Welcome to the 2016 Golden North Salmon Derby By MATT ROBUS and RON SOMERVILLE

The cohos are returning, and it’s time for the iconic family event of the Juneau summer — the 70th annual presentation of the Golden North Salmon Derby! The Territorial Sportsmen would like to invite you out on the water from August 12-14 for the chance to win more than $100,000 in cash and prizes contributed by our generous local contributors. But it’s not just about the money. By participating, you will be helping to raise tens of thousands of dollars for the Territorial Sportsmen Scholarship Foundation, which has provided more than $1.7 million in scholarships to Juneau area students since 1953. So how does this all work? First you need to buy your derby ticket at one of our local vendors — Dehart’s in Auke Bay, Harri Plumbing and Heating and Foodland IGA in downtown, Juneau Mercantile and Armory in the valley, or Western Auto Marine in Lemon Creek. The tickets are $40 for adults and $10

for kids ages 6-12. One ticket (plus alternates) will be drawn from all ticket holders, regardless of whether they fish or not, to be eligible to participate in the $43,000 High Five contest being sponsored by Bullwinkle’s Pizza. Once you have your ticket it must be validated by a derby official before you can fish in the derby. Derby validations start at 7:30 a.m. on Friday, Aug. 12, and the validation is good for the entire event. Lists of validation stations and hours are included in this publication as well as at the derby website, http://www.goldennorthsalmonderby.com. As you head out on the water, be sure to go slow and observe the nowake safety zones in Douglas, Auke Bay and Amalga harbors. With the potential for more than 400 vessels and up to 2,000 people on the water over the weekend, we want to make your safety a priority. Please check the maps of the safety zones, be courteous to all boats that are around you and don’t risk disqualification by going too fast. Once you are out at your favorite fishing hole, fish to your heart’s

Remember, each king and coho that you turn in to the derby is sold to fund the scholarship program for the youth of Juneau! Because these fish are sold to a commercial processor, there are a few simple guidelines to follow:

1. All fish must be kept in the round. Do not gut or gill your fish. 2. Ice down your fish as soon as they are caught. Ice is provided throughout the derby at Amalga, Auke Bay, and Douglas harbors and at several validation stations on Friday as well. 3. Keep your fish in first-class, bright condition by keeping it in a

cooler that has a 2:1 mix of seawater to ice. When you have caught a particularly big fish, or if it is simply time to turn in your haul of fish for the day, head for one of the three weigh stations … where you now have a decision to make. If you think your fish might be in the running for one of the Top 70 Prizes that are determined by weight, let the Derby official know that you would like to weigh your fish and your fish will be officially entered in the derby. If you decide not to weigh your fish, you still have a chance to win by turning them in as scholarship fish. By doing so you will be entered in a drawing for more than $5,000 in prizes, as well as the chance to win up to $50,000 in the High Five drawing sponsored by Hecla Greens Creek Mining Company and the Coeur Alaska Kensington Gold Mine. AWARDS NIGHT Derby prizes will be awarded beginning at 7 p.m., Thursday, Aug. 18, at Centennial Hall. Winners or designated representatives must attend awards night, and must present their entry and weigh-in ticket stubs in order to claim their prizes. The official list of all prize winners will be available on the salmon derby website at http://www.goldennorthsalmonderby.com on Wednesday, Aug. 17. Winners of the Scholarship and Special prizes must show their scholarship ticket to claim their prize from Territorial Sportsmen, Inc. on awards night.

TOP 70 PRIZES! The first 70 contestants catching the largest salmon will have their choice of any one of the prizes except that first prize goes to the largest fish and prize number 70 is reserved for the person catching the 70th top weight. In addition, the 44th prize is reserved for the 44th heaviest fish, in memory of Mandy Ireland, and the 51st place prize is reserved for the 51st heaviest fish in memory of Sandra Bartness. With the exception of the 1st, 44th, 51st and 70th prizes, the 2nd place finisher gets his or her choice of any remaining prize, then the 3rd place winner and so forth, until all prizes are claimed. Only one of the top 70 prizes will be awarded to each contestant. In case of a tie, the earliest entered weighed fish will receive the highest standing. If winners or their designated representative are not present on awards night to claim prizes, unclaimed prizes will revert to the derby committee.

WELCOME: Continued from Page 3 Seafoods is providing a packer boat located in the South Shelter Island area that will be accepting only scholarship fish throughout the weekend. The packer is not a weigh-in station, but can be a convenient option to drop off your scholarship fish in order to keep them as fresh as possible and avoid any congestion in the harbors. Announcements will be made over the marine radio on Channel 16 as to the location and availability of the vessel. Unofficial results for weighed fish will be updated on the derby website each evening

throughout the weekend. Once the derby is over, the results will be certified on Tuesday, Aug. 16, and all official results, including the winners of the scholarship fish drawings, will be posted to the website by Wednesday, Aug. 17. All prizes will be given out at awards night at Centennial Hall, starting at 7 p.m. on Thursday, Aug. 18. The Golden North Salmon Derby is an annual tradition that has been the backdrop for building family memories for 70 years. Whether you have fished the derby for decades, or if this will be your first time out on the water, we hope that you will join us in this important fundraiser for the youth of Juneau. High Five drawing for derby ticket purchasers Drawing for up to $43,000 sponsored by Bullwinkle’s Pizza, guaranteed minimum prize of $430 This year, in celebration of Bullwinkle’s 43rd year in business, each derby ticket holder will have a chance to be drawn to receive a High Five prize of up to $43,000 with a guaranteed minimum of $430. One winner and four alternates will be selected by drawings from all derby tickets purchased. collect the prize. Any prizes that are not collected will be forfeited. CONTEST RULES: The selected contestant is presented 40 sealed envelopes; each envelope contains prize winning amounts of $43,000 (5 envelopes), $4,300 (6 envelopes), $430 (9 envelopes) or $43 plus a $430 Bullwinkle’s gift certificate (20 envelopes). The contestant selects and opens envelopes in any order they choose until they have opened five (5) envelopes with matching amounts. The contestant wins the amount shown on the 5 matching envelopes.

Kids Don’t Float! (And neither do adults!) Come home safely from the Derby: Wear your lifejacket and be sure your kids do, too! Think safety on the water! Remember to carry safety equipment, including: Properly fitting lifejackets for everyone on board; fire extinguisher; visual distress signals; a VHF radio (or cell phone); and other emergency supplies. The Golden North Salmon Derby would like to recognize the passing of one of our longest-term and most dedicated participants, Mr. Dick Garrison. Dick was the last of a small group of people who had not missed a Derby since the event began. Until 2016, Dick had participated in every single Derby since 1947. The Golden North Salmon Derby volunteers and the Territorial Sportsmen express our condolences to Dick’s family and friends.

Mandy Ireland The committee for the 70th Golden North Salmon Derby is making a special dedication this year to Amanda (Mandy) Ireland, a dedicated volunteer at the Derby’s Douglas weigh station for several years, who passed away unexpectedly on November 10th , 2015. She was a very caring and compassionate woman who was loved by

many. Mandy passed away surrounded by her mother, sister and children. It wasn’t unusual to see Mandy participating in various activities and fundraisers around town; Parks and Rec women’s volleyball, the Golden North Salmon Derby and the Annual Bikers Toy Run for children were just a few of many different activities she engaged in. She would go out of her way to help in any way she could. Mandy enjoyed many outdoor activities and especially loved hiking, camping, bonfires and spending time with people that she cared about. One of her favorite quotes her father had shared with her was “The time you enjoy wasting, is not wasted time.” No matter if you just needed someone to be there for you, Mandy always was -- she was that person who would always listen. Mandy had the most beautiful heart and could find the good in all and loved the things that other people considered unlovable. When Mandy walked into a room, it would immediately light up with her warm-

Mike Sturrock The committee for the 70th Golden North Salmon Derby is ded-

icating this year’s event to long-time Derby volunteer Mike Sturrock. Mike was born and raised in Juneau and began volunteering for the Derby in the early 1970’s with the Juneau Volunteer Fire Department. For many years he worked as part of a dedicated group of volunteers that set up and took down

the Derby weigh-in station at Tee Harbor. That station was eventually moved to Amalga Harbor, and these days Mike says he and his son Mike enjoy helping the Cartmill family with the Amalga operation. With the 2016 Derby, Mike will celebrate 42 years of volunteering for the Golden North Salmon Derby! Mr. Sturrock considers himself lucky because his three children are raising their own families in his hometown. Mike and his wife Kelly enjoy gardening, camping, beach walks and (of course) playing with their grandchildren. Mike states that he’s happy to be a small part of the Golden North Salmon Derby and to be one of the many volunteers that “make it really happen.” The Derby Committee fully understands that it’s our dedicated volunteers that make the event go and we are happy to recognize Mike Sturrock for his many years of contributions to our efforts. Thank you, Mike Sturrock!

Derby Rules PINK & CHUM

Pink and chum salmon will not be accepted. Derby participants are encouraged to return pink and chum salmon unharmed to the water unless they are retained for personal consumption.

ENTRY FEE & TICKETS Derby entry fee and tickets. Contestants 13 years and older must purchase a $40 entry ticket. Contestants six to12 years of age must purchase a $10 entry ticket. These tickets are good for all days of the derby. No refund of entry fees will be made. Contestants must validate their tickets on the first day of their fishing and may stay out on the derby grounds all three days. You need to validate your ticket only once.

DERBY OFFICIALS Derby officials are at the boat docks and

harbors. Contestants must take their fish to these officials for checking and weighing to become eligible to enter the competition for one of the top 70 fish, or for other prizes.

ELIGIBILITY Any person who has a validated derby entry ticket is eligible to fish in the derby. You must be born before Aug. 12, 2010 to participate in the derby (6 years of age). Children 12 years of age or younger must be accompanied by an adult of at least 18 years of age. A person with a child ticket weighing a fish must be accompanied by an adult holding a validated derby ticket. Derby officials will check derby tickets of people accompanying a child weighing-in a fish. The person who weighs in the fish must be the person who caught the fish. In the case of a protest the anglers may be requested to pass a polygraph test. Entrants may not fish with non-entrants. Non-entrants, regardless of age, may not fish in the same boat with entrants, but may go along for the enjoyment of the outing.

Only lawful sport fishing tackle may be used.

Eight validating stations will be open. Not all validation stations are weigh-in stations. Tickets can be validated per the following schedule:

Boat fishing only Derby participation is restricted to fishing from vessels. Fish taken by dock fishing or shore fishing will not be accepted. All fish must be delivered in the round, uncleaned, to an official weigh-in station by vessel only.

Weighing fish Only the following stations will have scales that must be used for official weighing of salmon: Weigh-In Locations*: Amalga Harbor: 7:30 a.m. – 7 p.m. Auke Bay Harbor: 7:30 a.m. – 7 p.m. Douglas Harbor: 7:30 a.m. – 7 p.m. * See Signal Bomb paragraph for Sunday closure time.

Contestants may proceed directly to the fishing areas after validating their derby entry tickets.

Firearms Use of firearms from any boat will disqualify all contestants on that boat from the derby.

Salmon that show evidence of contamination, sun burn, bruising and/or flesh deterioration will not be accepted. Dark fish will not be accepted and the decision of a derby official is final. Help us maintain fish quality. Fish must be uncleaned in the round.

Waters open to derby participants are described as follows: North boundary lines — those waters South of a line from Point Bridget (58.40.699N, 134.59.25W) on the mainland to Point Whidbey (58.34.708N, 135.8.261W) on the Chilkat Peninsula; and, those waters south of a line extending from Cooper Point (58.14.215N,134.6.371W) to the north shore of Greely Point (58.12.864N, 134.5.188W) in Taku Inlet. South boundary lines — those waters north of a line extending from Point Lizard Head (58.10.9N, 134.52.7W) to the south shore of Rocky Island (58.10.6N, 135.03.15W) and then to the south end of Entrance Island (58.11.7N, 135.05.08W), and, those waters North of a line extending from Twin Point (57.54.642N, 133.59.644W) on the Glass Peninsula, to Point Styleman (57.58.455N, 133.53.958W) on the mainland. All other waters are closed to Derby fishing Once a contestant has validated, the contestant may not take a boat out of the derby area limits, except that Swanson Harbor and Port Snettisham are open for overnight anchorage. The contestant may return the boat to the harbor or take a boat from the water to trailer home. The contestant may return a boat to a harbor even if the

Boats Every vessel propelled by machinery, regardless of horsepower, must have its name or number clearly displayed. Speed of all vessels during the derby, while within the reducedspeed areas (see map) is limited to five m.p.h. or less to avoid large wakes. Markers to indicate the reduced speed zones near the three shorebased weigh-in stations have been placed at reasonable distances from the station.

contestant has a weigh-in fish but does not return to the harbor during official weigh-in hours. Any boat and all contestants thereon found in violation of speeding, boating outside the Derby area, or in any way posing a hazard to other contestants, shall be disqualified from the Derby.

Prize policy & taxes The Territorial Sportsmen, Inc. is not responsible for any prizes donated by merchants who do not give as pledged. The values shown on the prize list are set by the donors. The Territorial Sportsmen, Inc. will not be responsible if any prizes prove to be less valuable than shown in the donor’s estimate. Taxes on all prizes are the responsibility of the individual winner. In accordance with IRS rules, winners of prizes valued at $600 or more must provide their taxpayer identification number at awards night. Failure to do so will result in withholding the prize.

Protests Protests of any nature must be made in person at the Officials’ stations. Then the contestant must present his or her case personally to the Board of the Territorial Sportsmen,

Inc. at their derby certification meeting at noon on the Tuesday following the derby.

Certification The certification meeting will be at the Mi Casa Restaurant at noon on the Tuesday following the derby. Decisions of the Board are final.

Special note Derby participants must comply with Alaska Dept. of Fish and Game sports fishing regulations. Contestants cited for violating these regulations while in the derby will be disqualified. For special prizes and scholarship prizes involving age, the contestant must request that the dock worker note the angler’s age on the weigh-in slip.

The following guidelines have been provided by the Alaska Department of Fish & Game for keeping your fish in the best possible condition so the maximum value is retained. Do everything possible to preserve the quality of your fish: • DO NOT clean your fish*! Fish must be delivered IN THE ROUND! • Keep them moist and cool.

• Please ice your fish in a slush mixture of 1/3 ice to 2/3 Sea Water (Ice is available at all weigh-in stations and Tee Harbor.) • Please do not put fish in plastic bags. Territorial Sportsmen awarded $37,500 in scholarships in 2016 The Territorial Sportsmen Scholarship Foundation, Inc. awarded $37,500 in scholarships in 2016. Three $12,000 undergraduate scholarships were granted to Juneau area graduating seniors: Oscar Jones (Juneau Douglas High School), Alice Johnson (Thunder Mountain High School) and Trevar Fiscus (Fiscus Academy). In addition a vocational-technical award for $1,500 was presented to Mark Puliafico (Juneau Douglas High School). The scholarship program began in 1953 with a scholarship awarded to Johnny Harris (a grandson of one of the founders of Juneau — Richard Harris). Since then, 305 scholarships and fellowships have been awarded totaling $1,714,850. • Graduating Senior Scholarship Recipients — 255 • Vocational/Technical Scholarship Awards — 43 • Graduate Fellowship Recipients — 7 Currently, there are 13 students active in our program. The TSSF, Inc. board members are Rick Purves, President; Brita Rice, Secretary-Treasurer; and Trustees Jerry Burnett, Trevor Larsen, and Jack Manning. Funding for the scholarship program comes primarily from four sources: The net sales of salmon donated through Territorial Sportsmen’s annual Golden North Salmon Derby, the return on investments in the Foundation’s endowment fund, contributions from Territorial
