Recent investment in the UK Modular sector has boosted the prospects for modular housing, and its potential to improve efficiency in the construction industry is being well received by many of Iceni’s clients. We are therefore at the forefront of this sector, leaving us excellently placed to provide our clients with the trusted advisor they need.
Shifting construction away from traditional methods has the potential to dramatically change the way we build. Off-site manufacturing is able to address some of the challenges that the construction industry is currently facing including rising labour costs, shortage of skilled labour and availability of materials. Given the current market sentiment the potential for cost savings to be made on projects is becoming an increasingly attractive proposition for many of our clients.

Across our various disciplines we have great experience in advising on modular homes, and are currently promoting the use of modular housing to a number of our clients to assist them with the financial viability of their schemes. As a result we believe that a number of our clients will begin to make the transition to off-site manufacturing as the sector continues to expand, and consequently there are greater efficiencies and cost savings to be made.

Proposal: Residential-led application for up to 2,500 dwellings

Iceni Projects were instructed in late 2017 to submit a hybrid planning application for up to 2,500 dwellings; a new lido with ancillary café; community pavilion; mountain bike / pump track; primary school; convenience retail store; open space and transport upgrades. This planning application, complete with Environmental Impact Assessment, was submitted in November 2018.
The site is extremely challenging from a technical perspective and has a very large number of planning constraints. For this reason, the site has historically stalled, notwithstanding a single-issue review as part of the former Regional Spatial Strategy that identified the site as being well-placed to support growth around Lakeside Shopping Centre. These constraints include: Green Belt; existing uses (motorsport circuit); overhead pylons; protected cudweed; HSE consultation zones; being within an air quality management area; a susceptibility to noise from the A13 dual carriageway and M25 motorway; being in an area prone to highway blockages and as a former quarry site there are also significant topographical challenges.
In responding to the above, Iceni Projects prepared a Planning Performance Agreement (PPA) that responded to the number and breadth of statutory and nonstatutory consultees. This PPA was supported by Thurrock Council as the Local Planning Authority and is now being used as the basis for all PPAs in the Borough.

The Queensmere and Observatory Shopping Centres, are located within the heart of Slough Town Centre. The sites have been earmarked for regeneration by Slough Borough Council for over ten-years, with clear aspirations for a development which could transform the Town Centre and provide a significant uplift in the number of homes.
Iceni was instructed by British Land as the Planning Consultant, to lead on the planning application strategy and submission – to redevelop the Queensmere shopping centre part of the site to provide up to 1,600 residential units, up to 40,000 sqm of office floorspace, and between 5,500 and 12,000 sqm of flexible town centre commercial retail and community floorspace, as well as the potential for a live music venue or cinema. The scheme also has the potential to significantly enhance the public realm, through the provision of a Town Square, Local Square and Urban Park.
Given the scale of the proposals and the long term nature of the development, achieving maximum levels of flexibility for the proposed development was of critical importance. Given the importance of the site to the Council and to the future regeneration of Slough, Iceni was involved in over two years of pre-application engagement with officers at Slough, where positive discussions were had resulting in the proposals submitted to planning. The proposals were submitted through an Outline Planning Application with all matters reserved in October 2021.

Iceni Projects was appointed by Cogent Land LLP to promote Ponds Farm through the plan-making process and to advance an outline planning application, with a supporting Environmental Impact Assessment (EIA). Iceni Projects advised on planning; EIA coordination and transport-related matters.
The outline planning application sought up to 38,686m2 of employment floorspace and a new means of vehicular access. In determining the outline application, the Planning Committee supported the employment benefits of the site; the defensible boundaries of the site; its strategic positioning and that the site was identified in emerging planning policy. Given the positioned of the site in the Green Belt it was subsequently referred to the Secretary of State who confirmed that it was not necessary to “call in” the planning application.
Whilst the site had inherent constraints of being positioned in the Green Belt, which required a robust planning case to be made (with a support Environmental Impact Assessment) it was well positioned next to the Strategic Highway Network (the M25 and A13 corridors). The site is also situated with close proximity to London Gateway Port and the Port of Tilbury. The site also has the potential to provide up to 900 full time jobs.

East Tilbury is a place that is strategically well-placed in the Thames Gateway. It is positioned to the east of London; is well connected by rail and the Strategic Highway Network (with the M25 and A13) and has an abundance of economicled projects coming forward in the area – including London Gateway which is the single largest economic regeneration project in the UK.

Iceni Projects are assisting Infrared Capital Partners with their ongoing ambitions to invest in the future of Basildon Town Centre. An outline planning application has been submitted, comprising enhancements to the Eastgate Shopping Centre, a modernised and reconfigured Asda Supermarket, new living accommodation and the re-provision of Baildon’s Bus Station.
Outline planning permission has received a resolution to grant from Basildon Council for the comprehensive redevelopment of the Eastgate Centre and the surroundings in the centre of Basildon. The proposals will consolidate the retail function and provide new leisure and commercial facilities to strengthen the viability of the town centre, alongside promoting the evening and night time economy. Living accommodation is also proposed through the delivery of approximately 2,800 new dwellings, to include market housing, affordable housing, student, co-living and later living space. Importantly the proposals also include major landscape improvements, new public and private gardens and green area, play space and cycle routes through the town centre.

John has over 18 years experience working within the private sector after gaining a Bachelors degree in Architecture and Town Planning from the University of the West of England, Bristol.
Extensive experience has been gained from a wide breadth of projects from intricate, small scale schemes to large urban development projects and John has a proven ability to provide quality advice on the full range of services from feasibility to completion including, where necessary, through the appeal process. Projects have been undertaken nationwide, covering a spectrum of planning, environmental, heritage and political factors.
Range of experience covers residential, commercial and mixed use developments, Local Plan site promotions and allocations, as well as a good understanding of the Neighbourhood Plan process. John has notable knowledge of retail developments ranging from out of town bulky goods schemes to small format convenience goods stores. Gary operates at the forefront of town planning to unlock value for clients.
Gary is a skilled planning consultant with over 25 years of experience advising clients in the private and public sector throughout Scotland. He has a track record in advising on major development proposals, understanding the policy and detailed planning considerations and forming highly constructive working relationships with local planning authorities and other stakeholders.
Gary set up Mappin Consulting Ltd in 2013, having previously been the Regional Senior Director for GVA Grimley in Glasgow from 2005 to 2008. In June 2016 Gary opened the first regional Iceni Projects office in Glasgow, followed by Manchester in 2017. Iceni Projects was the Royal Town Planning Institute’s Planning Consultancy of the Year in 2016.
Gary is chairman of the Glasgow Chamber of Commerce Commercial Property Forum and is a Trustee of The Crichton Trust, an award winning regeneration project based at the former Crichton Royal Hospital complex in Dumfries He also sits on Glasgow City Council’s City Centre Strategy Board.
Gary is currently advising on major projects such as Moda Living’s Holland Park build-forrent development in Glasgow, and the proposed Rosewood Hotel at the former Royal High School in Edinburgh.

Whilst Iceni is a national consultancy, we pride ourselves on having a thorough local understanding of the communities we are seeking to change. We therefore have a suite of area based experts to understand, monitor and identify planning and political change across geographic areas.
This work extends beyond monitoring of Local Plans and considers issues such as the political composition and priorities of an area. Objectively Assessed Need and signs of market failure across the full use spectrum from housing, through employment to social and transport infrastructure. We also monitor significant planning decisions and the ways in which planning policies are applied in practice through casework decisions at Planning Committees and the Planning Inspectorate. This work greatly enhances the quality of the commercial advice we provide.

Vi.City is the largest and most truly accurate 3D interactive model development to date. Testing initial draft proposals or sites within this software can significantly optimise feasibility and preapplication stages leading directly to better decision making through the process. It is beneficial for the client and the planning process to be able to collaborate in this way, optimising strategy brought forward and cutting down on unnecessary delays in programme, scoping, etc.
This is a 3D modelling tool which covers many parts of the UK but its particularly detailed in relation to the area of London. More and more Councils and consultee bodies, such as Historic England, are adopting this licensing to have their own facility in-house. Iceni Projects can consult more effectively with the relevant public bodies to achieve the best outcomes for a project through the use of Vu.City software.
