Leadership Code of Conduct

1. Our Commitment to the Embassy Way

MAKING SOUND DECISIONS (GOOD JUDGMENT)

As leaders of Embassy Covenant Church International, we are committed to making sound decisions and exercising good judgment in all matters. We will exercise restraint, discipline, and patience in decision making, and in judgment, ensuring that all the necessary data is available to us and that no arbitrary assumptions are made in the process. The Word of God will be used as a foundation for our decisions and judgments. We will remain conscious that we represent our Lord Jesus Christ, Embassy’s Senior Leadership, brand, and core values. We ascribe to “outcome thinking” and are solution-oriented leaders who receive wisdom from above and assume full responsibility for the results of our decisions.

EXPECTATIONS OF EACH OTHER

As leaders of Embassy Covenant Church International, we will honor the highest level of covenant which includes having no sword against one another, entering the world of another to serve, building something together, and experiencing a oneness that gives us access to each other’s lives without offense. Understanding that we are connected in covenant, we will be thoughtful in all our business dealings of how our actions and decisions impact others in the community. Our intention is to always treat one another with respect and be accountable for our words and actions. As we labor together, we

are intentional about creating a culture where people feel comfortable and safe to express themselves and/or raise concerns in good faith and according to social order. This means that in our interactions, we are aware of our tone of voice and body language, understanding that HOW we present our ideas, and the impressions we give others when we speak, truly matters. With a goal of promoting a culture consistent with our core values, we will conduct ourselves by the highest ethical / professional standards - relationally, spiritually, financially, and legally. In the event that conflicts arise, they will be handled biblically, utilizing Embassy’s justice system when necessary. As it relates to leadership assignments, we will follow established policies, regulations, and protocol that are pertinent to our assignment. If there’s something we don’t know, we will ask, using high level inquiry. Submission and cooperation with any leader appointed for an assignment is expected.

SOCIAL STRUCTURE/SOCIAL ORDER/CHARACTER/ GIFTS, TALENTS & RESOURCES

As leaders of Embassy Covenant Church International, we submit to the will of God, and we acknowledge our common vision and goal which is to please God and fulfill His purpose. Therefore, when we engage one another it is for mutual benefit and the will of God. To properly engage one another, we first acknowledge God’s SOCIAL STRUCTURE. The Kingdom of God is a hierarchical structure where people are placed by God.

These places are enforced by love and mutual interest (i.e. God’s purpose.) This structure includes measure of rule, authority and rank, and places of submission. Then, within the social structure is God’s SOCIAL ORDER. The social order is people, their offices (e.g. 5-fold offices, father, mother, son, daughter, sister, brother, aunt, uncle, niece, nephew, etc.) Social order deals with relationships. We understand that when relationships are in proper order, Jesus will dwell in our midst. We are New Jerusalem and are in eternity now. We are living in the Spirit ream in love and proper relationships. We acknowledge that God’s social order provides us with the appropriate rules of engagement and the only framework through which our Lord Jesus will reveal Himself. Knowing that our Lord reveals Himself in relationships, we understand that if relationships are not in order, the enemy will be revealed through dis-order. We acknowledge God’s social order within His social structure, and we honor it by responding accordingly. This includes allowing the CHARACTER of Christ (i.e. the fruit of the Spirit) to guide and permeate our leadership and all our social interactions.

Finally, we are the recipients of God’s SPIRITUAL GIFTS, TALENTS, and RESOURCES and willfully submit them to the purpose of God.

2. Our Commitment in the Embassy Community

The Embassy community is NEW JERUSALEM. We are above, productive, and free. We are a true Kingdom Community, the very Kingdom of God. We have a common union, true fellowship (koinonia) and see our neighbor as our self. We understand that we are not independent, but interdependent, because we are the ONE BODY OF CHRIST. We acknowledge that there is a difference between distinction and discrimination. We

will, and at times must, make distinctions, but without respect of person. We will not discriminate based on

race or disabilities. We are a multiethnic community and we commit to modeling and promoting unity in diversity as well as human dignity. We personally invest in our own community, building this community by loving others as Christ has loved us. We recognize that the human, redemptive rights of others often translates to our redemptive responsibility; therefore, we will bear one another’s burdens.

3. Our Commitment in the Marketplace

We acknowledge that we are the salt of the earth, and the light of the world. As such, we have a God-given responsibility to influence and impact the world around us with the principles and spirit of the Kingdom of God. First and foremost, we are a people of integrity who will be honest and just in all our dealings. We will comply with civil laws and regulations, providing they are not in conflict with our faith. With a burden for the world in which we live, we commit to bringing value-added solutions and results to complex issues in our sphere of influence as revealed to us by the Holy Spirit. We commit to giving recommendations to marketplace institutions based on the heavenly script, and we commit to offering services that will indiscriminately raise the quality of life for human beings. Finally, we make a commitment to excellence in service. All we offer (export) will be vetted, sanctioned, and approved by our internal control.

The Apostolic leader is the Lead Apostle Bishop Hugh Daniel Smith. His lead responsibilities in this role are to:.

• TO PROVIDE A SPIRITUAL COVERING FOR THE CHURCH

Eccelessiastical leaders are approved are appointed by the Presbytery Board and appointed for one year. Staff and contractual leaders are approved by the Executive Board and serve for one year. All leadership is a very important role in God’s House. Leaders carry the heart of the House, the senior pastors, executive board, and presbytery to the teams they lead. Every leader in fulfilling their covenant relationship are expected to:

Maintain An Active Prayer Life. Leaders must fervently pray for their ministries, areas of responsibilities, small missions, special projects, and people they are leading. Praying provides leaders with the communication with God that supports their personal growth and personal leadership development.

Communicate The House Vision. It is the blueprint for everything done at Embassy Covenant Church International (ECCI). Every area, comes together to fulfill the mission and vision of ECCI. Leaders must always seek to understand how their ministry activities or bodies of work fulfill the vision.

Continue To Be Open For Input From Others. Understanding one anothers leadership style, strengths, and weaknesses is an important part of ECCI’s vitality and our lives. Successful leaders understand how they impact and motivate others.

Utilize Inner Healing and Deliverance. Leaders are encouraged to use these sessions to release past experiences and habits that may still have unwanted strongholds in their lives.

Attend Scheduled Leadership and Ministry Meetings. Leadership meetings are held regularly and leaders are expected to hold regular meetings with their teams. These meetings can be face-to-face or with the use of technology. These meetings are designed to support communication up and down.

Bring All Your Talents And Resources To The House. Leaders are expected to give their financial, spiritual, educational, and marketplace experiences to their service in the Kingdom.

In fulfilling the role of the Apostolic leader, Bishop Smith recommends ministry leaders in both the business and ecclessiastical areas of Embassy Covenant Church International.

Leadership Covenant

Leadership is both a responsibility and a privilege. Because we are willing servants according to 1 Peter 5:2-3, we are faithful to the Lord in daily living (commitments, attendance, tasks, friendships, and working relationships)

Because we demonstrate the fruit of the Spirit according to Galatians 5:22-24, as representatives of the Kingdom, we enter into covenant agreement.

A covenant is based on mutual trust, while a contract is written and signed to insure compliance - often because of mistrust. Today we agree that our covenant is an agreement of trust and respect.

By the grace of God, I have purposed in my heart to:

Lead like Christ. Christ led with a heart for people and a deep desire to fulfill the will of the Father.

Develop and maintain a daily

meditation and prayer time. Submit my gifts to Apostolic Authority.

Our Beliefs

About God

We believe in one God, revealed as Father, Son and Holy Spirit. (Deut. 6:4; II Corinthians 13:14; John 1:1) We believe that our Lord Jesus Christ is the only begotten of the Father, and is truly God and truly man. He was born of the virgin Mary, lived a sinless life, died a vicarious and atoning death for the sins of the world, was resurrected bodily for our justification, and now reigns in Glory until all things be put under His feet. (I Tim. 3:16).

About Scripture

We believe in the absolute inspiration of the Holy Scriptures in their original autographs, given by the Holy Spirit without error as He moved upon holy men of old. Furthermore, we believe that the church has no authority to establish doctrine or practices contrary to these same scriptures, which were subsequently accepted as Canon by the early Christian Church. (I Tim. 3:16)

About Man

We believe that man was made in the image of God and is the crown of creation. He is now, by reason of The Fall, man was spiritually alienated from hs Creator.Apart from God he has no ability to attain to this high calling. (Psalm 8; Ephesians 2:8-9) We believe that justification is by grace through faith in our Lord’s sacrifice on Calvary. (Romans 3:21-24). We believe that all people are to repent and be buried

with our Lord Jesus Christ in the water of baptism. (Matthew 28:19; Acts 2:38; Romans 6:4; II Peter 3:9) We believe that the baptism of the Holy Spirit is an endowment of power given by God to anoint the believer for sanctification and evangelism. It is our understanding that the supernatural gifts of the Holy Spirit are active within the body of Christ until the coming of the Lord. Furthermore, we believe that the development of these gifts ought to be encouraged under the guidance of local church authority. (Acts 8:14-17; Acts 19:1-2; I Cor. 12:4-7) We believe that those who are called by the name of Christ should depart from iniquity, understanding that salvation from the penalty of sin only beings the process of redemption. We acknowledge that one work of the Holy Spirit is to create in us the character of Christ. (II Tim. 2:19).

About Church

We believe in the Priesthood of the believer; which means all people born of God have equal status before God and direct access to their Lord. (Pet. 2:5) We believe in the identity of the body of Christ on the earth is primarily perceived through the local church. While encouraging the voluntary association of local churches, and recognizing the need of consensus on matters of fundamental doctrine and conduct, we strongly confess the local church to be sovereign and autonomous.

“All Scripture is breathed out by God and profitable for teaching, for reproof, for correction, and for training in righteousness,” - 2 Timothy 3:16

(Rev. 2, 3) We believe that the callings of Apostle, Prophet, Evangelist, Pastor and Teacher are functional within the body of Christ until the Lord’s return. Furthermore, these ministries are gifts to the church for the purpose equipping the saints for the work of the ministry, that the body of Christ may be edified. (Ephesians 4:11-16).

About Kingdom

We believe in the literal Second Coming of our Lord, the literal rule of Christ upon the earth, the resurrection of the regenerate to eternal life and the un-regenerated to eternal damnation, and the ultimate victory of the eternal Kingdom of God. (Acts 1:9-11; Daniel 12:2; Revelations 22:1-7).

About Sin

Man was born with a sin nature due to Adam’s sin. (Ps. 51; Rom. 5:1214, 18-19.) He then practices sin. Adam’s spirit was separated from God when he sinned. This is death. The new birth is the only thing that can change this (John 3: 1-8; Eph 2:1-6.) Reconciliation of God and man was the issue. Salvation realigns us back to the original plan of God. To be saved from sin, one must first acknowledge their sinful standing before God. Their heart must be prepared to receive God. By the law is the knowledge of sin. This creates conviction in a person’s heart. It reminds us that God’s standard is high above us and we have come short of his glory (Rom. 3:20; Rom.7:7.)

Our Beliefs

About Justification

The first phase of salvation addresses a person’s status before God. Justification is a judicial act where the heavenly court declares a person in right standing before God. At the point of justification, heaven pardons the person.

To effectuate reconciliation between God and man, Jesus died to pay the price required by God {propitiation.) God was appeased. God then forgives and pardons man. Justification is based on what Christ has done for us and on faith in the finished work of Christ. We are justified by faith (Rom.5:2} By grace are ye saved through faith (Eph. 2:8.) Justification is when God imputes righteousness unto the believer by faith (Rom. 4:116.) It is not received by works, lest any man should boast (Eph. 2:8-9). The only way to be forgiven is to receive the righteousness of God (not our own righteousness).

When a believer believes and confesses their confidence in the cross (Rom. 10:9-10), he is justified (acquitted); his human spirit comes alive again. He is “reborn” so to speak (Eph. 2:1-6).

Repentance is part of this first phase. Jesus said, “Repent for the kingdom of heaven is at hand (Matt. 4:17.)

Repentance is a change in thinking, and then it is a turning from something and to something.

The first part of salvation has nothing

to do with deliverance from the world, but deliverance from the wrath of God. God cannot deal with anyone until he first forgives them, or his wrath would kill them.

About Water Baptism

Right standing before God is necessary prior to baptism. Baptism is for believers (He that believeth and is baptized shall be saved: but he that believeth not shall be damned (Mk. 16:16; Acts 8:36-37; Acts16:30-33). Obedience releases/activates faith. Faith is demonstrated through baptism (Mk 16:16.) No unbelievers should be baptized.

When a person trusts the cross, they are ready to come out of “Egypt’ (a type of the world.) The Red Sea separated God’s people from Egypt. They were “delivered” through the Red Sea (a type of water baptism). Without faith, nothing happens in baptism; with faith, the believer rises to walk in newness of life.

Baptism aligns us with the headship of the Lord Jesus Christ {Acts 19:1-5).

Baptism is a circumcision of the heart. (Col 2:9-13.) Abraham was justified before circumcision. Circumcision deals with verification, validation and authenticity of the faith that was already there.

Baptism is a seal of the righteousness of my faith. It also cuts the enmity of the old nature of sin.

Baptism identifies us with Christ in his death. What the believer has just been delivered from (the old man) is buried, crucified, put away. “His” life is over. The believer should no longer serve sin but seek God’s plans, purposes, etc. When a believer is baptized, it is a death to themselves and a resurrection to Christ through them.

Rom. 4:11 - baptism should be received, just like Abraham received the sign of circumcision, a seal of righteousness.

A believer should be baptized in the name (person, character, nature) of Jesus. To be baptized is to be immersed into Jesus. Jesus is the fullness of the Godhead bodily.

If a person believes and confesses, they need to be instructed about baptism (Acts 8:36-37).

Water baptism is the answer of a good conscience toward God (1 Peter 3:21).

About the Holy Ghost

Resurrection typifies the baptism of the Holy Ghost. The Holy Ghost brings our spirit back to life. Salvation is a work of the Spirit of God. If someone is a believer, the Holy Ghost is already present.

The baptism of the Holy Ghost is for evangelism, witnessing, giving evidence of his resurrection, leading us, guiding us into truth, teaching us and bringing all things to our remembrance (Acts 1:8; John 14:26; 16:13; Rom. 8:14).

Speaking in other tongues is the evidence of the baptism of the Holy Ghost (Acts 2:1-4; Acts 10:44-47; Acts 19:6).

The world cannot receive the Spirit of truth (John 14:16-17.) One cannot be baptized in the Holy Ghost without first being forgiven (justified, bom again).

About Communion

The Lord’s Supper symbolizes the Lord’s Death and Suffering for the benefit and in the place of His people. It also symbolizes the believer’s participation in the crucified Christ. It represents not only the death of Christ as the object of faith which unites the believers to Christ, but also the effect of this act as the giving of life, strength, and joy to the soul. The communicant by faith enters into a special union of his soul with the glorified Christ.

Confession of Faith

We the members of Embassy Covenant Church International have entered into covenant relationship with God through our Lord Jesus Christ.

We thank the Lord for Apostolic headship and for the five-fold ministry gifts, working together to release the full strength of the anointing.

We confess that Embassy is a covenant body of believers that continues in love, unity, prayer, and fellowship. We are united in purpose and vision.

We confess that Embassy is represented by hundreds of people from various races, ages and cultures, whose hearts are filled with the vision of God.

We confess that an excellent spirit rests upon and dominates this fellowship.

We confess that Embassy is a ministry of influence extending beyond the walls and into the marketplace.

We decree that the heavens are open over us, and we are recipients of the favor of God.

We agree with God’s divine provision for the apostolic vision of this house. Therefore, we call all people, giftings, finance, real estate, and every resource necessary for the facilitating of the vision.

We confess that Embassy is here to represent the Kingdom of God in this region and that every believer will be equipped to do so.

We declare the supremacy of that Kingdom over principalities, powers, and all works of darkness. Embassy shall possess the gates!

We decree the destruction of all contracts made with the demonic kingdom and affirm that no evil shall legally dwell with us.

We confess that Jesus is Lord over our lives, over our families, over our possessions, over our ministry, and over our city!

We declare that Jesus Christ rules and reigns in every region represented by this membership.

Embassy Map

It is important to have a clear understand of the Embassy lay of the land. The Embass Map is a high-level view of all of the structures with in Embassy Covenant Church International (ECCI). Every structure shown in the Embassy Map has systems, policies, and procedures. These systems, policies, and procedures create longevity and space for our leaders to thrive in their areas of responsibilities. This manual will offer every leader with access to systems, policies, and procedures that govern the structres you see in the Embassy Map.

In 2015, Embassy Covenant Church International leadership released the “Diamond Decade” to the house.

As Bishop Smith received from the Heavens, this ten year vision is God’s mandate for Embassy and all its campuses.

The Diamond Decade will deliver the promise of God’s glory in earth as we align and submit to sanctification process in our lives and our works. The original mandate in Genesis was to be fruitful, multiply, replenish, and to subdue the land. The Diamond Decade vision positions Embassy to do just that. This vision was the seed that has produced much of what we see in our ministry culture and systems.

The Diamond Decade vision aims building the greatest natural resource - mankind. Parallel to the process of diamond formation the Diamond Decade is the decade of leaders! Embassy is dedicated to discovering, equipping, and mobilizing humanity’s natural leader.

To achieve this robust and life-giving vision Embassy began evolving almost immediately to rise to the God-given mandate.

Missions and Teams Ethos

In 2018, under the leading of the Holy Spirit and the wisdom of the multitude of counsel, Bishop and Pastor Letha transitioned Embassy Covenant Church International and all its campus churches to the Missions and Teams ethos.

Aimed at manifesting the Kingdom of Peace through just rule, Bishop Smith taught The mission of Christ must by our what and the person of Christ must be our why.

We believe that our vision is aligned with the person of Christ, and our mission is designed to fulfill the mission of Christ. With the common truth Embassy Covenant Church International (ECCI) embarked upon a culture shift.

• From supporting the church > to being the church.

• From church work > to the work of the church

• From church activity > to missions.

This was significant, this shift resulted in the end of ministries like young adult, women’s, men’s, singles ministries, for example. This shift didn’t leave a gap, but open a new path for members to engage in the ministry in ways they may not have before, through Small Group Missions. This was a our direct response to ending an abundance of church activity and church work,

and shifting to members and leaders alike with the opportunity to fulfill what God has given them. This inherently shifted the ministry to activites that members and leaders actually felt a divine motivation to accomplish.

It allows the ministry to shift from simply supporting the church to being the church, because the people are now doing out of what God them to be.

The missions and teams model qualifies and ensures that all ministry activity has a clear mission, that is aligned with the mission of the church.

With the Missions and Teams model, any member and leader can submit an small group mission request form to get approval for their activity, event, class . Once approved by Presbytery and the Executive Board, that request will receive access to all Embassy’s resources, as requested.

Embassy Covenant Church International is a Kingdom centered church with a ministry focus of restoring men and women back to their original glory and establishing a kingdom of God in the earth through just rule. Membership: A person may be received for membership by confessing and accepting Jesus Christ as their Savior. This is evidenced by a repentant spirit and a profession of Faith.

Members: This church is comprised of persons who profess a personal faith in Jesus Christ as their Savior and Lord, according to the New Testament, and actively follow the Lord Jesus Christ in discipleship.

Responsibilities of Members: The fundamental principles of this church are based upon the Word of God. Therefore, every member of the church is expected to live according to its teachings and avoid and refrain from that which is destructive to the Christian Life and dishonorable to God (Proverb 6:16-17). Every member is earnestly admonished to:

1. Pray for the church’s ministries, pastors, staff and other members.

2. Materially support the church according to ability and necessity.

3. Attend worship services and congregational meetings regularly.

4. Be supportive of all church ministries.

5. Prayerfully consider how personal gifts from the Holy Spirit could be used to minister to others and used in service to this church.

6. Refrain from slander and evil speaking of one another, and by the grace of God, live a Holy and Godly life in the midst of a crooked and perverse generation.

Discipline of Members: This church will make every effort to adhere to the principles of church discipline as set forth in Matthew 18:15-17 and Galatians 6:1-2. The guiding motivation behind church discipline is love. Refer to Article 6, Section 2 for the role of the Presbytery Board in such matters.

Assimilation and Development Path

When a person becomes a member of any Embassy Covenant Church International campus church, they will begin their Assimiliation and Development Path. This path is facilitated Sheepfold Pastors and other ministry resources. Take a look at the high-level path each member walks once they join Embassy Covenant Church International.

The purpose of Awareness is every member to begin making connections with leaders, learn who’s who, build covenants with the Embassy family. Members will also begin their Growth Track which is facilitated by their sheepfold pastors. The Growth Track is designed to give new members a full understanding of Embassy Covenant Church International. While walking through Growth Track, every member will bond with their sheepfold pastor to walk out personal development and growth and more. When in Awareness members are welcome to begin serviing in the Ministry of Help, Small Group Missions, Cultural Connect Groups

Senior Leadership Structures

Embassy Covenant Church International (ECCI) is one church in multiple locations. This means, we have a flagship church and a headquarter office. All of our campuses are governed by an executive board and a presbytery. The executive board oversee, directs, and executes all operations for ECCI and its campuses. The presbytery is comprised of leaders from all ECCI churches and provides oversight and vision to all ECCI churches and ministries.

Level One: All Embassy Covenant Church International (ECCI) campuses finds its headship under the Lord Jesus Christ, in its Chief Apostle. The Chief Apostle shall be the Chief Executive Officer of Embassy Covenant Church International Headquarters. He shall be a continuing member of the Board of Directors, Executive Boards, and the Presbytery. He shall serve as the highest ranking ecclesiastical and executive officer. He will lead the organizations’ long-term and short-term strategies and oversee the Board of Directors, Executive Board, Presbytery, and preside over all meetings.

Level Two: Executive and Presbytery Boards. These boards are lateral but have two very different functions. The Executive Board governs all assets, business, and legal for ECCI campuses and headquarters. This is the executionary body of ECCI. Every campus church is responsible for assigning a leader to work with each area of responsibility within the Executive Board. The Presbytery Board serves as a governmental spiritual board. This board is comprised of campus pastors and Five-Fold ministry gifts (Apostle, Prophet, Evangelist, Pastor, and Teacher), and appointed board members.

Level Three: Every campus shall have an ordained and appointed campus pastor. The campus pastor oversees the life and direction of their respective campus church. The campus pastor(s) oversees and presides over its appointed pastoral cabinet and operations team to ensure the day-to-day activities are executed. The campus pastor will work directly with the ECCI Chief Apostle and Executive Board.

Level Four: Campus Operations Teams are responsible for the functional activities of its respective church. The operations team is comprised of all department heads, ministry leaders, elders, and deacons. At minimum this team should have representation from the altar ministry, Kingdom Corps, Mediation, Intercession, Hosts, Guest Services, Greeters, Presentation Ministry, Praise and Worship, Kingdom Kids, C.R.E.W., Sound, Lighting, Deacons, Elders, Ministers, Administrative Assistant, Finance, Marketing and Communications. This team is governed by the campus pastor. The campus pastor presides over these meetings. This team works with the Executive Board Officers.

The Board of Directors engages Embassy Covenant Church International campuses through the approval of the annual budget. This budget is released to the Chief Operating Officer through the Chief Financal Officer, which sits on the Executive Board. The Chief Operating Officer ensures that budgets are released to campuses are adhered to throughout the year.

Presbytery

The Presbytery Board serves as a governmental spiritual board. Executive Board

Duties and Responsibilities of the Board of Directors

Officers. The officers of the Board of Directors shall be a president, a vice-president, a secretary, a treasurer, and one or more appointed directors. Officers shall be appointed by the Senior Pastor, and recommended for appointment by board officers. Any two or more offices may be held by the same person.

Secretary. The secretary shall attend all sessions of the Board of Directors and act as clerk thereof and record all votes and the minutes of all proceedings in a book to be kept for that purpose. The secretary shall give, or cause to be given, notice of meetings of the Board of Directors when notice is required to be given under these Bylaws or by any resolution of the Board of Directors. The secretary shall perform generat duties usually incident to the office of secretary, and such further duties as shall from time to time be prescribed by the Board of Directors or the Senior Pastor.

Treasurer. The treasurer shall keep full and accurate account of all ECCI accounts. Offer recommendation for annual budget and vote in approval of annual budget.

Senior Pastor Resignation, Incapacitation, Removal.

Resignation. Resignation. In the event the Sr. Pastor should voluntarily choose to leave, he shall designate his successor by a written, signed and dated directive. The Sr. Pastor shall entrust his written sealed and dated directives with the CoPastor until such time warrants. In the event that there is no signed and dated directive, the Co-Pastor, the designated Board of Director member, and the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor, shall recruit and confirm a new Senior Pastor pursuant to the process described in Article 10, Section 5(c) below.

Incapacitation. In the event that the Sr. Pastor is incapacitated and unable to fulfill his role and duties as the Sr. Pastor, the Co-Pastor, the designated Board of Director member(s), and the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor, shall execute the written directives of Sr. Pastor prior to the time of his incapacitation and inability to perform his role and duties In the event that there is no signed and dated directive, the Co-Pastor, the designated Board of Director member(s), and the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor, shall recruit and confirm a new Senior Pastor pursuant

to the process described in Article 10, Section 5(c) below. A determination by a Court of Competent Jurisdiction that the Senior Pastor is a legally incapacitated adult shall serve as prima facie evidence that the Senior Pastor is incapacitated and unable to fulfill the duties of the Senior Pastor.

Removal. In the event the Sr. Pastor shall have serious charges brought against him, or he is not leading the church according to thetenets of the Christian faith, the Co-Pastor, the designated Board of Director member(s), and the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor, shall make recommendations, and help govern and mediate the matter. This Bishop, the Co-Pastor, the designated Board of Director member(s) will comprise the committee who must unanimously decide the matter.

Pastoral Recruitment and Confirmation. In the event the Sr. Pastor shall resign or be removed, the Co-Pastor will contact the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor to help govern the recruitment and confirmation process, inclusive of making recommendations for a suitable replacement. This Bishop, the Co-Pastor, the designated Board of Director member(s), and the Bishop who has been designated as the Spiritual Covering of the Sr. Pastor, will comprise the selection committee who must unanimously agree on the replacement for the Sr. Pastor.

Budget. This board will be responsible to approving the total budget for all Embassy Covenant Church International operational and campus church budgets. This approved budget will then be released to the Executive Board.

Fiduciary Duty. The Board of Directors will hold the trust, confidence, and exercise discretion while acting on behalf of Embassy Covenant Church International and its campus churches in legal actions or suits. All Board of Director members must knowingly accept that trust and confidence.

Duty of Care. Board members will be responsible for attending Board of Director meetings, actively participate in committees or special projects and assignments, and supporting Embassy Covenant Church International by supporting church initiatives through ambassadorship.

Duties and Responsibilities of the Executive Board

General Powers. The assets (real estate), business, and legal affairs of Embassy Covenant Church International (ECCI) are managed by the Executive Board whose members have a fiduciary obligation to ECCI.

Officers. The officers of the Executive Board shall be set by the chief executive officers. Any two or more offices may be held by the same person. All Executive Board Members shall attend all sessions held by the Executive Board. This board works collaboratively among themselves and with campus churches. This board is comprised of these roles: Chief Executive Officer, Chief Operating Officer, Chief Financial Officer, Chief Communications and Marketing Officer, Executive Board Member, and the Senior Pastor’s Personal Assistant

In addition to all of the powers and authority granted corporations not for profit under the laws of the State of Michigan, the corporation shall have, without limitation, specifically, full power and authority:

• To purchase, lease, rent, acquire, own, construct and operate, make improvements, hold properties in trust, use, sell, convey, mortgage, or otherwise dispose of any real estate, or chattels as may be necessary for the above purposes.

• To receive tithes, offerings, gifts, bequests, and other income and to solicit funds and raise money to fulfill the above stated purpose.

• To borrow money, issue bonds, debentures notes or other obligations, secure monies so borrowed on in payment for property or for any of the above stated purposes.

• To determine and resolve any questions concerning doctrine or practice to be observed by the Church and its members and to do all things necessary to promote and fulfill the purposes of the Church as set forth in Article 2 above.

Chief Executive Officers. The CEOs oversee and drives all organizational strategy. Cast vision and direction for Embassy Covenant Church International.Oversees all Executive Board activities. He shall execute in the name of the Church all deeds, bonds, mortgages, contracts and other documents authorized by the Corporate Board. The Senior Pastor delegates contract signing authority to any Executive Board member for expenses related to a Church event previously approved by the Executive Board and within the limits of that event’s approved budget.He shall be an ex-officio member of all standing committees, and shall have the general powers and duties of supervision and management usually vested in the office of president of a corporation.

Chief Operating Officer. Oversees the day-to-day activites of the administrative, operational functions, and building maintenance of ECCI. Develops and executes strategies to accomplish financial growth for Embassy

Covenant Church International (ECCI). Collaboratively leads church merges and plants, procures real estate assets, drive cross-functional collaborative strategies with fellow Executive Board members and any other resource needed to push ECCI forward. The COO identifies key capital projects, joint ventures, and other strategic partnership opportunities, grants, direct report for campus church operations/administrative staff. Manages and executes business manager responsibilities. Not limited to these responsibilites. Plays a vital role in ECCI’s strategic initiatives and direction.

Chief Financial Officer. Responsible for managing the financial actions of Embassy Covenant Church International (ECCI). Tracks cash flow and financial planning as well as analyzing ECCI’s financial strengths and weaknesses and proposes corrective actions. Serves the financial controller who handles everything related to cash flow, financial planning, and taxation. Plays a vital role in ECCI’s strategic initiatives and direction.

Chief Communications and Marketing Officer. Responsible for the strategic development and execution of all communications, marketing, advertising, public relation initiatives and campaigns for Embassy Covenant Church International (ECCI). Responsible for supporting growth, marketing research, member and guest journey experience - UX Design. Manages and maintains contacts for members of the media and press. Manages ECCI brand and reputation. Drives and executes executive strategy, internal communications and external media relations/ public relations, message development, pitch and announcement strategies, branding initiatives, develops plans to deliver communication and culture objectivs throughout ECCI. Duties and Responsibilities of the Presbytery Board

Spiritual Government Board. The Senior Pastor has formed the Presbytery Board as a spiritual governmental board comprised of the Five-Fold gifting (Apostle, Prophet, Evangelist, Pastor and Teacher.) The duty and responsibility of the board is to ascertain the mind of God through prayer, meditation, study of the Bible and fasting, and to provide spiritual direction and oversight of the Church. The Presbytery Board will meet as needed and determined by the Senior Pastor.

Spiritual Covering. The Presbytery is the Spiritual Covering for the Church (Eph. 4:11-12). It is an “Eldership.”

Those who serve on the Presbytery are joined together in covenant relationship. The Presbytery has the authority to govem the church and represents its values to the membership. It is the highest spiritual “court’ in all disciplinary matters in the church and is the final authority.

Duties and Responsibilities of the Senior and Co Pastor

The Senior Pastor. All Embassy Covenant Church International campus churches finds its headship under the Lord Jesus Christ, in its Senior. Pastor.

The Senior Pastor shall be the chief executive officer Embassy Covenant Church International Headquarters Executive Board and the President of the Board of Directors. He shall be a continuing member of the Board of Directors, Executive Boards, and the Presbytery. He shall serve as the highest ranking officer and head of the Church. He will lead the organizations’ long-term and short-term strategies and oversee the Executive Board. He shall preside at all meetings of the Executive Board and see that all orders and resolutions of the Executive Board are carried into effect, subject, however, to the right of the Executive Board to delegate to any other officer or officers of the Church any specific powers, other than those that may be conferred only upon the Senior Pastor. He shall execute in the name of the Church all deeds, bonds, mortgages, contracts and other documents authorized by the Corporate Board. The Senior Pastor delegates contract signing authority to any Executive Board member for expenses related to a Church event previously approved by the Executive Board and within the limits of that event’s approved budget. He shall be an ex-officio member of all standing committees, and shall have the general powers and duties of supervision and management usually vested in the office of president of a corporation.

No person shall be invited to speak, teach or minister in the Church without the Senior Pastor’s approval. He shall be designated attorney-in-fact for the Church by virtue of his office. He shall have the authority to appoint and approve any assistants that would be necessary to properly carry out the work of the Lord.

The Co-Pastor. The Co-Pastor shall perform the duties and exercise the powers of the Senior Pastor in case of his temporary absence from the office of the Church, and shall perform such other duties as may from time to time be granted or imposed by the Senior Pastor and/or Executive Board.

Duties of Campus Pastors

The Senior Pastor. All Embassy Covenant Church International campus churches finds its headship under the Lord Jesus Christ, in its Senior. Pastor.

The Campus Pastor shall be part of the Embassy Covenant Church International Presbytery Board. The Campus Pastor oversees the life and direction of their respective campus. Campus pastors are required to have a strong grasp of Embassy’s vision, mission, objectives, core values, and the ability to align staff and key leadership teams with those areas.

Campus Pastors should

• Be led by the Holy Spirit while being under submission to the Senior Pastor

• Model biblical principles

• Possess strategic leadership and planning abilities

• Oversee campus worship experiences

• Deacon, elder, minister, staff supervision and development

The Campus Pastor will oversee and direct its campus operations team and campus pastor’s cabinet. The campus operations team is comprised of leaders from these areas: administration, finance, marketing and communications, Deacons, Elders, Ministers, Altar ministry, Kingdom Corps, Mediation, Intercession, Hosts and Greeters, Guest Services, Presentation Ministry, Praise and Worship, Kingdom Kids, C.R.E.W. (Teens), Sound, Lighting. The campus pastor’s cabinet is composed of leaders selected by the campus pastor. This cabinet exists to support the assigned projects and assignments as given by campus pastors. Campus Pastor will meet at least once a month with the operations team. The campus pastor will determind the cadence of meetings for their staff and cabinet.

Campus Pastors will need to provide effective, professional, courteous, and Holy Spirit inspired guidance and support to it members and leaders. They will ensure productivity and functionality is at it’s highest potential, inspire members to serve in various areas of ministy, oversee and supervises ministry leads and department heads, enforce ECCI policies and procedures, organize and implement program activities with support from select ministry leaders or members, department and leader evaluations,

Embassy Covenant Church International’s pastoral model is designed to navigate members throughout the Embassy Path. The Sheepfold Pastor serves their flocks through “Awareness, Development, and Dominion,” by the Growth Track, counseling, gift assessments, and helping members assigned to their flock find their place of service in God and of service within their campus.

Role Responsibilities

Ensure new members are welcome and embraced upon membership

Enusre new members are given access to the Growth Track, are available to answer questions, teach, and ensure new members experience a smooth transition into the Embassy family

To teach Growth Track in person during designated times and dates

To ensure members of their flock receive a gift assessment and support in finding their place in God and in service to their campus

To transition members through the Embassy Way journey - awareness, development, and dominion, and ensure the member and other leaders knows where they are in the journey

With the support the Sheepfold Administrative Assistant (if the campus as one) host and facilitate new member graduation and reception

To ensure members of their sheepfold receive personalized counseling, prayer, and pastoring

Follow-up and touches for all members and members who have been missing from assembly

Activate new members into the helps ministry, if applicable

Responsible for creating a sense of community within their assigned flock. Every sheepfold should have a name and standing/consistent meetings

Sheepfold pastors receive a collective budget that should be used to facilitate covenant and connection

The Role of an Elder

According to the New Testament, elders are responsible for the primary leadership and oversight of a church. The function and role of an elder is well summarized by Alexander Strauch in his book Biblical Eldership: “Elders lead the church [1 Tim 5:17; Titus 1:7; 1 Peter 5:1–2], teach and preach the Word [1 Timothy 3:2; 2 Timothy 4:2; Titus 1:9], protect the church from false teachers [Acts 20:17, 28–31], exhort and admonish the saints in sound doctrine [1 Timothy 4:13; 2 Timothy 3:13–17; Titus 1:9], visit the sick and pray [James 5:14; Acts 6:4], and judge doctrinal issues [Acts 15:6]. In biblical terminology, elders shepherd, oversee, lead, and care for the local church” (16).

Primary Responsibilities of an Elder

To serve as a manager and caretaker of the church (1 Tim. 3:5). That involves a number of specific duties. As spiritual overseers of the flock:

• Elders are to determine church policy (Acts 15:22);

• Oversee the church (Acts 20:28);

• Ordain others (1 Tim. 4:4);

• Rule, Teach, and Preach (1 Tim. 5:17; cf. 1 Thess. 5:12; 1 Tim. 3:2);

• Exhort and Refute (Titus 1:9);

• Act as shepherds, setting an example for all (1 Pet. 5:1-3).

Those responsibilities put elders at the core of the New Testament church’s work.

At Embassy Covenant Church International this biblical application is applied to all levels of leadership. All leaders at Embassy serve as elders with differing rank and responsibilities.

The Embassy Covenant Church International OR Headquarters’ Executive Board is responsible to ensuring that every campus has what they need to function daily. Each officer will work with a lead from each campus (if the campus as the manpower - it may be one person that works directly with the Executive Board) to ensure the needs and expectations for their body of work are fulfilled. Campus Pastors work directly with the Lead Apostle and Executive Board. The Executive Board and Lead Apostle work closely and directly.

Embassy Metro Detroit is the exception, in that an Executive Board member may have campus responsibilites that are operational in nature. Here is where cross pollination or work hybrids are most apparent.

Every organization is only as good as its ability to communicate effectively. While we individually grow in our communication skills, Embassy Covenant Church International has defined the method in which our teams work and communicate with one another.

Here’s what you need to know!

1. All requests or inquires begin with respective campus offices.

Every campus will need an administrative assistant to serve as the central hub for inforrmation, building use reservations, event date confimation, and support.

2. Presbytery Committee + Department Head + Ministry Lead Communication Expectation

First, it is important to note, the Presbytery Committee is derived from the Presbytery - presbytery committee members come out of the ECCI Presbytery.

The Presbytery Committee exists to keep the ECCI Presbytery informed of the activities happening within campus departments and ministries. Each campus committee will provide a department update as ECCI Presbytery meetings.

This means Presbytery Committees are responsible for holding a standing meeting with its respective department head. During these meetings, presbyters will gather

additional insights regarding the monthly report submitted by department heads. Additionally, Presbyters will offer guidance and wisdom as requested and determined as needful. Please note: department heads are responsible for providing their report to their respective lead committee within the deadline timeframe agreed upon.

Ministry Leads are responsible for informing, updating, and getting input from department heads before submitting small group mission request or planning any activity, i.e. rehearsals. This will keep the department heads up-todate with the ministries they are responsible for overseeing and directing. Department heads are responsible for keeping their respective ministry leads up-to-date with campuswide policies, procedures, expectations, events, and general knowledge about campus information. Missions and Outreach Department

The Missions & Outreach Department exists to extend the love of Christ to surrounding communities and nations by spreading the Gospel, engaging in humanitarian outreach, and addressing major societal issues. To create a bridge that will connect man in his lost condition to God and his marvelous salvation. To take the kingdom of God, by way of the gospel of Jesus Christ, to the lost and dying world. To proclaim, declare, teach, and preach the gospel in a relative fashion where upon its application, it will be received according to Acts 2:37 & 38, Romans 9 and 10.

To plant and nourish a seed, allowing it to grow and spread throughout its environment. Lend the opportunity for youth and adults, and entire families to communicate their needs, with the end result meeting the needs in their neighborhood, and eventually blossoming out to the entire community.

“Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved; but he that believeth not shall be damned. Our local and national mission efforts are designed and intented to meet the needs of neighborhoods throughout various cities, as well as shine a light on the strengths that they already possess that will assist them in re-building and/or enhancing this community. Guest Services

Guest Services is a combination of hospitality, ushering and the welcome center. The Welcome Center offers guests singular loctaion where they can receive information and services as needed.

Ushers

Ushers are responsible for seating management. Ushers will be uniform had provide a sense of coordination and structure during services. This is carried out by following processes and procedures. Intercession

The Intercession ministry exists to undergird the vision, mission, leadership, membership, events, and activities in prayer. This group is responsible to ensuring an atmoshphe conducive with the desires of the Holy Spirit for ECCI are made manifest.

The Intercessory Prayer ministry includes:

Prophetic Arts

The Prophetic Arts ministry is a ministry that releases God’s heart through prophetic expression. Below are the many areas within the Prophetic Arts Ministry.

Dance & Banner

The Dance & Banner Ministry is composed of skilled and anointed individuals who minister periodically during worship services. This arm of the prophetic ministry is designed to enhance the communication of the mind of God.

Sign Language

This ministry is dedicated to assisting the hearing impaired in following the service. This ministry should be enthusiastic in delivery.

Drama

The Drama Ministry is dedicated to evangelizing the lost and edifying the Body of Christ through skits, dramatic productions, etc. Understanding the power of the arts to influence the thinking and behavior of human beings, the main objective is to effectively communicate the mind of God resulting in change in the lives of people.

Mime

Mime Ministry is a unique nonverbal means of prophetic expression which skillfully communicates of the mind of God.

Art

Prophetic art is a vehicle used to illustrate a message that is being communicated. There is a wide variety of art forms.

Prophetic Teams and Alignments

Prophetic Alignments and Teams consists othose who hold the Office of the Prophet , and prophetic gifts. All team members minister within their measure of rule providing prophetic insight and leadership in a variety of ways.

Prophetic Teams are held directly following service on designated Sundays. Members and guest can received prophetic minstry. Guests and members will received personal ministry, but they we be among others who may be waiting to receive prophetic ministry as well.

Company of Prophets

The Company of Prophets exists to

• Provide prophetic assessment of the house

• Communicate the season the ministry is in

• Communicate the Apostle’s vision and messages verbally, visually, and practically so they can be grasped, understood and applied. This is “putting clothes on” the messages.

• Serve as a treasury of the truth / word released in the house. Be a “storehouse” of the revelation (both old and new.)

• Chronicle the history of Embassy, keeping it current (seasons, corporate prophetic words, fulfillment of prophetic words, testimonies, miracles, etc.)

• Provide prophetic activation where necessary

• Oversee City Research and keep an eye and ear on city, regional, and national issues; and provide prophetic recommendations to the apostle concerning Embassy’s stand, role, voice, etc. This involves tying current events to our message.

• Serve as a prophetic voice to the marketplace

• Submit a monthly prophetic report to the presbytery

• Help judge prophetic words as part of the presbytery

• Requirements

• You must be a student of the word of God. The Number One guideline in discerning a prophetic word: it will agree with God’s recorded Word. God will never prophesy something that opposes His Word. KNOW YOUR SCRIPTURE - Throughout these guidelines, you see the importance of knowing the Word of God. If you have questions about a word given, search the scriptures for confirmation. Use your knowledge of scripture to “test” the word for accuracy.

• Must have a prayer life. A PROPHET IS AN INTERCESSOR AND PERSON OF PRAYER - A prophetic person will spend much time in prayer. It is key to hearing and recognizing the voice of the Lord. EVERY biblical prophet was an intercessor. [Jer 27:18] But if they be prophets, and if the word of the Lord be with them, let them now make intercession to the Lord of hosts…] There are those called to intercession who are not prophets, but all prophets bear some intercessory burden.

• Must be apt to preach and teach God’s word.

• Must line up with the vision of the Apostle.

• A PROPHET SUBMITS TO AUTHORITY - Prophets are willing to submit to the authority over them, and to submit their words to other prophets for discernment. 1 Cor 14:32 And the spirits of the prophets are subject to the prophets. (KJV)

Christian counselors at the Embassy Covenant Church International provide an opportunity for you to explore freely any personal problems or concerns they may not wish to share with family or friends. At your first appointment, you and a counselor will discuss the issues that led you to schedule an appointment. The counselor will talk to you about how Embassy is best able to provide the kind of assistance you need and which counselor would be most appropriate for you.

Group sessions are confidential. Every member of each therapy group at the Counseling Center is required to sign an agreement to adhere to the rules of confidentiality. • Assigned Altar Workers should arrive early and be in position when service starts.

• When the speaker transitions to the altar call the altar workers are to take their position when called

• At the altar, the altar worker must ask the candidate “What is it that they would like God to do for them?” or “What is it that they would like from God.” They should respond to the request.

• If individual needs prayer, stay in alignment with the message or call for prayer by Bishop or the speaker unless requested to do otherwise.

• The altar worker must be prepared to lead them in prayer for salvation

• If, the candidate makes a commitment to the Lord or desires Embassy Membership, the altar worker must direct individual to the welcome center or ministry positioned in the sanctuary to escort individual to the welcome center. The purpose of this procedure to unify how all events and activities are approved. This procedure ensures that any request alignes with our vision, mission, and churchwide objectives. Ensuring all of our church activities are pushing the vision of this church forward, while eliminating “church work.”

Procedure

• Anyone requesting a small group mission must first submit a “Small Grou Missions” request form.

• Please Note: If the requestor is a ministry lead and their request is for their ministry, they must share with their department head. This will keep the department head in the loop and allow them to report out to their Presbytery Committee. If they are a member, they must be in “Development,” before they can lead a small group mission.

• Once a small group missions request form is submitted it will go the Executive Missions and Teams Coordinator for approval.

• The coordinator takes the request to the Presbytery board and the Executive Board for approval.

• Once approved by the Presbytery approves the request, the Executive Missions and Teams Coordinator will inform the requester and let them know that the Chief Operating Officer will contact them to discuss the release of funds.

• Once the request has been approved planning can begin right away. Requestors must complete the “Small Missions/Event Logistics” form which goes to the Executive Missions and Teams Coordinator. After you’ve completed your mission or event fill out the “Event Debrief Form” which goes to the office and communications.

This procedure establishes the protocols and expectations for program/event financial requests made by Embassy Covenant Church International campus church’s ministerial, administrative staff, and membership

Procedure

• All those requesting finances for an event or program should submit a “Small Groups Missions” request form that will asked specific information about said event. This form will go to the Executive Missions and Outreach Coordinator to be submitted to the Presbytery Board for approval.

• Upon approval, the Presbytery Board will notify the Executive Missions and Outreach Coordinator. The coordinator will notifiy the Executive Board of Presbytery’s approval

• The Executive Board will review the request to confirm financal feasibility and approve. The Executive Board will notify the Executive Missions and Outreach of the approval.

• Once the Presbytery and Executive Board have approved the “Small Group Mission” request, the Executive Missions and Outreach Coordinator will notify the requester that their request has been approved. The Coordinator will inform Marketing, Chief Operating Officer, and the Office.

• The Chief Operating Officer will contact the requestor to discuss the most effective and efficient way to release the approved funds.

• Requesters will be required to submit purchase reciepts to the Chief Operating Officer for bookkeeping

The flagship church, Embassy Metro Detroit, has four event categories. They are as follows:

Life Events: Funerals, Weddings, Vow Renewals

Of these event categories, small group missions has one additional step. When requesting a small group mission, individuals must first complete the “Small Group Mission Request” form. After submission, the request will go before the ECCI Presbytery for ecclessiastical approval and the ECCI Executive Board for financial approval. Once both those approvals have been received individuals will begin the procedure listed here.

Planning Your Event Procedure

After an individual has been granted approval for a small group mission or wedding or vowel renewal the “Ministry Room Request” form must be submitted. If a leader is in need of a date for a funeral, campuswide event, or sheepfold event, a “Ministry Room Request” form must also be completed.

Once the “Ministry Room Request” form has been completed and submitted, the campus office will be notified and contact you to schedule your “Dream Team” meeting. If a campus does not have a “Dream Team” the administrative office will contact the requestor.

During the “Dream Team” meeting, event leads will go over the “Event Logistics.” This meeting will be facilitated by “Dream Team,” or project manager. The purpose of this meeting is ensure there is a clear understand of all aspects of the event.

Planning Your Event Procedure

At the conclusion of this meeting, event execution begins. Event leads will work in tandem with the Dream Team/ Project manager to ensure procurement needs and planning execution are fully implemented.

One week before the event “game day,” event leads will meet with the Dream Team/Project Manager for one last time to ensure all loose ends are tied up and to the best of everyone’s ability ensure nothing is overlooked, to make sure every detail is in place.

Before “game day” event leads should have a final meeting with their team to ensure everyone is ready to execute the plan, to answer any final questions, ensure all those who are working have a clear understanding of their “game day” responsibilities - know with confidence that all i’s are dotted and all t’s crossed.

After the event/project/project has been completed the event lead will be required to complete and submit the “Event Debrief” form. The office or senior leadership will contact the event lead with any questions or to work through any breakdowns.

The purpose for this procedure is to ensure proper documentation for requested materials and supplies not kept in stock. All purchases must be outlined in detail on a Purchase Requisition form at least two weeks prior. This includes, but is not limited to, memberships, goods and supplies, food, travel, and services (i.e. guest speakers, performances, etc.). This procedure applies to purchase(s) that requires a financial commitment from Embassy. Applicability: This procedure applies to ministerial and administrative/operations staff for purchasing for ministry programs and events.

Procedure

• Obtain a Purchase Requisition form from the campus church office

• Fill out the form completely, including complete vendor information. Each requested item should be clearly described and detailed specifications given to ensure receipt of satisfactory materials, supplies, equipment or services. Please submit exact costs and attach at least two estimates.

• Submit your request to the department head or direct report for prior approval.

• Submit the requisition to the church campus office. The office will submit the form to the Chief Operating Officer

• The Chief Operating Officer will approve if under $500.00. If the request is greater than $500.00 then the request is submitted to the Executive Board for final approval.

• Once approved, the Chief Operating Officer will process the request

• Please allow (7) business days for approval and to process your request.

In the event an emergency purchase was made apart from the Small Group Missions Financial Request procedure, you must submit a Request for Reimbursement form. Because advance planning for activities is strongly recommended, a request for reimbursement is only to be requested in extenuating circumstances such as church related travel. In the case of an extenuating circumstance, it is the responsibility of the requestor to investigate and obtain the best possible price. All requests may not be approved. This procedure applies to ministerial and administrative/operations staff requesting emergency reimbursement for ministry programs and events

Procedure

• Obtain a Request for Reimbursement form from the campus church office

• The form must be filled out completely and include a detailed explanation of the request. Staple all receipts to the front of form. Note: Any forms submitted without receipts will be returned unapproved. No exceptions will be made.

• Prior to submission, the completed form must be forwarded to your department leader or direct report for approval and signature.

• Submit the completed form to the campus church office, which will submit to Chief Operating Officer or campus Finance Lead for approval and signature.

• If the request is under $500.00 the Chief Operating Officer has autonomy to approve. If it is greater than $500.00 then the request is submitted to the Executive Board for final approval.

• Please allow 7 business days for all decisions to be made. All reimbursement checks will be mailed to the address supplied on the Request for Reimbursement form unless other arrangements are made by the requestor.

Purpose

The purpose for this procedure is to ensure proper collection, handling and tracking of monetary contributions received by Embassy Covenant Church International campus churches. All money handling, counting and depositing must be conducted by no less than two individuals. Applicability: This procedure applies to Deacons, Ministry Officials and Finance Office staff only.

Procedure

• Offerings are collected by Deacons or Ministry Officials.

• Offerings are to be counted and recorded immediately upon receipt by specified Deacons and the Financial Office.

• Loose change/money (money received outside of an envelope) is to be counted by two individuals and require a calculated receipt tape total.

• Offering envelopes are to be totaled and require a calculated receipt tape total.

• Envelopes are to be opened and money counted and accounted for based on the amount on the envelope. If total is correct a check is made next to the amount recorded. If the total does not match, the total is to be noted on the bottom of the envelope with the counter’s initials.

• Offering and totals are to be noted on the collection receipt/deposit form.

• Two officials must agree upon the total amount and must initial the deposit form.

• Bank Deposits must be made by no less than two designated officials.

• A copy of the deposit form and the bank statement and all envelopes are to be given to the Finance Office for account entry.

• Finance office must ensure all money is recorded appropriately within the accounting system.

All Embassy Covenant Church International campus churches will maintain a supplies inventory sheet that lists all items that are kept in stock and may be obtained from the office. By having a central location for supplies, we will be able to better monitor what we spend for supplies and save staff time by having office supplies readily available. Also, Embassy will save money by buying products in bulk and at competitive prices, which will help us budget more effectively for future expenditures. Applicability: This procedure applies to ministerial and administrative/ operations staff for obtaining office supplies for ministry programs and events.

Procedure

• In order to obtain in stock supplies, you must complete a supply request form and forward it to your respective campus church administrative office

• Prior to forwarding the supply request to Administration, the request should be approved by the appropriate leader: campus pastor, adminstration officer, department head

• The campus church administrative office will submit the order to the campus pastor or Chief Operating Officer for appropriate allocations of department expenses, and return a copy of the supply request form along with the requested supplies

• The copy of the supply request form should indicate the quantity of supplies provided and the date the supply request was filled.

• A copy of the supply request will be forwarded to the Finance Office for appropriate allocations of department expenses.

The purpose of this procedure is to create a singular process for requesting the use of building for rehearsals, standard ministrial meetings, small group missions, gatherings, funerals, weddings, vow renewals, etc. Please note: if the requestor is not requesting building space for rehearsals, ministerial meetings, etc, they must have their request approved through the “Building Usage” procedure. Applicability: This procedure applies to Administration and all Embassy ministries.

Procedure

• Individuals should visit the Leadership Portal or contact the office to access the “Ministry Room Request” form.

• Individuals should know that any use of the building must approved by the office. If a “Ministry Room Request” form is not submitted and an individual plans to use a room they may be asked to leave the room.

• Once the “Ministry Room Request” form is submitted the office will review the request and have the necessary conversations to approve or decline the request.

• When a decision has been made the office will contact the requestor to confirm, offer alternative dates, or decline the request.

• If approved, the office will add the event to the “Embassy Event” calendar.

• The office will then coordinate a meeting with the requestor and the “Dream Team/Project Manager to begin the “Small Group Missions and Event Planning” procedure.

The Deacon Board is in charge of all building keys. They are held accountable for security, issuance, collection, and recording of all master keys. A record will be kept of key assignments and stored in the Chief Operating Officer’s office. Keys are issued only upon request of the Executive Board Members

Procedure

• Under no circumstances will the key be duplicated.

• When the key is no longer needed, it will be returned.

• Keys will not be given to any other person, including family members.

• No unauthorized person will be given entrance to any building, room, or area by the key holder.

• Any person unlocking a door will be responsible for ensuring that the door is secured.

• In caBse a key is lost, stolen, or misplaced, the Trustee Board will be notified immediately.

• The number of keys in circulation will be kept to an absolute minimum. That includes all full-time staff and department leaders with final approval being provided by the Senior Pastor prior to distribution.

• At the end of a term of office or assignment, the person having keys must return all keys to a representative of the Trustee Board. Keys will not be passed on to the new officer or staff person by their predecessor.

Financial Wellness is designed to provide ministry for those experiencing financial hardship. This ministry gives reassurance to the people of God concerning His love and the provisions he has made for them.

Procedure

• If an individual is facing hardship please contact the Embassy Office or complete the Financial Wellness form

• Upon submission of the form, the Financial Wellness Pastors will be notified and contact the requester and conduct and interview

• Financial hardship cases depending on the amount are taken to the Executive Board and/or Presbytery Board for support approval.

• The Financal Wellness Pastors will notify financial hardship cases of the outcome.

Bereavement Notification Procedure

This procedure is intended to: Ensure that bereavement responsibilities are carried out.

Procedure

• When a member or member’s family member expires the office must be notified as soon as possible.

• The Office will notify the Sr. Pastor(s) office, the Elders Lead, and the Presbytery.

• The Elders Lead will contact the family to offer condolences, prayer with the family and get information of services required of Embassy.

• The Elders Lead will notify the campus church administrative office of the information and services requested of the ministry as well as send flowers, cards, food and any other necessary items.

• The campus church administrative assistant will send an email indicating the loss and service arrangement information.

• The Presbytery, Executive, and Elders teams will work to ensure there is Embassy representation.

Service Hosts Procedure

Procedure

• Service Hosts are composed of Presbytery members and Elders

• Service Hosts are required to attend “Leadership Focus” the Sunday they are hosting

• Host are to be center stage by 9:58 a.m. and paying attention the floor manager for the start cue

• Hosts are required to make themselves available before and after service to reach out to those in attendance.

• Hosts are to briefly greet the congregation, guests and online audience, acknowledge our Senior Pastors, state Embassy’s motto, pray the opening prayer, give housekeeping instructions, so as to maintain the right atmosphere for the Spirit of the Lord.

• Hosts are to encourage the online audience to like and share the online service and subscribe to our social media channels.

• After the Senior Pastor does offering he will signal the hosts back to the platform. Hosts will cue the Sunday announcements, which are played by the media team

Welcome Center Procedure

The purpose of the Embassy Covenant Church International Welcome Centers are to serve guests and members as tangible “member/guest experience” hub. The Welcome Center will be available for all campuswide services/ events.

The Welcome Center Provides

• Relevant pertain Information to both guests and members

• Provide support with registering for classes, act a central place to gather and disburse campuswide information

• Serve first-time guests and guests seeking to become members by helping them complete the “Connect Card” and “New Member” profile.

Welcome Center Procedures

The Welcome Center is pivotal point in in the guest experience. There are three protocols/processes/procedures the Welcome Center is responsible for executing.

• New Guest that has RSVP’d using our website form or has been invited by an Embassy Ambassador/Member who made the office aware

• New Guest Walk-In

• New Guest with children

Graphics & Announcements Request Procedure

Purpose

The purpose of these procedures is simply and clarify how midweek, Sunday, social media announcements, graphics, use of in building screens and monitors, and support with media technology are requested

Announement and Graphic Creation Procedure*

• If an individual or ministry needs to have an event announced using churchwide resources, it must be for all Embassy members, to support a campaign or small group mission, or help with recruitment efforts.

• If the announcement meets these requirements, members should submit the “Announcement and Graphic Request” form.

• Announcement request should be submitted on Monday no later than 5:00 p.m. two weeks prior to it running.

• If a graphic is needed to accompany the announcement the request should be submited on Monday three weeks prior to it running, no later than 5:00 p.m.

• Announcement requests cannot be taken through text or personal email.

Media and Media Technology

• All media, media technolgy, and media team staff requests, should be submitted using the “Media and Media Team Request” form.

• This form needs to be submitted at least four weeks before the event/gathering/meeting**

• Once a request is submitted the requester will be contacted by someone from the media team to gather information to determine how to best support the requester

• The requester will receive a confirmation email

• No requests can be guaranteed if protocol isn’t followed. Leaders of events and project managers all begin with a Dream Team Meeting

*If a request is not met in the agreed upon timeframe, an alternative will provided and executed as agreed upon. **Concession can be made when needed

Communion Procedure

• Purchase communion supplies.

Baptism Procedure

Title: Baptism Procedure

Purpose

The purpose for this procedure is to ensure that baptism is organized and held every other fourth Sunday.

Procedure

• Those who baptize can be assisted by Presbytery, Elders or Deacons.

• The Baptism Team must maintain baptismal clothing.

• The team must be prepared to minister the doctrine of baptism to candidate before the baptism service to ensure there is understanding

• The team must be prepared to assist with the infilling of the Holy Spirit.

• Baptism services should be held every other fourth Sunday of the month contingent upon having candidates.

• Three week advance announcement should be made for baptism services so that candidates can sign up for baptism. Candidates who have submitted a “sign-up” form will be contacted by the Elders Lead

• Report baptism names to campus church administrative office who will in turn provide certificates and submit names social media

Baby Dedication Procedure

Purpose

The purpose for this procedure is to ensure that baby dedications are organized and held on the designated Sunday.

Procedure

• Babies are dedicated by the campus pastor or designated pastor

• Families wanting to have their child dedicated must contact the campus church administrative office

• The campus church administrative office will send the family the “Baby Dedication” request form and work with the family to find the best third Sunday of the month for their baby dedication.

• The campus church administrative office will add the family name to the calendar on the designated Sunday.

• The campus church administrative office who will provide certificates and dedication form to Senior Pastor for the dedication service.

Staffing Procedures

Title: Staff Appointments

Purpose

This procedure is intended to outline the procedure for staff appointments at Embassy Covenant Church International.

Procedure

• Staff appointments will be for one (1) year.

• A staff recommendation for appointment is made by the following:

1. Department Heads

2. Presbytery

• Recommendations are made by submitting names to the campus pastor, Chief Apostle, Chief Executive Officer October 31st for the upcoming year.

• Presbytery submits names for Department Heads and Five-Fold Appointments.

• All screening should take place during the month of November by the campus pastor or designated leaders, Chief Operating Officer who will make sure that all candidates submitted are in compliance with Embassy Covenant Church International Leadership Code of Conduct

• The list of all candidates who have been cleared and are in compliance will be forwarded to Presbytery by December 1st, along with the list of non-compliant individuals (if any).

• Presbytery would make final decisions concerning candidates. All approved candidates will be notified by the 3rd Sunday in December, all appointees and nominators should be notified in writing.

• There should be an Installation/Ordination Service held annually on the 1st Sunday in February

All appointments are to be held for a term of one year. At the end of the year the appointment can be terminated by either the Embassy or the volunteer.

Purpose

This procedure is intended to ensure that all paid and volunteer staff receives an annual evaluation.

Procedure

Facilitate staff and volunteer evaluations annually in June Use standardized measuring tools for evaluations.

Measuring tool should be distributed to all staff annually in May. Work with campus church administrative office to compile necessary forms. Schedule evaluation appointments.

Maintain file of completed forms. Copy of evaluations are submitted to the Senior Pastor(s)

All appointments are to be held for a term of one year. At the end of the year the appointment can be terminated by either the Embassy or the volunteer.

Staff Removal Procedure

Title: Staff Removal Procedure

Purpose

Effective Date: 01/01/2007

This procedure is intended to ensure that there is a structured process for staff removal.

Procedure

Pre-requisite: Unless there are extenuating circumstances (resignation, non-compliance, and moral misconduct) all recommendations for staff removal will be implemented at the end of the year* by one or more of the following procedures:

• The campus pastor, department head, sheepfold pastors, executive board officer can make recommendation to remove staff for one or more of the following:

1. Consistent non-compliance despite discussion(s) with staff person

2. Lack of necessary skills based on Assessment(s)

3. Unsatisfactory evaluations (a minimum of two)

• The campus pastor would make their recommendation directly to Presbytery for determination.

• If Apostolic Leadership makes a decision to remove a staff person.

1. Campus pastor or designated leader would meet with the respective Department Head, Director, or Officer to explain decision.

2. The Department Head, Director, or Officer r would then execute the removal.

Policy Enforcement Procedure

Title: Staff and Department Evaluation Procedure

Purpose

This procedure is intended to ensure that the Embassy Covenant Church International bylaws, policies and procedures of withheld.

Procedure

Noncompliance Procedure (Campus Leadership and above)

Pre-requisite: A non-compliance complaint can be filed with senior leadership The complaint must be in regards to non-compliance with a documented ministry policy. The complainant would complete a non-compliant operations interview detailing the inconsistency with campus pastor or designated leader

Step 1: The campus pastor or designated leader will bring the consistency lapse to the attention of the ministry lead – verbally.

If no compliance,

Sept 2: The campus pastor or designated leader will reiterate the lapse to the attention of the ministry lead – In writing with a copy to Presbytery.

If no compliance,

Step 3: The campus pastor or designated leader will forward a non-compliance report to Presbytery requesting a meeting with ministry lead and Presbytery for further attempt at resolution.

If no resolution is reached at this level, the campus pastor will make recommendation(s), and turn the matter over to Presbytery for final determination.

Step 4: The ministry lead will be notified in writing of final determination of Presbytery.

Marketing – Marketing coordinates and carries out Embassy’s position and role in the media. Marketing oversees strategic development and execution of all communications, marketing, advertising, public relation initiatives and campaigns for Embassy Covenant Church International (ECCI). Responsible for supporting growth, marketing research, member and guest journey experience - UX Design. Manages and maintains contacts for members of the media and press. Manages ECCI brand and reputation. Drives and executes executive strategy, internal communications and external media relations/public relations, message development, pitch and announcement strategies, branding initiatives, develops plans to deliver communication and culture objectivs throughout ECCI. Develops and manages midweek, releases, planned productions (Sunday eChurch stream), website, leadership portal (intranet), merchandise store, video, content. Leads media, technology, IT, social media, and editor. Plays a vital role in ECCI’s strategic initiatives and direction.

Marketing

• Marketing will carry out market research to identify the marketing audiences in which to run campaigns. Research will consist of surveys and demographical resources to identify the market/audience.

• To identify what’s being offered in assembly communities and what the needs are. This will aid in targeted marketing strategies. (Accurately predict demand – Target high growth opportunities)

• Strengthen audience (customer) loyalty (“Keep them coming back!”)

• Identify what makes us unique!

• Target the “right” opportunities.

Policy

• All publicity generated must be in keeping with the values of Embassy overall. All facts that are released must be approved by campus pastor and Chief Communications and Marketing Officer before release

• National & International publicity inquiries must be referred to Chief Communications and Marketing Officer, for example, if a national TV affiliate or newspaper contacts you, please refer them to the Chief Communications and Marketing Officer

• Events/Sponsors: All press releases created by third parties utilizing the Embassy logo or any future trademarks must be approved by Chief Communications and Marketing Officer. Trademarked names are legal, and as they are not legal agents of the trademark, third parties cannot do this by law.

• Third parties are not authorized to pitch stories about Embassy without Embassy’s approval. As they are not legal agents of the trademark, they cannot do this by law.

• Sample press releases, facts sheets, interviews and talking points are provided by Chief Communications and Marketing Officer

• All other materials created must have prior approval by campus pastor and Chief Communications and Marketing Officer

• The Embassy logo must only be used in its original form on all printed materials, including signage, invitations and brochures.

• Embassy reserves all rights to it website and the affiliate pages.

• All updates to the Embassy website must be approved by campus pastor and Chief Communications and Marketing Officer

• All advertisements must be approved by Chief Communications and Marketing Officer

• All of Embassy’s branding assets are provided by the Communications and Marketing, which includes the logo and layout of letterhead, business cards, and envelopes.

• All printed materials must contain the official Embassy logo and any registered trademark symbols, and must reflect the Embassy overall theme.

• Any and all promotions should be referred to Communications and Marketing

All publicity generated must be in keeping with the values of Embassy overall.

Procedure

• Create strategies, releasing information and launchings to maximize press potential and any sponsorship recognition, keeping in line with Embassy Covenant Church International to make sure all press information is in keeping with the overall strategy and vision.

• Oversee and ensure timely announcements and publications are distributed for all local events and announcements.

• All public releases must be approved prior to release by Sr. Pastor.

Finance Policy and Procedures

The Chief Financial Officer (CFO) oversees the church’s finance activities. The CFO iS responsible for managing the financial actions of Embassy Covenant Church International (ECCI). Tracks cash flow and financial planning as well as analyzing ECCI’s financial strengths and weaknesses and proposes corrective actions. Serves the financial controller who handles everything related to cash flow, financial planning, and taxation. Plays a vital role in ECCI’s strategic initiatives and direction. The CFO assists the Senior Pastor and the Chief Operating Officer with the development of all financial recommendations as it relates to the financial health of Embassy Covenant Church International.

Financial Policies

• A budget will be prepared annually by the Finance Office and recommended to Embassy’s Executive Board for final approval.

• Embassy’s budget year will correspond with its calendar year, which is January through December.

• Any expenditures not represented in the current year’s budget, must be presented to the Executive Board and/or Finance Committee for evaluation and final approval. This policy ensures all capital and operating expenditures are approved by the Finance Committee prior to final purchase.

• All capital expenditures and expenditures $500.00 and over must be approved by the Executive Board.

• Approved and designated signers on the account are approved to sign expenditure requests under $500.00.

• Emergency action items will be brought to the attention of the Chief Executive Officer, who will attempt to call an emergency committee meeting immediately. If the chair is unable to gather a quorum (a majority of committee members), the chair has the authorization to approve an emergency expenditure, with an understanding that it may be declined after a full review.

• Financial statements will be generated once a month for review and approval by the Finance Committee and presented to the Executive Board. Prepared financial statements will include a Statement of Financial Position (Balance Sheet), Profit and Loss Statement, and Statement of Cash Flow. The Profit and Loss Statement must show an accurate comparison of projected and actual revenue and expenditures for the period being reported and year to date.

• Financial statements will be kept on file at the Embassy Office and available for dissemination upon request.

• All checks will be generated by Embassy’s Finance Office.

• Accounting records including vendor files, employee payroll records, and other fiscal records will be maintained by Embassy’s Finance Office.

• An audit will be completed at least annually by the Embassy Covenant Church International Certified Public Accountant as well as internal reviews of current policies and procedures to ensure practices are upheld.

• Any deviations from policy will be reported to the Chief Financial Officer and Executive Board for disciplinary action.

• All monetary collections received on the behalf or by the church will be collected by designated church officials.

• Non-church/ministry monetary collections cannot be received by a church official. It is recommended that any non-church/ministry collections be referred to non-officials.

• All monetary collections that are identified as restricted will be recorded as such and will be reserved as such.

• One bank account is currently maintained. Weekly deposits will be made to this account on a designated day by no more than two individuals. Bank statements will be received and reconciliation of the account will be done monthly prior to month end.

• Monthly and annual financial statement preparation will be completed by Chief Financial Officer. Reports will include an analysis of cash flow, statement of financial position, and profit and loss statements.

• Monthly and annual tax reporting will be completed by the Chief Financial Officer

• All required documentation including year-end completion of W-2’s, 1099’s, and members’ annual tax statements will be completed by the Chief Financial Officer

• Financial Reports will be prepared periodically to evaluate the financial health of the church and the progress of the financial objectives and make recommendations as appropriate.

• All Embassy Financial operations will be conducted at the Embassy Office.

• All Embassy Financial documentation will be housed in the Embassy Office.

• All accounts payable requests will be forwarded to the Finance Office for processing. An AP request must be submitted by completing a Check Request/Reimbursement form, which can be obtained from the Chief Financial Officer

Accounts Receivable Procedure

The purpose for this procedure is to ensure receivables for Embassy Covenant Church International are recorded appropriately and timely.

Procedure

• Weekly Tithe and Offering envelopes and forms must be recorded in the system within a 5 day period.

• All restricted contributions must be recorded as such.

• All accounting entry must be recorded appropriately and if there are any discrepancies, these must be noted in the notes section of the system as well as notification must be made to the Chief Financial Officer.

• Quarterly reports must be submitted to the Executive Board

Payments Procedure

• Bills, check requests, reimbursements are to be handled on a weekly basis on a designated day.

• All check requests and reimbursements are to be processed within 7 days of receipt.

• Only approved requests and reimbursements are to be processed.

• All documents are to be stored in the Embassy Office Finance file cabinet.

• All bills must be paid within our normal remittance period.

• All payouts must be recorded within the system appropriately.
