Attention AMENITY ACCESS PASS NOTIFICATION

At the March 27th, 2024, Board of Directors Meeting, the Board adopted a new Amenity Access Pass Policy (previously called the Member ID and Recreational Pass Policy) for access to TKPOA’s amenity facilities. With this policy adoption, new, color-coded, cards will be issued to members (blue cards), their family members (yellow cards), tenants (yellow cards), and guests (pink cards).

Member cards have been pre-printed and are now available to be picked up from the Pavilion Office Monday-Friday, 8:30am-4:30pm and Saturday-Sunday, 10am-2pm. Members may also assign their family member, renter, and/or guest cards when they pick up their member cards.

PRESIDENT’S MESSAGE

Bulkheads. There is lots of activity on this topic. Cove 3C is under construction, Cove 3A is moving toward construction, and several others are in the financial planning stage. The board approved some additional engineering field testing for Bavarian and St. Moritz Isles to better define tieback condition, and risk assessment to ascertain urgency and help guide our way forward. The engineering report on the two Isles was made available to the Isles’ members. It was very technical, but suffice to say, the results were not as bad as I had imagined. So we can move forward deliberately with the needed investigations, then member contact to determine the best path to repairs.

Drinking Water. The uranium treatment systems on wells 2 and 3 require changeout of the resin media. The board approved a $200k contract for the changeout earlier this year, but that did not include the cost of disposal. At the March meeting, we approved a $15k contract to sample the media and determine disposal protocols. The disposal cost could be an additional $30200k, depending on how radioactive the resin is. This is a pretty expensive process to undertake every 2-3 years, so we’re working to find a way to reduce the cost going forward.

Amenity Card Policy. The board approved a new amenity card policy at the March meeting. The 3 key problems we were trying to solve with the revised policy are:

1. Passes were being given or even sold by members to non-Keys people, who have been bringing their

own guests. And there are hundreds of extra cards “out there” that have not been turned off, for one reason or another. This is causing Keys people to get crowded out, particularly in summer at the pickleball and tennis courts, pools, and Pavilion beach/pool.

2. Lighthouse Shores gate must be restricted to Member cards only, but our previous system gave access to all cards.

3. Similarly, a 1991 court settlement with the marina grants free boat launch to Members only, but all card holders have been getting the privilege.

All old cards will be turned off and new cards made available to all members. Most houses will get 4 cards as before, but there are a few exceptions. Cards will be different colors to define different privileges (member cards will be blue, family cards yellow, etc.). Cards can only be issued to members, certain family members, renters, and FSR employees. Short-term guest cards will also be available. The details are better explained in a dedicated article in this Breeze. It will be a pain initially, but hopefully it will address the three problems above. Regardless, we committed to evaluate the new policy in 6-12 months, and adjust if needed.

April is here, and as I write this winter keeps coming! The April 1 DWR snow survey near Sierra At Tahoe measured 27.5” of snow-water-equivalent, which is 113% of average for the date. This is great news! The lake is already coming up, and we should see it fill, or nearly fill like last year. Ski season is winding down, ice is off the lagoons, and everybody is getting spring fever. Soon it will be spring project time, so don’t forget to submit those plans into ACC for approval ASAP (eg: that new bear box… have I tickled that subject before?).

UNDERSTANDING AESTHETIC SURGERY

Throughout life, we see many changes to our physical form. Be it age, injury, or disease, we collect marks and the shape of our bodies change. No matter where you are or what changes have taken place, it signifies a natural and beautiful story. For some, those marks and changes affect confidence and appearance, and it can influence how an individual feels about himself or herself and it dictates how one interacts with the world around them.

Individuals may elect to have aesthetic procedures that enhance and reshape structures of the body to supplement their features and improve self-esteem. In some cases, aesthetic procedures can even provide better body function from congenital (from birth) or acquired deformities.

Aesthetic surgery can be performed on any part of the face and body. The most common aesthetic surgeries include:

BREAST SHAPING

Breasts stretch and retract over time, which can lead to a deflated appearance. These changes can be addressed in several ways. A breast augmentation utilizes an implant to help restore the volume of the breast. And a mastopexy, or breast lift, can be used to reposition the nipple to create more balance. Additional procedures may be performed, depending upon the need of the patient.

FACIAL CONTOURING

It’s possible to unravel the effects of time and achieve a more youthful appearance in the facial structure. Procedures such as face lift, brow lift, neck lift, implants of the chin and cheek, and rhinoplasty (reshaping the

nose) can be performed to match your aesthetic goals. In addition, eyelid lift and ear pinning or rejuvenated earlobes are highly advantageous for those whose eyelids are affecting their vision or whose earlobes are shaped or scarred in such a way that makes them unable to wear earrings.

BODY CONTOURING

While body shaping can be achieved through diet and exercise, some may elect body-contouring surgery to progress toward those goals. Procedures can be performed on any part of the body.

For example, excess skin/ abdominal tissue or weakness in lower abdominal muscles can be addressed with an abdominoplasty, often called a “tummy tuck.” During this procedure, the abdominal muscles are united at the midline, and excess skin is removed that may have developed stretch marks from below the belly button area.

Liposuction is another common body-contouring procedure, often performed on the abdomen, thighs, and hips to smooth a person’s silhouette. An entire body lift can remove excess fat and skin from the abdomen, thighs, buttocks, groin, arms, hips, breasts, and any other body part. If multiple areas are to be addressed, these procedures are often staged for the safety of the patient.

Surgery is not the only solution for amplifying a person’s image. Non-surgical treatments, including skincare routines, lifestyle changes, and minimally-invasive procedures like botox and Clear & Brilliant Laser treatment can work together to soften and prevent signs of aging and enhance your natural beauty.

• Approved Reno Tahoe Geo Associates to provide evaluations, recommendations, and plans for upgrading the steel sheetpile bulkheads for Cove 3B at a cost of $42,900; Cove 4 for a cost of $42,900; Cove 5 for a cost of $56,300; Islanders 2 for a cost of $51,800 and near the Indoor Pool for a cost of $36,900 to be funded from each entity’s reserve account GL 19726 “Bulkhead Reserves.”

• Approved the purchase of an additional 12,900 sq. ft. of bottom barrier material from Derma-Safe as a cost of $8,804.24 to be funded from the Waterways Special Projects account GL 19925WQ “CMT Equipment and Supplies” and to authorize an extension of the CMT Year 2 Hiuga Diving Contract to include CMT Year 3 scope of work for the 2024 season at a cost not to exceed $275,000.

• Authorized the purchase of 8-MiniDot data loggers at a cost of $9,793 from Precision Measurement Engineering and to authorize a contract with Stratus Engineering Associations to manage the data logger project at a cost of $835 and to calibrate 50-MiniDot data loggers and repair 5-MiniDot data loggers at a cost of $16,431.00 to be funded from the Field Equipment and Supplies Budget for the CMT Year 3.

• Authorized the negotiation of facilitation contract with Zephyr Collaboration for a cost not to exceed $10,102 to cover project kick-off with the core entities (TRPA, League to Save Lake Tahoe, TKPOA) and recruitment of other entities critical to the project to be funded from the Lagoon Water Quality Improvement 2024 Project Budget.

Smooth Sailing:GUIDELINES FOR DROPPING YOUR BOAT AT TAHOE KEYS MARINA

The 2024 boating season is just around the corner, and this means the boat ramp at the Tahoe Keys Marina will soon be filled with those excited to head out on the Lake. TKPOA Homeowners have complementary launch privileges at the Marina ramp. To facilitate a smooth and efficient process, all homeowners will be required to follow to the guidelines below:

1. Bring Necessary Documentation: To qualify for the TKPOA homeowners complementary launch you will need 2 forms of identification.

• Homeowners Association (HOA) Picture Card (Blue Member Card)

• Vessel Registration Documents

2. Ensure Name Consistency: Please make sure the name on your HOA picture card matches the name on the vessel registration. This is required to qualify for a complimentary launch service.

3. Obtain TRPA Inspection Sticker: All vessels intending to use the boat ramp at Tahoe Keys Marina must have a current inspection sticker from the Tahoe Regional Planning Agency (TRPA). These stickers are available for purchase prior to launching your boat. Ensuring compliance with TRPA regulations contributes to preventing the spread of Aquatic Invasive Species and the preservation of Lake Tahoe's ecosystem.

By adhering to these simple guidelines, homeowners can ensure a seamless experience at the Tahoe Keys Marina. Both the TKPOA and the Keys Marina extend their appreciation for your cooperation and wish you a wonderful time on the water. Those members who are unable to visit the office during normal business hours may email a request to pick up their blue cards from the Indoor Pool which has later hours daily from 6:00am-9:45pm. Arrangements to assign family members, renter, and/or guest cards can also be made via email. These requests may be sent to info@tahoekeyspoa.org. Please allow 24 hours for processing.

Please note: On April 30th, 2024, ALL currently issued amenity access passes will be deleted from the Tahoe Keys Property Owners Association card system. As of May 1st, 2024, cards issued prior to April 1st, 2024, will no longer be accepted for entry into any TKPOA amenity facilities. Please arrange to pick up your new member cards prior to April 30th to avoid any disruptions.

New Amenity Access Policy FAQs

What are the new card categories?

Member – Blue cards, valid for term of ownership

Family Member – Yellow cards, valid for one year, automatically renews unless owner updates card assignment (card assignments may be updated once annually)

Renter (tenant) – Yellow cards, valid for term of lease from 30 days up to one year.

Guest – Pink cards, valid for up to 7 days.

Employee – Yellow cards, valid for term of on-site Tahoe Keys employment

Tahoe Island Park Subdivision #4 – Yellow cards, valid for one-year with proof of ownership

Who gets a member card?

Members are defined as those individuals listed on the

grant deed or as the trustee on the trust that holds ownership of the property. Properties that are listed under a corporation on the deed or trust must provide a copy of their current secretary of state filing and those individuals listed as a corporate officer (president, vice president, etc.) may obtain a blue member card (limited to 4 cards total).

Who gets a family member card?

Family members are defined as parents, siblings, spouses, children, grandchildren, nieces, and nephews. These yellow cards may be assigned to family members 16 years and older.

What is the difference between a member card and other cards?

Blue member cards provide access to all TKPOA amenities plus free boat launching at the Tahoe Keys Marina per the 1991 Settlement agreement and access to Lot C and Lot A through the Lighthouse Shores Pedestrian Gate per Stipulated Court Order SV92-0066.

Yellow family members, renters, and employee cards and Pink guest cards provide access to the Pavilion Beach, Outdoor Pool, Indoor Pool, Pickleball Court, Tennis Courts, Playground, Volleyball Court, and Basketball Court.

Yellow Tahoe Island Park Subdivision Number 4 cards provide access to the Pavilion Beach only.

How many cards may be assigned per property?

The limit of up to 4 cards per property remains the same. This includes members, family member, and tenant

(renter) cards. Additional cards may be provided under the new Guest Pass Program.

• Properties with more than 4 individuals listed on the grant deed or as trustees may obtain blue member cards for all those listed; however, no additional spouse, family, or renter cards may be issued. Guest passes may still be utilized.

What is the new Guest Card Program?

Each property may assign 20 guest passes per year. The first 10 guest passes are free, and the next 10 are $20 each. Members who would like to provide their guests with an amenity access pass can fill out the new Guest Card form and submit to the Pavilion Office. Each guest pass is good for a period of 7 days and allows in 3 guests with the cardholder (4 entries per card). Guest cards require the guest’s name and photo to be printed on the card.

Can I still provide cards to my renters (tenants)?

Yes! Renter cards for stays of 30+ days are yellow and are $50 each for the length of stay listed on the lease or rental agreement, up to one-year. Renter (tenant) cards may be assigned by completing the Renter Registration Form with the required information:

• Relinquishment of 1 or more of the 4 property cards to be assigned to the renters.

• Copy of the lease agreement.

• Proof of residency, such as a utility bill (for leases that are 6 months or more).

Please note: Those renters who have already obtained their amenity access pass for 2024 can come by the office to obtain their new yellow card at no additional charge for the year. Proof of residency, as applicable, still applies.

Can I still provide amenity access to renters staying less than 30 days?

Yes! Members with guests staying at their property for less than 30 days may utilize the new Guest Pass Program, referred to above.

Are the new Amenity Access Policy forms available online?

Yes! The Member Registration, Renter Registration, and Guest Card Forms will all be available online. Members will be able to complete the forms and pay any applicable

fees online without having to come to the Pavilion Office. Once these forms are live, an email blast will be sent out notifying members and with instructions on how to access the forms.

In the meantime, members may complete their forms in person at the office, or email info@tahoekeyspoa.org with their card assignments.

What if I won’t be able to pick up my new cards until after April 30th?

No problem! Your new blue cards will remain at the Pavilion Office until you are able to pick them up. Your old cards will be deleted from the system as of April 30th, so be sure to stop by the Office ASAP!

Can my Property Manager pick up new cards and complete card assignments for my property?

Yes! If your property manager is already registered with the Office for your property, they can stop by or email the office with card assignments for the property on your behalf, as the member. (Property managers cannot be assigned blue member cards).

Members may also designate family members to pick up their cards on their behalf.

TKPOA Fine Policy: A warning letter will be mailed to the homeowner for first violations in instances of nuisance and boating violations. Parking tags placed on vehicle, trailer, RV are considered warning notices for parking violations. A disciplinary hearing will then be scheduled with the Board of Directors for any additional violations after the first violation. Illegal rental and commercial business activity violations will result in an automatic hearing with the Board of Directors, no warning letter will be sent. Hearings may result in fines and/or suspension of amenity access passes for confirmed violations. Parking fines are assessed per each 7 day period past the initial parking grace period. All fines are assessed per violation (i.e. 2 violations = 2 fines). Disciplinary actions and fine amounts are determined at the discreation of the Board.

At the February 26th, 2024 Board meeting, the TKPOA Board of Directors approved the following changes to Architectural Control Rules for a 28 day membership review period. These changes will be considered for adoption at the April 30th, 2024 Board of Directors Meeting. PURPOSE OF CHANGE: TO CLARIFY ARCHITECTURAL CONTROL RULES

SECTION 2 - SETBACKS AND BULKHEADS

02.02 Front Setbacks: Front setbacks are indicated on the map or plat of the subdivision in which the dwelling is to be built. If no setback is shown on plat map, then it is as defined by the City of South Lake Tahoe. The minimum front setback is 20 feet. Second story deck or structure may cantilever 5 feet into front setback.

SECTION 4 – CONSTRUCTION REQUIREMENTS

04.10 Height Limits: The maximum ridge line of the structure cannot be higher than twenty-five feet (25') above the finished grade, measured no more than 18 inches from the top of the curb height measured at the center of the front property line nor can the chimney extend above twenty-seven feet (27') measured from the same point. No additional structural components may exceed 25’ (feet) in height.

SECTION 9 - FENCES

09.02 All new fences are subject to the approval of the City of South Lake Tahoe Building

Section 9A – Revetments, Bulkheads, and Landscape Walls

REFERENCE SECTIONS 19.02 AND 19.03.

9A.03 Any landscape wall three feet or higher, at or facing the high waterline, and changes the natural slope or gradient of the lot, will require a City Permit.

SECTION 10 – LANDSCAPING

10.07 Plant materials (shrubbery) must be maintained at a height of no more than four feet (4’). in front of the house or four feet (4’) in the rear of the house.

10.09 Boulders, rocks, earth mounds shredded bark (gorilla hair) and decomposed granite (DG) are to be utilized in moderation. Decorative rock material should not exceed 30% of total landscaped coverage.

10.10 Boulders, earth mounds, rocks and large plantings (trees) cannot be placed within any utility

easement. Snow removal and access to buried utilities must be provided for at all times. Installation of all landscape is done at the homeowner’s risk and any required removal will be at the homeowner’s expense.

SECTION 12 – EXTERIOR LOT ACCESSORIES: Jacuzzis, Hot Tubs, Solar Panels, Generators, and Air Conditioner/Heating Units

12.03 Motorized or noise emitting installations (like pumps, filters or other equipment) will require soundproofing or a decibel rating to match TRPA regulations and shall be run in a manner low enough so as not to disturb neighbors.

SECTION 15 – MISC. PROVISIONS FOR EXTERIOR GROUNDS, STORAGE, AND STRUCTURES

15.02 Free Standing temporary storage structures of most types are not permitted. Permanent storage structures abutted next to the building and that matches integrated into the design of the residence structure may be considered and may not be installed within the side or rear setbacks.

15.04 Permanently mounted sport facilities are prohibited. Bocce ball courts, horseshoe pits, children’s playsets, and moveable sports equipment may be approved provided they are incorporated into the rear landscape design. No encroachment into side setbacks is allowed. The use of these facilities is restricted to daylight hours only. As a consideration to neighbors, abutting property owners will be solicited to comment on any application for these types of structures.

15.09 Use of charcoal or wood burning BBQs within the town home subdivisions is strictly prohibited. Outdoor/BBQ Pellet Stoves are allowed. Please take into consideration the suggested clearances dictated by the manufacturer’s installation specifications. This should be the defining factor in the location of said appliance.

1. Proof of Member Status – Members are defined as either 1. those individuals listed on the recorded deed, 2. as the trustee/co-trustee for a Trust listed on the recorded grant deed, or 3. as the corporation listed on the recorded grant deed, of a property located within the Tahoe Keys Property Owners Association. Those individuals who have assigned power of attorney to act on behalf of a deeded homeowner will also be considered members.

Owners & Long Term Renters (LTR) must have a current valid Member ID card with a valid photograph of the member and/or LTR in their possession when using any of the Association’s facilities. This includes, but is not limited to, swimming pools, spas, tennis courts, parks, playground, beaches and volleyball court.

2. Member ID Cards – A maximum of four (4) Member ID Cards per property can be issued. Member ID cards will only be issued to immediate family members fourteen (14) years old or older with a current photograph. Immediate family member names must be submitted to the TKPOA Office on the Tahoe Keys Property Owners I.D. Card Application and signed by the Owner of record. Must present a valid state issued Driver’s License or Identification Card to receive an ID card.

2. Corporate, Partnership Ownerships – Member ID cards will only be issued to up to four (4) of the officers of the corporation (President/CEO, Vice President, Treasurer/CFO, or Secretary). Officers of a corporation must be filed with the Secretary of State corporation filing each year and a copy provided to the Pavilion Office Front Desk in order to obtain amenity access cards.

3. Corporate, Partnership, Trust or Multiple Family Ownerships – A maximum of four (4) Member ID Cards per property can be issued. Member ID cards will only be issued to the partners or owners listed on the Association’s records Grant Deed and their immediate family members fourteen (14) years old or older with a current photograph. Per TKPOA Board Motion on April 17th, 2015 The Board of Directors voted to allow multiple owners who are listed on the deed or shown as officers of a corporation listed on the deed that exists as of April 17th, 2015 to receive TKPOA Member ID Cards over the allotted 4, at an additional cost of $20.00 per card. Authorized members names must be submitted to the TKPOA Office on the Tahoe Keys Property Owners I.D. Card Application and signed by the Owner or Officer of record. Must present a valid state issued Driver’s License or Identification Card to receive ID card.

4. Short Term Rental Properties – Short Term Rental properties are defined as individuals who rent a home or townhouse for a minimum of 30 days and less than a year. The property owner or rental management company should direct their rental guests to the TKPOA Pavilion office to purchase Short Term Recreational Passes for use of the swimming pools, spas, tennis courts, parks, beaches, playground, and volleyball court. (Section 10) Short Term Renters need to provide a copy of their lease to the front desk – either hard copy or digital copy.

4. Amenity Access Cards Definitions and Requirements

a. Member ID Cards “M” – Only Members as defined under item 1 and their spouses/domestic partners (subject to card limits under item 5), may obtain a Tahoe Keys amenity access card for access to all Tahoe Keys amenities, lighthouse shores, and free boat launch access at the Tahoe Keys Marina. Members must have a current valid Tahoe Keys amenity access card with a

photograph in their possession when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, pope marsh gate, and lighthouse shores pedestrian gate. Card carries guest privileges as defined under item 6.

5. Long-Term Renters ID Cards – Long Term Renters (LTR) are defined as individuals who rent a home or townhouse for one year or longer. To obtain or renew a Long-Term Renter ID card, the renter must present a signed lease or rental agreement, a signed Tahoe Keys Long-Term Renter ID Card Application from the owner, stating the terms and dates for the relinquishment or lease, and a current photograph. (CC&R’s Article ll Section 3. (a-b)) The cost for a Long-Term Renter ID card is $20.00 per year per person. Long-Term Renter ID Cards are required to be renewed each term of their yearly lease. Must present a valid state issued Driver’s License or Identification Card to receive ID card.

b. Family Member Cards – Family members sixteen (16) years and older may be assigned amenity access cards on the members’ account (subject to card limits under item 5). Family members are defined as parents, siblings, spouses, children, grandchildren, nieces, and nephews. Family member amenity access cards are for entry into Tahoe Keys amenities only and do not allow for boat launch access at the Tahoe Keys Marina or access into lighthouse shores. Family members must have a current, valid Tahoe Keys amenity access card with a photograph in their possession when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, and pope marsh gate. Family cards may be assigned and renewed annually. Card carries guest privileges as defined under item 6.

c. Renter Cards – Renters are defined as individuals who rent a property within the Tahoe Keys for a period of 30 or more days and are listed as the responsible parties on the rental lease/ reservation. The property owner must register their rental tenants online and complete the rental guest checklist. Renter amenity access

cards may be picked up from the Pavilion Office during normal business hours. Must present a valid state issued Driver’s License or Identification Card. Amenity access cards require a photograph and cost $50.00 for term of rental up to one year. Card carries guest privileges as defined in item 6. Renters must have a current, valid Tahoe Keys amenity access card with a photograph in their possession when using any of the Association facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playgrounds, beaches, and volleyball court. Renters do not have boat launching or lighthouse shores access.

Renter cards apply towards the 4-amenity card limit per property as defined in item 5.

d. Employee Access Cards – Employees working on-site for the Tahoe Keys Property Owner Association’s management company may obtain a Tahoe Keys amenity access pass to all Tahoe Keys amenities. Employees must have a current valid Tahoe Keys amenity access card with a photograph in their possession when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, pope marsh gate. Card carries guest privileges as defined under item 6 and is valid for term of employment.

e. Guest Card – If members wish to have people staying at their property enjoy the amenities without a card carrier present, an online application may be filled out to request a temporary guest card. Guest cards are valid during the time of visit only and expire thereafter. Photograph is required and the card will show the guest’s name and TKPOA Property address. Card carries guest privileges as defined under item 6.

The first 10 guest cards are free and are $5 per card thereafter. Up to 20 guest cards may be issued per property each calendar year and are valid for length of stay up to 7 days, can be renewed up to a max of 28 days. Please allow a minimum of 24 hours prior to the guest’s arrival for processing. Guest passes may be picked up

from the Pavilion Office during normal business hours. For the purposes of this policy, renters are not considered guests and must obtain the renter amenity access card.

Guests must have a current valid Tahoe Keys amenity access card with their photograph and name in their possession when using any of the Association’s facilities. This includes swimming pools, spas, tennis courts, pickleball courts, parks, playground, beaches, volleyball court, pope marsh gate.

f. Tahoe Island Park Subdivision Addition No. 4 –$50.00 Annual Access Card Access to Pavilion Beach for cardholders only. Must present a valid Grant Deed of home ownership to allow access. Only individuals with valid identification listed on the Grant Deed will be issued an Access Card with complete ID application. Card has no guest privileges.

Tahoe Island Park Subdivision Addition No. 4 cardholders must have a current, valid Tahoe Keys beach access card with a photograph and name in their possession when using the Pavilion Beach.

6. Minimum Age – Children thirteen (13) years old and younger will not be issued a Member ID card and must be accompanied by an adult eighteen years or older, who has their own Member ID Card or valid short term recreational pass.

7. Delinquent Accounts – Member ID Cards, LongTerm Renter ID Cards or Short Term Recreational Passes will not be issued to any property owner or their renters who are delinquent in their assessments. Member ID Cards of delinquent accounts will be immediately de-activated until their respective account is returned to a current status.

8. Number of Guests – Up to three guests per Member ID Card and Long-Term Renter ID Card can get access to the association facilities when accompanied by the ID cardholder.

9. ID card Replacement – The fee for replacing lost, stolen, or damaged ID Cards will be twenty dollars

($20.00). The TKPOA will take current digital photographs with the issuance of ID Cards.

10. Short Term Recreational Passes (daily and weekly) will be sold to short-term renters who show proof of their rental status and the length of stay only at the TKPOA office. The TKPOA Pavilion office is open Monday-Friday 8:30am - 4:30pm and SaturdaySunday 10:00AM-2:00PM.

5. Amenity Access Card Limit Per Property: A maximum of four (4) Amenity Access Cards per property can be printed and issued on a member’s account at one time notwithstanding those properties with more than 4 individuals listed on the grant deed.

a. A minimum of 1 card assigned to a property is required to be assigned to the owner of record (member as defined under item 1). The remaining 3 cards may be allocated to other owners of the property, family members, and renters.

b. Properties with more than 4 individuals as the owner of record (members as defined under item 1) may obtain member access cards for all listed owners of record; no additional cards may be allocated (for example, 6 owners listed on the grant deed will receive 6-member access cards, but no additional cards may be assigned).

6. Guest Privileges – Up to three (3) guests per Member, Family Member, Renter, Employee, or Guest Amenity Access Card can access the association facilities when accompanied by the ID cardholder. The cardholder must remain with their guests while utilizing Association amenities. Children five (5) and younger do not require guest passes and do not count towards the three (3) guest per card maximum.

7. Marina Boat Launch Access – Free boat launching privileges at the Tahoe Keys Marina (TKM) are provided to TKPOA Members only, per the 1991 Stipulated Judgement between the TKPOA, TKM, and Tahoe Keys Beach and Harbor Association (TKB&HA).

Tahoe Keys Beach and Harbor Association [TKB&H] –$20.00 Annual Access Card [Per Card Membership] Access to Pavilion Beach. Must be listed as a slip owner on the

Tahoe Keys Beach and Harbor Association membership list and complete ID application. Photograph required. Card has no guest privileges. Card is valid for one year.

8. Lighthouse Shores Pedestrian Access Gate –Access to Association properties known as “Lot C” and “Lot A” is provided via the Pedestrian Access gate located to the left of the Lighthouse Shores vehicle access gate. Access is restricted to Members only. Guests in the immediate presence of their sponsoring member will be permitted access. Other access stipulations per Superior Court Case SV-92-0066 include no bicycles or dogs and restricts access to the hours of 7:00AM9:00PM, except during the summer when the hours are extended to 10:00PM.

9. Delinquent Accounts – Cards will not be issued to any members, residents, or tenants for properties that are delinquent in their assessments and have had their member access rights suspended by the Board of Directors. Any issued Cards of delinquent accounts will be immediately de-activated until their respective account is returned to current status.

10. Card Replacement – The fee for replacing lost, stolen, or damaged Cards will be five dollars ($5.00). TKPOA will take current digital photographs with the issuance of ID Cards.

11. Property of TKPOA – Amenity Access cards remain the property of the TKPOA and may be confiscated for violation of the Association Rules.

12. All previously issued Tahoe Keys Property Owners Association Amenity Access Passes, including but not limited to Member ID Cards, Long Term Rental Cards, Short Term Access Passes, Tahoe Keys Beach and Harbor Cards, and Tahoe Island Park Subdivision No. 4 Cards, will be permanently deleted periodically as deemed necessary. Members listed as the deeded property owner in the Association’s management Connect portal will automatically receive new Member Amenity Access Cards.
