Un passionnant rapport intitulé «Potentiels, coûts et impact environnemental des installations de production d’électricité» a paru récemment. Sachant que c’est le Paul Scherrer Institut (PSI) qui a été mandaté par l’Office fédéral de l’énergie (OFEN), le sérieux et l’impartialité des résultats ne font aucun doute. En résumé, que nous apprend-il?

Depuis l’acceptation par le peuple de la Stratégie énergétique 2050, l’électricité provenant des centrales nucléaires et fossiles a été exclue du futur énergétique suisse, mais il restera possible de l’importer. Le lecteur trouvera ici un premier sujet de perplexité. En effet, l’effort consenti pour diminuer les risques inhérents au nucléaire ou aux émanations de CO2 n’a aucun sens s’il se confine à la Suisse seulement, puisque les nuages radioactifs et les gaz à effet de serre se rient évidemment des frontières.

Construire des centrales fossiles?

Selon les estimations publiées dans l’étude, la production photovoltaïque sera multipliée par 10 ou 20, et celle de l’éolien se développera considérablement tout en restant à terme très inférieure au solaire. Même en tenant compte des scénarios les plus optimistes, la production des centrales nucléaires ne sera toujours pas compensée.

Faudra-t-il alors construire des centrales fossiles, qui dégraderont lourdement notre très bon bilan CO2 actuel dans le secteur électrique?

Coût de l’électricité L’étude permet également de comparer les émissions de gaz à effet de serre des différentes sources d’énergie. On apprend ainsi que l’éolien et le solaire ont un écobilan similaire à celui du nucléaire mais plus lourd que celui de l’hydraulique, et cela malgré les améliorations techniques qui interviendront d’ici à 2050. Il faut préciser que le calcul se fonde sur une méthode qui prend en compte les impacts environnementaux depuis l’extraction des matières premières nécessaires à la fabrication des installations jusqu’à leur traitement en fin de vie (mise en décharge, recyclage…) en passant par leurs phases d’usage, d’entretien, et de transports. Tout bien considéré, ce sont donc nos barrages qui fournissent l’énergie idéale en termes de régularité et de propreté. Ce sont pourtant eux qu’on cherche à vendre!

A part cela, qui est déjà décourageant, n’oublions pas la question du prix. L’étude conclut: «Au total, nos résultats indiquent que les factures d’électricité seront plus élevées dans le futur.» Le meilleur exemple de cette augmentation des prix, lorsqu’on passe aux énergies renouvelables, nous est apporté par l’Allemagne et le Danemark, deux pays qui ont rompu avec le nucléaire et qui comptent la plus grande part d’éolien et de solaire dans leur mix énergétique (respectivement 26% et 53%).
