New parking rates for Hollywood Beach now in effect To keep beach parking affordable for Hollywood residents, the City of Hollywood is offering a resident parking rate. Hollywood residents must register their vehicle(s) annually with the City’s Parking Division to enjoy an hourly parking rate of $1.50 per hour Monday through Thursday and $2.00 per hour Friday through Sunday and on holidays. This rate is 50% less than the new nonresident rate of $3.00 per hour Monday through Thursday and $4.00 per hour Friday through Sunday and on holidays which went into effect on Monday, May 1, 2017. Registration is free and can be done in-person or online. Once registered, you will be given a “resident rate code” for use at City-operated multi-space master meter parking spots on Hollywood Beach. The following documents are required to register: • Drivers license • Vehicle registration • One of the following: lease agreement, utility bill, voter ID card or tax bill with current Hollywood address To Register Online: Visit the Parking Portal at www.hollywoodfl.org/residentrate. Select “Get Permits” then login or sign up for a customer account. The “Purchase a Permit” page will come up describing all of the different permit options available in the City of Hollywood. Select “Next,” then under the subclassification dropdown menu select "Hollywood Resident Meter Rate.” To avoid being charged a fee, you must select “Hollywood Resident Meter Rate.” Do not choose “Hollywood Resident.” Enter your information then select “Next.” Finally, upload scanned images or photos of the required documents. Files must be less than 4MB. You will receive an email confirmation after successfully completing the registration process. Please allow up to 24 hours or the next business day for processing your registration. To Register In-person: Bring copies of the required documents to the Parking office located at 2600 Hollywood Boulevard in the City Hall West Annex Building. Current Parkmobile Application Users If you are already a Parkmobile user, you will still need to register your vehicle(s) with the City to automatically receive the resident rate when you use the

Parkmobile App. Be sure to use the same phone number when you register with the City and allow up to 20 days processing time. New Parkmobile Application Users Once you have registered your vehicle(s) with the City and you have

your resident rate code, you can then sign up with the Parkmobile Application to receive the resident parking rate. Will you be featured as next month's cover story? BY JENNIFER ANN LOVE PUBLISHER Last month, I had the privilege of visiting the Israel and the West Bank for 10 days on a leadership mission with A Wider Bridge, a North American LGBTQ organization building support for Israel and its LGBTQ community. Our time was spent engaging with leaders in politics, entertainment, government, and advocacy giving me a perspective I couldn't have gotten from any book or documentary. It was a trip of a lifetime, leaving me with more questions than answers and I was profoundly moved by those who are working against all odds to achieve stability in the region. I've learned that there will never likely be a time when the Jews and Arabs will ever agree on the past, and to move forward we must have dialogue about the future. It gives me great hope to know there are leaders working on specific resolutions involving cooperation from both sides to address borders, sovereignty, refugees and the right of return, settlements and security to ensure a better future for all. I could write pages about my trip. But my overarching sentiment is that there are no easy solutions, peace may never look like a white dove flying from Ramallah to Jerusalem, things are much more nuanced than they seem, and face-to-face conversations are more important now than ever. So in the spirit of building community through fostering communication, I’m issuing a challenge to our readers to share a meal with a neighbor you haven’t met. Invite them over for coffee or a bite to eat and get to know them a little. Email me a brief essay and photo I will publish each one I receive in the next issue and on our social media channels. They partner with a member of the Hollywood Commission and gain an inside look at how city government works. Alex Allen-Pereira is looking forward to attending Florida Gulf Coast University this fall. The experiences he had with the Hollywood Youth Ambassador program will give him and advantage in college and later in life. Alexander Allen-Pereira received a $500 scholarship for his participation on the Youth Ambassador program. He will attend Florida Gulf Coast University and study business. A number of Hollywood residents are concerned about boats anchored in North and South Lakes. In North Lake, there are usually about 15 to 20 boats an anchor and in South Lake there are usually about two to four boats at anchor. The Lakes would have to be designated as a recreation zone on the city level and then the matter would have to approved by the state legislature. “The Lakes would be reserved for activities such as water skiing and jet skiing and other water activities,” said Richards-Lukehart.

University of Miami coach runs football practice at Hollywood Police Athletic League

A group of young and upcomCORRESPONDENT dvolz@hollywoodgazette.com ing football players got together for a morning football camp at the Hollywood PAL athletic field. The camp was run by University of Miami Head Football Coach Mark Richt and many of his assistant football coaches. The players, all middle-school age and below, participated in basic football drills much in the same way college players practice. They focused on basic fundamental skills but there was no hitting since campers were not wearing pads. Richt was glad to lead the camp and spend time with young and upcoming players. “I want to show that we love and care for the young people in the community,”Richt said. “We are teaching them basic football fundamentals.” The University of Miami coaches led the players in various drills and shared their knowledge of basic football skills. At the end of camp, Richt asked the players if they wanted to play in high school, college and professional football, and all the kids’ hands went up. Richt said when he considers a player for his team, he looks at whether or not they can play a position well enough to help the team win, and if they have good academic grades. “I also look at their character. I want someone who is a good person and will play with enthusiasm,” Richt said. “I want players who are self-motivated.” The players were able to ask Richt questions and some of them asked what it took to be successful as a college player and student. Richt recommended they stay focused on athletics and academics and make positive decisions. The University of Miami coaches led the Hollywood PAL players in various drills and shared their knowledge of basic football skills. Trey Scott enjoyed the camp. “This was a lot of fun and I had good time,” he said. Scott plays in the Hollywood PAL football program. Evan Jackson said, “This was a good camp and I learned to play the position of cornerback well.” Amarion Conley, who is getting ready to play high school football said, “This was an awesome camp and I really learned a lot.” Pat Stevens, president of the Hollywood PAL was pleased with the BY DAVID VOLZ

Held at Hollywood’s North Beach Park, more than 800 walkers participated in this year’s Epilepsy Foundation of Florida’s (EFOF) Signature Walk the Talk for Epilepsy event to help spread awareness. Dominick Proscia served both his country (Army—Vietnam) and the state of New York (if you get my drift). Dom was the type of guy who would give the shirt off his back— if it didn’t fit, he’d find you one that did—that’s the kind of man he was… I first met Dominick when I started hanging at American Legion Post 92 and we hit it off (the New York connection was profound). Dom was from Coney Island and worked the famed Fulton Street Fish Market for his uncle who had a booth there, but he’d lived here, in the Hip Hamlet of Hollywood, for the past twenty-some odd-years. On my morning treks to Little Flower Church I’d often run into the lanky, white haired/white goatee beatnik looking Proscia and we’d always engage in animated conversation. At

some point he invited me into his modest digs, with the opulent garden— a full bloom of plants, flowers and bushes—his pride and joy! Veronika Vitiello (a mutual friend and habitant of the 92) told me, “Dominick, claimed to know the sex of each

and every plant. He’d talk to them.” Veronika continued, “I recall, during Lent, some years ago, Dom loaded me up with fish and veggies. It got to the point where I had to say—enough! He had the kindest heart of anyone I’ve ever known.”

Dominick was known to pull into the parking lot of the 92, pop the trunk of his car and offer up any number of goodies—charging nothing, but accepting a drink or cash if offered… Irish Jimmy told me the other day that he still has a bottle of grape juice and a loaf of rye Dominick gifted him—that’s the kind of cat Dominick was. Jimmy added, “Once a week he’d water all the plants along the periphery of the 92. He was a generous and greenthumbed son-of-a-gun!” The day after Dom passed, his name was pulled in the daily drawing at the 92—needless to say he wasn’t there to collect, but it hardly matters— he’d have bought the house drinks in any event… RIP Dominick Proscia. And thanks for your service, friendship and generosity

1 Jak Frost—A Fresh Voice, Hollywood Style BY KENT WALLACE ART & ENTERTAINMENT CORRESPONDENT

1 Jak Frost sounds like an address and to a certain degree it is. You see, that’s what Jack Charles’ co-workers called him prior to his becoming a radio personality/producer. Jak was born in Miami (he’s thirty-five years old) and he’s lived here in Hollywood for the past four years. I first met Jak while I was doing a weekly show on SoFlo Radio with Jorge Rodriquez—Jak was the producer. At the time Jak was also hosting one of the stations most popular programs, “This is the Spot” (which airs every Friday 8pm-9pm). “This is the Spot is a trending topic, discussion fueled, debate aggregate—a panel driven format,” Jak recently told this writer. Jak has attracted not only a following, but some very interesting guests. Folk like controversial speaker Doctor Umar Johnson, author Tariq Nasheed and local D.J. Oski Gonzalez (to name a few). This writer wanted to know how Jak (a self described knucklehead in his youth), segued into his current media status—he was quick to oblige the query. “I was working an uninspiring, dead-end, telemarketing job. Frustrated and feeling little self-worth, I played hooky one day—to sort of think things through. “I was listening to the radio when a commercial

I’d always had a love for talk and sports radio, and well, it was an epiphany moment. “As fate would have it, I enrolled on the very last day of admissions.” Jak dove right in and fit right in, quickly lining up internships under the urging of mentor/instructor Christopher Hudspeth. His roster included 560 WQAM

Sports Radio, BONOMOTION (a video editing company) and the aforementioned SoFlo Radio. Unfortunately, Jak’s new found drive and passion caused an irrevocable wedge in his marriage. Despite the breakup, Jak remains an active and doting father to his two children. After his internship, SoFlo Radio offered the wunderkind a full-time job (among his responsibilities: sound engineer for the Fort Lauderdale Strikers soccer team and producing the Jorge Rodriquez show). “At some point Jorge afforded me the opportunity to host my own show. But I blanched. I preferred producing—I wasn’t sure I had the chops for on-air talent.” But a funny thing happened during a commute on the Metrorail (Jaks’ car had broke down). “The concept for my show suddenly materialized on that train ride and I reconsidered Jorge’s proposition and took him up on the offer. My first broadcast was on June 6th 2013 (it wasn’t lost on this writer that Jak knew the exact date!) In my opinion, SoFlo Radio is an under-appreciated gem here in the Hip Hamlet of Hollywood. I beseech folks to log on, tune in and get turned on by a grand assemblage of local talent (www.sofloradio. com). Here’s to 1 Jak Frost, a member of the 5th Estate— keep going lad!

Hollywood Hills High School Valedictorian and Salutatorian are leaders in the Military Academy Hollywood Hills High School dvolz@hollywoodgazette.com Class of 2017 valedictorian Haleema Irfan worked hard and earned a 5.1 GPA. She also received a full academic scholarship to the University of Florida, where she will study biomedical engineering. Her goal is to eventually go Johns Hopkins School of Medicine and pursue a career in neurosurgery. Irfan’s talent doesn’t stop there. She is also the Battalion Commander of the Hollywood Hills High School Entrepreneur, Leadership and Military Academy, a magnet program that attracts high achieving students who want to develop leadership skills and take challenging classes. “I have enjoyed being part of the Military Academy because I have been surrounded by brilliant people,” Irfan said. “I like learning and academics. I have also developed leadership skills in the Academy program. To be a good leader, first you must be a follower. I like being a leader.” Irfan earned college credits on top of her high school work, so she will arrive at the University of Florida with enough credits to begin as a junior. Tresgallos was always surrounded by high-achieving students. “I always want to do the right thing and I was around highly motivated students,” she said. The seniors in the Military Academy prepared for college by taking demanding academic courses, developing leadership skills and are all looking forward to even greater academic challenges in a university setting.

JROTC students learn rocketry at STEM camp Daliana Hevia enjoys building model airplanes, learning about their movement and how the wings work. Hevia realized her gift while participating in the five-day JROTC Cadet Leadership STEM Camp. During the year she is a staff sergeant and a student in the Military Academy program at Hollywood Hills High School. “I like being at this camp and I enjoy meeting new people,” Hevia said. JROTC cadets from across the district participated in a weeklong JROTC Cadet Leadership STEM Camp held on the campus of Florida Atlantic University. Gerardo Ochoa, a member of the Army JROTC program at McArthur High School said he liked working on projects at the camp. “I liked testing the 22

airplane we built. We also working on building a catapult. I really like the fact that I get to meet new people here,” said Ochoa. He is a corporal in the JROTC. Cadets must be recommended by their senior JROTC instructor to participate in the week. The events and activities focus on STEM, team building, leadership training, critical thinking skills and adventure training (Low Challenging Outdoor Personal Experience course, canoeing, rock climbing and water safety/survival training). Students also participate in a pine box derby. Evelyn Herzog, a major and battalion executive officer for the Hollywood Hills High School Army JROTC program said, “This has been a good experience. I am learning new leadership skills and getting to meet new people,” she said.

The cadets could earn high school and college credits for completing activities such as rocketry, designing and building CO2 Metric Dragsters and an

environmental education and outreach program which showcases the northern Everglades ecology and human influence on the South Florida ecosystem.

When Monica Sealey walked onto the stage at Carnegie Hall in New York she had the feeling of walking through the

gates of heaven. Sealey plays the string bass in the South Broward High School Wind Symphony and was among about 60 students who made the trip to New York for a performance at Carnegie Hall in mid-April. A senior, she will attend the University of Central Florida next year and wants to continue her music career. “Everything about Carnegie Hall leaves you feeling breathless,” said Sealey. “From the gold detailing to the ivory walls. It was all so wonderful.” It has been said many times that the way to get to Carnegie Hall is to practice. And that is what the members of the South Broward Wind Symphony did. “Our director Michael Scott makes us practice a lot and he pushes us,” said Sealey. “He always says no excuses just results. When I joined the band as a freshman, I was out of my comfort zone. But I learned to work with people different from myself and I became a better person.” Raquel Govia, who plays the French horn and is a section leader also enjoyed performing at Carnegie Hall. She will attend Florida A & M next year and wants to continue her music career. “We accomplished a lot in the Wind Symphony. Performing at

Forming the district was again discussed during a recent workshop. Those in favor of the creation of the Emerald Hills Safety Enhancement District are advocating for an extra-duty City of Hollywood Police Officer detail financed by a special assessment of not greater than $250 per property, per year. The District will have the ability to impose a $250-non-ad valorem assessment per property, per year toward the salary of an extra-duty City of Hollywood Police Officer detail Monday through Friday. The District will automatically expire 10 years from the effective date of the ordinance, unless otherwise extended. Following is the proposed language residents might see on the special ballot: The City of Hollywood City Commission is considering the creation of an Emerald

Hills Safety Enhancement District (the 'District'). Your property has been identified as a property within the proposed District. The District will be a dependent special district within the meaning of Chapter 189, Florida Statutes. What's going on with the shade trees Downtown? Based on a dvolz@hollywoodgazette.com risk assessment, the Hollywood Community Redevelopment Agency (CRA) has decided to remove 13 copper pods from the Historic District that spans two blocks as part of a beautification project, sparking outrage from residents who love the shade trees. The scope of the project includes new landscape, festoon lighting and lighting curtains and four new decorative poles with CCTV security cameras. While local business owners have been eagerly aniticpating the commencement of this project, the city is facing opposition from concerned residents, speciifcally about the 13 trees. Karen Caputo, President of Friends of Hollywood, Florida, strongly disagrees with the decision. She believes that the CRA leaders are more concerned about nightlife, and doubts that the trees will be replaced at all. If they are, however, Caputo considers Bismarckia palms to be unsuitable for the area. According to Jorge Camejo, Executive Director of the Hollywood CRA, the health of the trees is not the issue, it's the structural damage to the trees many of which are in fair to poor condition, that makes them unsafe to leave in place. As the trees are nearing the end of their useful life in an urban setting, there’s little to be done to improve their condition. He stresses that the center canopy of 27 oak and tamarind trees will not be affected and will continue to flourish. A comprehensive analysis by horticultural consultant Lisa Hammer, RCA reveals that over-pruning of the copper pod trees (commonly referred to as yellow poinciana) has resulted in an increaed likelihood of potential trunks breaking and falling as they age. The trees in question are close to businesses where patrons sit outside or where there is substantial foot traffic and the chance of a falling branch hitting a pedestrian is likely even in normal weather conditions. Hollywood Commission addresses problems with vacation rentals and 'party houses' BY DAVID VOLZ

Many Hollywood residents say dvolz@hollywoodgazette.com their quality of life has been reduced by vacation rentals in their neighborhoods. They are angry about loud parties taking place on a regular basis next door. Others believe they should be able to rent out their property to people who want to enjoy short-term stays. Because of an increase in the number of visitors using short term vacation rentals and the growing number of transient people settling into residential areas, there have been more complaints from residents about the rentals. Under current state law, city governments can’t prevent people from renting their homes or rooms in their houses. According to the Sun-Sentinel, in 2011, Florida passed a law prohibiting cities from banning vacation rentals. A bill that would have restricted what cities can do to regulate vacation rentals died during the recent legislative session, but is expected to reappear next year. But during a recent Hollywood City Commission meeting, an ordinance to revise the definition of a vacation rental and require compliance inspections of vacation rentals passed on first reading. Social media is a big boost for a growing number of homeowners who can market their property online and supplement their income by renting out a room or cottage. But a growing number of business people are setting up party venues in Hollywood’s residential neighborhoods. The party naturally comes with loud music and a lot of people. Residents complain of loud parties that continue past midnight, music blaring through open windows at all hours, partiers park on the street and the swale and litter found the next day scattered all over residential lawns. The issue of vacation rentals and party houses was also a hot topic during a town hall meeting in June, when Florida Senator Gary Farmer and State Rep. Joe Geller spoke to concerned residents. Gary Farmer said cities should enforce their rights. “Cities can stop this by enforcing their zoning regulations,” he said.
