As President, when I reflect on the remarkable journey of Kitsaki Management since we began in 1981, I am filled with great pride and, most importantly, gratitude. Over the past four decades, we’ve navigated through economic shifts and industry changes, always staying true to our mission. What initially started as an idea to address employment challenges for Lac La Ronge Indian Band Members (LLRIB) has evolved into a collection of thriving businesses that create employment opportunities beyond the tri-communities and now across Turtle Island.

Today, we proudly employ individuals across various sectors—from hospitality and transportation to natural resources and beyond—impacting lives in numerous communities.

Kitsaki Management has the power to create positive change while providing high-quality services. Together, we are strengthening our communities, launching programs to support education, health, and cultural preservation and, ensuring that our actions today build resilient, thriving, and healthy families for generations to come.

To put it simply, 2023 was a great year for Kitsaki Management Limited Partnership. We continue to see remarkable growth across multiple sectors, exceeded many of our performance goals, innovated and built new capabilities with industry-leading partnerships.

Our success in 2023 was powered by the critical investments we are making to accelerate Kitsaki’s strategic growth. As we look to expand nationally, we remain committed to driving sustainable business performance and value while driving economic prosperity for Lac La Ronge Indian Band. By staying focused on these priorities, I am confident we will position ourselves to deliver another year of strong results and continue to focus on creating employment opportunities at all levels. Kitsaki Management Limited Partnership (KMLP) manages the economic development activities of the Lac La Ronge Indian Band (LLRIB).

Established in 1981 by visionary, progressive leaders of the Lac La Ronge Indian Band (LLRIB), KMLP was formed to safeguard LLRIB members’ interests in the economic activities and development unfolding within their Traditional Territory and to provide employment, training, and contracting opportunities that benefit LLRIB members. Kitsaki has built a diverse investment portfolio across the transportation, hospitality, environmental, mining, IT, engineering, manufacturing, utility vegetation, insurance, and forestry sectors.

About The Lac La Ronge Indian Band

The Lac La Ronge Indian Band is one of the largest First Nations in Saskatchewan with more than 12,000 band members as of August 2023 (Crown Indigenous Relations and Northern Affairs Canada website, 2023). The LLRIB has 7,129 members in six reserve communities and 4,871 band members that reside in other reserves, crown land, urban centers, and abroad.

Through four decades of disciplined management for sustainable growth and risk control, Kitsaki has created substantial wealth for LLRIB. After establishing, expanding, closing, and diversifying several investments, Kitsaki was able to operate for 28 years before providing a distribution to the Nation.

For 43 years, Kitsaki’s efforts have yielded more than $164 million in wealth for LLRIB. By the end of 2023, the combined assets managed by the group of companies have grown from $140 million in 2019 to $180 million in 2023.

DISTRIBUTED ACROSS THE SIX COMMUNITIES

In 2008, Kitsaki introduced community distributions to share the wealth created collectively by Kitsaki and its group of companies. The strategic vision of Kitsaki’s board of directors allowed for a 28-year span of investment and operational diversification before extending distributions to the communities.

Over the past 17 years, community contributions have reached $42.9 million, distributed across the six communities according to on-reserve populations.

Beginning in 2013, Kitsaki initiated contributions to post-secondary scholarships for members of the LLRIB, which were later became matched by Cameco. Nearly a decade later, by 2023, Kitsaki’s contribution reached $50,000. This collaborative effort between Kitsaki and Cameco has enabled LLRIB members to pursue higher education, accumulating a significant total of $324,000 in scholarships over the years.

TRAINING, DEVELOPMENT & CAPACITY BUILDING

We achieve greater flexibility in Kitsaki businesses when we design training programs to meet the needs of the people and communities we serve. We improve our businesses with unique perspectives, constructing tailored training and employment frameworks rooted in Indigenous communities. This approach not only informs and strengthens our strategies but also propels the socio-economic advancement of these communities, paving the way for truly innovative and responsible business practices.

Through its Group of Companies, Kitsaki has launched several training initiatives and activities aimed at developing the skills and confidence of LLRIB members at all levels. Whether individuals are looking to enter the workforce, enhance their skills to build capacity, or step into leadership roles across the industries where Kitsaki operates, these programs offer valuable opportunities. In 2013, Kitsaki partnered with the Lac La Ronge Indian Band to establish the Lands and Resources Department. This department was created to regulate commercial activities within the LLRIB territories. Over time, Kitsaki has provided significant support to this department through a $100,000 administration grant each year.

Under the Traditional Lands and Resources Advisory Committee, the Heritage Forest Fund was introduced in 2021. This initiative focuses on mitigating the impacts of resource development on LLRIB’s Traditonal Territories and is sustained by contributions from Kitsaki’s timber license.

Beyond environmental preservation, the Heritage Forest Fund also sponsors cultural activities for LLRIB Band Members. Since it started, Kitsaki has contributed more than $130,000 to this fund, demonstrating our commitment to preserving the culture and natural resources of the LLRIB territories.

COMMUNITY AND CULTURE

Our commitment to the communities we serve goes far beyond financial support.

Kitsaki continues to support community-led initiatives by actively participating in the Tony Cote Summer Games, celebrating together during Treaty Days, engaging in various local events, and providing compassionate assistance during wakes.

These ongoing efforts reflect our deep-rooted dedication to the cultural and social well-being of the communities we are proud to serve.

TREATY DAYS

Annually across six communities, Lac La Ronge Indian Band members gather to celebrate, commemorate unity, and pay tribute to the legacy of Chief James Roberts. Chief Roberts formally signed an adhesion to Treaty 6 in 1889, representing the band.

TONY COTE SUMMER GAMES

Kitsaki was proud to support the week-long provincial event that attracted thousands of athletes, coaches and support staff, effectively almost doubling the population of La Ronge through $72,000 in sponsorship, volunteering and games signage.

COMMUNITY AND CULTURE

CULTURE CAMPS

The Nihithow Askiy (Land of the Cree) Cultural Education Camp near Stanley Mission is a constant resource for local elementary and high students. Here, they acquire Cree language skills and engage in traditional activities, including setting snares, snowshoeing, skiing, berry picking, and other seasonal practices. Culture camps are essential, offering youth the opportunity to learn traditional practices and to apply the skills they acquire whenever they decide to go out on the land or water.

Kitsaki was proud to sponsor the Saskatchewan’s premier cross-country ski event where hundreds of skiers go through the scenic hills and beautiful forests of Lac La Ronge Provincial Park. Over the years, the Saskaloppet which is now named in Allen’s memory has grown to be the largest loppet event in the province and has a trail for every level of skier.

CANNORTH ENVIRONMENTAL SERVICES

Overview

CanNorth Environmental Services (CNES) is a full-service environmental consulting firm specializing in ecological studies, environmental assessments, and monitoring programs. As of September 2023, CanNorth expanded its capabilities by acquiring Natural Resource Solutions Inc. (NRSI), further broadening its expertise in conservation and environmental monitoring.

CanNorth also operates from its new Lac La Ronge office, officially opened in August 2023, and proudly works alongside the City of Saskatoon and

LLRIB, with the designation of its Saskatoon site as an urban reserve.

Training, Development, and Capacity Building

In 2023, the company provided over 6,068 hours of training to 75 employees, representing a total investment of $35,889. Training topics included Health and Safety, Cybersecurity, Leadership, and Cultural Awareness, focusing on enhancing job performance and personal growth.

Natural Resource Solutions Inc. (NRSI) is a leading environmental consulting firm, newly part of Kitsaki Management’s portfolio through CanNorth Environmental Services. NRSI specializes in species conservation, environmental monitoring, and habitat restoration across Canada. In 2023, NRSI marked 25 years of delivering ecological research, academic collaborations, and innovative conservation efforts to clients in diverse industries.

Training, Development, and Capacity Building

NRSI fosters employee growth through a comprehensive Professional Development Program, which supports technical learning and certifications. Employees gain expertise through certifications such as Certified Arborist, Professional Biologist (P.Biol.), and Registered Professional Forester (RPF). In 2023, NRSI contributed $33,863 and over 2,000 hours towards professional development.

KITSAKI VEGETATION SERVICES

Overview

Established in 2012, KVS has become a leading Vegetation Management Company in Saskatchewan. KVS specializes in aerial tree trimming, rightof-way services, brush clearing, dangerous tree removal, hand slashing, herbicide application, and consenting services for the utility industry. KVS is equipped to clear the way for expansive powerlines stretching across the province and to establish worksites for new developments.

Training, Development, and Capacity Building

KVS is committed to removing barriers to employment and fostering an empowered workforce. That is why we provide an extensive array of training programs—entirely free of charge—to build capacity and equip our team members with the skills necessary for success.

KVS offers comprehensive training programs designed to equip individuals with the essential skills to safely excel in vegetation management. Additonal company offered training includes training in chainsaw and brushsaw operation, guaranteeing proficiency in handling such tools effectively and safely.

We also offer training in the Transport of Dangerous Goods (TDG) to facilitate safe and compliant transportation of hazardous materials. For those navigating the complex sphere of arboriculture, we offer integral Utility Tree Worker (UTW) and Utility Tree Trimmer (UTT) courses. For individuals involved in vegetation management, KVS provides Licensed Herbicide Applicators training, which teaches proficiency in the use of herbicides while adhering to strict environmental regulations.

Kitsaki Vegetation Services (KVS) plays a vital role in strengthening the local economy of LLRIB by prioritizing local purchasing for essential equipment and services such as vehicle safety, chainsaws, automotive repairs, and fuel supplies.

Overview

FNIS is a comprehensive brokerage firm specializing in group health and pension services and individual health and pension offerings. We are the exclusive provider of our unique, proprietary third-party group insurance plan, the “FNIS Plan.” This innovative program is meticulously designed to safeguard Treaty Rights and augment insurance coverages. Our portfolio of services encompasses an array of benefits, including Life Insurance, Dependent Life Coverage, Accidental Death and Dismemberment Insurance, and Short and Long-Term Disability. We also offer Extended Health, Dental, and Vision coverage. FNIS also provides an Employee and Family Assistance Program and Pension services, among other benefits.

LaRoche McDonald is a diverse insurance and property management firm headquartered in Saskatoon, Saskatchewan. In July 2022, Kitsaki Management acquired the company. Offering expertise in personal and commercial insurance, LaRoche McDonald boasts a versatile insurance division that serves as the preferred insurance broker for clients across Western Canada, while focusing primarily on Saskatoon and its surrounding regions.

LaRoche McDonald knows that investing in our employees’ growth is essential for both individual and organizational success. That’s why we dedicate $4,800 per person annually to facilitate eight to 15 hours of continuous education modules. This investment ensures that our team members have access to ongoing learning opportunities that enhance their skills, knowledge, and confidence in their roles and are industry experts. We also provide comprehensive coverage for industry-specific training, extending this benefit to all employees across the organization who would like to acquire new certifications, attend workshops, or participate in specialized courses.

Community Building

LaRoche McDonald’s longstanding support for Saskatoon’s Enchanted Forest, an annual winter tradition in Saskatoon––raises vital funds for The Saskatoon Zoo Foundation and the Saskatoon City Hospital Foundation. Both of these organizations deliver essential services in wildlife conservation, education, and healthcare services that benefit the entire city and neighbouring communities.

Overview

McIlvenna Bay Catering Limited Partnership was created through Athabasca Catering Limited Partnership to grow economic prosperity and community in the north. Through job creation, revenue generation, wealth sharing, and supporting our home communities in northern Saskatchewan, we are planting the seeds for a better future.

We are proud to service Foran’s carbon neutral copper mine here at home in McIlvenna Bay. Investing in the latest technological advances, Foran is committed to operating a safer, cleaner, and more efficient development site. By servicing their mine with sustainability, safety, and the environment in mind, we’re helping FORAN mine care for the earth and for future generations.

NRT, a versatile logistics company, primarily serves Saskatchewan’s uranium mining industry. We’re distinct from many trucking companies who are limited to moving one or two commodities, standing out through our diverse services. Our capacities span transporting liquid and dry bulk chemicals, van freight, flat deck freight, refrigerated vans, liquid fuels, pressure vessels, and oversized equipment, such as large tanks, and cranes.

NRT’s reach extends to Winnipeg operating as Pawapisk Hauling, with that branch serving various customers in Manitoba and Northwestern Ontario with shipments of industrial chemicals, fuel, propane, and dry bulk products.

Community Building

NRT plays an active role in the communities it serves, particularly its Indigenous partner communities. In 2023, NRT contributed $150,000 to its partner communities and $120,000 to community events. services such as hauling groceries and equipment free of

charge to communities in need.

Training, Development, and Capacity Building

NRT offers extensive training programs to employees and new drivers, starting with the Mandatory Entry Level Training (MELT) program for Class 1A licenses. The company also provides inhouse training for experienced drivers, covering topics such as TDG, WHMIS, Cargo Securement, and Professional Driving Improvement Courses. In 2023, NRT’s training school generated $615,000 in revenue, successfully training 48 students.

NRT offers new drivers a two-year in-house training program to prepare them for long-term careers in the industry.

We serve 135 clients across five provinces, with a significant portion of its operations focused in Saskatchewan.

March Consulting Associates Inc. (March) is a leading outcome-driven engineering firm specializing in providing comprehensive Engineering, Procurement, Construction Management (EPCM) services. Founded in 1999, March emerged from the legacy of Kilborn Engineering (19761999), continuing its dedication to Saskatchewan’s development. With locations in Saskatoon, Regina, and Calgary, March offers expertise in mechanical, structural, civil, process, electrical, and instrumentation & controls engineering, coupled with project management and environmental permitting services.

PLATO TESTING

Overview

PLATO Testing is a Canadian leader in software testing and technology services, dedicated to creating careers for First Nations, Métis, and Inuit people in the tech sector. In 2023, PLATO experienced significant growth, adding 100+ new employees and launching six Foundational Software Tester Training programs and one Accelerated course across Canada.

In 2023, PLATO’s partnerships and strategic growth were reflected in its ability to scale its training programs, hire new leadership, and improve internal processes. The company’s collaboration with DIGITAL and the Government of Canada’s Sectoral Workforce Solutions Program allowed PLATO to scale its Software Tester Training to over 75 Indigenous trainees nationwide. PLATO’s SAP Canada partnership further

solidified its role as a trusted software testing provider, while Deloitte’s partnership enhanced experiential learning for employees.

Training, Development, and Capacity Building

PLATO’s train-and-employ model provides Indigenous people with career opportunities in software testing, offering five months of in-class training and a paid internship. Graduates are guaranteed full-time employment with PLATO. In 2023, 90 students were trained in the Foundations course, while 4 students completed the Accelerated Program, designed for candidates with prior IT experience. PLATO also issued internal certifications in Accessibility Testing, Data Testing, Content Migration, and Test Automation, ensuring employees stay current on industry trends.

OPTEK SOLUTIONS

Optek donates computer equipment to Computers for Schools+ (CFS+) Saskatchewan, which distributes computers to schools, not-for-profit organizations, low-income families, and Indigenous communities across Saskatchewan at no cost.

Overview

Optek Solutions was founded as a partnership between Athabasca Basin Development and Peter Ballantyne Group of Companies to provide remote desktop support and consulting services to clients across Saskatchewan. In June 2022, Kitsaki acquired 31.6% of the partnership and, in turn accquired 100% of PA Photocopier.

Training, Development, and Capacity Building

The Spark Mentorship Program, developed in collaboration with the Athabasca communities and the Prince Albert Grand Council (PAGC), identifies individuals interested in working in IT. Five individuals were selected, receiving remote coursework and guidance from a seasoned Optek team member.

Overview

Established in 1992, Procon is one of Canada’s leading mining contractors, known adeptly developing and managing projects within challenging, remote environments. Our portfolio encompasses underground ventures spanning precious metals, base metals, and soft rock industries across three continents. A significant portion of this work is done in partnership with Indigenous businesses across Canada –with several partnerships lasting more than two decades. Procon takes great pride in being the sole mining contractor certified by the Canadian Council for Indigenous Business (CCIB) as ‘Bronze’ under their Progressive Aboriginal Relations (PAR) Program.

Training, Development, and Capacity Building

The Kitsaki Procon joint venture contributes significantly to the local, regional and national economies. Apart from providing extensive local employment, Procon takes an innovative approach to training and development, using projectspecific Training Plans to identify and communicate with employee training requirements.

In October 2024, Kitsaki announced its newest majority ownership partnership with Deloitte.

Overview

R8dius, an Indigenous professional services, technology implementation and managed services business. Supported by Deloitte Canada, R8dius will widen the circle of opportunities for Indigenous Peoples and Nations to lead in the professional services space and engage in sustainable partnerships across Canada.

As an independent business, R8dius will operate with an Indigenousmajority board to deliver innovative and impactful Indigenous technology services in Canada, in response to the

growing market need. R8dius includes a national network of Indigenous and non-Indigenous leaders, fusing unique perspectives and capabilities to deliver world-class solutions and technologies to clients across the economy to address Canada’s most complex challenges. As R8dius grows, it will continue to engage Indigenous economic development groups to invest in the business and drive economic diversification within their communities.
