Some 5 decades back, these initiatives were among many that were led by a dedicated public servant who reached the highest political rank in the country- President Elpidio Quirino (President of the Philippines, 1948-1953).

This year, his contributions to our country & its people was remembered in a fitting re-interment ceremony to transfer his remains at the Libingan ng Mga Bayani.

Exactly 60 years ago, on February 29, 1956 one of the Philippines' more notable statesmen - worth his weight in public service gold, was laid to rest in simple rites after serving our country most of his working life. Since he died after serving as President, he was not given the proper honors & funeral ceremony of a former head of state.

Elpidio Quirino was a man born of humble beginnings. With his natural gifts of perseverance, dedication and goodwill he achieved significant milestones during his many years serving as Congressman, Senator, Secretary of Foreign Affairs, Vice President & Secretary of State, and eventually as President of our country.

Last February 29, President Benigno Simeon "Noynoy" C. Aquino III, together with several government officials, the diplomatic corps & the family of President Elpidio Quirino - led the formal re-intermentwith honors at the Libingan ng Mga Bayani.

On the occasion of President Elpidio Quirino's 125th birth anniversary last year in 2015, the re-internment & transfer of his remains to the Libingan ng Mga Bayani was planned for his 60th death anniversary in 2016. Part of the planning was choosing a design firm to provide the strategic theme & concept design for the memorial tomb. This prompted Ruby Quirino-Gonzalez, (now Mrs. Ruby Meyer) granddaughter of President Quirino, to approach William V. Coscolluela & Associates (WVCA) for the project. Chairman & Principal Architect of the firm, William Coscolluela was very pleased with the invitation. "We feel honored & proud to be part of this effort," stated Architect Coscolluela.

After being briefed by Ruby Meyer about the project, WVCA started some designs with the aid of historical background & anecdotes. Architect Coscolluela shared,"We got the inspiration from one of the President's more important speeches on the big need of the country, at that time, for cooperation & unity. A recurring theme even up to today in our political & national landscape. Hence we designed a 3-tiered elevated path leading to a concentric pedestal. We used granite since its strong material is reflective of President Quirino's resilience during his term of office when he had to weather the many challenges of an evolving republic."

The design of the memorial tomb is highlighted by 3 monochromatic spokes which Coscolluela states represent "unification", as well as the distinct hallmarks of Elpidio Quirino's cardinal values :

Tolerance, Goodwill, and Love The whole event served as a reminder to all of us Filipinos of the many characteristics of our public servants that we all must look for in our leaders.

Re-interment of President Elpidio Quirino at the Libingan ng mga Bayani.

The Libingan ng mga Bayani is a resting place for Filipino military personnel from privates to generals, as well as heroes and martyrs. Among those buried in the cemetery are most of the defenders of May 1942, and the battlefields of the Allied Liberation of the Philippines from 1942 to 1945 during World War II. It also contains the national Tomb of the Unknown Soldier.

According to Armed Forces of the Philippines (AFP) Regulation on The Allocation of Cemetery Plots at the LNMB issued on 9 April 1986 by former AFP Chief of Staff General Fidel V. Ramos and President Corazon C. Aquino, along with members of the military, the following persons are entitled to be interred at Heroes' Cemetery: • • • •

Medal of Valor awardees Presidents or Commanders-in-Chief, AFP The secretaries of National Defense AFP Chiefs of Staff, General/Flag Officers, active and retired military personnel, and former AFP members who laterally entered/joined the Philippine National Police (PNP) and the Philippine Coast Guard (PCG) • Veterans of the Philippine Revolution of 1896, the First and Second World Wars, as well as recognized guerrillas • Government dignitaries, statesmen, national artists and other deceased persons whose interment has been approved by the commander-in-chief, Congress or the Secretary of National Defense, and • Former Presidents, widows of former Presidents However, those who were dishonorably separated, reverted, or discharged from the service, and those who were convicted of an offense involving moral turpitude cannot be buried at the cemetery.

Philippine presidents Carlos P. Garcia and Diosdado Macapagal, vice presidents Arturo Tolentino and Salvador H. Laurel, national heroes and Generals Artemio Ricarte and Carlos P. Romulo, Armed Forces of the Philippines Chief of Staff Angelo Reyes, and Senator Blas Ople are also buried in the cemetery.

On the cemetery's entrance it is written: "I do not know the dignity of his birth, but I do know the glory of his death."

On the occasion of his 60th death anniversary on February 29, 2016, Quirino was accorded the supreme honor of being re-interred at the Libingan ng mga Bayani, to rest among his fellow “bayani”, and finally realize the essence of knowing the “glory of his death.”
