Geneva Town Transfer Station Design Worked with the Town of Geneva, NY and design a new transfer station for them 2/20/2023 - 5/1/2023 Cornell University Three Months Design Connect Program Team：Design Connect Transfer Station Team Design Connect strives to empower both students and citizens by advancing collaborative, democratic, and sustainable design projects in Upstate New York. We research, build consensus, generate ideas, and identify opportunities for our partner municipalities and non-profits.

During the fall of 2022, representatives from the Town of Geneva, New York submitted an application to Cornell Design Connect for the Spring 2023 project cycle. The Town of Geneva is located in Ontario County on the northwest corner of Seneca Lake, about a one hour drive from Cornell University’s main campus in Ithaca, New York. In their application, Town Supervisor Mark Venuti and Sustainability Coordinator Jacob Fox requested assistance with a design for an upgraded town transfer station that maximizes resource recovery and minimizes landfilling. The proposed design will be included in grant applications intended to secure funding for the project. Additionally, the project partners expressed interest in developing designs for a reuse center and decentralized mobile pick up system. Currently, the town sends a large majority of its municipal solid waste and recycling to the Ontario County Landfill, which is slated to close in 2028.

This closure will lead to higher material hauling costs for residents, increased greenhouse gas emissions, and loss of valuable resources for the community. In an attempt to mitigate these impacts, the Town of Geneva has proposed expanding and relocating the current town transfer station to increase local material recovery.

Site Analysis

The current Town of Geneva Recycling and Disposal Station is located at 32 White Plains Road, as shown in the Map . Conveniently located near a main commercial district, the current town transfer station is easily accessible to many residents. However, the transfer station is spatially constrained on the current parcel and is impacting the operations of the Town Highway and Water Departments. Through our survey, we also found that the transfer station is incompatible with surrounding residential land uses.

One resident commented, “[The] hydraulic pumps are so loud in the neighborhood, can they be moved inside?” In light of these challenges,our project partners suggested the possibility of relocating the transfer station to the Geneva Town Hall site as a potential solution.

Currently Condition

Potential Site Information The Town of Geneva Town Hall building is centrally located at 3750 County Road 6. The town owns the entirety of the 24 acre parcel of land encompassing the town hall building, extending from Pre Emption Road to NY-14A. At the project's outset, our project partners from the Town of Geneva recommended this location as a viable option for the upgraded transfer station. As a major land holding for the town, the site is becoming a community hub with a box turf field, bike park, community garden, and utility tower located on the parcel.

The parcel is currently zoned for agriculture and approximately 12 acres of land on the current parcel have been rented to an individual farmer and cultivated in the past. The soil on site consists of the Honeoye Series which is very deep and well drained, forming a loamy till that is ideal for farming. However, yields on the parcel have not been substantial in recent years.

Decision Town of Geneva representatives see relocating and upgrading the town transfer station to the western portion of the site as a more productive use of the land that would also help serve the community and region more broadly.

The westernmost portion of the parcel would be the best location for the upgraded transfer station since it is located away from residential uses along Pre Emption Road and it is accessible by NY-14A. Through research, conversations with project partners, and site planning considerations, we propose the 5 acre portion of the site shown in the map below as the location for an upgraded Town of Geneva transfer station.

This scaled down site is the basis of our proposed final designs.

• Reduce the cost that Town of Geneva residents pay on their material management.

• Reduce the amount of material sent to landfill and increase local resource recovery.

• Reduce the number of road miles driven by large garbage trucks on local roads, especially on narrow, unpaved, or otherwise vulnerable roads.

For the final iteration, we integrated feedback from the mid-review, community engagement meetings, project partners, project managers, and team members to develop the below site plan. This site plan strategically laid out the transfer station with a 'waste hierarchy' in mind. Upon entering the transfer station from NY-14A, residents are presented with the reuse center as the first option for material dropoff. Placing the reuse center at the entrance allows residents who solely wish to shop to conveniently access a separate exit roadway without navigating the entire station.

Specific Scenarios

Proceeding further, users encounter an attendant's shed that provides guidance towards appropriate areas for specific materials. The initial collection areas consist of yard waste and building materials dropoff zones. Users are then directed to the food scrap drop-off area, featuring smaller toter bins for the collection of compostable materials. Continuing through the site, users reach covered recycling drop-off bins arranged in a staggered manner. This area is elevated so that users can easily drop recyclables into bins in the drop-off area. The hard to recycle/hazardous material drop-off building is equipped to collect items like batteries, electronics, appliances, medications, or a variety of other materials that could be collected regularly or during special collection events.

Lastly, users arrive at the waste drop-off bins to dispose of any remaining items that are not reusable, compostable, or recyclable. Subsequently, users can exit onto NY-14A to conclude their visit to the transfer station. Other special considerations of this site include a ditch surrounding the site, a stormwater rain garden to capture and control precipitation and surface runoff, and native species plantings to provide biodiversity, phytoremediation, and screening on the site.

Dummy City Interaction tools and platform design in a policy-based framework 1.2022 - 9.2022 Graduate Design in Architectural Association 9 Months Instructor：Eduardo Rico, William Team：Jiacheng Sun , Guang Yang , Siqi Sun , Hantang Li This project will focus on the context of London, using “Neighborhood Planning is a Dummy” as an argument, using the overall development of neighborhood planning in England, the particularity of London, interviews and report data as evidence to analyze and discuss the deep inequities faced by neighborhood planning.

Our goal is to be able to present and reflect on the story behind neighborhood planning, while summarizing, collecting and generating tools and strategies that can effectively help with different goals and problems.We present a community engagement proposal which focuses primarily on the need to inform people about the rules and regulations of the UK planning framework, with secondary attention to site-specificity and local context.

We developed tools, e.g. our game “Dummy City” and “Neighborhood Planning Encyclopedia”, that can help people to navigate the complexity of the legislation. These tools try to bridge the gap from layman language to complex legislative jargon in a series of layers, each one the more accessible and engaging.

CHAOTIC DEVELOPMENT

INTERVIEW PROGRESS Through a longitudinal study of the entire process of neighborhood planning, as well as a horizontal comparison of the basic attributes and dynamic inputs between neighborhood forums at the same stage. We have a deeper understanding and appreciation of how neighborhood planning, so-called “new power of the people,” continues to exacerbate inequalities in urban development.

In the process of developing neighborhood planning, the key factors that determine the ultimate quality of neighborhood planning are the basic properties of the place and the dynamic input. Communities with high social status, more power and resources, and highly educated residents have easy access to financial and technical support from governments and institutions.

In a situation where innate local fundamentals cannot be easily changed, the time cost spent, the level of community engagement, and the amount of funding and technical support obtained are the only potential research directions that can reduce the obstacles that disadvantaged communities encounter in exercising power and chasing their dreams.

In the following chapters, we will give our views and suggestions on how to improve the results of neighborhood planning.

Conversely, marginalized community groups with few resources and incomes struggle to exercise what is known as the “right to bottom-up development”.

Purpose: We contacted Neighborhood Forums at different stages and with different basic community conditions to conduct interviews to collect the most pressing and real needs of people in different neighborhoods and different neighborhood planning stages (focusing on the part where people participate).

Scope: Fortunately, most of the communities we contacted were very interested in our proposal, and they also wanted a better engagement tool for residents. However, different demands lead to different demand for tools in each neighborhood forum, including the expectation of better translation of text to lower the threshold for dissemination of draft neighborhood plans (Roman Road Forum), and public consultation on specific upcoming projects. Vote & Suggest (Lee Forum) etc.

Ideally, neighbourhood planning should provide self-protection for local residents within the framework of policies. Within the framework of democratized decision-making, through neighborhood programs, people shape the future of their communities according to their own will.

However, in the previous analysis and research, we found that the basic attributes and outcomes of urban development are not directly equivalent to the results of “excellent” neighborhood planning, and there is a huge gap in the content of the neighborhood plan development process between communities, which can be seen in the four scoring criteria of the neighborhood plan (green infrastructure, housing heritage, services and facilities, and commercial employment). At the same time, in the process of communication between the members of the various neighborhood forum organizations, the relevant personnel further showed us the inequalities and difficulties of neighborhood planning and development.

London’s Neighborhood Planning has been manipulated as a “Dummy” for a long time. On the one hand, the Government has delegated “services” to local authorities and regional communities, but it is often just a cost shift rather than a real dispersion of power and fiscal autonomy. On the other hand, due to differences in education, income, social background and other factors, neighborhood planning is not available to everyone. And a large number of people at the bottom have not yet participated. Even if someone were able to get involved, the consequence would be far from the same.

However, the true effectiveness of neighborhood planning cannot be simply defined by a single factor of wealth or poverty, education, or other factors, and inequality can be exacerbated or reduced by subtle interrelationships. Therefore, we have tried to summarize the factors and influencing factors that can play a role in neighborhood planning and proposed a dynamic input model. And by showing the problems and situations in different neighborhood planning stages to assist in demonstrating this dynamic model and understanding the development of inequalities in neighborhood planning.

At the same time, for minority groups, finding legislation and tools to address demands may be far more effective than engaging in lengthy neighborhood plans. Therefore, they can be quickly located on the page of tools that may be applicable through a simple questionnaire.

Based on the roadmap and other research, we use the Figma platform first developed a “Neighborhood Planning Encyclopedia” to categorize, organize, generalize and recompile all the complex information about neighborhood planning. Through a more convenient and repeatable interactive interface, residents can clearly understand the detailed process within the neighborhood planning framework, the corresponding application forms and technical support, laws and legislation and other effective tools.

Building a long-term, sustainable and diverse forum structure is quite beneficial to the maintenance and community development of the later forum. From here, they can learn how to become or discover a “contributing” community member.

ROOKIES For those “Rookies”, being able to quickly and easily locate or understand the tools that can solve the problem is most important, and learning the overall content of neighborhood planning and other tedious knowledge is secondary to them.

“Meanwhile Space” : the use of temporary contracts that allow community groups, small businesses or individuals to move into these vacant spaces and set up shop, on the understanding that they will leave within an allotted time.

In 2009, the first central government programme on meanwhile use. It describes a process of “intelligent use of unproductive empty buildings and underused land”; a process which bolsters local liveability by fostering business innovation and experimentation. “Meanwhile Space” approach is distinct in its ethos, in that it encourages low-cost community investment by providing access to cheap floorspace for local small businesses, community care projects and start-ups.

CASE STUDIES Ebury Edge is a temporary work and community space at the heart of Westminster designed in collaboration with Jan Kattein Architects, combining affordable workspace and retail units with a café, a community hall and a public courtyard.

As part of the Ebury Bridge Estate redevelopment, which will see 781 new homes created and existing housing blocks retrofitted just south of London Victoria, Westminster City Council (WCC) was keen to provide the local community with an immediate sign of regeneration.

The project sets a precedent by embracing the creative potential of the regeneration process. By bringing community amenities to the Estate in advance of long-term redevelopment, the scheme provides residents with valuable social spaces to meet and the infrastructure to facilitate local business. The design and consultation approach has resulted in a striking appearance, reflecting residents’ wishes to invite communities old and new into the renewed Estate.

THE ULTIMATE FORM OF COMMUNITY ENGAGEMENT For most non-professionals, the “Neighborhood Planning Encyclopedia” we produced may still be a little technical and difficult to enjoy the process of participation. Consevation and Regeneration of Muck Soil Independent research-based projects while studying at Cornell 10/1/2022 - 8/20/2023 Cornell University 1 Year Instructor : Jamie Vanucchi , Maria Goula Jiacheng Sun "MUCK" is a term that is not common in life, but it is an amazing and rare soil.

Muck soils form where there is water or standing water, as a result of the transformation of what was once a large lake or swamp, or a glacial melt, where large amounts of organic matter were located, into what is now a productive farm rich in black organic soil.These soils are usually in low-lying areas where the water table is high and drainage is restricted. However, the water table is shallow enough to permit significant plant growth and cover development. In fertile farmland, as plants die, organic matter sinks below the surface, as decomposition is slow in saturated conditions lacking oxygen. As a result, over time, rich black soils with very high organic matter content. They are characterised by soils (muck) containing a high percentage (between 20% and 50%) of organic matter. These muck soils tend to be found in New York, Ohio, Illinois, Indiana, Michigan, Wisconsin and Florida, where manure farming on drained swamps is an important part of agriculture and where vegetables are mainly grown.Under anaerobic conditions, plant remains (mainly sediments and mosses) decompose very slowly. It takes nature about 500 years to accumulate 30 cm of mucky soil.

This soil is widely used in farming, but people don't seem to realise that it is a non-renewable soil that is only allowed to form naturally over time.What is muck soil? How does it form? What does it do? Where is it? Why is it not renewable? How to protect it? In order to solve this series of questions, I designed a set of multi-functional windbreak corridors, tried to use design proposals to protect this amazing soil, and also investigated trying to accelerate the regeneration of the muck soil by means of artificial intervention under the long-term goal.

My site is located in upstate New York State, 50 miles north of Ithaca, in the Finger Lakes region, on land between the Erie Canal and the Seneca River.

After processing the data, I obtained a graph showing the distribution of muck soil on my site. As mentioned earlier in this presentation, muck soil is soil that forms from glacial or lake melt, flooding, and other areas of standing water, so I found data on flood-accumulated, waterborne soils and added it to this graph to verify that all muck soil was born in the accumulation, which turned out to be correct.

As can be seen from the map, the site was more grassland and forested and rich in natural resources during 1992, and from 2001 onwards the area and amount of wetlands increased, while reducing the area of grassland and increasing the area of arable land. However by 2016 the scrub on the site starts to decrease and converts to arable land, while Emerging Herbaceous Wetland starts to appear in the farmland section due to the high water content of the soil. but the farmland on the south side of part 1 I guess has increased drainage due to the development of the ditch, converting its land cover from wetland to farmland. There is a decreasing trend in forestry across the site compared to 1992, but it is more integrated, for example in the corridor linking the drumlins to the north of the site. By 2019, there is some reduction in Emerging Herbaceous Wetland across the farmland portion of the site, while the grassland on the northwest side is even less

A On Site 1, this is a site that is not easily accessible for agriculture, with only a small road on the north side providing access to the site, whilst the middle of the site is bisected by a wide ditch. There was corn residue here on the first visit, and on the second visit standing water conditions were dominated by H and I-shaped ponding. Cover crops and legumes were planted on the third visit.Also, this site, while having low ponding conditions, has state regulated wetlands to the north and south, so the site has high humidity.

At Site 2, this site is the site with the lowest ponding situation of the five sites, as well as being agricultural land with fewer and single routes of access. No larger areas of ponding were identified during the first two site visits. The main crops grown were the same as Site 1. The site also has two state regulated wetlands that enhance the site's moisture content.

Multi-functional Windbreaker on Farmland

When on farmland, we need to consider both the obstruction of the release forest to wind, the protection of the farmland, and the possibility of multiple functions. During the dry season, windbreaks need to have three layers, the first layer being DEFENSE shrubs, the second layer being DEFENSE conifer, and then the third layer being the tallest trees so that the wind is blown upwards as it goes from low to high. When considering deciduous species, the leaves can be blown off by the wind and into the ditch to keep filling the ditch, and it is also important to consider whether wildlife can be attracted and humus obtained to improve soil fertility and slow the depletion of the muck soil. It is also worth considering whether there is an economic value, as this will enhance the economic diversification of the landowner, as well as provide some economic income during the flood season.

Therefore, it is worthwhile to select the type of plants, as the muck soil contains a lot of water, so the first requirement is whether the plants can tolerate the humid environment. The following five plants are all favourable to growing in wet or saturated soil, and meet the three criteria of wind protection, animal attraction and economic value.

Ponding occurs when the soil is saturated with water and can no longer absorb it, so in areas prone to ponding I provide deciduous wetland trees for this purpose. At Site 4, this is the site with the highest ponding situation of the five sites, in the first site visit just one hour of rainfall was enough to create a lot of standing water on this site, and in the second visit it was a complete lake, which was amazing, all the land was underwater and walking along the road was like walking along a lake. Walking along the road is like walking along the edge of a lake. The type of ponding here is of the completely submerged type.

At Site 5, this is the site with the second highest ponding situation out of the five sites, and it is also the site where the most maize is grown in the summer months, with a large amount of agricultural land used for maize cultivation. The first two site visits were similar to Site 4, the first with considerable standing water and the second with a full lake. At the same time, this site has the largest single area of ditches of the five sites, and the ditches are always watered in summer and winter.

Piscina Mirabilis Historic Remains Renovation Project 1.1.2022 "Piscina Mirabilis" design competition 5 Weeks Individual Work The Piscina Mirabilis, a cistern built by Augustus the Great in the first century, was a large stone cistern that stored water from the nearby Lake Miseno and supplied it to the naval base where the monarch's fleet was stationed.

I have transformed and upgraded this cistern into a contemporary art gallery. The ancient ruins are in most cases very strong structures. I thought it made more sense to restore the ruins to their normal use than to build something new into them. Transforming historical ruins and giving them a new function responds to the needs of the time and space.

The Piscina Mirabilis is a large stone cistern built

by Augustus the Great in the first century, which stored water from the nearby Lake Miseno and supplied the naval base where the monarch's fleet was stationed.

I have converted and upgraded this cistern into an art museum.

The ancient ruins are in most cases very solid structures. I thought it made more sense to restore the ruins to their normal use than to build something new in them. Transforming historic sites and giving them new functions is a response to the demands of time and space.

The possibility of restoring one of the most important reservoirs of the ancient world while protecting the original ruins from destruction is what I want to do.

The trestle that connects the various galleries is a curved architectural gesture that breaks the rigid geometry of the 48 columns of the rectangular plan, and I believe that the water should be brought back to the reservoir, restoring its historic function while bringing beauty to the landscape.

SECTION A-A' A square on the remains of the Piscina Mirabilis. Constructed of new concrete, the square features exhibitions of modern art as well as a swimming pool and a viewing platform. After passing the classical art exhibition gallery in the lower reservoir, visitors can continue to see the modern art in the square while splashing in the pond in the square, as if travelling back in time to modern times. There is also a viewing platform where visitors can go up and enjoy the magnificent panorama of Mount Vesuvius at sunset.

The metaphors of air column packing material are wraping, protecting and defending against damage from outside. We fill helium in the air columns to reduce the weight of the material so as to hang them in a lighter way.
