required time, their driver’s license is canceled.

2. Law enforcement officers also can send a request for review to DVS if they identify a driver who they believe should either re-test or be checked by a doctor.

3. Talk to a family member’s physician to see if the doctor has noticed the same problems. If so, ask the doctor to submit a request for a written/road test to DVS. If the physician believes the person is not physically qualified to drive, the doctor can notify the department to that effect and DVS can cancel the driver’s privileges.

4. DVS can allow the person to keep

driving with increased limitations such as roadway speed, daylight only, certain times of the day or within a set limit of miles from his or her home. They can also require follow-up doctor’s exams.

Booktown Mora, the organization behind all this, also stocks large bookshelves throughout town in dentist offices, the hospital and a variety of service buildings.

It would be nice to see those shelves filled to the brim.

Have fun as a foster grandparent

To the editor, I am writing a letter about the Foster Grandparent volunteer program for grandfathers and grandmothers. We work in the schools or Head Start. I work at a day care in Princeton called Kind Hearts Day Care.

They are partnered with Head Start. During the school year I work with the kids one-on-one with their ABC’s, 1-2-3’s, shapes, writing their names and going outside with them. In the summer months we go to parks, museums and music events. During other times I read, play games and children to talk to me about lots of things.

When working with the teacher and the kids, you can focus on the things that the kids need help with like homework or things in class.

I started participating in the Foster Grandparent program three years ago after a very good friend told me about it and I love it.

So, if you know anyone 55 years old or older who wants to be a foster grandparent volunteer, call Pat at 612-390-0617 at Catholic Charities.

When things get scary, find the helpers

M

r. Rogers said, “When I was a boy and I would see scary things in the news, my mother would say to me, ‘Look for the helpers. You will always find people who are helping.’”

Foster Grandparents are some of the helpers.

They might not wear a uniform Fostering and they might not be at emerGood gency scenes, but they are the Pat Braun helpers. Foster Grandparents are the helpers that help a child learn to read; they are the helpers who show a child by example how to be kind; they are the helpers who make a child’s first day of school not so scary; they are the helpers to a child in so many ways.

They are the ones a child talks to because they have had a bad day and need a caring person to listen.

Foster Grandparents may not know all of the children’s names in a school, but all of the children know who the Foster Grandparent is.

The Foster Grandparent is the one who will say hello to them every morning; be willing to get a surprise hug simply because a child needs one; they are the one students “high five” as they are walking down the hall and you hear echoes of “Hi Grandma, or Hi Grandpa,” as they walk past.

They are the ones a child talks to because they have had a bad day

and need a caring person to listen.

The children are also helpers to the Foster Grandparents. The children are the ones to bring a smile to the Foster Grandparents face; the children are the ones to keep a Foster Grandparent active; the children are the ones who need an older adult in their lives, the children are the ones who learn empathy for older adults; the children are the ones who bring joy.

The Foster Grandparents may not be as visible as other helpers in the world, but they are helping children every day and the children are helping them.

Kanabec History Center Celebrates 40th Anniversary STAFF REPORT NEWS@MORAMINN.COM

The Kanabec History Center celebrated the 40th anniversary of the opening of the Kanabec History Center building with a huge array of events on June 23 and 24.

The event featured a “Blast to the Past” quest game with character actors. Visitors had the chance to interact with the characters and look for special props to get “Blast to the Past” quest answers.

Correct entries received cash prizes.

A well-attended portion of the event was a presentation by Paul Kilgore on “The Mysterious Life of Mora’s Founder.”

Other invents included giant twister called by the games inventor, Neil Rabens; kids games, lawn games, movies, speech by Todd Mahon of the Minnesota Historical Society; speech on the origin of the Kanabec History Center building, flag raising ceremony, DJ and dance and petting zoo.

Mrs. A. W. Crusoe and children departed for Marinette, Wisconsin, last Thursday to be absent during the summer. During their absence A. W. will not be held responsible for any little acts of indiscretion.

The strawberry and ice cream social at the church last Saturday evening was largely attended. There was a great abundance of edibles which all seemed to partake with a relish. The receipts were about thirteen dollars.

Last Friday night an Eastern Minnesota freight train was wrecked near Partridge station. The Engineer and head brakesman were killed and the fireman had his left arm seriously scalded. Sixteen cars were burned.

Those who enjoy dancing should not fail to attend the grand ball at Mora on the night of the 4th. The tickets have been placed at the low price of 75 cents, which ought to be within the reach of all.

The ladies of Mora will serve Ice Cream, Cake, and Lemonade in Danforth’s Park on July 4th. The proceeds to go towards the support of the church.

The public is cordially invited to patronize us. THE LADIES The school boards of the various

districts are being besieged with book agents. The average school trustee is incompetent to select school books for the reason that he has not interested himself in books sufficient to know which is best. Such being the case we would advise that they be governed by the opinions of the teachers and county superintendent, who are supposed to be loyal to the schools and would only recommend what they think are best.

They should also aim to secure uniformity of text books in the county for which we understand Supt. Sundeen is working for and our advice would be to the various boards to come together and confer with each other, and until then make no contracts whatever with any agent.

100 YEARS AGO (1918) “Fourth of July Celebration at Mora, Minn:” The business men and citizens of Mora have already contributed nearly $400.00 to defray the expenses of the coming Fourth of July Celebration at the Fair Grounds and additional funds are still being added to the list.

The committee in charge is arranging for an excellent program and a good time for everybody can be assured.

Some of the sports and attractions will consist of horse races, ball games, Indian War Dances by band of Chippewa Indians from Mille Lacs Lake, MerryGo-Round, Novelty Shooting Gallery, Striker Machine, Novelty Stands, Automobile, Motorcycle and Bicycle races and minor sports too numerous to mention. Big dance at Opera house in the evening. A big Patriotic Parade will be formed at the Court house grounds at 10:30 a.m. Prize for Automobile Parade will be $25. Every car entering the Fair Grounds will receive a ticket entitling him to a chance of winning a first prize of $10.00; second prize $5.00.

“District 4 School House:” The above is a very good likeness of the present school building in District No. 4. this county. District No. 4. like the other districts with a lower number, was organized a little irregular and had to be reorganized when it was given the number “4.” The original site of the schoolhouse in this district was somewhat Northwest of the present site, in fact its former location is yet easily discerned near the Snake River, a short distance below the junction of the Groundhouse river. The earliest records in this office show the school officers as Clerk, C. O. Johnson: Director, John Lodin, and

Treasurer, S. O. Person. Mr. Person held this position until his death a few years ago, when his son, Peter, succeeded to the position. The Clerk’s report for the year 1895-6 shows $135.00 paid for teachers wages and at the annual meeting, it was voted to have five months of school divided into two terms of two and a half months each, beginning in September and April. Mrs. Andrew Larson, of this village, has in her possession one of the old registers used in this school even before this date.

The present building is built from plan No. 4. approved by the Department and is the largest one-room school building permitted to be built at this time. The class room is 22x32 feet and the entire building 33x35 with a porch 10x20, which also contains the vestibule. In appearance from the outside one would not think the classroom could be as large, but a close inspection reveals a large amount of room and no waste room. The fuel, library and two cloak rooms are on the west side of the building. The class room is fully lighted by continuous windows in the east wall containing nearly one-fifth the floor surface. The equipment is fully modern, including all single seats, maps, dictionaries, library, globe and an approved heating and ventilating system. At the time of the building the new building more ground was secured for playgrounds and the site is well drained and accessible from the four directions by well-graded roads.

75 YEARS AGO (1943) “Fire At Ripka Farm Saturday Afternoon:” A combination granary and garage at the Robert Ripka farm was completely destroyed by fire last Saturday afternoon. One of the Ripka children, playing with matches, started the fire. A nearby brooder house was saved. The loss consisted mostly of the building, which was partially insured.

The Mora Fire Department responded promptly to the call for help.

“Son of Grasston People is Prisoner of War in Europe; Parents of Lt. Chas.

B. Woehrle Receive Official Notification That Son is Alive:” Mr. and Mrs. J. H. Woehrle of Grasston received a telegram a week ago Sunday morning from Washington, D. C., to the effect that a report had been received through the International Red Cross stating that their son, Lt. Charles B. Woehrle, was a prisoner of war of the German government. Reports further stated that he

was wounded, degree unknown.

50 YEARS AGO (1968) “Collect Lost Items at Pool Promptly” July is just around the corner and with it one might expect some sizzling weather and a surge to the swimming pool. Parents are reminded that preschool children must be supervised by a responsible adult.

The swimming pool will be open this Sunday night. Reservations must be made a week in advance if the pool is to be reserved for a group.

“Mom, are you wondering where that towel went that Johnny had last week?

It just might be at the pool since there is a surplus of lost and found items. Items left at the pool must be claimed within a week or they will be disposed of.” said a pool attendant.

25 YEARS AGO (1993) “Initial response for senior housing project is positive:” Members of a Mora-area “informal study committee” met with Homestead Housing Center president Terry McKinley again last Thursday, to review survey responses and take a second look at possibly building a cooperatively-owned apartment complex here for senior citizens.

The kind of project under consideration would be similar to efforts already advancing in regional rural communities like St. James, Minn., Hayward, Wis., and Hull, Iowa. The idea is to correct two common shortages of rural America with one project: By creating low-maintenance housing for seniors with comfortable incomes, a community’s market on single-family housing would in turn open, ideally allowing towns to better attract new businesses.

In Mora, where 1990 data supplied by McKinley showed that owners age 55 or over occupy 65.6 percent of the housing units, and owners age 65 or over occupy 33.2 percent of the housing units, the concept is receiving a good look.

Breeding geese and subsequent goslings abound

T

he lawn is many shades of green and I’m able to walk on it. Life is good. Catalpa and Japanese lilac bloom. A cacophony of crow sounds came from the backyard. The birds were bedeviling something. An eastern phoebe filled its bill with nestling chow.

I gazed at a wood duck box. Paul Peters of Ceylon told me that seen wood duckAl’s World he’d lings jumping from a nest box. It’s an amazAl Batt

ing thing to witness.

I stopped by a wetland to gawk at the birds there. A double-crested cormorant was perched with its wings spread on an open branch in order to dry its feathers after fishing. Cormorant feathers become soaked rather than shedding water like those of a duck.

This is thought to help cormorants hunt underwater more effectively. Cormorants regurgitate pellets containing undigested parts of their meals such as bones just as an owl does.

Many Canada geese were present.

This is the time of molt migration. Nonbreeding and failed breeding geese fly

northward in late May and early June, heading to northern waters, where they molt their flight feathers and feed on vegetation in an earlier state of growth to fuel their molt. They summer there and fly back here in September and October. They mate for life, but most Canada geese don’t breed until they are three years old. Newly hatched goslings eat primarily aquatic insects becoming grazers at about three weeks of age.

Five weeks after the goslings hatch, the adults molt, which renders them flightless until the goslings can fly at 9 to 10 weeks of age. That’s usually during the second half of July.

Goslings are precocial. They hatch with eyes open, covered with down and leave the nest promptly. All passerines, such as robins, hatch with eyes closed, wearing little or no down, incapable of departing from the nest and are fed by the parents. The goslings spend up to 28 days in the egg, so they’re able to walk, swim and feed themselves shortly after hatching. The chicks of most songbirds (passerines) spend less time maturing in the egg and must spend more time developing in the nest.

Students receive Workforce Development scholarships CONTRIBUTED

This winter, SPIRE Credit Union partnered with Ogilvie Raceway to help provide Workforce Development scholarships to four Minnesota high school students.

After receiving a state grant, Pine Technical & Community College approached SPIRE to help maximize the funds they received to provide as many scholarships as possible.

SPIRE joined its partner Ogilvie Raceway in contributing to the Workforce Development scholarships for students going into the fields of manufacturing, healthcare, and information technology. Four students received a $3,500 scholarship – the cost of one year’s tuition at Pine Technical & Community College.

Lessons to be learned from touching lepers

I

n Matthew 8:1-4 Jesus is coming down from the mountain with crowds surrounding him, when a man with leprosy runs up to Jesus and kneels before him requesting to be healed. Lepers are supposed to keep their distance from other people.

You can even close your eyes and Focus on picture the crowd backing away as Faith the leper runs up to Jesus.

Rick Marcy Most devout Jews would be backing away from this unclean and even contagious man. But Jesus does the strangest thing, he touches the man.

He touches the man.

Jesus didn’t need to touch this diseased leper to heal him. Jesus could have done it from long distance if he wanted to. But Jesus touched him, a person who many would back away from, and even more would look away as they passed him. But Jesus reaches out

So many people in our world long to be touched, a hand on their shoulder, a hug, even hold hands with another person.

They feel alone, outcast, forgotten, isolated, even unclean. and touches him.

Jesus is taking a big risk in touching this man. What will his followers think, what will they do?

Will the crowds turn away from him because of this radical thing he does?

So many people in our world long to be touched, a hand on their shoulder, a hug, even hold hands with another person. They feel alone, outcast, forgotten, isolated, even unclean. Today with all the concern over abuse and lawsuits people are afraid to touch anyone.

As a result, people feel more and more isolated and alone.

Remember the kid in school who sat all alone eating their lunch.

That kid longed to have someone come and sit with them. They needed someone to tell them they were not unwanted. Could you imagine what it would mean if they received a touch by someone other than the bully who is trying to knock their lunch out of their hand.

Touch is so powerful that if your doctor places their hand on you in a caring way you have a 50 percent better chance of being healed even if they do nothing else.

Perhaps you can identify with the kid in the lunch room, or the leper kneeling in front of Jesus.

Jesus is not put off by you. Your sickness, disability, social status, addiction, sin, nor anything else causes Jesus to back away from you when you come and kneel before him. Jesus is not only willing to heal and forgive you, Jesus will touch you.

“We had very unusual weather conditions this spring, with the mid-April blizzard and record late ice-outs. April temperatures were the third coldest on record and May temperatures were the fourth warmest on record,” Cordts said. “This likely impacted geese more than ducks, with an extremely late, and probably reduced, goose hatch.”

Population counts showed good results for several species of ducks that nest in Minnesota, according to the results of the annual Department of Natural Resources spring waterfowl surveys.

“Mallard, blue-winged teal and Canada goose counts were all improved from last year,” said Steve Cordts, DNR waterfowl specialist. “The survey is designed for mallards and our breeding mallard population remains above its long-term average.”

This year’s mallard breeding population was estimated at 295,000, which is 38 percent above last year’s estimate of 214,000 breeding mallards and 30 percent above the long-term average measured each year since 1968.

The blue-winged teal population is 191,000 this year, 20 percent above last year’s estimate and 10 percent below the long-term average.

The combined populations of other ducks such as ring-necked ducks, wood ducks, gadwalls, northern shovelers, canvasbacks and redheads is 207,000, which is 21 percent lower than last year and 15 percent above the long-term average.

The estimate of total breeding duck abundance (excluding scaup) is 693,000, which is 9 percent higher than last year and 12 percent above the long-term average.

The survey is used to estimate the number of breeding ducks or breeding geese that nest in the state rather than simply migrate through. In addition to the counts by the DNR, the continental waterfowl population estimates will be released by the U.S. Fish and Wildlife Service later this summer.

DNR SURVEY METHODS The same waterfowl survey has been done each year since 1968 to provide an annual index of breeding duck abundance. The survey covers 40 percent of Minnesota and includes much of the state’s best remaining duck breeding habitat.

A DNR waterfowl biologist and pilot count all waterfowl and wetlands along established survey routes by flying low-level aerial surveys from a fixed-wing plane. The survey is timed to begin in early May to coincide with peak nesting SEE WATERFOWL, PAGE 10

Crews installed four new lights and poles at the Mora High School varsity football field to replace the eight original lights which administration claimed were dangerously close to the football field.

The Mora High School varsity football field has new, bigger and brighter lighting which school officials cite as an issue of safety as much as it is visibility.

Mora Public Schools Superintendent Craig Schultz said requests for new lighting on the Mora varsity football field have been made each of the nine years he has been superintendent.

It wasn’t until an incident last year that the request became a higher priority. The former eight light poles were located on the field, on the inside of the track approximately 10 feet from the football sidelines.

In the fall of 2017, a student athlete was injured when he collided with the pole. In addition to the injury, Schultz said the incident sparked a civil claim from the family.

The new lights, are bright enough that the field only needs four, are located far behind the track and away from the field. Schultz said this makes potential collision a non-issue.

Total cost to install the lights plus a 25-year maintenance agreement cost approximately $154,000 which came from the school’s Long Term Facilities Maintenance funds.

Schultz said he also expects to see an energy cost savings from the more efficient lights.

The new lights will cost approximately $4/hour to operate.

Birdseed emboldens black bears MN DNR

This black bear helped himself to a birdseed buffet June 16 at the home of Linda Belanger on Old Highway 23. Belanger found it interesting at how human-like he looked as he stood.

Many homeowners enjoy feeding birds but in bear country the practice often comes with unintended consequences, according to the Minnesota Department of Natural Resources.

Wildlife managers and conservation officers know that the majority of bear-related calls involve bears destroying birdfeeders after homeowners underestimate how attractive bears find birdfeeders as a food source.

“Bears use a feeding strategy called ‘high-grading’ where they seek out rich patches of concentrated food, and skip over places with low food density,” said Dave Garshelis, DNR bear research project leader. “They also have excellent memories about where they’ve found good sources of food. A birdfeeder is a bountiful source of high-calorie food.”

A well-stocked birdfeeder could supply more than 10,000

calories in one place with little effort. Compared to the energy it would take to obtain the same number of calories from scattered patches of wild berries, nuts or insects, bears find it much more efficient to feed at a birdfeeder, especially if the food there is continually replenished.

ONE BEAR COULD MEAN SEVERAL Bears have an innate preference for wild foods, but if frequently rewarded with highly-concentrated human foods, they may grow to prefer that, and then seek out such foods. Mothers then pass this feeding behavior on to their offspring. In a controlled feeding trial, researchers observed that most bears chose black oil sunflower seeds above acorns once they had the chance to try them.

Bears so conditioned sometimes become very bold.

Some have been known to open unlocked car doors, enter open windows and patio

doors of homes, push through screen doors, enter livestock pens, raid gardens and stir compost piles – anywhere food is left unattended and unsecured. Such bears become hard to scare away, because they are not only intent on getting the human-related foods, they have experienced no negative consequences from being near people. When behavior escalates to this point, people often become fearful of bears and perceive them as a safety threat.

The DNR does not trap and relocate bears because it is nearly impossible to find a release site in Minnesota where a food-conditioned, traveling bear wouldn’t find another house to frequent. Relocating a bear can also put it in conflict with other resident bears, or disrupt its ability to find natural food sources in a new location. The DNR discontinued the practice of trapping and relocating bears in 1999, and relies instead on the public removing attractants.

AVOID CREATING A PROBLEM DNR wildlife managers and conservation officers recorded 700 to 900 bear complaints per year by the public in each of the past three years – a slight increase over the past decade. Homeowners most commonly reported damage to birdfeeders and trash cans, and an associated fear of bears being too close to their house.

Homeowners are advised to remove the source of the attractant to solve the problem. For example, the solution might be as easy as taking in birdfeeders in the late afternoon. In most cases, removing the food source removes the problem but it may take the bear a few days to leave the area.

The DNR offers practical tips about avoiding bear conflicts at home and while camping at mndnr.gov/livingwith_wildlife/bears.

Winter drying causes widespread evergreen death

The DNR forest health team received several reports in the first half of May that black hills spruce, white cedar (arborvitae), and white pine had died suddenly in Anoka, Fillmore, Freeborn, Goodhue, Hennepin, Houston, Rice, and Winona counties. Most of the affected trees were relatively young. A private nursery in Redwood County was still getting calls in early June about this problem on black hills spruce. Some cases of death from winter drying on spruce and arborvitae were also reported in St. Louis County, and less severe cases were reported on red and white pine in the Arrowhead region.

The widespread, scattered evergreen death in southern Minnesota is a severe example of winter

drying, which can affect many types of evergreens. In extreme cases, any portion of the evergreen above what would have been the snow line died within a few days.

This happened because in late April we had warm, very windy days with low relative humidity, causing needles to lose moisture.

Frozen soil in the root zones of these trees prevented water from moving back into the needles to replace the lost moisture. Branches buried under the snow on those days remained alive because they were not exposed to the warm, windy, and dry environment.

If a conifer currently has more than 50 percent of its canopy killed by winter drying, the DNR suggests removing it soon to avoid complications with bark beetles.

On June 1, cedar bark beetles were starting to attack trees severely damaged by winter drying.

New state laws take effect July 1 SUBMITTED MINNESOTA HOUSE OF REPRESENTATIVES

The following is a list of select new laws passed during the 2018 legislative session that take effect July 1, 2018. The asterisk following the bill number denotes the language that became law. Summaries of all laws passed by the 2018 Legislature are available online from nonpartisan House Public Information Services at http://www.house.mn/newlaws/#/ search/2018.

ATHLETIC TRAINERS NOW NEED A LICENSE TO TRAIN ATHLETES A new law will shift athletic trainers from a registration system to a licensure system.

The new law, mostly effective July 1, 2018, will allow currently registered trainers to have their registration converted to a license at the time of their next renewal.

Rep. Mary Franson (R-Alexandria), who sponsors the law with Sen. Jim Abeler (R-Anoka), said this will better protect the public, in part, because potential trainers are now required to complete a background check in order to receive a license.

The law also changes how supervised hours required to be a licensed psychologist will be counted.

In addition to requiring two hours per week, aspiring licensees must complete a total of 100 hours of supervision.

BUDGET OFFICE TWEAKS A 2017 law created a Legislative Budget Office. This year’s capital investment law contains a number of small changes, including removal of the office from jurisdiction of the Legislative Coordinating Commission, and establishing duties for its director (who will be deemed a public official). These are effective July 1, 2018.

Also effective July 1, the law calls for establishment of a Legislative Budget Office Oversight Commission.

Sponsored by Rep. Tim Miller (R-Prinsburg) and Sen. Rich Draheim (R-Madison Lake), the infrastructure-heavy capital investment law calls for $825 million in general obligation bonding.

Rep. Dean Urdahl (R-Grove City) and Sen. David Senjem (R-Rochester), chairs of the respective capital investment committees, used the Miller-Draheim bill on the final day of session to incorporate agreed-upon bonding language.

CRIMINAL TO FIB ABOUT A SERVICE ANIMAL Skills performed by a service dog can be a matter of life and death for someone. A new law will penalize those who fake an animal’s purpose.

Sponsored by Rep. Steve Green (R-Fosston) and Sen. Justin Eichorn (DFL-Grand Rapids), the law will make it a crime to knowingly misrepresent an animal in one’s possession as an assistance animal in a public place to obtain rights or privileges available to someone who qualifies for a service animal under state or federal law. A first-time violation will be a petty misdemeanor; subsequent offenses will be misdemeanors.

Supporters say there have been instances where someone passes an animal off as a properly trained service animal only to have it do something a trained animal would not, including being aggressive with other dogs.

The law, effective Aug. 1, 2018, uses a federal definition to define a service animal: “any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. Other species of animals, whether wild or domestic, trained or untrained, are not service animals. … The work or tasks performed by a service animal must be directly related to the individual’s disability. … The provision of emotional support, well-being, comfort, or companionship do not constitute work or tasks for the purposes of this definition.”

The Council on Disability, under the law, “may prepare and make available to businesses a brochure detailing permissible questions a business owner may ask to determine whether an animal is a service animal, proper answers to those questions, and guidelines defining unacceptable behavior.”

A property owner will be granted immunity for injury or damage caused by a service animal if “the owner believes in good faith that the animal is an assistance animal or the individual using the assistance animal represents that the animal is an assistance animal; and the injury or damage is not caused by the negligence of the owner of the real property.”

A new law will allow unmarried parents to file joint petitions for custody, parenting time and child support in family court when all the parties agree on the terms. Before the law, which is effective Aug. 1, 2018, only formerly married parents could use the expedited process.

Unmarried parents will now be able to file the joint petition without a summons, so long as the petition includes a recognition of parentage that says there isn’t any other alleged or presumed father. The law, sponsored by Rep. Peggy Scott (R-Andover) and Sen. Mary Kiffmeyer (R-Big Lake), will allow unmarried parents to appear in a hearing before a judge, but not have to go through the entire family court process.

HF3295*/SF3192/CH127 DWI LOOPHOLE FOR SNOWMOBILE, ATV USE CLOSED A new law closes a loophole in state statute regarding DWI offenses and off-road vehicles.

Sponsored by Rep. Anne Neu (R-North Branch) and Sen. Mark Koran (R-North Branch), the law, effective Aug. 1, 2018, expands the prohibition on operating offroad vehicles following a DWI conviction and eliminates an exemption that allowed drivers to keep their licenses following an off-road vehicle DWI offense.

Under a prior law, a person who operated a snowmobile or all-terrain vehicle while over the legal alcohol limit was prohibited from operating those off-road vehicles for one year. The updated law expands the prohibition so that it applies to a person who commits a DWI offense in any vehicle.

Also included in the updated law is the prohibition of a person who commits a DWI offense in any vehicle from operating a motorboat for a 90-day period between May 1 and October 31.

The new law is known as “Little Allen’s Law” in honor of an 8-year-old boy who was struck and killed by a man operating a snowmobile while intoxicated after his driver’s license had been revoked for a previous DWI offense.

Additionally, the law directs the Department of Natural Resources to work with ice fish house manufacturers to increase outreach efforts explaining the dangers of carbon monoxide exposure in ice houses. It requires a report to the Legislature by Jan. 15, 2019.

UNAPPROVED MEETING MINUTES BOARD OF EDUCATION INDEPENDENT SCHOOL DISTRICT 332 REGULAR MEETING MORA HIGH SCHOOL BUILDING, BOARDROOM #238 MAY 24, 2018 6:30 P.M. The Regular Meeting of the Board of Education of Independent School District 332, Mora, Minnesota, was called to order by Karen Kirschner, Board Chair, at 6:30 p.m. The meeting began with the Pledge of Allegiance and roll call. Board Members present were: Board Chair Karen Kirschner, Vice Chair/ Treasurer Ethan Elvehjem, Clerk Scott Moe, Tammy Bohachek, Robert Jensen and Robert Woods.

Also present were Superintendent Craig Schultz, Elementary Principal Brenda Spartz, Elementary Principal Randy Qual, High School Principal Brent Nelson, High School Assistant Principal Nick Bakke, Buildings & Grounds/Transportation Director Chip Brandt, and Executive Assistant/HR Coordinator Kris McNally.

Elvehjem made a motion, seconded by Woods, to accept the agenda as presented. The motion carried unanimously.

Spartz presented Mustang Spirit Recognition to “incredible volunteer” Mary McGraw who has served the students “above and beyond the call” through the Foster Grandparent Program.

Nelson presented Mustang Spirit Recognition to Lindsey Peterson, Lesley Graham, and Deb Hallin for creating “The Rack” for disadvantaged students to have access to quality, modern clothing when they may not have had the opportunity.

No issues were presented at the first Open Forum.

Riley Reynolds and Johanna Schwinghamer from the Travel Club presented a recap of their trip to Scotland & Ireland. This presentation is available in the District Office.

Discussion was held on the funding for the lighting equipment and installation for the football field.

Moe made a motion, seconded by Elvehjem, to use Long Term Facility Maintenance funds to purchase the lighting instead of a lease. The motion carried unanimously.

Discussion was held on the ECMECC Joint and Cooperative Agreement amendment related to St. Francis School District dropping their membership from “full” to “associate.” Jensen made a motion to approve the ECMECC Joint and Cooperative Agreement Amended April 18, 2018. The motion was seconded by Bohachek and carried unanimously.

Brandt presented the updated, mandatory Management Plan for Lead in Water. Woods made a motion, seconded by Moe, to approve the Management Plan for Lead in Water (created May 2008, updated May 2018). The motion carried unanimously.

by Jensen, to approve the naming of the football field “Bergloff-Deis Field.”

The motion carried unanimously.

Elvehjem made a motion, seconded by Bohachek, to approve the second reading and adoption of the following policies with substantive changes: #612.1 Development of Parent and Family Engagement Policies for Title 1 Programs #613 Graduation Requirements #616 School District System Accountability #800 Use of Automatic External Defibrillators (AED) #903 Visitors to School District Buildings and Sites Board Reports/Administrative Updates Woods and Moe complimented the district on the individualized student recognition at various events and ceremonies through the year. Bohachek attended the Board Advisory Committee Meeting and the National German Exam State Awards at which 13 or 14 Mora students received recognition.

Jensen attended the RRSEC Governance Board Meeting, the Innovative Approaches to Career Readiness Workshop, and the Board Advisory Committee Meeting.

Brandt provided the Buildings and Grounds/Transportation report and highlighted that asbestos abatement at the Fairview Property has been extended one week, playground equipment sales by sealed bid process has been initiated, and the baseball bleacher covering project is in process. The transportation department has dealt with a couple recent breakdowns. The full Buildings & Grounds/ Transportation report is on file at the District Office.

The Activities/Community Education report is on file in District Office.

Nelson presented the High School report and highlighted the positive feedback on the showing of the movie Screen-Agers, the excellent Prom experience, and the success of the Dollars for Scholars Scholarship Program this year. Bakke also reported on Mora teachers recently advocating for education at the State Capital with Governor Dayton. The full high school report is available at the District Office.

Kirschner inquired about the Repair and Renovate Task Force.

Nelson reported there are more meetings scheduled and they are continuing the process to try to define the next steps and overall plan.

Spartz and Qual presented the Elementary report. Spartz noted that kindergarten registrations are still at 111, thus an additional kindergarten teacher and para are being added.

Qual reported that the MCA testing went well and that scores are similar to two years ago. The full elementary report is available at the district office.

Schultz presented the Superintendent’s Report and highlighted that the administrative team would be meeting in the near future to discuss the two recent security assessments and formulate recommendations. He added that the RRSEC changes have taken a substantial amount of time and is a positive change. The full Superintendent’s report is on file in

the District Office.

Upcoming dates were noted.

Kirschner added the meeting scheduled on June 6, 2018, with Joe Mulford from Pine Technical College to discuss the CNA program being offered at Mora High School beginning this fall.

OBITUARIES

Barry W. Dickinson Barry Wade Dickinson, of Mora died on Tuesday, June 19, 2018, at Abbott Northwestern Hospital, after fighting a courageous battle with cancer. He was 60 years old.

He was born Aug. 10, 11957, at Kanabec Hospittal to Harlow and Eileen ((Lucht) Dickinson. He was tthe second of five children.

H He attended Mora Public S Schools and graduated in 11975. After high school he c completed vocational school ffor carpentry at St. Cloud T Technical Institute in 1977.

S Soon after college he met C Colette Grace and they were u united in marriage on Aug. 221, 1982, at Grace Lutheran Church in Mora. From this marriage three beautiful children were born Kyle, Emma and Abe. He and his wife continued to live in Mora and raise their children.

He partnered with Kevin Fore and started Homestead Builders. He continued to run Homestead Builders until 2017, working with his oldest son Kyle.

His hobbies included hunting, fishing, woodworking, music, telling jokes and spending time with family and friends. He was an avid Minnesota sports fan. He enjoyed introducing the outdoors to his family and often took camping trips with them and loved canoeing with his wife.

He was diagnosed with colon cancer in 2014, through this battle he endured many different treatments and was always hopeful for a cure. He was a wonderful husband and father and will be truly missed by all who knew and loved him.

He was preceded in death by his father Harlow Dickinson.

He is survived by his mother Eileen Dickinson; wife Colette Dickinson; children Kyle (Tiffany), Emma (Mike) and Abe; brother Brad (Mary Kay); sisters Barb (Kurt), Brenda and Kelly (Chuck); along with many nieces and nephews.

A memorial service was held on Monday, June 25, 2018, at Grace Lutheran Church in Mora with Rev. Paul Lutter officiating. Inurnment will be in the Oakwood Cemetery in Mora.

Donna Lindstrom Donna Lindstrom, of Brooklyn Center, formerly of Finlayson, died on Saturday, June 23, 2018. She was 88 years old.

She was born on Sept. 17, 1929, to Donald and Lois ((Windahl) Smith.

She met the love of her llife, John Lindstrom, while w working at the former W Winston and Newall Co., n now Supervalu Inc. They h had planned on a November w wedding but after attendiing a friend’s wedding in A August they decided they c couldn’t wait. So, on Aug. 114, 1948, they were united iin marriage by a justice of tthe peace in Anoka County.

H Her parents insisted on a traditional wedding, so they “repeated” their wedding vows in a beautiful church ceremony on Nov. 24, 1948.

She was a woman who loved family and friends unconditionally. She had friendships that began in grade school and lasted all her life. Everyone who knew her, knew they were loved. In the short time she resided at Maranatha Place she continued to make new friends.

She was preceded in death by husband John, her parents and sister Lawayne.

She is survived by children, Terry (Steve) Karsky, Sandi Davis, John (Susan) Lindstrom and Patty (Dennis) Nelson; 12 grandchildren and 30 great-grandchildren; sister Verle (Bob) Ktytor; sister-in-law Lorraine Hygrell; and many nieces, nephews and friends.

A memorial service will be held at 10:00 a.m. on Friday, June 29, 2018, at the St. James Lutheran Church (6700 46th Ave N. - Crystal, MN 55428). Visitation will be held one hour prior to the service at the church.

Inurnment will be at 1:15 p.m. at Fort Snelling National Cemetery in Minneapolis.

Positivity in the Park rocks The 2018 season of Positivity in the Park events kicked off June 21 with rock painting and free ice cream at the Mora Library Park. The events are organized by the Substance Abuse Coalition of Kanabec County and its community partners. The events were first designed to change a perceived negative culture of the park to a positive one through friendly events, activities and community engagement.
