Local girl wins another award for contest artwork A Kamsack girl who has “enjoyed drawing ever since I can remember,” has been awarded the top prize in the latest Saskatchewan Wildlife (SWF) 2020 Fish Artwork Contest.

A picture of a rainbow trout submitted by Kira Salahub was chosen as the overall best entry in the contest which ran from April 6 to May 15.

The annual art contest was open to youngsters in Grades 4 to 6.

“Kira spent probably close to 10 hours working on her rainbow trout picture done in pencil crayon,” said Kelly Salahub, Kira’s mother. “I initially saw the contest on the

SWF Facebook page and encouraged her to enter.”

Earlier this year Kira was featured on the front page of the February 13 issue of the Kamsack Times for having won the second place prize of a certificate and $50 cash in the Assiniboine Watershed Stewardship Association annual poster contest.

For the SWF contest, the criteria to enter included artwork with “original and creative entries showing native Saskatchewan fish in their natural habitat.”

Submissions could be colour or black and white, painting, drawing or pastels on 8.5 x 11

paper, depicting native fish species including: Walleye, Yellow Perch, Lake Trout, Northern Pike, Lake Sturgeon and Arctic Grayling.

Last week Kira was advised that she had placed first, winning a prize of a fishing package.

A youngster from Christopher Lake captured second spot, and third place went to a young artist from Shaunavon.

Salahub has also won poster contests sponsored by the Royal Canadian Legion in the past.

COVID-19 case update for Saskatchewan According to information from the government of Saskatchewan website, as of June 1, there was one new case of COVID-19. The new case was in the Regina region.

The provincial total remains at 646 reported cases. The total is unchanged because a sample reported as a positive case in Regina on May 27 was retested and found to be negative. A second sample was taken, which confirmed the negative result.

Of the 646 reported cases, 47 are considered active. Six more people have recovered, bringing the provincial total to 588.

There are currently four people in hospital.

Two are receiving inpatient care (one in Regina and two in Saskatoon) and two are in intensive care

(in Saskatoon).

Of the 646 cases in the province: • 142 cases are travellers; • 382 are community contacts (including mass gatherings); • 76 have no known exposures; and • 46 are under investigation by local public health.

O v e r a l l i n Saskatchewan: • 50 cases are health care workers; however, the source of the infections may not be related to health care in all instances.

• 256 of the cases are from the Far North, 169 are from the Saskatoon area, 112 from the North, 80 from the Regina area, 17 from the South and 12 from the Central region.

• 95 cases involve people 19 years of age and

under, while the remainder are adults.

• 230 cases are in the 20 to 39 age range; 197 are in the 40 to 59 age range; 106 are in the 60 to 79 age range; and 18 are in the 80-plus range.

• 52 per cent of the cases are females and 48 per cent are males.

• 11 deaths related to COVID-19 have been reported to date.

So far, 48,272 COVID-19 tests have been performed in the province. As of May 30, when other provincial and national numbers were last available from the Public Health Agency of Canada, Saskatchewan’s per capita rate was 36,854 people tested per million population. The national rate was 44,244 people tested per million population.

Expanded Testing for

COVID-19 Testing for COVID-19 is available to anyone currently working outside the home, or anyone returning to work as part of the ReOpen Saskatchewan plan.

Testing is quick and safe.

Beginning June 5, testing criteria will also be further expanded. Testing will be offered to: • Those being admitted to acute care for more than 24 hours, including expectant mothers.

• Immunocompromised individuals and their health care providers.

All lab tests have limitations. False positive or false negative results may occur. The probability of a false positive result occurring increases as the prevalence of a disease in a population decreases.

If a positive test result is in question, the original sample is re-tested, and an

additional sample is also taken for testing. If these are negative, the initial finding is determined to be a false positive.

When no symptoms are present, testing one day doesn’t mean you’re negative for COVID-19.

False negative results may occur early in the course of the infection, for example if someone was tested too soon after being exposed to COVID-19. Get tested again if symptoms develop.

This is why it is crucial for Saskatchewan residents to continue to take precautions to stop the spread of COVID-19 at all times.

Village of Pelly soon to have speed bumps in place, after delay last year Next week there will be a new reason for motorists in the community of Pelly to slow down.

rubber speed bumps in four locations, two on Fort Livingstone Road (Grid #661) and two on Second Street East. Each speed bump from each direction

will have an advance notice 40 metres ahead of the bump and a sign right at the bump itself.

The speed bumps were r e c e i v e d l a s t y e a r, b u t

problems delayed installation during the summer months, so the decision was made to leave them until this spring, according to Frances Olson,

administrator for the village of Pelly.

“Please note that there is no recommended safe speed to drive over these speed bumps so extreme caution

is advised,” she said.

Grant funding for this project was received from the Government of Saskatchewan Provincial Traffic Safety Fund.

East-Central Saskatchewan Crop Report for May 19 to 25 Currently, 69 per cent of the crop is seeded in the east-central region. This is up from 32 per cent last week and in line with the five-year average of 70 per cent (2015-2019) for this time of year. The warm and dry weather was ideal for seeding, and earlier seeded crops are starting to emerge.

Most of the region received minimal rainfall during the reporting period,

ranging from none to 20 mm in the Kenaston area.

The Pelly area received eight mm, the Esterhazy area six mm and the Craik and Rama areas two mm.

Wind and minimal rain has reduced topsoil moisture conditions. Lack of topsoil moisture and cool overnight temperatures have slowed pasture growth.

Cropland topsoil moisture is rated as 66 per cent

Hay and pasture land topsoil moisture is rated as 55 per cent adequate, 35 per cent short and 10 per cent very short. Pasture conditions are rated as three per cent excellent, 26 per cent good, 47 per cent fair, 19 per cent poor and five per cent very poor.

Most crop development is normal for this time of

year, with some behind due to cool conditions. The wind has dried the topsoil and delayed canola germination in some fields. There was minimal crop damage reported this week, but most of the damage that was present was due to wind, lack of moisture and flea beetles.

Farmers have been busy seeding, spraying as wind conditions allow and moving cattle to pastures.

Seeding has progressed rapidly across the region, with minimal rainfall and warm, dry weather in most areas.

Staff and students at CGCEC adapt to COVID-19 All educational institutions are under lockdown in Saskatchewan due to the worldwide COVOD-19 pandemic.

Recently, Jonas Cote, principal of the Chief Gabriel Cote Education Complex (CGCEC), and Janet Love Morrison, a teacher at the school who is also a published author, communicated with the K a m s a c k Ti m e s a b o u t how the staff and students are coping during this unprecedented time. “During the COVID-19, the teaching staff of CGCEC have been working hard at getting homework packages out to their classroom students,� said Cote. “This has been done twice a month. “Just recently we were able to provide Chromebooks to homes of our students. These Chromebooks were purchased to assist students to continue with their education. Teachers are doing their best during this pandemic. It is a very (different situation), how would one begin to describe it in words? To be in a time of a pandemic. I think the last recorded incident like this was 100 years ago. “We are also following the Ministry of Education guidelines and its plan during this pandemic. As for the fall, we do have a plan in the works, if this should continue into the next school year,� he concluded. “ We w e r e f o r t u n a t e in January that staff f r o m Tr e a t y E d u c a t i o n Alliance (TEA, based in Fort Qu’Appelle) made two trips to our school to teach our high school students and teachers how to engage with online classes. In these workshops they took us step-by-step through logging in, accessing the lessons and submitting the work,� said Morrison. “Some high school students have chosen to take the pass grade, which is fine; however, others have worked hard to get higher grades. I’m really impressed with those students. They chose to take responsibility for their learning. They contacted me if they had a login challenge, or wanted to know how to move forward. “As I see it, a new way of life and education is here; that’s a fact, and I have to do what I can to make sure my students are prepared,� she continued. “Therefore, I’ve been working with teachers from TEA schools twice a week on Microsoft Teams.

We have created a postCOVID curriculum titled:

You’re Living History Learn Something. “It’s a cross-curricular unit and we’ve woven in English, Math (statistics), Science (environment, earth) Native Studies, Wellness and more that are all connected to COVID. It’s been a huge amount of work, but as an educator I need to do what I can because we all need to have the ability to meet the new and transform.

Our world will not be the same and I don’t want my students to be left behind. “It’s been a huge learning curve for me to work online too. I’ve done my best to communicate through different mediums with students. I attempted a Zoom meeting with them. “I’ve taken TEA’s online classes for teachers to learn their online platform and I’m continuing to learn. Morrison is a published author whose eighth book, The Hawk and the Hare, a work of fiction based on her father ’s experiences during the Second World War, was released in May. She has taught at CGCEC for the past three years.

Pandemic creates opportunities It was interesting, although hardly surprising, to see a recent article in the agricultural press suggesting a growth in ag technology coming out of the COVID-19 pandemic.

That is a statement that could be applied to a host of sectors post COVID-19, from the obvious medical research, to the logistics of food distribution, to in-store biosecurity and more.

Of course a spike in technology post crisis is very much the norm for humanity. We as a species have always done a rather admirable job of creating solutions to problems through science. When our backs are to a wall science becomes focused on solutions, and is generally rather successful.

While those solutions might be to a rather specific problem, the knowledge gained through the process often opens doors to more

discoveries and fosters new solutions to a myriad of other issues.

Little discoveries made on the path to creating a COVID-19 vaccine, or treatment, will ultimately be used to aid in the research into other diseases.

S i m i l a r l y, s o l u t i o n s to the range of problems COVID-19 has thrust on us will go into dealing with other things, once the current situation is under control and the journals filled with new science can be studied and applied to other situations and problems. That is why remaining true to science is so critical to our future. It

is our only hope in dealing with whatever crisis we face as a species, whether that crisis be one emerging from the world around us, or one we have created by human blundering.

Recognizing that science is at times our folly as a species, it is also the only avenue to salvation, whether that means a bold new discovery, or simply the creation of enough knowledge that we learn from our mistakes and change our ways toward a better future.

That is why few things are scarier in our world today than the voices railing against science.

To abandon science is to leave us with no base on which to expand our knowledge. It would be a slow and dangerous decline into some new dark age where we have lost sight of how to best assure new solutions to existing and future problems.

The voices against science are of course a curious lot, using as they do social media to rally people to their cause.

Few people, especially in Canada and the United States go through a day without utilizing what science has created, from pasteurized milk, to open heart surgery, to electricity, fibre optics, computers, the internal combustion engine and the list goes on.

Science is not always successful, and not every discovery is as positive as we might hope once in our hands, but it is the place from which our best future can emerge.

Was there really a point to closing rural emergency rooms?

By Jordan Stricker, Local Journalism Initiative Reporter The Saskatchewan Health Authority (SHA) has been taking harsh criticism since they announced they would be closing rural emergency rooms in preparation of a COVID-19 surge.

Which would have made more sense if most of Saskatchewan had not been doing so well in the positive case department.

When the SHA initially released their modelling for COVID-19 preparation and planning, it shocked the public.

The modelling, which the SHA said was there for “worst case scenarios,” said on the high-end Saskatchewan could see up to 15,000 deaths. That n u m b e r, w h e t h e r w o r s t case scenario or not, is more than enough to scare

people.

It was during their presentation of their COVID-19 Readiness Plan in early April, in the section related to “integrated rural health, ” they said they would temporarily convert some hospitals to support alternative level of care patients over the next four to six weeks, meaning early to mid-May. By the time mid-May came around, we were in the midst of phase two of the province’s Re-Open Saskatchewan Plan. The announcement the SHA was continuing on with their plan to “temporarily convert” rural emergency rooms just didn’t make sense.

It shocked many living in rural communities, wondering what this means if something went wrong. It was a valid

worry to have because COVID-19 or not, you never know when you’ll need an emergency room.

If Saskatchewan had seen the numbers some others have had over the course of COVID-19 hitting Canada, these measures would make sense.

The fact the SHA was planning ahead meant they were taking this seriously, which is good.

But to strike fear into the public and convert these emergency rooms when the demand just wasn’t there was unnecessary.

I don’t think they planned on having such a harsh reaction to their temporary conversions.

Some areas that were closed said they were given less than 24 hours to shut down and convert. SHA CEO Scott Livingstone said during

a press conference the announcement was made weeks ago, and they do this sort of thing all of the time.

That is true. There was a Freedom of Information Act document released by the New Democratic Party which showed in fact, these sorts of shutdowns, although usually a lot shorter, do happen.

Regardless of whether the SHA felt they had been transparent and gave the public notice, they came up short and felt the wrath of the public for going ahead with their plans.

Only a few weeks into their conversion plans the SHA announced they would start reopening rural emergency rooms starting June 15. Both Livingstone and Health Minister Jim Reiter said this was the plan the

whole time.

It just seems like a far cry to announce the shut d o w n o f 1 2 e m e rg e n c y rooms for a few weeks.

You can’t help but think public pressure had something to do with them announcing the plan for reopening.

Both Reiter and Premier Scott Moe took responsibility in saying communication could h a v e b e e n d o n e b e t t e r.

That sentiment has been mentioned a few times over the course of the COVID-19 crisis.

It is fair to say no one knew how to operate in times like these. Most of us have never faced something this intense and widespread. But making decisions that scare the public and possibly put rural lives at risk for a plan that no longer seems sufficient is something

the SHA has hopefully learned from.

Angry citizens planned a rally which would take place outside of the Saskatchewan Legislature, with hundreds expected to attend to fight the SHA’s decision to go ahead with the plan.

Whether or not the announcement to reopen will be enough to send protesters away remains to be seen.

The SHA will reopen the Arcola emergency room on June 15. Whether or not the remaining emergency rooms will be open swiftly remains to be seen. The SHA has not yet given timelines as to when they will be reopened.

H o p e f u l l y, t h e y a c t quickly and no one in rural communities has to suffer because they have nowhere to go when they need help the most.

This journey known as “life” Recently I was tasked with writing an obituary for my brother, Robert Harry Teichreb, who passed suddenly.

It isn’t the first obituary I have written, and it may not be the last, but as I sat writing, it struck me as odd that the task should fall to a family member or friend, when, in reality, an obituary would best be written by the deceased.

That is not possible, unless one would have a crystal ball to show which date is the absolute deadline to finish such a task. There is another option, and more and more people are taking pen in hand to write their own obituary, before the time of passing.

There is much credit to be given to these folks. The main advantage is that the writer has the ability to portray what they wish to have their loved ones know, their own final story to tell the world, in their own words.

In my lifetime, I have attended funerals for lost loved ones, friends and acquaintances. In some instances, while

listening to the eulogy and by reading the obituary, I have learned some truly remarkable things, details of a life well-lived, about someone whom I felt I had “known,” yet, in fact, not as well as I had thought.

This journey called “life” is somewhat of a subjective, yet solitary, experience. If today was my last day on earth, and I had a crystal ball in which to look, I sometimes wonder what might be written about me after my

passing? What legacy have I left? Is it remarkable, even in a small way?

I have been blessed with a large family. Relatives can be found from Ontario to British Columbia, and beyond.

When my parents came to Canada, “the land of opportunity,” in 1949, they were determined to give their children a “good life” in a free and peaceful country. A country where one had no reason to fear persecution or terrorism. A country of “plenty,” where no one should starve to death. They instilled a strong work ethic and an attitude of helping and giving back wherever and whenever possible.

As another deadline looms for the Kamsack Times, there are many thoughts rambling through my mind, but right now, my sadness is tempered with the thoughts that my brother is an example of a life well-lived, and though he will be missed, he will not be forgotten.

Tribute poem to fallen Snowbird Jennifer Casey in honour of Canadian Snowbirds Fellow Canadians, Like all of you, I was deeply saddened to hear of the Snowbird tragedy and the death of Jennifer Casey in Kamloops recently. She died far too young.

Canada mourns.

I’m not a pilot, however, from hanging around with a few pilots it sure seems like they love to be in the air. They love to fly. That’s where they feel the most free and euphoric.

Like many other Canadians, my main experience with the Snowbirds has to do with football games. Almost all the times I’ve seen the Snowbirds do their fly-over was right around the same time the crowd sang the national

anthem at the beginning of a football game. Watching the Snowbirds fly-over fills me with pride and emotion every time. The Snowbirds seem so majestic and confident as they fly over.

It’s always an emotional experience.

Our lives are full of joy and pain. That’s the story of life. Life has both triumphs and tragedies. Tears of joy and tears of sadness flow from our eyes.

I’m sure many people, like me, get teary eyed when they see the Snowbirds fly by.

I hope the Snowbirds never stop flying!

“Welcome, discipline - I need you!”

By Rev. Stephen Ruten, Parkland Evangelical Free Church Proverbs 3:11-12 says, “My child, don’t reject the Lord’s discipline, and don’t be upset when He corrects you. For the Lord corrects those He loves, just as a father corrects a child in whom he delights,” (New Living Translation).

It might seem shameful to admit our weakness and fault by welcoming the Lord’s discipline into our life. It’s like saying, “Lord, I need Your discipline!” But we do!

Cathy Hill likens God’s discipline to a skilled artist carving a piece of soapstone. “That carver will have to chip and carve away a lot of stone. At first it won’t look like much of anything. But give him time, and that stone will be changed... Some of our problem areas that need to be chipped and carved away are: anger, pride, impatience and selfishness. That’s why God sends trials our way,” (in NCEM’s Light for the Trail).

In the word “discipline” is the root “disciple.” A disciple in the Bible is literally a “learner.” God disciplines so we can learn.

sure God wants us to learn something. In the words of a man whose nation was under God’s discipline: “Let us test and examine our ways. Let us turn back to the Lord,” (Lamentations 3:40).

Jesse Itzler wrote a book about how he welcomed discipline into his life. He called it Living with a Seal: Thirtyone Days Training with the Toughest Man on the Planet.

People had a hard time understanding why he hired a highly-decorated Navy SEAL for a month. Part of Jesse’s answer was that, although he was fit, he was a creature of routine. He felt the need to be jarred out of his routine.

And did he ever get more than he bargained for!

SEAL had laid down the ground rules: “You do everything I say. And that means everything. I can wake you at any time; I can push you to any extreme. Nothing is off

limits. Nothing.”

Jesse agreed to this, and soon had to face the discomfort of sleeping on a chair and intentionally waking up in the middle of the night to run in the worst possible conditions. “His ‘no rhyme or reason’ approach to our workout schedule actually brought a lot of clarity into my life.

SEAL had something I wanted, but I just wasn’t sure what it was. And I wanted to find out. What I was looking for when I asked SEAL to move in and train me [was this]: I wanted to train my body, but also my mind and spirit,” (page 6).

Hebrews 12:10-11 uses our Proverbs passage to explain the life of following Jesus: “God’s discipline is always good for us, so that we might share in His holiness. No discipline is enjoyable while it is happening, it’s painful.

But afterward there will be a peaceful harvest of right living for those who are trained in this way.”

Think of this discipline as God moving into our life, like SEAL into Jesse Itzler’s life, to help us become more like Jesus, and to increase our spiritual fitness. You can talk to Him: Lord, please do what needs to be done to make me spiritually fit.

Bags reinterpret common material

By Devin Wilger Yorkton This Week When people buckle their seatbelt, they might not be looking at those belts with eyes for art. Nancy Logan of Burgis Beach saw opportunity in those belts, and over three years and 1,500 bags later, she has built a business out of that inspiration.

She makes and sells bags at Buckle Up Bags.

The first bags were made out of reclaimed seatbelts from old cars, but the problem was that it was difficult and messy to get them, and the belts themselves would be dirty. Now Logan buys seatbelt seconds, belts that aren’t safe for use as actual seatbelts due to a flaw, and uses those for the bags, meaning the bags are made out of material that would otherwise be sent to the landfill. She sews them together with an industrial sewing machine, and each is unique, whether due to the lining or the colours selected for the belts. She said that her fabric selections for the lining mean she gets as much of an interest in the interior of the bag as the exterior.

Buckle Up Bags are made out of salvaged seatbelts and have caught on as an appealing combination of recycling and fashion.

Her creations are often bright and colorful, which might be a surprise to people

used to the black in their own cars. But Logan’s sources are from all over the world, and

it’s clear some places have a much more diverse selection of belts.

“I just made a teal purse for a lady and it matched the seatbelts in her own car.”

Seatbelts come with their own challenges from a design perspective. Unlike the cars they were originally meant for, they’re not very good at going around corners, so Logan has to work with straight lines. She also has to go through several layers, and said that she needs to use an industrial machine just because it can get tough.

Logan designs all of her bags by herself, and she includes features like outside pockets, a rarity on bags of this type, because she wants them to be usable every day. She said that this is a practical reason behind her use of brightly colored lining. Beyond looks, it means people can easily see inside.

The bags have sold around the globe, as far away as England and Australia, and Logan believes it’s partly because people are into recycling and up-cycling, ways to keep using material in unique and novel ways.

“They’re really durable, they’ll last a long time, so that’s appealing to people.

And they’re really different. There’s nobody else in Saskatchewan making these, there’s only one other person in Canada making these bags, and mine are quite unique.”

She said that her challenge is making them feminine, since she does use what is an industrial material. She said that she’s constantly thinking about colour combinations, patterns and designs for the next bag.

“I never stop thinking about purses!”

Province fast-tracks record revenue sharing to communities Lori Carr, government relations minister, recently announced that as part of the Government of Saskatchewan’s response to the COVID-19 pandemic, Municipal Revenue Sharing

(MRS) will be fast tracked for the 2020-21 year, in an effort to help keep communities strong during COVID-19.

All MRS funds will be paid in full directly to all

compliant Saskatchewan municipalities in June, rather than in installments throughout the year, said a release.

“The Government of Saskatchewan is committed

to ensuring that all municipalities in the province have the resources in place to navigate these challenging times,” Carr said. “This stable, consistent, no strings attached funding for municipalities can be invested in programs and services as the community sees fit.”

MRS, which is based on .75 of one point of PST (from two years’ prior), is at an all time record of $278

million. This announcement is in addition to the two year, $2.0 billion economic stimulus investment for the economy that was unveiled on May 6.

The stimulus plan includes $320 million for municipal infrastructure: $150 million through the new Municipal Economic Enhancement Program, $130 million through the Investing in Canada

Infrastructure Program, and $46 million of targeted funding for municipal roads and airports.

Unifor picket held at Stenen Co-op bulk fuel tanks On May 27, Unifor members held informational pickets at the Co-op bulk fuel tanks near Stenen, as well as other Co-op locations in rural Saskatchewan including Porcupine Plain, Meacham, Pontrilas and Southey. Canora/Sturgis RCMP detachment members were present to ensure services were not disrupted at the Stenen location.

The lockout of Unifor members by Co-op began on December 5, according to information provided by Unifor 594. Since then, the Union has compromised “every step of the way and checked all the boxes” in an attempt to secure a new collective agreement.

“It is the Co-op Refinery that is unwilling to meet in the middle or bargain a separate Return to Work agreement that respects workers

and protects jobs,” continued the information.

On February 3, the Government of Saskatchewan appointed two mediators in hope of finding a resolution in the dispute.

The Special Mediation process ended with a report comprised of ten recommendations, including significant rollbacks for union members.

Despite the concessions, Unifor 594 voted 98 per cent in favour of accepting the mediator’s recommendations in an attempt to get back to work. The Co-op Refinery chose to turn down the recommendations.

Shortly after mediation, Co-op presented the Union with its first offer of the lockout. It was their best and final offer which added even more concessions to the mediators’ recommendations and included a non-negotiable

On May 27, Unifor held informational pickets regarding the Co-op labour dispute at the Stenen Co-op bulk plant south of the Stenen Junction. Canora/Sturgis RCMP detachment members were present to ensure services were not disrupted. Gateway Co-op stated that this labour action was not impacting operations at the present time, according to the Gateway Co-op Facebook page.

Return to Work agreement.

The Co-op Refinery applied to the Saskatchewan Labour Relations Board to force the union members to vote on this offer. The membership rejected that offer with an 89 per cent vote.

It is clear at this point, now six months into the lockout, that bargaining has failed, according to Unifor.

“The Government of Saskatchewan needs to protect oil and gas workers by legislating an end to

this dispute. Unifor 594 will continue to send picketers to rural communities throughout Saskatchewan to engage the public and spread our message. We ask that everyone show their support for workers by reaching out to

their MLA and calling for a legislated end to the lockout.

It’s in the best interest of all for this lockout to end.

We need the Saskatchewan economy to continue moving forward,” concluded the Unifor information.

Eight steps to the flea beetle spray decision

By Keith Gabert Agronomy Specialist Canola Council of Canada Seed treatments are an effective integrated pest management strategy for flea beetles, the costliest insect pest of canola in Canada.

However, with slow establishment of the crop combined with perfect warm, dry conditions for flea beetles, in-crop foliar applications may be required to protect the crop from profit loss. The key is to know the thresholds, scout closely and make the right economic decision for each field.

Here are eight steps that will help agronomists and canola farmers decide whether a foliar spray is needed.

Step 1. Know the spray threshold. The action threshold for flea beetles in canola crops is an average leaf area loss of 25 per cent or more. Yield loss can result when defoliation across the field exceeds 25 per cent, and this loss becomes economic (yield loss is more than the total cost of the foliar spray operation) at around 50 per cent leaf area loss. The reason for the ‘action threshold’ for flea beetles is that leaf area loss can escalate quickly in a severe infestation, so you want to take action before leaf area loss gets to 50 per cent.

Step 2. Assess leaf area loss. With thresholds in mind, check plants in a number of areas of the field to get an average damage level, scouting the newest leaves (as these tend to be preferred). Flea beetle populations and damage tend to be in concentrated areas.

If cotyledons are chewed up but newest leaves show very little feeding, then plants may be outgrowing the threat or seed treatments

may be having an effect (or both). If the growing point is lost, these leaves could be considered 100 per cent lost.

Mark those plants and return in a day or two to see if true leaves are showing. Daily scouting needs to happen in areas approaching action threshold.

Step 3. Assess stem damage. Wind and cool conditions can drive flea beetles down to leaf undersides and stems. One shallow feeding mark (could be a few fleabeetle-sized bites) might not do any damage at all, but feeding that eats through the fragile new stem or causes it to break could be fatal.

Plants that die due to stem feeding would have 100 per cent leaf area loss, but seedlings that die in this fashion are hard to find. They are often missed when it comes to damage assessment.

Step 4. Assess flea beetle feeding activity. Are the insects still present in the field and continuing to feed?

If it looks like populations are dwindling, an application may not be necessary.

If flea beetles are slow and lethargic, it may mean they have ingested seed treatment insecticide and are no longer feeding. Check again

In order to protect canola crops from profit loss due to flea beetle infestations, it’s important to scout each field closely to decide whether a foliar spray is necessary. in a day or two before making a decision. Time of day and weather can influence flea beetle activity. On rainy days, for example, flea beetles will usually take cover, so rain will slow or even stop feeding for the time being.

Rain can also help the crop recover more quickly.

Step 5. Consider the plant stand. With a thin stand of four plants per square foot, for example, growers can’t afford to lose any plants and may want to take action quickly as damage approaches 25 per cent.

But with counts in the high end of the recommend range (of five to eight plants per square foot), growers can

afford to lose a couple of plants without sacrificing harvest yield.

Step 6. Check the crop stage. After the four-leaf stage (four true leaves), the threat is likely over because the crop usually has enough plant material to feed flea beetles without compromising growth, and the plants can compensate for feeding better by this stage.

Step 7. Check canola fields frequently. Seed treatment insecticide starts working when the seed imbibes water and it can remain active for about three to four weeks after that point.

High levels of flea beetles can overwhelm seed treatments. In a slow-developing crop, seed treatments can

lose their protective capacities before the crop reaches the four-leaf stage. Scout often during these first three weeks, and if flea beetle levels are building and are close to thresholds, daily checking for may be required for a few days.

Step 8. If spraying is required, only use pesticides registered for flea beetles in canola. Refer to product labels for proper use instructions.

May 18, 2006 – Kamsack dancers won five medals, three gold, a silver and a bronze, at the Kalyna Ukrainian Dance Festival held over two days in Yorkton. There were more than 800 dancers, organized into 500 entries and representing 29 Ukrainian dance clubs in Alberta, Saskatchewan,

Manitoba and North Dakota.

Good news of the bad variety

First, Marion had to go to the North Battleford Hospital for a CT scan on April 9 and after the radiation tattoo markings on April 17 we were to move to Saskatoon for five weeks of radiation starting April 28. Her treatment is back on track and we are very grateful for that. She’s looking forward to beating the cancer beast and get her life back to a semblance of normal.

The routine was to drop Lady off at the kennel, spend five days in Saskatoon while Marion gets radiation every day, then pick up Lady

and drive back home for the weekend, then repeat this for the five weeks. The time and driving required would almost qualify Justin as a professional driver.

Ole and Sven were sitting on the bar stools at The Bottoms Up Bar and Grille discussing the driving situation that had popped up from the concerns about the coronavirus.

“Did you know,” asked Sven, “that Olaf was always left without a partner at the community dance?”

“Yea, I heard that,” answered Ole. “But I also heard that he wanted to become hot stuff.”

“Yep,” said Sven, “he wanted to have people chase after him, literally begging him to stop running away from them, so he became a bus driver.”

“I heard that too,” said Ole, “but then he abruptly quit his job as a bus driver.”

“Why did he do that?” wondered Sven.

“Olaf said he got tired of people talking behind his back,” answered Ole. They had a few sips of Akevitt, and the discussion continued.

“Whenever I see a female bus driver,” said Sven, “I’m reminded of the equalisation that has evolved over the years between the sexes, then I wait for the next bus.”

“Very funny!” said Ole. “I heard that Hans almost got fired from his new job as a cab driver.”

“What happened?” asked Sven.

“On his first day as a cab driver, Hans had picked up a

fare for the airport,” said Ole. “About halfway there, the passenger wanted to ask Hans a question and poked him in the shoulder. “Hans got so scared that he drove off the road and hit a power pole.”

“Why would the poke in the shoulder scare him?” asked Sven.

“Hans used to drive a hearse,” said Ole, “and this was his first day as a cab driver.”

They ordered another round of Akevitt.

“I didn’t know he had the experience,” said Ole. “He’s picking it up as he goes along,” said Sven.

They had another sip of their Akevitt.

“My spinster sister has two suitors,” said Ole. “One is an aviator and the other is a truck driver, and she asked my recommendation.”

Truls was a Saskatoon Transit bus driver doing his route. The bus was full of passengers going downtown when an argument about race broke out. Most if not all of the passengers got involved, and voices were raised when points were made. Truls got tired of the argument and slammed on the brakes, stopping the bus in the middle of the street.

Everybody stopped arguing.

Truls stood up and turned around.

“Listen up everybody! I’m tired of this. I’m an old man and I can’t bear listening to this argument anymore. From now on, there are no blacks and no whites! Got it? We’re all the same colour. We’re green! Now everybody please sit down. You’ve just become mixed greens!”

Knut had been a bus driver driving for Saskatoon Transit for many years. One fine morning he went to the transit garage, started his bus and drove off along his route.

There were no problems for the first few stops, some passengers got on the bus while a few got off and things went generally well.

At the next stop a big hulk of a man got on the bus. He was at least six foot eight and built for trouble with his arms hanging down, making it

look like he was dragging his knuckles on the ground. He glared at Knut as he got on the bus and said, “Big John don’t pay!” Then he ambled to the back of the bus and sat down.

Knut was only five feet three, thin as a reed and very meek.

So, naturally he didn’t argue with Big John, but he wasn’t at all happy about it.

The next day the same thing happened. Big John got on the bus again, and again he made a big show of refusing to pay the bus fare, then ambled to the back of the bus and sat down.

This repeated itself over the rest of the month, and a week into the next month.

Finally, Knut could stand it no longer. He attended body building courses, took up boxing, enrolled in karate, judo and all the other martial arts courses. By the end of the summer he had bulked up nicely and become quite strong. He had become adept at close quarter fighting. He was full of confidence and felt good about himself.

The next Monday when Big John once again got on the bus and said to Knut “Big John don’t pay!” Knut stood up, glared at Big John and in a menacing voice asked, “and why not?”

With a surprised look on his face Big John looked at Knut and replied, “because Big John has a bus pass.”

BANDURA: It is with great sadness that we announce the passing of Anne Bandura on May 20, 2020, at the hospital in Kamsack, Saskatchewan. Anne Bandura was born to Sam and Helen Walchuk (Medevid) of Sheho Saskatchewan. Anne Bandura was married to Frank Bandura in 1947, farmed in Swan Plain, Saskatchewan for a few years, moving to Sheho, Saskatchewan where they farmed, then moved to Toronto, Ontario where she worked in a hospital and Frank worked with the railroad. They moved back to a farm in Arran, Saskatchewan and subsequently retired to Kamsack, Saskatchewan in 1974. Anne was loved and will be missed by her immediate and extended family and everyone that knew her for her tenacious spirit. Rest in Peace! She is survived by her two children: daughter, Shirley (Roy) Melnyk of Russell, Manitoba and son, Carl (Wendy) Bandura of Maple Ridge, British Columbia, and granddaughter Melissa Bandura (Adin Wridgway) of Victoria, British Columbia. She will also be missed by her sisterin-law, Elsie Walchuk of Winnipeg and numerous nieces and nephews. She was predeceased by her parents; her husband, Frank Bandura; seven brothers: Pete Walchuk of St. Catherines, Ontario, Frank Walchuk of Sheho, Saskatchewan, John Walchuk of Sheho, Saskatchewan, Steve Walchuk of Sheho, Saskatchewan, Mike Walchuk of Winnipeg, Manitoba, Nick Walchuk of Yorkton, Saskatchewan and Alec Walchuk of Theodore, Saskatchewan; three sisters: Jennie Predenchuk of Regina, Saskatchewan, Mary Kopchuk of Foam Lake, Saskatchewan and Caroline Kennedy of Edmonton, Alberta. “This report confirms what we’ve heard from seniors and family members: staff give so much of themselves, and their work is appreciated, but they struggle to keep up in an environment of inadequate funding, understaffing, and crumbling infrastructure,” said Danielle Chartier, NDP seniors critic, in a release.

Party didn’t want to release this report, because it shows exactly why we need changes to our longterm care system. Changes that treat seniors with the dignity they deserve. That starts with funded and legislated minimum care standards.”

Issues identified in the report include: Rushed or inadequate care: • “Family feel staffing is a little short especially around suppertime and bath days; Residents are a little hesitant to ask for help because the staff are busy; Catheter bags should be emptied on a regular basis” (Hudson Bay, p. 67).

• “Residents and families stated bowel and bathroom routines are not consistently implemented” (Kamsack, p. 77).

• Concerns with nutrition: “Not always enough to eat” (Weyburn, p. 240).

• “Occupational therapy/physiotherapy services are very scarce” (Cupar, p. 30).

Inadequate staffing: • Not enough staff to meet resident needs ( B i g g a r, p . 1 2 ; D u c k L a k e , p . 3 8 ; Wa r m a n , p. 235; Strasbourg, p, 221; Lampman, p. 91;

Saskatoon, p. 207, 193, 188; Lanigan, p. 97; Leoville, p. 101; Macklin, p. 111; Rosetown, p. 177; Prince Albert, p. 146).

• “Families that visit frequently do not feel that they can go away and trust that the care will be consistent” (Prince Albert, p. 146).

• “ S t a ff i n g c o u l d b e better – two staff to put 34 residents to bed” (Unity, p. 228).

Crumbling facilities: • “Infrastructure concerns, ongoing issues related to roof leak that has impacted use of the dining/common area.

Ongoing for years, very challenging” (Lumsden, p. 109).

• “Home is old - asbestos labelling; crowded hallways; mold issues in tub room” (Moose Jaw, p. 127).

• “Sidewalk and ramp breaking down creating a tripping hazard outside the building” (Meadow Lake, p. 118).

• “Call system is a continuing concern; Phone system is also beyond repair with constant challenges” (Middle Lake, p.

124).

“It is heartbreaking, but sadly not surprising, to read this report,” said Ryan Meili, NDP leader.

“When families face the decision to move a loved one into long-term care, the findings detailed in this report are exactly what they worry about.

Staff and administrators are run off their feet in these facilities, doing their best with limited resources. It is simply not right for seniors, the people who built this province, to be neglected and worried about asking for help because the staff are so busy and overwhelmed.

We need to take action.

We need to do better than this.”

Re-open Saskatchewan: guidelines now available for places of worship and child care facilities Places of worship and operators of child care facilities can now prepare to open in Phase 3 of ReOpen Saskatchewan.

Guidelines for these groups are included in the latest update of the Government of Saskatchewan’s plan to re-open the provincial economy, stated a release.

Previously it was announced that the target date for Phase 3 of ReOpen Saskatchewan would be June 8.

Restaurants and licensed establishments, gyms and fitness facilities,

places of worship and child care facilities are among the groups able to re-open in Phase 3.

Personal service businesses that did not open in Phase 2 are also allowed to begin providing services.

A list of these businesses is available in the Re-Open Saskatchewan plan.

The initial guidelines for the re-opening of places of worship were developed in consultation with faith leaders. Consultation with these leaders will continue in advance of Phase 3 to support resumption of worship services

beginning on June 8.

As restrictions on businesses and services are gradually lifted in the province, additional information continues to be added to the Re-Open Saskatchewan plan based on direction from public health officials and input from businesses and service providers.

In addition to the new guidelines for places of worship and child care facilities, other additions to the plan include: • Updates to the guidelines for appropriate use of personal protective

equipment (PPE) • Updates to COVID-19 workplace information • Updates to the personal care services guidelines • Updates to the restaurants and licensed establishments guidelines In addition, following are some updates on other work taking place to gradually re-open the province. Limited Research Activities are to resume at universities in the near future, limited on-campus research activities will resume at the University of Saskatchewan, University of Regina and

Saskatchewan Polytechnic.

These institutions, in collaboration with public health officials, have developed plans and procedures to ensure a safe environment for students and researchers. These plans include measures to ensure appropriate physical distancing, increased cleaning protocols and limited access to facilities.

Use of Municipal Parks playgrounds, swimming pools and splash pads remain closed, but the use of greenspace is still allowed. Physical distancing must be maintained and

activities must adhere to the public health order and guidelines in the Re-Open Saskatchewan plan.

All businesses that are eligible to re-open must follow the guidelines in the Re-Open Saskatchewan plan and the current public health order. However, businesses are not required to open at this time and can determine when they are ready to open and operate in a safe manner.
