Current Players in the International Nuclear Power Market?
China and Russia! Of the 233 listed countries or geopolitical entities listed by the United Nations, China has been working to colonize forty-six of them, offering nuclear energy in cooperation with Russia. Those forty-six countries represent over 50% of the worlds land mass and over 42% of the world population. In my opinion, China does not have the funds to meet its reported obligations for nuclear energy in all of those countries. We must not forget China and Russia are cooperating against the United States. Russia has agreements or memorandum of understanding with forty-four countries to provide nuclear power plants. Those forty-four countries represent over 38% of the worlds land mass and over 64% of the world population. Plans laid out in the Chinese government’s Made in China 2025 Plan (MIC 2025), outlines Beijing’s plans to become a global leader in key manufacturing areas. Many of the strategic goals outlined in the plan are likely predicated on specific intelligence collection requirements, are a primary basis for China-based cyber operations. Although Beijing toned down its rhetoric later in 2018 and reduced mention of the MIC 2025 in state media, these requirements signal Chinese lessening reliance on critical foreign components in technology, energy, and healthcare. It is highly unlikely they will be abandoned. Not only does Beijing see decreasing dependence on foreign goods as paramount, but the continuation of its “Belt and Road Initiative” (BRI) seeks to make much of the world’s trade routes and infrastructure dependent on Beijing. The first SMR in the US is not planned for operation until 2026 – one-year after MIC 2025. Beijing has not missed the slow pace of the NRC. NOTE The reason I put in the amount of land mass is because China and Russia have targeted countries with natural resources they want to control. With access given to the DOE files on molten salt reactors (MSRs) during the Obama administration, they have reportedly embarked on a USD $3 billion MSR program in the GOBI desert.

Summing up the situation! Using offers to Build, Own, and Operate nuclear power plants, Russia and China are advancing toward “running the table” in their strategy to penetrate – and ultimately dominate – the politics and economics of key U.S. allies who control critical resources and geostrategic terrain. Decreasing reliance on foreign energy technology leads one to believe they have obtained all they need from other countries.
