EDITORIAL

Cybercrime can no longer be ignored as a distant problem affecting only overseas societies and economies. It is in fact a real threat to Jamaica’s stability and impacts how we are viewed internationally. Given the surge of local cyberattacks in recent times, most notably within the financial sector, this month’s observation of Cyber Security Awareness Month comes at a very opportune moment as the JCF increases its intelligence on and resilience against this. I fully endorse the JCF’s support of this initiative. In partnership with the Ministry of Science, Energy and Technology (MSET), the Communication Forensic Cybercrime Division has been engaging multiple stakeholders in a series of activities. In the meantime, I urge us all to do all we can in this movement and to be cyber safe as we enjoy the convenience of online technologies. 

BEWARE OF WHAT YOU SHARE! As we celebrate Cyber Security Awareness Month, we are reminded of some members’ irresponsible and inconsiderate use of social media to distribute images and other sensitive information pertinent to cases under police investigation.

In addition to a breach of Force Policy, the items being shared are insensitive to victims of crime, offensive to viewers and have the potential to compromise evidential material in cases under active investigation.

Social media is being used more and more by law enforcement agencies worldwide as a means of improving external communication.

These media are not only used for fighting internet related crimes but have been found to be useful in solving crimes that are happening in communities, promoting safety, highlighting police/citizens activities and events and also to solicit the public assistance in locating missing persons and properties.

ZERO TOLERANCE The Commissioner of Police has therefore instructed that a zero tolerance approach and drastic action be taken against members who are found to be in breach of the Jamaica Constabulary Force’s Corporate Use of Social Media Policy & Guidelines, which was designed to ensure the safe, accurate and credible exchange of communication between the police force and the public by use of the social media.

The policy reminds us that social media are

groups of web-based applications that enable the creation and exchange of usergenerated content.

Social media occur in a variety of formats including chat rooms, weblogs, social blogs, wikis, microblogging, internet fora, podcasts, pictures, videos and rating and social book marking. Examples of social media include, but are not limited to Facebook, LinkedIn, MySpace, YouTube, Flicker and Twitter.

All members are required to comply with this policy. Breaches of the Official Police Use of Social Media Policy may result in managerial action, including withdrawal of the right to represent the Police Service online, loss of confidence or dismissal, and/or criminal or civil sanctions. This policy should be read in conjunction with the Personal Use of Social Media Policy, JCF Media Policy and the Force’s Ethics and Integrity Policy.

Remember to use social media responsibly, to protect ourselves and others.

According to the United States Department of Homeland Security, National Cyber Security Awareness Month is designed to engage and educate public and private sector partners through events and initiatives to raise awareness about cybersecurity, provide them with tools and resources needed to stay safe online, and increase the resiliency of the nation in the event of a cyber incident. This era is often referred to as the information age and it is understandably so, as ICTs continue to enhance communication, businesses, health, education and just about anything that can facilitate operations within the global village in which people live, work and play.

Information and Communication Technologies are now far reaching as they are touted by many governments throughout the world as an enabler for economic growth and development.

The ubiquitous nature of the internet and computer are two forms of communication medium which have provided a great deal of personal, organisational and infrastructural dependencies which are not limited to any national borders. Many facets of the communication industry have been developed with different components, while within the global context the benefits of the information age have resulted in the empowerment of individuals, communities and countries.

TOP COP GIVES BACK

The 2016 JCF/LASCO Top Cop, Corporal Kimaryo Pinnock, has been changing lives and empowering youth since claiming the title in March.

One of his recent outreach saw him and colleagues from the Motorised Patrol Division making presentations of stationery, paints and other tools to the St. Michael’s Infant School. The occasion was partly sponsored through LASCO Distributors Limited.

Located in the Rae Town community in the Kingston Eastern Division, the school continues to feel the effects of community violence with an almost 90 per cent decline in attendance over the years.

SCHOOL REBUILDING Now in rebuilding mode, the MPD has been assisting the school in several areas, including painting, the planting of trees, providing labour for improvement Projects, as well as providing transportation and Police escort for field trips.

Through these interventions, the school now boasts an enviable playground, a modern information technology lab and a first-class compound, complete with requisite safety arrangements.

Joy and gratefulness were evident on the face of the school’s principal, Ms. Karen Nugent, who praised the efforts of the Police, noting that there has been a positive influence on the school since it’s adoption by the MPD five years ago.

She reflected on a presentation made

by Cpl. Pinnock at the school’s 2015 Father’s Day Symposium, noting that there has been a noticeable change in the attitude of fathers, and she looks forward to even more changes as time progresses.

The Top Cop matched Nugent’s gratitude with his own, stating that “I’m passionate about young people and love doing whatever I can to see them advance.”

TACKLING DOMESTIC VIOLENCE

By Marvin Mothersille Deputy Commissioner of Police in charge of the Administration Portfolio Novelette Grant has begun another series of Domestic Violence Interaction Workshop for members of the JCF. Kicking off on Monday September 19, the all-island series of workshops aims to increase members’ understanding of the factors that lead to domestic violence and the best way to deal with such occurrences.

The first day was titled ‘Raising Awareness’, and participants were taught how to empathise and attend to the person’s perspective regardless of gender, sex, status or sexual orientation.

They were taught how culture and socialisation affect a person’s

behavior, personality and perspective, and were made aware of gender role reversal.

In establishing the issues, participants were engaged in discussions about abuse, who are the perpetrators and how to deal with them.

Exercises such as impromptu skits, poems, round table discussions and questionnaires were employed.

On day two, titled ‘Good Practices and Best Response’, attendees were educated about the Domestic Violence Act of 1996 and discussed thoroughly the Pro-Arrest Policy.

They further learnt how to work with victims in abusive relationships and how best to assist and advise them. To ensure the officers would act on what was learnt, post workshop plans of action were designed as a final activity.

WORLD MENTAL HEALTH Day was celebrated on Monday October 10 with the overall objective of raising awareness of mental health issues around the world and mobilising efforts in support of mental health.

Good mental health is a sense of wellbeing, confidence and self-esteem. It enables us to fully enjoy and appreciate other people, day-to-day life and our environment. When we are mentally healthy we can form positive relationships and use our abilities to reach our potential.

For police officers, mental wellbeing is just as important as physical wellbeing, and so you need to maintain both in order to stay fit and healthy.

One’s mental wellbeing can be affected by work-related factors like, repeated exposure to traumatic events, workload pressures, long working hours, lone working and dealing with people who may be physically or verbally abusive.

As police officers, you are exposed to the worst situations, with a career that is one of the most toxic, dangerous, violent and traumatic in the world. You deal with ‘unhealthy’ on the streets every day and night, then go home and try to lead a healthy home life.

Police officers deal with stress, yes — but more importantly, you are dealing with trauma on a continuum. While each traumatic incident may not disable you or lead to post traumatic stress disorder (PTSD), you are dealing with it nonetheless, month after month, year after year, decade after decade.

So it's important to look after your mental well-being on a day-to-day basis, and not just after experiencing big, traumatic events. Stay mentally well by building resilience to reduce your chances of developing mental health problems.

SUPPORT FOR THE CONVALESCENT CENTRE

THE JAMAICA Constabulary Force Convalescent Centre will celebrate its 10th Anniversary in November.

In support of this milestone, a raffle is now on as the Centre seeks to offer even greater care to its clients.

The first prize is two nights at Jakes Resort in Treasure Beach. The second prize is a microwave and the third prize is an electric kettle, both courtesy of One Stop Furniture and Appliances.

Tickets cost J$100 each and are available at the Centre, as well as through W/Cpl Merline Bailey (Manchester), W/Sgt. Hamilton (Clarendon) and DSP Grant Brown (St. Elizabeth).

The drawing will be held on Wednesday November 23, 2016.

In addition to the raffle, a clean-up day was held at the Centre on Saturday, October 15 and several other activities are being planned for the month.

The Convalescent Centre, located in Black River, St. Elizabeth, features services in Medical Assessment, Nursing, Physiotherapy, Nutrition Counselling, Cholesterol Testing, Blood Pressure Checks, Glucose Testing, and an Out-Patient Clinic.

The Centre offers intermediate care between an acute setting (hospital) and

the individual’s home.

It is equipped to accommodate 14 residents in a villa-type setting, having two single rooms with own bathrooms and six double rooms, with communicating bathrooms. These bedrooms are located on opposite sides of an atrium that contains a small Pool and Jacuzzi for exercising.

There is also a large kitchen, living room, dining, entertainment room and visitors’ room. Laundry and Housekeeping services are provided by the staff.

Those who require psychological support, physical rehabilitation and nursing care will receive this as they transition to homecare.

MOULDING BOYS INTO MEN ON THURSDAY October 13, 2016, Sergeant Nickoyon Brown hosted his second annual School Boys Retreat at the Office of the Commissioner of Police.

In 2015 Sergeant Brown conceptualised an intervention programme to help develop the male students at his alma mater – the Cockburn Gardens Primary and Junior High School – into positive, balanced and productive members of society. Months of enriching experiences culminated in a School Boys Retreat in December 2015 on the lawns of the Office of the Commissioner of Police.

#BLACK OUT FOR PEACE

By Nathelie Taylor THE JAMAICA Constabulary Force, through its National Police Youth Club Council, will host a six-day Social Media Protest under the hashtag theme #BlackOut4Peace, as it continues to reach youths who are at risk of being involved in or influenced by crime and violence.

From Sunday October 30 to Saturday November 5, 2016, the Social Media Protest is expected to reach at least 50,000 persons via social media, including no less than 15,000 youths aged 15-30, and will also use traditional media and mass gatherings to impact the targeted population in a holistic way.

The protest will provide activities for males, females, at-risk youths and out of school and unemployed youths who are primarily the victims and perpetrators of crime and violence within this cohort, and are frequent users of social media. It will also appeal to the general populous to join in the fight against this crime epidemic.

The protest will be launched with a church service on Sunday October 30 at the Faith Temple Assembly of God, Montego Bay, St. James and will culminate with a concert/candle light service for the persons who were victims or families/friends of victims of crime.

According to Island Coordinator for Police Youth Club, Sergeant Nekisha Wright, “as we grapple with the current crime situation, it has been noted that the methods and mediums utilised in the commission of criminal activities have been evolving as technology increases.

“As such in increasing awareness we must also utilise mediums that are frequently used and that appeal to this population. Thus a social media protest is not only relevant at this point but will be effective in reaching not only the vulnerable but the entire populous.”
