H o u s i n g D e v e l o p m e n t
Housing Development (HD) is one of the three divisions within OC Housing and Community Development. And while the team may be small, the impact from this dynamic “Party of Five” is anything but.
The HD team track, pursues and administers resources available for the development of supportive housing to support the County’s Housing Funding Strategy (HFS) and the 2022 HFS Update to address the housing need by developing 2,396 supportive housing units through 2029.
HD is a public lender. They do underwriting and provide low-interest, 55-year loans to developers to build housing which means HD is managing these loans and monitoring these rent-restricted properties for 55 years to ensure adherence to affordability restrictions and Housing Quality Standards
HD is highly collaborative. HD works with many other County departments/agencies to achieve mutual goals:
o OC Housing Authority on administration of project-based vouchers
o OC Health Care Agency on administration of the County’s Mental Health Services Act housing funds and provides technical support through an interagency MOU
o CEO Office of Care Coordination on housing initiatives related to interim housing and shelter operations, including the Homekey Program and Permanent Local Housing Allocation Program
o CEO Real Estate on affordable housing initiatives regarding County-owned land including the Homekey Program
o OC Public Works/Planning on the Housing Element, Housing Opportunities Overlay and developments located in unincorporated County
Here are a few highlights for HD in 2023: Added 592 affordable and supportive housing units to the County’s pipeline, including completing construction on six (6) developments to bring 408 units online and available to house low-income to extremely low-income households throughout Orange County
Released the 2023 Notice of Funding Availability (NOFA) on March 20, 2023, making up to $67.1 million in capital funding and 210 PBVs available for supportive housing development and processed nine active applications requesting 202 Project-Based Vouchers (PBVs) and approximately $32.76 million in combined funding requests that will produce 619 supportive and affordable housing units
