Bridge Works

Altrincham

Authority: Trafford Council

Proposal: Restoration and extension to Listed Building with adjacent office development

Services: Iceni Planning; Heritage

Status: Planning permission granted

On behalf of longstanding clients Silverlane and Graystone Developments, Iceni are advising on the sensitive restoration of the Grade II Listed Bridge Works building and adjacent office proposal in Altrincham.

The Bridge Works is a former warehouse building built in 1833 and historically used as a storage area for goods transported along the Bridgewater Canal. The building is Grade II Listed but has fallen into a state of disrepair, with the majority of the roof having collapsed. The project seeks to sensitively restore the building and provide a highquality glazed roof extension, to allow the conversion of the building to 32 residential apartments, alongside providing a standalone adjacent office building.

Iceni have been advising Silverlane and Graystone Developments since 2019, providing comprehensive planning and heritage consultancy services, including the coordination and submission of detailed planning and listed building applications, working closely with Jeffrey Bell + Co Architects. Planning permission for the project was granted in August 2024, and the project is soon to commence, including a package of urgent works to ensure that the building does not further deteriorate. Iceni are retained to discharge complex planning conditions to facilitate this process

Equitable Building Greater Manchester

Authority: Manchester City Council

Proposal: Conversion of commercial building to apartments, with a sensitive roof extension

Services: Planning

Status: Awaiting planning determination

On behalf of PH Property Holdings, Iceni are providing planning consultancy services to support the redevelopment of the Equitable Building in Manchester’s commercial core.

The Equitable Building is a non-designated heritage asset which sits within the St. Ann’s Square Conservation Area in Manchester City Centre. The building was previously home to one of Habitat’s flagship stores which closed in 2011. The upper floors of the building have lain vacant ever since and have fallen into a state of disrepair.

The project seeks to breathe new life into the building, converting the upper floors to high-quality residential apartments, with the addition of a glazed roof extension to form an additional penthouse apartment. Ground floor jewellery retailer tenants will remain in place and expand to the first floor.

Iceni have provided planning consultancy services from the pre-application stage through to coordination and submission of the detailed planning application. This has involved engagement with Ward Members, the local community and Historic England to ensure that the proposals are appropriate for the site and that the design meets the high standards expected of Manchester City Council. Jeffrey Bell + Co are the appointed architects for the project.

Renshaw House

Greater Manchester

Authority: Manchester City Council

Proposal: University Building

Services: Planning

Status: Planning permission granted

On behalf of Mia James Construction and Interiors, Iceni have secured planning permission for the erection of a purpose-built student accommodation (PBSA) building within Manchester’s Oxford Road Corridor.

Located within walking distance of both the University of Manchester and Manchester Metropolitan University, the site currently contains poor quality student HMOs which detract from the setting of an adjacent former chapel building.

The proposals involve the demolition of the existing buildings on site and erection of a sensitively designed 5-storey building to provide 76 PBSA bedrooms with associated internal and external amenity space.Guiding the project through the pre-application stage, Iceni engaged with the local community and elected Ward Members alongside Manchester City Council, responding to queries raised and amending the scheme design with GWP Architecture where appropriate. Iceni then went on to coordinate the planning application, including preparing a detailed Planning Statement which explains how the proposals meet the stringent policy tests to allow for PBSA to come forward at the site.

Planning permission has now been granted and the project is set to commence on site later in the year.

Greater Manchester Institute of Technology

Greater Manchester

Proposal: University Building Services: Planning

Status: Under Construction

On behalf of Tilbury Douglas Construction and the Department for Education, Iceni Projects’ Manchester Office managed the planning process for a flagship technology building for the University of Salford.

Iceni initially worked closely with the project team to establish a suitable site within the campus Masterplan area to accommodate the Greater Manchester Institute of Technology (GMIOT) building. Coordinating the wider planning project team, Iceni engaged with all of the relevant stakeholders to ensure that the building fulfilled the requirements of the University, the Institute of Technology, the DfE, the Council and the students, while enhancing the public realm and wider campus. This included advising the University’s communications team on their messaging around the project and responding to queries raised by the public.

Navigating the conflicting views of interested parties while ensuring that the proposals met the relevant planning tests and were viable for Tilbury Douglas to deliver, was challenging, and Iceni were delighted to secure planning permission within the 13-week determination timescales, working closely with the Council via a Planning Performance Agreement to keep all parties on track and accountable.Iceni are now advising on discharging planning conditions ahead of the building’s completion later in the year.

Sandilands Greater Manchester

Proposal: Planning application for school redevelopment

Status: Under Construction

On behalf of Tilbury Douglas Construction and the Department for Education, Iceni Projects’ Manchester Office managed the planning application and public consultation process concerning the redevelopment of Sandilands Primary School, Manchester.

The existing school building was a sprawling single storey block. It was determined that the most efficient way to redevelop the site was to construct a new two storey building, followed by the demolition of the current building.

The scheme will provide a high quality building with twenty classrooms, SEN and Learning Resource spaces, a sensory garden, outdoor landscaped areas, alongside EV charge points and PV canopies to achieve ‘net zero carbon in operation’ status.

Managing the project from the pre-application stage through to determination, the team submitted the application in Spring 2023 and secured planning permission by September of the same year.

Iceni are retained to manage the discharge of condition process and completion is anticipated in 2025.

Beehive Mill Manchester

Proposal: Refurbishment of a Grade II* Listed building to incorporate high quality office space and a training centre for the Princes Trust.

Status: Completed

Iceni Planning and Heritage were appointed by Urban Splash to lead the redevelopment of its Grade II* Listed Building, Beehive Mill, located in the historic Ancoats area of Manchester.

Urban Splash aims to restore the historic Beehive Mill to its former glory through a sensitive renovation, transforming it into a vibrant hub for small and medium businesses on the upper floors, with the Prince’s Trust Northwest branch occupying the ground and first floors.

Dating back to the 1820s, Beehive Mill has hosted a range of uses—from cotton spinning and corn milling to housing dry soap manufacturers, Sankeys Soap. The building later gained iconic status as the home of the legendary Sankeys nightclub, a key part of Manchester’s music scene and widely regarded as one of the city’s coolest venues. Recognising the building’s rich and diverse history, Iceni has collaborated with Maurice Shapero Studios, Bradley McClure, and Reform Landscape Architects to deliver a scheme that balances preservation and renewal. Their shared goal is to retain the Beehive’s cultural legacy while addressing years of neglect, ensuring its future as both a community asset and a functional, revitalised space.

Circle Court Stretford

Proposal: Redevelopment of vacant brownfield land for the erection of a seven storey, 147 bedroom hotel

Status: Approved

Iceni’s Manchester office were instructed by Create Developments to prepare and submit a planning application to transform a vacant site in close proximity to the Trafford Centre into a high quality 147 bedroom hotel.

Approved in March 2021, the new Hampton by Hilton hotel will deliver 147 bedrooms across seven storeys, featuring a reception hub, restaurant, fitness suite, and flexible communal areas. Developed by Create Developments, the scheme replaces a previously rejected nine-storey proposal from 2020. Working with the Council, Iceni addressed design and highway concerns, incorporating red brick, architectural detailing, and improved landscaping, including more retained trees and compliant parking.

Located near key attractions like the Trafford Centre and Old Trafford, the hotel targets both leisure and business visitors. It also regenerates a vacant site and includes extra parking for nearby Circle Court residents. Iceni also secured planning for these bays, ensuring local needs were met before hotel construction begins, working closely with Create Developments and Trafford Housing Trust.

Whitefield Drive

Kirkby

Authority: Knowlesley Metropolitan Borough Council

Proposal: Full planning application for 266 mixed tenure homes at Whitefield Drive, Kirkby

Status: Approved

Iceni’s Manchester office were instructed by Engie to prepare and submit a planning application to transform a derelict 16-acre site off Whitefield Drive, Kirkby.

The scheme, approved by Knowsley’s virtual planning committee in Summer 2020, will deliver 266 new homes near Kirkby Town Centre. Of these, 66% will be affordable housing, split evenly between affordable rent and shared ownership. The homes will include a mix of 2, 3, and 4-bedroom properties.

Developed by Engie for Your Housing Group, who will manage the site, the project sits on a designated Development Opportunity Site with good accessibility and nearby green space. The design, refined through a Places Matter review, emphasizes key urban design principles such as taller perimeter buildings, clear street edges, and landmark features to enhance navigation and identity.

The development features nine house types, arranged in combinations to create a variety of semi-detached and terraced homes. The goal is to establish a cohesive, family-oriented community that supports the regeneration of Kirkby and Knowsley and complements the revitalisation of the town centre.

Bridge Street Manchester

Proposal: Mixed use scheme incorporating high quality offices, a café, roof garden and two townhouses

Status: Completed

Iceni secured consent for high quality offices, a café, roof garden and twofamily sized town houses on Bridge Street, Manchester.

This mixed-use scheme incorporates a bold floral mosaic façade which was subject to an additional separate planning application. The design drew on other unique historic façade designs for inspiration including mosaics from the Arts and Crafts Movement.

The scheme subsequently became the first tiled building in this part of the city and has received widespread praise for its unique modern design which has dramatically enlivened the street scene.

We look forward to working with Watch This Space again in the future, to bring more redundant buildings and spaces into use with a fresh approach to the possibilities available.

Chorlton Irish Club

Manchester

Proposal: Planning application for 29 apartments

Status: Under Construction

Iceni’s Manchester office were appointed by Southway Housing Trust to prepare and submit a planning application for the redevelopment of part of a well-known site in South Manchester known as the Chorlton Irish Club. Following the club’s closure, Southway Housing purchased part of the club’s large car park, to deliver a fully affordable housing scheme, within the popular suburb of Chorlton. The scheme will provide 29 shared ownership apartments.

Iceni were appointed to lead on the preparation of the application, managing the pre-application consultation process with support from a stakeholder engagement specialist. The team worked closely with Southway Housing and the architect, View Associates, to ensure that the development on this highly compact site, with sensitive neighbouring boundaries, is able to seamlessly integrate into the surroundings. The scheme was welcomed by local ward members, recognising the impact that a 100% shared ownership scheme would have on the locality. Iceni have been retained to manage the discharge of conditions

Roman Way

Preston

Authority: Preston City Council

Proposal: Outline planning application for industrial and logistics site

Services: Planning

Status: Under Construction

In November 2023, Preston’s Planning Committee recommended approval of Henry Boot Barnfield’s outline planning application for B2 and B8 employment uses at this 25ha site in Preston, located off J31a of the M6. The scheme will deliver circa 12 units ranging in size from 25,000-500,000sq.ft.

The site is allocated in the Local Plan for employment development, as it is strategically placed near to an existing industrial estate. The team worked tirelessly alongside Preston’s Planning and Highway Officers and skilled technical consultants in order to resolve a number of technical matters that occurred during the determination period. In particular, the team was required to consider the impact of the scheme on the strategic highway network by working closely with National Highways. Further, the team considered how best to secure Biodiversity Net Gain and limit the environmental impact of the project on the sensitive watercourses contained within a neighbouring SSSI, Tun Brook Woods, which required liaison with Natural England.

Iceni’s Manchester Planning team led the project, with support from our EIA team based in London, who prepared and submitted an EIA screening request at the project’s inception. Reserved matters applications are now being lodged to secure the delivery of the site.

All Saints High School Lancashire

Authority: Rossendale Borough Council

Proposal: Planning application for school redevelopment

Status: Under Construction

On behalf of Tilbury Douglas Construction and the Department for Education, Iceni Projects’ Manchester Office managed the planning application and public consultation process concerning the redevelopment of All Saints High School, located in Rawtenstall, Rossendale.

The existing school building is extremely poor quality and in a state of disrepair. It was determined that the most efficient way to redevelop the site, and to ensure pupil learning is not disrupted, is to construct a new building on the playing fields of the school, allowing pupils to transfer across once complete, followed by the demolition of the current buildings at the end of the construction process.

The new school building will have two and three storey elements and will allow up to an additional 25 pupils. The new building will be sited on land that currently forms the existing 3 court Multi-Use Games Area (MUGA) and on the northernmost part of the playing field with a long jump pit. The MUGA and long jump pit will be relocated and re-provided within the site.

The application was welcomed by members at planning committee and the resolution to grant was unanimous. Iceni are retained to manage the discharge of condition process and construction is underway.

Laurus Grace Alternative Provision School

Proposal: Planning application for new alternative provision school Services: Planning

Status: Under Construction

On behalf of Tilbury Douglas Construction and the Department for Education, Iceni Projects’ Manchester Office managed the planning application and public consultation process concerning the construction of a new specialist ‘Alternative Provision’ school designed to cater for up to 80 pupils who are struggling with their emotional health and wellbeing, and who have Social Emotional and Mental Health Needs (SEMH). The school will be managed by the Laurus Trust, a multi-Academy trust operating highly academic schools across the North West.

The school is to be located on disused tennis courts on the western side of Hazel Grove High School, in Stockport, with its own outdoor playing field and car park, to be accessed separately to Hazel Grove High School.The planning application proposed the replacement of these tennis courts with brand new tennis and netball courts to be located on the eastern side of Hazel Grove school.

Iceni’s Manchester team managed the project from the pre-application stage through to its successful determination. Iceni are retained to manage the discharge of condition process and construction is currently underway.

Housing & Economic Development Needs Assessment

Blackburn with Darwen & Hyndburn

Iceni was appointed by Barnet Homes to prepare and submit a planning application to provide 15 homes, all for social rent. The landscape-led and pedestrian friendly design centred around a shared community garden will help to revitalise the underutilised brownfield site.

Iceni was appointed to lead on the preparation of the application, managing the pre-application consultation process with support from a stakeholder engagement specialist. The team worked closely with Barnet Homes and the architect, to ensure that the development on this unconstrained previously developed land is able to seamlessly integrate into the surroundings.The scheme is part funded by the Greater London Authority’s Homes for Londoners: Affordable Homes Programme.

The Applicant, Barnet Homes, is committed to bringing forward the site efficiently and will retain for long-term maintenance and management, integrating the site within the wider Martin’s Walk Estate which is also under their ownership. The scheme was approved by Barnet Council in December 2022.

Iceni are working with Bluecastle Capital to deliver a prestigious 14-26 storey Build-to-Rent (BtR) tower on the edge of Sheffield City Centre.

Iceni is advising Bluecastle Capital on a high-quality Build to Rent (BtR) development on the edge of Sheffield City Centre, having supported the project from site acquisition through to a Section 73 and detailed planning application. The scheme will deliver 409 apartments within a thoughtfully designed building, acting as a catalyst for wider regeneration and setting a new standard for residential quality in the city.

Iceni has provided planning, heritage, and transport consultancy, shaping the planning strategy in collaboration with Bluecastle Capital, the design team, Sheffield City Council, and key stakeholders to secure the best outcomes. This process has included extensive pre-application discussions, attendance at a Design Review Panel, coordination of application documents, and ongoing negotiations with the Council following submission. Construction is expected to begin later this year.

Liverpool City Region

Status: Completed

Iceni directors formerly produced the Liverpool City Region Strategic Housing and Employment Land Market Assessment (SHELMA) establishing the core housing and employment evidence for the authorities across the city region, working with the combined authority.

Further to this, given the high level of forecast need for strategic warehousing sites, assessments were carried out of distribution sites across the City Region including in the green belt, ensuring a current and future supply of sites to meet expanding needs particularly arising from the expanding Liverpool2 Port.

Danny is a skilled economist having worked on some of the most challenging urban regeneration, development and infrastructure projects across the country

Danny is Head of English Regions and Wales at Iceni. He has been tasked with growing the firms multi-disciplinary offer across the major cities and regions of the UK, including planning, economics, heritage, design and transport. He helps to coordinate multi-disciplinary teams bringing together a seamless service to support clients through all stages of concept, design, planning and delivery.

Danny is also a Director in the Economics team and lead for Business Cases and Funding bids. He works with a talented team of economists across the country delivering a range of services including market analysis, economic benefits, socio-economic impact, social value, social infrastructure demand, economic strategy and research, business case and funding bid work.

As a Business Case practitioner and Green Book expert, Danny has worked on large and complex cases helping to unlock over £450 million of public sector funding to support major urban regeneration, town centre, as well as infrastructure projects across the county.

Danny is passionate about our towns, cities, and communities, and in supporting projects that help unlock opportunities in a sustainable way.

Chris builds excellent working relationships with clients by securing planning permission in challenging scenarios

Chris joined Iceni Projects in 2019 as a Director in Manchester, bringing with him over 20 years of experience and a detailed knowledge of the planning system.

With a particular focus on mixed use, office, residential and logistics development, Chris provides strategic advice and leads on complex cases, including the redevelopment of listed buildings and Green Belt releases.

Chris’ clients value his honest approach, returning time and again for planning advice on prospective new projects.

Chris started his career at Halton Borough Council, working his way up to Senior Planning Officer before moving over to the private sector in 1998, when he worked for Chesterton, Matthews & Goodman, Cushman & Wakefield, having most recently completed a 10 year stint as Director at NJL Consulting. Advising on stakeholder management and politics alongside planning, Chris understands the commercial realities of development and adds value to all projects that he is involved in.

Gary operates at the forefront of town planning to unlock value for clients.

Gary is a skilled planning consultant with over 25 years of experience advising clients in the private and public sector throughout Scotland. He has a track record in advising on major development proposals, understanding the policy and detailed planning considerations and forming highly constructive working relationships with local planning authorities and other stakeholders.

Gary set up Mappin Consulting Ltd in 2013, having previously been the Regional Senior Director for GVA Grimley in Glasgow from 2005 to 2008. In June 2016 Gary opened the first regional Iceni Projects office in Glasgow, followed by Manchester in 2017. Iceni Projects was the Royal Town Planning Institute’s Planning Consultancy of the Year in 2016.

Gary is chairman of the Glasgow Chamber of Commerce Commercial Property Forum and is a Trustee of The Crichton Trust, an award winning regeneration project based at the former Crichton Royal Hospital complex in Dumfries He also sits on Glasgow City Council’s City Centre Strategy Board.

Gary is currently advising on major projects such as Moda Living’s Holland Park build-forrent development in Glasgow, and the proposed Rosewood Hotel at the former Royal High School in Edinburgh.

Abi is an Associate Director within the Manchester Economics team. She has over 8 years’experience working in the development industry, working on Business Cases, Strategic Growth and Masterplans, along with undertaking Economic Analysis on a number of regeneration projects for both the public and private sector

Prior to this Abi worked at Savills within the Economics Team, working on an array of business case funding bids across the UK. Most recently she worked on the University of Northampton Sports Centre and Simulation space, along with a new leisure complex comprising of a 5-screen cinema and competitive socialising in Ashington.

She has worked on a number of town centre regeneration strategies, including the awardwinning West Bromwich Masterplan, Carters Green Development Framework and Newark Town Centre Town Investment Plan. She is experienced in managing multi-disciplinary teams to deliver complex development strategies. Abi spent the first few years of her career working at AECOM, as a Town Planner. She previously graduated from Newcastle University with a Masters in Planning, where she undertook a Year in Industry working at Transport for London. She is chartered RTPI member and working towards RICS chartered status. supporting projects that help unlock opportunities in a sustainable way.

Justine brings a wealth of knowledge and a positive attitude to planning projects.

Justine joined Iceni Projects in October 2018 as an Associate in the Manchester office, having spent the previous eight years working her way up through the ranks at a Manchester based planning consultancy. With a commercial focus to her advice, Justine builds strong relationships with clients, adding value to projects.

Since graduating in Urban Studies and Planning from the University of Sheffield in 2011, Justine has worked on a diverse range of schemes, with a key focus on delivering housing and mixed use development on both greenfield and brownfield sites.

Working across all stages of the planning process, from initial advice to the coordination of large complex projects, Justine is proficient in managing technical consultants, preparing detailed reports, attending consultation events, and negotiating with stakeholders. Justine has extensive experience in planning applications, appeals and site promotion work.

Lucy is passionate about innovative urban regeneration and place making strategies capable of revitalising inner city areas

Lucy initially joined Iceni on a part time basis whilst pursuing a Masters at the University of Manchester. Having graduated with a Distinction in Urban Regeneration & Development (MSc) in 2019, she now supports the team on a wide range of projects, including residential and commercial schemes throughout the North West.

Most recently, Lucy has assisted with the preparation of planning applications for two SEND schools as well as preparing representations to the development of Local Plans. Lucy has a keen interest in the development of co-living and student accommodation schemes, particularly in Manchester. She is currently working towards becoming a Chartered Member of the RTPI.

Maisie joined the Iceni Economics team as a Senior Economist based in the Manchester office in April 2025

This follows 2 years of experience in the Savills Economics Team where she worked with the public and pri vate sector to successfully deliver Business Cases for large public sector bids, Economic Strategies, Economic Benefit Assessments, and Speculative Funding Bids.

Before joining Savills, Maisie gained a BA in Economics and an MSc in Development Economics and Policy from the University of Manchester and then spent 2 years working for Mickledore, a regional development agency based in Warrington.

Maisie has experience delivering work for clients under several government funding programmes including Long Term Plan for Towns, Levelling Up and Towns Fund, and has a keen interest in regeneration, town centres and heritage. Maisie has extensive experience working on sites across the North West of England and North Wales.

Tom assists the Manchester team on a wide range of projects covering the Northwest of England

Tom joined Iceni at the beginning of May 2024, having worked for two years as a Graduate Planner for Greenslade Taylor Hunt in Taunton, Somerset.

Prior to this, Tom had spent four years in the United States on a student-athlete scholarship, graduating from West Liberty University, West Virginia, in May 2021 with a 2:1 in Geography and Planning.

He was also awarded membership to the Gamma Theta Upsilon honorary society for his academic excellence in his chosen field. Within development and planning, Tom has a keen interest in conversions and the conservation of buildings. Away from work, Tom enjoys sports, music and cooking.

Tom is also currently working towards becoming a Chartered Member of the RTPI.

The Iceni Futures team was set up in response to the rapidly changing world and the acknowledgment that more than ever, we need to create futureproofed and sustainable development. The teams role is to assess, predict and influence change across the development industry. In practice that means exploring how places and people will function in the future, analysing existing barriers and providing strategic advice which aligns with clients goals and aspirations to ensure development is fit for the future.

The team doesn’t claim to be experts in every new discipline or product, but they understand the existing barriers and outdated development processes that persist across the industry and the importance of working innovatively and smarter to deliver client visions and change that actually works. It’s understood that each client will need tailored advice and the Futures team look to work collaboratively to provide advice which is tailored to a specific site, company strategy or product. iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.

The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing.
