Notice of Availability

The Federal Highway Administration (FHWA) and Alaska Department of Transportation and Public Facilities (DOT&PF) are providing notice that they have released a Final Supplemental Environmental Impact Statement (SEIS) and Record of Decision (ROD) for the Juneau Access Improvements (JAI) Project located in the City and Borough of Juneau, Haines Borough, and Municipality of Skagway Borough in Southeast Alaska. The Final SEIS evaluates the potential impacts of seven build alternatives and the No Action Alternative. In its ROD, which was released concurrently with the Final SEIS, FHWA has selected Alternative 1 – No Action for the JAI Project. The JAI Project proposed to improve surface transportation to and from Juneau within Lynn Canal. The purpose of the JAI Project was to provide the capacity to meet transportation demand in the project corridor, provide flexibility and improve opportunity for travel, reduce travel times between the communities, reduce State costs for transportation in the corridor, and reduce user costs for transportation in the corridor. Both agencies recognize that Alternative 1 - No Action would not solve the existing and future transportation problems in Lynn Canal. Alternative 1 – No Action includes a continuation of mainliner ferry service in Lynn Canal and incorporates two Day Boat Alaska Class Ferries (ACFs) previously programmed for construction by the Alaska Marine Highway System (AMHS). Alternative 1 – No Action is not a direct continuation of 2018 ferry service; rather, it is a continuation of the current AMHS plan and reflects the most likely AMHS Lynn Canal operations in the absence of any capital improvements specific to the JAI Project. The Final SEIS responds to comments on the Draft SEIS, which was released to the public in September 2014, and provides information on all alternatives, including the No Action Alternative.
