P RO J E C T I N T RO D U C T I O N WHAT | WHERE | WHY This project is concerned with the adaptive reuse of a building of the author’s selection in the Midtown/Health Tech Corridor (HTC) districts of Cleveland, OH. Adaptive reuse is the new frontier for designers, as city populations are increasing, but available lots are scarce. Postindustrialized cities have large amounts of available abandoned building stock, calling for their redevelopment. The ability to reuse these buildings can breathe fresh air into a tired city.

Additionally, adaptive reuse can draw new industry and funding into the city while still preserving the attitudes and cultures of current residents. Adaptive reuse and gentrification are not mutually exclusive, but the latter can be reduced greatly if the former is done correctly.

As the world population increases, designers face a significant problem that adaptive reuse can help to address. The Midtown and HTC development organizations have already done great work within their respective communities, and the challenge in this project stems from an attempt of the author to enrich the existing communities within the project location.

P RO J E C T I N T RO D U C T I O N WHAT | WHERE | WHY The project is located in the Midtown/Health-Tech Corridor (HTC) districts of Cleveland, OH. The city itself has been plagued by the effects of post-Industrialism, and the Midtown and HTC districts have experienced little to no revitalization until recent years.

Investing in these districts means that the people who live in the area will be direct beneficiaries of economic stabilization. The neighborhood is home to many different types of people, and reusing existing buildings to create spaces for these inhabitants will enhance their communities and have a lasting effect for years to come.

The biggest challenge that developers of these districts face is the public perception of Midtown and HTC. While it has certainly been through its ups and downs, the influence and proximity of Case Western Reserve University, the Cleveland Clinic, and University Circle help to shed light on the district. Developers and investors should keep this in mind, and the purpose of this project is to inspire them to move into the districts and provide citizens with the community resources and activities that they not only need, but more importantly, deserve.

P RO J E C T I N T RO D U C T I O N WHAT | WHERE | WHY The final question posed in the project introduction is why? Why should taxpayers and the city invest in the Midtown/HTC districts? Why redevelop when you can just rebuild? The answer lies in the obligation of the surrounding communities, government, and businesses to lift up their neighbors. Every citizen of Cleveland deserves an equal slice of the pie.

Why? Because why should certain parts of Cleveland thrive when every district can share greater benefits if they are thriving collectively? Redevelopment will lead to economic success for all of Cleveland. There are good bones scattered across the Midtown/HTC districts. There are innovative minds and people of all different backgrounds who have an idea.

The only part missing is the place to make their dreams come true. This is where redevelopment and investment in existing buildings comes in.

Why? Because Cleveland is great. Cleveland is a definitive power of Northeastern Ohio. The city represents the comeback kid. The prodigal underdog. Cleveland is great, and it’s time the rest of the world catches up.

Why? Because it’s Cleveland Against the World.

P RO J E C T I N T RO D U C T I O N HYPOTHESES & CONCLUSION In conclusion, although this project is hypothetical and for academic purposes, developers and investors in the Midtown/HTC districts of Cleveland may be able to draw inspiration from it. Midtown and HTC do not need saviors, but rather, people who will live and work in the area and contribute to the local economy. Current residents deserve for their communities to benefit them in the same ways that they benefit their economy. Much development has already occurred, but it cannot all be based in aesthetics. There should be an attempt by developers to continue to bring up the community through the establishment of more anchor organizations, more community and educational resources, and simply, more entertainment.

The Midtown/HTC districts act as a passageway to bridge the gap between Downtown Cleveland and University Circle. Tech startups have paved the way for HTC’s success, but the community needs cultural connections that help enhance their surroundings and eventually, their socioeconomic status.

This project is not simply a beautification of Cleveland. It is the establishment of an anchor organization that can act as a cultural hub for this area of Cleveland.

P RO J E C t T focu s URBAN REVITALIZATION Urban revitalization is defined as the efforts of a city to reuse existing buildings. Oftentimes, these buildings have been out of use for years or, extremely, decades. There may or may not be some structural damage or decay that poses a unique problem for designers. Structural issues can be remedied with more modern techniques, sometimes leading to buildings are truly one and only within the city.

Urban revitalization requires much capital investment, and while the positive effects are felt city-wide, gentrification goes hand-in-hand with it. Gentrification is an after-effect of revitalization efforts that is felt negatively by the previous or current residents of the target area. Gentrification does not only alienate the existing population or demographic, but it can also force those residents out of the area. Whether or not it is intentional, it is wrong. When areas are revitalized, gentrification effects should be limited. This limitation can increase the satisfaction of existing residents, while boosting the local economy - therefore, improving the quality of life for people who actually live there.

The entire government structure of the city needs to rally behind these dilapidated areas in order for positive effects to be felt.

P RO J E C t T focu s ADAPTIVE REUSE In recent years, as cities realize their need to address the issues of abandoned and decaying buildings, adaptive reuse has become a booming sector of the design industry. Adaptive reuse poses several challenges that are hardly an issue in new builds.

Some of those challenges are outdated plumbing and electrical systems, mechanical issues, and structural damage. As explained previously, these issues can be turned into unique elements that give the building a personality.

Adaptive reuse has become a feasible way to continue building within a city, as land expansion becomes an issue as the world population increases.

People need more and more spaces to live in, businesses are continuing to expand exponentially, and the proper accouterments follow in the form of amenities. Restaurants and bars with history and a background are becoming ever-popular.

Adaptive reuse poses unique challenges for city developers, but old buildings can turn out to be some of the most useful assets in city planning. Cleveland just happens to have a large amount of building stock within the Midtown/HTC districts.

P RO J E C t T focu s COMMUNITY ENGAGEMENT Without community engagement, urban revitalization efforts would mostly gentrify the areas they are trying to improve.

Community engagement is the key to the process, as it promotes programming and event planning that is centered around the current citizens of the area. The kind of spaces that foster community engagement depends on the overall demographics of the city and specific focal area.

Gentrification and tourism are interconnected, just as urban revitalization is connected to both of the aforementioned.

Community engagement draws the line between spaces meant to bring in capital and spaces that push current citizens out. An important aspect of successful community engagement efforts is taking the time to research the specific needs and wants of the community in question.

These can vary depending on demographics, geographic location, and socioeconomic status.

There are varying degrees of community engagement, as displayed by the above graphic. Once a facility or organization reaches the empowerment stage, this is when a community truly feels responsible for continuing the facilitation of engagement activities.

In conclusion, luxury amenities such as hotels and shopping that are great cash cows on a large scale, tend to alienate the current residents of a community - in turn pushing land values up, making it harder for them to stay residents within the area. This leads to a disdain for revitalization efforts, specifically those that have pushed existing communities out of the area. These reasons are some of the more important reasons why there should be research done on the area in question, and in turn come up with solutions for spaces that can serve the community rather than alienate it.

P RO J E C t T focu s URBAN GENTRIFICATION “In a time when gentrification has become the dominant form of urban transformation, it is easy to believe that the natural evolution of a city benefits everyone. Terms like renewal, vitalization, renaissance, inclusion, mixed-use city, attractiveness and sustainable urban development throw a mystifying veil over the process, obscuring the fact that gentrification benefits some groups at the expense of others.�

- Albet, Benach, Taylor, & Francis, Gentrification as a Global Strategy: Neil Smith and Beyond If we’re being completely honest, gentrification is a plague that goes hand in hand with revitalization efforts.

In most cases, it benefits upper-middle class white communities while making it evermore challenging for people of color, women, and non-traditional households to survive within their communities. Gentrification pushes people out of their neighborhoods, forcing them to relocate to spaces that can lower their quality of life.

This is something that needs to be a larger consideration in revitalization efforts, and something that needs to be combated against with active community engagement efforts. Much of the issue of gentrification results from city officials and developers simply not listening to the communities they invade.

The existing community should be involved from the beginning to the end of revitalization efforts. These new developments should be spaces that improve the quality of life for people who live in the area, not luxury apartments or hotels. These spaces should be educational spaces, creative outlets, and local businesses owned by people from the district. In few words, anchor organizations created by and for the members of the community are spaces that can surge revitalization efforts and maximize benefits.

Avoiding gentrification is not an easy task, as it is ultimately tied to many other socioeconomic issues.

Designers, however, can take an active role in avoiding the alienation of existing residents.

R E S E A RC H CLEVELAND | POST-INDUSTRIALIZATION EFFECTS At the time of Cleveland’s founding, the local industry revolved around iron. At the time of global industrialization, Cleveland was at the forefront of production. Key elements of Cleveland’s industrial success were the transportation sector because of the railroads and the Ohio & Erie Canal, agriculture, and the Cuyahoga Steam Furnace Company.

From 1860 - 1930, Cleveland’s industry boomed. Several companies came into the city and boosted production for the city. Companies such as the Cleveland Rolling Mill Company, U.S. Steel Corporation, and Warner & Swasey which produced mechanical tools and machinery.

After 1930, Cleveland’s industrial growth came to an end. Cities that face rapid growth and then decline face economic issues. Cleveland has faced many of these issues, such as abandoned buildings and rising rent costs. Cities have to work to reinvest money into the less fortunate parts of the city. This is why adaptive reuse is successful in cities like Cleveland.

R E S E A RC H CLEVELAND | COMMUNITY ANCHORS One of the most successful elements of urban revitalization efforts is an anchor institution.

Anchor institutions are usually institutions such as universities or museums that “anchor” the district’s socioeconomics. These institutions anchor the socioeconomic status of the communities they occupy through their ability to act as safeguards for the individual identities of existing community members. Anchor institutions such as schools and universities, however, can act as anchors that bring in new businesses that serve members of the community, such as a coffee shop or restaurant being constructed nearby. These new developments can create jobs for citizens of the target community, as well as provide amenities to the aforementioned. Anchor institutions act as magnets that bring in money, new businesses, and people to the areas they serve. All of these can be successfully brought in without alienating the community or gentrifying the area as anchor institutions tend to be less profit-driven than other businesses can be.

Therefore, anchor organizations should be regarded as institutions that can bolster the socioeconomic status of the current residents by bringing in new people, money, and businesses. These newly brought in businesses can serve the residents of the area by providing jobs as well as amenities to the area. The true value in anchor organizations is that they do not tend to push up land values, such as more luxury or boutique amenities tend to do.

The MidTown district of Cleveland can be defined as the area between Cedar and Payne streets. The MidTown Cleveland, Inc. collective has been redeveloping the area for 30 years. The community is comprised of 650 organizations. There are more than 18,000 people who work in the area and 2,000 people live in the area. The Health-Tech Corridor (HTC) District of Cleveland, founded in 2010, is the collective that is bringing tech startups to the area. Many of the startups have connections to Case Western Reserve, connecting the area to University Circle.

Because of the influence of the Cleveland Clinic, other startups tend to be healthcare based. The collective has brought in billions of dollars, jobs, and economic investment. (http://www.healthtechcorridor.com)

R E S E A RC H IN-CLASS CHARRETTE | CONCLUSIONS DRAWN An in-class charrette was organized during class at the beginning of the project.

Students were split into smaller groups and tasked with defining what the Midtown and HTC districts can bring to Cleveland as a whole.

The group began defining what the Midtown/HTC district is to us, as well as the perception of what it is to the city of Cleveland, as shown to the right. There are no negative comments on the image, as the district mostly represents hope and positive change for the area.

The Heathline, which runs every thirty minutes on Euclid Avenue, is located north of the site. To the east, the 16 S Marginal bus line runs on E. 55th Street.

To the south of the site, the 8 W. Prospect bus runs on Cedar Avenue.

The Healthline is an 18 minute ride from downtown Cleveland to the site.

Downtown to 3915 Carnegie Avenue is a 7 minute drive.

There is a large, private parking lot on the west side of the building site.

According to the diagram to the right, there is only one area off of Prospect Ave. that has green space.

There are a few trees in the area, but nothing significant that would positively affect area.

Adding vegetation to the area would improve it greatly.

Old building rehab, utilizing classic style and pairing it with the new style, juxtaposition of modern style within the old building, & non-profit meaning it can act as a community anchor for NYC. CONS: Expensive renovation, pressure of high-class citizens & needed to garner media coverage to draw in donations & funding from exterior sources, & such a large space was a challenge to get the staff & curators to work cohesively with designers.

P REC E D E N T ST U D I E S I: MORGAN LIBRARY 225 MADISON AVE., NEW YORK, NY 10016 NARRATIVE: The challenge of this building renovation was due to several circumstances, mostly relating to logistics. Firstly, the three building museum campus is located on the busy city block of Madison Avenue and 37th St. Second, Renzo Piano Building Workshop worked hard to unify the three buildings into one singular design. Another issue was to get the museum curators to collaborate and agree on a singular motive for the project. The Paratus Group faced several budget constraints, but was able to stay within 0.2% of the original 2001 budget at the project’s completion in 2006.

The design approach for the project seems to have resulted from an attempt to preserve the natural style elements of the historic J.P. Morgan Chase personal library building, and pair it with the contemporary elements needed to modernize the museum. As sponsorship of the arts continues, the more spaces that can be added to the overall campus. Galleries and lobbies can be dedicated to the patrons that support the museum’s work. The new programming ended up benefiting the foundation in a positive way.

P REC E D E N T ST U D I E S II: WOODEN STRUCTURE AT LAUNCH LABS BRUDERHOLZSTRASSE 80-84, 4053 BASEL, SWITZERLAND NARRATIVE: The goal for this project for the Studio Architektur team was to establish a flexible workspace within an old factory in Switzerland. The space had been used for years as an event space. The wooden structure was meant to address all of the needs of a workspace, as well as act as a transitory space between the entrance of the factory and the office space. The structure is made out of prefabricated pieces that were intended to be constructed on-site. Because of this, the materiality and engineering were kept quite simple. The materiality and simplicity of this design is what draws one into it. The way that the piece both contrasts, through its modern materiality and simplistic color scheme, and seamlessly fits into its environment is what makes it such an excellent adaptation of an older building.

MAIN ST., COUNCIL BLUFFS, IA 51503 NARRATIVE: An adaptive reuse project in Council Bluffs (Iowa), which was hit when the railroad industry failed. As part of a revitalization process, Artspace was asked to come in and transform the dilapidated building into a new art studio. It became an affordable live/work project. The revitalization project changed an entire building, and ended up converting it into a useful project. It helped to revitalize the area of the city, and drew in new artists to increase the population.

The Artspace Tannery lofts in Santa Cruz, California was renovated to combine historic tannery buildings with a live-work space and art-based businesses.

CONS: The Santa Cruz area was a hot-spot for the arts in the 1990s, and the area has faced difficulties. The Tannery Lofts were vital to the economic success of the area.

Most of the time, anchor organizations tend to be nonprofit organizations, but the developers went a step further with this artspace center.

This development helped to define Santa Cruz’s art scene and identity. The building has been developed into its own ecosystem, comprised of art studios, workshops, and live/work spaces meant for small families.

CONS: The existing building was worn-down. The development team faced challenges in increasing the capacity of the daycare center. The decision was made to demolish the existing building and start anew.

It is all around accessible for people of all ages and sizes, including most aspects of designs that children are left out of. Instead of building around children, nooks and cubbies are built into staircases and walls to accommodate children, and give the space true definition and ownership. The architecture firm, Zampone Architectuur, designed custom furniture to address the needs of the children. This also enhances the personal touch of the project overall. These special elements ensure that the children who will ultimately occupy this space feel safe and engaged with their environment.

The color scheme is another element of the design that is impressive. The materiality is kept simple, with blues being the pop of color.

P REC E D E N T ST U D I E S VI: GIRAFFE CHILDCARE CENTRE BOULOGNE-BILLANCOURT, FRANCE NARRATIVE: This project embraces the importance of play in the design of childcare spaces. This childcare center in Paris boasts a playground on all three floors. The building is intersected by a giraffe statue, contrasting greatly with its corporate surroundings. The designers explain that their design is a metaphor for the urban jungle that surrounds it. Children are housed and cared for in an area that gives off more astute vibes, but their space is designed for them. To remind them and everyone who experiences the building that play is important, almost vital, to child development.

CONC E PT CONCEPT STATEMENT ritual (noun): “a series of actions or type of behavior regularly and invariably followed by someone.”

Every week when I was in grade school, I looked forward to my family’s ritual practice of going to the local pottery studio. My mom would pick my brother and I up from school, where we both never felt like we fit in, and she would bring us to her happy place.

We learned about the many ways to manipulate clay. My brother and I were taught by the elderly woman who ran the studio. She taught us how to use our hands to form little dishes and bowls. When we learned how to do that successfully, I remember her letting us try the potter’s wheel. We were able to glaze the pieces we made, and I actually still have some of the pottery I made as a child.

What was comforting about all of this was the ability to learn a new skill, which was challenging, fun, and creative. However, even more comforting was looking forward to going to the pottery studio every week. My brother and I bonded over art, we got to spend time with our mom, and our pieces were always accepted.

They could be the most misshapen pieces of pottery, but we learned that patience and practice are the true ways to evolve your skills. We ended up getting much better at the pottery but the point was that the more times we put our skills to use, the ritualistic manner that we practiced making pottery, the better we got.

Our mother instilled this idea in us as young children.

The idea of a daily, weekly, or monthly ritual is what inspired my design for the project. I was inspired by my childhood, and felt comfort in thinking about common practice on a scheduled basis. The way this inspired my design was not solely through programming, but also through the design of the floor plan and building overall. The space is meant to have a rhythm to it, similarly to the practice of following a ritual, and it is meant to give those who use and occupy the space a sense of rhythm.

DESIGN I NTENT Through the concept, ritual, the intent to design a childcare center and art studio space emerged. These spaces are to serve the Midtown/ HTC neighborhood through providing spaces that will improve the overall quality of life of the people living in the community. These spaces will represent the daily rituals of the people living in the community.

When the parents and children of the neighborhood wake up and begin their days, there will be a reliable childcare location that parents can trust. The space will foster education and creativity, giving children of the neighborhood the tools they need for successful transitions from toddler, to child, to teen.

The art studios will give the neighborhood members a space to engage in their art, with space for production and gallery showings. The people in the neighborhood will be able to create their own daily rituals through art and a sense of community.

s u s ta i n a b i l i t y i n t e n t The sustainability intent of the building includes a commitment that will be made to the community and to the city of Cleveland.

• The building at 3915 Carnegie Ave. will be adapted to reduce waste in as many ways as possible • The finishes selected for the final design will come from companies with low or no VOC emitting finishes • The building envelope will contribute to the heating and cooling needs of the existing MEP systems These commitments will be a baseline of what can be done in terms of adaptive reuse of the building. These commitments ensure that all members of the design process will commit to a low-impact building and comply with the sustainability goals of the city of Cleveland.

The classroom and studio spaces would need to be planned again. The MEP core and janitorial spaces would need to be scaled down to increase square footage for the administrative spaces. The floor plan would also need to be rearranged in order to normalize it in a way that made sense.

The juxtaposition of the new building with expansive curtain walls and daylighting against existing buildings helps to bring a new look to the area.
