Legacy Pioneers My Dear North Pacific Baptist Convention Brothers and Sisters in Christ: This year marks the 122nd anniversary of the North Pacific Baptist Convention. It is with deep gratitude and joy that the Parent Body of the Convention has established The Legacy in Faith Education Scholarship Award in the name of eight former NPBC presidents, on whose foundation we continue to build. They all made indelible contributions during their lifetime.

These men organized and established governing policies according to God’s Word as well as the leading and guiding of the Holy Spirit. We thank God for the insight and leadership of Past President Reverend Dr. Robert L. Manaway Sr., who proposed this award, and our current President, Reverend Dr. Richmond A. Johnson, for ensuring it was brought to fruition. To God be the glory!

Reverend Dr. Phyllis R. Beaumonte, NPBC Historian

Reverend Dr. Emmett B. Reed, Pastor of the Calvary Baptist Church in Spokane, Washington, was the visionary Founder of the General Baptist Association, the predecessor of the North Pacific Baptist Convention. He was its first Moderator and President. Dr. Reed served, with God’s help, for 50 years (1899 – 1958). He assisted in the founding of the Spokane NAACP Branch in 1923 and became the Branch's first President. Dr. Reed was known for visiting Spokane stores and restaurants that posted "No Colored Patronage Solicited" signs and demanding the removal of the signs.

Reverend Dr. Fountain F. Penick was the Founder and Pastor of Peoples Institutional Baptist Church in Seattle, Washington. Dr. Penick was a key figure in organizing and structuring the Association. He was the second president of the North Pacific Baptist Convention and served from 1958 to 1961. He holds the title “President Emeritus” of the Convention due to his gifts of administration and spiritual insight, which he shared freely with his co-workers. Dr. Penick served on numerous committees as the foundation was laid and advancements were made. Dr. Penick was also a very prominent leader of the National Baptist Convention and was instrumental in bringing members to Seattle on a Goodwill Tour.

Reverend Dr. Samuel B. McKinney was Pastor Emeritus of the landmarked historical Mount Zion Baptist Church of Seattle, Washington, where he served for almost 50 years.

Dr. McKinney served as the third president (1960 – 1964) and tenth president (1982 – 1985) of the North Pacific Baptist Convention and was instrumental in its early formulation. He chaired both the Budget and Constitution Committees and was an instructor for the National Baptist Convention USA. Incorporated. Dr. McKinney’s leadership in civic affairs and civil rights resulted in the City of Seattle honoring him by renaming 19th Avenue, Rev. Dr. S.B. McKinney Avenue.

Reverend Dr. H. K. Griffin Jr., Pastor and founder of Tabernacle Missionary Baptist Church in Seattle, Washington, assisted in organizing the General Baptist Convention and became Vice Moderator in 1958. He was the fourth president of the North Pacific Baptist Convention and served from 1964 – 1967. Dr. Griffin served on many foundational Committees and was chairperson of the Home Mission Board which was very active in civic affairs and served to bring about positive changes for uplifting the African American community.

Reverend Dr. Ernest Stonewall Brazill was Pastor of Shiloh Baptist Church in Tacoma, Washington. He was the fifth president (1967-1970) of the North Pacific Baptist Convention where he faithfully held numerous offices. He was one of the leaders and instructors of the Congress of Christian Education which broadened the knowledge and enhanced the understanding of Kingdom-building work. Reverend Brazil was honored for his civic and social justice advocacy by the City of Tacoma with the renaming of 12th Street to E.S. Brazill Street.

Reverend Dr. B.A. Taylor, Pastor of Damascus Missionary Baptist Church in Seattle, Washington, was the North Pacific Baptist Convention’s sixth president (1970 – 1973). He was President of the Board of Evangelism and worked on numerous committees including the Program Committee and the Committee on the Constitution. Dr. Taylor was well loved and respected for his advancing the work of the Lord as Moderator of the Northern Puget Sound District Association.

Reverend Dr. Elijah H. Hankerson, Pastor of Saint Paul Baptist Church in Tacoma, Washington, was the North Pacific Baptist Convention’s seventh president (1973 – 1976). He was an experienced leader and organizer who loved God and His people. Dr. Hankerson was a steadfast worker in the Convention and excelled as Chairperson of the Foreign Mission Board and as a member of the Program and Budget Committees.

Reverend Dr. Edgar Bratton, Pastor of Peoples Institutional Baptist Church in Seattle, Washington, served twice as the ninth (1979-1982) and the twelfth (1988 – 1991) President of the North Pacific Baptist Convention. Dr. Bratton led the Convention with dignity and purpose for the cause of Christ, never wavering in his commitment and responsibilities. He also served on the Constitution, Program, and Budget Committees. Reverend Bratton was steadfast in his love for God and the Convention and served faithfully in promoting God’s purpose for His people.

The Legacy in Faith Education Scholarship Award Recipient Minister Dora L. Watson Eastside Baptist Church Tacoma, Washington

Minister Dora L. Watson is the first recipient of the NPBC Parent Body $1,500.00 Legacy of Faith Education Scholarship Award. She is a member of Eastside Baptist Church in Tacoma, Washington, where Reverend Frank A. Willoughby is the Pastor.

Minister Watson was licensed to preach the Gospel in 2018 and will be attending United Theological Seminary and Bible College-Tacoma Extension where Dr. Michael A. Purter is the Director. Her projected graduation date is set for 2023. She has met all of the qualifications as specified in the scholarship application.

The Legacy Award, founded by Reverend Dr. Robert L. Manaway Sr., Pastor of Tabernacle Missionary Baptist Church in Seattle, represents eight NPBC selfless visionary pioneer presidents who were responsible for planting and developing the seed of faith which has endured the test of time. To God be the glory!
