Traffic stop leads to pursuit STAFF REPORT NEWS@COUNTYSTAR.COM

On Sunday, March 3, at 10:33 p.m., a Chisago County deputy attempted to conduct a traffic stop on a vehicle with improper registration on the license plate. The vehicle did not attempt to pull over and eventually accelerated in speed. The pursuit began on Interstate 35 in Rush City headed southbound. The driver exited at Harris and headed west. He continued to flee and the pursuit went through county roads in Fish Lake Township, Nessel Township and eventually through downtown Rush City. The driver continued north through Rush City and into Pine County. The vehicle went east on State Highway 70, and one deputy was able to perform a precision immobilization technique, causing the vehicle to fall into a ditch. The driver, identified as Jonathan Henry Rojas, 37, was taken from the vehicle and into custody. Rojas has a driving history involving several DWI and traffic violations and was driving with a revoked license. His history also includes a felony warrant for alleged burglary out of Pine County. He was booked into Chisago County Jail and charged with fleeing a motor vehicle and driving after revocation. The overall pursuit extended over about 31 miles and lasted 19 minutes.

Construction bids for the proposed jail facility in Chisago County were returned Mar. 29, and the final proposal will go to the board by the end of April. City Administrator Bruce Messelt reported that the proposed project will most likely come in under budget at an estimated $23.9 million. The County Board made the decision to pursue a grant from the State to cover half of the budgeted price tag: an estimated $12 million. A formal hearing was held at the State

level on Saturday, March 2, for the proposal, and County Commissioner George McMahon and other county officials have been speaking with members of the Senate and House about the project. “We’re in as good a position as we can be with the State,” Messelt said. “But we don’t have control over their spending, and there is some reluctance to spend a lot of money.” Chisago County’s jail was deemed “structurally and functionally obsolete” by the State of Minnesota in terms of cell size and overall space back in 2008, Messelt said. A new jail

has been in the works since then, and the 2016 budget finally allowed for the project to get underway. Currently, Chisago County is sending prisoners to other county jails because of their lack of space and resources, a practice that raises costs on its own. Messelt believes that because the county is currently spending that much on moving prisoners, some of that money can be put towards the building of a new jail.
