SHARPEVILLE.- Some Lekoa-Shandu Secondary School 2015 matriculants are still waiting for their results. This is after about 30 students were identified as students who would not be able to

pass their matric should they write all their subjects in the final exams of 2015. The students were then urged by the school and the Department of Education to sign contracts stating that they would only write a certain number of subjects and finish off the rest of

their subjects in 2016: “We feel like we were failed by the very same people who told us not to write all our subjects at once. Now we have been sitting for almost two years with nothing to show. “The worst part is that when we were told

Zulu King and Queen in Gauteng? Lerato Serero

SEDIBENG.- The Zulus in Gauteng should worry no more about their Kingdom while they are in the province, this is after two Sedibeng residents came out and proclaimed to be their King and Queen for the Gauteng Province. The pair King Themba Mazibuko (formerly Mthwalo) and Queen Cynthia Khumalo-Mzilikazi recently visited Sedibeng Ster offices to officially ‘introduce themselves’ to their subjects and to also inform them that they have lined up projects to empower them. The two say that they are both recognised as King and Queen by the government and that all the ‘Chiefs’ in the province report to them. Mazibuko is the former president of Wildebessfontein Community Organisation (WECO), an organisation which has claimed 44 000 hectars land in Gauteng on behalf of the community in the area. Mazibuko and Khumalo-Mzilikazi were recently invited to participate in the High Level Panel (HLP) on the assessment of key legislation and the acceleration of funda-

mental change which included amongst other land redistribution, land reform in the context of alleviation of poverty and equality. The HLP was established by the South African Speakers Forum which is a forum for all speakers of all legislatures throughout South Africa and is chaired jointly by the speaker of the national assembly, Baleka Mbete. “We are going back to the basics now, Gauteng has long had Zulu chiefs who were then called ‘Iinduna’. “We want to inform the community that we are recognised officially as King and Queen in the province and we have great projects lined up for our people such as the building of orphanages, schools, rehabilitation centres and many more. All these are in line with our aim of job creation for our people while we await the outcome of our claim of land which is a process that will be completed by 2019,” the two said adding that any other person who disputes their claim can come up anytime as they are officially recognised because they are of the bloodline of the royal family.

All we need now is a date as to when the kids will be given their results so that they do not miss the various opportunities available at the beginning of the year.” Sedibeng District Department of Education Director Dorah Moloi says, “Moduralisation is an instruction that has affected students who are seen to be struggling from all over the country. “This is a way of helping students pass their matric by letting them write half of their subjects and finishing the rest of their subjects in the next cycle. “The policy for this system is still being developed although it has already been done at schools.” Moloi said she would be holding consultations with the students, their parents and the principal of Lekoa-Shandu to find out what the issues are and how they can be resolved. The students were told that they have to wait for a month for their results to be released.

On­line registration frustrates parents Lazarus Dithagiso

BOPHELONG.- The delay in placing grade 1 pupils in the classroom this year whas been attributed to the Gauteng Departments of Educations’ on-line registration system. The systems introduced by the Department of Education to register children for the 2017 academic year received criticism from parents recently. Speaking to Sedibeng Ster the parents said they experienced problems registering their children online for 2017. They appealed to the Department of Education to get its system in order. Many were frustrated when they tried to log into the the system because it was always offline. Classes resumed late at Seeiso and Mqiniswa Primary Schools in Bophelong as most parents struggled to register Grade 1s on January 11. This was after the heads of department (HoDs) at the schools in-

formed parents that their children’s names had not appeared in the registration system. Amanda Molefe a parent said that she was frustrated every time she attempted to log into the system as it was always off line. Molefe said the principal at Seeiso tried in vain to help log her into the system. “I had to travel to the district Department of Education offices in Sebokeng to try my luck.” Worse is that most of the parents whose children attended Grade R at both schools experienced the same problem. Betty Dlamini said she had not bothered to register online because her child was attending the same school. The principal of Seeiso managed to register children not on the system after his engagement with an official from the Department of Education Sedibeng West District.

SEBOKENG.- Mojalefa “Shoda” Mokoena has been missing since December 31, 2016. He was first spotted on the morning of January 1st at Eatonside, then on January 2 at around 08:00 Mokoena was spotted in the Meyerton, Sicelo area heading in the direction of Rust-ter-Vaal. He was then finally spotted at around 16:00 around Tshepong Phase 2 in Sebokeng heading in the direction of Ironside. Mokoena is said to be a mentally disturbed person and needs to be approached with care. Anybody with information about his whereabouts is asked to please call 083 531 9319 or 016 590 1070.

Red Ants evict Plot 26 residents Moleboheng Chaha

VEREENIGING.- The residents of Houtkop Plot 26 are still trying to pick up the pieces after they were evicted by the Red Ants last Wednesday. The Red Ants allegedly demolished houses and shacks and some furniture was also damaged during the forceful removal. Children came back from their first day of school only to find their homes demolished. According to resident *Montsheng Mokoena, she along with others have lived on the plot for decades. “I have lived here from 1997 and at first we had been paying rent to a young lady who claimed that the plot belonged to her mother. The lady then cut off our electricity this one year and we stopped paying rent.” Mokoena says that for the past few years residents have been living on the plot without paying any rent. “It is hard to believe that we are being forcefully removed from this place that our children call home. Soon after we formed a committee we were told that the plot sold but we never really believed it. We received eviction letters but we were never told who the real owners were.” Residents said that they would not be taking the matter of their eviction lying down. “We have so many questions that need to be answered. We have papers that prove that the plot belongs to us.” The residents have since been moved to Tshepiso Phase 5, Sharpeville, while others chose to go to other areas. Speaking to another publication, Red Ants spokesman Selby Don said the eviction had been changed into a relocation. “The shack dwellers were moved to Phase 5 in Tshepiso and had their shacks rebuilt. “The process was a smooth one and no casualties were reported on the day.” Prince & Princess Creche, Grade * Not her real name.

SEDIBENG.- Public Protector Advocate Busisiwe Mkhwebane has called on taxi operators that have knowingly or unintentionally acquired Toyota Quantum panel vans that have allegedly been converted illegally into minibus taxis to approach her office. Mkhwebane’s office said that unscrupulous businesses sell such vehicles to taxi operators in hard cash, as opposed to credit, to evade the stringent measures that are able to detect and stop this fraudulent practice. “We call on all the affected taxi operators who bought such illegally converted vehicles from 2005 to date to approach the Public Protector’s offices in the provinces and at head office,” she said in a statement, adding that the call applies to vehicles that have been bought as new or used cars as well as those that have been acquired

through auctions. The Public Protector is currently finalising a report following a systemic investigation into the alleged illegal conversion of the panel vans into mini bus taxis that are used for passenger transport. The investigation was launched in 2012 following a complaint that the vehicles in question were modified, allegedly, by Manufacturers, Importers and Builders (MIBs), and converted into minibus taxis to carry passengers despite not being safe for that purpose. It is alleged that such vehicles do not meet government’s safety regulations, national standards and requirements in respect of specifications and as such, are not operating legally as taxis. A further allegation was that the taxis concerned contributed to various motor vehicle accidents as they were said to be structurally unsafe and unstable.

EVATON.- Sedibeng Cluster Task Team in conjunction with Evaton Detectives are investigating a case of murder and business robbery. A 50- year-old woman who is a tavern owner known as “Mazo” went missing recently and a case of a missing person was reported. Mazo whose real names are Carol Lucia Ndlhovu, was found dead at her home in Rothdene, Meyerton. She had been stuffed into a shallow grave. Mazo was last seen with her driver known only as “Fish” at the tavern. The tavern is situated in Evaton West Extension 3, Graceland. Fish disappeared shortly after Mazo’s disappearance. Police investigative units managed to track down the suspect to his home town in Newcastle, KZN and arrest him. He has since appeared in the Sebokeng Magistrates Court. Police spokesperson Captain Aubrey Moopeloa said that the suspect is facing murder and robbery charges.

Will the new Vereeniging taxi rank ever be completed? Lerato Serero

VEREENIGING. – It remains to be seen if the new Vereeniging taxi rank that has been under construction since 2014 will ever be finished. The construction project has been marred with allegations of corruption since its inception. Workers have been downing tools almost every week due to non-payment of their salaries and other contractual issues. Just last week they again went on strike as they had not been paid their December salaries. Some could not meet their monthly engagements, while others had to resort to borrowing money from loan sharks just to send money home for the festive season. The workers have since gone back to work after a portion of their wages was deposited into their accounts following the intervention of local municipal officials. “Things are bad here; we are being treated as if we are not human. When we raise our concerns we are told that this is a provincial project yet noone comes to us and tells us anything. this project will come to an end in 2020, I tell you,” said a worker sarcastically. Travelling for Sedibeng locals and visitors was set to become easier with the launch of this modern transport facility signaling a change for the better in how the townsfolk get from point A to B. Yet commuters are the ones who are left with egg on the face and in the dark as they are not being made aware of the progress and are left to use the small rank near the train station. “We are not given any feedback about the project; they forget that we are very important stakeholders in this thing. They are satisfied to have left us at that dump they call a rank, where nyaope boys do as they wish, where when it rains it is just a mess,” says an angy commuter. In 2014 the Gauteng MEC for Roads and Transport launched the R65 million project as part of a joint initiative with the Passenger Rail Agency of South Africa (PRASA) and the Sedibeng and Emfuleni municipalities to upgrade the Vereeniging Station precinct. Prasa was said to have set aside R165 million for the project, making the total cost of the project, which was scheduled to be completed over the next 24 months, R245 million. It was said that the the project entailed the reconstruction of the then Taxido Taxi Rank into an intermodal transport facility, while PRASA assumed responsibility to renovate the Vereeniging Station; develop a commercial and shopping mall; improve the train drivers’ facility and

increase parking at an estimated cost of R165 million. Since then what can be seen through construction barricades are mere steel structures and unfinished hawkers stalls here and

there. The contractor has been on site since 15 January 2014 and Phase 1 of the project was scheduled to be completed within 12 months. Vadi said that the Taxido taxi rank

was designed to accommodate only 400 taxis, but almost 800 taxis were using the facility. The rank was heavily congested and the facility was in poor physical condition. The newly launched project was supposed to redress this situation by creating ranking facilities for 605 taxis. “The new intermodal facility is integrally linked to the railway station and the proposed vendor stalls, and commercial and shopping facilities,” said Vadi during the launch of the project. He had emphasised that the Gauteng Department of Roads and Transport remains committed to building and transforming the public transport system in the province. He cited the Gautrain; the Bus Rapid Transit systems in Johannesburg and Tshwane; the upgrading of the OR Tambo International Airport and the revitalisation of Metrorail by PRASA as examples of the good work that is being done to build a credible and modern public transport system. R 90 billion water works project halted Lazarus Dithagiso

SEBOKENG. - A R90 billion project at the Sebokeng Water Care Works has come to a standstill following a salary dispute. The dispute comes after about 180 workers and management failed to reach consensus. The employees accuse the management of treating them like slaves. They say that no one is allowed to respond when nature calls during working hours. “Also once we leave duty for a while to drink water, when coming back they regard it as having been absent from duty. The company CMC Di Ravena of South Africa from Italy is said to also practise a no-work no-pay system.

Nathi Zitha, C.M.C di Ravena project Human Resource Manager denied all allegations against them. “We have put forward some proposals which they refused to accept. It is not true that we treat workers like slaves,” said Zitha. The project that started four year ago, to build, and to renovate the sewer dams, has been delayed by protests since the beginning of this year. Nothing has been done. Spokesperson of the workers, Themba Nkuna, said they have engaged Emfuleni Local Municipality MMC for Basic Service Councillor Rebecca Thulo. “We want to approach the office of Public Protector and also Advocate Dali Mpofu for intervention as our last resort,” explained Themba. As part of its development drive South Africa embarked on many community projects which remain ‘a pie in the sky’ as government fails to ensure their completion. Development projects such as schools, roads, houses and taxi ranks are popular with politicians and voters alike, yet the problem is when they should be finished. Many municipalities are littered with half finished projects that were abandoned mid-

Finish what you have started! construction and this should not be the case. Most of the projects have missed set targets several times with government often citing lack of funds for its failure to implement them on time if at all, raising suspicion that funds are being misused or diverted to other uses. Correct me if I am wrong, but having observed this phenomenon for years I have come up with the possible explanation for this corruption, clien-telism, and dynamically inconsistent collective choice play a major role. Approximately one-third of projects that start are never completed, consuming nearly one-fifth of all local government capital spending. There is also general lack of accountability

in government making it easy for the privileged few to siphon off donations for projects. The other proven element is that government lacks fiscal discipline and funds earmarked or donated for development projects are diverted to other causes and this must come to an end. The provision of basic social infrastructure, such as schools, clinics, roads and houses is a crucial function in all levels of government. These politically popular, locally targeted, and highly visible projects are also exactly the type of public goods that politicians seek to deliver in theories of pork barrel politics, tactical redistribution, and credit claiming. It is common for governments to start work on

such projects but never actually complete them, leaving behind ‘half-baked’ projects of no value to community members. Though widely remarked upon and substantively important, the extent and causes of this phenomenon have received surprisingly little attention. The people that are given these tenders for the projects need to be thoroughly scrutinised and monitored after they have been awarded the tenders. Our communities are tired of these ‘halvecooked’ projects at their expense. People who start them must make sure that they finish what they have started. Lerato wa ha Serero...

ELM appoints new MM SEDIBENG.- The Emfuleni Local Municipality (ELM) on Monday announced the permanent appointment of Yunus Chamda as the official ELM Municipal Manager (MM). Between May 2016 and December 2016, Mr Chamda was seconded by the MEC of the Department of Cooperative Governance and Traditional Affairs (CoGTA) in the Gauteng Province to support and assist the Emfuleni Local Municipality. ELM’s Stanley Gaba, Acting Manager Communications, says that the permanent appointment was made by the Council in December 2016 based on recommendations of an interview panel. The panel also included external, independent members of the public. The appointment is made in terms of the latest regulations that regulate the appointment of senior officials of the Municipality. “ Mr Chamda met all the criteria in the regulations and also was the strongest candidate from the compulsory independent Competency Assessment. The Emfuleni Local Municipality is pleased to confirm the appointment of Mr.Yunus Chamda as the Muni-

cipal Manager of the Municipality as from 1 January 2017. Mr Chamda emerged as the successful candidate from 29 applicants who applied for the position,” Gaba said, adding that with over 20 years of experience in local government, Chamda brings a wealth of expertise and experience to the position. Chamda is a former Mayor of the then Lekoa-Vaal Metro between 1995 and 2000, a Speaker of ELM, and former Municipal Manager of the Sedibeng District Chamda, a former school teacher, has extensive academic qualifications including an Honours Degree in Public Governance and Development. He is currently completing his dissertation in Public Management & Development towards a Master’s Degree. His appointment is subject to a 5-year performance based contract. Gaba says that over the next 6 months, all posts of the Senior Management Team (SMT) of the Emfuleni Local Municipality, will also be advertised and filled as the current incumbents’ contracts expire.

EVATON.- Service delivery protests in Evaton on Wednesday held up a school reopening as angry ersidents closed roads with rocks and burning tyres. Residents went out in full force to stop cars, taxis and anything, from moving on Wednesday. They burned tyres and threw huge rocks in the road due to a blocked storm water drain. West and Kent Road in Parktown in Evaton were ‘no go’ streets as the community displayed its anger claiming a lack of service delivery. They claim that storm water drain had been blocked for weeks and nothing was done. Thabeng Primary School was mostly af-

fected and as a reason children could not go to school. Protestors claim that the storm water drain blockage was putting their children’s lives at risk obligating them to protest since the government won’t do anything without them (residents) acting. Police spokesperson Captain Aubrey Moopeloa said Police had to intervene in the matter. “The situation was calm and a brief meeting was held with those concerned. “Councillor Vusi Mnune, Police and the community held a meeting to find a permanent solution to the blocked storm water drain. “This will prevent unnecessary protests and incidents that will put children in danger in future,” said Moopeloa.

Underage players used like “tea bags” ZACHARI A NALE TOUCHLINE found it very interesting to see some players from SAB League playing for Super League teams over the weekend. This tells you something about the standard of football in the SAB League. The truth is that there is nothing special about SAB League because it is only recycling the same old players with the underage players being used like “tea bags”. TOUCHLINE asked some of those players why they have decided to leave SAB League to play for Super League teams and this is what they told

TOUCHLINE: “The club bosses and coaches don’t care about our dreams as long as we fulfill their ambition to save their teams from relegation or challenge the league title. What about us? They don’t even bother to organise trials for us with National First Division or PSL teams. Some of us never even had the opportunity to play against National First Divisions or PSL clubs even in friendly matches so that they can spot our talent. We don’t want their track-suits because this is the only thing they promise us to stay in their teams.” This is a sad football scenario as everyone wants to be the Irvin Khoza and Kaizer Motaung’s of this region. TOUCHLINE sympathises with these players because most of them deserve to play in bigger leagues be-

cause they have spent donkey’s years playing in SAB League. This is why the development players can’t play in the SAB League because of those tried and tested players. As TOUCHLINE said it is not the fault of these players but the clubs bosses and coaches who are selfish. For example, at the beginning of the season SAB League teams sign many young players but when the going gets tough – they go for tried and tested players and leave these youngsters to rot on the bench or the stands. This is sad for the development of football in this country because this underage factor is killing our talent. Case in point, TOUCHLINE went to watch one of the local teams that play in ABC Motsepe League and 20 minutes into

the game the coach made two substitutions and took out the young players and replaced them with old players. I left immediately because I could stand for this as a person who works with development players. My point here is that, according to those players – it is doesn’t make a difference whether you play in SAB League or Super League as long as you enjoy your football and there are opportunities to grow as a player. Some club bosses and coaches must realise that organising friendly matches with PSL teams or their development teams will not only help the players but their teams also. TOUCHLINE’s plea to club bosses is that they stop using youngsters as “tea bags”. These boys are much better than that!

ELFA Prize Giving for juniors Zacharia Nale

SEBOKENG.- Emfuleni Local Football Association (ELFA) rewarded junior teams for their hard work at a Prize Giving Ceremony held at Saul Tsotetsi Sports Complex, in Zone 14, Sebokeng over the weekend. The ceremony was graced by the Emfuleni Local Municipality MMC of Sports and Recreation Edwin Kele. The association rewarded junior soccer teams that won the league in their respective streams last season. However the Boitshepiville Stream teams were not part of the ceremony as they didn’t play in the league this past season. ELFA chairman Mondli Nkosi addressed the teams.

Nkosi said it is the responsibility of both the association and the teams to ensure that football is taking the right direction. He also argued teams to come forward and help in building the Emfuleni Local Football Association. “I want to take this opportunity to congratulate the teams that won the league in their respective areas. A job well done! On the other hand, ELFA treasure Sam Mabula said he was was very disappointed with some of the junior soccer teams. He said the only time some of the teams pay their affiliation fees was when they see that they had won the league. Apart from junior soccer teams prize giving – match officials were also presented with certificates for passing Level One Refereeing Course. VANDERBIJLPARK.- Sedibeng will once against host the Future School Champions play-offs scheduled to take place at the Isak Steyl Stadium on February 4. The news was revealed to Sedibeng Ster Sport by the Sedibeng School Football Association chairman Sello “Meneer” Tshabalala. Tshabalala said that the sixteen schools that will do battle on the day are those who participated at the Copa Coca-Cola that took place at the George Thabe Stadium in Sharpeville last year.

Vaal Milling Super League season kicks off Zacharia Nale

SEDIBENG.- The 2016/2017 Emfuleni Local Football Association (ELFA) Vaal Milling Super League season started over the weekend. The games took place at Zone 3 Stadium and Cecil Oldridge Park with Stream A (Sebokeng) and B (Boitshepiville) battling it out for three points on offer on the day. Local soccer fans came in numbers and enjoyed each and every moment of action. This season the league is divided into two streams, A (Sebokeng) and B (Boitshepiville). Boitshepiville consists of 15 teams while the Sebokeng Stream had 20 teams at the time of going to print. ELFA acting competitions coordinator Mamphuti Malepesaid they are happy that the league has finally kicked off. He said that there were a lot of positi-

ve developments compared to last season. Malepe said that this season they will be strict because they don’t want to experience the same old problems they have been experiencing for the past three seasons with teams taking the association to court. “This season we want to leave no stone unturned to make sure the league runs smoothly from beginning to end. Look, we experienced lots of problems in the past seasons and we want to avoid this because it is not good for football results to be decided in the boardroom. “We want to start on a clean slate and make this league a success. We also wish to congratulate Sebokeng Ajax FC for gaining promotion to the SAB League and I have no doubt that they will make us proud”, said Malepe.
