Editorial I

t is with great satisfaction that we launch this POLOUM special edition, in electronic version (www. uemanet.uema.br), celebrating the 20 years of Distance Education (DE) in UEMA. In 2018, the State University of Maranhão (UEMA) completed 20 years of DE, demonstrating

throughout this journey much effort and commitment to continue innovating in this teaching modality. To celebrate the success of this experience, we had a programming that included three great solemnities to recognize the dynamism of UEMA's work in this modality, in addition to the promotion of 35 workshops with academic activities in the Classroom Support Centers where, currently, graduate and post-graduate (lato sensu) online courses are being offered by UEMA. Amidst these solemnities, it is worth mentioning the tribute paid by the House of Representatives, held in Brasilia, by the Legislative Assembly of the State of Maranhão, and a solemnity promoted by UEMA itself to honor, symbolically, authorities, representatives of partner institutions, employees and managers who have contributed to the strengthening of DE during these two decades. As for the 35 workshops, the idea was exactly this: to share our joys, achievements and learning with all the students, teachers, tutors, managers and community in general, through lectures and debates on trends in contemporary education. In these events, we had the participation of professors and administrators of UEMA, as well as guest professors from other institutions who shared with us knowledge and enthusiasm for innovations that are happening in education, propitiated, in large part, by the advancement of information and communication technologies. All this is very meaningful to us, considering the tributes show UEMA’s great effort to reach the goal it proposes, that is, the democratization of higher education in the State of Maranhão. In this perspective, we believe in the importance of this recognition, because it has served as an incentive to fight and improve every day. Today, UEMA recognizes the commitment of working with technologies through the Center of Technologies for Education (UEMAnet), whose vision goes through the understanding that the inclusion of technologies doesn’t take place only in the context of DE, but beyond that, in the education itself, regardless of modality. We live in a technological world, society has changed and the new generation loves technology. Therefore, education cannot ignore that. We need to evolve, recognize the potential of new technologies in the support of learning. We are also aware that this is not a simple action as it requires breaking paradigms, especially, regarding the teacher’s role.

From this perspective, teacher training courses have been our main focus and it can be said that aproximately 85% of the courses offered in online modality at UEMA are focused in this area. We work on this issue conscious that we are really facing the construction of a new educational paradigm, in which the teacher's role is to mediate and create educational situations that meet the needs and interests of students, mobilizing them to deal with projects and learning situations in virtual environments. There's no denying, today students are connected with the world, dealing very easily with digital technological tools. So, why not use these possibilities to serve education? The intention in doing the workshops was just that, bring, for reflection and discussion, current themes to awake curiosity and interest of the academic community to the benefits derived from technologies that promote improvement in the teaching-learning process. Among the lectures, it can be highlighted: hybrid education; active learning; flipped classroom; artificial intelligence; assistive technologies and many others. It’s important to notice that DE stands out in the State of Maranhão in large part by UEMA’s initiative, mainly because we are always researching and innovating, for example in production processes of video classes and didatic materials. It has been 20 years of experience in which we seek to be always up to date with the best that the market offers, in order to maintain the quality of courses. This publication shows some of our work, especially what happened in the workshops in 34 Classroom Support Centers, for the celebration of 20 years of Distance Education in UEMA. And to consolidate all this success, we are closing the year 2018 with the 35th Workshop, in São Luís, from December 5 to 7, with a broad programming and the participation of national and international renowned speakers. 20 years of DE in UEMA – The success of a teaching modality that has been democratizing education in Maranhão UEMA celebrates 20 years of Distance Education courses, receiving honors in the House of Representatives, in Brasilia, and in the Legislative Assembly of Maranhão. What is the importance of this moment for the institution? For UEMA is a great honor to receive from the Legislative Assembly, the house of the people of Maranhão, and from the National Congress the recognition of a trajectory of great results, which began shrouded in so much skepticism about the online education, with a very biased view on the part of those who didn’t know and hadn’t experienced. Today this scenario has changed substantially. There are more than 50 thousand people trained, via technology. We now have an accumulated experience that gives us the possibility of sharing this model with other states. The work we do is a reference in this teaching modality and it’s available to the people of Maranhão. This moment when the Assembly receives UEMA once more and pays tribute, on the initiative of Representative César Pires, former Rector, is also a away to give more visibility to the work that the institution have been doing and that makes us very proud.

About the professionals who participate or participated in these 20 years of DE in UEMA, how important are they to the institution? The DE of UEMA is undoubtedly a case of success and 2018 is a year of celebration of this 20year trajectory. It is a time to pay homage and acknowledge the work of several employees who were the pioneers and a number of professionals such as teachers, tutors, technicians and even students, who represent today this great team that takes care of the DE in UEMA, whose courses promotes an effective inclusion in the education of Maranhão. Considering the territorial dimension of our State, it’s important for the University to be a vehicle that disseminates education, through the technologies. Using these means we can bring society closer to our institution. Given all this, it’s necessary to reaffirm the importance of having qualified professionals conducting the Distance Education. I believe that, currently, invest on people is as important as invest on technology.

What are the major challenges in taking DE for the State of Maranhão? Twenty years ago, the pioneers of Distance Education in UEMA had to, in a bold and courageous attitude, overcome the skepticism and exceed many other obstacles. Even today there is the Manichaeism of traditional good face-to-face education against the second-class distance education, which was reserved for those who couldn't pass the entrance examination. Unfortunately it’s common to hear comments like this, I believe it's one of our biggest challenges. But initiatives

such as the one UEMA had come to confront this paradigm, this conservatism. The university should be a space for thinking about the future, foreshadowing and announcing new trends. So we cannot be attached to the founding roots of our institution, we must always position ourselves ahead of the present moment. Thus, the Distance Education of UEMA is a fine example of boldness and overcoming. In 20 years we have developed a successful educational program, with credibility that highlights the ability of accomplishment and overcoming of all who work and worked in this teaching modality.

In your opinion, how UEMA is seen by other institutions of the country regarding the Distance Education modality? UEMAnet has national recognition and is a reference for the working model and for the way it has conducted the DE. This serves as an incentive to increase the number of courses offered, especially postgraduate courses, thus giving support to the actions that have been promoted in the modalities we work.

What about the use of technology in the educational process, in what way it has been changing the reality of Maranhão? Technology has transformed the world. Today we are facing a new society of informational and technological base. And all the organizational and institutional spaces are reinventing themselves, rethinking themselves, through the use of these technological wonders that eliminated borders, shorten distances, and made us redefine the word time, the word distance and the word difficulty. This is, undoubtedly, a revolution. Today we can offer courses with certificate of quality of UEMA to places where it’s still not possible to offer face-to-face higher education. It’s a legitimate form of democratizing education in our State. All this has been possible with the use of technologies.

What are the goals of the University for the years to come? UEMA's vision is to be an academic reference in the State of Maranhão, consolidating its training and research activities. I usually say that, in the future, we will not even talk about distance education anymore, simply education, because technology will be incorporated into the educational context as a whole. Therefore, I wish that we should no longer celebrate distance education, considering that there will be no distance for education, and what was for a long time a disqualifying adjective, "distance", will disappear and we will celebrate exclusively education. Whether it’s in person or in what we still call "at distance". We're easily adjusting to all the new and improved technologies have been offered. Thus, what we need to do as an institution is to keep up to date, to keep pace with modernization and technological advances, so that we are able to offer greater opportunities for the population of our State, always with an inclusive perspective.

House of Representatives honors UEMA for 20 years of DE in solemn session.

Completing 20 years of success, the Distance Education (DE) of the State University of MaranhĂŁo (UEMA) was honored in a solemn session in the House of Representatives, in Brasilia (DF). The ceremony highlighted the consolidation of this teaching modality in the institution and the development of its activities from the beginning of the initiative to the present moment. The President of the House of Representatives, Rodrigo Maia (DEM / RJ), sent his speech emphasizing the pioneer spirit and the national reference in Distance Education which the institution has become, especially for the implementation of new technologies, highlighting the work of structuring the Center of Technologies for Education (UEMAnet). According to the President of the House, UEMA has been standing out, with absolute dedication and full success, in the historical construction of the development of education. According to Maia, this is a commendable example.

The solemn session was requested by Federal Representative Hildo Rocha (MDB/MA). In his words, the Representative stated the DE of UEMA as a great success of the University. "I am very proud to see our University to consolidate itself in the vanguard in the use of technologies for educational purposes". According to Hildo Rocha, without the Distance Education of UEMA many promising youngsters in the State would not have access to a higher education. The success of the institution consists in the democratization of education.

The Session also showed that the dynamism and the use of technology enabled the training of more than 50 thousand students through the DE of UEMA, enabling significant increase in the number of citizens with higher education. The General Coordinator of UEMAnet, Ilka Serra, pointed out that the State University is a reference in Brazil and abroad. "Today, we have an open platform with almost 190 thousand subscribers from 49 countries", said Serra. For her, this resulted in a democratic and inclusive education.

To the Vice-rector, Walter Canales, the recognition that the University receives for its work with Distance Education is a milestone: "We are the pioneer University in DE, in the Northeast of Brazil, since we had the first accreditation to conduct online courses and we are the eighth University of Brazil to have this merit. Therefore it's only fair to be here to receive this honor. Congratulations to UEMAnet and everyone who are part of this team". The solemn session that honored the distance modality of UEMA was held on April 22 and also included the participation of the State Representative and former Rector of the institution, Cesar Pires; the Director of Capes, Carlos Lenuzza; the National Secretary of Education Paulo Barone (representative of the Minister Rossieli Soares); the President of the Brazilian Association of Distance Education (ABED), Dr. Fredric Litto; Professor of the University of Brasília (UNB), Professor Marcos Formiga; the Director of Distance Learning of MEC, Graças Neri and the representative of UEMA in Brasília, Lúcia Brandão.

CELEBRATIONS THROUGHOUT MARANHÃO UEMAnet. PoloUm Journal

More than 7,000 people all over Maranhão participate in the 35 workshops in celebration for the 20 years of DE in UEMA. The Workshop with the central theme: DE in contemporary society: converging virtual and faceto-face teaching strategies. Organized by the Center of Technologies for Education (UEMAnet), the workshops have already been held in 34 municipalities in Maranhão territory, between April and June. The culmination of this event will be achieved, through academic activities, with the realization of the 35th Workshop in the capital São Luís, in December 5, 6 and 7 of this year. With the primary motivation to celebrate the 20 years of Distance Education (DE) in the State University of Maranhão (UEMA), UEMAnet was present in all Centers and Classroom Support Centers. The workshops purpose is to stimulate debate in the academic community of the municipalities where UEMA is present, in order to think about the contributions of DE in these two decades trajectory. In addition, it aims to stimulate refection on the new possibilities of pedagogical practices that print more dynamism to education. The workshops were also an opportunity to celebrate, in each of the municipalities visited, overcome challenges and victories over the implementation of DE. In this regard, it was emphasized the importance of partners and protagonists along this trajectory: students, Center directors, UAB Center coordinators, teachers, tutors, UEMAnet general coordination and the local community. Many classroom support centers also had a presentation of the students of the graduation course in Music, offered by UEMA. This course began to be offered in 2017 and currently there are 734 enrolled students in 20 support centers. With a high enrollment rate, the course was consolidated with great success throughout the state. Students and teachers sang and played the most diverse instruments, putting into practice the theoretical learning of the course and making the workshop more dynamic and attractive to the public. The beautiful and exciting presentations demonstrate that, in fact, it is possible to study music online and obtain practical learning results, reaffirming the quality of the course offered by the University.

According to the Santa Quitéria Classroom Support Center Coordinator, Gildene Pinto Silva, the event was very important for society in general that has learned the contributions of DE over these 20 years. “Our town actively participates in this teaching modality since 2009, with the creation of the Classroom Support Center Pe. Américo de Oliveira Henriques. Many education professionals were present, from rural and urban area, accounting for 500 participants. The success of this participation is due to the support of the media”. For her, it was remarkable the massive participation of directors, teachers and students of Santa Quitéria and neighboring towns, such as: Tutóia, São Bernardo, Luzilândia (PI), Parnaíba (PI). “The workshop was the first to be held in our Center and we had full support of the Education Department and the City Hall of Santa Quitéria in the realization of the event. The students were present and helped in the construction of murals with academic works of the Geography and Pedagogy courses and with a beautiful welcome to the participants with live music presented by students of the Music course. The interaction of all, especially, the society participation was rewarding”, finalized Gildene Silva.

The Santa Inês Workshop was very successful. The UAB Center made a wide mobilization, along with UEMA Campus, gathering 350 participants. “It happened in the auditorium of Santa Inês City Hall, which is the Center maintainer. The Mayor attended and gave full support to the event. It is worth mentioning the work of Professor Ilka Serra, General Coordinator of UEMAnet, who has been meeting the demands and providing access to knowledge”, stated David Morais.

For the tutor of the Geography course in Porto Franco Classroom Support Center, Danylo Milhomem, the workshop was an event of great importance which allowed the students, included in this teaching modality, to confirm that they are in a top quality institution, besides being one of the pioneers of DE in Brazil, and understand how the mechanism of organization and execution of courses work. Still, for the tutor, students were able to feel more motivated and understand better how distance education works in UEMA. “I saw it in a very positive way. I think the coming of the team from São Luís was important because the students were able to understand the dimension of how online courses work. Sometimes they are left with a narrow vision, thinking that the courses only work with face-to-face tutor, distance tutor and the teacher who prepares the content. But with the team from São Luís the students could see that it has a whole structure behind. On the occasion, there was a lecture about the use of technologies in education. We were able to see the quality of which DE is treated. In addition, practical results were presented showing the progress of UEMAnet through the State” emphasized Danylo Milhomem.

TRIBUTE UEMA PAYS TRIBUTE TO THE PROTAGONISTS OF ITS SUCCESSFUL HISTORY.

Honorees in the 20 years of DE in UEMA celebration at Residencial Recepções.

The expressive results obtained in 20 years of activity in Distance Education (DE) by the State University of Maranhão (UEMA), would not be possible without people who believe in education as an instrument of social transformation and that, somehow, have made efforts to increase access to professional training and quality higher education, mediated by the Center of Technologies for Education (UEMAnet). Many of these protagonists were honored in a ceremony held in June at Residencial Recepções in São Luís.

Professionals who participated in the development of this modality of teaching in the State in addition to authorities, students and guests were present. During the event, a documentary was presented remembering the trajectory of the DE in the University, since 1998, when the first training course for teachers was held and what is currently being done, including with the free courses that have global reach.

Teachers, Coordinators, tutors, former Rectors and employees, who participated in the training of more than 50,000 students over two decades, were honored. Authorities such as Governor Flávio Dino, Secretaries of State and personalities who have contributed to the advancement of DE were also presented with award plaques at the ceremony, which gathered around 600 guests. Representing the Governor, the State Secretary of Science, Technology and Innovation (SECTI), Davi Telles, said that it is time to celebrate the achievements of these 20 years of DE and that it’s only possible to achieve the results presented by the University when the administrators are also dedicated to the new educational processes. "Those who work directly in UEMAnet have contributed significantly for this success. But it’s very important to emphasize the work of UEMA’s upper management, which has a determinant role because it understands that it’s absolutely impossible, in the 21st century, to think about the educational process without reinventing our traditional teaching and learning methods", emphasized Davi Telles. Honorees The first honorees of the night were those of the category “Partner Authorities": the Governor of the State of Maranhão, Flávio Dino; the State Secretary of Science, Technology and Innovation (SECTI), Davi de Araújo Telles; the State Representative and former Rector of UEMA (1995 to 2002 term), Cesar Pires; and the former Rector (2006 to 2015 term) and current Advisor of UEMA, José Augusto Silva Oliveira. In the category "External Honorees" who have helped in the construction of the history of UEMAnet, were awarded: Carlos Cézar Modernel Lenuzza – Director of basic education of the Coordination of Superior Level Staff Improvement (CAPES); Fredric M. Litto, President of the Brazilian Association of Distance Education (ABED); Manuel Marcos Maciel Formiga, professor of the University of Brasilia (UNB). These last two with great contributions to the consolidation of DE process in the country.

In the category "Coordinators of DE of UEMA", the honors went to: Professor Maria Aparecida do Nascimento – first General Coordinator of the Center of Distance Education – NEAD (1998-2003); Professor Maria das Graças Neri Ferreira – member of the multidisciplinary staff of NEAD and General Coordinator of the Center in 2004-2005; Professor Antonio Roberto Serra – General Coordinator of NEAD/UEMAnet (2005-2012), who was responsible for the transition process from NEAD to UEMAnet; and Professor Ilka Márcia Ribeiro de Souza Serra, who took over the General Coordination of UEMAnet in 2012. It should be noted that Professor Ilka Serra is also President of the Open University of Brazil Forum (UAB) and General Coordinator of e-Tec Brazil Forum at UEMA. LEGISLATIVE ASSEMBLY State authorities also recognize and congratulate UEMA for 20 years of Distance Education

On the morning of August 23 the Legislative Assembly of the State of Maranhão (ALEMA) honored, in solemn session, the successful history of 20 years of online courses of the State University of Maranhão (UEMA).

The ceremony took place in the Nagib Haickel plenary of the Manoel Beckman Palace. This recognition was proposed by State Representative and former Rector of UEMA, César Pires. The solemn table was composed by local authorities such as the President of ALEMA, State Representative Othelino Neto; the author of the proposal, State Representative César Pires; the State Representative Wellington do Curso, the Rector of UEMA Gustavo Pereira da Costa, the General Coordinator of UEMAnet Ilka Serra and Professor Mivaldo Oliveira, representing all Professors of the Institution. Students, tutors, teachers, coordinators and employees of UEMA also attended the solemnity.

technological instrument to transform this reality. DE has contributed greatly to increase the percentage of people with higher education in Maranhão, although the total number is still low. We cannot fail to pay tribute to this great achievement of the University. I proposed this solemnity so that in the future we may look and be proud of the work I started and the other Rectors gave continuity", he said. To the General Coordinator of the Center of Technologies for Education (UEMAnet), Ilka Serra, the solemnity was another important recognition at State level. For the Coordinator, this shows the greatness of the Institution in its mission to democratize higher education and, in this perspective, she believes the award came to value the work done through the online courses, with a range of practically the 217 municipalities of Maranhão. General Coordinator of UEMAnet, Ilka Serra, discourses in the tribune.

The Rector Gustavo Pereira da Costa states the importance of such prestigious awards received by UEMA, as the one proposed by ALEMA. "It’s a great honor to receive from the House of the People of Maranhão the recognition for a very victorious trajectory of results, that began around much skepticism and a prejudiced view by those who didn’t know or had not tried to study in the DE modality. Today this scenario has changed substantially, UEMA has more than 50,000 people graduated using technologies and our accumulated experience gives us the possibility of sharing this model with other brazilian educational institutions", remembered the Rector.

São Luís Workshop closes the celebrations of the 20 years of DE in UEMA. Event takes place in the capital on December 5, 6 and 7, 2018

The activities for the 20 years of Distance Education in UEMA close in the capital with the realization of the 35º workshop, between days 5 and 7 of December, at Rio Poty Hotel. The event programming includes lectures, conferences, paper presentations and culture activities. The São Luís Workshop aims to promote the production of academic papers, written by students of the institution, and to stimulate the exchange of information between teachers, researchers, students and all academic community. In addition, the event proposes a broad debate on the development of innovative pedagogical practices through education mediated by technology, especially in Distance Education, bringing new perspectives so that UEMA can keep up to date with the needs that DE modality requires, keeping the level of quality achieved by the institution's courses.
