Progress Update Winter 2023
The guide steps the reader through the decisionmaking process for selecting the right tree for the right place, as guided by Te Ao Māori values and principles. It aims to be an accessible resource, used by all those working to protect, restore and regenerate ngahere across the many landscapes of Ngaa Hau o Maangere.
The Ngaa Hau o Maangere Planting Guidelines are part of the Mangere Ngahere Demonstration Project, which aims to increase canopy cover in Mangere and support the Local Board’s Ngahere Action Plan. The Demonstration Project is also helping Kāinga Ora develop frameworks, policies, ways of working and tools for how we can contribute to protecting and enhancing ngahere in all Kāinga Ora communities we work with.
It’s pleasing to know that – alongside Auckland Council, the community, and our build and alliance partners – our planting efforts are guided by mana whenua and the ecological values of Maangere.
The Mangere Development team was very proud to help launch the new Nga Hau o Maangere Ngahere Planting Guide, a collaboration between mana whenua, Mangere East Family Services, Uru Whakaaro and Kāinga Ora.
Around 60 representatives from the community and contributing organisations came together for kōrero and kai to celebrate the guide, which is now available on the sustainability section of the Kāinga Ora website.

Launch of new Ngaa Hau o Maangere Ngahere Planting Guide Te Ararata
Passive Homes –good for the planet & you
Along Bader Drive, in the heart of the Te Ararata Development, you’ll find Bader Ventura, the first Kāinga Ora passive homes anywhere in New Zealand. These warm, dry and energy efficient homes are good for the planet and even better for those who live in them.
A passive home is one built to a very strict framework where airtightness, insulation and ventilation work together to deliver a thermally efficient home. This results is a reduction in electricity for heating use of around 62%, significantly easing the pressures of heating costs for residents.
Within these properties, we estimate our customers will pay just one dollar per day for heating and cooling to keep temperatures at a very comfortable 20 and 25 degrees all year-round. And because of their energy-efficient design features, passive homes are estimated to reduce energy carbon emissions by 35%.
A key feature of these homes are the special ventilation systems that act as the lungs of the building and have filters that remove pollen and allergens. For the whānau and customers living here, this means fresh, healthy air quality and comfortable indoor temperatures year-round.
Over the next year, Kāinga Ora is recording the performance of these homes against the projected benefits, particularly in heating, air quality and electricity usage.

Mangere West embraces its new name – Te Ararata
The stream that flows through Mangere is the inspiration behind the new name of the Development project formally known as Mangere West. It was gifted to us by local Iwi, Te Ākitai Waiohua.
The name reflects the history of Te Ara Rata, meaning “The preferred route”, which was a place for waka travelling along the southern side of the Mangere inlet. Some sailing trips along this waterway were food explorations. They included seasonal harvesting of the much-prized tuna (short-finned eel) and inanga (whitebait), and this creek was one of the few places where you could catch both.
Kāinga Ora Development Manager, Kamelia Haydon says “The new name is significant, as it recognises the cultural values we would like to embed in the development.”
The name change helps define the area of development and also honours our commitment to work in partnership with mana whenua.
“This taonga is symbolic of the outcomes we would like to achieve in the neighbourhood. We will work with the community, mana whenua, The Stream Team and Auckland Council to improve the water health of Te Ararata stream and minimise the flood risk it poses to homes.” Haydon says.
The Mangere development programme, rolling out over the next 10-15 years, includes about 10,000 new houses, renovated neighbourhoods and upgraded amenities and infrastructure.
Even though the Mangere West development has a new project name, the vision to provide more and better housing has not changed. We will continue to build warm dry homes so that more whānau can live well and call the vibrant community of Mangere home.
Meet Wayne Kennar, Stakeholder Relationships Manager
What does your role involve?
As a stakeholder relationship manager, my role involves working closely with stakeholders, like schools, neighbourhoods, and community groups. I ensure that these groups are fully informed about what is happening with the Mangere Development and that their voices are heard.
What do you enjoy most about your role?
What I enjoy most is the passionate people I meet who care deeply about our community. By working closely with them, we can help them create a positive change in the community. It’s rewarding to see the impact that we can make when we work together towards a common goal. I’m grateful for the opportunity to be a part of this mahi.
What do you love most about the Mangere community?
Mangere is hands down the most beautiful community in this country - and I’m not just saying that because I grew up here! With its rich culture and diversity, there’s always something exciting happening in our neck of the woods. Plus, with the airport right in our backyard, we’re basically the gateway to the world.
What were you doing previously?
I was a Regional Transport Advisor. It was a good job but nowhere near as rewarding as what I do now.
What do you like doing outside of the office?
When I’m not at work, I like to get my hands dirty with a bit of DIY. I’m always finding something around the house to fix, build...or break! When I’m not covered in sawdust and paint, I love spending time with my little family. We’re always on the hunt for new places to explore and exciting foods to try. Fortunately, Mangere has plenty to offer.
