he AIDS epidemic has changed the lives of thousands of people all across Wisconsin. From Superior to Kenosha and Green Bay to Eau Claire, people living with HIV have struggled to regain their health, defeat stigma and isolation, find financial stability and build purposeful lives.

Their courageous experiences are inspirational and we are pleased to share their stories with you in our 2008 ARCW Annual Report. Some were near death when they were diagnosed with HIV, many were alone and all of them were afraid of what the future would hold. Today, they are living proof that with quality health care and comprehensive social services, a person with HIV can have a long and healthy life. We are proud the ARCW Medical Center has grown to be Wisconsin’s largest provider of HIV medical, dental and mental health services. By integrating our food, housing, legal and case management services, the ARCW Medical Center has become an impressive medical home for more than 1,500 HIV patients. We are deeply grateful to the 6,064 individuals, corporations, foundations and United Way agencies that made donations in 2008 and for continuing support from the public sector that makes the ARCW Medical Center and all our services possible. ...that the ARCW Medical Center helps you achieve a long and healthy life. aurice Jenkins walked into ARCW 20 years ago looking for help. He had just been diagnosed with AIDS and had no idea what the future would hold for him. He was worried about how long he had to live and was afraid to talk with people about it because of the overwhelming stigma that came with AIDS at that time.

What Maurice couldn’t envision on that day was 20 years later he would be a long-term survivor and the ARCW Medical Center would be his medical home for the expert HIV care and treatment that would help him achieve a long and healthy life. “I came to ARCW not really knowing what I would find,” Maurice says. “I just knew I needed someone who cared enough to help me. Looking back over all these years, the doctors, dentists, therapists and case managers at ARCW just kept helping and helping and helping.” “It’s like home when I walk into ARCW now. I’m treated with such respect. It’s an amazing place where I can get my medical and dental

care, mental health counseling when I need it, good food from the food pantry and even some help with my housing costs.” Maurice is not only a long-time patient at the ARCW Medical Center, he is its greatest ambassador, encouraging people who are newly diagnosed with HIV to seek their treatment from the medical, dental and mental health providers he has come to know.

eth Bye was a mystery to her doctor. She continually sought treatment for chronic sickness and exhaustion that couldn’t be explained. After many diagnostic tests, her doctor still couldn’t pinpoint a cause of her illness.

Despite the fact Beth didn’t fit the profile of someone at risk for HIV infection, her doctor suggested an HIV test. It was 1992, the year Beth was diagnosed with AIDS. “I had already progressed to AIDS and was very sick,” Beth says. “Back then people with AIDS were not given a long time to live and I was already beyond that time.” Three years later, Beth was diagnosed with cytomegalovirus retinitis and was told she had only six months to live. Her case manager at ARCW identified a hospice program in Wausau for her and helped her apply for disability income. “My life looked pretty grim. I had a T-cell count of 13 and had started naming them after my friends,” Beth says with a smile.

But after a series of medical treatments and continuous support from her case manager, Beth regained her health. Today, Beth is at the peak of health with hundreds of T-cells — far too many to name. “Throughout all the years living with HIV, my case manager has been there for me, making sure I was getting all the care, treatment and financial resources I needed. The case managers, the attorneys who solve legal issues and the people in the food pantry at ARCW are wonderfully compassionate people who truly have made a world of difference in my life.”

Today, Beth does a lot of traveling to speak about her life with HIV, especially in small towns and rural areas of Wisconsin. As a participant in the national AIDS Watch advocacy effort, Beth has made several trips to Washington, D.C. to promote enlightened AIDS policy directly to members of Congress. “I’m so grateful for the support of ARCW, which has helped me overcome HIV and do the advocacy work I love. It means so much to me to be able to lend my voice to help others with HIV so they may live their lives to the fullest.”

...that the ARCW Dental Clinic can help you take back your life. rlen Stehsel was given the last rites by his priest in a Green Bay hospital room in 2002. He had been diagnosed with AIDS, weighed only 102 pounds and was sure he had come to the end of his life.

Today, Arlen has his health back and weighs a healthy 150 pounds. His journey back to health hasn’t been easy. Arlen’s partner of 18 years passed away, he lost his job and he neglected his oral health so much he lost his upper teeth and needed restorative dental care to save the teeth that remained. That’s when Arlen turned to the ARCW Dental Clinic in Green Bay where he received comprehensive dental care that included a full upper denture, a lower partial denture and 13 fillings in teeth that were saved. “Every time I come to the ARCW Dental Clinic I feel welcomed and supported. It’s amazing — I think I actually enjoy going to the dentist now,” Arlen says.

“I thank God every day that ARCW has a dental clinic in Green Bay. I have never been treated with more respect by a dental staff than at ARCW. They care about me and my HIV status. And look what they’ve done for me, they’ve given me a great new smile.” Arlen’s improved oral health also

enhances his self-confidence which helped him quit smoking and drinking and take steps necessary to regain his overall health. “ARCW has helped me take back my life. And now, I live life believing I will die of old age before I will ever die from AIDS.”

...that ARCW case managers help defeat the isolation that comes with HIV. anya Jones has a lot to live for. She is the mother of an eleven-year-old daughter and a sixteen-year-old son. For Tanya and her family, life has always been full of promise. In 1996 that promise faded when Tanya was diagnosed with HIV.

“As a woman with HIV in Superior there are a lot of times I feel very isolated and alone, like I am the only one,” Tanya says. “And that’s when my ARCW case manager has made all the difference for me. He puts in perspective the challenges I face and helps me find the right path to solve my problems.” Tanya’s journey with HIV has been challenging. Tanya stopped taking her medications because the side effects were so difficult. She began losing weight, getting sick frequently and losing her health.

“I didn’t recognize myself when I looked in the mirror and I wasn’t sure what to do or where to turn. I thought for sure I was going to die.” Ultimately, Tanya turned to ARCW and enrolled in its case management program. “I get tremendous support and outstanding advice from my case manager. He helps me make the best decisions for my health and my family.”

“Even the little things help, like the holiday food baskets which are so thoughtful. With ARCW in Superior, I know I’m not alone in dealing with HIV.” Tanya has regained her health and knows that her life is full of promise once again. “I’m so healthy now. I know I will be here to see my son and daughter grow up and that means the world to me.”

Thomas was diagnosed with HIV in 2005. His immune system was severely weakened and he was in great need of medical care and support services. At a young age, Thomas began using drugs and having sex with many partners. They were choices he made that ultimately resulted in his HIV diagnosis. “I made some mistakes when I was young that I must live with today. But, I’m very fortunate to be living in Eau Claire where ARCW offers so many HIV services that are so helpful to me. I get great support

from the ARCW staff and important financial assistance to help with housing costs.” “But, it’s the ARCW Food Pantry that’s really great. It always has healthy and delicious food like fresh fruits and vegetables, meats, canned foods and even good pizza. It’s the best food pantry in town.”

ARCW Food Pantry • The ARCW Food Pantry is Wisconsin’s only HIV-dedicated food pantry and operates in Eau Claire, Green Bay, Kenosha, La Crosse, Milwaukee and Wausau • In 2008 the ARCW Food Pantry distributed 668,000 pounds of food to 1,303 ARCW patients and clients • During the holiday season 1,591 holiday food baskets filled with turkey or ham, dressing, potatoes, vegetables and pie were delivered to people with HIV throughout Wisconsin

...that ARCW care and treatment services help you regain your health. on Rogers began having unusual and unexplained bouts of illness in 2001. Within the span of just one year he was diagnosed with pneumonia six times.

“I was very sick and very frustrated that I couldn’t identify the cause of it all,” Don says. “When I moved to Wisconsin in 2002 I was urged to take an HIV test and that’s when I found out I had full-blown AIDS, my immune system was depleted with a T-cell count of only 4 and that I had hepatitis C.” “At first, I was relieved to finally know what was wrong with my health. But, then it set in that I was going to die. I thought about my family and felt so badly that I wouldn’t be able to watch my grandchildren grow up.”

“I will never forget the help I got right away from ARCW. I was really at a loss as to what to do about my AIDS diagnosis, but they got me on track with quality health care and medications I could afford.”

Don came to ARCW as soon as he was diagnosed with AIDS. He was assigned a case manager who quickly helped him find an infectious disease physician for medical care and then helped him overcome the high cost of HIV medications through enrollment in the Wisconsin AIDS Drug Assistance Program.

Throughout the past eight years Don has used many different services including the ARCW Dental Clinic and ARCW Food Pantry in Green Bay, housing assistance and legal counsel from attorneys at the ARCW legal services program. Today, Don’s T-cell count is high, his

immune system is strong and his treatments for HIV and hepatitis C are successful. “It’s hard to find the words to explain how important ARCW is to me. I’ve learned so much from them about managing my health which helps me focus on the fun things in life like when my grandchildren come to visit.” “I am so blessed to have meaningful relationships in my life with my family and friends. My life is good — and it continues to get better.”

...that ARCW mental health services lift your spirits. elen Peterson has a standing appointment to see her ARCW mental health therapist.

“I like to come in regularly,” the 56-year-old grandmother of three says. “We talk about my problems and she helps me put them in perspective. She lifts my spirits.” Helen learned she was HIV-positive in 1985. “I was shocked and very upset and didn’t know what to do,” she says. In 1990, following the death of her husband, Helen decided to start a new life with her three children and moved to Kenosha. She was immediately referred to ARCW where she has received comprehensive care and treatment services ever since. At the ARCW Medical Center in Kenosha, Helen receives complete medical management of HIV disease along with treatment for

other health conditions. “They really take care of me so well, always explaining my medications — what they are for and what kind of side effects I might have.” Helen also visits the ARCW Food Pantry regularly and recently received a full set of dentures from the ARCW Dental Clinic. “I needed dental care so I asked my case manager if she could find a dentist for me. She got me an appointment right away at the

ARCW Dental Clinic. I really enjoyed going there, they were so kind and they did such a wonderful job with my mouth.” With all the important services Helen receives at ARCW, it is the time she spends with her mental health therapist at the ARCW Behavioral Health and Wellness Clinic that she says is so valuable. “I can talk with her when I’m feeling low and she always cheers me up. Sometimes I feel as though I don’t have HIV at all because I feel so good about myself.”

rian Kipp has had an unusual journey to get to his new home in Madison. He was born in Chicago, grew up in northern Wisconsin, was diagnosed with HIV, served a seven-year prison sentence and upon his release from prison moved to Madison to start a new life.

“I was determined to start all over and have a good life,” Brian says. “But I needed help. Ever since I found out I had HIV 14 years ago, ARCW has always been helpful to me so I turned to them again.” As part of his discharge planning from prison, Brian talked with the ARCW housing case manager in Madison and asked for help in finding affordable housing. “Not only did he find me a nice place to live, he also helped me get a job. He was so helpful in getting me back on my feet in a new community.”

Brian also appreciates the collaboration that his ARCW housing case manager has with the staff at AIDS Network in Madison. “I’m really impressed by how well the staff work together to help me. I think their cooperation contributes to my good health.” Recently Brian encountered a setback when the recession caused

layoffs at his workplace and he lost his job. Immediately, Brian received rent assistance from the ARCW housing program to make sure he could keep his home while searching for a new job. “The housing assistance I get ARCW has been a godsend. the help of ARCW I really do confidence about the future building a new life.”

...that ARCW case management services help you manage the burdens of HIV. im Bertolini is a survivor. Since 1991 he has battled HIV and endured a rollercoaster life that brought him to the depths of despair and all the way back to a purposeful and enjoyable life.

“When I was younger and before I was diagnosed with HIV, I was a very confident, self-assured person,” Jim says. “I played rugby in college, enjoyed my studies and felt like I had everything going for me.” “When I found out I was HIVpositive, my life just fell apart. I felt all alone and I didn’t believe I could handle the heavy burden of having AIDS. I began drinking too much and abusing drugs and assumed that I would soon be dead.” It was at this desperate time in his life that Jim turned to ARCW in La Crosse for help. When he met his case manager he found a professional who understood his troubles, and gave him hope and a

strategy for improving his life. He got his health care benefits secured, received financial assistance to help pay his rent, gained legal counsel to solve some problems and joined a support group. Jim wasn’t alone with HIV anymore. With the supporting services of ARCW, he regained his confidence and charted a new course for his life. Today, Jim is building a women’s

rugby program at Viterbo College and spending time speaking at schools about HIV prevention and working with troubled teens sharing the hope and confidence he has learned in his personal journey with HIV. “My life is going so well now. With the help of ARCW, I know how to manage HIV in my life. I’m a survivor and I know I’m going to live a long time and enjoy a lot of rugby. I’m looking forward to that.”

...that ARCW prevention programs save lives. or the past 10 years Jimi Reinke has been saving lives. Every morning he stops at his ARCW office to load his van with clean needles and heads to the streets where he greets the people whose lives he is determined to save.

They are injection drug users who are at high risk for HIV and hepatitis C. Jimi knows them all by name, and they know him because he is the man who cares about whether they live or die.


“Three kids overdosed on heroin in a park in [a] picturesque little town of about 5,000 people. One almost died. He probably would have if a local heroin addict hadn’t been nearby with a drug called Narcan. Narcan is an ‘opioid antagonist’ which police say he used to revive the boy.… Thank God…for the well-intended folks from Madison who now bring clean needles to this little town and hand them out to the addicts so that, at least, they don’t give each other AIDS and die that way.”

“The ARCW [needle exchange] program began in 1994, one of the Midwest’s first. Needle exchanges have reduced HIV transmission among drug users nationally, and doubly so in Wisconsin. In 2006, injection drug use accounted for 12 percent of new HIV infections nationally, but just 6 percent in Wisconsin.” — Columnist Barbara Miner, Milwaukee Magazine (May 2009) Jimi is a dedicated member of a team of 16 ARCW prevention specialists who conduct clean needle exchange in 11 cities throughout Wisconsin. Known as Lifepoint, it is the largest statewide clean needle exchange program in the country. Since it’s inception in 1994, annual HIV infection rates among injection drug users have been reduced by 66 percent. “As a gay man, I began this work wanting to do everything I could to help prevent the spread of HIV,” Jimi says. “It is such a joy to know that for every person I reach with Lifepoint, I am helping them stay HIV and hepatitis free.” Jimi leads the Lifepoint program in southern Wisconsin from Beloit to Madison to Wisconsin Dells. During the past 10 years he has exchanged more than 500,000 needles, conducted thousands of HIV and

hepatitis C tests and helped hundreds of drug users get into treatment. “One thing I’ve learned is that good AIDS prevention programs such as Lifepoint really do save lives.” Jimi has also integrated an overdose prevention service with Lifepoint that uses the drug Narcan to safely reverse the effects of a heroin overdose. He has trained 227 drug users on how to administer Narcan in the event of a possible overdose death. Throughout Wisconsin this unique ARCW program has saved 446 lives from overdose death. “I love what I do. It’s just a great feeling to help people who are going through a difficult time get back on their feet and have another chance at life.”

ARCW Prevention • The ARCW Lifepoint program exchanged 713,849 needles in 2008 and reached more than 8,000 drug users in Wisconsin • ARCW prevention specialists reach out to gay men, women and youth at risk for HIV making more than 150,000 HIV prevention contacts every year • 263,518 condoms were distributed by ARCW prevention specialists to people at risk for HIV infection in 2008
