welcome Welcome to the Royal Torbay Yacht Club Yearbook; this annual publication contains details of our extensive sailing programme for 2019 and useful information for members, prospective members, visitors or those considering making use of our enviable facilities. Royal Torbay Yacht Club has established a reputation as a superb venue for major sailing championships and 2019 is no exception. This summer will see us host the prestigious J/70 World Championships. The J/70 class is currently the world’s fastest growing one design sailboat class and we are delighted to have been given the honour of hosting the event. Our event organisers are working tirelessly to ensure that we stage a spectacular championship here in Torbay. If you want to learn more about the event there is a wealth of information on our dedicated championship website at j70worlds2019.com. During 2018 the club focussed on improving our facilities; this work has led to us being nominated as the South West regional finalist for the 2019 RYA Yachts and Yachting Club of the Year Award, with a special recognition for “Fantastic facilities” already earned. We are not finished yet and further improvements are planned. This will include a new flexible space for use during sailing events, delivering training or as a new function room. Our introduction of free paddle boarding for members in 2018 proved to be something of a hit and we will building on this in the forthcoming year. We continue to work closely with other local clubs and marine based organisations such as Torquay’s Disabled Sailing Association, with whom we share a common interest of broadening participation in our wonderful sport. Our relaunched junior section (Squadron 13) is providing affordable access to the water for juniors up to the age of 16 every Saturday morning; further details on our junior activities can be found in this publication. Our programme of RYA training continues into 2019, with further courses and new formats for existing courses on offer. Putting all this to one side, personally I think our club is just a great place to spend time meeting friends, making new friends or just enjoying a bit of peace and quiet on a sunny afternoon in the terraced garden. I look forward to meeting all our members and welcoming new ones during what is shaping up to be a very exciting year for Royal Torbay Yacht Club.

ourhistory The first record of yacht racing in Torbay is in an advertisement in the Exeter Flying Post of a race to be sailed on Monday 11th September 1811. Some years later, on 19th August 1863, a group of gentlemen formed a social club known as “The Torbay and South Devon Club Company Limited”. They purchased premises on Beacon Terrace for the sum of £2500 which had been constructed some ten years earlier. In 1875, the Torquay Yacht Club was formed and the new Club granted an Admiralty Warrant to fly the defaced Blue Ensign. Later in the year a Royal Warrant was granted, with the Club’s name changing to the Royal Torquay Yacht Club. In 1885 the Royal Torquay Yacht Club merged with the Torbay and South Devon Club with the name changing to the Royal Torbay Yacht Club. In the following year, the freehold of the land on which the Club premises stood was purchased for £650. In 1886, the Club held its first Regatta where the prize money ranged from £4 to £25 and within two years the prize money had increased substantially to between £40 and £60. A milestone in the Club’s history was reached in 1932 when ladies were admitted to conditional membership with limited access to certain of the Club rooms. Arrangements were made to hold the America's Cup trials in Tor Bay in 1934 and in 1935, six ‘J’ class yachts were racing in Torbay but with the death of HM King George V in 1936, ‘J’ class racing came virtually to an end. In 1937, an International Coronation Regatta was held with an entry list of 292 yachts including six 12-metres, eight 6- metres and 15 yachts over 75 tons.

During the Second World War, the Club suffered many difficulties including bomb damage. Urgent repairs had to be carried out in 1944 on the billiard room ceiling which had become dangerous. More seriously, because of the war, in 1945 and 1946, whisky was rationed in the Club with members being restricted to two single or one double per day with no whisky being served on Tuesdays or Fridays! In 1948, the XIV Olympiad Sailing Races were held in Torbay, the Club subscribing £256 to the expense account and also giving a cocktail party for participants and Committee. During the 1950s a bar was built (members previously being served by staff in Club rooms), the Festival of Britain Regatta was held, the Club provided a room as an office for the GATT conference and the Duke of Edinburgh Cup races were sailed in Torbay. In 1961, the Torquay Corinthian Yacht Club merged with the Royal Torbay Yacht Club and the combined unit continued to operate under the latter name. This brought with it an increased membership and an additional Flag Officer, a second Rear-Commodore. The Club was honoured in 1964 to have a crew of members selected to represent Great Britain in the Olympic Games in Tokyo in the International Dragon Class. They finished just outside of the medals in fourth place after lying second for most of the week. Throughout the 1960s, 1970s and 1980s and to the modern day the club has continued to host many prestigious sailing championships. In 1993, it was agreed that the members of Torquay Rowing Club who had been neighbours in the harbourside premises,

should also become members of the Club. In 2013 the club was honoured with the presentation of a Blue Plaque by the Torbay Civic Society to commemorate the 150th Anniversary of the Royal Torbay Yacht Club and the 200th Anniversary of the Torbay Royal Regatta. In 2015 hosted the UK stopover of the prestigious Offshore Single Handed Race La Solitaire du Figaro.

clubracing The Royal Torbay Yacht Club offers some of the most extensive, competitive and well managed club racing to be found in the South West. The club has a strong racing focus and is keen to attract new sailors and boats to join our regular racing programme running from April through to New Year’s Day. We offer a range of racing IRC Yachts, Cruisers, Sportsboats, SB 20s, PY Dinghies and Junior Classes. There are many opportunities to get out on the water and go racing with many boats always looking to encourage new crew. The club continually seeks to develop its existing classes and introduce new classes where they complement existing fleets. Club racing for all yachts and cruisers on Wednesdays and Sundays during 2019 will be under IRC. Yachts wishing to sail in the Cruiser Class (SWYTCS) will be able to do so in the Four Weekend Regattas, the Smugglers Run, South Devon Coastal Races and the New Year's Day Race.Weekend racing takes place on Saturday afternoons for Sportsboats, SB20s, PY Dinghies and our Junior classes, and Sunday mornings IRC yachts. Wednesday evening racing takes place from early April to mid-September for all classes. New in 2019 is the introduction of Four Weekend Regattas, each comprising up to 5 races over two days for all classes, with social and dining planned for the Saturday evenings. Each regatta will have its own prizegiving in the clubhouse after racing followed by a BBQ on the terrace (weather permitting) In addition to regular club racing, the IRC & Cruisers participate in a number of coastal races during the year joining with other local clubs in these events. These include our own “Smugglers Run” to Teignmouth and weekend races to the Yealm, Salcombe and Dartmouth. Offshore Week is a popular and sociable sailing week with both IRC and Cruiser classes, where the fleet is joined by boats from other local clubs. Racing includes the Channel Race to St Peter Port and other races around the Channel Islands and the ports of Brittany and Normandy.

Another New in 2019 will be the Paddleboard Regatta on Monday 6th May. Paddleboarding has grown in popularity enormously in recent years and this new event once again sees the club at the forefront of developing and encouraging new ideas on the water in Tor Bay.

The club and the bay come alive during the last week of August with the Torbay Royal Regatta offering racing and social activities over the three days of the Bank Holiday weekend The culmination of club racing is the Annual Prizegiving dinner being held on Friday 22nd November for all classes and the presentation of the much coveted Champion of Champions Trophy. New Year's Day Race

The organising authority is the Royal Torbay Yacht Club (RTYC) This Notice of Race covers all Club Racing except the Channel Race, Offshore Week and Torbay Royal Regatta which will be covered by a separate Notice of Race. 1 RULES 1.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 including Royal Yachting Association (RYA) prescriptions. 1.2 Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. The charter can be found in the front of the RYA edition of the Racing Rules of Sailing or on the RYA website rya.org.uk/racing/charter. 1.3 The Equipment Rules of Sailing to the extent they apply. 1.4 The applicable class or/and handicap system rules, including for IRC boats IRC Rule 2019, Parts A, B and C, but excluding rules 21.1.5(d) and (e) and rule 22.4. https:// ircrating.org/technical-a-certification/rule-a-definitions 1.5 Torbay Harbour Bye-Laws. 2 ADVERTISING 2.1 Boats may be required to display advertising chosen and supplied by the organizing authority. They shall display such material as instructed. 3 ELIGIBILITY AND ENTRY 3.1 The race programme is open to all boats of the following classes or handicap divisions. 3.1.1 IRC Boats holding a valid IRC Certificate and a minimum SSS number of 8. (IRC classes 1 & 2). 3.1.2 Sportsboat Handicap Class- For boats with a minimum hull length of 5.0m, an asymmetric rig and a maximum hull length of 10.1m. Sportsboats holding a valid IRC certificate may only enter IRC racing when Sportsboat racing is not scheduled. 3.1.3 SB20 Class - One Design class. 3.1.4 Cruiser Class - includes all keel boats who do not have a valid IRC certificate, a Portsmouth Yardstick Dinghy handicap or are rated as Sportboats. This class applies only to Weekend Regattas, the Smugglers Run, Combined Club

and New Year’s Day Races. 3.1.5 PY Dinghy Handicap class - Dinghies with a Portsmouth Yardstick Handicap Number. 3.1.6 Junior Handicap classes - Dinghies with a Portsmouth Yardstick Handicap Number of 1175 to 1249 (Fast) and 1250 and above (Sports), sailed by junior crews who are under the age of 18 on 1st January 2019. 3.1.7 The Organising Authority may, at their discretion, add additional classes and allocate divisions of the above classes according to handicap rating and as designated in the Sailing Instructions. Class starts may be shared. 3.1.8 The handicap split for IRC Classes will be published by Sunday 24th March 2019 on the club website and displayed on the Official Notice Board. 3.2 A boat entering the SB20 one design class will be automatically entered in the Sportsboat handicap class. No additional entry fee is required. 3.3 Eligible boats may enter by completing the entry form online rtyc.org/racing-documents/ 3.4 An entrant who changes a sail number, boat or hull or substantive change that may affect the racing, must notify the Organising Authority in writing by completing a new entry online, no additional fee will be payable. 3.5 Named helms are required to be declared for each Junior Handicap Class series (see 9.9 – Scoring). 3.6 To score series points the helm of the entered boat (except visitors) in at least 75% of the races must be a Full Member of the RTYC. 3.7 By entering the 2019 Club Racing programme covered by this Notice of Race, all entrants agree to be placed on the Dutyman Roster. For Juniors, the person signing the parental consent form assumes the duty obligations. If the entrant is unable to undertake their duty they may pass this duty to one of their crew, as long as the allocated person is suitably qualified for the role. 4 FEES 4.1 Entry fees for the full programme of races shall be: Junior classes £40.00 All senior classes £75.00 Helms under 18 on 1st January 2019 £40 4.2 Entry fees for a single race will be £10 (£5 Juniors) or single series of races will be £20 (£10 Juniors), except that there will be no entry fee for the race for Bill's Goblet, New Year's Day Race and The Smugglers Run Race. 4.3 Entry Fee for Non-Members for Weekend Regattas £20 (£10 Juniors)


4.4 Non- Members wishing to race the whole programme will be subject to a 50% surcharge on entry fees described above. 4.5 Entries must be received by the Club no later than 1200 on Friday before a Saturday/Sunday race and 1200 on Wednesday before a Wednesday race. 5 PROGRAMME 5.1 The Club Racing Programme 2019 is available on the club website rtyc.org/racing-documents/ or in the 2019 yearbook available from the Club. 5.2 Races for the Sportsboat, SB20, PY Dinghy handicap class and Junior handicap classes will be on Wednesday evenings and Saturday afternoons. Races for IRC will be on Wednesday evenings and Sunday mornings. 5.3 Four Weekend Regattas will take place during June, July and August for all classes, each with up to five races over two days. 5.4 The first warning signal for the programme will be 1815 on Wednesday, 3rd April 2019. Any change of rating from that declared on the entry form must be notified to the Club not less than 24 hours before the scheduled warning signal of the next race of

the series for which a change is required. 6.3 The South West Yacht Time Correction System may be used by boats who do not hold a valid IRC certificate for the Weekend Regattas, Smugglers Run, Combined Club Races and New Year’s Day races. Details on how to apply for this free certificate will be posted on rtyc.org/racing-documents/ 6.4 Handicaps for all classes other than IRC and Cruiser classes will be allocated according to available published information and may be adjusted at the discretion of the Organising Authority. 7 SAILING INSTRUCTIONS 7.1 Sailing Instructions will be available on https:// rtyc.org/racing-documents/ and included in the Club Yearbook and available from the Club from noon on the 1st March 2019. 8 COURSES 8.1 Courses will be fully described in the Sailing Instructions. 9 SCORING 9.1 The Low Point System of Appendix A will apply. 9.2 To constitute a series, a minimum of 2 boats must have entered the Class and at least 66% of the series races must have been contested by any 2 boats. 9.3 Rules A4.2 and A9 are changed to provide that a boat that does not come to the starting area (DNC) shall be scored number of starters plus four points more than the number of competitors starting in a race. Any other result will be scored per the Low Point System. 9.4 Any boat that enters after a series has commenced will score the number of starters, plus four points for each race in which she did not compete. 9.5 Each boat's series score will be the total of her race scores with her worst score discarded if four or more races have been completed. If six races are completed in any series, the worst two scores are discarded. If 9 races are completed in any series the worst three scores are discarded. If 13 or more races are completed in a series the worst four scores are discarded. 9.6 All corrected times for handicap classes will be rounded to the nearest second to determine finishing place. 9.7 Any competitor who does not compete in a race(s) to help with the race organisation, of


any Club event, will be awarded Series Average Points (SAP), excluding Discards. Those wishing to claim should fill in the form provided online at rtyc.org/racing-documents/ and hand it in to the Club Office. This should be done on the day, or within seven days of the race. 9.8 Each Weekend Regatta will comprise up to 5 races and will be scored as stand- alone events. One race will constitute a regatta. 9.9 Boats will only be scored for a Junior Handicap Class series if there is a nominated helm and unless a helm is nominated the boat cannot be considered for a series prize. 9.10 An entrant, who changes their boat or hull during the season, and within the same class, may count the old boat scores or hull scores, together with the new boat or hull scores, towards the Class Championship. Individual Series Points are not cumulative. 9.11 Any one design class with five or more entries will be scored separately within overall handicap classes. 10 PERSONAL BUOYANCY 10.1 All competitors in PY Dinghy, Sportsboat handicap and SB20 One Design classes and all helms or crews under the age of 18 on 1st January 2019, shall wear personal flotation devices at all times whilst afloat. Flag Y will not be displayed. This changes RRS 27.1, preamble to part 4, RRS 40 and Race Signal Y. 11 MANUAL POWER – IRC AND CRUISER CLASS 11.1 Rule 52 and ERS B5 do not apply and the use of automatic pilots, whether electronic or otherwise, are allowed. 11.2 Boats using stored power for the adjustment or operation of running rigging (e.g. backstays, runners, checkstays, sheets, guys etc.), but excluding the hoisting, reefing or furling of sails, shall declare this to the RTYC sailing committee at time of entry. 12 SAFETY 12.1 All IRC and Cruiser class entrants shall comply with their own Class and Handicap system safety rules in addition to the following. 12.1.1 VHF Radio. Boats shall carry either a fixed or portable working VHF radio capable of receiving and transmitting on channel 16, 72 and 77. 12.1.2 Fire Extinguisher. Boats carrying engine or cooking fuel shall carry a suitable fire extinguisher and a stout bucket of 9 litres minimum capacity attached to a lanyard. 12.1.3 Personal Buoyancy. Boats shall carry personal buoyancy for each crew member at least sufficient to comply with RRS 40. It is recommended that personal buoyancy is

worn by all crew members at all times whilst racing. 12.1.4 Man Overboard. Boats shall also carry a rescue quoit, or throw bag, with at least 15m of floating line and, at least, one lifebuoy or life sling. 12.1.5 First Aid. Boats shall carry a suitable waterproof first aid pack with instructions. 12.1.6 Anchor. Boats shall carry a suitable anchor and a minimum of 50m warp to hold the boat in 15m depth of water. 12.1.7 Compass. Boats shall carry a suitable compass – handheld acceptable. 12.1.8 Equipment. Fittings and engines shall be securely fastened. 12.1.9 Propulsion. A means of propulsion, other than the boats sails, is to be provided. 12.2 All Sportsboat Handicap and SB20 One Design class entrants shall comply with their own Class Rules and in addition carry the following safety equipment. 12.2.1 VHF Radio. Boats shall carry either a fixed or portable working VHF radio capable of receiving and transmitting on channel 16, 72 and 77. 12.2.2 Compass. Boats shall carry a suitable compass – handheld acceptable. 12.2.3 First Aid. Boats shall carry a suitable waterproof first aid pack with instructions. 12.3 The crew of all dinghies and Sportsboats shall wear clothing and safety equipment (including harnesses) in the manner intended by the manufacturer. 12.4 Long hair shall be restrained to avoid any risk of entanglement with equipment. 13 RADIO COMMUNICATION 13.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 14 RIGHTS TO USE NAME AND LIKENESS 14.1 Competitors automatically grant to the Organising Authority, without payment, the right in perpetuity to make, use and show motion pictures, still pictures and live, taped of filmed television of or relating to the Club Racing Programme. 15 DATA PROTECTION 15.1 By entering the 2019 RTYC Club Racing Programme, you agree to provide personal data to the Organising Authority. The Organising Authority will process your personal data for the purpose of administering the event, in accordance with the Data Privacy Policy, details of which are available at rtyc.org/privacy


16 PRIZES 16.1 Except where stated in the Sailing Instructions trophies will only be awarded to members of RTYC. 16.2 Prizes and trophies will be awarded for each class and series of races, together with special races and Club perpetual award trophies 16.3 Class Champion trophies will be awarded to the boat that has the best overall results adding up the points achieved in each series, including the Weekend Regattas and excluding the Winter series. 16.4 The Wilkinson-Cox Trophy for the Club "Champion of Champions" will be awarded to a Class Champion based on the following: 16.4.1 A Class Champion who has been awarded the Trophy in the previous two years for their current or any other Class is not eligible to receive the Trophy. 16.4.2 All Club Series, except the Winter Series, are included in this calculation. 16.4.3 Add up the points (points) that each of the Class Champions have achieved in races in which they were not DNC. 16.4.4 Add up the number of races (races) in which points were achieved. 16.4.5 Any Class Champion who has races of less than 25 is not eligible to receive the Trophy. The sailing committee may, at a formally convened meeting, decide to remove this restriction for a class or classes in the event of special circumstances. 16.4.6 Find the largest number of races (mraces) any Class Champion has sailed. 16.4.7 Calculate the average number of boats that sailed in each of the fleet's races throughout the Club racing (aveboats). 16.4.8 Find the largest number of aveboats in any fleet (maveboats). 16.4.9 Perform the following calculation for each Class Champion to create comparable scores Performance = points x mraces x maveboats/(races x aveboats). 16.4.10 The Trophy is awarded to the Class Champion with the lowest Performance score. 17 RISK STATEMENT Rule 4 of the Racing Rules of Sailing states “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 17.1 They are aware of the inherent element of risk involved in the sport and accept responsibility for the

exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 17.2 They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; 17.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 17.4 Their boat is in good order, equipped to sail in the event and they are fit to participate; 17.5 The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; 17.6 The provision of safety boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 17.7 It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held at the venue; 17.8 They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 17.9 Inspections. Supplementary Sailing Instructions (SSI) will be published for Weekend Regattas. 1 RULES 1.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020. 1.2 The prescriptions of the Royal Yachting Association (RYA) apply. 1.3 Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. 8 SPECIAL RACES 8.1 Pursuit Race for Bill's Goblet - Start Times and Time Limits. Note: Entrants will be handicapped by variation in starting times. A list of starting times will be posted on the RTYC Official Notice Board by noon on Sunday before. Additional copies will be available to competitors in the Clubhouse. There is no entry fee for this race, but a collection will be made in aid of the RNLI after racing. 1425 – Red or Green flag with sound signal (warning signal). 1426 – Flag P with sound signal. 1429 – P flag lowered. 1430 – Red or Green momentarily dipped and sound signal. Thereafter 30 seconds before the next whole minute the appropriate handicap start time will be displayed on boards

on the Committee Boat and removed at the exact time (for example a handicap start time of 1453 – '53' on boards will be displayed for 30 seconds and at the actual start time the '3' will be removed). There will be no recalls and premature starters will be penalised by 5 minutes for every minute or part of a minute by which they start early. Note: It is intended that race length shall reflect the median handicap boat sailing approximately 100 minutes. The Committee Boat will display flag 'S' with two sound signals to signify that the finishing line has been set. 8.2 The Smugglers Run This race is for cruisers with an IRC rating or SWYTCS Certificate. Qualifying boats will start as one class with warning signal (Numeral Pennant 1) at 0955. Starting procedure will be as clause 12 of Sailing Instructions. The course will be from the start to a mark, identified by VHF Channel 72, from the committee boat, together with whether it is to be left to port or starboard. Then to RTYC mark 3 (leave to port), then to the Teignmouth Sewer Outfall mark (approx. 50°31.97'N, 3°27.76'W), (leave to port), then to RTYC mark 2 (leave to starboard) and then to the finish line between the RTYC flag pole at the base of Haldon Pier and outer distance mark Green. (approx. 50°27.29'N, 3°31.72'W). All boats will be required to take their own finishing time and advise this time to RTYC Office manager@rtyc.org within 24 hours of the start of the race. Time Limit 2 hour 9 RACE AREA 9.1 The racing area will normally be in Torbay as shown in Appendix 1 Course Card 2019. Exceptions may occur for coastal races for IRC and Cruiser Classes. 10 COURSES AND MARKS 10.1 Details of marks for can be found in Appendix 1 Course Card 2019.


10.2 The mark number, or letter, will be displayed on a board in the order in which they are to be rounded or passed. 10.3 IRC, Cruiser and Sportsboat Classes: These courses may be broadcast on VHF Channel 72. 10.4 Junior handicap class may receive verbal instructions from an attendant safety boat. This changes SI’s 10.2, 10.6, 10.7 and Rule 41 Outside Help. 10.5 The first leg of the course is an intended windward leg for Committee Boat starts. 10.6 A Red flag displayed on the committee boat will signify that all marks are to be left to PORT. A Green flag will signify that all marks are to be left to STARBOARD. If neither Red nor Green flags are displayed the marks to be rounded will be shown on a course board with a (P) or (S) to signify that they are to be left to Port or Starboard. 10.7 The number of laps to be sailed will be displayed on a board on the committee boat. The course may be shortened for any reason at the discretion of the Race Committee. This changes RRS rule 32.1. 10.8 Course instructions for fixed line starts will be broadcast on VHF Channel 72. 11 AREAS THAT ARE OBSTRUCTIONS 11.1 The entirety of the Scallop Nursery beds, forming an imaginary box including the yellow beds marker buoys (flashing Y.2.5s) approximately 0.5nm south of Thatcher Rock, are an obstruction. This obstruction can be passed on any side. The coordinates that make up the corners of the bed are: 50°26.700’N 03°29.690’W 50°26.865’N 03°29.690’W 50°26.865’N 03°29.170’W 50°26.700’N 03°29.170’W 12 THE START 12.1 Races shall be started by using RRS 26 with the warning signal made 5 minutes before the starting signal. Times shall be taken from the visual signals; absence of a sound signal shall be disregarded. The warning signal for each succeeding start shall be made with the starting signal of the preceding class. 12.2 If an Orange Flag is displayed from the RTYC Flag Pole at the base of Haldon Pier 30 minutes before first warning signal of the day, the start will be from Haldon Pier. The starting line will be between the pole at Haldon Pier displaying an Orange flag and outer distance mark R or G as broadcast on VHF Channel 72.. 12.3 When the committee boat is afloat, the Starting Line will be between the mast on the committee boat displaying an Orange flag and a nearby mark or a white danbuoy with an

Orange flag (Mark A). 12.4 The committee boat may be positioned at either end of the starting line at the discretion of the Race Committee. 12.5 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made. 12.6 A boat shall not start later than 4 minutes after her starting signal. 12.7 For Sunday races only, these may at the discretion of the Race officer be started using an alternative method as communicated by VHF on the day. 13 CHANGE OF COURSE AFTER THE START 13.1 To change the next leg of the course, the Race Committee will signal a change of course by displaying Flag C with the class flag(s) for the classes affected by the change, accompanied by repetitive sound signals. If no class flag(s) is displayed the change of course will apply to all classes. The new course to be sailed will be displayed on the board on the committee boat indicating the marks to be rounded and the order in which they are to be passed and whether they are to be left to port or starboard. No compass bearing of the next leg or +/- will be displayed. The change of course will also be broadcast on VHF Channel 72. This changes Rule 33. 14 THE FINISH 14.1 The finishing line will be between the mast on the committee boat displaying an Orange flag and a mark of the course or between a pole on Haldon Pier displaying an Orange flag and an outer distance mark R or G as appropriate to course indicated. Boats may be asked to self-time their finish. If doing so, they should record time of finish and time of boats in-front and behind if practicable. This information shall be passed the RTYC club office manager@rtyc.org within 24 hours of the start of the race. 15 ALTERNATIVE PENALTIES 15.1 For the Sports Boat handicap and SB20 One Design classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One Turn Penalty, except that if the infringement is against a boat competing in another class a two- turn penalty shall be taken. 16 TIME LIMIT 16.1 If one boat sails the course as required by RRS 28.1 and finishes within the time limit, the time limit shall be extended by 30 minutes for all boats in the same class. 16.2 If no boat in a class has finished within the time limit,


but at least one lap of the course has been completed the result for that class may be decided on the positions of boats at completion of the last complete lap or the last recorded position provided at least one lap has been completed. 16.3 When a boat ceases to race before expiry of the time limit, and no other boat of the same class completed a further round, the boat that has ceased to race will be recorded as finishing in accordance with Sailing Instructions 16.2. 17 PROTESTS AND REQUESTS FOR REDRESS 17.1 Protests for all classes shall be delivered to the RTYC club office manager@rtyc.org within 24 hours of the start of the race. 17.2 The date and time of Protest Hearings will be notified to all parties as soon as possible after the lodging of a protest form. 17.3 The Exoneration Penalty and RYA Arbitration of the RYA Rules Disputes procedures will be available for boats that may have broken a rule of Part 2, RRS 31 or RRS 42. For information go to http://www.rya.org.uk/racing/racing-rules/ Pages/rules-disputes-process.aspx. The outcome of an RYA Arbitration can be referred to a protest committee, but an arbitration cannot be reopened or appealed. This changes RRS Part 5 section B and RRS 63.1. 18 SCORING 18.1 Scoring will be in accordance with paragraph 9 of the Notice of Race. 19 EQUIPMENT AND MEASUREMENT CHECKS 19.1 On the water, a boat can be instructed by a member of the Race Committee to proceed immediately to a designated area for inspection. Ashore, equipment may be inspected or measured at any time. 20 MISCELLANEOUS 20.1 The Race Committee will use VHF Channel 72 for communication with competitors when appropriate and will, when possible, provide change of course information. Clarification by the Race Committee to individual competitors on course changes using VHF Channel 72 shall not be deemed to comprise outside help. This changes RRS 41. 21 PRIZES 21.1 Trophies and/or prizes will be awarded in accordance with paragraph 16 of the Notice of Race. 21.2 Except where stated in Special Sailing Instructions trophies will only be awarded to members of RTYC. 22 SPECIAL SAFETY INSTRUCTIONS 22.1 A young competitor shall be any person under the age of 18 on the 1st January 2019 who intends to race on a boat in any race to which these Sailing Instructions apply and on which there is no crew member over the age of 18 years on 1st January 2019.

22.2 No young competitor shall leave the harbour at any time after 30 minutes before the warning signal of the race in which he/she intends to compete, unless a safety boat is under way and the boat and crew have been checked by the Beach Master. 22.3 No PY Dinghy handicap class shall leave the harbour before the warning signal of the race in which she intends to compete during the Winter Series unless a safety boat is underway. 23 FURTHER INFORMATION. Torbay Royal Regatta, one of the oldest such events in the country, has been taking place for over 200 years and is the highlight of the sailing and social scene in Torquay over the August Bank Holiday Weekend. As one of the premier sailing regattas in the South West, the event remains as popular as ever and this year promises to be another great occasion with over 100 yachts and dinghies expected. The regatta offers competitive and fun racing over three days Saturday to Monday for IRC Yachts, Cruisers, Sportsboats, Asymmetric /Non-Asymmetric, and Junior Dinghies. This year will see the event further enhanced by the presence of the J/70 UK Class for their National Championships.

training Royal Torbay Yacht Club is a Royal Yachting Association (RYA) Recognised Training Centre. We pride ourselves on offering the highest standard of tuition across a broad range of courses. Our qualified instructors are passionate about sailing, have a wealth of experience and aim to provide a safe, fun and enlightening learning experience for all. The club has enviable training facilities, including access to a fleet of dinghies and dedicated training room. Once you have completed your training and are competent you can take advantage of low-cost access to our dinghy fleet. The courses we offer include: Sailing Tuition (Adults) We offer a range of options for adults seeking to start sailing in either dinghies or keelboats. If you are looking for a structured pathway to a sailing qualification, then RYA Levels 1 -3 will take you from a complete novice to a basic level of competence. If you wish to try sailing for the first time, we can offer taster sessions with our instructors. The more experienced sailor can take one-to-one time with our instructors to hone their skills or even take some race coaching. Sailing Tuition (Juniors) We offer a broad range of opportunities for juniors, including structured RYA dinghy courses starting at RYA Stage 1 through to RYA Stage 4. Our junior sailors, Squadron 13 are active most Saturdays either on the water or in the classroom having fun and learning valuable skills, throughout the year. RYA Powerboat Level 2 Our most popular course and often the minimum requirement to purchase insurance to operate a Motorboat. RYA Powerboat Level 2 (PB2) is delivered across two days of tuition, with most of the course being on the water gaining hands on experience. If you start a PB2 course with no experience of driving small motorboats our aim at the end of the two days is to have you confidently in control of the boat in coastal waters. RYA Day Skipper (Shore-based) RYA Day Skipper introduces you to the more technical aspects of navigation, with the intention of equipping you with enough knowledge to navigate familiar waters by day. The course also includes a basic knowledge of lights and an introduction to night cruising. We offer Day Skipper courses in both the traditional weekend format over two weekends, or as evening classes to fill those long winter nights.

RYA Diesel Engine A short beginners’ course to help you prevent and solve diesel engine failure. The course teaches you the basic principle of how your engine works, basic maintenance checks and procedures and how to get your engine started again in the event of a breakdown. This course could not just save you money, it could save your life. RYA Essential Navigation & Seamanship Ideal for anyone interested in almost any on-the-water sport, a highly informative short-course course that provides an insight into basic navigation, charts, safety, tides, weather forecasts, anchoring and more. The course ideally complements the RYA Start Sailing courses, Powerboat 2 and is a good precursor to a Day Skipper course. RYA First Aid A potentially lifesaving one-day course, designed to give a working knowledge of first aid for anyone taking part in activities afloat. Covers the same basic topics a regular First Aid course would, but from a boating perspective. RYA Marine Radio This course is the minimum qualification required to operate a VHF radio on a UK flagged vessel. Course content includes using the Digital Selective Calling (DSC) features of your radio, selection of the correct VHF channels, distress and emergency procedures, ship-to-shore communications and more. RYA Sea Survival Sailing is a very safe sport, however in the unlikely event you are ever placed in an emergency situation the skills learnt as part of this course could be a lifesaver. An important part of the course is a pool-based session which allows you to put into practise the theory learned. Course content includes liferafts and their equipment, survival techniques, use of lifejackets / buoyancy aids, medical aspects of surviving at sea and search and rescue procedures. RYA Yachtmaster (Shorebased) RYA Yachtmaster takes knowledge learned as part of a Day Skipper course to the next level, equipping you to navigate safely on coastal and offshore passages. Course content includes position fixing, course plotting, tides, use of almanacs and admiralty publications, GPS, weather forecasts, plotting weather systems, predicting weather by use of barometers and observation, collision regulations and customs and excise regulations. Stand-Up Paddle Boarding Stand-up paddle boarding is an increasingly popular, low cost, easy way to get access to the water. Royal Torbay Yacht Club provides free of charge access to Club owned boards to all members. Additionally, we offer training to enable you to safely get the most out of the equipment. juniorsailing Squadron 13 (Junior Sailing) @ the Royal Torbay Yacht Club Squadron 13, always welcoming new members, prides itself in delivering an exciting and safe introduction to the world of sailing. Inclusive for members of all abilities, the 35 fun-packed Saturday morning sessions a year, allow children and parents to experience some of the best sailing in the UK on the fine sailing waters of Tor Bay. Coached by professional RYA instructors, the juniors will be introduced to the national syllabus with options to carry out further courses to gain RYA qualifications. The Royal Torbay Yacht Club was one of the first clubs in the country to be appointed as a British Youth Sailing Recognised Club, the pinnacle of performance coaching and racing. Many of our juniors, over time, have competed at International events as members of The British Sailing team. Our Junior sailors are encouraged to make good use of a wide variety of club boats. This enables them to develop their skills and competence leading to the opportunity to participate in club racing with confidence. Racing takes place on Wednesday evenings and Saturday afternoons (April-October). There are opportunities for all both on and off the water and we encourage families to get involved and enjoy the lively, social programme that that club has to offer. Torbay Youth Sailing Trust "To encourage the children of Torbay and the surrounding area into sailing" Since its formation in 2007, Torbay Youth Sailing Trust (TYST) has operated under the umbrella of Royal Torbay Yacht Club. Our aim is to provide the young people of Torbay access to sailing via affordable sailing training courses and low-cost equipment rental. Our friendly and highly qualified instructors follow the Royal Yachting Association (RYA) syllabus, providing a widely recognised structure to our training courses. The safety of your children is paramount, all our instructors are DBS checked and trained in handling emergency situations. We aim to provide a positive learning environment for children of all ages and ability levels. Our low instructor to pupil ratio enables us to encourage learning at a pace appropriate for each individual child. No equipment is required and all TYST courses include junior membership of Royal Torbay Yacht Club, allowing your child access to the RTYC Youth Sailing Programme once they have completed their initial training. ladiessailing Our Ladies sailing group continues to flourish and grow, with lots of new participants during 2018, many of whom are new to sailing. The group aims to encourage ladies to get involved and share our love of sailing in a fun and sociable way. The group meet typically every other Monday evening from April to mid September and at other times throughout the year for evening talks, guest speakers and social events. During the last year the group took full advantage of some really great weather and engaged in a wide range of activities both on and off the water. A visit to the Britannia Royal Naval College Dartmouth, a Paddleboard evening, Rib evening, Tiller Girls Quiz Team, Exeter Chiefs Rugby, Summer BBQ and Christmas Party were amongst the most popular, and of course lots of Monday night sailing. What's on offer: • Female friendly. • No shouting, just gentle and encouraging instruction. • All ages and abilities catered for, from complete novices to experienced sailors. • Experience time on the water with like-minded sailors helping to build your knowledge and confidence. • Opportunity to meet other members and get involved with the club. • Just bring a life jacket or buoyancy aid, splash proof clothing and non-slip shoes. • Free winter membership of Torquay Tennis Club (upon application). cruising&motorboats The South West coastline of Devon, Dorset and Cornwall is renowned as one of the most beautiful and popular cruising areas in the country, with the Channel Islands, the Isles of Scilly and coasts of Normandy and Brittany all within comfortable cruising range for both sailors and motorboaters. The club Cruising Group and Motorboat Section work closely together in encouraging members to take full advantage of the many cruising opportunities from our wonderful base in Torquay. The Cruising Group of the Royal Torbay Yacht Club are always looking to encourage new members and participants to join in the group's organized trips and social events. Cruising in company can offer reassurance and peace of mind to the less experienced and great camaraderie for all who participate. Whether you are new to cruising or experienced sailors, you will be made very welcome. Our trips will include long weekends to one of the many closer locations and longer trips further afield. In recent years Dartmouth and Salcombe always proved to be popular destinations. Other trips have included the Channel Islands, Plymouth, Fowey, Falmouth, Exmouth and Lyme Regis. We often aim to plan our destinations around local events; short cruises to the Dartmouth Music Festival in May and the Food Festival in October are always well supported and in 2018 a small group sailed to Falmouth to see the start of the Golden Globe Race. Plymouth was another cruise destination later in the summer for the National Fireworks Competition. Winter activities include a social gathering and visits by road to check out new local destinations, often with lunch at a nearby hostelry. The section works closely with the club Cruising Group, looking to join with them in their planned trips and encourage motorboaters with cruising ambitions. We aim to ensure that new members and prospective members who are motorboat owners, are welcomed to the club by a motorboat user. The Motorboat Section is constantly looking at new ways to stimulate interest by arranging taster sessions for new or prospective members, and running simple motorboat handling trips on Monday evenings, organising get together trips to local bays and encouraging participation in the RYA Training Courses run by the club. We place a great deal of emphasis on our activities off the water as well as on the water and maintain a wide-ranging social calendar throughout the year. From formal dinners and parties through to fascinating talks and wine tastings. The club’s private members' bar is open both lunchtimes and evenings every weekday, and from lunchtime through till late at weekends. Bar snacks are available in the bar when the kitchen is open, or you can enjoy a delicious meal in our stylish restaurant. Our main function room, The Corinthian Room, provides a fantastic ambience for larger events. Wednesday Nights Wednesday events are a focus of the social calendar no matter the time of year. During the sailing season Wednesday is Sailing Night where you can enjoy some “après-sail” with a home-cooked meal accompanied by a refreshing drink from the bar. During the colder winter months, Wednesdays feature our ever-popular quiz night. Teams both large and small, can either compete for the glory of becoming yacht club quiz champions, or just come along for some mind-bending fun. Festive Season We always hold many events over the Christmas and New Year period typically starting with our annual Christmas Carol Service. Our Christmas Lunch is a lively affair, with plenty to eat and drink, a grand prize draw and a party that will often last into the early hours of the next day. Our New Year’s Eve Party is the jewel in the social calendar, with the format often changing from year to year. One year may be a formal black-tie dinner, the next a vibrant party with a disco into the early hours. Tickets for New Year’s Eve are always in hot demand. Other Events Our social calendar extends far beyond Wednesday Nights and our festive events. Throughout the year special occasions such as Ascot Ladies Day or other major sporting events will often be accompanied by a function in the club. During 2019 we have some exciting plans for our social calendar and are always looking to try something different! We keep our members fully informed of what is coming up via our weekly club newsletter, posters around the club and our digital displays in the entrance hall and members' bar. affiliatedclubs Torquay Rowing Club Founded in 1869 the Torquay Rowing Club is one of the oldest sporting clubs in Torbay, and although boats and equipment have changed dramatically during its long history, the aims of the club remain the same, to foster the sport of amateur rowing and to provide amenities for its members. This year sees the 150th anniversary of the founding of Torquay Rowing Club making them one of the oldest sporting clubs in Torbay. Although boats and equipment have changed dramatically during its long and storied history, the aims of the club remain exactly the same; to foster the sport of amateur rowing and to provide excellent amenities for its members. The club has been affiliated to the Royal Torbay Yacht Club since the early 1980s and enjoys the same access to the club’s facilities as other members. Rowing facilities available to members include the use of the Fine and Coastal boats for racing and training, together with rowing machines and other training equipment under the guidance of the Club Captain and club coaches. Members are encouraged to represent the Torquay Rowing Club at both Fine and Offshore regattas in the West of England and further afield. The club hosts the rowing event of the Torbay Royal Regatta and the coastal rowing Thatcher Rock 8K race. Social activities are a strong part of the club and these include the Crab Supper, BBQs, bowling nights and the renowned annual Holly Ball. Club training is on Thursday evenings and Sunday mornings. a superb championship & event venue Tor Bay proudly boasts some of the finest sailing waters in the world and is an internationally renowned racing venue. The Royal Torbay Yacht Club has established an enviable reputation over many years in hosting major National and International events from the J Class racing in the 1930’s to the sailing venue for the 1948 Olympics. In more recent years the club has hosted numerous National, European and World Championships, including the Melges 24 and 32, SB20, International Dragon Class, Albacores, International Cadet, Tasars, 29er, Solo, RS400, Finn and International Moths. In 2019 the club are proud and excited to be hosting the J/70 World Championships August 29th to September 6th In 1991 Torbay was selected as the British stop over for the Round Europe race and in June 2015 the Royal Torbay Yacht Club hosted the UK stopover for the prestigious single handed offshore race La Solitaire Du Figaro.
