MAYOR EMANUEL ANNOUNCES $1.6 MILLION WORKFORCE DEVELOPMENT INVESTMENT TO PUT MORE CHICAGOANS BACK TO WORK Funding from Chicago Department of Aviation to connect unemployed local residents with job opportunities at companies that contract with O’Hare International Airport Chicago Mayor Rahm Emanuel today announced that the Chicago Department of Aviation (CDA) will provide up to $1.6 million in funding over three years for worker training and direct placement program assistance to help unemployed Chicago residents obtain positions at companies that contract with O’Hare International Airport. The funding will be utilized by Skills for Chicagoland’s Future (SCF), a public-private partnership working to close the skills gap by helping to match businesses that have current, unmet hiring needs with qualified, unemployed job seekers.

Funding for this effort comes from damages collected by the CDA from contractors who failed to meet the requirement of the Chicago Residency Ordinance, which specifies that penalties collected must be utilized for such worker training programs.

“This $1.6 million investment will provide unemployed Chicago residents with direct job placement and customized training in the skills they need to get back to work in our modern economy,” said Mayor Emanuel. “This model works because it focuses on the current and emerging hiring needs of local businesses in our city. This kind of strategic partnership between public and private sectors is essential for the economic future of Chicago.”

This investment is another example of the City of Chicago’s ongoing commitment to workforce and economic development – from the ongoing efforts to attract and retain companies in Chicago to the work being done in the city’s STEM high schools and in the City Colleges of Chicago through the College to Careers program.

SCF’s focus is to shrink the skills gap in the Chicago area and help employers find qualified, unemployed job seekers to fill available positions. Since launching in September 2012, SCF has helped more than 25 companies fill critical vacancies and has helped place nearly 400 unemployed candidates into local jobs.

“Our program’s success stems from our ability to develop close relationships with area employers, learn their hiring needs and challenges, and put quality, pre-screened candidates directly in front of them quickly and efficiently,” said Marie Trzupek Lynch, president and CEO, Skills for Chicagoland’s Future. “This CDA funding will allow SCF to cover the sourcing and screening costs of direct placement and some of the cost of training programs needed to help companies that do business with O’Hare prepare unemployed Chicago job seekers for available positions.”

SCF’s services are provided at no cost to unemployed job seekers. Employers can contact SCF to assist with recruitment, placement and training efforts related to their skills gap and hiring challenges. Unemployed job seekers in Chicago can apply for jobs or register online at www.scfjobs.com to be included in the SCF database for placement consideration.

The work done by SCF supports and complements the efforts of Chicago Cook Workforce Partnership and City Colleges of Chicago’s College to Careers initiative.

As a public-private partnership, Skills for Chicagoland’s Future is funded by the City of Chicago, the State of Illinois, the Chicago Cook Workforce Partnership, foundation support and multiple private sector donations, including a lead corporate gift from JP Morgan Chase Foundation.

Six years ago, Aliko Dangote paid a visit to Tanzania, on Africa’s eastern coast, and shared his dream of having an African-run business empire that would manufacture products all over the continent. To assorted government and business leaders, he announced that he was prepared to make an investment of $600 million to build a cement factory in southern Tanzania, alleviating the shortage in that country’s domestic cement supply. The Tanzanians were skeptical. “They didn’t believe us at all. They thought I was one of these ‘Nigerian 4-1-9’ scammers who try to go and scheme people out of their money,” Dangote says. “Or just one of these clever Nigerians who would come and be lying to them.”

The Tanzania story is clearly one Dangote relishes telling—not least because of how it’s turning out. LAGOS, Nigeria (AP) - A pan-African magazine says Africa has many more billionaires than previously reported, 55 of them worth $143.88 billion including a Nigerian said to be the richest black woman in the world.

"Move over, Oprah!" Ventures Africa says in its latest edition published this week.

Editor-in-chief Uzodinma Iweala said Tuesday the magazine's estimates are "on the conservative side."

The report predictably identifies Nigerian manufacturer Aliko Dangote as the richest African worth $20.2 billion, among 20 Nigerians listed.

Africa Ventures put the average net worth of Africa's billionaires at $2.6 billion and their average age at 65. The oldest billionaires are Kenyan industrialist Manu Chandaria and Egyptian property tycoon Mohammed Al-Fayed, both aged 84. The youngest billionaires are Mohammed Dewji of Tanzania and Nigerian oil trader Igho Sanomi, both 38 years old.

Nigeria, South Africa and Egypt had the highest numbers of the richest Africans, with nine in South Africa and eight in Egypt. It said Algeria, Angola, Zimbabwe and Swaziland only have one billionaire each. It identified billionaires in only 10 of Africa's 53 countries.

The magazine's survey surprises by identifying oil tycoon Folorunsho Alakija as the richest black woman in the world, saying that she is worth $7.3 billion.

Forbes magazine in its respected list had estimated Alakija's fortune at $600 million and Oprah Winfrey's worth at $2.9 billion.

The Forbes list of Africa's 40 Richest has only 16 billionaires including two Nigerians.

"I think being more rigorous and being closer to the ground makes it easier to figure out on a continent where information is not as readily available and things are not as transparent," Iweala explained in a telephone interview.

He said the Lagos-based magazine, which boasts it "champions African capitalism by celebrating

Our population is already 16 years younger than in China, and this is only the beginning. Within less than three generations, four out of ten of the world's youth will live on our continent.

This demographic dividend -- and the energy and enthusiasm it brings -offers us a unique advantage which other continents facing the prospect of a rapidly aging population and dwindling workforce can only envy. In a world changing with breakneck speed, it is young people who are best equipped to identify and deliver fresh solutions to our problems.

But we will only fully reap these benefits if we listen to young people, engage with them and provide the education, skills and support they need to prosper. Despite progress, we continue to fail to rise to this challenge. Young people, all too often, find their interests overlooked and their voices ignored.

In contrast, Africa has just witnessed an 89-year old sworn in as President of Zimbabwe, a post he first gained 25 years ago. And this was after he had already led his country as Prime Minister for nearly a decade.

The truth is that it is not so much the age that our leaders first come to power which is the problem but their reluctance to relinquish it. Where necessary, constitutional terms are altered to allow them to continue .long

Nigeria lost at least 100,000 barrels of oil per day, around 5% of total output, in the first quarter of 2013 to theft from its onshore and swamp operations alone, a new Chatham House report estimates.

This illicit oil is likely to have found ready buyers in West Africa, the US, Europe and several Asian countries.

Stolen Nigerian crude and the profits from it are laundered around the world, threatening the integrity of financial markets and the legitimate oil business.

Within Nigeria, the world's 13th largest oil producer, the practice is tied to political violence, corruption and instability.

Despite this, no Nigerian oil thieves have been prosecuted internationally, and knowledge of the illegal business and its practitioners remains poor, says Nigeria's Criminal Crude: International Options to Combat the Export of Stolen Oil. Criminal Crude - the first independent, in-depth report on the international dimensions of Nigerian oil theft - explores the problem in the context of legal trading markets and Nigeria's own oil sector and political culture.

The report describes oil theft as a species of organized crime that is almost totally off the international community's radar.

Nigeria cannot resolve the problem alone, but it needs to take the initiative to develop an achievable strategy with its foreign government partners. Even then, much more intelligence is needed to connect the very complex issues and range of actors involved.

"Foreign governments may want to say this is not their problem," says coauthor Aaron Sayne, "But without better knowledge of how oil theft affects security and strategically important markets, not every government can say so with confidence."

Criminal Crude offers a four-point framework for states seeking to take first steps against Nigerian oil theft.

First, Nigeria and its foreign government partners should prioritize the gathering, analysis and sharing of intelligence on oil theft. The report offers preliminary conclusions about how much oil is stolen, how the oil and money move globally and the links between oil theft and insecurity.

Nigeria: 2014 - FG Projects N4.5 Trillion Budget, Sets Oil Benchmark At U.S.$74/BL

The federal government is set to propose a budget of N4.495 trillion for the fiscal year 2014 that will be predicated on an oil revenue benchmark of $74 per barrel.

While the proposed budget projection translates to a N492 billion reduction from the N4.987 trillion appropriated by the National Assembly in the 2013 budget, the 2014 oil benchmark of $74 per barrel also marks a reduction of $5 per barrel from the $79 in the 2013 budget.

The budget proposal is contained in the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) sent by President Goodluck Jonathan to the National Assembly Tuesday and obtained exclusively by THISDAY Wednesday.

The MTEF and FSP are also proposing a reduction in capital expenditure and a rise in recurrent expenditure in 2014. Capital expenditure has been pegged at 26 per cent, while recurrent expenditure is pegged at 74 per cent.

In the 2013 Appropriation Act, recurrent expenditure was pegged at 68 per cent, while capital expenditure was put at 32 per cent.

According to the expenditure framework, the reduction in capital spending in 2014 is the fallout of the government's projected reduction in revenue in 2014.

"It is essential to note that the level of outlay of personnel cost is crowding out expenditure on capital spending needed to develop the nation and constitutes a major drain on public resources.

"Even now, there continues to be pressure for higher emoluments, pensions, etc. This is clearly unsustainable and would need to be addressed," said the federal government in the expenditure framework stated.

Although the Senate had set next Tuesday for the debate on the MTEF, THISDAY's examination of the 2014 budget proposal also revealed that the federal government has pegged oil price for 2015 and 2016 fiscal years at $75 and $76 per barrel respectively and as well put budget projections for 2015 and 2016 at N4.743 and N4.839 trillion respectively.

The fiscal document stated that in arriving at the decision to bench oil prices at $74 per barrel in 2014, the government took cognisance of "the weakening future prices occasioned by rising oil theft and unconventional oil supplies as well as slow economic recovery."

While noting that government's model of 15 and 10 years moving benchmark averages have produced a figure of $71.96 which it said was adjusted in consideration of the behaviour of future prices, the document states further that whereas in the last decade, oil prices rose to record levels and peaked at $48 per barrel in July 2008, it has since been sliding downwards since 2012 with a looser demand-supply balance.

The government also disclosed that after extensive consultations with the Nigerian National Petroleum Corporation (NNPC), and in observance of persistent oil theft, illegal bunkering and other production challenges, it had opted to project crude oil production for 2014 at 2.3883 million barrels per day.

The projected crude oil production at 2.383 million barrels per day in 2014 is 143,000 barrels per day lower than the 2.526 million barrels per day in the 2013 budget.

The fiscal paper further showed that the government is projecting a 6.75 per cent Gross Domestic Product (GDP) growth in 2014, a slight increase from 6.5 per cent in 2013.

GDP growth, the federal government stated, would be driven by strong performance in agriculture, wholesale and retail, construction and real estate sectors, among others. The document also stated that expected revenue from non-oil sectors in 2014 is benchmarked at 25 per cent of total revenue.

In a related development, the Senate announced yesterday that it would open a debate on the comment credited to the Minister of State for Finance, Dr. Yerima Ngama, that the 2013 budget was no longer implementable.

Raising a point of order on the matter yesterday, Deputy Senate Leader, Abdul Ningi, said the statement was misplaced, more so, when the price of oil has not fallen below the $79 benchmark and no report had been officially made about poor production capacity.

Ningi said the minister's statement was an indictment on the National Assembly, which legislated on the budget.

In taking a decision of Ningi's observation, the Senate which viewed the comment as outrageous, agreed to debate the matter today.

London (CNN) -- The girls strutting down the runway in The Savoy Hotel share many features - all are long-limbed, fine-boned and have glowing complexions. A silent army marching to the heavy music, past the front row A-listers peering out from behind their dark glasses.

But one girl is different: the only one with black skin in a battalion of white faces. Nadja is one of the few black models lucky enough to make this year's cut for London Fashion Week.

The lack of racial diversity in the fashion industry is a serious issue that needs to be tackled, according to supermodels Naomi Campbell and Iman, who this month launched a campaign to raise awareness of racism in the industry.

"The absence of people of color on the runways and photography reinforces to our young girls that they're not beautiful enough, that they're not acceptable enough," said Iman, model and wife of David Bowie, to CNN. "The diversity that we live in, the world that we live in, is not what is shown on the runway. That to me is the concern. It's a bigger issue at large than just about runway and models."

Campbell and Iman, in a campaign spearheaded by former model agent Bethann Hardison, have written to the major fashion councils of New York, London, Milan and Paris calling for an end to racism.

Bethann Hardison and Iman are part of a campaign for more diversity on the runw ay.

The "Diversity Coalition," as the trio has named itself, identifies the fashion houses which "consistently use one or no models of color" in their runway shows - including Marc Jacobs, Victoria Beckham, Calvin Klein, Donna Karan and Rodarte. "No matter the intention," their letter says,

"the result is racism."

CNN reached out to each of those companies for comment, but has received no response.

CHESAPEAKE As the aunt of Frank Spadea's wife entered her mid-80s, the Spadeas started to research ways to make their aunt's home fit the needs of two generations - the aunt and Spadea's stepson, who was going to move in to help her.

A new report titled Reimagining the American Supermarket for a New Era in Food Culture finds packaged food and beverage declining in volume across the U.S. supermarkets.

The report from Hartman Strategy, a leading innovation and strategy consultancy serving major food and beverage companies, closely examines how this primary food retailing channel can isolate and build new sources of growth.

"Pantry-stocking categories are not driving supermarket growth as volumes continue to migrate to discount channels," saidJames Richardson, Ph.D., the top executive at Hartman Strategy and author of the report. "What we believe is that C PG companies can partner with supermarket chains, large and small, to reverse the channel decline."

"Our category-level analysis reveals that almost 20 percent of sales volume is in low-velocity categories that underutilize shelf space," Richardson added. "Supermarket velocities are worse in markets with lower income and heavy saturation of discounters."

The Reimagining the American Supermarket report examines the historical roots of the rise to prominence of the supermarket in America and the transformation from the purveyor of dry, bulk, unpackaged goods to packaged, prepared foods and the supersizing of center store.

The report's results illustrate that top-growing packaged foods and beverages in today's supermarket channel are healthy beverages, snacks, and contemporary cooking ingredients for simple meals.

"Fastest-growing supermarket channels position themselves exclusively upmarket or exclusively downmarket, or they manage each store location to the relevant market extreme," noted Richardson.

About the Author It was during his time at Northeastern, about '86-'87, that Idreez heard Harold Washington speak to the students during his run for re-election as mayor. Idreez found himself captivated by the political nature of Washington's words and how well he spoke English. This experience is what motivated Idreez to switch from continuing his education in accounting to political science. Although Idreez imagined himself as a well-to-do politician, it was this academic path that steered his love towards writing through the work he put into his thesis. He fell in love with the craft of writing and followed his heart forward from there. Idreez is a smartly dressed man, who chuckles easily and speaks pointedly about what he believes in. He was involved with the production of two papers post-college: The African Voice and Afrik. He also took a job at The Celebrity International magazine. Although he enjoyed freelancing for these publications, he hoped that instead of writing for other people he could begin his own publication, and one day would. Idreez's family in Nigeria used to tease him about wanting to be a journalist, because his English has never been very good. People also told him he would make more money pursuing a career in accounting. But Idreez had his mind set on being a writer- nothing else. He compares this experience to a Bible passage that says a prophet is not without honor except in his own house or hometown. Although initially his family didn't agree with his decision, they've not only grown to support him- but also write him letters requesting that Idreez write letters to the government of their state in Nigeria, and focus more of his work on African happenings. Idreez says he just laughs. "Whatever you do in life, if you persevere- then people have no choice to see that and respect what you're doing."
