Residents rise against abuse BABALWA NDLANYA

EMBERS from different Networks, including Sonke Gender Justice, marched to Mbhashe Municipality in Dutywa to hand over a petition for the Premier of the Eastern Cape, care of the Mayor. With the petition they ask Government to come up with a new plan to fight abuse against women and children. The march was held on the day of the launch of 16 Days of Activism against Women and Child Abuse. The petition was handed to Mayor Nonceba Mfecane, who signed it. Mfecane said the Mbhashe Municipality is one of the municipalities facing a high incidence of abuse of women and children. “We are happy that today the community members of this municipality had decided to stand up and say ‘no’ to women and child abuse. As community members we have a responsibility to know our neighbours and sup-

port each other when there is a need to do so,” said Mfecane. Mfecane said it is very hard when they burry children who are killed mercilessly. Captain Mpumelelo Khwaza from the Dutywa Police Station said community members must come out and inform police about people who are selling drugs in their areas. “If you can work with us and inform us about those people who are selling drugs in our communities, we can manage to fight this problem,” said Khwaza. He said drugs are also increasing the high number of incidents where women and children are abused and killed. Media Manager for Sonke Gender Justice Network, Patrick Godana, said they wanted to be clear that Government have a responsibility to ensure that women and girls are safe in the hands of men. “We know that there are people who choose to be quiet about their matters, but surely if we can have a plan of how are we going to tackle this problem, surely they can also speak out,” said Godana.
Godana said sometimes the police fail to collect the evidence. According to him, this failure results in criminals being released due to a lack of evidence.
He said they were tired of empty promises and speeches. Godana said the Network is ready, but they want an inclusive plan from Government and don’t want to be isolated as an organisation.

Marking of matric papers commences REPORTER THE Minister of Basic Education, Angie Motshekga, has praised all those involved in the delivery of successful 2014 National Senior Certificate (NSC) examinations. She thanked teachers, officials and candidates for a smooth matric exam around the country which commenced on October 27 and ended on November 26. Motshekga said she was satisfied that the examinations had been conducted with integ-
rity and without serious problems, despite threats of protests in some parts of the country. The Department has commended the swift action of the Eastern Cape SAPS who acted promptly three weeks ago in relocating learners from one school to another, after protesters threatened to disrupt the examinations. The examinations were conducted well with no major incidents affecting the integrity or credibility of the examinations. A total of 688 660 candidates were registered to write the examination this year, of
which 550 127 were Full Time candidates and 138 533 were Part Time candidates. These candidates wrote their examination across 6 740 examination centres, where invigilation was conducted by an estimated 65 000 invigilators. A total of 258 NSC question papers for the November 2014 and March 2015 examinations were set by the Department of Basic Education and externally moderated by Umalusi. Marking commenced last Sunday, November 30, with 41 000 markers involved in the marking of the scripts at 118 marking venues
across the country. The marking of the 2014 NSC examinations will be concluded across all provincial education departments by December 18. All marks will then be captured on the computer system of the National Department of Basic Education in preparation for Umalusi’s standardisation processes to take place from December 21 to 23. The Minister will announce the 2014 NSC results on the January 5, but learners can collect their statements of results from their various schools on January 6, 2015 at 08:00.

Government assists with addressing food shortages PHINDILE GQELE THE Eastern Cape is one of the poorest provinces of South Africa, and hunger confronts many communities, particularly those in rural areas. With food insecurity being a challenge, various provincial state departments and public institutions, such as the Department of Social Development, Education, Health and Local Government are involved in the Food Security and Nutrition Programmes. Even though the number of stakeholders involved in promoting Food Security has increased over the years, the issue of food insecurity and malnutrition in the province remains a problem in both rural and urban areas. With this in mind, the Department of
Social Development, in collaboration with other government departments, held an annual food security and nutrition seminar in Mount Frere Town Hall recently. In the Integrated Food Security and Nutrition progress report issued by the Department of Social Development and the Department of Rural Development and Agrarian Reform, it was stated that the Department of Social Development has been involved in numerous projects including a Farmers’ day workshop on organic farming, food gardens and poultry. The Department of Rural Development and Agrarian Reform has undertaken a number of food security initiatives, including vegetable production units delivered at Kwangutyana Anti-Poverty site in Mbizana, vegetable production inputs and animal production delivered at Mandileni and poultry
production delivered at Bolani Anti-Poverty site in the Mhlontlo Local Municipality. A minimum of 12 municipal communities have benefited from this initiative. Speaking at the provincial food day event in Mandileni near Mt Frere, MEC for Eastern Cape Department of Rural Development And Agrarian Reform, Mlibo Qhoboshiyane, appealed to locals not to treat land as an ornament, adding that he was no longer in favour of food parcels. “We need to help our people to start producing their own food. We want to rather focus our resources on giving our people a kick-start to produce food than to give them food parcels all the time. We must preserve food parcels for catastrophic and emergency occurrences only,” said Qhoboshiyane. The MEC said the department distributed
seedlings, seeds, agriculture starter packs, fencing off communal land, construction of dipping tanks, provision of livestock improvement, and has helped with massive crop production to help rural communities start their own gardens as part of the its food security programme. The community of Mandileni locality said the seedlings from government helped a lot. Mandileni resident, Nophumlani Dakadana (51), said seedlings received from government have helped her to produce food for her nine children, while her husband is working at Lonmin in Marikana. “The seedlings we got from the government help us supplement our income and sell some of the products from the garden to the local churches and organisations. The rest is for domestic consumption,” she said.

BIZANA police are on a manhunt for three (3) suspects who made off with an undisclosed amount of money on Thursday, November 27, after robbing a business in town. A security guard was fatally wounded in the incident. It is alleged that at about 10.20pm three men entered the business premises in Bizana after close of business. During the robbery shots were fired inside the premises. It is further alleged that the armed men had kicked down the door of the store manag-
er’s house as he was living on the premises. They had allegedly forced the manager to open the safe at gunpoint, after which they took the money and fled. After they fled on foot, the manager activating the alarm. On arrival the police found the body of a fatally wounded security guard (40). Police recovered several 9mm cartridges. Madiba’s passing marked SIMBONGILE MDLEDLE THIS coming weekend will mark the first anniversary of the death of the former statesman Nelson Rholihlahla Mandela. Mandela, known as the father of the nation, passed away on December 5, 2013 at the age of 95 due to a recurring lung infection. According to the Xhosa custom, a year after the death of a person, a traditional ceremony should be held to mark his or her death. According to reliable sources within the Mandela family, a traditional ceremony called ukukhulula izila will take place in Qunu on December 7 during which occasion only AmaDlomo would be welcome.
It is said that not even government officials would be allowed to attend. A member of the family, who wished to remain anonymous, confirmed that ukukhulula izila will be conducted in Qunu and that a cow would be slaughtered. Express tried, without success, to get hold of Ndileka Mandela who apparently is organising the ceremony. A traditional expert, Nokuzola Mndende, said this part of ukukhulula izila (mourn) only called for the attendance of Mandela’s family members. In preparation of the ceremony they have to hold ibhunga (a caucus meeting) and discuss everything regarding the ceremony. The ibhunga will also be attended by family members only. “The cow should be slaughtered
very early in the morning, because everything needs to be finished on the day. If there is meat left, it must be cooked on the same day and be eaten the following day. Any colour cow, except black, may be slaughtered. Normally no other food is prepared and the family only eats meat until the ceremony is concluded,” said Mndende.

Committee satisfied with National Minimum Wage REPORTER THE Portfolio Committee on Labour has voiced its satisfaction with the public hearings on the national minimum wage held in the North West province, last week. The Chairperson of the Committee, Lumka Yengeni said the input from mineworkers in both Klerksdorp and Rustenburg is crucial and will be included in the Committee’s final
report. “All the processes happening around the national minimum wage at National Economic Development and Labour Council (Nedlac) will eventually come to the Portfolio Committee for consideration,” said Yengeni. The Parliamentary process and the Nedlac process as led by the Deputy President are not mutually exclusive. She said both processes will inform whatever decision the Committee arrives at.
Ndedwa said this is really affecting the growth of the business, advising government to stop it as it also jeopardised the lives of the business owners. “Government cannot say, it empowers people while its departments or government itself pay service providers very late. Most emerging businesses fail to grow because of the late payments. Just imagine you use the last cent of your business expecting the government to pay you soon after the job is done, only to find you get payment after some months while your workers are also looking at you to get their salaries,” he said. Ndendwa was addressing the business community of the OR Tambo in Mthatha recently. He said this action by government caused unbearable stress to the owners of businesses. He mentioned two business people who
committed suicide due to the lack of payment from the government. He mentioned one in KwaZulu-Natal and one in the Eastern Cape. Nevertheless, he also called on black-owned businesses to create a conducive atmosphere and find a way to work together in order to get support from the government. He said most of the black-owned businesses didn’t have capacity. He said business people must also stop fighting with presidency positions; instead they must combine these many organizations into one organization. “Let’s find a way to work together, using our strengths to deal with weakness.” He was very sad that there were no black business people who owned shares in the Johannesburg stock exchange. “We do not even own 10% in the Johannesburg stock exchange. Why?” He also condemned the corruption which was taking place in government departments regarding the issuing of jobs or tenders. “Corruption undermines the state’s procurement policy and black empowerment.”
Police advise children to stop swimming in deep rivers REPORTER POLICE Officers are advising that children should not swim in deep rivers and dams if they are not trained to swim. Police Spokesperson, Captain Jackson Manatha, issued this warning following the tragic drowning of Manelisi Phithi (11) while he was swimming in the Qhora River at Lubobo Location in Ngunduza Village in Centane on November 22.
It is alleged that the deceased was swimming with his twin brother and their friends. “His twin brother and friends managed to swim to safety, got out of the river and alerted the elders who informed the Centane Police,” said Manatha. He said the body of the deceased was recovered by East London Police divers in the dam on November 23. Centane Police have opened an inquest docket for further investigation.

Marathon a highlight on national and international calendar NCEBA DLADLA THE 2014 Heroes Marathon, a Transkei flagship event which will take place in Mthatha on Tuesday 16 December, was launched at the Boardwalk ICC last Thursday. The event, according to MEC for Sport, Recreation, Arts and Culture Pemmy Majodina was started in 1999 in the former Transkei. “The event is a vehicle to commemorate heroes and heroines coming from the Eastern Cape, The Home of Legends, and is celebrated on the Day of Reconciliation,” said Majodina during the launch. Explaining why the event was launched in
Port Elizabeth, while it was taking place in Mthatha in the King Sabatha Dalindyebo Municipality, the MEC said, “We are one province. “This is not a Transkei, but an Eastern Cape event which is open not only to Eastern Cape-based athletes but to others from across the country and including SADC countries like Lesotho, Botswana and Malawi.” Furthermore, according to Majodina, they wanted to dispel the myth that government did not sponsor events of such magnitude taking place in the Transkei and that road running was for urban areas only. The DSRAC sponsored R2 million Heroes Marathon is aimed at attracting a mixture of tourists to the province as it is linked to the
Liberation Route which touches base at Qunu where former State President and liberation struggle hero, Nelson Mandela’s world heritage burial place is, said Majodina. She added that this year’s race would be the first since the passing of late former President Nelson Mandela. “Madiba used to support this marathon, hence we have not changed its start in Qunu,” said Majodina, adding that they were encouraging mass participation in this sporting event, since sport was a catalyst for nation building and social cohesion. She said the event, which promotes a healthy life-style, will call for a generational mix involving the youth, veterans, masters
and grand masters. “There is something exciting for the athletes as well,” said MEC Majodina about the huge prizes on offer. Prize money will be equally split between men and women: R90 000 for men and women who come first, R30 000 for coming second and R20 000 for third position in the 42,2 km. “The Heroes Marathon will be a family event with a fantastic, jam-packed entertainment programme. The organisers expected 2 000 participants in the 42,2 km, 10 km and the 5km races this year compared to the 1000 that registered last year. The 5km fun run was described as a family event which will encourage finishing, rather than competitive running.
