Flood victims are continuing struggle to find suitable housing long after the February-March flooding subsided has exposed a critical gap in our plans for recovery from natural disasters.

The NSW government promised to provide temporary housing in the form of 2,000 modular homes. But delivery has been held up by the need for planning approval amid community divisions over some sites.

In July, Lismore City Council considered a request from Resilience NSW to lease part of Hepburn Park as a site for state-funded temporary housing. The park is used for local sports such as cricket, hockey, soccer, school athletics, touch football and Oztag. The motion lapsed as there was no seconder.

Councillors later did discuss a further NSW government request to use the site for temporary housing. The minister for flood recovery, emergency services and resilience noted there were “no other suitable alternative sites”.

However, there has been a community debate about the importance of retaining sporting grounds for local sports. The council decided this month not to permit temporary housing at the park. This leaves displaced residents with no other options.

The NSW government promised in April to send up to 2,000 modular homes to communities across the Tweed, Byron, Ballina, RichmondValleyandLismoreareas.Mostsites required a lease arrangement with the local council.

By July, only one of 11 sites identified as suitable for housing flood victims had opened at Wollongbar. Others are still being constructed.

The NSW government says it has committed to provide temporary housing for up to three years after the floods. Yet, as we have seen in Lismore, existing local uses and temporary housingcancomeintoconflict.

Unlessalong termsolutionisfound,thisconflict willbedevilfuturedisasterresponsestoo.

Housing is generally seen as fixed, with temporary housing limited to specific locations such as caravan parks or camping grounds. This approach does not allow for the uncertain and catastrophic impacts of disastersthatrequireimmediateresponses.

Temporary housing for thousands of people requires extensive infrastructure such as water,sewerage,powerandcommunications.

Housing on this scale may have long-term impacts on recreation areas and completely remove their availability for other uses in the short term. Ways to balance ongoing community needs and temporary housing are needed.

Survey shows that many organisations’ disaster recovery plans lack maturity.

95 percent of respondents in the survey said their company has a disaster recovery plan. However, only 24 percent have a mature plan thatiswelldocumented,tested,andupdated. 83 percent said their organisations include data resilience in their strategies. Still, only 23 percent have a mature approach with associatedgoalstotrackprogress.

The research was conducted by Dimensional Research on behalf of Arcserve and received responsesfrom1,121ITdecision-makers.

The survey was fielded in Australia, New Zealand, Brazil, France, Germany, India, Japan, Korea, the United Kingdom, the United States, and Canada.

Florian Malecki, executive vice president, marketing at Arcserve commented: "Our annual survey reinforces the business imperative for organisations to implement a data resilience strategy that incorporates mature data backup and disaster recovery plans.

The loss of critical data continues to disrupt businesses and remain an issue for organizations. 76 percent of respondents reported a severe loss of critical data in their organization. Of that number, 45 percent had experiencedpermanentdataloss. Many organizations could not maintain business continuity on time once data was lost or compromised. 83 percent of respondents said that 12 hours or less is an acceptable level of downtime for critical systems before there is a measurable negative business impact. Still, only 52 percent could recover from a severe data loss in 12 hours or less. 29 percent of the businesses surveyed couldn't recover data foronedayormore.

The boss of Queensland's disaster recovery agency will now head the newly created national counterpart.

Brendan Moon has been named as the nation's first coordinator-general to oversee the National Emergency Management Agency (NEMA).

The body was created following a merger of Emergency Management Australia and the NationalRecoveryandResilienceAgency.

Mr Moon joins the agency after having led the Queensland Reconstruction Authority since 2016.

"Queensland has had more than its fair share of natural disasters in the past decade and the way in which the QRA, under Brendan's leadership, has responded and rebuilt has been very impressive," federal Emergency Management Minister Murray Watt said on Sunday.

"Brendan will ensure the new NEMA delivers national leadership and strategic coordination for emergencies and disaster preparedness, response, relief, recovery, reconstruction, risk reduction and resilience across all levels of governmentandsectors."

"Right now, officers from the National Emergency Management Agency are rolling up their sleeves and getting on with the job," he said.

The forecast for the next three months showed the country moving into a high-risk weather season with flooding as the major risk, over bushfires or heatwaves, according to the weatherbureau.

A Productivity Commission report into Australia’s housing crisis has denounced the National Housing and Homelessness Agreement(NHHA),callingit“ineffective”.

In a scathing review, the report found that the NHHA is “a funding contract, not a blueprint for reform” and “does not foster collaboration between governments or hold governments to account”.

How bad is the crisis?

Accordingtothereport’sdata, lowincomehouseholdsarenow spending17percentoftheir incomeonhousing,comparedto 14percentin1999-2000.

Early data also suggests the private rental markethastightenedsincethepandemic,and rentersarenowyounger, havelowerincomes andarerentingforlongerthantheyusedto.

Themajority ofprivate renters—66percent —withlowincomesspentover30percentof theirincomeonrentin2019-20,while20per cent spent more than half their income on rent.

Themedianrentburdenforthelowestearning households was 43 per cent in 2019-20. A person is considered to be in rental stress if they spend more than 30 per cent of their income on rent and are in the bottom 40 per cent of income distribution, suggesting that many of Australia’s renters are already in rentalstress.

The number of people seeking support from specialist homelessness services (SHSs) has increasedeveryyearsince2011-12,thereport said,withwitharound114,000requestsgoing unassisted, up from 95,000 unanswered requestsin2016-17.

Home ownership rates are falling, with the deposit required seen as the biggest barriertobuyingahome.

According to the report, low interest rates mean homeowners have typically spent less of their income on housing than renters, but the recent rise in interest rates couldreversethistrend.

Low income earners have historically spent a greater proportion of their income on housing, with 17 per cent of low income earners spending more than 50 per cent of their income keeping a roof over their heads in 2019-20.

The report notes that the NHHA is an agreement for the federal government to fund states to support housing and homelessness programs.

It says the NHHA “does not… set out a national reform agenda”forhousing.

While the goal underlying the NHHA is “sound”, the report suggests tweaking the objecting of the NHHA to “[add] definitions of affordability, safety and sustainability, and an acknowledgement that there can be trade-offs between thesegoals”.

The focus of the NHHA on funding for homelessness and housing services is also too narrow, according to the report.

The Productivity Commission also savaged the NHHA’s performance, saying data on its performance indicators is “collected infrequently” and performance reporting is patchy.

Dogsdoalotforus.Theysniffout diseases,leadthosewhoareblind orvisuallyimpaired,andsearch forhumansindisasterareas. Anditwouldcomeasnosurprise ifwetoldyouthattheycould detectstressthroughhumans' sweatandbreath,aswell.

Arecentstudypublishedinthejournal PLOSONEhasrevealedjustthat.

Researchers from Queen's University, Belfast, collected sweat and breath samples of 36 participants before and after they handled a tensementalarithmetictask.

Before and after they completed the task, participants reported their stress levels, and researchers used samples where the person's bloodpressureandheartratehadincreased.

"The findings show that we, as humans, produce different smells through our sweat and breath when we are stressed, and dogs cantellthisapartfromoursmellwhenrelaxed – even if it is someone they do not know," ClaraWilson,aPh.D.studentintheSchoolof PsychologyatQueen's,said.

Thedogs,Treo,Fingal,Soot,andWinnie,were trainedonhowtosearchascentlineup,then notified researchers about which sample was correct.

Four dogs were introduced to the relaxed and stress samples while researchers were not aware whether there was an odour difference that dogs coulddifferentiate.

Throughout 36 sessions, every participant's samplesweregiventoeachdog;ineverysession, relaxed and stress samples were presented four minutesapart.

All the dogs correctly alerted researchers to each participant'sstresssample.

"Theresearchhighlightsthatdogsdonotneedvisualor audiocuestopickuponhumanstress.Thisisthefirst studyofitskind,anditprovidesevidencethatdogscan smell stress from breath and sweat alone, which could beusefulwhentrainingservicedogsandtherapydogs," Wilsonadded.

"It also helps to shed more light on the human-dog relationshipandaddstoourunderstandingofhowdogs may interpret and interact with human psychological states."

Lismore departed Sydney for service on the East Indies Station on 21 February 1941 in company with her sister shipHMASBathurst.

The vessels called at Darwin en route and arrived at Singapore on 26 March. On completion, on 7 April of boilercleaningandminorrepairs,theshipstookupduty onanti submarinepatrolsoffSingapore.

On 26 May they sailed for Suez via Colombo, the Seychelles and Aden. They arrived at Colombo on 3 June.Shortlyafterwardstheshipssailedtotakeupduty withtheRedSeaForce.

Thereafter, until mid December 1941, Lismore was employed on East African coastal patrol duty which included, from August to December 1941, patrols in the Gulf of Tadjoura as a unit of the forces employed in maintainingablockadeofFrenchSomaliland.

On 16 December 1941 Lismore detached from the Red Sea Force and proceeded for Colombo to join the EasternFleetforIndianOceanescortduty.

From January 1942 to April 1943 Lismore served as an escortvesselforIndianOceanconvoysincludingdutyin thePersianGulfareainthesecondhalfof1942.

On 3 May 1943 she arrived at Aden en route for the Mediterranean where with her sister ships HMA Ships Gawler, Ipswich and Maryborough, she formed the 21st MinesweepingFlotilla.

Her service in the Mediterranean, however, was mainly confined to escort duty. She once, in August 1943, proceeded into the Atlantic to form part of the escort of anAlexandriaboundconvoy.

Despite numerous air attacks in the Mediterranean en route to the Atlantic the ship escaped damage. On 25 September 1943 Lismore departed Suez for Kilindini to re join the Eastern Fleet for further Indian Ocean escort duty.

For the following fifteen months she was almost constantly at sea protecting convoys moving between IndiaandAfrica.On3December1944Lismorearrivedat Fremantle, her first call at an Australian port since leavingDarwinforSingaporeon20March1941.

Her absence from Australia was longer than that of any other Royal Australian Navy ship of World War II. On 2 January 1945 Lismore returned to Sydney after an absenceofnearlyfouryears(1409days).

She had steamed some 156,000 miles since commissioning. At Sydney Lismore joined the British PacificFleet(asaunitofthe21stMinesweepingFlotilla, recently constituted as a part of that Fleet) and until hostilitiesendedservedasanescortvesselforshipping moving north to the forward areas including the Philippines.

She was one of the Royal Australian Navy ships which participated in the invasion of Okinawa (March to June 1945).

FollowingthecessationofhostilitiesLismoreservedfor several months in the Darwin, Timor and Moluccas areasbeforereturningtoSydneyinMarch1946.

On1June1946theshipsailedforCeylonfortransferto theRoyalNetherlandsNavy.

The hostel is to be constructed as an annexe to the existing Scout Hall in Magellan Street.

The North Coast Master Builders' Association last night agreed to undertake the construction of the proposed hostel for members of the fighting forces while on leave inLismore.

The decision was an expression of the association's desire to erect a substantial structureataseconomical apriceaspossible.

Atitsmeeting theassociationdecidedtoinvite tenders for labour, and then to consider them. It was also agreed that the association itself purchase all materials, which would then become a charge against the Lismore Civic Fund, which had undertaken to defray the cost.

It was stated that several members had already stated their intention of donating one or two day's labour, or the cash equivalent, and it was felt that many others would follow suit.

Offers made for sub-contracting work included: Mr. W. E. Weaver, donation of half the cost of the painting materials and labour; Messrs. J. Starkey and P. McGearey to share the whole cost of labour on the foundations; Messrs. Ewin Downs and T. Griffin, to share the whole of the labour of installing electrical fittings;Mr.W.J.Larsson£2.

It was also stated that Mr. R. Granger would probably donate some paint. It was decided to circularise all members with invitations to makedonations.

The meeting was attended by the Mayor of Lismore (Ald W F Oakes), who is president of the Lismore Civic Fund, the committee of which will bear the cost of the structure; the chairman of the hostel sub committee (Mr S J. Hosie) and the honorary architect (Mr. F. J. Board)

Mr. Board tabled a copy of the draft plans and gave several details. He explained that it was proposed to construct an annexe of 83 feet x 25 feet. Portion would serve for sleeping accommodation to hold 26 beds, and a room of 30 feet x 25 feet would be set aside for recreational purposes. Provision was also made for additional sanitary arrangements. Mr. Hosie and Ald. Oakes thanked the association for the gesture of themembers.

Lismore Civic Fund, Committee on Tuesday decided to approve of a maximum liability of £1070, less deductions promised by 'members of the Master Builders' Association, for the construction of the Fighting Services Hostel in Magellan Street Lismore The original estimate for the work was £875, but later provision was made for additional work costing £195.

A leading courier service is urging retailers to get Christmasready, after conducting research that reveals twothirds of Australian shoppers are planning to purchase gifts months ahead of Christmas.

DuringthekeyChristmas tradingmonthsof NovemberandDecemberin 2021,Australiansspent morethan$65billioninstoreandonline–a$3 billionincreaseonthe previousyear,ABSstatistics revealed.However, householdChristmas budgetsmaynotgoasfaras lastyear,withinflationand interestratescontinuingto rise.

The 2022 floods of Lismore and the Northern Rivers have touched the lives of everyone living in the region.

We have all been through so much this year and recovery is a process we are still moving through.

The strength, support, care, and resilience seen within the Northern Rivers LGBTIQA+ community during and after the floods has been inspiring, and it’s moments like this that we can’t help but celebrate OUR community.

Commencing 7 months after the initial flood event, I Will Survive is a creative recovery project that gives members of the Northern Rivers LGBTIQA+ community the opportunity to come together to share our stories while developing and strengthening our capacity to thrive.

By focusing on where we are now and looking at possibilities for the future, we will consider what stories we want to tell and what questions we want to ask about our experience of the floods and recovery.

The project starts with a series of eight free performance and creative arts workshops offered at SeeSpace Lismore on Saturdays from October 15th – December 3rd, 10am4pm.

Free Workshops are open to anyone aged 16+ who identifies as being Lesbian, Gay, Bisexual, Trans/Transgender, Intersex, Queer/Questioning, Asexual/Ally+, and affected by the 2022 floods.

The program is a result of family and friends who have requested to do volunteerworkatCouncil’scemeterysites.

The "Friends of the Lismore Memorial Gardens, Crematorium and Cemeteries" is a group of volunteers interested in the maintenance and conservation of cemeteries within the Lismore Local GovernmentArea(LGA).

The volunteers will assist with activities such as weeding, rose pruning, mulching, cleaning up leaves and sticks, cleaning headstones and plaques and removing degradedflowersandtrinkets.

This will be done in partnership with staff and in sections or areas of the cemeteries ofinteresttothevolunteer.

The Cemetery Friends may also assist with promotional and research activities such as preparing tours and guided walks for community members, genealogical research and preparation of information materials.

The program sets out to protect and maintain the integrity of the Lismore Memorial Gardens, Crematorium and Cemeteries in the physical, philosophical and spiritual sense with regard to Council guidelines and policies now and into the future.

Prior to this, Lismore was blossoming following floods in 2017, with lots of great little cafe's and restaurants, laneway activation, music, markets, and aflourishingqueerscene.

People were moving here from the cities, real estate was booming and the town was absolutelybuzzing.

As with many others, the pandemic made us reconsider our priorities, and Gus and I both quit our jobs to open a business in February (I'm a midwife,andGusisateacher).

We were in the process of purchasing a hairdressing salon with a friend, and hoped to add a hole-in-the-wall cafe as part of the Lismore laneway activation. Unfortunately the mega-flood wiped out the building we were buying and the sale fell through duetofinance.

We have since been pivoting, and re-thinking the whole way food, entertainment and spaces are used in the Lismore CBD, a known floodplain, with awareness that our community is heavily invested in the rebirth of Lismore, the town at the heart of our region, where we work, live, create and celebrateourlives.

Thesecondfloodconfirmedour concerns were warranted, and theideaofTheParkwasborn.

I grew up in Albany, Western Australia, the eldest (and smallest at 6 feet 4 inches) of three sons to a hard-working, German –Polish single mum, in a time when being a single mum was more about “struggle” rather than “finding yourself” and sinking margaritas while the kids are in day care.

As the product of hard work and sauerkraut and a distinct lack of flamboyant culinary ability, it is a fucking miracle that I ended up with such an intense passion for everything food has to offer. Miracle or not, I love it. I live it, I breathe it, and I embody it. I’ve been called obsessed, neurotic, ridiculous, insane and obscene(allbymywife)withtheintensitythatIfeelfor food,butitcompletelypaysoff.

Despite my isolated upbringing and sauerkraut sodden childhood,Inowleadateamofrenegadebastardcooks into battle every day at my restaurant in Lismore, New South Wales. From my vantage point in the kitchen, I order, wheedle, cajole and instruct my team, administeringlightfloggingsasrequired.

A well-olive oiled machine, we weave our magic to regularly feed 300+ people a day on my Southern Fried chicken and smokehouse BBQ menu. As is the want of the kitchen, at the end of the night, we all gather after service to decompress; and I sit back and think to myself“Thisistheshit.”

WhenGraemeandhiswifeJenfirststarted TheStockpotKitchen,Graemesaysthe goalwasthatafteroneyearitwouldbehis full-timejob.Inserendipitoustiming,in July2015GraemeandJentookup permanentresidenceintheBangalow BowlingClub,servingtheirhearty,homestylefarefordinnerTuesdaytoSaturday. “It’sjustgoneboom”,saysGraeme.The combinationofàlacarte,curryTuesdays andSouthernfriedchickenThursdays havebeensopopularthere’ssometimes notaspareseatinthehouse.

Graeme’s cooking style is based around food thatbringspeopletogetherandcanbeshared amongthehungryhordes,howeverlargethey may be. “It’s all stuff I’d cook at home”, he says, either for his own family or if there are lots of people coming over, which is apparently a regular occurrence. His influences change regularly, depending on whathe’sreading,orwhathe’seating.

“Cultures who share a big table of food, sharing condiments and plates of food, that’s whatexcitesme”,saysGraeme.American-style barbequing and smoking are some of his currentcravings,withrubs,marinades,sauces and slaws all having their moment in the sun alongsidesucculentcutsofslow-cookedmeat.

Graeme and Jen have been in the Northern Riversfornearly20yearsnow,aftertheycame over from Western Australia to work in the snowseasonatThredbo.Theypassedthrough thisareaonatripnorthtovisitJen’sfamilyin Queenslandandjustlovedit.

Both Graeme and Jen have a long history of working in restaurants, Graeme as a chef and Jen asapastrychef.Theyevenworkedtogetherfor5 years in the kitchen at Utopia Café in Bangalow beforeJenlefthospitalitytogointoyouthwork. Then a move back into hospitality saw Jen in Lismoreatthebowlingclubmostnights,aswellas making desserts for the restaurant and catering events.

Graeme,Jenandtheirtwoboys,SebastianandObi, live in Bexhill on a one-acre block, which Graeme saysis“bigenoughforafewmassivegardens.”The gardens are Jen’s turf, where she grows leafy thingsthatenduponthetableathomeandatthe restaurant.

Thecouplelovesupportingotherlocal producers,usingmeat,coffee,vegetablesand herbssourcedfromdowntheroadoracross thevalley.Tradingfoodwithfriendsisalsoa greatwaytousewhateverisplentifulandin season,suchasfreshBexhillmandarin marmaladethatrecentlyfounditswayintoa dessert.“Imadeamarmaladefrangipanetart, itwasoffthehook!AndIdon’tevenlike marmalade”,laughsGraeme.

Condiments are key elements in The Stockpot’s dishes, and Graeme loves experimenting with makinghisownsauces,picklesandrelishes.Helifts the lid on an enormous tub of sweetly fermenting chillies sitting on the bench top awaiting transformationintohotsauce.ThankstohisPolish and German heritage, Graeme also loves cabbage, andasifproofisneeded,besidethechilliessitsa second huge tub, filled to the brim with chopped cabbagefermentingitswaytosauerkraut. Pour coconut milk and agave into a blender. Add frozen mangoes. Blend. Pause the blender occasionally to scrape the mixture down the sides. Blend continuously until mixture is smooth.

Empty contents of blender into a freezer friendly airtight container. You can find freezer safe ice cream containers.

Freeze for 4 to 7 hours or until you can tell the mixture is completely frozen. Let it sit out for about half an hour before you try to scoop it into cups or bowls.

For a little added pleasure, drizzle a little chomoy over the top and enjoy!

WhatIsChamoy?

Chamoyisasaucycondimentmadeofdriedchilies, limejuice,andfruit—usuallymango,apricot,or plum.Itcanbemadeathomebutisoftenstorebought.Chamoyalsocancomeinpowderedand pasteform,andsometimesit'smadeintosweet, salty,spicy,andtartcandy.Whenusedfor confections,chamoyisfrequentlyusedasapowder tocoatgummies,madeintoadippingpowderfora lollipop,workedintohardcandies,andasaliquidor saucetobesqueezedoutofapacketandputon freshfruit.

To make chamoy, the first step is to brine or salt cure the fruit, either apricot, plum, or mango. Once all the moisture is leached from the fruit, it's time to separate the solids from the liquid. The leathery fruit gets eaten on its own and sold as saladitos, a sweet and salty snack. The liquid is what is used to make the base of chamoy. This mixture gets chili powder added to it as well as lime to create a sauce that'sbottledandusedasacondiment.

Surprisingly, chamoy isn't originally a Latino food; it's Asian. Most likely, chamoy came from the Japanese food umeboshi, a type of pickled ume fruit —ume being a type of small, tart plum or apricot. Or, it might have developed from crack seed, also called see mui, which is a Cantonese word describing a salted and dried apricot snack found in China. This Asian influence all comes down to migration. Asian people had been migrating to Mexico since the 1590s, and somewhere along the way chamoy evolved and was developed into the staple spice blend and sauce many Mexican food loversknowtoday.

Chamoyvs.Tajín

Tajín is another popular Mexican condiment and often gets confused with chamoy. One main difference is Tajín is a brand name where chamoy is a food. Another big difference is that chamoy is a sauce or paste, while the product Tajín is best known for is a lime, salt, and chili powder. And finally, chamoy is fruit-based, while Tajín's spice mix does not contain fruit aside from the dehydrated limejuice.

The fruit element is what sets chamoy apart from other chili and lime-based condiments. Without it, other sauces and spice powders don't contain the samedeepsweetnesschamoyisknownfor.

Varieties

There are a lot of chamoy brands on the market and all are fairly similar. Some of the most popular bottles of chamoy sauce include Chilerito Chamoy, Salsas Castillo, and Tajín Chamoy.
