The Jewish Federation supports the Foundation for Jewish Day Schools’ facilitation of Pennsylvania’s Educational Improvement Tax Credit (EITC) program. This program allows individuals and businesses to easily redirect state tax dollars in return for a 90% tax credit. These dollars provide vital funding to low- and moderate-income families sending their children to Jewish schools.

Close to 1,200 Jewish day school and pre-school students received $14 million in scholarships through the EITC program.
Participating in the EITC program is a simple, but powerful, way to enhance your Jewish philanthropy and ensure that every child has access to a strong, values-driven education.

In January 2027, the Educational Choice for Children Act will establish a federal tax credit program for K-12 education. Individual federal taxpayers will be able to contribute up to $1,700 to scholarship-granting organizations and receive a 100% federal tax credit. This means it will cost nothing to make a donation supporting scholarships for private school students, including those at Jewish day schools. The program is designed to complement, not replace, Pennsylvania’s EITC program, expanding the pool of funds available for scholarships.
Turney P. Berry, Esq. is nationally recognized as a leading authority in estate planning, charitable giving, and the law of trusts and estates. Based in Louisville, Kentucky, he is a Partner at Wyatt, Tarrant & Combs, LLP and leads the firm’s Trusts, Estates & Personal Planning Service Team. Berry is a sought-after speaker and prolific writer on topics, including wealth transfer, fiduciary law, and developments in tax and nonprofit legislation. He is a regular speaker at the University of Miami’s Heckerling Institute, is active in the American College of Trust and Estate Counsel (ACTEC) and is a Life Member of the Uniform Law Commission. Berry teaches Business Succession Planning now at the University of Miami Graduate Institute on Estate Planning, and has previously taught at Vanderbilt, Louisville, and Missouri law schools.
A graduate of Vanderbilt Law School, Berry brings a rare combination of legal depth, practical insight and visionary leadership to his clients and to the broader legal and philanthropic communities. He is regularly recognized by “Best Lawyers in America” and other national peer-reviewed rankings and is a member of the Estate Planning Hall of Fame.
Amy S. Ufberg, Esq. is a highly regarded partner at Dechert LLP, where she has worked for over 25 years. She chairs the firm’s private client group and runs its Partnership Promotion Committee. Her practice primarily focuses on sophisticated estate planning, charitable planning, and the administration of complex estates and trusts.
With a deep expertise in succession planning, Ufberg frequently advises individuals with interests in closely held businesses, guiding them through the intricate process of wealth transfer. She has developed and implemented numerous sophisticated plans for individuals and large family groups, managing extensive and multi-jurisdictional estates and trusts. Her work also extends to representing significant charitable foundations.
Ufberg is widely recognized for her contributions to the field of trust and estate law. In April 2025, she was elected as a Fellow by The American College of Trust and Estate Counsel (ACTEC), an esteemed organization of leading trust and estate lawyers and law professors. She has consistently been ranked among the top lawyers for Private Wealth Law in Pennsylvania by Chambers High Net Worth and was named “Trusts and Estates Lawyer of the Year” in Philadelphia in 2018 by The Best Lawyers in America. She is currently the vice chair of the Pennsylvania Legislature’s Joint State Government Commission Advisory Committee on Decedent’s Estates Law. She was also an Adjunct Professor at Penn law school, teaching a class on trusts and estates.
Ufberg served for more than 15 years as a director and officer of Pinemere Camp and is currently on the Board of the Jack M. Barrack Hebrew Academy, where she serves as the chair of the Governance Committee.
She is a trustee of the Jewish Community Foundation and serves as the chair of its Professional Advisors Network. Ufberg also participated on the committee overseeing awards from three of the Foundation’s endowed scholarship funds.
Edward N. Polisher, z"l who died at age 102 in September 2004, was often referred to as “the dean of estate planning.” A highly respected Philadelphia attorney, longtime Jewish community leader and philanthropist, Polisher was known as a true visionary. Polisher made certain that his legacy would live on in multiple ways. One of his important bequests was to establish an annual award for an estate planning professional in recognition of outstanding service to the Jewish Community Foundation of Greater Philadelphia, a branch of the Jewish Federation.

We can help you guide your clients as they focus on how they wish to shape their legacy in the Greater Philadelphia Jewish community through a bequest. We work with attorneys to provide bequest language, so that your client can:
• Contribute to the Unrestricted Endowment Fund, which will provide funding for the Jewish community’s priorities in the generations to come
• Create an endowed fund in their name or the name of a loved one that can:
• Continue to provide an annual gift to the Jewish Community Fund (JCF) in perpetuity. Donations to JCF will be allocated to wherever the need is greatest at the time
• Support a field of interest, such as: caring for those in need, Jewish education, combating antisemitism, or Israel and overseas
• Provide annual funds to benefit a specific Jewish organization or synagogue of your client’s choice
Donor Advised Funds are an ideal charitable giving vehicle for families looking for a simpler way to manage their giving, and they can help your client:
• Receive immediate tax advantages and a flexible timetable for making gifts
• Support any qualified Jewish or secular 501(c)(3) public charity
• Create an opportunity for family involvement in philanthropy
• Honor their family’s values and ideals
We offer personalized service coupled with knowledge of Jewish programs, projects and organizations. The fee structure is competitive, and those fees support the work of the Jewish Federation. By establishing a fund with the Jewish Community Foundation, every grant becomes a clear statement of their commitment to supporting the Jewish community.
We offer charitable gift annuities as a way for your client to make a gift and receive guaranteed, fixed payments for life. Available for clients aged 65+, these gifts can be a tax-effective strategy to generate payments for single or joint beneficiaries. A charitable gift annuity may have the following benefits for your client:
• Offer an income-tax deduction at the time the gift is made, and a portion of the payments are received free of income tax
• Provide a potential reduction of estate taxes
• Serve as a possible retirement-planning vehicle
• May be funded with a one-time QCD (max. $54,000 in 2025)
• Give the opportunity to make a significant gift for the Jewish Federation, community organization or area synagogue
Life insurance is an advantageous way, particularly for younger donors, to fund an endowed gift at the Jewish Community Foundation. An endowed gift can be created through relatively small premium payments.
Existing Policy – Your client can transfer the policy to the Jewish Community Foundation, naming the Jewish Federation as owner and beneficiary.
New Policy – The Jewish Federation can purchase a new policy on your client’s life, with the Jewish Federation designated as owner and beneficiary. Younger donors will typically qualify for a lower premium payment, and your client may qualify for income-tax deductions when premiums payments are made. The Jewish Community Foundation offers a premium match for qualified policies with an aggregate premium of at least $50,000 over five years.
We provide the following ways to recognize your client’s generosity, while respecting their privacy when they choose to remain anonymous.
• Legacy Society – Honors individuals and families endowing gifts of $100,000 or more through all types of vehicles. Members may designate their gifts for general or special purposes. Members enjoy an annual celebration.
• Tikkun Olam Society – Honors individuals and families endowing gifts of any size up to $99,999 through bequests, charitable gift annuities and planned gifts.
• Circle of Partners – Honors over 3,000 members for their 25 years or more of contributions to Jewish Federation’s Annual Campaign. Members enjoy special Gala celebrations.
When your client creates an endowment fund with the Jewish Federation, we provide them and/or their family members with annual reports to illustrate their fund’s impact.
We offer the following programs and groups that your clients may find meaningful for their Jewish Philanthropy.
The Jewish women’s foundation, comprised of more than 500 members, offers the opportunity for joint investment and collective grantmaking that support initiatives and organizations that advance the lives of self-identifying Jewish women and girls.
This cohort-based program provides learning, insights and tools to inspire participants from families with significant philanthropic legacies to competently and confidently address the issues and impact that are important to them. Led by skilled facilitators, a nationally recognized Jewish educator, and expert speakers from around the philanthropic world, your clients will participate in guided conversations that focus on values, family legacy, identity and charitable vision.
