UNITED NEIGHBORS IN DEFENSE AGAINST DISPLACEMENT (UNIDAD) IS A COALITION OF RESIDENTS AND THEIR ORGANIZATIONS IN SOUTH CENTRAL LOS ANGELES DEDICATED TO KEEPING FAMILIES IN THEIR HOMES AND IMPROVING THE HEALTH AND ECONOMIC WELL-BEING OF LOW-INCOME COMMUNITIES OF COLOR THROUGH RESPONSIBLE DEVELOPMENT.

UNIDAD works to reduce the displacement of vulnerable populations by revitalizing low-income neighborhoods with existing residents as change agents and utilizing existing and future redevelopment opportunities as a means to build power, create economic opportunity, and decrease displacement of low-income residents of color in the Figueroa Corridor area of South Los Angeles.

UNIDAD now finds itself at a key moment in the history of South Los Angeles.

The last two decades have seen downtown LA become the locus of accelerated gentrification.

Riding the waves of recent major public and private investment – namely the construction of the Expo Line, the Lorenzo Project and the USC campus expansion plan – development is increasingly expanding into South Central LA. Most projects underway or proposed offer extreme examples of how developments designed for the convenience and comfort of the wealthy disregard the health and welfare of the poor, immigrant, workingclass residents of color who form the majority of our community.

EQUITABLE DEVELOPMENT POLICY The South and Southeast LA Community Plans present an opportunity to ensure vibrant, safe, diverse, and healthy communities in which longtime residents and workers thrive alongside newer arrivals. We call on elected officials and city decision-makers to listen to needs of local residents craft policy to prioritize:

DEVELOPMENT FOR THE COMMUNITY

UNIDAD’s work has helped secure community benefit agreements that require developers to provide services and opportunities valued at tens of millions of dollars – such as a health clinic, funding for parks, affordable housing, and job programs – that are fundamental to the safety and health of local community members.

Grand Metropolitan 2015

LA Live 2001

The LA Live community benefits agreement with Anschutz Entertainment Group, which resulted in over 2,500 local residents placed into living wage jobs, funding for open space, and a commitment for more than 200 units of affordable housing.

The Grand Metropolitan community benefits agreement ensured that a precedentsetting 15% of units will be provided to extremely low and very low income tenants and set a 40% local hiring goal.

Community Health Clinic 2011

The Lorenzo Community Benefits Agreement with GH Palmer & Associates, which provided a 7,500 sq. ft. community health clinic operated by St. John’s Well Child and Family Center that will serve 20,000 patients a year, access to low income housing, a disadvantaged and local worker hiring program, and a program for small businesses.

UNIDAD continues to monitor and implement the above agreements, including the ongoing local hiring at LA Live, and Benefits Agreement compliance by developers new to the district.

The Lorenzo CBA Program Oversight Committee (POC) is composed of local residents and organizational representatives who are responsible for monitoring over $10M of community benefits. For the USC agreement, UNIDAD is working with the University and City departments to ensure the benefits are realized and leveraged.

USC’s University Park 2012

The Development Agreement for USC’s University Park Specific Plan, which includes $350,000 in funding for workforce development job training, parks, a tenant’s rights clinic, local hire and $20 million in affordable housing.
