At T. H. Harris Middle School, we believe that there are 5 essential needs for student success. We refer to them as the 4 A’s - Attendance, Acceptance, Attitude, Academics, and Accountability. As a community, together we are all accountable for increasing student achievement. To help ensure our potential for success, everyone must be in attendance each and every day, from the beginning of class to the end. We must approach all challenges with a positive attitude while being attentive to more and greater opportunities.
Philosophy
T H Harris Middle School is viewed by students, faculty and the community as one of the finest institutions in the state The educational program is multifaceted to meet the individual needs of each of its students T H Harris makes every effort to see that each of its students develop to his potential intellectually, socially, physically and are critical thinkers who will be able to solve their problems today and tomorrow as well T H Harris Middle School will foster a culture centered around the 5 A’s: Attitude, Accountability, Academics, Acceptance, and Attendance
The expectations of T H Harris faculty members believe that each student will fulfill his responsibility in the learning process which includes consistent attendance Responsibility is a vital component to developing maturity All stakeholders must understand the importance of personal and collective accountability in creating a culture of success for students with our main focus centering on Academics Students at T H Harris learns to cooperate not only with their teachers but also with their parents and the community T H Harris goal is to instill in students a respect for the rights of others that will lead them to become contributing citizens The democratic environment , in which students live, demands that the individual develop self-discipline T H Harris provides students with a system of values so that students have the ability to act when faced with a situation
All aspects of the child’s make-up were considered when T H Harris' curriculum was developed The student at T H Harris acquires academic skills as well as those skills which deal with the practical aspects of life The student will also become adept at problem solving so that he will be flexible enough to meet the ever-changing challenges of modern society. He will become aware of his own identity and will develop a more positive self concept. With guidance, the child will see himself as a world-changer. The child’s experiences at T. H. Harris should lead him to learn to cooperate and accept the uniqueness of others and to be tolerant of others who might adhere to culture norms different from his.
It is vital that students have a positive attitude so that he is open to all opportunities T. H. Harris has to offer. Students who make a conscientious effort to study and participate will experience all the fun and excitement that makes the middle school years memorable ones.
The T. H. Harris Middle School Handbook provides information about rules, policies, academic requirements, and student privileges and responsibilities. You are encouraged to become familiar with information in the handbook. When in doubt about the meaning of a rule or other information in this book, ASK. All of the rules and policies in this handbook are within the framework of those approved by Jefferson Parish Schools (Refer to the JPS Procedures and Policies and Student Handbook ) Rules

Our school is a community which needs the cooperation of all those involved in order to make it a pleasant place in which to be. You are encouraged to take advantage of the academic and extra-curricular opportunities that are available at T H Harris Middle School The more you involve yourself in school life, the more likely you will be to succeed academically and socially

T. H. Harris Middle School is committed to:

School Hours: 7:25 AM —2:20 PM
Students are marked tardy if they are not sitting in their homeroom class at 7:25 AM
Breakfast – 7:00 AM to 7:20 AM
Students may arrive on campus at 7:00 AM. They shall enter the building through a Single Point of Entry Gym Foyer until 8:00 AM The school will utilize metal detectors to continue to ensure the safe operations of the school campus
Students arriving after 8:00 AM should be accompanied by their parents and must also check in the front office A member of the office will compile and submit a list of tardy students’ names to Ms Butler by 8:15 AM All check-ins are done by the main office staff and recorded immediately
Any student reporting back to school after serving a disciplinary consequence must be accompanied by a parent and shall be checked-in after clearance by a member of the Operations Department
School dismissal is at 2:20 PM Students are required to exit the campus through the front of the campus
All students must leave campus by 3:00 PM Any students on campus after 3:00 PM must be with a teacher, sponsor, or coach
Classroom instruction begins immediately when the morning bell rings, and it is imperative that students arrive on time When students are late to class they are to report to the designated sweep area to receive a pass to class Students who are habitually tardy will receive discipline consequences Failing to serve assigned consequences will result in more severe consequences being imposed, which may include suspension from school
Usage of cell phones IS NOT ALLOWED ON CAMPUS Cell phones and other electronic devices will be confiscated as per school, district, and state policies Electronic devices used to play music, or any visual feature, are not allowed on campus and will be confiscated Once confiscated, cell phones and any electronic devices will be returned at the end of the day on the following Friday
It is the obligation of T. H. Harris Middle School to provide an educational atmosphere conducive to the learning process. Students, teachers, and administrators shall not wear clothing which hinders the learning process. To promote safety and to limit distractions, students will wear a school uniform, which may be purchased from designated shops.
● 6th Grade Students - Black Polo Style Shirts with the Harris Logo
● 7th Grade Students - Grey Polo Style Shirts with the Harris Logo
● 8th Grade Students - Red Polo Style Shirts with the Harris Logo
● STAR 8th Grade Students - White Polo Style Shirts with the Harris Logo
● Shirts must be long enough to be neatly tucked inside khaki pants.
● Spirit shirts are allowed on Wednesdays ONLY. Violations will result in disciplinary consequences.
● Only khaki uniform pants are allowed No jeans/denim allowed
● No joggers or pants with draw-string waists allowed
● Shorts khaki shorts that extend to just above the knee are acceptable
● Skirts are no longer sold by uniform vendors, 7th and 8th grade students who have the official T H Harris Uniform Skirt are allowed to wear them
● Black and brown belts are the only colors allowed
● Lace-up, solid black shoes preferred, with NO secondary or accent color but all closed toe tennis shoes are accepted
● Crocs and open-toe shoes are not allowed
● Boots are not allowed
● Heeled shoes are not allowed 2023-2024
● NO HOODIES ARE ALLOWED FOR ANY REASON
● Outerwear must be a T. H. Harris Middle School sweatshirt or zippered jacket. The two items are available at the uniform shops:
● Hats or caps may not be brought to school. DURING COLD WEATHER, knit pull-on caps or beanies in black, gray, red, or white WITH NO emblems or insignia may be worn. T. H. Harris beanies may be worn and are available.
● Students who wear head scarves or other coverings for a religious requirement must have a solid color in one of the following: brown, white or black. No other colors are allowed.
The gym/PE uniform is not part of the school uniform for daily use. Students are not allowed to wear their gym shirt as their daily uniform shirt. PE Uniforms can be purchased through the PE coaches for $20.00.
It is the obligation of the school to enforce the attributes of good personal hygiene, cleanliness, neatness, and safety All students must maintain a physical appearance in keeping with stated policy Students violating stated dress code policy will be subject to disciplinary action Parents or guardians will be called to provide a proper uniform for the student, or to pick up the student from school until a proper uniform can be obtained. Students will not be allowed to attend class until they are in proper uniform
In addition to the uniform policy, all students are expected to adhere to a dress code policy. The dress code has been established to maintain a school climate that is conducive to learning and to limit distractions and disruptions to the learning process
Students will NOT be allowed to wear the following items:
● Any school uniform that has been inappropriately altered
● Low-riding pants
● Pants legs that are rolled up
● Pants that begin below the waist and/or are unhemmed
● Hats, caps, hoods, headbands, or bandannas at any time (do not bring these to school), unless it is an approved hat sold by the school for cold weather only.
● Sunglasses worn indoors
● Hair rollers, rat tail combs, picks
● Unpatriotic words or pictures on clothing or accessories
● Clothing depicting any design or insignia not approved by the school
● Clothing or accessories depicting any off-campus fraternity, sorority, or other club or group design or insignia not approved by the school
● Clothing, accessories, or jewelry depicting violence, blood, knives, guns, skulls, drugs, etc
● Clothing, accessories, or jewelry with alcohol or drug references and/or suggestive wording, pictures, or anything that could be considered disruptive to the learning process as determined by the administration, including pictures of persons associated with violence or drugs
● Politically related clothing or accessories (This includes items for past politicians)
● Valuable jewelry
● Excessively large rings or rings covering more than one finger
● Cloth or fabric bookbags, tote bags, backpacks, department store bags, or any non-see-through bags (Only clear or mesh bags are permitted)
● Any type of chain or jewelry deemed inappropriate or unsafe as determined by the administration No thick chains
● Any type of jewelry or apparel that has protruding studs or spikes
● Any apparel which is deemed gang-related by the Police Department and/or the administration
● Clothing, accessories, or jewelry depicting any music groups or individual musicians
Any confiscated item can only be retrieved on Friday afternoon in the main atrium 2:25 - 3:00 p m
ID CARDS
All students must wear their ID on their chest, visible at all times. Students will be provided with a clip or a lanyard. Temporary ID Cards can be purchased for $1.00 and replacements cost $5.00.
Chromebooks
To help avoid damaging the limited number of chromebooks allocated to the school, chromebooks will be maintained at the school In the event of a hurricane or school closure students will be allowed to take their assigned chromebook Students are responsible for damage to chromebooks which includes but is not limited to damage to keypad, screen, charger, mouse, etc The replacement cost of chromebooks is $400 00
BACKPACKS AND LUNCH KITS
● All backpacks must be made of mesh or clear vinyl
● Rolling backpacks are allowed, but they must be made of mesh or clear vinyl
● Purses must be within the district guidelines: no larger than 8 ½” X 11 ½” in size No bookbag purses are allowed.
● All lunch kits must be appropriate size, and contain only lunch items
FAST FOOD/RESTAURANT LUNCHES WILL NOT BE ACCEPTED AT SCHOOL AND SHOULD NOT BE SENT TO SCHOOL OR DELIVERED. IT WILL BE CONFISCATED AND GIVEN TO YOUR CHILD AT THE END OF THE SCHOOL DAY. IF YOUR CHILD ORDERS THROUGH ANY DELIVERY SERVICE, THE FOOD WILL BE CONFISCATED AND DISCIPLINARY ACTION MAY APPLY AS THIS VIOLATES SCHOOL SAFETY PROTOCOL. WE HAVE NO IDEA WHAT IS IN A BAG BEING HANDED THROUGH, OR OVER A FENCE.
FUNDRAISERS
Students are prohibited from selling food, trinkets, or other items unless they are participating in an official school approved fundraiser.
Students receive report cards each nine weeks. Nine weeks’ grades are a combination of daily class grades which include participation, quizzes, test scores, exams, homework, projects, presentations, and reports. During the 5th week of each nine week marking period, students are issued an “Interim Report Card.” This informs students and their parents how the student is progressing in each class. If a student is doing satisfactory work at the time the interim is issued, but begins to show that he/she is not working effectively in a particular class, the teacher will issue an individual interim report to the student for a parent or guardian’s signature. Using the Parent Portal is another way to keep track of the student’s grades
Student attendance laws are determined by the state Attendance is crucial to your child’s success in school The maximum unexcused absences as set by the Louisiana State Board of Education are:

Only three parent notes are accepted per semester Absences of 4 or more consecutive days must be accompanied with a doctor’s note in order to be excused
When arriving at school after 7:25 AM, the student must report to the Single Point of Entry (SPOE) in the Gym Foyer to officially check in until 8:00 AM
Students are not allowed to leave campus, but may be checked out by his/her parent/guardian or a designee on their emergency card Students will not be released to anyone not on the emergency card No students will not be allowed to check-out after 2:00 PM
For excused absences of five (5) or more consecutive days, the student must be given the opportunity to initiate and complete make-up work within ten (10) school days after returning to school Extension of time may be granted at the discretion of a school administrator and the teacher in cases of extended illnesses
For excused absences of fewer than five (5) consecutive days, the allotted time to make up the work is left to the discretion of the teacher; however, it should not exceed ten (10) school days
Students missing school as a result of any out-of-school suspension shall be counted as absent. Students who are in the in-school suspension program are marked present. Make-up work is allowed and encouraged for all suspended students.
It is the responsibility of the student to initiate and complete make up work. If the work is not made up by the time specified, the incomplete grade shall become an “F.”
Official documentation (doctor’s note, court notice, death of immediate family member, parent note (3)) will both excuse the absence and allow the student to make up for the missed work.
Development of good discipline is one of the most important goals of education Discipline is the development of self-control, character, and proper consideration for other people Understanding the purposes of discipline in school facilitates the formation of a positive attitude and assists the students in doing his/her part to make himself/herself a better person and the school a better place Students’ behavior shall be subject to the Jefferson Parish School’s handbook, “Procedures and Policies for Parents and Students,” the policies of T H Harris Middle School contained in this handbook, and any additional rules/policies assigned by individual teachers in the classrooms 2023-2024 T H Harris Middle School 8
Bullying
Definition of Bullying: Bullying must meet certain requirements to be considered bullying These are: malintent, imbalance of power, repeatedness, distress, and provocation. School bullying may occur either in schools, on campus, or outside of school, but it is due to relationships created in school settings. Bullying is never allowed. If a student believes they are being bullied they should see any member of T. H. Harris Middle School faculty or staff immediately. There are bullying reporting forms located in the Office of Operations, main office, counseling offices, and/or in the library. Anyone can report any incidents of bullying anonymously by visiting operations and placing a form into the locked reporting .
It doesn’t matter if you are a student, educator, parent of a child or adolescent, or a community member. Everyone has a role in the prevention of school bullying.
Tardy Procedures and Consequences
Teachers are asked to adhere to the following procedures:
SWEEP (START)
● Teachers who have class should be in the hallway, at their doors, welcoming students to their class.
● Teachers who are on planning should conduct a “sweep” of their hallway and escort any tardy students directly to the nearest administrator (We will be stationed throughout campus.)
Procedures for Tardy Students
● At the conclusion of the tardy bell, close your doors; doors should already be locked.
● As students arrive late to class, ensure that they have a tardy pass and document their tardy using the tardy log that has been provided to you
● Issue the appropriate consequence (see below).

● 1st Tardy: Verbal Warning
● 2nd Tardy: Verbal Warning
● 3rd Tardy: Parent Phone Call – The teacher should call the student’s parents to inform them of the problem and future consequences This phone call must be documented on JCAMPUS.
● 4th Tardy: Lunch Detention – The teacher may issue a teacher-held lunch detention
If you have not attempted to contact the parent, as documented in JCampus, you may not issue a detention.
● 5th Tardy: After School Detention – Detention forms are available in Operations
● 6th Tardy: Parent Conference Form – The teacher should fill out the form requesting a parent conference The teacher should then schedule a conference with the parent and notify an administrator so that we may sit in on the conference with you. Please, have your documentation available during the parent conference.
● 7th Tardy: Saturday Detention – Use the regular detention form Fill in the student’s name and offense. Bring the form to Ms Butler in Operations. We will issue a Saturday detention.
○ Saturday detentions are held from 8:30-10:00 AM in the cafeteria
○ You must provide copies of your documentation of previous interventions along with the Saturday detention form, or we will not be able to issue a Saturday detention.
● 8th Tardy: Saturday Detention – Follow the same procedures listed for the 7th tardy
● All additional tardies will result in ISS.

Habitual minor infractions
Restroom Policy
Restrooms are open for students use:
● Before and after school
● During their assigned lunch period
● During designated time during class period excluding during lunch period
Call for Bathroom Escort for Emergencies Only
Instruction is our top priority; therefore, students are not allowed to leave the classroom during instruction. No escort will be available during the first or last 30 minutes of class as well as during 3rd block for both lunch periods.
Students are allocated 6 emergency restroom escorts per quarter. They can be used during 2nd, 3rd, or 8th periods during the designated restroom escort times Lost Emergency Restroom Passes will not be replaced. New passes will be issued on the first day of each quarter Students wishing to be escorted to the restroom without their pass will receive a Saturday detention. Students who do not use any passes in a quarter will be rewarded through the PBIS program.
Detentions are used as an alternative to suspensions and will be assigned to be meaningful and constructive. A twenty-four (24) hour parental notice is required for after-school detentions issued by a teacher. Lunch detentions can be assigned by teachers for minor infractions and tardiness to class, when appropriate (no more than 15 minutes) Students who fail to attend the assigned lunch detentions can result in an after school detention Failure to serve detentions will result in suspension
In-School Suspension is held on T H Harris Middle School Campus from 7:20 am to 2:20 pm on Tuesdays, Wednesdays, and Thursdays Students must attend In-school suspension wearing their full school uniform and ID A temporary ID may be purchased for a fee of $1 00 Late arrivals (7:45 AM) will not be permitted to enter Students will not be allowed to attend school until they complete the assigned ISS days Failure to serve an in-school suspension for any reason will result in the case being turned over to Families in Need of Services (FINS)
FORMAL DANCES – Students will have the option to wear suits or tuxedos, or formal length dresses. Bare midriffs or revealing clothing will not be allowed.
SEMI-FORMAL DANCES – Students will have the option to wear dress slacks, dress shirts with a tie or sweater or a coat, semi-formal length dresses Bare midriffs or revealing clothing will not be allowed
ALL DANCES – No student will be allowed to wear hats, caps, rags, headbands, or bandannas
DANCE PICTURES – Any student showing a hand gesture/gang affiliation signs or obscene gesture will forfeit the right to the pictures and will not receive a refund. The student may also face disciplinary action.
The possession, use, delivery, transfer, or sale of tobacco, alcohol, controlled dangerous substances, any mood-altering chemical, or any substance designed to look like or represented as such by students, on school premises, in school buildings, on school buses, or at school-sanctioned events is expressly forbidden. A look alike substance is defined as any substance that appears or resembles any prohibited substance and which the student in possession thereof specifically represents to others as a prohibited substance. Smoking, vaping, tobacco chewing, or spitting is forbidden by school board policy and state law
The purpose of fire drills is to safeguard the student in the event of an actual fire The regulations for procedures to be followed during the fire drills are posted in every classroom Each student should become familiar with these rules The signal for the fire drill will be the sounding of the fire alarm When the signal is given, students are to leave their classrooms in an orderly manner, with the instructor at the head of the rank The students will move quickly and quietly through the halls and out of the buildings Students will follow their teacher to the assigned areas, remain with their teacher, and stand quietly at least 25 feet from any building and away from all streets and bus lanes At the all-clear signal, students will return to the classroom they occupied at the time of the alarm Students should leave their book bags in the classrooms
Any student who is injured at school must report the injury to his/her instructor immediately The teacher will call the nurse on campus to give first aid to the student The instructor must complete an Accident Report Form, which must be filed with the school secretary
This is notification to all students that a video surveillance system is fully operational at T H Harris Middle School Videos obtained from this surveillance system can and will be used for possible disciplinary action and/or arrest Video surveillance cannot be viewed by parents
It is the policy of the Jefferson Parish Schools that all medications, prescription and non-prescription, brought to school by a parent, must be kept in the front office g and will be dispensed only by trained school personnel to the student
● No medication, prescription or non-prescription, will be on a student’s person at any time
● All medication will be stored for the student and dispensed to the student at the request of the parent/guardian
● Schools will not provide any medication
● A Medication Log (S S 34) must be maintained by the school for any medication dispensed
● The principal, or designee, should dispose of remaining medicine after a week (Except in cases of chronic illness which includes Special Education medication )
● School personnel will not administer any type of injections
● Parents will notify the school nurse in writing of their request to dispense medication to their child, including all directions and special administrations, and shall supply all necessary items needed for the administering of the medication. Parents are to see the nurse for proper forms and procedures.
● Prescription drugs must be accompanied by a Physician’s Statement (S.S. 35) if medication is to be dispensed for more than one week.
● The principal will designate one person(s) to dispense the medication and assist the student in securing the dosage prescribed.
● Schools will keep all medicines locked in a secure place.
● The appropriate Medication and Release From Liability forms must be obtained (S.S. 36 or S. S. 37).
● Any medication that is required to be kept permanently as school for emergency situations must have a Physician’s Statement form (S.S. 35) submitted quarterly.
● Principal/designee shall notify parents when disposing of medicine.
● The medicine bottle and/or prescription label will be kept by the school for thirty (30) days
Interim Reports are issued during each nine weeks to provide an indication of student progress and Report Cards are issued at the end of each nine weeks to provide the student documented grade. Please see table below for months of distribution.

The 4th 9 Weeks report card is mailed home along with important summer information PLEASE ensure your mailing address is correct and up-to-date so you will receive this important packet of information.
Carpooling Information
● All students should be dropped off in the front of the school using the far east W Metairie Ave gates A faculty member will be on duty to direct cars to the proper location
● Drivers should use the gates closest to W Metairie to enter and proceed toward the gate
● Parents will be directed to allow the student to exit the vehicle and following the designated walking path
● Teachers who are posted on duty will direct parents/drivers to the appropriate area to allow the student to exit the vehicles
● Parents of Special Needs students, or students with permission, such as a broken leg, are to proceed to the inside parking lot and drop off at the striped line
● Only special needs students should be picked up in the front of the school
CARPOOL LANES DROP OFF/PICK UP
All students that are not bus riders, or walkers should be dropped off and picked up using the school’s carpool lanes.

Teachers and students may propose new clubs and sports for approval to the principal Students must identify an adult sponsor who is willing to support the club/organization
1. All electronic devices are to be TURNED to the OFF position and and turned in to homeroom teacher Phones will be returned to students at the end of the school day.
2. Cell phones must not be visible on campus.
3 If a cell phone is used on school grounds without permission, the phone may be confiscated
4. If the phone and/or other electronic device is confiscated, it will be held until Friday (Phones confiscated ON Friday will be held until the following Friday.)
5 If a student refuses to turn in the cell phone and/or other electronic device to the teacher but turns the phone and/or other electronic device into administration, a one day Saturday Detention will go into effect for refusing the teacher
6 If a student refuses to turn in the cell phone and/or other electronic device to administration, the parent will be notified and a 2-day in-school suspension will go into effect.
7 Students, please note that if someone else's phone is in YOUR possession, you will receive consequences (See below.) as if it were your phone.
8. Earbuds/phones are not to be worn/used in class or anywhere on campus, and if seen, can and will be confiscated and not returned according to above.

3 One-day In-School Suspension (If turned into administration but refused to turn in to the teacher on the second and subsequent occurrences)

● Who do I see if my child has lost something at school?
If the item was lost in a specific area known to the student, the best person to call is the custodian. Please call the school and ask for the Plant Manager or designee. They can contact the custodian for the area where the item was lost to see if the item was turned in to them.
● What do I do if my child forgot to bring something with them they really need for class?
Decide if the item requires you to make an emergency run to school or not. If it is an item your child definitely needs, please bring it to school and come into the front office. Someone there will help your child get the item.
● What if I need to give something to my child and I want to give it to him/her myself?
Please note we will not call a child out of class because it disturbs your child from the learning process as well as other students in the room. We will get it to your child during non-academic times.
● Who do I speak with if my child needs to pay funds or fees?
Usually, the sponsor of the grade level or the club sponsor picks up the money for fees Any fees not paid will carry through with your child each year until they graduate
