Fellow Jamaicans and Friends of Jamaica, The 9th staging of the Jamaica Diaspora Conference this year, coincides with a significant milestone in the history of our nation- the celebration of 60 years of Independence. It is in honour of this signal moment that this year the Conference has been designated the Jamaica 60 Diaspora Conference. I take great pleasure in celebrating these events with the entire Jamaican family at home and in the Diaspora.

We have come a long way in our journey on the path of Independence and have madeseveral important contributions to the international community of which we are members. We have also experienced turbulent times in our history but through it all, our Jamaican identity has remained strong, if not amplified, in the pursuit of nation-building.

As I have often said, “we can use what is right with Jamaica to fix what is wrong with Jamaica”. I therefore acknowledge the significant efforts of Jamaicans across the globe to support the sustainable social and economic transformation of our beloved island. It is clear that these collaborative efforts must continue as we seek to recover from the COVID 19 pandemic, even as we now realize that we must adapt our lives to the reality of the disruptive nature of pandemics over the longer term.

During the staging of this year’s Conference, we will have the opportunity to meet and discuss our collective future and determine effective strategies to achieve sustainable development.

I am looking forward to the outcome of the deliberations and extend best wishes for a successful event.

The Government of Jamaica values the Diaspora as a critical part of our society. This is why we convene this Conference through the Ministry of Foreign Affairs and Foreign Trade. Our gathering provides a space for Jamaicans across the world to come together to discuss issues of relevance to national development. This year’s Conference has taken on added significance in the context of Jamaica’s 60th anniversary of political independence. We look forward to being able to meet with the Diaspora to celebrate our Diamond Jubilee.

My fellow Jamaicans, I am pleased to welcome you to the Jamaica 60 Diaspora Conference as we meet in hybrid format to celebrate Jamaica 60. Successive Conferences have led to the development of appropriate and relevant mechanisms for improving engagement with the Jamaican Diaspora, demonstrating the shared commitment of the Government and members of the Diaspora towards this objective. After much intense consultation, I am so pleased to have secured Cabinet’s approval of the National Diaspora Policy, one of the main deliverables approved by previous Conferences. It will now be tabled in Parliament.

The Policy recognizes that Diaspora engagement is a cross-cutting issue and involves all Ministries and their relevant Departments and Agencies. As we align Diaspora engagement with the national development

priorities in a structured way, the Policy will serve to guide our deliberations and ensure coherence in the implementation of decisions.

I thank Senator Don Wehby for his effective Chairmanship of the planning and preparation of this year’s Conference and express appreciation for the continued contribution of the Legacy partners, Grace Kennedy Group, Jamaica National Group and the Victoria Mutual Group, which have been significant contributors to the success of Conferences over the years. Welcome to the Jamaica 60 Diaspora Conference! Since 2004, this signature global forum, convened by the Ministry of Foreign Affairs and Foreign Trade, has brought Jamaicans together from far and wide, to contemplate and celebrate all things Jamaican. GraceKennedy has been a proud legacy partner of the Diaspora Conference since its inception, and this year I am proud to be serving as Conference Chair.

Following a one-year hiatus due to the COVID-19 pandemic, the Conference has returned with free registration and in a hybrid format, allowing even wider participation from the Diaspora. From lively panel discussions on matters of national importance, to rich cultural experiences, this year’s Diaspora Conference promises to be an exciting three-day event, befitting the celebration of the 60th anniversary of Jamaica’s Independence -Jamaica 60.

This year’s Conference is also extra special for us at GraceKennedy, as we are celebrating an important milestone of our own in 2022, our 100th anniversary – GK100. From a small island in the middle of the Caribbean Sea, we have taken the best of what our country has to offer and spread it across the globe. That’s the story of GraceKennedy, and it’s the story of the Jamaican Diaspora. Our Story is your story. Jamaica has such a rich culture, heritage, and legacy. No matter where we go in the world, as Jamaicans we all feel such a sense of pride when our black, green and gold flag is flown high. When we see our Jamaican products lining supermarket shelves overseas, when we hear our reggae music playing on the air waves – we are all reminded how much we love Jamaica and want what’s best for our country. THE TORCH OF TOMORROW Jamaica received the torch of independence on August 6, 1962, igniting a new way forward, designing her sovereignty and securing her identity on a global scale. This was the beginning of the marathon and the development of a brand like no other. She became a melting pot of culture; a land of exotic flora & fauna and people with greatness engraved in their DNA. The torch travelled from parish to parish, “from riverside to mountains, from canefields to the sea.”

Dubbed the land of wood and water, Jamaica is a potpourri of resources, but none more diverse, vibrant or resilient than her people. From her torch, millions of flames have been lit and dispersed into the world. She calls them her Diaspora, they call her “home.” Sparks of greatness spread from her torch, making her an oasis for some of the world’s finest and most revered athletes, musicians, doctors, scholars and other influential leaders.

Throughout her journey, she has mesmerised the world, developing coalitions and international relationships that supersede lines of latitude. As the crown jewel of the Caribbean, her greatness evades borders, cementing her place on the global radar. The marathon of the 60 years, highlights decades of triumph, resilience and growth.

The Ministry of Foreign Affairs and Foreign Trade (MFAFT), much like Jamaica, has run its marathon. The Ministry for 60 years has executed a foreign policy aimed at promoting a inclusive

and sustainable economic agenda. It remains actively engaged with the Diaspora, international, regional and bilateral partners on issues of mutual interest, with the aim of advancing the country’s development goals and objectives, as well as, to ensure that democracy, respect for human rights and the rule of law is maintained.

Since 2004, the Foreign Affairs Ministry has sought to deepen its engagement with Jamaicans in the Diaspora. Each spark from the torch is invited to share in designing a plan to brighten the path for the future. A sustainable Jamaica is one in which community leaders, business leaders and NGOs locally and in the Diaspora can collaborate to help her reinvigorate!

As Jamaica hurdles the effects of the COVID-19 pandemic, the Diaspora is needed, now, more than ever to help pave a path to recovery. What does the future hold for Jamaica? Where will the marathon take us tomorrow? Our nation must now focus on economic, social and digital transformation. This requires a relay like no other, placing focus on health, education, security, technology and the continuous development of human capital.

The Jamaica Diaspora Conference 2022 was created as a catalyst for transformation and collaborative effort at sustainability. Jamaicans, home and abroad converge their sparks to reignite a nation for greatness!

Minister Without Portfolio in the Office of the Prime Minister, Hon. Floyd Green, says that the idea for the upcoming National Identificaton System is not entirely new.

Since the 1970s, Jamaica has been trying to find a way to identify its people to say where they are and what are their needs, so that adequate provision can be made for them.

During the second half of this year, the process will begin whereby Jamaicans will be given a modern, electronically generated identification card that will replace all current forms of ID used. A pilot will be held in five locations starting in Kingston, in partnership with Jamaica Post.

DIGITAL TRANSFORMATION IS INEVITABLE – FLOYD GREEN

“Digital transformation is inevitable; we all are living in a digital world and the people, companies and countries that keep up with digital transformation will do well; those who do not, probably will not survive,” Mr. Green said.

He was addressing sixth-form students at Clarendon College for the Seventh Annual John McMillan Lecture Series, held under the theme Digital Transformation Through National Identity.

He asked the students to imagine a Jamaica so

efficient that multiple forms of identification are not required to apply for bank accounts or student loans. He said at the core of such a process is a verifiable identity database containing critical information in a safe and secure space.

“What we have done is set up separate databases that contain some of your identity information but they don’t speak to each other,” Minister Green said.

Among these are birth certificates, passports, Taxpayer Registration Number (TRN) and drivers’ licences that are required for daily transactions and which usually result in people giving the same information repeatedly because there is no single space where all the information resides.

Under the new system, government will pull together all identity information in one space that will be able to link all other databases throughout the public and private sectors. When complete, at birth all children will get a national identification number, then at age six, parents can apply for a national identification card. This will contain all the child’s critical information, so that in future there will be no need for multiple IDs. Once the number is put in an application, it would be populated with all the relevant information.

“The national identification system allows us to bring forward digital signatures because we will have a verifiable database enabling us to know you are who you say you are,” Green explained.

With the prevalence of cybercrimes such as identity theft, Green noted that having a national identity card made sense because in having a central database for all your protected assets, greater security will be provided.

He said for those worried that the receiver of critical personal information will have access and use of it, Green gave the assurance that under the Data Protection Act, once information is typed, it is encrypted upon entry, making it indecipherable unless the person has special access.

He stressed that the new system will be protected against all forms of identity theft now prevalent everywhere.

“We have talked about it for… years but we are now going to get it done this year; the law has already been passed and the enrolment will begin in the second half of the year islandwide. People will bring in all their present forms of ID, which will be verified and then be issued an electronic, modern identification card,” Green said.

Diaspora Engagement The echoes of the Diaspora expressing the need for a more intimate relationship with their homeland, resulted in the formal structuring of Diaspora Engagement in 2004. By cooperating with overseas community & business leaders, NGOs, citizens and other stakeholders who identify as Jamaicans, a partnership was created between our local and international people. The objective of this partnership was to engender greater national development, to ultimately unleash the potential of Jamaican businesses, relationships and investments for the welfare of all.

The Biennial Global Jamaica Diaspora Conference has taken its place as the centrepiece of engagement, serving as a platform to voice the ambitions of our country and how these can be achieved through cohesion. Similar to the aspirations of its people, the stagings of the Jamaica Diaspora Conference are ever-evolving. While representing the current realities of the economic, social and philanthropic Jamaica, it also seeks to highlight the foreseen direction of the country by transforming its agenda to help foster the conversation regarding how to better involve those overseas. Diasporans can both contribute to and benefit from a Jamaica where it is ideal to work, raise families and do business.

Key activities included the appointment of The Global Jamaica Diaspora Council (derived from the Jamaica Diaspora Board) and the engagement of youth through the Global Jamaica Diaspora Youth Council and the Future Leaders Movement. In addition to the establishment of a Joint Select Committee in Parliament, diaspora engagement has created the opportunity for our nationals abroad to have a voice regarding civic matters. This has solidified their commitment to their country, as the contributions of their unique point of view provides our decision makers with a global perspective on local circumstances.

Engaging the Diaspora is foundational to creating, maintaining and revolutionising the Jamaican legacy. As we shift our mindset futureward, we continue to celebrate a borderless nation connected through national pride and continued service to ‘Jamaica Land We Love.’

BUILDING BACK STRONGER: ADDRESSING THE SIDE EFFECTS OF COVID-19 The health sector in Jamaica has faced serious challenges, owing to the COVID-19 pandemic, the worst pandemic of an infectious disease that the planet has experienced in 100 years. The health sector and Jamaicans have also shown a great deal of resilience in the face of this adversity. This is an indisputable fact, and something we should all be proud of. At the same time, the system has undergone the stress test, so we recognise that there are gaps. No system can anticipate an emergency of this nature. This Government has always been and continues to be driven by principles of equity, access and collective responsibility. No Jamaican should be left behind. And all Jamaicans irrespective of class, colour or creed are entitled to the same treatment at our public facilities. Principles of equity, quality, access and collective responsibility will continue to be at the forefront of Jamaica’s healthcare system and my vision for the sector.

While Jamaica has done well, using both clinical and non-clinical measures, to stave off the worst effects of the COVID-19 pandemic, we have had to grapple, like the rest of the world, with the side effects of some of these measures on both our patients and our public healthcare staff.

Our non-clinical measures of restrictions on schools and stay-at-home curfews particularly on our older populations have come with consequences such as loneliness, anxiety and motion deprivation. When our hospitals were overburdened with COVID-19 cases, we had to suspend certain clinics and elective surgeries, leaving many Jamaicans to wait for clinical services at much pain and suffering to them, and even making their conditions worse.

We must recognize and attempt to deal with this, in a less threatening COVID-19 environment.

Additionally, our nurses and doctors have had to work consistently overtime, many suffering burnout and fatigue. They are still at it and deserve some support for recovery and our thanks and recognition. We must now attempt to deal with these issues. To recover stronger means recognizing that we have some catching up to do.

This year we will attempt to address the areas of focus as we attempt to recover from the many side-effects of COVID-19. We will design and implement special programmes to address concerns around staff welfare mental health and surgery backlog, for which we invite the Diaspora to support us.

Our Vision for Health 2030 is a manifestation of our collective understanding that without good health and good service provision in health care, there can be no sustainable development. Healthcare is an investment and as a country and as a people, we must pivot in our thinking to ensure that our investments have the greatest return in ensuring a positive and resilient future for generations to come. This is non-negotiable and a social and economic imperative, as we re-engage the social contract that involves all citizens in this new paradigm for healthcare.

The Global Jamaica Diaspora Council was conceptualised to improve engagement between Jamaica and its people abroad. The Council was formed near the end of January 2020, encapsulating inclusivity, expansion, and collaboration within and among the Jamaican Diaspora. The Council reinforces the critical partnership between Jamaica and its Diaspora for national development. Discussions with the existing Diaspora Advisory Board and stakeholders, including the Economic Growth Council (EGC), led to a decision to expand diaspora engagement. This included emerging regions where Jamaicans reside. By design, the Council serves as an advisory and consultative body, laying the groundwork for greater engagement with the Jamaican Diaspora.

Highly proficient Diasporans from Africa, Asia and the Pacific, the Caribbean, Latin America, Europe, and the Middle East have an opportunity to provide global representation geared towards nation building. Over three years, 28 members of the Council exchanged expertise around crucial social and economic matters, focused on building education, citizen security, health and wellness, the arts, sports, recreation, culture, the Religious community, development issues, and commerce.

The mission to increase the affinity and connection to the Jamaica Diaspora youth was amplified with the establishment of the Global Jamaica Diaspora Youth Council. The youth-led initiative provides inclusion to Diasporans between the ages of 18 and 35. This supports the engagement structure, with seven (7) seats on the new Council and is critical to the Diaspora Movement's long-term viability.

Members of the Global Jamaica Diaspora Youth Council serve for three years, as opposed to the Diaspora Advisory Board's two-year tenure. This longer-term in office will allow members more time to achieve the agreed deliverables during their stint. The Youth Council is entrusted with sustaining diaspora engagement by connecting and empowering young Jamaicans worldwide. The defining dynamism and inclusivity of this movement, reignites the Jamaican legacy, carving the path for future generations to stand up for Justice, Brotherhood and Peace.

Dubbed ‘MFAFT@60 – Reigniting a Nation: Global Excellence, Our Mission’, the celebration will also recognise the establishment of the Foreign Ministry in 1962.

“Our intention is to use existing and new opportunities throughout the year to showcase the work undertaken by the Ministry… and the impact it has had on national development,” said Portfolio Minister, Senator the Hon. Kamina Johnson Smith. She was speaking at the recent opening of the Ministry’s new headquarters in downtown Kingston, where the entity’s Jamaica 60 activities were also launched.

Activities to be included in the anniversary celebrations are the annual Diplomatic Week and the Jamaica 60 biennial Diaspora Conference. Senator Johnson Smith said that the Ministry will support national events, which may include State and official visits to Jamaica and from Jamaica to other countries.

The Ministry will also join the national Independence activities in August as well as mark Jamaica’s 60th anniversary of membership to the United Nations.

“We will work directly with the Diaspora in its plans to celebrate within the respective jurisdictions as

well as the national activities, which will unfold in Jamaica,” Senator Johnson Smith added. She said that the work of the Ministry is critical to independent Jamaica.

She noted that before Jamaica received formal Independence, measures were put in place for the creation of a Ministry concerned with foreign affairs and Commonwealth relations as one of the first prerequisites for self-government.

“Since then, this Ministry has been at the centre of advancing Jamaica’s interests and concerns at the bilateral, regional and multilateral levels in the political, trade and environment and investment spheres,” she said.

Senator Johnson Smith said that the Ministry has also played a significant role in engaging with the Diaspora and promoting and protecting the welfare of Jamaicans wherever they reside.

“Our bilateral relations remain strong and formidable. We have strengthened existing partnerships and engaged new ones, ensuring that targeted initiatives are aligned with our efforts, and have diversified the nature and extent of our collaborative programmes and projects in critical areas relevant to Jamaica’s development,” she added.

DIASPORA SUPPORT DURING PANDEMIC The Diaspora has been a significant contributor to medical missions in Jamaica.

During the course of the pandemic, these silent heroes went above and beyond to support their homeland. As leaders and nationals alike struggled to keep businesses, families and agencies afloat, the Diaspora came to the service of Jamaican citizens despite navigating the challenges of the time themselves.

During the midst of Covid-19, as tourism screeched to a halt and foreign exchange inflows slowed, 2021 remittances from the Diaspora grew to 70% relative to 36% in 2020. As citizens abroad sought to support their friends and family at home, their contribution remained invaluable in helping to ease the strain on the national coffers. The nation was better able to balance payments and net international reserves.

With majority of the contributors hailing from USA, UK and Canada, as of March 2022 the Diaspora gave donations valuing over $368.2 million in kind. This

provision assisted Jamaica with acquiring personal protection equipment and other medical apparatus that was necessary to support front line workers. In the face of international demand and scarcity, the Diaspora helped make the impossible possible.

Beyond tangible donations, the Diaspora also rallied to contribute their own skills to the Jamaican fight against Covid-19.

On-the-ground support included career doctors and nurses returning home to increase our medical capacity, largely mitigating our facilities being overwhelmed.

Our Diaspora communities have risen to the challenge despite the pandemic disrupting formal engagement. Their attentiveness to civic matters and contribution of their time and resources to help the country prevent, overcome and rebuild has left an indelible mark. The support gained via charitable entities, fundraising efforts and knowledge-sharing, from the members of the Diaspora has been our lifeline. To their valiant efforts we say merci, gracias, danke, respek’.

GOVERNOR-GENERAL’S JAMAICA DIASPORA AWARD FOR EXCELLENCE

To formally recognize the notable contributions and achievements of members of the Diaspora, the Governor-General’s Jamaica Diaspora Award for Excellence was implemented in 2008 to form a part of the Governor-General’s Achievement Awards Scheme Programme (established in 1991).

Awarded biennially, as an addition to the celebrations of the Global Jamaica Diaspora Conference, this form of diaspora engagement seeks to exemplify those in the community who transcend the call of duty. Bestowed upon Jamaicans living in the United States of America, United Kingdom and Canada, these awards recognise the demonstration of active and significant service towards the development of their communities both locally and abroad.

In 2021, awardees were announced during the Jamaica Diaspora Sustainability Symposium under the theme ‘Heroes of the Pandemic.’ Six (6) individuals were awarded for excellence in their respective fields and for consistent contribution to their communities.

Jamaican-American nurse Sandra Lindsay -Vaccine Activist Since being hailed as the first person in the United States to get a COVID-19 vaccine, the New York-based nurse has become a prominent face in the country's biggest-ever vaccination campaign.

She has been promoting the shots on panels, in Zoom town halls and at other events.

“I encourage people to speak to experts who can answer their questions, to access trusted science. I let them know that it's OK to ask questions,” said Lindsay, who has spoken at events in the US and Jamaica, where she is from.

Lindsay got her shot in a widely televised moment on December 14, 2021 as the US was kicking off its vaccination effort. After getting emergency use authorisation from the Food and Drug Administration just days earlier, the first

shipments of COVID-19 vaccines had been arriving at hospitals for high-risk health care workers.

It was a tough time for Lindsay, who saw the impact of COVID-19 up close at Northwell Health's Long Island Jewish Medical Centre in Queens.

“I just felt broken, defeated, just tired and burned out,” said Lindsay, director of critical care nursing at the hospital.

“Witnessing the overwhelming loss of lives, loss of livelihoods.''

Northwell Health said it asked for volunteers to get the shots, and that Lindsay “happened to go first” among those who raised their hands.The moment was aired on TV, and she became widely regarded as the first American to get the shot outside of a clinical trial.

Since then, Lindsay has been recognised by President Biden as an “Outstanding American by Choice,” a US Citizenship and Immigration Services program that recognises citizens who have been naturalised.

With the arrival of the omicron variant and new surges around the country, Lindsay's still addressing fears and misinformation.

Some mistakenly believe the shots aren't needed if they eat well and exercise, Lindsay said. Others say the vaccines are a way for

the government to track people, or an experiment on Black people.

She said she acknowledges the mistrust in communities of colour, which stems from past history.

But she reassures people by noting she did her own research before getting her shot, and that there are safeguards in place.

“We've had millions and millions of people around the world get vaccinated without any significant adverse event,” she said.

She also stresses that getting a shot will help protect others.

Some worries, like fear of needles, can be easier to address, she said.

After children became eligible for the vaccines, Lindsay offered comfort to a nine-year-old girl getting her shot at the hospital.

WILLIAMS THANKS DIASPORA FOR SUPPORT TO EDUCATION Minister of Education, Youth and Information, Fayval Williams, has expressed gratitude to members of the Jamaican Diaspora for the support they continue to provide to the country's education sector.

“I know there is a lot of interest in ensuring that the education system in Jamaica continues to educate our children to very high standards, and so we want to say… to all our Diaspora members, thank you so much for the support, financial and otherwise, that you have been giving,” she said.

She noted that members of the Diaspora have formed partnerships with the Government and other key stakeholders, to ensure that no child gets left behind, particularly during the coronavirus (COVID-19).

“The Diaspora has been a great source of strength for us.

The Diaspora has helped in our 'One Laptop, One Tablet Per Child' initiative. Through the Consuls General, through our Ministry of Foreign Affairs and Foreign Trade, the Diaspora continues to send school supplies and so on to us, and these are always welcome. We thank you so much,” she stressed.

“We know, as well, that there are Jamaicans who are in the technology world and we have had meetings with several groups, who have presented their platforms to us and we are evaluating those platforms to see how best we could use them in the education system,” she said.

Meanwhile, she noted that strategies are being implemented to reach those students who are not being adequately engaged through the existing learning modalities. These are online, audiovisual, learning kit, and face-to-face.

“Yes, there is a percentage that has not been properly engaged and we know that we need to go into communities and find them, sit with them in small groups and begin that process, and that's what we are planning for currently,” she pointed out.

The Minister said it is hoped that with the increase in vaccine coverage “we will have a clearer view as to whether or not we will be able to engage our students in the face-to-face environment come September”.

She noted, however, that the existing modalities will still be available.

The Education Minister noted that discussions are being held with members to provide online learning support.

CONTRACT SIGNED FOR DIGITISATION OF RECORDS AT RGD Approximately two million records at the Registrar General’s Department (RGD) relating to birth, marriage, death, and adoption, created from 1930, are to be digitised under the National Identification System (NIDS).

A contract was signed with Fujitsu Limited at the Office of the Prime Minister (OPM) on Friday (May 6) to facilitate the process.

Prime Minister, the Most Hon. Andrew Holness, in his address at the signing ceremony, noted the importance of digitisation in safeguarding the vital records at the RGD. He said that even though measures have been taken to secure them, some may still be “at risk of national disasters or are internally deteriorating.”

As such, he said that the digitisation process, will preserve the records, and ensure correct documentation and verification of status, which is important for public accountability.

The Prime Minister said that “as the society becomes more sophisticated and complex, in order to reduce the complications of accountability [and] security, you have to introduce technology.”

“So, when we say we are digitising our economy by introducing technology, it is about increasing our capacity to serve and take on complex functions in a simple way,” he pointed out. Minister Without Portfolio in the OPM, the Hon. Floyd Green, said that digitising the RGD’s records will make the process “more efficient [and] we’ll be able to enhance our services.” “More importantly, we’ll be able to have our people save money [and] improve the lives of our citizens,” he pointed out.

Minister Green said that the signing ceremony marks the completion of a “24-month journey,” involving a national and international procurement process, where Fujitsu Limited succeeded with the highest technical score.

The company will install the necessary infrastructure at the RGD’s head office at Twickenham Park, St. Catherine to facilitate the digitisation of records.

Chief Executive Officer of Fujitsu Caribbean and Latin America, Mervyn Eyre, in his remarks, said the project is a “pivotal step in digitally transforming the public sector to deliver citizen-centric services faster and more securely.”

“To transform into a more trusted society, we believe we need

a step-by-step approach that strengthens digital resilience at the core, delivers greater value to society through digital innovation, and ultimately creates new value through digital ecosystems,” he said.

NIDS will provide a comprehensive and secure structure to enable the collection and storage of identity information.

This secure voluntary tool can also verify an individual’s identity, facilitate the electronic signing of documents, and securely access a range of government services online.
