Omaha Seeks Tie yiMtSafad

'Sister-CKy' Idea OK'd OMAHA - The Omalu Jewiib Federation will estiblltta a "iliter city" program with Satad, Israel, ai result of a motion passed at the July 31 board meeting. By establiihing a sister-city relationship with Safad, Omahans will be aided in visiting Safad families in Israel, thus establishing a closer retationship with Safad residents, said Morley Zipursky, Federation president. In a letter to Safad Mayor E. Kodosh, Zipursky said that

if the sisler-clty program can be worked out, "What we probably should do is plan for a msslon of Omaha Jewry to go to Israel sometime in the fall and formally start the program." He said an attempt will be made to bring Omaha Mayor Edward Zorinsky. Zipursky's letter listed as program possibilities the exchange of students, the establishment of "vestpocket" recreational parks for Safad youngsters, exhcanges of ideas to solve the

problems of each community and its businesses and "utillting people from Safad in Omaha during our Philanthropies campaigns." Zipursky pointed out that Mrs. CM, (Raquel) Newman visited Safad (his past June to help start the sister-city program. Her brother is David Heller of Chicago, III., who Is building a nursery school in Safad. "Their (the Israelis') fatd is our fate," Zipursky wrote. Omahans understand this and "are very involved in keeping Israel whole .... The one element lacking Is a personto-person relationship with Israelis. It is difficult to identify with a whole country. It would be much better for both Israel and American Jewry if there could be more person-to-person contact." Alvin Abramson reported to the Federation that $3.2 million lias been pledged to the Phllanthrophies campaign, with the goal being $3.5 million. Leo Meyerson reported $1,371,000, or about SO per cent, of the pledges have been paid, and Bea Sommer reported that the women's division is complelS — $399,096 faa« been received.

Some $2,537,000 in pledges to the new Jewish Community Center have been collected, according to Norman Bait, building fund director, and Charles A. Monasee t«ported that the Center is doing "extraoridlnarily well" In memberships thus far. H« said lack of swimming pools have hurt the membership drive. The Jewish Library was transfered to the Federation from the JCC. "It is felt that Ihe library will be a more viable part of the community as part of the Federation," Zipursky told board members. In a letter to Herb Rubinstein, Federation executive director, librarian Edie Wolf noted the library "exists for Ihe perpetuation of our heritage for the entire community."

New War in Mideast?

Allan: It Isn ^t Inevitable NEW YORK (JTA) Israeli Foreign Minister Yigal Allon told a group of American Jewish leaders that while a new Middle East war is possible, It is not inevitable. He said that while preparing for war, Israel must also seek to avert a war by political means. Allon's remarks were made al an off-the-record.meeting with members of the Conference of Presidents of Major American Jewish Organizations at the Jewish Agency office here Just before his departure for Israel. The Israeli official, who had been in the United States since July 28, reported on his meetings in Washington with Adminiatralion and congressional officials. According to a soarce, Alton stressed that Ihe United Statfs ha> no Mideast peace plan and will not try to Impose a srtllemen on Israel. He said his meetings with Secretzry of Stale Henry A. Kissinger, Defense Secretary James R. Schlesinger, Treasury Secretary William Simon and Vice-President Gerald Ford had been very good, constructive, useful and fruitful with satisfactory results. Allon reportedly said that

"some of these results are already in my pocket" and expressed confidence that the others were being considered favorable. Allon said that, thanks to Ihe special relationship the Unted States enjoys with Israel, the US, is the only power with which all Mideast countries are willing to negotiate. He said Ihe American airlift during the Yom Kippur War convinced the Arabs that the U.S. would not sacrifice Israel and thus opened Ihe way for peace talks. Allon stressed that there was no truth to the rumor that the U.S. had asked Israel to recognzf Ihe Palestine IJberalioa OrganlialiM. The Israeli official said he had discussed the issue of Soviet Jews with Kissinger, Ford and Senators Henry M. Jackson (D., Wash.) and Jacob K. Javits (R.,NY), among others, and declared that the Administration cares about the fate of Soviet and Syrian Jews. Asked about the US. plan to give Egypt nuclear reactors, Allon reportedly said Israel feels Egypt has not yet exhausted its other power resources but that If the U.S.
