The Build to Rent (BTR) sector is one of the most dynamic and exciting areas of property, and its impressive growth and evolution only increases the appeal to those involved. Our experience in the sector leaves us ideally positioned to provide our clients with the trusted advice they need.

Proposal: Hybrid planning application (part full/part outline) for the demolition of all buildings and phased redevelopment to provide up to seven buildings.

Iceni have been acting on behalf of the site owners Imperial College London and their appointed Development Managers Frame RE. The proposals are to redevelop the current employment site for the provision of much needed new homes, workspaces, shops, community space and public green spaces.
The site is strategically located between North v station and the Acton Elizabeth Line station, and within walking distance from the future HS2 hub in Old Oak, making it one of the best-connected areas in the UK. As a result, the area, which forms part of the Old Oak and Park Royal Development Corporation (OPDC), has undergone dramatic change over the past few years.
One Portal Way is the largest and most centrally located site in North Acton. However, the site is currently inaccessible to the public being surrounded by security features, railings, parking and vehicle access points associated with the site’s current tenant Currys plc (formerly Dixons Carphone). Therefore the site presents a significant opportunity to bring about real and much needed change to the public realm offer in North Acton. The proposed scheme maximises the site’s potential to knit together other developments, forming a new vibrant place with a 1.8-acre central public garden.

Iceni have secured a resolution to grant for a mixed use, residential led scheme on the B&Q site on Cricklewood Lane in Cricklewood. Currently an underused site comprising retail warehouse units, the proposal sees the delivery of 1050 new dwellings, with ancillary retail & commercial uses at ground floor.
The permeability of site is enhanced by the provision of some 45% of the site being given over to publicly accessible space. Notably, the scheme also provides a new civic square for Cricklewood alongside enhancements to the existing Cricklewood Green which is a designated Asset of Community Value.
The proposal provides a mix of conventional housing, both market and affordable, and Build to Rent elements with flexibility in the outline application to adjust the quantum of each through the Reserved Matters Applications stage. The proposal follows the GLA ‘fast track’ route via the provision of 35% affordable housing and has been carefully negotiated through the application process with the GLA and Tfl.
The proposal generated a notable amount of local interest, requiring various meetings with community groups and stakeholders, which we managed by Iceni Engagement Team.

Proposal: Demolition of existing buildings and erection of a mixed-use development comprising of Commercial floorspace alongside 783 homes across two buildings of 35 and 47 Storeys, with a public square at the centre of the site.

The Iceni Planning, Transport, and Impact Management teams have been involved in the evolution of the proposed development at 1-5 Lansdowne Road in Croydon. The ambition for the project was to create a deliverable scheme to provide just under 800 new Build to Rent homes with associated roof top amenity spaces, including lounges and terraces as well as ground floor co-working spaces for residents, alongside a re-provision of office floorspace within the scheme.
The Site is located in Croydon’s Opportunity Area and benefits from a Local Plan Site Allocation for a mixed-use development. Greystar purchased the Site with the view to create a deliverable scheme to support Croydon’s thriving metropolitan centre.
The Iceni teams have been integral to the extensive pre-application process with both Croydon Council and the GLA in progressing the proposals and working closely with HTA Design to develop a high-quality, sustainable scheme to deliver 783 homes with 1,008 sqm of office floorspace across two buildings of heights of 35 and 47-storeys. The scheme has now been submitted to Croydon Council with discussions on going with officers.

Iceni was instructed by Greystar to lead the preparation of a detailed application at the former GSK headquarters and former Sunblest bakery site in the London Borough of Ealing.
This application obtained approval for a residential-led mix of uses including: 1,965 new homes (including an element of affordable housing); 21,443 sqm of flexible commercial and community floorspace in use classes A1, A2, A3, A4, A5, B1, D1 and / or D2, a new two-form entry primary school, new pedestrian bridge across the canal, car and cycle parking, landscaping and associated works. Iceni has coordinated the planning application submission, including the Environmental Impact Assessment. The application was submitted in September 2016 following engagement with the local community, Council and GLA and approved at Committee in March 2017.
Iceni continues to act through the construction process with regards to the necessary planning conditions to enable prompt delivery on site, and most recently obtained approval of a Minor Material Amendment for an additional 153 homes enabled by, and helping to facilitate, a modular build.

Proposal: Mixed-use scheme incorporating 597 new homes for private rent

On behalf of EcoWorld (formerly known as be:here), Iceni Planning, together with Iceni Heritage, Transport and Engagement, were instructed to prepare and submit an application for 597 new homes for private rent. The development comprised four inter-linked buildings of between 6 and 15 storeys in height, together with circa. 500 sq. m of flexible commercial floorspace, located adjacent to the River Roding in Barking.
Working closely with the appointed project team, Iceni undertook thorough preapplication discussions with the London Borough of Barking and Dagenham, the GLA, Historic England, TfL and local stakeholders, to ensure the resulting planning application was determined promptly.
During the determination period, Iceni negotiated with the Greater London Authority in respect of affordable housing, highways matters, cycle parking and the London Plan housing standards. These matters would have proved restrictive to the applicants model for build to rent accommodation, however the negotiations were successfully completed well within the statutory 13-week determination period.
The application was heard by LBBD Planning Committee in April 2016 and planning permission granted in December that year. Work has now commenced on-site, with the first homes forecast to be available in 2020.

Iceni Projects are providing strategic planning consultancy services to support Moda Living in the redevelopment of the former Strathclyde police headquarters in Glasgow’s City Centre. The site itself occupies an entire city block in this prominent location. The proposed development includes 433 PRS apartments with associated amenities, underground car parking as well as usable outdoor space including roof terraces and a public courtyard.
Iceni Projects led the collation of the planning application submission which included a number of technical studies given the sensitive urban location on the outskirts of a conservation area and in close proximity to Category A listed buildings.
Due to the scale of the project, it was deemed a “major” development under the relevant Regulations and the statutory 12-week pre-application period applied. Throughout this process, Iceni Projects ensured the pre-application stage aligned with the requirements of the Regulations and included the organisation of the main public consultation exhibition as well as numerous meetings with key stakeholders and the city council to ensure a compliant submission.

Iceni is advising MODA Living and Mayfield Villages on the redevelopment of the Sackville Trading Estate and Hove Goods Yard for 599 Build to Rent homes, 4,500 sqm flexible B1 office accommodation, a 258 unit specialist accommodation for older people, a health and wellbeing centre and retail floorspace on the 3.59 hectare brownfield site adjacent to Hove Station.
Iceni coordinated a detailed planning application for the site, which was submitted to Brighton and Hove City Council in November 2018.
Secured an outline application for 2,800 new homes, student accommodation, and commercial spaces, demonstrating their proficiency in urban regeneration projects.
Iceni is instructed to secure a major residential-led mixed-use redevelopment of the former Shredded Wheat Factory to the east of Welwyn Garden City railway station. With a challenging brief to preserve the most valued components of the historic fabric, remain true to Garden City principles with the scheme design and to optimise development capacity of the site through densification to enable significant affordable housing delivery, Iceni is required to deliver a planning permission that will meet the aspirations of our clients, the Local Planning Authority, the local community and Historic England.
Iceni Projects were instructed in late 2017 to submit a hybrid planning application for up to 2,500 dwellings; a new lido with ancillary café; community pavilion; mountain bike / pump track; primary school; convenience retail store; open space and transport upgrades. This planning application was submitted in November 2018.

Having previously been a director at Town Planning Consultancy and in turn RPS, Ian has experienced working for both private-run and PLC planning firms. In turn, Ian worked for a private property company, led by two entrepreneurs, where he both acquired sites and managed them through the planning process.
Ian has taken the key ingredients that made those businesses successful and instilled them into the fabric of Iceni: A business mind-set characterised by hard work, strategic vision, common-sense, topical awareness, and speed of thought.

Andrew was schooled in the ‘art’ of town planning whilst working for two local authorities, Tunbridge Wells and Canterbury, in Kent. This experience taught him early and valuable lessons in how the UK planning system and development industry interact. He has continued to develop his professional and commercial skills having worked as a planning consultant in several large multi-disciplinary firms.
His previous role was as a Partner at Drivers Jonas Deloitte, where he led a team focusing on large-scale residential and mixed-use developments. He acts for landowners and local authorities through to niche-developers and national house-builders.

Ian is experienced in delivering large scale and high profile projects.
Ian leads teams to deliver major regeneration projects. His work ranges from large-scale redevelopments on brownfield land such as the former GSK headquarters in Greenford, Farnborough Business Park or the former Nailstone Colliery, to the promotion of large scale strategic land opportunities across the South East.
Ian initially graduated in Geography and Applied French and went on to complete a Master’s degree in Planning, Policy and Practice from South Bank University. He went on to work as part of the team who represented the Olympic Delivery Authority and subsequently the London Legacy Development Corporation to deliver the Olympic Stadium and Media Complex on time and on budget.
Ian joined Iceni Projects to assist on the delivery of a wide range of commercial, residential and mixed-use projects. Ian’s key strengths lie in his interpersonal skills and his ability to develop positive relationships with officers, stakeholders, and members of the project teams to achieve the best possible outcome for proposed developments. He is passionate about working with local authorities and communities to highlight the positive values of development, and the ability to deliver long term change.

Clients value Laurie’s ability to dissect complex heritage arguments, and build a strong and comprehensive case in favour of development.
Laurie has been Director of Iceni’s Heritage Team since January 2016, following five years of consultancy experience at RPS CgMs, and leads the firm’s Townscape specialism, formally launched in 2018. He is an experienced, commercially minded heritage and townscape professional, whose focus and expertise lies in negotiating complex consents across a variety of scales.
He has a particularly detailed knowledge of policy and legislation and its application, gleaned and kept keen by significant and on-going public inquiry experience, and is also adept at inputting into the design process.
His experience ranges from urban, mixed use heritage-led regeneration schemes to strategic housing and infrastructure projects, and detailed work with sensitive, highly graded buildings and landscapes. He cut his teeth working on the redevelopment of London Bridge Station and leading on heritage matters in the delivery of an Outline Consent for Alconbury Weald, a major employment and residential development of the Second World War and Cold War airfield of RAF Alconbury.

Gary operates at the forefront of town planning to unlock value for clients.
Gary is a skilled planning consultant with over 25 years of experience advising clients in the private and public sector throughout Scotland. He has a track record in advising on major development proposals, understanding the policy and detailed planning considerations and forming highly constructive working relationships with local planning authorities and other stakeholders.
Gary set up Mappin Consulting Ltd in 2013, having previously been the Regional Senior Director for GVA Grimley in Glasgow from 2005 to 2008. In June 2016 Gary opened the first regional Iceni Projects office in Glasgow, followed by Manchester in 2017. Iceni Projects was the Royal Town Planning Institute’s Planning Consultancy of the Year in 2016.
Gary is chairman of the Glasgow Chamber of Commerce Commercial Property Forum and is a Trustee of The Crichton Trust, an award winning regeneration project based at the former Crichton Royal Hospital complex in Dumfries He also sits on Glasgow City Council’s City Centre Strategy Board.

Fred is respected for his management skills and problem solving.
Fred cut his cloth at Waterman Boreham before joining Iceni, in 2010 to develop Iceni’s Transport team and assist in the growth of the company. Fred is the operational head of the transportation team, responsible for winning work, day to day control of schemes and managing staff. Fred has put together a talented team proficient in all aspects of technical analysis using computer software such as ARCADY, PICADY, LINSIG, TRANSYT design using AutoCAD & AUTOTRACK as well as us having a sound knowledge and experience of the planning system and development sector.
With over 15 years experience in transport and development planning, Fred specialises in managing a wide range of client needs and has a sound understanding of the planning system and the development industry. Key areas of experience include the preparation of Transport Assessments, Travel Plans, Environmental Impact Assessments, Appeal Statements as well as negotiating highway improvements and financial contributions with statutory authorities, including TfL and the Highways Agency. Philippa has the ability to work successfully with communities and local authorities to deliver high quality projects.
Philippa is an experienced consultant with over 15 years’ experience in the field of strategic planning and engagement. She has been responsible for a range of planning, engagement and masterplanning work in the UK with extensive experience of public engagement and participation, preparing masterplans, development feasibility studies and regeneration strategies. She is an experienced project manager and regularly assists in brokering relationships between the public and private sector.
Philippa oversees a number of the growing public sector commissions within Iceni.
Recent project experience includes assisting The Royal Borough of Kensington and Chelsea to engage with communities in North Kensington, supporting engagement work in relation to the preparation of Joint Strategic Plans and preparing a number of masterplans and delivery strategies for key sites in Melton for Melton Borough Council. Her wider experience includes the Leatherhead town centre masterplan and delivery strategy for Mole Valley, the Caterham town Supplementary Planning Document for Tandridge District Council and the Twickenham Area Action Plan for The London Borough of Richmond, all of which are now in the process of being delivered. She has written numerous articles for trade press on the future of town centres and the high street.

Whilst Iceni is a national consultancy, we pride ourselves on having a thorough local understanding of the communities we are seeking to change. We therefore have a suite of area based experts to understand, monitor and identify planning and political change across geographic areas.
This work extends beyond monitoring of Local Plans and considers issues such as the political composition and priorities of an area. Objectively Assessed Need and signs of market failure across the full use spectrum from housing, through employment to social and transport infrastructure. We also monitor significant planning decisions and the ways in which planning policies are applied in practice through casework decisions at Planning Committees and the Planning Inspectorate.
