The most important progress made in the long history of AIDS is the increasing

success of HIV medical treatment. Today patients have the opportunity for a long and healthy life if they can access quality health care. That is why the AIDS Resource Center of Wisconsin opened the ARCW Medical Center so all HIV patients have access to quality care regardless of their ability to pay. The ARCW Medical Center has rapidly emerged as a multidisciplinary health care center at the forefront of HIV care and treatment. Its medical, dental and mental health clinics are integrated and provide patients with Wisconsin’s most comprehensive HIV health care.

ARCW Medical Clinic Milwaukee & Kenosha • Wisconsin’s largest HIV medical clinic, serving 848 patients. • The fastest growing HIV medical clinic in Wisconsin with a 60% increase in patients during the past two years.

“There is so much hope for me now.” With two teenage children at home, it is important to Daris Randolph that he is as healthy as he can be while living with HIV. Diagnosed with HIV in 2002, Daris has worked with the ARCW Medical Center health care team to achieve an undetectable viral load.

• Serves more gay men, women and African Americans than any other HIV clinic in Wisconsin.

“The support and motivation I get from my physician and the staff at the ARCW Medical Center help me stay healthy,” Daris says. “I am moving foward now. I have my own apartment, a job and my kids living with me. I never thought I would have any of these things when I was first diagnosed with HIV.”

• 37% of all ARCW medical patients have no health care coverage.

“There is so much hope for me now,” Daris says.

• Provides the most advanced HIV treatment through a medical team of three infectious disease physicians, two nurse practitioners and three registered nurses and a strong collaboration with the Medical College of Wisconsin.

Good oral and mental health enhance the prospects for successful HIV

treatment. Accessing dental care is often difficult for HIV patients. The ARCW Dental Clinic was created to solve this problem and integrate comprehensive oral health care as an important component of the ARCW Medical Center. HIV patients come to the ARCW Dental Clinic from across Wisconsin to receive quality dental care with the greatest sensitivity to their HIV needs. The ARCW Medical Center is equally dedicated to the integration of mental and physical health care. Many HIV patients experience depression, anxiety, post traumatic stress and addiction. These mental health concerns may become barriers to successful HIV treatment. ARCW created the Mental Health Clinic to address these issues and help patients achieve successful HIV treatment.

• Provides comprehensive preventive and restorative dental care using state-ofthe-art dental technology and equipment. • Provides the most advanced dental care with a team of three dentists and three hygienists. • 47% of all ARCW dental patients have no health care coverage.

• Offers crisis stabilization counseling, individual, group and couples therapy and harm reduction alcohol and drug treatment. • An experienced team of eight mental health therapists and counselors provides quality mental health services.

“Health care helped me take control of my life.” Shirley Morgan grew up in a large family in New York City before coming to Milwaukee to get help to fight her drug addiction and get support living with HIV. At ARCW she found help to do both — and the hope to regain her health and much more. “The health care I receive from ARCW has helped me take control of my life,” Shirley says. “They help me find the strength I need to move my life forward and stay on the right track.” As she starts her tenth year living with HIV, Shirley knows she has the strength of her family and her care team at ARCW to help her stay healthy. “I really like my life now,” Shirley says. “It’s full of people who respect and support me.”

Comprehensive Social Services AIDS challenges the world. How we respond defines our humanity.

HIV is a debilitating and expensive disease. Many HIV patients experience depleted financial resources and cannot sustain the basic needs of life such as food, housing, transportation and the medical care they must have to stay healthy. The prospects for successful HIV treatment are significantly diminished when a patient is homeless, cannot afford nutritious food or struggles to adhere to difficult medical treatment regimens. ARCW created a statewide network of comprehensive social services to address these problems. It is a unique system of social support that helps every person with HIV access the services they need. Food Pantries ARCW operates Wisconsin’s only HIV dedicated food pantries in La Crosse, Eau Claire, Wausau, Green Bay, Milwaukee and Kenosha. They provide one ton of food every day, 30% of which is delivered directly to homebound patients. Housing ARCW operates two housing facilities in Milwaukee that provide a home for nearly 100 individuals and families who otherwise would be homeless. More than $620,000 in rent assistance is provided annually by ARCW to help HIV patients remain in their homes. Legal Assistance ARCW lawyers represent HIV patients across the state on issues such as discrimination, health care directives, entitlements and estate planning. They handle more than 750 legal matters every year, always protecting the rights of HIV patients.

Case Management Twenty social work case managers throughout Wisconsin are strong advocates for people with HIV

disease. In the past year, ARCW social workers helped 1,583 HIV clients secure the care, treatment and support they needed.

“I almost gave up.” When John Peterson was diagnosed with AIDS in 1984 he was given less than a year to live and was admitted to hospice care. He never thought he would see his daughters graduate from high school, walk them down the aisle at their weddings or come to know his grandchildren. With great personal determination and with support from ARCW John has seen it all happen. “Early on I lost friends to AIDS,” John says. “Many of them gave up, and I almost gave up, too, if it weren’t for my children and the support I got from ARCW.” John is an ARCW dental patient and long-time volunteer in the ARCW Food Pantry.

Aggressive AIDS Prevention AIDS challenges the world. How we respond defines our humanity.

As the AIDS epidemic continues its destructive course and challenges each

new generation, ARCW is responding with aggressive prevention strategies. From sexual abstinence support to needle exchange, ARCW provides the most comprehensive continuum of prevention programs in the country encouraging diverse populations to eliminate risk behaviors and protect themselves from HIV. Needle Exchange The ARCW Lifepoint needle exchange program for injection drug users operates in 11 Wisconsin cities and is the largest statewide needle exchange program in the country. Each year Lifepoint exchanges more than 775,000 needles. Since the inception of Lifepoint, annual new HIV cases among injection drug users have declined 66%. Overdose Prevention The Lifepoint needle exchange program includes a lifesaving overdose prevention program for drug users. ARCW prevention specialists train users to administer naloxone, a substance that reverses the effects of an opiate overdose. More than 200 users have been trained and 133 lives have been saved by overdose reversals. Prevention for Gay Men From the beginning of AIDS, ARCW has reached out to gay men with HIV education, testing and risk reduction counseling. Today, the unique Bag Boyz prevention program has enhanced this outreach tradition providing condom distribution throughout Wisconsin. The IMSexEd program engages popular Internet chat rooms for

gay and bisexual men offering information on safer sex and referrals for HIV testing. Together, these programs reach more than 33,000 men every year. Abstinence Support For Youth In collaboration with the Boys and Girls Clubs

of Greater Milwaukee, ARCW conducts an important HIV prevention campaign that supports youth who choose to abstain from sexual activity. Highlighted by a popular MaybeYouShouldWait.com website, the program has reached more than 6,500 youth throughout Wisconsin.

“We are saving lives.” “I take great pride in leading the Bag Boyz,” says Kurt Dyer, ARCW Associate Director of Prevention. “We’re helping gay men take control of their health and we are saving lives.” ARCW prevention programs are effective because they have a unique capacity to reach out to the diversity of people most at risk for HIV infection. Through their outreach in gay bars the Bag Boyz are a highly effective force for reducing HIV infection among men. “There is still a lot of misinformation and myths about how to protect yourself from HIV,” Dyer says. “The Bag Boyz shatter the myths and give men the facts on how to be safe from HIV.”

Public Policy Advocacy AIDS challenges the world. How we respond defines our humanity.

From the very beginning, the AIDS epidemic has required strong advocacy

to end government complacency, fight discrimination, accelerate research and increase funding. In Wisconsin ARCW has led AIDS advocacy efforts, forging a bipartisan coalition of political support that has made Wisconsin a national leader in response to AIDS. The comprehensive prevention, care and treatment programs of ARCW are made possible by a lobby effort that has always focused on enlightened AIDS policy and has secured the support of federal, state and local governments. Increased State Funding of Care & Treatment ARCW lobbyists worked with a bipartisan coalition of public officials to secure $1.4 million in new HIV care and treatment funding in the 2007-09 state budget. This political victory resulted in the largest increase in AIDS funding in Wisconsin history. Increased Health Insurance Coverage ARCW advocacy won the support of Governor Doyle and the State Legislature for a unique pilot program that enables the state to purchase full health care coverage for up to 200 people with HIV disease who cannot afford their medications and have no health care coverage. New Federal Funding for the ARCW Women’s Clinic A unique advocacy effort by ARCW secured $117,000 in the federal budget to help fund the Women’s Clinic at the ARCW Medical Center.

New Local Funding for the ARCW Medical Center Through advocacy with the City of Milwaukee, ARCW won

$70,000 in new funding to support the increasing number of indigent patients at the ARCW Medical Center.

“Everything changed for the better.” “I have been living with HIV for nine years,” Tonia Woods says. “At first I was lost, confused, alone and hopeless. Then I came to ARCW and everything changed for the better.” With the help of the ARCW Medical Center staff and her housing and social work case managers, Tonia has found the strength to move her life forward again. “I have reached an undetectable viral load and am feeling healthier than ever,” Tonia says. “Now I am a source of strength for my mom and my children. I have a great support network at ARCW that helps me be strong and hopeful for my family and others in my life. I’ve got a good long life ahead of me.”

Without financial support from the philanthropic community, ARCW

would be unable to carry out its comprehensive prevention, care and treatment programs. Whether the support comes from young people who raise pledges for AIDS Walk Wisconsin or from corporations that make grants to improve the community, the act of donating to the important work of ARCW strengthens the fight against AIDS in Wisconsin. Every year the financial gifts made to ARCW from individuals, corporations, foundations and United Way agencies combine to define Wisconsin’s humanity in the fight against AIDS. • $2,689,481 was donated in 2007 by 5,558 individuals, corporations, foundations and United Way agencies to support ARCW. • $1,040,115 from corporations and foundation grants was directed to support ARCW services and capital projects. • $1,026,702 in individual gifts were raised through the annual Giving For Life campaign and attendance at ARCW fundraising events. • $622,664 from 11 United Way agencies supported ARCW programs across the state. • More than 5,000 people attended AIDS Walk Wisconsin and other ARCW fundraising events to bolster the fight against AIDS. • The Campaign for Hope, a 21-month ARCW capital campaign completed in 2007, raised $957,300 to fund the renovation of the ARCW Medical Center.

“Every dollar raised makes a difference.” The Wisconsin Energy Foundation donated $30,000 to the Campaign For Hope, a capital campaign that raised funds to support a complete renovation of the ARCW Medical Center. “Our donation is an important investment to help make sure people with HIV have the health care they need,” says Kristine Rappé, Wisconsin Energy Corporation Senior Vice President and Chief Administrative Officer. “We take pride in our donations that make life better in the community.” Juan Carrasquillo, Director of Administrative Services at We Energies, has served on the ARCW Board of Directors for three years and leads its fundraising committee. “I help raise funds for ARCW because I know every dollar raised makes a difference in the fight against AIDS,” Carrasquillo says.
