Chairperson's Welcoming On behalf of the MIHA ICE’16 Organizing Committee, it is my pleasure to welcome you to the MIHA's inaugural International Conference & Exhibition 2016. The conference will be fondly known as MIHA ICE going forward.

The theme of the conference is “Managing OSH through Challenging Times”.

The Organizing Committee felt that this is an appropriate theme as the industries around the world are currently faced with challenges and the OSH practices would definitely be affected with business downturn. Nevertheless, OSH implementation at work remains a priority and it is up to the OSH professional to be creative with out of the box ideas to ensure workers safety and health protection are not compromise and remain effective during these challenging times. MIHA ICE’16 provides the technical and social platforms needed in sharing ideas, learning and networking amongst OSH Professionals in this region.

MIHA ICE’16 consists of exciting plenary lectures, parallel podium sessions, posters and exhibitions. We will have Keynote Address and 6 plenary papers covering interesting topics by local and international experts. In addition, 22 papers will be presented in 8 parallel podium sessions and 12 technical poster presentations during both days. For more intensive learning, pre-conference event will include 3 Technical, 1 Leadership and 1 Ethics Professional Development Courses (PDCs). For the first time, we are excited to organize and host an International Students Symposium (ISS) as part of the pre-conference program on the 18 October. The ISS is hoped to garner more interests in Industrial Hygiene and provide positive exposure and network for the students as our future OSH practitioners. Technical OSH display and exhibition at the foyer of the conference area will provide opportunities for the delegates to see the latest safety and health products by our Exhibitors.

I wish participants will benefit from the conference, PDCs, and exhibition. I do hope visitors to Malaysia will enjoy their stay in Malaysia and take the opportunities to sample local delicacies and sights and experience the culture and friendship that Malaysia has to offer.

President's Note Assalamualaikum and Greetings, It is my honour to welcome all delegates to MIHA International Conference & Exhibition 2016, or MIHA ICE'16. Indeed, on behalf of the association, we are pleased to host this important Conference as we believe this meeting will translate into many more actions and future collaborations to further improve workers’ health and well-being.

“Managing OSH through Challenging Times” has been chosen for OSH professional to work together in strengthening Industrial Hygiene (IH) practices. In reality, the number of IH practitioners, either in Malaysia, or globally, is still very low for us to work independently in protecting workers’ health. With the current challenging economic situations, it is all the more important for IH practitioners to collaborate with other OSH practitioners for effective results.

We tried our level best to put up an excellent Technical Program by bringing leaders and speakers from across the globe, so as to share the global perspective of IH growth, development, challenges and opportunities. It is vital for the practitioners in Malaysia and Asia, to keep abreast with the latest development globally, for us to move forward. The current information and communication technology (ICT) landscape is bridging the world closer, and thus, following this Conference, it is our aspirations that professional relationship among the delegates will continue.

I urge everyone to take the opportunity to network, share and leverage on one another’s experience, as I believe every one of us has some unique knowledge and strength. SOCSO's Keynote Industrial hygiene is an evolving field. Thus we find the challenges in occupational safety and health continue to change, especially in a rapidly developing country such as Malaysia. We are now in an era where traditional challenges such as occupational diseases and chemical exposure are now intertwined with new challenges such as aging workers, non-communicable diseases and the advances of technology.

I am a proud to be able to address a good number of participants who are attending to the MIHA International Conference and Exhibition 2016. The readiness of the participants to spend their valuable time at the conference is an indication that industrial hygiene practitioners in the country are willing to adapt to changes and to face new challenges.

Over the next 5 years, the country is heading towards a new frontier in occupational safety and health. We have now reached a stage where occupational safety and health needed to be inculcated as a work culture. Added to that, employees wellbeing is also of a paramount importance, and industrial hygiene practitioners are definitely an integral part of the future of employees’ safety, health and wellbeing in the country. THE MIHA ICE’16 had lined up distinguished local and international speakers, and the concurrent exhibition will definitely enhance your experience at the conference this year. For that, I congratulate the organizing committee for an excellent job, especially the Malaysian Industrial Hygienist Association as the main organizer. Mr Hibbs is an occupational hygienist of 30+ years’ experience. He holds a Bachelor of Science from University of Melbourne and Graduate Diploma of Occupational Hygiene from Deakin University. He is a Fellow of the Australian Institute of Occupational Hygienists, a Certified Occupational Hygienist of the Australian Institute of Occupational Hygienists and a Certified Professional Member of the Safety Institute of AustraliaI.

Prior to this he was a partner at a national SHE consulting firm, where he held the position of NSW Director for a period of five years. Industrial Hygienists are trained in the field of “exposure science” to utilize skills that can be considered a mixture of science and art to anticipate, recognize, evaluate and control workplace hazards.

Accurate exposure assessments by Industrial Hygienists are one of the most critical elements to ensuring that hazardous exposures are properly controlled so workers and community members are adequately protected. There are many tools now available that can systematically increase the accuracy of exposure risk assessments and ultimately decide whether exposure controls are properly identified. This is critical since exposure assessments are also used to provide exposure input for epidemiological studies investigating the prevalence of disease related to occupational and environmental exposure of disease agents within a population. Tools used in this workshop will help participants for given scenarios accurately define the exposure for a single person or group of people over the time frame of interest.

Work-related musculo-skeletal disorders (WRMSD) due to manual handling & awkward posture is one of the increasing occupational illnesses, reported in Malaysia, and globally. While the impact to affected workers is significant, such that it impairs their personal lifestyle and working conditions, the chronic nature of the illnesses and lack of awareness on the subject, reduces both employers and employees' buy-in on this program.

Ergonomist and OSH professional in Malaysia. A PhD holder in Industrial Engineering, he graduated from the Wichita State University, Wichita, Kansas in 1993.

Starting his work in 1994 as the Senior Ergonomist at KOCH Industries Inc., USA, he was responsible to implement and oversee office ergonomics program for nine hundred (900) office workers. He joined the National Institute of Occupational Safety and Health (NIOSH) Malaysia in 1995 as the Division Manager for Ergonomics Department for 7 years to create ergonomics awareness among Malaysian workers.

Currently, he is the lead Ergonomist and Director for ErgoWorks Sdn Bhd. With experience of over 25 years, he has worked for companies from various fields.

Among his area of specialities are human factors engineering, industrial engineering, work physiology and occupational biomechanics.

This PDC aims to raise the awareness on the subject and provide guidance on assessment techniques to quantify risks associated with manual handling & awkward posture, in order for management to make necessary changes to working environment. It will also provide practical examples on control measures to reduce the risks. This interactive Workshop is definitely a must to attend in session to manage the ever-increasing WRMSD.

This PDC aims at examining professional ethics for the occupational hygiene profession, and for individual occupational health practitioners. Professionals from varied fields strive to maintain professionalism in all their varied activities; occupational health practitioners are no different. As the occupational hygiene profession matures, competence and ethical conduct is obligatory.

The rights and responsibilities of the occupational hygienist will be discussed from the perspective of the professional practice and morality; and the relationship between the occupational hygienist and the client.

As the occupational hygiene practice grows in leaps and bounds in the East, the applicability of the professional code of ethics which was developed in the West will be reviewed from a cultural perspective. Common ethical issues and challenges that may be encountered by occupational hygienists will be discussed along with the decision making process required to resolve ethical dilemmas.

This course is requirement for those intending to attain their Certified Industrial Hygienist (CIH) under the Americal Board of IH as well as Certified Professional Industrial Hygienist (CPIH) for Malaysia.

PLENARY 1: Chemical Management Compliance Enhancement Tools Abstract:

Dr. Majahar bin Abdul Rahman Director of Chemical Division Department of Occupational Safety and Health (DOSH)

Ir. Dr. Majahar Bin Abd. Rahman has been working with the Department of Occupational Safety and Health Malaysia (DOSH) since 1992, currently is a Director of the Chemical Management Division. He is holding PhD in Public Health from Universiti Kebangsaan Malaysia

(UKM).

He

received

his

Master’s

in

Occupational Safety and Health Management from Brunel University, London. He is actively involves in the occupational safety and health (OSH) policy development, enforcement and training activities particularly in the area of occupational hygiene and chemical management. He is also the deputy chairman for the proposed Classification, Labelling and Safety Data Sheet of Hazardous Chemicals Regulations, 2013 (CLASS) drafting committee and Guidelines on CLASS Regulations. Actively involves as a trainer in Globally Harmonised System on Chemical Classification and Labelling (GHS) and other OSH related courses organised by DOSH, government agencies and professional bodies. He also involves in OSH research especially in the area of action research.

Among research that he conducted are: Malaysian chemical supplier compliance status to Classification Packaging and Labelling of Hazardous Chemicals Regulations,

chemical safety legislation compliance among small and medium industry employers in Malaysia and OSH management status in banking and real estate industry in Negeri Sembilan.

Among issues related to occupational safety and health (OSH) in Malaysia are complying with chemical management regulation and been perceived OSH as complicated and costly. Based on input that obtain from various department activities such as workplace audit and enforcement activities, Department of Occupational Safety and Health Malaysia (DOSH) come various innovative measures to enhance the compliance to chemical management related regulation. Among tools developed by the department are Systematic Occupational Health Enhancement Level Programme (SOHELP), Simple Risk Assessment Control for Chemicals (SiRAC), Express Labelling Self-Assessment (ELSA), Express SDS Self-Assessment (ESSA) and Quick 2 Chem SAFE. It is believed these tools will have to enhance the chemical management standard in workplace and subsequently compliance to regulation and also can reduce the risk of workers which are working with hazardous chemical.

PLENARY 2: Exploring an Asian Way for Occupational Hygiene: Why and How? Abstract:

Professor Dr Park Doo Yong President Elect, IOHA President, Asian Network of Occupational Hygiene (ANOH)

Doo Yong Park is Professor of Occupational Hygiene at Hansung University, Seoul Korea. He received the MPH in Environmental Health from Seoul National University and Doctoral degree in Occupational Health from University of Michigan. He served as a Director General of Korea Occupational Safety and Health Research Institute for 2006-2008. Currently, he is the Vice-President of Korean Industrial Hygiene Association and the Vice-President of Korean Society of Safety. Also he is an advisor to the Ministry of Employment and Labour and to the Ministry of Security and Administration. Internationally, he has served on the International Occupational Hygiene Association (IOHA) Board for last 5 years. He is an International Advisory Panel of the Ministry of Manpower, Singapore. Currently, he is the Interim President of Asian Network of Occupational Hygiene.

Also he is the Secretary General of Asia-Pacific Association of Safety Engineering Society.

Recently occupational hygiene has been a big concern due to the rapid industrialization of Asian economies.

There is a lot at stake and the challenges are great.

Managing occupational hygiene in Asian economies requires tackling the whole range of issues from old-fashioned, well known health hazards in traditional industries to emerging, complex and still poorly understood health hazards in hi-tech industries.

Underreporting occupational injury and illness does not reflect the real situation appropriately. However, the development of occupational hygiene in Asia is still in its infancy. The necessary measures have not been well implemented yet to protect workers and the infrastructure for occupational safety and health are not prepared yet. Thus, we are all suffering from a lack of resources, especially experts. Occupational hygiene was developed and led by western countries and it has been just adopted it in most Asian countries. Recently it has been realized that something is not working well especially in the view point of field implementation and intervention. It might be because the measures we were adopting lacked an Asian perspective. Occupational hygiene is generally defined as ‘part science and part art’. The science is transferable between societies but then to implement measures it requires the art of understanding cultural and social context. To resolve this will require practitioners to consider the circumstances that are unique to each Asian country, such as high population, lower economic status, labour-intensive work, dynamic and rapid change, a health divide between rich and poor, diversity, a relationship-based society and high context language.

To achieve the ultimate goal of occupational hygiene, it needs to explore an Asian way with the Asian perspective. Some examples will be addressed in this presentation.

Occupational hygiene professionals are tasked with understanding, managing and preventing significant exposures that lead to adverse health effects. To a non-professional this may sound fairly simple in principle to achieve even across every industry throughout our world of diverse work and communities.

However in practice occupational hygiene requires strong leadership, communication and teamwork skills to drive changes that ultimately protect people and communities. It is not surprising that surveys of business and organizational executive confirm that employers want strong leadership and communication skills in their EHS professionals in addition to excellent scientific and technical expertise. Yet, many informal surveys of occupational hygiene professionals illustrate that most have extensive technical education but do not have formal “leadership” training.

Feedback from practitioners indicate that most obtain leadership skills are learned “on the job”, by “trial and error” and through mentoring with peers. Leadership is no different than any other set of technical skills; they can also be learned through effective training programs and professional development opportunities.

This interactive presentation will explore core concepts of leadership and opportunities to more formalize leadership training opportunities that will benefit every occupational hygiene professional and our global occupational hygiene profession.

Caroline Langley has 30 years’ experience working in occupational health, safety and environment across Australia. In her professional career, Caroline worked for Australia’s premier research agency CSIRO as a Health Safety and Environment Adviser and later, Corporate Manager of Health Safety and Environment.

As CSIRO’s Corporate WHS&E Manager, Caroline was responsible for a team of professionals providing policy direction and delivery of professional advice, to over twenty research Divisions located across sixty laboratories, research farms, and facilities across Australia. Caroline was a Director of IPM Safety, a WHS consulting company for 15 years. She developed and led IPM Safety’s occupational hygiene team and laboratory services, providing a full suite of professional occupational hygiene consulting and analytical services to clients in the mining, manufacturing, food processing, aquaculture, construction, utilities, fishing, shipping, R&D, government and education sectors. Caroline and her team maintained an absolute commitment to quality and professionalism and were the first Tasmanian company to achieve NATA accreditation for asbestos fibre identification; IPM Safety also hold accreditation for asbestos fibre sampling, and gravimetric analysis of respirable & inhalable dust. She has maintained an interest in laboratory safety for many years. She authored Chapter 10 ‘Occupational Health and Safety’, in Griffin D, 2005, Laboratory Design Guide, 3rd Edition, Elsevier Oxford. She has continued to provide professional advice to clients on laboratory design as well as safety in research, teaching and production laboratories. Caroline retired in January 2016. Caroline holds a Bachelor of Science from Sydney University, a Master of Safety Science from the University of NSW and a Graduate Diploma of Occupational Hygiene from Deakin University. She is a Certified Occupational Hygienist®; a Fellow of the AIOH®; a Chartered Professional Member of the Safety Institute of Australia, Inc; and a Full member of the Environment Institute of Australia and New Zealand. The Asian region is undergoing a massive change in focus from agriculture to manufacturing, to high tech manufacturing and knowledge intensive industries. Asia now produces one third of global GDP. In Australia jobs in traditional manufacturing, mining, quarrying, oil and gas are being replaced as the economy also transitions. What does this mean for the Industrial Hygiene profession? What do employers and employees need now to make their workplaces healthier and safer? This paper will examine some of the challenges our profession must face. Besides his official tasks, he is also the Committee of Malaysia Society Management for Occupational Safety and Health. He had represented PERKESO in various international seminars in London, Perth, Jakarta,Hong Kong, Singapore, China, Bangkok, Tanzania and Mauritius. He is a Certified Professional Trainer and Facilitator of University Malaya and Train the Trainer by HRDF.

Malaysia being a developed country has so many various agencies and organisations that look into the activities of occupational safety and health. The promotion of safety and health awareness is being done by various governmental agencies too and the lead governmental department that is responsible for this task is the Department of Occupational Safety and Health (DOSH). It is high time to see that all non-governmental agencies, societies and trade unions that are involved with this enormous duty of promoting safety and health at workplaces, homes and even schools, work together to strengthen not only health management but prevention of occupational injuries or diseases . A good suggestion is to have a Federation of OSH Organisations to be able to synergise and collaborate all activities on promoting occupational safety and health. There is MSOSH, MOSHPA, MONA, MIHA, OSHA, MIOSH (MIOSHNet) and many more including sectoral industries like CIDB, MBAB, mines, plastic industries etc.

Jamal Hisham Hashim is a research fellow and a professor of environmental health at the International Institute for Global Health, United Nations University (UNU). He was a former professor at the National University of Malaysia (UKM). Prof. Jamal obtained his PhD in environmental health from the University of Michigan. He has been teaching, conducting research and consultancy in environmental and occupational health at UKM and UNU for the past 33 years. His research interests are mainly on the health effects of heavy metals, pesticides, solvents, air pollution, risk assessment, and recently, climate change. He has been the principal and co-investigator of 18 research projects,

The mere presence of an environmental or occupational health hazard is not the only prerequisite that a health risk will be expressed. This is because the presence of a hazard as well as the nature of its human exposure will determine the expression of health risk.

The nature of the hazard is also determined by its dose and duration of exposure. As Paracelsus once aluded to, “The dose makes the poison.� To that, we now add the duration of the exposure dose. Therefore, hazard identification and exposure assessment are critical in toxicological health risk assessment. As for exposure dose, we need to be able to clearly interpret the relevance of both external exposure dose and internal dose. While we can relate external exposure dose to an exposure standard and potential health outcomes, the internal dose represents the relevant biomarkers for health effects. The bulk of toxicological data of an environmental or occupational hazard comes from experimental animal data. Very few were derived from human epidemiological studies. Moreover, more for environmental rather than occupational exposures, the most vulnerable populations are often least protected by our exposure standards and guidelines. On top of that, almost all of our environmental and occupational exposure standards and guidelines were adopted from overseas. Thus, we are faced with the uncertainties that relate to both interspecies and intraspecies variability in the expression of toxic effects. More research are needed to understand the complex linkages between hazards, exposures and health risk and effects, especially in the Malaysian context.

In recent years there has been an increase in the incidence of coal worker pneumoconiosis (CWP) globally. Of particular concern is the point that new cases include many relatively young miners under 50 years of age. This increase indicates a potential failing in current coal dust exposure controls and CWP surveillance. Potential issues include the need for improved health surveillance systems, increase in industry complacency, and innovative engineering approaches to coal mining that increase productivity and may have the potential to increase dust exposures.

Current health surveillance involves assessment of pulmonary function and chest x-rays which only identify disease after irreversible damage has already occurred. There is a need to develop new biological markers that will aid in the early, pre-symptomatic diagnosis of disease onset and identification of susceptible sub-groups within the mine workers population.

This paper will discuss the need for changes in how we undertake health assessments in the coal mining industry including the potential to develop a state of the art approach for evaluating the toxicology of coal dusts by simultaneous monitoring of particle composition and dose applied to human lung epithelial cells in a custom built exposure chamber, followed by molecular analysis for cellular damage/genetic susceptibility. This presentation will provide a review on the current state of knowledge that will be used in the experimental design for the project including; recent insights into CWP pathophysiology, current trends in particulate exposure chambers and selection of suitable human cell lines.

Many man-made activities have resulted in discharge of harmful chemicals into our environment and affected the ecosystem and human health. Since humans may be exposed directly or indirectly, the chances of adverse health effects are significant given that these hazardous chemicals can be in the form of solid, liquid or gases and able to enter into human body through ingestion, inhalation or adsorption. The monitoring of these chemicals is important since many have adverse health effects and some are classified as carcinogenic to humans. To provide a better understanding of the hazards and risks, a human health risk assessment (HRA) is necessary to gauge the level of risk on humans. The HRA includes hazard identification, exposure assessment, dose-response assessment and risk characterization. As an example benzene in residential indoor air and trichloromethane (TCM) in drinking water were selected to examine the practicality of this approach in the human environment. A probabilistic techniques was incorporated in the exposure and dose-response assessment which able to provide a range of data. Since the data are in the same units the risk characterization able to process which identify the possible adverse health effects on humans. The use of this technique does not involve the use of safety factors and more importantly it can assist in describing the variability and magnitude of risks on humans. This approach able to assist researchers and regulators in identification of significant health hazards and determines realistic goals in managing these hazardous pollutants in the human environment.

Problem Statement / Situation Leptospirosis, a zoonotic infection transmitted between animals or to humans caused by spiral shaped bacteria of genus Leptospira with possible fatal disease. The urine of infected animals can contaminate soil / mud and spread rapidly to human population through fresh water or flooding. A fatal incident due to Leptospirosis infection had occurred involving personnel worked for land seismic exploration project in Sarawak.

Methodology / Resolution Investigation on the incident had been carried out which include site inspection, interview with the relevant personnel and review of evidences. Root Cause Analysis (RCA) tool was used to facilitate analysis of investigation findings to determine the immediate, underlying and root causes of the incident.

Results Upon investigation, among the main root causes of the incident was due to absence of identification and assessment of Leptospirosis risk among the workers who might be exposed to potentially contaminated water at the field (survey areas). This has resulted in lack of emphasis and awareness on the precautionary and recovery measures required against Leptospirosis risk which has led to the unfortunate incident.

Discussion / Conclusion / Lessons Learnt From the findings, it is important to note that a comprehensive Health Risk Assessment (HRA) is essential to assess risk of all health hazards including biological agent that might be present at the worksite prior conducting any project. The HRA will be able to highlight the needs to enhance control and recovery measures to prevent adverse health effects among the workers. In addition, assessing risk to health hazards will require a competent HRA team, making reference to essential information e.g. epidemiology data of local area and syndicating with the right personnel to ensure comprehensiveness and effectiveness of HRA to be achieved.

Abstract The hearing threshold of young motorcyclists in Malaysia has never been investigated as well as the risk associated with noise induced hearing loss (NIHL). The aim of the study was to investigate the hearing threshold among young motorcyclists in Malaysia, along with identifying noise induced hearing loss and to compare the noise threshold with non-motorcyclist. The cross sectional study was carried out on total 62 participants (31 motorcyclists and 31 non-motorcyclists) consisting of exposed and unexposed group. The audiometric testing was conducted at various frequencies included 500 Hz, 1000 Hz, 2000 Hz, 3000 Hz, 4000 Hz, and 6000 Hz in a soundproof audiometric booth. The results showed motorcyclist right ear hearing threshold at 4000 Hz as computed with a t-value of 3.79 (34.65) 95% of CI; 6.23 (3.07;10.17) with p-value=0. 00. For left ear t-value of 5.40 (1.78; 9.01); 95% of CI; 3.02 (40.87) with p-value= 0.00. The significant association was found with noise induced hearing impairment as x2= 4.24, p<0.04 were 54.84% motorcyclist and 29% of non- motorcyclists were identified with hearing impairment at a hearing threshold of 25 dba at 4000 Hz. Thus, young motorcyclists do experience noise induced hearing loss. Further investigating is required for the critical analyses of noise source mechanisms such as aerodynamics sources and engine noise and there possible reduction solutions concerning the health safety of the young riders.

Problem Statement/Situation Arising from various incident related to fatigue occurred externally and within PETRONAS, technical guidelines on fatigue management has been establish that specify the requirement to complied by site. While detailed program such as site procedure and training modules has been develop to comply with the requirements, there a need of a program to control, verify and monitor the actual compliance.

Methodology/Resolution Downstream FMP taskforce comprises of Downstream (OH), PCG HSE (IH), PCG OeXMS team, PCG TACS and PCG OPUs has been formed reinforce the FMP for PCG. FMP plan is developed that consists of conducting gap assessment thru survey, group workshop to pilot and syndication with various stakeholder to determine the adequacy of the propose solution.

During the gap assessment or survey, feedback from site is collected on site procedure, communication/ training, contractor tracking, shift tracking and KPI. After which an analysis is performed to determine issues that need to be mitigated and proposed solution to tackle the common issues.

Once the proposed program is ready a group workshop is conducted to pilot the program and gather feedback on what to be improve before deployment to all site.

Thorough out the program duration various syndication is conducted to gather feedback on the solution and buy-in from the stakeholder.

Results PCG FMP is established with a standard governance in managing fatigue, group wide IT tools and simplified awareness pack that provide the avenue to control, verify and monitor the actual compliance in group wide for all 10 site.

Discussion/ Conclusion/Lessons Learned While there still issues to ensure total compliance, the program basically assisted the compliance for PCG, with teamwork and communication especially being open is the key to success and finding the Win-Win situation.

HEAT STRESS RISK ASSESSMENT METHOD Dr. Nelbon Giloi

Introduction Warm or hot environment affects workers. It not only affects worker’s work quality and productivity but it can also compromise their safety and health. It is a legal requirement that employers provide a safe working environment for their workers and therefore has to take practicable measures to ensure workers are protected from excessive heat exposure while at work. The normal human body temperature required for normal functioning is 37°C. Any change to this will alter the body’s physiological function. Heat stress is a sum of heat load contributed by work, environmental factor and clothing, while heat strain is a physiological interaction that is a due to heat stress. The purpose for this study is to describe a method that can be used to conduct risk assessment on heat stress at workplace.

Methodology A road construction site and a kitchen in a restaurant were chosen as site models for this assessment study. This study focused on two main factors namely environmental and personal factors. The parameters for environmental factor are air temperature, radiant temperature, humidity and air movement, while personal factor are the amount clothing and metabolic rate. The assessment tool used was from the Health Safety Executive, UK and it qualitatively measures both factors. Air temperature is scored -1, 0, 1, 2, 3 and 4 accordingly, where the minimum score of -1 indicates cool temperature and the maximum score of 4 indicates hot temperature.

Similarly, radiant heat to which workers are exposed to is scored from -1, 0, 1, 2, 3, 5 and 6. The minimum score of -1 indicates that objects near to the worker is colder relative to the surrounding air temperature. The maximum radiant heat score is 6, where a worker will have to be putting on device or devices s to protective themselves from the surrounding heat. The score given for air movement is -3, -2, -1, 0, 1, 2, 3, 4 and 5. The minimum score of -3 indicates greater cool air movement whereas the maxmium score of 5 indicates high hot air movement. Humidity score is 0, 2, 5 and 6. The minimum score of 0 indicates low humidity or the air is dry, wheres the maximum score of 6 indicates that a protective device that is permeable to humidity is required. The score for clothings is -1, 0, 2, 3, 5 and 6. The minimum score of -1 indicates a worker wearing T-shirt and no personal protective device used. The maximum score of 6 indicates that the worker is wearing clothing that covers the whole body including the head and the use of gloves.

The metabolic score is -2, 0, 2, 4 and 6. The minimum score of -2 where the worker’s task is sedentary. The maximum score of 6 indicates high metabolic rate such as walking at a speed of more than 6.4km/hr and the tasks requires it to be done at maximum speed.

When there is less than three parameters scoring more than 1, furhter heat stress measurement is not indicated, whereas if any parameter scored ≥5, expert advice and detailed investigation is required.

The heat stress assessment indicated that workers at the road construction site as well as in the restaurantâ&#x20AC;&#x2122;s kitchen is exposed to heat stress risk. This is because both sites has more than three parameters having the score of more than 1. However, physiological monitoring is required only on worker at the road contruction site. This should be carried out preferably by a competent person.

Conclusion: Heat stress assessment is important to identify risk of heat stress in a work place. This method is simple and easy to use and it helps to quickly carry out a comprehensive monitoring and prevention of heat stress related illnesses in the work place.

Problem Statement/Situation Plant Turnaround is a major maintenance activities to meet regulatory requirements and to rejuvenate plant performance. It involved more than 5000 workers at site with multi-background of work experience/ competency, culture and behaviors. There are many challenges in implementing health programs in term of technical and managerial during rigid / tight schedule, non-routine / first time tasks with uncertain level of exposure to chemicals, fibre/ dust and noise.

Methodology/Resolution High risk activity and challenging working environments during TA requires robust planning, coordination, conflict management and smooth execution to protect workersâ&#x20AC;&#x2122; health and safety.

Comprehensive documentation including tender documents, HSE plan, procedures, risk assessment with specific control measures were developed. Stringent supervision on the implementation of identified control measures during turnaround through continuous audit and inspection to ensure compliance. In case of any non-compliance occurred, immediate corrective action was conducted and consequence management applied Results Structured health management program during turnaround contributed in meeting turnaround HSE KPI, low number of health issues such as overexposure report and improved non-compliance cases on health.

DESIGNING A “HEALTHY” OIL AND GAS PLANT Zulfikar Said, PETRONAS

Abstract PETRONAS implements structured Health Risk Assessment (HRA) across its operations in reducing the risks of occupational illnesses. Among the main findings from the HRAs are the potential of over-exposure to highly toxic chemicals or carcinogens, noise and ergonomics especially manual handling. Even though these health risks are managed using controls such as ventilation systems, administrative and Personal Protective Equipment (PPE) during operation, identification and evaluation of these risks and their relevant controls during design stage is still the most efficient and cost effective approach.

With this in mind, PETRONAS took a proactive measures in establishing and implementing IH standards during design stage in the development of its mega project, the Refinery and Petrochemical Integrated Development Project (RAPID) in Pengerang, Johor.

This paper describes PETRONAS’s strategy in establishing IH standards as project specification, such as the requirement and methodology in conducting HRA in design, chemical compatibility study, design of chemical storage, equipment noise specification including noise dispersion study, HVAC system in building and Human Factor Engineering (HFE), which relates to ergonomics. Several case studies that explained the success of the identification of health risks and engineering controls during design are also included.

These controls are later executed during construction and tested for their effectiveness and efficiency.

This paper also describes the challenges and lesson learnt in implementing the strategy, which include the need to work with various disciplines such as engineering, operation and maintenance as some IH standards are embedded in other project specifications, as well as introducing some relatively new standards to the project environment such as HFE.

Problem Statement/Situation Asbestos is a known carcinogenic substance that can cause asbestosis. One facility in East Malaysia has identified that it have asbestos containing agent in it facility. Challenges for the safe removal are due to limited credible service provider for asbestos removal and to ensure the removal activities conducted without interruption to plant operation Methodology/Resolution Asbestos abatement project kicked-off on March 2013. Comprehensive documentation including tender documents, HSE plan, procedures, Job Hazard Safety Analysis (JHSA) with specific control measures were developed. Stringent supervision on the implementation of identified control measures during the abatement work through continuous compliance audit and inspection to ensure compliance. In case of any non-compliance occurred, immediate corrective action was conducted by project team and consequence management applied.

Results Project concluded in December 2014 with zero incident, injury and overexposure to asbestos.

Discussion/ Conclusion/Lessons Learned There is a need for Malaysia to establish asbestos removal guidelines for industry reference.

CLASS 2013 - MANAGING NEW REGULATION COMPLIANCE Herdawati binti Munawar, PETRONAS

Problem Statement/Situation CLASS 2013 was gazetted on 11 October 2013 with the full enforcement by DOSH starting from 16 June 2015 onwards, a year after the ICOP was launched. While detailed plan and structure has been developed especially to ensure product compliance to the requirement, there is a need to verify and monitor the actual compliance.

Methodology/Resolution Downstream/PCG team comprises of HSE (IH), Innovation (PSRA) and PCG OPUs have executed PCG CLASS 2013 compliance program. The program consists of activities of survey, compliance verification, tracking, syndication and periodic update to the management.

The survey provides overview of current compliance status and avenue for self-assessment which consists of elements on product and site compliance readiness.

Results All 32 compliance readiness issues were identified and resolved within 8 months.

Additional control measures were also implemented group wide on chemical audit and chemical entry compliance.

Discussion/ Conclusion/Lessons Learned Implementation on new regulation requires robust planning, syndication, teamwork, continuous tracking, follow-ups and enormous effort.

Abstract Medical surveillance comprises of collecting, collating and analyzing data on the health of the workforce with the aim of promoting health and preventing disease. Medical surveillance in the workplace is usually targeted at early diagnosis and management of occupational illnesses. Medical surveillance comprises of biological monitoring and health effects monitoring.

Biological monitoring is conducted by measuring the chemical substance or its metabolite in biological material e.g. blood, urine, exhaled air, adipose tissue and saliva to provide a quantitative estimate of its uptake into the body by all routes of exposures. It is a measure of exposure or body burden and is intended at ensuring exposure, both current and past, of the worker is not harmful to the health of the worker. It is targeted at detecting potential excessive exposure before adverse health effects occur. To strengthen biological monitoring a better understanding of all routes of exposure and the toxicokinetics and toxicodynamics of the chemical is essential. Improving prevention of occupational disease requires the development of more valid tests for exposure monitoring and reference values e.g. Biological Exposure Indices (BEIs) â&#x20AC;&#x201C; ACGIH and Occupational Exposure Limit Based on Biological Monitoring (OEL-B). The reference values must be at or below levels at which adverse health effects do not appear in most workers who are exposed to the chemicals.

Health effects monitoring is conducted by history taking e.g. medical, occupational and social; physical examination; functional testing of the system involved e.g. lung function testing, audiometric testing, neurobehavioral testing and radiological examinations e.g. chest xrays. Medical surveillance in the workplace in Malaysia is conducted by occupational health doctors (OHDs).

Strengthening medial surveillance would require both employers and OHDs to be aware of the regulations and guidelines related to medical surveillance. It would also need employers to be committed to comply with the regulations. OHDs would need to have the necessary skills and proper testing equipment as well as access to certified laboratories to analyse the samples sent. Analysis of surveillance information needs to be carried out and interpreted by experts who are familiar with occupational illnesses. They should be able to help decision makers to draw correct conclusions to make future predictions on the best medical surveillance approach to ensure early diagnosis of occupational illnesses.

Abstract The development of knowledge of occupational hygienists has taken many leaps and bounds over the last 50 years. The first system that assessed the knowledge of potential occupational hygienists was the system developed by the American Board of Industrial Hygiene (ABIH) which was developed in 1963. Abstract With the upcoming ISO 45001 Global Standard for Occupational Health & Safety (OH&S), it will be even more important ot have in place an efficient, sophisticated and highly integrated solution landscape, to unite all aspects of EHS and to facilitate a smooth integration of the core processes of an operation. There are several major pitfalls that might occur during the setup of an Environment, Health & Safety (EHS) management system or, more generally, during the various phases of EHS organizational planning or implementation. The intricacy of EHS and its many functional areas means that a wide range of stakeholders come into play, each with their own set of objectives and functional expertise. And although the functional areas of EHS are to a certain extent separate, there is nonetheless a high degree of interdependency and interaction between them. With ISO 45001, there will be in the future a standard that defines many aspects of EHS. And this coming standard even more imposes the need to incorporate all relevant stakeholders (management, safety engineers, industrial hygienists, occupational health practitioners, HR, auditors, etc.), to assure smooth info flow across the organization, and to assure seamless processes bridging organizational barriers. ISO 45001 increases the importance to design a holistic EHS solution landscape with all relevant aspects and with all necessary integration points into the core ERP of an operation. A patchwork of point solutions and functions to cover singular aspects of EHS is bound to fail. The positive aspect: ISO 45001 creates in the end a global standard as foundation stone on which corporations can roll-out globally EHS strategies and IT solution approaches.

Abstract Abstract: Musculoskeletal disorders (MSD) have become a major occupational health issue as the number of cases continue on an increasing trend worldwide. Office ergonomics was found to be a significant finding from a Health Risk Assessment conducted for an oil & gas company. A 4 prong intervention strategy was developed with the objective to improve employeeâ&#x20AC;&#x2122;s awareness & practice of ergonomics in the office setting and ultimately prevent long term MSDs. The strategies involved setting standards for IT & furniture, establishing and implementing self-assessment checklists, intensifying ergonomic awareness as well as management of ergonomic cases. With collaboration from IH experts and stakeholders from various businesses and divisions within the corporation, a revised guideline on ergonomics and a detailed program for implementation was developed. However, with the oil & gas industry being in difficult times, some resourceful means of implementing the program were taken in order to achieve the objective without incurring a major cost impact. This paper aims to document and share some significant actions taken such as the development of a self-assessment checklist in-house for a fraction of the cost it would have taken had it been outsourced, focusing on training change agents and employees to make use of the full potential of available furniture instead of purchasing new furniture, making provision of computers fit for purpose rather than in accordance to position as well as establishing simple, cost-friendly options of standard peripherals to make laptop use more ergonomic.

Abstract Computer work is common at shared service centres and employees are exposed to risk of musculoskeletal symptoms. Although employees at this service centre had already been advised to complete an ergonomics self assessment using a checklist and consult an occupational health doctor if symptomatic, almost half participants responded they were either unaware or unsure of the companyâ&#x20AC;&#x2122;s ergonomics self assessment checklist and all did not mention consulting an occupational health doctor if symptomatic.Most participants had at least one musculoskeletal symptom. The main location of musculoskeletal symptom reported was shoulder, neck and lower back. This was consistent with main location of musculoskeletal symptoms reported due to work which were shoulder, neck and lower back. Most of the musculoskeletal symptoms affected wellbeing at work and almost half were at least moderately severe. The incorrect posture often observed were: upper arm not close to body, shoulder not relaxed and hand not in-line with forearm.. The musculoskeletal symptoms reported were consistent with observation of incorrect posture. There is an urgent need to enhance the effectiveness of the ergonomics program at this service centre.

Abstract The United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS) provides a harmonized basis for globally uniform physical, environmental, and health and safety information on hazardous chemical substances and mixtures. The GHS document, addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements, including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling, transport and use of these chemicals. The GHS was adopted by the United Nations in 2002 and is updated periodically on a once in two yearâ&#x20AC;&#x2122;s basis. It is a basis for harmonization of rules and regulations on chemicals at national, regional and worldwide level, an important factor also for trade facilitation. Whilst government, regional institution and international organization are the primary audiences for the GHS, it also contains sufficient context and guidance for those in industry who will ultimately be implementing the requirements which have been adopted. In Singapore, the GHS implementation efforts started in 2005 and many other countries around the world have their own infrastructure to implement GHS. A national level taskforce comprising various key government officers and industry professionals was formed to map and align the implementation of GHS and chemical management in Singapore. The common problems and challenges encountered durin implementation will be discussed. Singapore has developed a chemical management programme at the workplace to ensure safe use, storage, transport and disposal of chemicals with the use of an internationally-harmonized approach to classification and labelling via the use of safety datasheet for managing chemical risk at the workplace.

Bio-data of Podium speaker: Veronica Chow, is a Principal Specialist (Inspectorate Specialist Group -Systems and Occupational Hygiene), Occupational Safety and Health Inspectorate Department, Ministry of Manpower Singapore (MOM) since 2000. She is a deputy co-chair of the National GHS Implementation Task Force since 2005 to implement GHS in Singapore. She initiated and implementing the National Management of Hazardous Chemical Programme in Singapore. Veronica has served as a convenor for both reviews of the Singapore Standard on 2008 and 2014 in SPRING Singapore. She led the working groups on the review of Singapore Standards SS 586 on the Specification on Hazard Communication of Hazardous Chemical and Dangerous Goods. Also, she is active in Occupational & Environmental Health Society (OEHS), Singapore where she serves as an executive committee in the term 2014 till now. Veronica holds a Master of Science in Safety, Health and Environmental Technology from the National University of Singapore and a degree in Chemical Engineering from the University of Leeds, UK.

Abstract N-hexane is regulated under the Schedule 2 of USECHH Regulations 2000 and present a significant health risk to lab personnel in the palm oil mill industries. Representative samplings result of N-hexane exposures are paramount for the health risk management and to prevent ill health to the exposed employees. The characteristics and main contributors to the exposures are very important information in managing the control measures to reduce exposure to as low as reasonably practicable.

We wish to share our findings and conclusions based on eleven (11) years of experience in conducting the chemical monitoring of N-hexane in the palm oil mill industries. We had studied all previous chemical exposure monitoring results between year 2009 until 2016 involving fifty-nine (59) palm oil mills. Based on the results, we wish to highlight the characteristics and main contributions to the exposures. We had also compared the results with the control measures used. The effectiveness of existing control measures in the laboratory also influence the exposure level of N-hexane.

Higher volume N-hexane usage resulting in higher exposure where the workers may exposed from the start until the end of oil extraction analysis. The highest exposure is at the end of analysis which contribute 70% to 90% of the 8-hour Time Weighted Average (TWA). Besides, N-hexane is quickly distributed to the whole area where area sampling result can be higher than personal sampling result.

Therefore, sampling strategies recommended are personal sampling of full period to compare with Permissible Exposure Limit (PEL), short-term sampling during taking out of thimbles to compare with Maximum Exposure Limit (MEL), and area sampling where N-hexane handling is present. The control may focused more on short-term sampling as most of the exposure contributes during the task.

In conclusion, room isolation is not the best control, but widely practiced. Thus, we proposed several options for control to reduce the exposure of N-hexane. Best sampling strategies also may represent the real N-hexaneâ&#x20AC;&#x2122;s exposure.

Abstract Accidental or intentional chemical poisonings with organophosphorus pesticides (OP) may entail significant dermal exposure to ambulance workers handling victims. Although disposable gloves are routinely worn, the level of chemical protection afforded by these gloves is unclear. In this study, the influence of chemical concentration, temperature and duration on glove permeation were investigated for diazinon, a commonly used OP. Neoprene (0.07 mm) and nitrile (0.11 mm) gloves are used by South Australian ambulance personnel and were tested individually and in combination. Experiments were conducted using standard permeation cells with chemicals analysis via HPLC-UV. Increased permeation was observed at high temperature (45°C) and concentration, over the 4-hour exposure. Gloves in combination performed better than neoprene gloves, and nitrile gloves respectively. Double gloving practice is recommended, with frequent change, especially when working in warmer conditions.

Abstract Industrial hygiene as a science has been known in Indonesia a long with occupational safety and health growth since 70s. However, industrial hygiene profession has been formally recognized in Indonesia through the Ministry Manpower & Transmigration Decree No. 209 Year 2008 regarding Indonesian National Working Competency Standard which stipulate the competency requirements for Industrial Hygienist. The competency levels are divided into three categories; which are basic, intermediate, and advance levels. As of to day, there are about 700 people have been certified.

The need of industrial hygiene implementation in industries is required by the Indonesian regulations. Even though the regulation is not the main and only driver; for sure the need of industrial hygiene will be increased significantly in the future. Indonesia population is around 256 million people or the 3rd most populated country in Asia. About 50% of the population is working age. The industries range from big scale industries (absorbed 48,85 millions workers) to small medium scale industries (absorbed 72 million workers).

Indonesian Industrial Hygiene Association (IIHA) is a non-governmental organization (NGO) established on January 12, 2016. IIHA has become IOHA and ANOH members, and currently has about 360 members who come from various industries throughout Indonesia. IIHA strategic goals for 2016-2019 include: increase industrial hygiene awareness; improve competency; and enhance networking & collaboration to extend IIHA influence.

Abstract With informal workers comprising a major component of many countriesâ&#x20AC;&#x2122; workforce, improving their health & safety and working & living conditions is a major challenge for global Sustainable Development Goals (SDG).

Informal workers who range from rural agriculture workers to waste pickers in streets and domestic workers in homes are a significant but unrecognised sector of most economies.

They are generally marginalised in health & safety policy and programs due to their working conditions not receiving regulatory attention and their productivity and resources undervalued.

In addition to poverty and other socio-economic factors, informal workers face a number of barriers in accessing health services. Occupational health (OH) services which are generally accessed by only a small % of the global workforce are virtually unavailable for informal workers. These include the preventive tools of occupational hygiene and ergonomics that can (a) make workers better aware through hazard identification and its communication, (b) mitigate unsafe exposures with risk of injury & illness and (c) improve their working/living environments.

There is increasing attention and efforts to deliver basic OH services to informal workers.

This presentation will review strategies and innovative approaches taken recently in some emerging economies and discuss activities of the SCOHSSEIS to collaborate and build capability in OH among informal sector participants. *International Commission on Occupational Health (ICOH)

Abstract In early in 2016, four cases of loss of vision by airborne methanol exposure were found in the small and medium sized industries where aluminum parts were manufactured by using computerized numerical controlled (CNC) milling machine. To manufacture aluminum parts of the newest smartphone such as buttons, the High Speed Machining (HSM) is used.

For the HSM, ethanol is generally recommended as a coolant. Methanol can be also used.

However, it is not recommended to use methanol since high exposure to methanol provoke serious health problems such as damage of optic nerve or loss of vision. If there is no proper control measures such as a local exhaust ventilation systems, the airborne concentration could be extremely high since the sprayed alcohol into the drill bit of the CNC machine would be completely evaporated right away. Recently methanol poisoning cases were found in some small sized industries where methanol is used instead of ethanol because the price of ethanol is 2 or 3 times higher than methanol. In this presentation, this tragic case will be introduced.

RESPIRATORY HEALTH ISSUES IN DAIRIES A/Prof Sue Reed1, Dr Margaret Davidson2 1. Edith Cowan University (ECU) 2. Western Sydney University Abstract It has long been accepted that working on farms may negatively effect of the respiratory health of farmers and labourers (Reed, 2003; Reed et al, 2006). Exposure to a range of airborne contaminants has been shown to cause a number of adverse respiratory conditions in dairy industry workers including hypersensitivity pneumonitis, chronic obstructive pulmonary disease (COPD) and chronic bronchitis (Reynolds et al. 2013). Over the last 25 years, little research has been undertaken in the South East Asia region, other than basic aerosol exposure assessments of a small number of Australian dairies (Reed, 2003; Reed et al, 2006; Reed et al, 2015).

This paper will discuss the main issues relating to the potential respiratory health impacts of exposure to airborne contaminant in the dairy industry with suggestions on which issues are the most important at present, and how the workplace could be improved in the future.

Area noise monitoring was carried out to determine the high risk area(s) in the company that is exposed to noise. Personal noise monitoring was also conducted among the exposed workers. Questionnaire on demographic information of the workers including their medical history was obtained. Besides, secondary data on the workerâ&#x20AC;&#x2122;s individual audiometric assessment was also collected from all the SMEs under study (altogether 18 throughout Malaysia). The findings showed that 5 out of 18 SMEs were identified to be at the measured area noise level of greater than 90 dB(A) - this is not in compliance with the FMA (Noise Regulation) 1989. Our study also revealed that there was a significant correlation (r =0.469, p = 0.003) between the area noise monitoring and personal noise monitoring. Based on the survey conducted, there were complaints from the workers on sudden hearing loss, ear pain and ringing sound in ears suffered throughout working in their current company.

Abstract It is important for every industry to understand the greenhouse effect which has high global warming potential (GWP) if released to environment. In semiconductor industries, per fluorinated fluid is largely used at hermetic product leak test process in which contributes to one of the highest emission of greenhouse gas annually. Substitution or proper engineering solution needed as part EHS NXP Semiconductor strategies to reduce chemical exposure and GWP annually. Emission from the process can be divided into two parts. Firstly due to diffusive loss as some of the vapor escaped from the vapor zone through uncontrolled opened container. Secondly from drag out loss from the evaporation fluid from the remaining on units and tray after leak test. One simple way to move forward to control the emission in environment with reduce cost operation is by capturing vaporized solvent through cooling process and recycle it in close loop system by distillation. Capture will be done using primary cooling coiling placed at saturated vapor zone. Freeboard design need to be considerably high with secondary cooling coil to avoid any escape of uncondensed vapor. Captured condense liquid will be separated from water before reflowed back to the tank. Theoretical studies have been conducted from perfluorinated fluid manufacturer and it shows with proper design recycle of this solvent can be achieved by 95 % per week in idling emission rate. In conclusion, this method is better than using scrubber through incineration which lead to high space foot print, cost and increase in global warming potential. By avoiding incineration, we avoid thermal decomposition which lead to release of hydrogen fluoride gas from per-fluorinated fluid.

Data was collected through literature, case reported in DOSH website, document analysis and observation at field by using triangulation methodology in qualitative research model. It was found out there are increasing trend on the reported cases related to dust explosion at workplace. This trend does confirm the study that dust explosion incident is becoming threat in making industry to operate in sustain manner. Nevertheless, in Malaysia, there are still lack of awareness in understanding dust explosion incident by industrial practitioner. This is where the researcher has start an initiative in developing a local database comprising all over the world cases study and compilation will ease industrial sharing in term of lesson learn and this database known as UMP-DEx database. A CASE STUDY ON THE VENTILATION IMPROVEMENT OF MIXING ROOM IN THE PAINTING PROCESS Hoe Kyeong Seo, Se-Wook Song Occupational Safety and Health Research Institute, KOSHA Introduction Paint mixing is a common industrial process in many industries, but workers may be exposed to various chemicals and there is a risk of explosion or fire in the paint mixing spaces. Therefore, ventilation system of air supply and exhaust is essential in order to prevent the workers exposed to these hazards. General ventilation with supply and exhaust system is mainly used to dilute the concentration of the chemical vapor in the mixing room. Particularly, to understand the performance of general ventilation in the mixing room, it is necessary to determine the air flow rate of supply and exhaust and the direction of air flow. For that purpose, field measurements and numerical simulations of ventilation in a real size mixing room have been carried out and the results are presented in this study. The accuracy of the simulation was finally evaluated by comparing its typical results with those of field measurements.

Methods The mixing room is of 50 m long, 12 m wide and 7 m high and it is divided into a mixing zone and the coating container storage areas with supply and exhaust system. Air supply ports were two lines on top, the exhaust ports were located on both the lower side of room. The upper air supply was air coming out from the side of duct. Spot cooling was located in two rows in the middle of the aisle for summer cooling.

The main contents of this study are following; (1) Field measurements of ventilation system in the mixing room - Check exhaust air flow through the smoke test - Measurement of supply and exhaust air flow through hot wire anemometer (2) Numerical simulation of air flow velocity and spreading vector - Measurement size and sketch geometry of mixing room - Check air flow using computational fluid dynamics(CFD) with the standard Îş-epsilon turbulence model Results As a result of measuring a flow rate, exhaust flow rate was 650 m3/min and total supply flow rate(including spot cooling flow) was 900 m3/min. Supply air flow rate was found to be significantly more than the exhaust flow. It was confirmed that the smoke was not smoothly sucked into the vents through the smoke test. Mixing room was kept at a positive pressure state because air supply flow rate was more than the exhaust rate.

Exhaust ports were clogged with paint containers such as drums, so it interfered with smooth exhaust air flow.

The simulation was conducted to determine the air flow inside the mixing room.

According to the CFD results, it was confirmed that the dead zone of air flow and large vortex had occurred in the room. The solvent vapor will stay in the room because the room air under the influence of the eddy current circulates respectively on the both sides of room. As a result of the velocity contour and vector in the room, the air flow of mixing section was being spread in the paint storage areas because of excessive supply air flow and strong velocity(9 m/s) of spot cooling. That is, the solvent vapor in the mixing zone can be spread into the paint storage areas.

To solve this problem, an increase of the exhaust flow rate or review of the supply air flow rate is required to match the supply and exhaust flow balance. It needs to replace the air supply downwards, not sideways, and adjust the spot cooling inlet angle to minimize the vortex and dead zone area.

Conclusion This study showed that the flow rate and type of supply and exhaust is important in order to improve the effectiveness of the general ventilation. When designing a general ventilation system, the direction of the air supply and exhaust also needs to be considered to minimize the vortex and dead zone area.

REVIEW OF THIRTY EHS INDEX BASED METHODS IN CONCEPT OF EHS EVALUATION Jahyun Ryou, Jongryeol Sohn, Sanghoon Byeonâ&#x20AC; Department of Health science, Korea University, Seoul, Republic of Korea Abstract A number of simplified index methods have been developed in literature to prevent and be prepared chemical accidents in concept of inherent evaluation. For the purpose of developing risk index which is suitable in Korea, it is required to developed indices and their parameters(variables). In this paper, thirty index based inherent assessment methodologies were selected and only formula based. Indices are classified into three different aspects(Environment, Health, Safety). For environmental aspects ten index based methods were chosen. The methods evaluate environmental vulnerability, impacts of chemical accident on environment. For health aspects eight index based methods were chosen and these methods focused on human exposure and toxicity. For safety aspects twelve index based methods were selected and mainly includes process variables, safety responses. It was figured out these index methods have each aspect but also have several parameters in common such as material properties. Then the results suggest the combination of those aspects to exploit sub-indices and can propose a conceptual outline for developing Risk Index for preventing and being prepared chemical accident.

ANALYSIS OF TWO-IN TWO-OUT POLICY FOR FIREFIGHTERS RESCUING TEAM ByeongNam Lee1, Taesun Kang1‡ Department of Environmental& Safety Engineering, Ajou University, Suwon, Korea Abstract While a field of job roles and fire service are becoming more diverse, a problem of labor shortage is still raised as there are only 40,406 firefighters (483 at national level, 39,923 at local level)based on a report from 2014.Moreover, their working condition is found to be very poor in terms of safety management. Also, 33 firemen have passed away on the job and 1,596 been injured in last five years. Based on this trend, there were case studies on what causes accidents and how to solve, but the perception of system improvement and identifying the specific workforce to prevent accidents at workplace are lacking.

The purpose of this study is to do a survey on whether Two-in Two-out policy is being implemented at firefighters’ workplace. It also proposes the need to discover and improve the current problems. A questionnaire targeting a total of 39,323 firemen was available through the internet from August to September in 2015. 9,149 of them have participated and SPSS 23.0 ver for windows (IBM) was used to derive statistical analysis of the answers.

Survey of “Finding out existence of a special team designated to rescue firefighters under isolation and state of crisis at fire and disaster scene” is carried out to identify Two-in Two-out policy for firefighters rescuing team. As a result, 2,750 out of 5,876(45.8%) respondents said ‘there is no such a team’ while there are only 575(9.8%) people who believed that the team is existing‘. Analysis by regions from Seoul to Jeju and by scale of fire departments also added weight that rescue teams are not operating properly. Based on the outcomes, improvement in regulation is needed to solve labor shortage and functioning problems of rescue team at workplace.

A COMPARISON STUDY OF MANAGEMENT SYSTEM FOR ACUTE POISONING MATERIAL IN KOREA Hyelim Lee Occupational&Environmental Health Lap., College of Health Science, Korea University, Seoul, Korea Problem Statement Acute poisoning describes the disease state that result from toxicity substance exposure in a short period of time. Lately chemical accident that is occurred by methanol, acrylamide become a social problem in Korea. This study present the acute poisoning substance need to management through analysis of mandatory control situation of material and risk assessment.

Preferentially these two substances are needed to draw up management plan, and regulation of materials that caused acute poisoning should strengthen in order to minimize acute poisoning.

Abstract Indoor air quality is a major concern to businesses and especially, employees because it can impact the health, comfort and productivity. A 1989 EPA Report to Congress concluded that improved indoor air quality can result in higher productivity and fewer lost work days. According to data from the National Statistical Office in Korea, the number of office jobâ&#x20AC;&#x2122; workers is increasing year after year from 2005. So, we conducted survey on indoor air quality in three different districts such as office in the big cities, innovation city of nation, workplace (factory). Temperature, Humidity, Airborne bacteria, Airborne fungus, CO, CO2, PM10, O3, NO2, TVOC, HCHO were measured with questionnaires for the employees in each building. A total of 31 offices with 270 employees participated in the present study. The most of these correlations were observed for indoor air concentrations lower than those specified in indoor air quality guidelines(IAQGs).

STUDY ON MEASURES TO ACTIVATE LOCAL EMERGENCY PLANNING COMMITTEE HaeRyeon Jung1, Taesun Kang1‡ Department of Environmental& Safety Engineering, Ajou University, Suwon, Korea Problem Statement The chemical industry of Korea is in the top 7 of the world, and is also the central of the national industries. However, accidents like Gumi Hube Global in 2012, Hwaseong Samsung hydrofluoric acid leakage fire in 2013 keep occurring, which threatens the safety and heightens the tension of the business site and the residents. In this fashion, the government of Gyeonggido has proactively enacted the Toxic Chemical Control Act in August, 2013. Hence this study aims to eliminate the tension the residents have regarding chemical accidents and suggest how it could be effectively managed with Gyeonggido Regional Council, which was the first to be instituted.

Methodology The study was conducted accordingly; First, domestic and international case studies Second, Local council constitution public opinion and surveys on target locations Third, Case studies of the developed countries.

For the case studies, we studied the response policies for chemical accidents and its safety management system of the main countries and analysis on the local bylaw regarding chemicals in Korea, and Seveso directive of EU, and LEPC of the US. For the surveys, it was focused on the public opinion of the residents about the business site that handles the chemicals in scale and the chemical accidents, their requests for improvement of the site, and the council’s interests. For the last case, it intended to understand the difference between German companies, Basf and Siemens by visiting their sites, and Korean companies.

Result/Discussion As a result of domestic bylaw analysis, 11 regions in total has enacted the bylaw after Gyeonggido’s Chemical bylaw. In a case of Yeosu, the bylaw is in progress of enaction, and the number is expected to grow. However, as a result of the surveys, the locals have anxiety relating to the chemicals and distrust the corporates, which was different from the corporates’ standpoint.

According to Gyeonggido Chemical bylaw article 16, there is necessity for its enaction and enforcement of the national’s first ‘Regional Council’, for the local governments to conduct Chemical Control Act article 12 and 41 effectively, because it is needed to open up the information of the chemicals to the residents and discuss the particulars of the emergency evacuation plan. The Regional Council guarantees the right for the residents to know the status of the chemical substances and induces for them to participate in the process. From the overseas cases, this institution is evaluated to be the most effective, hence the application in Korea should be examined.

IMPROVING CHEMICAL TRANSPORTATION RISK INDEX BY ANALYZING TREND OF DANGEROUS GOODS TRANSPORT Teagyun Han, Jong Ryeul Sohn, Sang Hoon Byeon Occupational Health Lab, College of Health Science, Korea University Abstract According to the record of chemical accidents from 2000 to 2016 by Chemical Safety Clearing-house, chemical accidents occurred during transport occupied 25.56%. And also a number of dangerous goods transport tank is loads more than 30,000L and is older than 15 years is consistently increasing although the total number of tanks is decreasing. But there is no unified standard or criteria about controlling and tracking system of dangerous goods transport tank in Korea. Before we make a standard of dangerous goods transport tank, we should have a numerical value which reflects the risk of dangerous goods transport tank.

In this study, we analyzed current situation of dangerous goods transport tank by capacity and year using annual hazardous material statistical data provided by National Emergency Management Agency. Also by analyzing precedent study which developed Chemical Transportation Risk Index, we suggest the improvement direction which increases the reliability of Chemical Transportation Risk Index (Jeong Gon Kim, 2014) A number of dangerous goods transport tank loads more than 30,000L is 1428 in 2015 year, and compared to the number of 2006 year, recorded 637, it increased 224%. Also a number of the tank older than 15 years is 5153 in 2015 year which increased 1071% compared to 10 years ago. One accident caused by a vehicle treats large amount of chemical substances can be resulted in a huge accident, and a transport tank treated long period involves a possibility of higher failure rate. In Chemical Transportation Risk Index, modified from Dowâ&#x20AC;&#x2122;s consequence & frequency index and that can make a numerical ranked value by combining several consequence and frequency factors, it considers volume of transporting chemical substance and the characteristics of chemicals. But an age of vehicle, related to a failure rate, is not involved in this index. To improve the index, we suggest to add a leveled variable that can represent an age of vehicle so that it can make more credible risk value.
