AERIAL VIEW OF NEW COMMUNITY CENTER AND REDEVELOPED EAST PARK LOOKING NE The new community center presents a loggia and its front door facing onto an arrival court on the east side of the existing parking lot.

Overview This park and community center serve working families often in which both parents may be holding one or two jobs each. The park and community center provide much needed support to these families by offering enrichment, fitness, mentoring, athletics and recreation programs and activities.

The new community center replaces the existing one at almost twice the size. It does so to more properly accommodate the programs and services that the existing community center already provides. The gymnasium increases in size by 50% to accommodate all age groups engaged in simultaneous activities across the room as well as adult sporting activities such as basketball, volleyball and pickle ball. Other rooms in the facility include a youth center, multipurpose workshop classroom, pre-school/day care center with adjacent outdoor play and a multipurpose community meeting room/fitness studio. The east park receives some redevelopment as a part of this project that includes installation of indigenous California garden areas and walking paths framing large open lawn areas for community use.

Existing and Planned Community Centers Compared

EXISTING AND NEW COMMUNITY CENTER COMPONENTS

The planned community center accommodates the same number of rooms in much larger formats almost doubling the overall size of the building from about 10,000 SF to around 18,000 SF: • Gymnasium This room increases 50% in floor area from 5,000 SF to 7,600 SF to accommodate a high school regulation size basketball court, proper perimeter clearances, spectator seating, scoreboard and programming of simultaneous activities.

• Youth Center This facility consolidates into one location activities currently dispersed throughout the existing community center. It provides social and quiet space for young adults in proximity with and in full view of the front office and administration work space.

• Multipurpose Rooms The workshop classroom and the multipurpose meeting room/fitness studio separate incompatible uses into two facilities while also accommodating multiple compatible uses within them. The multipurpose meeting room accommodates large community meetings not possible in the existing community center.

• Unprogrammed Social Space The lobby in the planned community center provides a new component to the building, a place for all generations to be together with food and drink without having to engage in formal or programmed activity. This room also serves for expansion space associated with youth center activity.

• Pre-School/Day Care The planned community center provides a dedicated early childhood classroom and day care center for very young children--a function that currently resides in a room shared with other activities and occupants. The adjacent outdoor play yard in the planned community center is sized to facilitate State certification if the city desires.

• Front Office/Administration Work Space This facility is placed to provide reception at the front entrance and surveillance of most rooms in the facility.

The Existing Park The 16-acre Nichols Park offers a generous array of outdoor athletic and recreational facilities including a baseball field, softball field, two soccer fields, basketball and handball courts and children’s playground. All of these facilities are heavily and enthusiastically used by the community. They occupy and take up the entirety of the western 2/3 of the park.

• The parking lot is adequate and well landscaped • The east park is underused and unarticulated for passive use • The 10,000 SF community center is sited and configured in awkward relationship with the parking lot and east park • The drop-off/pick-up lane adjacent to Dewey Avenue is unused

THE COMMUNITY CENTER sits at an odd angle relative to Dewey Ave and the parking lot.

PARKING FACILITIES occupy a large lot at the SW corner of the park adjacent to Dewey Ave.

The Existing Community Center The existing community center is in poor condition and nearing the end of its useful life. Other than the poured-inplace concrete structure of the gymnasium, the construction quality of the 1970s era building is poor and cannot economically withstand renovation, repair or upgrade. The community center enjoys no visual or functional relationship with the street, the neighborhood or the park. The configuration of the building situates awkwardly in the context of the park and the neighborhood. There is no readily identifiable front door and not a single window with a view of the park.

• All rooms in the building are under sized relative to the activities, programs and services they attempt to accommodate • The gymnasium has poor lighting, ventilation and inadequate perimeter clearances. It is undersized relative to the needs of adults and simultaneous multiple programming • The front office is poorly located and offers limited surveillance of the facility.

Components of the Master Plan The plan describes redevelopment of the eastern portion of the park including replacement of the community center and the installation of gardens, paths and lawn areas around the community center and within the east park. The plan includes replacement of the drop-off/pick-up lane currently in front of the existing community center Dewey Avenue frontage with an arrival court on the west side of the new community center between it and the existing parking lot.

Principles • Preserve all outdoor facilities, ball fields and courts • Provide new restrooms within west park to serve outdoor facilities • Maintain existing parking lot and improve drop-off/pick-up accommodations • Enhance east portion of park for more, better passive recreational use • Provide facilities that serve both multi-generational and inter-generational activities • Provide facilities that serve all generation enrichment programs and services • Serve working families in which both parents may hold one or two jobs • Create a safe, supervised place for children, older children, teenagers and young adults • Create a community center whose geometry is more sympathetic to the layout of the park • Create a community center that relates to the street, neighborhood and park in a friendly manner • Activate the park with the presence of the community center • Enhance the experience of the community center in the context of the park.

Construction Cost The cost plan includes the community center building and approximately one-acre of park redevelopment adjacent to and surrounding the community center. It excludes all soft costs, operations and management costs. It includes escalation of approximately 4% per annum from the date of an assumed construction start date of June 1, 2021 to a mid-point of construction of January 2022. Should the project go into construction later than June 1, 2021, the budget should account for increased escalation beyond that currently identified.
