WELCOME Welcome to this exciting new publication, the Royal Torbay Yacht Club 2017 Yearbook. It is hoped to make this an annual publication with centre pages containing the Club Racing Programme, Notice of Race and Sailing Instructions. It is intended as a source of information for members, visitors, prospective members and class associations. It tells you something about our historic past and describes exactly what the club has to offer today for both members, their guests and visitors. The Royal Torbay Yacht Club has been at the heart of sailing in Torbay for over 150 years and is proud of its long and distinguished heritage. We are one of the leading yacht clubs in the South West with a thriving and growing membership. The club has a strong racing focus, it supports active Junior and Youth sections, as an RYA Training centre it encourages training and coaching at all levels and through its cruising section, powerboaters and sailors share a common interest. Our splendid and historic clubhouse sits proudly above the harbour and is home to a busy social programme. The members bar, restaurant and terraced garden with panoramic views over Torbay are there for all to relax and enjoy. The club has over many years established a well deserved reputation for staging first class World, European and National Championships and we look forward to welcoming class associations in the years ahead. Torbay was the home of the 1948 Olympic Sailing Event and 2015 saw the club playing a significant role in the hosting of the UK stopover of La Solitaire Du Figaro. Whatever your interest in sailing you will be made very welcome when you visit us.

A SHORT HISTORY The first record of yacht racing in Torbay is in an advertisement in the Exeter Flying Post of a race to be sailed on Monday 11th September 1811.

Some years later, on 19th August 1863, a group of gentlemen formed a social club known as “The Torbay and South Devon Club Company Limited”. They purchased premises on Beacon Terrace for the sum of £2500 which had been constructed some ten years earlier. In 1875, the Torquay Yacht Club was formed and the new Club granted an Admiralty Warrant to fly the defaced Blue Ensign; later in the year a Royal Warrant was granted, with the Club’s name changing to the Royal Torquay Yacht Club. In 1885 the Royal Torquay Yacht Club merged with the Torbay and South Devon Club with the name changing the Royal Torbay Yacht Club. In the following year, the freehold of the land on which the Club premises stood was purchased for £650. In 1886, the Club held its first Regatta where the prize money ranged from £4 to £25 and within two years the prize money had increased substantially to between £40 and £60. A milestone in the Club’s history was reached in 1932 when ladies were admitted to conditional membership with limited access to certain of the Club rooms. Arrangements were made to hold the America Cup trials in Tor Bay in 1934 and in 1935, six “J” class yachts were racing in Torbay but with the death of H M King George V in 1936, “J” class racing came virtually to an end. In 1937, an International Coronation Regatta was held with an entry list of 292 yachts including six 12 metres, rtyc.org

eight 6 metres and 15 yachts over 75 tons. During the Second World War, the Club suffered many difficulties including bomb damage. Urgent repairs had to be carried out in 1944 on the billiard room ceiling which had become dangerous. More seriously, because of the war, in 1945 and 1946 whisky was rationed in the Club with members being restricted to two single or one double per day with no whisky being served on Tuesdays or Fridays!! In 1948, the XIV Olympiad Sailing Races were held in Torbay, the Club subscribing £256 to the expense account and also giving a cocktail party for participants and Committee. During the 1950s a bar was built (members previously being served by staff in Club rooms), the Festival of Britain Regatta was held, the Club provided a room as an office for the GATT conference and the Duke of Edinburgh Cup races were sailed in Torbay. In 1961, the Torquay Corinthian Yacht Club merged with the Royal Torbay Yacht Club and the combined unit continued to operate under the latter name. This brought with it an increased membership and an additional Flag Officer, a second Rear-Commodore. The Club was honoured in 1964 to have a crew of members selected to represent Great Britain in the Olympic Games in Tokyo in the International Dragon Class. They finished just outside of the medals in fourth place after lying second for most of the week. Throughout the 1960s, 1970s and 1980s and to the modern day the club has continued to host many prestigious sailing championships. In 1993, it was agreed that the members of Torquay Rowing Club who had been neighbours in the harbourside premises, should also become members of the Club. In 2013 the club was honoured with the presentation of a Blue Plaque by the Torbay Civic Society to commemorate the 150th Anniversary of the Royal Torbay Yacht Club and the 200th Anniversary of the Torbay Royal Regatta In 2015 hosted the UK stopover of the prestigious Offshore Single Handed Race La Solitaire du Figaro. CLUBHOUSE & FACILITIES The Clubhouse The Royal Torbay Yacht Club is housed in a unique Victorian building accommodating a comfortable club bar, function room and restaurant. The generous facilities include administration offices, committee/meeting room and training room. There are large changing facilities, hot showers and toilets. All public areas are covered by Wi-Fi with computer stations in the main bar and function room, facilitating weather forecasts; race results and passage planning. It is an ideal venue in a perfect location for parties, meetings, training and of course major sailing championships and regattas. Facing south and overlooking Torbay, the Clubhouse and its terraced garden provides a superb venue for its members and visitors alike. The Members Bar is an iconic and unique venue with extensive views across Torbay from its large panoramic windows. The bar is traditional wooden, curved and boasts an extensive range of beers, wines, spirits and soft drinks. Additional bar facilities are available in the adjacent Corinthian Room which incorporate a new Junior corner with its own computer station and widescreen television. The bar is open daily both lunchtime and evening, full details of times will be found on the club’s website The club is just a great place to be, whether meeting friends and fellow sailors for a relaxing drink, dining or just soaking up the sights, sounds and atmosphere of the panoramic views across the fine sailing waters of Torbay.

Spinnakers Restaurant Our club restaurant can cater up to 60 covers in a refined environment. We have exceptional catering facilities and our in-house chef delivers cuisine to suit all needs and to the highest standard using fresh seasonal produce, carefully and imaginatively prepared. Light lunches and refreshments are served Friday, Saturday and Sundays throughout the year. Suppers are served on Wednesday evenings and the first class Bistro menu is served on Friday evenings. The restaurant is often open at other times for special events, lunches and dinners.

The Corinthian Room The Corinthian Room is a great venue for our big sailing events acting as a bar area and party room with disco or bands available to suit all tastes. It is widely used for larger meetings, briefings, prizegivings, dinners and other social events. It is available for hire for private parties, luncheons, buffets, dinners and wedding receptions. Seating up to 120 for the more formal occasion this room can accommodate up to 180 for a buffet or evening reception. There is a wide choice of cuisine for all palates and we have a fully licensed bar. This room also enjoys magnificent views across the bay.

CLUB SAILING & RACING The Royal Torbay Yacht Club offers some of the most extensive, competitive and well managed club racing to be found in the South West. RTYC is a busy and active club with regular sailing for its members from April through to New Year’s Day. Weekend racing takes place on Saturday afternoons for Sportsboats, SB20s and PY Dinghies and our two junior classes. On Sunday mornings we have racing for keelboats in both our IRC and non IRC classes. From mid-April to mid-September there is racing for every class on Wednesday evenings. It just gets too dark to race outside of these dates. The Club has its own 33ft committee boat fully equipped to run racing at all levels and in most weathers. Racing is run to suit the individual classes with a variety of courses using predominately fixed marks and usually from windward starts. There also a facility for starting and finishing from Haldon Pier. We have a wide range of fleets: IRC cruisers, Keelboats, Sportboats, SB 20s, Adult PY and Junior Dinghies. There is every opportunity to get out on the water should you wish to. The club continually looks to expand its existing classes and introduce new developing classes where they complement existing fleets. In addition to regular club sailing we organise a number of special races and events during the year mainly for the cruiser racers. These include weekend races outside the Bay to the Yealm, Salcombe and Dartmouth in conjunction

with the South Devon Combined Yacht Clubs. We also run the ever popular Offshore Week, usually in late June / early July where the fleet races to the Channel Islands and then to ports in Brittany and Normandy. There are also special day races such as the Teignmouth Outfall Race. Bill’s Goblet, a pursuit race for all classes including dinghies takes place May and the club continues to support Bart’s Bash in September. The Royal Torbay Yacht Club is the organiser of the 620mile Yachting Monthly Triangle Race from Torquay to Kinsale in Ireland, to Treguier in Brittany and back to Torquay. This popular two handed race for cruisers takes place over 12 days allowing for two or three days in each stopover. The race is run every two years and in 2014 celebrated its 30th Anniversary. As well as being a great challenge as an event, there is always a great social atmosphere in port. The club and the bay come alive during the last week of August with the Royal Torbay Yacht Club running competitive racing over 5 days as part of the Torbay Royal Regatta. The culmination of club racing is the Annual Prize giving dinner held towards the end of September for all classes and the presentation of the much coveted Champion of Champions Trophy.

NOTICE OF RACE This Notice of Race does not include the Channel Race (Friday 30th June) and Offshore Week (Saturday 1st July to Saturday 8th July) which will be covered by a separate Notice of Race. 1 Organising Authority The organising authority is the Royal Torbay Yacht Club. 2 Rules 2.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 including Royal Yachting Association (RYA) prescriptions. 2.2 The Equipment Rules of Sailing to the extent that they apply. 2.3 The applicable class or/and handicap system rules, including for IRC boats IRC Rules 2017, Parts A, B and C, but excluding rules 21.1.5(d) and (e) and rule 22.4. 2.4 Torbay Harbour Bye-Laws. Note: Links to the relevant web sites to read the above Rules are available from the RTYC web site http://rtyc. org/racing-rule-websites/ 3 Advertising 3.1 Rights to use Names and Likenesses. Competitors automatically grant to the Organising Authority, without payment, the right in perpetuity to make, use and show motion pictures, still pictures and live, taped or filmed television of or relating to the Club Race Programme. 3.2 Sponsor’s Logo. If competitors are issued with material by the Organising Authority for their boat bearing a sponsor’s logo, they shall display such material as instructed. 4 Eligibility and Entry 4.1 The race programme is open to all boats of the following classes or handicap divisions. 4.1.1 Boats holding a valid IRC Certificate and a minimum SSS number of 8. (IRC class). 4.1.2 Torbay Keelboat Handicap Class including all keel boats who do not have an IRC certificate, a Portsmouth Yardstick Dinghy handicap or are rated as Sportboats. 4.1.3 Dinghies with a Portsmouth Yardstick Handicap. (PY Dinghy handicap class). 16

4.1.4 Dinghies with a Portsmouth Yardstick Handicap of 1175 to 1249 (Fast) and 1250 and above (Sports), sailed by junior crews who are under the age of 18 on 1st January 2017. ( Junior handicap classes). 4.1.5 Sportsboat handicap class for boats with a minimum hull length of 5.0m, an asymmetric rig and a maximum hull length of 10.1m. 4.1.6 SB20 one design class. 4.2 The Race Committee may, at their discretion, allocate divisions of the above classes according to handicap rating and as designated in the Sailing Instructions. 4.3 Additional classes may be added by the Race Committee at their discretion. 4.4 A minimum of five entries is required for a Class to receive separate scoring. 4.5 Starts may have to be shared with other Classes. 4.6 A boat entering the SB20 Sportsboat handicap class will be automatically entered into the Sportsboat handicap class. No additional entry fee is required. 4.7 Eligible boats may enter by: Completing an Entry Form, obtainable from the Club Office or download from www.rtyc.org and sending it, together with the required fee, and with any RTYC berthing fee, before competing to: Royal Torbay Yacht Club, 12 Beacon Terrace, Torquay, TQ1 2BH. 4.8 An entrant who changes a sail number, boat or hull or substantive change that affects the racing, must notify the race committee in writing by completing a new entry form, and no additional fee will be payable. 4.9 Entry for the Teign Sewer Buoy and New Year’s Day races is open to members of the South Devon Combined Yacht Clubs. 4.10 Named helms are required to be declared for each Junior Handicap series (see 10.9 – Scoring). 4.11 To score series points the helmsmen of the entered boat (except visitors) in at least 75% of the races must be a Full Member of the RTYC. 4.12 By entering the 2017 Club Racing programme covered by this Notice of Race, all entrants agree to be placed on the Dutyman Roster. For Juniors, the person signing the parental consent section of the entry form assumes the duty. If the entrant is unable to undertake their duty then they may pass this duty to one of their crew as long as the allocated person is suitably qualified for the role. 5 Fees 5.1 Entry fees for the full programme of races shall be rtyc.org

A valid copy of IRC and other appropriate boat rating certificates must be lodged with RTYC prior to racing. 7.2 Rating certificates for IRC may be changed during any series of races. Any change of rating from that declared on the entry form must be notified to the Club Secretary not less than 24 hours before the scheduled warning signal of the next race of the series for which a change is required. 7.3 Handicaps for all classes other than IRC will be allocated according to all available published information and may be adjusted at the discretion of the Race Committee on the basis of observed performance. 8 Sailing Instructions 8.1 Sailing Instructions will be available on www.rtyc.org or hard copy from the Club Secretary from noon on the 1st March 2017. 9 Courses 9.1 Courses will be fully described in the Sailing Instructions. 10 Scoring 10.1 The Low Point System of Appendix A will apply. 10.2 To constitute a series, a minimum of 2 boats must have entered the Class and at least 66% of the series races must have been contested by any 2 boats. 10.3 Rule A4.2 and A9 are changed to provide that a boat that does not come to the starting area (DNC) shall be scored Number of Starters plus Four Points more than the number of competitors starting in a race. Any other result will be scored per the Low Point System. 10.4 Any boat that enters after a series has commenced will score the number of starters, plus four points for each race in which she did not compete. 10.5 Each boat’s series score will be the total of her race scores with her worst score discarded if four or more races have been completed. If six races are completed in any series, the worst two scores are discarded. If 9 races are completed in any series the worst three scores are discarded. If 13 or more races are completed in a series the worst four scores are discarded. 10.6 All corrected times for handicap classes will be rounded to the nearest second to determine finishing place. 10.7 Any competitor who does not compete in a race(s) to help with the race organisation, of any Club event, will be awarded Series Average Points (SAP), excluding Discards. Those wishing to claim should fill in the form provided from RTYC racing website and hand it in to the Club Secretary, or notify the race officer who should record this on the result sheet on the day. This should be done on the day, or within seven days of the race. 10.8 If more than two races are sailed on one day, the first two races will count towards the series score. During the Sprints Series, the first five races will count towards the series score. 10.9 Boats will only be scored for a Junior Handicap Classes series if there is a nominated helm and unless a helm is nominated the boat cannot be considered for a series prize. 10.10 An entrant, who changes their boat or hull during the season, and within the same class, may count the old boat scores or hull scores, together with the new boat or hull scores, towards the Class Championship. Individual Series Points are not cumulative. 10.11 Any one design class with five or more entries will be scored separately within overall handicap classes. 10.12 IRC and Torbay Keelboat Handicap classes shall be dual scored with RYA National Handicap for Cruisers 18

(Progressive Scoring) these results shall be for the combined class and will not count towards Series, Class Champion or Champion of Champion results. 11 Personal Buoyancy 11.1 All competitors in PY rated dinghy, and Sportsboat handicap and SB20 One Design classes and all helms or crews under the age of 18 on 1st January 2017, shall wear personal flotation devices at all times whilst afloat. This changes preamble to part 4 and rule 40 11.2 All boats or crews in classes other than those in 11.1 shall carry adequate personal buoyancy for each person on board whilst racing. Such personal buoyancy shall be worn at all times when IC Flag “V” is flown before, or, with the warning signal to which this requirement applies. 12 Manual Power – IRC and Torbay Keelboat Handicap Class 12.1 Rule 52 and ERS B5 do not apply and the use of automatic pilots, whether electronic or otherwise, are allowed. 12.2 Boats using stored power for the adjustment or operation of running rigging (e.g. backstays, runners, checkstays, sheets, guys etc.), but excluding the hoisting, reefing or furling of sails, shall declare this to the RTYC race committee at time of entry. 13 Safety 13.1 All Sports Boat Handicap, SB20 One Design and Torbay Keelboat Handicap class entrants shall comply with the following safety rules. 13.1.1 Buoyancy. Boats shall either be self-righting from 90 degrees or have enough reserve buoyancy to support the boat and crew for at least 30 minutes following a capsize. Boats shall be equipped with suitable means for bailing or pumping. 13.1.2 VHF Radio. Boats shall carry either a fixed or portable VHF radio capable of receiving and transmitting on channel 16 and 72. 13.1.3 Fire Extinguisher. Boats carrying engine or cooking fuel shall carry a suitable fire extinguisher and a stout bucket of 9 litres minimum capacity attached to a lanyard. 13.1.4 Personal Buoyancy and Man Overboard. Boats shall carry personal buoyancy for each crew member at least sufficient to comply with rule 40.1. It is recommended that personal buoyancy is worn by all crew members at all times whilst racing. also carry a rescue quoit, or throw bag, with at least 15m of floating line and, at least, one lifebuoy or life sling. 13.1.5 First Aid. Boats shall carry a suitable waterproof first aid pack with instructions. 13.1.6 Anchor. Boats shall carry a suitable anchor and sufficient warp to hold the boat in 15m depth of water in the expected racing conditions. 13.1.7 Compass. Boats shall carry a suitable compass – handheld acceptable. 13.1.8 Equipment. All equipment, fittings and engines shall be securely fastened. 13.1.9 Propulsion. A means of propulsion, other than the boats sails, is to be provided. 13.2 All IRC boats shall comply with the ISAF Offshore Special Regulations category 5 monohull, plus a VHF radio and a means of propulsion other than the boat’s sails. Links to the ISAF Offshore ttzSpecial Regulations are available on www.rtyc.org. 13.3 All boats, other than those above, shall comply with Class or Handicap System Safety Rules. 13.4 The crew of all dinghies and Sportsboats shall wear clothing and safety equipment (including harnesses) in the manner intended by the manufacturer. Long hair shall be restrained to avoid any risk of entanglement with equipment. 14 Radio Communication 14.1 Except in an emergency, a boat shall neither make radio transmissions whilst racing, nor receive any communications not available to all boats. This restriction also applies to mobile telephones and other digital communication devices. 15 Risk Statement 15.1 Rule 4 of the Racing Rules of Sailing states “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” 15.2 Royal Torbay Yacht Club accept no responsibility or liability for loss of life or injury to skipper or crew or others, or for the loss of, or damage to, any vessel or property. 15.3 The skipper and crew shall be held jointly responsible for the conduct of the boat’s crew before, during and after a race. Misconduct may result in both the person in charge and crew being excluded from future races and renders a boat liable to disqualification. 15.4 The race committee shall make starting signals unless rtyc.org

in their opinion it is manifestly unsafe for any of the boats entered to remain in the vicinity of the starting line. Each boat shall exercise her responsibility under Fundamental Rule 4 Decision to Race and decide whether or not to start or to continue to race. 15.5 No boat shall be accepted as an entry unless the skipper of the boat has, before the start of the race, signed a declaration in the terms set out in the entry form. 15.6 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 15.6.1 They are aware of the inherent element of risk involved in the sport and accept taking part in the responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 15.6.2 They are responsible for the safety of themselves, their crew, their boat and their property whether afloat or ashore; 15.6.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 15.6.4 Their boat is in good order, equipped to sail in the event and they are fit to participate 15.6.5 The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; 15.6.6 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather, as can be practically provided in the circumstances; 15.6.7 Vessels setting to sea for offshore and coastal races are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that safety equipment is properly maintained, stowed and in date and is familiar to the crew; 15.7 Inspections The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race. 16 Insurance 16.1 Each boat is required to hold adequate insurance ROYAL TORBAY YACHT CLUB

including third-party cover of not less than £3,000,000 and it is the owner or owner’s representative’s sole and inescapable responsibility to ensure that the insurance is in place and is adequate. No responsibility will be accepted by the Royal Torbay Yacht Club, or any other party involved in the organisation of the Race. 17 Prizes 17.1 Except where stated in the Sailing Instructions trophies will only be awarded to members of RTYC. 17.2 Prizes and trophies will be awarded for each class and series of races, together with special races and Club perpetual award trophies 17.3 Class Champion trophies will be awarded to the boat that has the best overall results adding up the points achieved in each series, excluding the winter series. 17.4 The Wilkinson-Cox Trophy for the Club “Champion of Champions” will be awarded to a Class Champion based on the following: 17.4.1 A Class Champion who has been awarded the Trophy in the previous two years for their current or any other Class is not eligible to receive the Trophy. 17.4.2 All Club Series, apart from the Winter Series, are included in this calculation. 17.4.3 Add up the points (points) that each of the Class Champions have achieved in races in which they were not DNC. 17.4.4 Add up the number of races (races) in which points were achieved. 17.4.5 Any Class Champion who has races of less than 25 is not eligible to receive the Trophy. The sailing committee may, at a formally convened meeting, decide to remove this restriction for a class or classes in the event of special circumstances. 17.4.6 Find the largest number of races (mraces) any Class Champion has sailed. 17.4.7 Calculate the average number of boats that sailed in each of the fleet’s races throughout the Club racing (aveboats). 17.4.8 Find the largest number of aveboats in any fleet (maveboats). 17.4.9 Perform the following calculation for each Class Champion to create comparable scores Performance = points x mraces x maveboats/(races x aveboats). 17.4.10 The Trophy is awarded to the Class Champion with the lowest Performance score. 20

6 Schedule of Races 6.1 Races are scheduled in the Provisional Club Racing Programme 2017 available on www.rtyc.org or as a printed copy available from the club secretary.

Appendix 2 – MEDIATION system for Protests. 1 Rules The Racing Programme of the RTYC will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 including Royal Yachting Association (RYA) prescriptions. 2 Entries 2.1 Entries and eligibility are to be in accordance with the Notice of Race. 2.2 An exception is the Crews Race on Wednesday 22nd June where eligibility shall be further limited to boats helmed by a crew member who has crewed in not less than 50% of the races that the boat which they are going to helm has competed in during 2017. Crews are not eligible if they have previously helmed in more than 30% of the races that the boat has competed in during 2017. There is no entry fee for this race, but a collection will be made in aid of the RNLI after racing. 1425 – Red or Green flag with sound signal (warning signal). 1426 – Flag P with sound signal. 1429 – P flag lowered. 1430 – Red or Green momentarily dipped and sound signal. Thereafter 30 seconds before the next whole minute the appropriate handicap start time will be displayed on boards on the Committee Boat and removed at the exact time (for example a handicap start time of 1453 – “53” on boards will be displayed for 30 seconds and at the actual start time the “3” will be removed). There will be no recalls and premature starters will be penalised by 5 minutes for every minute or part of a minute by which they start early. Note: It is intended that race length shall reflect the median handicap boat sailing approximately100 minutes. The Committee Boat will display flag “s” with two sound signals to signify that the finishing line has been set. 8.2 Teign Outfall Race – Sunday 21st May This race is for cruisers with an IRC rating or Torbay Keelboat handicap. Qualifying boats will start as one class with warning signal (Numeral Pennant 1) at 0955. Starting procedure will be as clause 11 of Sailing Instructions. The course will be from the start to a mark, identified by VHF Channel 72, from the committee boat, together with whether it is to be left to port or starboard. Then to RTYC mark 3 (leave to port), then to the Teignmouth Sewer Outfall mark (approx. 50°31.97’N, 3°27.76’W), (leave to port), then to RTYC mark 2 (leave to starboard) and then to the finish line between the RTYC flag pole at the base of Haldon Pier and outer distance mark Green (approx. 50°27.29’N, 3°31.72’W). All boats will be required to take their own finishing time and advise this time to RTYC Office within 24 hours of finishing the race. 9 Race Area 9.1 The racing area will normally be in Torbay as shown in Appendix 1 Course Card 2017. Exceptions may occur for coastal races for IRC and Torbay Keelboat handicap classes. 10 Courses and Marks 10.1 Details of marks and course numbers for fixed line starts can be found in Appendix 1 Course Card 2017. 10.2 The mark number, or letter, will be displayed on a board in the order in which they are to be rounded or passed. 10.3 IRC & Torbay Keelboat handicap classes may sail a special course. This course may be given out by radio on Channel 72, with, or before the first warning signal. 10.4 Junior handicap class will receive verbal instructions from an attendant rescue craft. This may modify 10.2, 10.6 and 10.7. 10.5 The first leg of the course is an intended windward leg for committee boat starts. 10.6 A red flag displayed on the committee boat will signify that all marks are to be left to PORT. A green flag will signify that all marks are to be left to STARBOARD. If neither Red nor Green flags are displayed the marks to be rounded will be shown on a course board with a (P) or (S) to signify that they are to be left to Port or Starboard. 10.7 The number of rounds to be sailed will be displayed on a board on the committee boat. Each time a boat rounds the leeward mark a round is completed. The course may be shortened for any reason at the discretion of the Race Committee. This changes RRS rule 32.1. 10.8 Course instructions for fixed line starts will be given by radio on VHF Channel 72, or by displaying a course number with, or before, the first warning signal. 10.9 The entirety of the Scallop Nursery beds, forming an imaginary box including the yellow beds marker buoys (flashing Y.2.5s) approximately 0.5nm south of Thatcher Rock, are an obstruction. This obstruction can be passed on any side. The coordinates that make up the corners of the bed are: 50º26.700’N 03º29.690’W 50º26.865’N 03º29.690’W 50º26.865’N 03º29.170’W 50º26.700’N 03º29.170’W 11 The Start 11.1 If a BLUE flag is displayed from the RTYC Flag Pole at the base of Haldon Pier 30 minutes before the first warning signal of the day then the start will be from the flag staff at Haldon Pier. If a BLUE flag is not displayed from the RTYC Flag Pole rtyc.org


at the base of Haldon Pier then the start will be from a committee boat. 11.2 Races shall be started by using rule 26 with the warning signal made 5 minutes before the starting signal. Times shall be taken from the visual signals; absence of a sound signal shall be disregarded. The warning signal for each succeeding start shall be made with the starting signal of the preceding class. 11.3 The Starting Line will be between the mast on the committee boat displaying an ORANGE flag and a nearby mark or a white dan buoy with an Orange flag (Mark A). If a BLUE flag is displayed from the RTYC Flag Pole at the base of Haldon Pier then the start line shall be between the pole at Haldon Pier displaying an ORANGE flag and outer distance mark R or G as appropriate to course indicated. 11.4 The committee boat may be positioned at either end of the starting line at the discretion of the Race Committee. 11.5 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made. 11.6 A boat shall not start later than 5 minutes after her starting signal. 11.7 For IRC and NCH Sunday races only, these may at the discretion of the Race officer be started using an alternative method as communicated by VHF on the day. 12 The Finish 12.1 The finishing line will be between the mast on the committee boat displaying an ORANGE flag and a mark of the course, or if a BLUE flag is displayed from the RTYC Flag Pole at the base of Haldon Pier then the finish line shall be between a pole on Haldon Pier displaying an ORANGE flag and an outer distance mark R or G as appropriate to course indicated. 12.2 Boats may be asked to self-time their finish. If doing so please record time of finish and boats in-front and behind. Pass this information to the Race officer or email to admin@rtyc.org within 24 hours. 13 Change of Course after the Start 13.1 To change the next leg of the course, the Race Committee will signal a change of course by displaying Flag C over the class flag(s) for the classes affected by the change, accompanied by repetitive sound signals. If no class flag(s) is displayed the change of course will apply to all classes. The new course to be sailed will rtyc.org

be displayed on the blackboard on the committee boat indicating the marks to be rounded and the order in which they are to be passed and whether they are to be left to port or starboard. No compass bearing of the next leg or +/- will be displayed. The change of course will also be broadcast on VHF marine channel 72. This changes rule 33. 14 Alternative Penalties 14.1 For the Sports Boat handicap and SB20 One Design classes RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required, except that if the infringement is against a boat competing in another class a two turn penalty must be taken. 15 Time Limit 15.1 If one boat sails the course as required by RRS rule 28.1 and finishes within the time limit, the time limit shall be extended by 30 minutes for all boats in the same class. 15.2 If no boat in a class has finished within the time limit, but at least one round of the course has been completed the result for that class may be decided on the positions of boats at completion of the last complete round. 15.3 When a boat ceases to race before expiry of the time limit, and no other boat of the same class completed a further round, the boat that has ceased to race will be recorded as finishing in accordance with Sailing Instructions 15.2. 16 Protests and Requests for Redress 16.1 Protests for IRC class and Torbay Keelboat handicap class shall be delivered to the Club Office within 24 hours of the finish of the race. The protest time limit for all other classes is 2 hours after the last boat has finished the last race of the day. 16.2 A mediation system is available for Protest of Rules in RRS Part 2. Providing all parties to the protest agree to Mediation the procedure to be adopted is to be found in Appendix 2 of these Sailing Instructions. 16.3 The date and time of Mediation or Protest Hearings will be notified to all parties as soon as possible after the lodging of a protest form. 17 Scoring 17.1 Scoring will be in accordance with paragraph 10 of the Notice of Race. 18. Miscellaneous 18.1 When reference is made in these Sailing Instructions to flags and pennants the Race Committee may use painted boards in their place. 18.2 The Race Committee will use VHF Radio Channel “72” for communication with competitors when appropriate and will, when possible, provide change of course information. Clarification by the Race Committee to individual competitors on course changes using Channel “72” shall not be deemed to comprise outside help. This changes rule 41. 19 Prizes 19.1 Trophies and/or prizes will be awarded in accordance with paragraph 17 of the Notice of Race. 19.2 Except where stated in Special Sailing Instructions trophies will only be awarded to members of RTYC. 20 Special Safety Instructions 20.1 A young competitor shall be any person under the age of 18 on the 1st January 2017 who intends to race on a boat in any race to which these Sailing Instructions apply and on which there is no crew member over the age of 18 years on 1st January 2017. 20.2 No young competitor shall leave the harbour at any time after 30 minutes before the warning signal of the race in which he/she intends to compete, unless a rescue boat is under way and the boat and crew have been checked by the Beach Master. 20.3 No PY Dinghy handicap class shall leave the harbour before the warning signal of the race in which she intends to compete during the Winter Series unless a rescue boat is underway. 20.4 The crew of all dinghies and sports boats shall wear clothing and safety equipment (including harnesses) in the manner intended by the manufacturer. After a protest has been lodged in accordance with the Sailing Instructions, all parties involved in protests alleging infringements of a rule of Part 2 shall be entitled to be heard by a Mediator appointed by the Race Committee. In exception to the above, incidents where damage or injury is involved shall not be subject to mediation, But shall be referred directly to the Protest Committee for a hearing. 2. Only one party to the protest from each boat involved, who shall have been on the boat at the time the incident occurred, shall attend the mediation hearing. No witnesses shall be allowed. 3. The mediator will have each party describe the incident, limiting each party to approximately 3 minutes. After hearing these descriptions, the mediator will offer one of the following opinions: a) No rule was broken. If the protesting boat accepts this opinion she can agree to withdraw the protest and the protest is then settled. b) A rule was broken by one of the boats involved. If that boat accepts this opinion she may accept a 20% penalty and the protest is then settled. c) Both boats broke a rule. rtyc.org


If both boats accept this opinion and each agrees to accept a 20% penalty then the protest is then settled. d) The mediator is unable to offer an opinion based on the brief description given by the parties. 4. Once the protest has been settled under 3.a), b) or c) above, the mediator shall record this on the protest form and the matter shall not thereafter be referred to the protest committee and is not subject to requests for redress, reopening or appeal by any party. If however: (i) The protestor does not withdraw the protest under 3.a) above; or (ii) If a boat does not accept mediator’s opinion that she broke a rule under b) or c); or (iii) If the mediator is unable to offer an opinion under (d), the protest shall be submitted to the protest committee for a hearing. 5. If the mediator’s opinion is not accepted, there shall be no further discussion of the incident with the parties and the testimony given at the mediation hearing shall remain confidential and shall not be discussed with any person prior to the protest hearing. 6. If one party fails to attend, the mediation may still be heard in line with RRS 63.3(b). 7. When protests are submitted to the Protest Committee, the mediator shall not be a member of the Jury hearing the protest. However, he/she may be present to ensure that the incidents are described in the same way as in mediation. If the facts given are different he may intervene to restate the original mediation details. The mediator shall not discuss the matter with committee members until after the Committee’s decision has been posted. 8. Application of the 20% penalty shall be calculated in accordance with rule 44.3, except that the penalty is modified to read 20%.

TORBAY ROYAL REGATTA 19TH-23RD AUGUST In 2015 The Royal Torbay Yacht Club agreed that once again sailing will form an integral part of the Torbay Royal Regatta which takes place during the last week of August. Since then the sailing events have gone from strength to strength and this year promises to be another great occasion with over a 100 yachts and dinghies expected. The sailing regatta offers competitive championship racing over four days Saturday to Tuesday with classes for IRC yachts, Unrated Cruisers, Sportsboats, Asymmetric / Non Asymmetric Dinghies and Junior Dinghies followed by the Royal Regatta Anniversary Challenge Cup Pursuit Race for all classes and Junior Handicap Pursuit Race on the Wednesday. 2017 will see the Royal Torbay Yacht Club once again hosting the prestigious J Cup which will take place immediately prior to the regatta August 17th to 19th. The regatta itself will incorporate the IRC South West Regional Championship. Over many years the Royal Torbay Yacht Club has gained a well deserved reputation for first class race management,

competitive racing, cordial hospitality and shoreside entertainment during the annual regatta week and this year will be no exception. The clubhouse is always a popular focus for shoreside entertainment and hospitality with a regatta party, Caribbean night, other themed suppers and prize giving all bringing large numbers to the club. The terraced garden and members bar are ideal viewing points for both the sailing events and annual Regatta Fireworks display. The club welcomes enquiries from any classes who may be interested in staging their Regional or National Championships as part of this prestigious event being sailed in some of the finest sailing waters in the South of England.

Torquay Harbour lies on the north shore of Tor Bay and whilst benefiting from an expanding marine leisure industry, Torquay remains a fully commercial and busy harbour. Haldon Pier to the south and Princess Pier to the west, form the main breakwaters and give shelter to the enclosed harbour facilities. Beacon Quay provides access to a modern and user friendly slipway, accessible at all states of the tide. The quayside businesses include shops, a chandlery, cafes and ample space for trailers and a boat park area. Princess Pier is a popular promenade, with views across Torre Abbey Sands, Corbyn Head, Livermead Head, Paignton and beyond. The outer harbour comprises of a 170-berth Town Dock pontoon facility managed by Tor Bay Harbour Authority and a 440-berth marina, managed by Marina Developments Ltd. Visitor berths are generally available throughout the year.

CRUISING The South West coastline of Devon and Cornwall is one of the most popular and beautiful cruising areas in the country. The cruising destinations are varied in both size and character. Falmouth and Plymouth with large deep water harbours offer many marinas and anchorages and numerous interesting destinations further up river. The facinating ports of Dartmouth and Fowey, the charm of the Yealm and buzz of Salcombe all have great character and offer superb hospitality to the cruising sailor. There are of course numerous other destinations, too many to mention. Teignmouth and Exmouth are close by, going east with Lyme Regis and West Bay offering limited facilities. However the longer passage to Portland opens up a whole new cruising area heading up to the Solent and beyond. Whilst for many their sailing focus is still on racing, there are growing numbers of members who are looking to cruising to fulfill their sailing ambitions. Many yachts already cruise our beautiful coastline and further afield to the Channel Islands, the Isles of Scilly and the Normandy and Brittany coastline. We are privileged to live and sail here. Many sailors combine their racing with cruising and social gatherings during weekends away and offshore; these are always great fun. The club has been working hard to encourage cruising as part of its sailing and social programme. The recently formed cruising section is keen to attract both sailing yachts and motor cruisers to join its programme of cruising events. Cruising weekends include trips to the Yealm, Dartmouth and Salcombe and beyond. They are often linked to other events in the area such as the Dartmouth Music and Food Festivals making the visit even more sociable and enjoyable. The Royal Torbay Yacht Club welcomes rallies from other clubs and cruising associations.

LADIES SAILING One of the many specialist groups within the club is the ladies sailing group known as the Torbay Tiller Girls. A group of friendly girls who just go sailing in the summer months and meet regularly throughout the winter. Summer sailing takes place on Monday evenings where the ladies enjoy fun sailing, with no pressure, no shouting and no racing. A great opportunity to get out on the water, build skills and gain confidence. Whether you are an experienced sailor, novice or just starting off you will be made very welcome. The sailing sessions are all conducted on keelboats so there is little danger of a capsize or going swimming. The boats are owned by club members and helmed by experienced ladies, many of whom are or have been RYA instructors. The experienced sailors are always on hand to give support and advice especially on what to wear and the fitting of life jackets or buoyancy aids. These evenings will appeal to all ages and is a gentle introduction to sailing where you can go at your own pace. It is just a wonderful opportunity to make new friends with a common interest and develop your sailing experience. The winter evening meetings include specialist guest speakers, training and social activities.

JUNIOR SAILING AND THE TORBAY YOUTH SAILING TRUST The Torbay Youth Sailing Trust was formed in 2007, under the umbrella of the Royal Torbay Yacht Club to encourage children to try sailing. The Trust was granted charitable status in 2008. The Trust follows the Royal Yachting Association syllabus and joined the RYA On-Board Scheme designed to introduce a million children to sailing before 2012. Funds were raised, junior dinghies were purchased and club members trained as Dinghy Instructors. The Trust maintains its sailing equipment to a high standard and facilities are inspected annually by the RYA. All of the instructors are fully qualified RYA Instructors and DBS checked. The Trust now runs a series of two day courses for children between the ages of 8 and 16. From the outset it was keen to involve parents and encourage children who enjoyed the sailing experience to continue sailing by joining the Royal Torbay Yacht Club as Junior members. The Royal Torbay Yacht Club welcomes new junior members and their families to experience the fantastic opportunites on offer in Torquay. Our RYA training centre follows the RYA syllabus and runs internationally recognised sailing courses. The quality of our training is such that we have been awarded not only the higher level of being an RYA Champion Club and more recently the only RYA High Performance Centre in the South West, the pinnacle of performance sailing and training. Over many years we have taken Torbay youngsters with little or no sailing experience through the RYA training schemes, racing at the highest level and on to be part of Team GBR representing the UK at many international events. Safety is our highest priority with suitably qualified members manning our patrol boats whilst the youngsters rtyc.org

are on the water. We encourage parents and carers to get involved in our activities and are always looking for volunteers both on and off the water. The club has a comprehensive safeguarding system and policies that are regularly reviewed by our experienced safeguarding officer. SOCIAL A busy annual social programme complements the superb sailing and championship events and provides plenty of opportunities for sailors of all persuasions to meet in a relaxed atmosphere throughout the year. The club bar is open both lunchtimes and evenings and enjoys wonderful views over the Harbour and Bay with a terraced garden providing a lovely spot to enjoy a drink on the warmer days. Barbecues in the garden are always well attended events. Every Friday night is ‘Club Night’ when members and visitors gather for a chat, drink, a meal in the restaurant from the tasty Bistro menu and to meet up with friends. There are often special events and sailing championships which swell the numbers and create a lively atmosphere. In addition to the regular sailing suppers on a Wednesday evening our chef caters for regular themed ‘Supper Club’ nights and gastronomic tasting dinners, formal dinners such as the Gentlemen’s dinner and Ladies Ascot day as well as the Six Nations rugby lunches and of course the popular bar snacks.

During the winter months specialist talks are often arranged and they have included speakers from the Met Office, the MCA, Living Coasts, La Solitaire du Figaro, the Admiral’s Cup and other topics of interest to members. From October to April Wednesday night is ‘Quiz Night’ in the club bar. Members gather every week in teams of up to 10 to pit their wits and knowledge against a range of subjects. It is a popular social occasion and attracts sailors and social club members alike. The restaurant opens at 6.30pm to provide the chance to dine before quizzing at 8pm. It’s always worth keeping up to date with the social calendar which is sent out by email on a weekly basis as well as being displayed on the TV in the bar, in the main entrance and on the club website. TRAINING The Royal Torbay Yacht Club is a Royal Yachting Association (RYA) recognised training centre and offers a range of courses throughout the year with discounted rates for club members. RYA Power Boat Training We offer the one day Power Boat Level 1 Course and a two day Power Boat Level 2 Course. Courses are arranged as required throughout the year. RYA Level 1: Start Powerboating. A one day practical introduction to boat handling skills. RYA Level 2: Powerboat Handling. A two day course (consecutive days preferred) that provides the skills and background knowledge needed by the competent powerboat driver. Courses will be conducted by our volunteer RYA instructors using the club’s RIBs (Rigid Inflatable Boats). Adult Dinghy Sailing Courses We offer Adult Dinghy Courses and tuition for Beginners & Improvers. Experienced RYA qualified instructors offer sailing sessions, lessons & RYA courses that are designed to meet your needs. Junior Dinghy Sailing Courses We offer through Torbay Youth Sailing Trust (TYST) two day sailing courses following the RYA Onboard scheme. These courses are available to children between the ages of 8 to 16. RYA First Aid Course This one day RYA First Aid Course is run regularly according to demand. In a medical emergency a little first aid knowledge and immediate action can save lives, especially in remote locations. This one-day course is designed to provide a working knowledge of first aid for people using small craft and to support skippers. RYA SRC/VHF Radio Course A course for anyone who owns a fixed or handheld marine VHF radio. A radio is an important piece of safety equipment on board and it is vital to understand the correct procedures. The Short Range Certificate is the minimum qualification required by law to control the operation of VHF and VHF Digital Selective Calling (DSC) equipment on any British rtyc.org

POWERBOATS Powerboats and Motor Cruisers have been an integral part of the club and its membership over many years. We welcome everybody who has a genuine interest in powerboating and motor cruising whether an owner or crew. The club offers RYA Powerboat, VHF, First Aid and Navigation Training courses to encourage new and more experienced boat owners. The coastal waters of the West Country offer superb cruising opportunities with the Channel Islands, Brittany and Normandy within easy range for the larger boats and more experienced crews. The Royal Torbay Yacht Club is increasing membership from the power boat sector and members are encouraged to participate in the growing Cruising group activities, winter evening lectures and social events based in the clubhouse. TORQUAY ROWING CLUB Torquay Rowing Club is the oldest sporting club in Torbay, founded in 1869. Although boats and equipment have changed dramatically during its long history, the aims of the club remain the same: to foster the sport of amateur rowing and to provide amenities for its members. The original premises were situated under the Marine Spa complex a few yards from the current Boathouse at the end of Beacon Quay. The club has been affiliated to the Royal Torbay Yacht Club since the early 1980s. As a result, all Torquay Rowing Club members are also members of the yacht club and enjoy full use of the facilities it provides. Rowing facilities provided to members include the use of Fine and Coastal boats for racing and training, rowing machines and other training equipment under the guidance of the Club Captain and the club coaches. Rowing takes place on the sea in a sheltered bay which enables us to use river boats. Members are encouraged to represent Torquay Rowing Club at both Fine Boat and Offshore Rowing regattas in the West of England and further afield. The club also hosts the rowing events of the Torbay Royal Regatta and the coastal rowing Thatcher Rock 8k race. The club isn’t all rowing. Many formal and informal social events are organised throughout the year from barbecues, rounders and bowling nights to the Crab Supper, Club Supper and the finest Christmas event in Torbay, the Holly Ball.

Rowing is a great sport either for recreation or competition. It will provide you with good exercise and fitness throughout the year and a chance to meet new friends from all walks of life. It is a sport that exercises more muscles than any other, and constantly supports the body weight, placing less strain on joints and making it a sport suitable for any age group. To row you need good ‘kinaesthetic co-ordination’ - you know, where your limbs are in relation to your body! This is a much more common skill than good ‘hand to eye coordination’ so if you can’t catch, hit or kick a ball then you really want to start thinking about practising your sport sitting down. Club training is on Thursday evenings at 6:30pm until 8:00pm and Sunday mornings at 10:00am until midday. Most training will be out on the water subject to weather conditions. However, in the winter months training on Thursday evenings will be land training including circuits, weight training, Ergo (rowing machine) and running for general fitness. From time to time, the Club runs a Beginners Course which consists of ten sessions run over seven weeks: • Three sessions are land based in the Boathouse • Six sessions are on the water in various boats, either sculling or sweep oared • One session will consist of the capsize drill and 50m swimming test in the pool.

If you are interested in sailing, powerboating, cruising, rowing, or in fact, any watersport then the Royal Torbay Yacht Club is the place to be. The club will help you develop your interests and can offer wide range of training and coaching. ROYAL TORBAY YACHT CLUB AND TOR BAY A Superb Championship & Event Venue The Royal Torbay Yacht Club has built an enviable reputation over many years in hosting major National and International sailing events from the J Class racing in the 1930s to the sailing venue for the 1948 Olympics. In 1995 the Dragon Gold Cup was staged in Torbay and in recent years the Melges 24, International Cadet Class, Albacore Class, Taser Class and SB3 class have all chosen Torbay as the venue for their World Championships. In 1991 Torbay was selected as the British stopover for the round Europe race and in June 2015 the Royal Torbay Yacht Club hosted the UK stopover for the prestigious single handed offshore race La Solitaire Du Figaro. For Yachts, Keelboats, Sports Boats and Dinghies the Royal Torbay Yacht Club offers superb facilities, great experience and professionalism in running championships at all levels on some of the finest sailing waters in the country.

Fast and easy access to the race area minimising unnecessary time spent on the water. A 12 metre wide slipway ensuring safe launching at all tide states into a well protected harbour. The minimum water depth is 2.5 metres at low springs in the harbour and some berths are available at 3 metres depth on low springs. Good harbourside facilities with berthing ashore for 100 plus dinghy and pontoons and berthing for up to 100 keel boats, dayboats and yachts. The adjacent MDL Marina provides additional visitors’ berths. The Club owns its own 1,000kg crane which is situated on South Pier for boat lifting and heavier lifts can be undertaken by the local stevedore also located in the Harbour area. 48

There are quayside toilets and showers and harbourside car parking. The club has highly experienced Race Management Teams with RYA qualified race officers, top class mark layers, beach masters and shoreside teams plus a 33ft committee boat and supporting RIBs. There are superb clubhouse facilities with restaurant function room, bars, terraced garden and BBQ area with extensive views across the bay and racing areas. There are excellent showers and changing rooms at the Royal Torbay Yacht Club. There’s a Committee room for Race Office and separate facilities for Jury and Protest Room plus computer stations throughout the club for
