FOCUSED ON THE FUNDAMENTALS WITH A $51.4 MILLION INVESTMENT Isaac Regional Council remains focused on the fundamentals of infrastructure and service delivery which enhance the liveability and connectivity of the region’s communities, underpinned by a $51.4 million capital program in 2019-20. Mayor Anne Baker said Council’s Budget, adopted on Tuesday, would be directed to improving infrastructure and supporting active and attractive communities, and included: $27.4 million for roadworks, $6.2 million for water projects, $5.8 million for wastewater services, $3.2 million to waste management and $5 million to community facilities. A further $2.4 million has been allocated to plant, fleet and workshops, $515,000 for internal services and support and $833,000 for parks and recreation. The Budget also includes provision of $2 million for projects to improve the quality and sustainability of Clermont’s water supply. “In 2019-20, we have committed $1 million towards a new five-megalitre treated water reservoir for Clermont, which will be constructed at a cost of more than $3 million over the next two years,” she said. “A further $1 million will deliver stage one of the Theresa Creek Dam water storage project, funded with assistance of $900,000 from the Queensland Government’s Local Government Grants and Subsidies Program towards the $1.5 million cost of stages one and two. “Stage one will increase storage capacity and remove the buildup of silt at the water intake tower. Both projects deliver on our commitment to the Clermont community through our action plan to enhance the quality of the local water supply. “The $16 million Pasha Road upgrade will be completed in 201920 with the State Government providing a further $13 million to pave and seal the remaining gravel sections of the road between the intersection with Eaglefield Road to the intersection with Riverside Mine Road,” she said.

Other key road projects include $2 million to deliver Stage Two of the Mills Avenue rehabilitation in Moranbah, funded through the Australian Government’s Roads to Recovery Program. In addition, there is $1.5 million to rehabilitate a 2.5-kilometre section of Golden Mile Road and $1.3 million to pave and seal sections of Mackenzie River-Capella Rd, both co-funded under the State’s Transport Infrastructure Development Scheme. Mayor Baker said Council continued to strongly advocate to higher levels of government for a fair share of funding to provide critical infrastructure to support the residents and industries of the Isaac. “Our community’s infrastructure assets help underpin an Isaac resources sector responsible for generating almost half State’s royalties revenue. An investment in our region by government is an investment in the industries which generate billions in wealth for our nation,” she said. “We have successfully partnered with the Queensland and Australian governments, as well as industry stakeholders, to deliver critical projects including not just the NDRRA program, but also the Queensland Government co-funded Moranbah Reservoir and Associated Works project and the Dysart Water Treatment Plant Upgrade, as well as the replacement of Cherwell Creek Bridge under the National Bridges Renewal Programme.” Mayor Baker said 2019-20 would see the completion of the jointly funded $7.1 million Nebo Water Supply Project, funded under the Queensland Government’s Building our Regions program. “Delivering critical infrastructure continues to be our top priority,” she said. Mayor Baker said $1.59 million in funding from the State Government’s Works for Queensland program would deliver improvements to community halls and facilities regionwide.

CR JONES’ COLUMN My gosh, could it get any colder of late. Hopefully by the time you read this the cold snap has passed. If not, guess we will just have to keep rugging up. All I am thankful for is that we have had the shortest day of the year so I always think that when this day has passed then summer will be on its way. Axel has decided that the warmest part of the house at night is at the foot of the bed. This would be ok if he were a little dogm, but Axel has not been a little dog since he was two months old. Having said that I must admit that his diet is not going so well. However, I feel that it could be my fault not his. After all we are the ones that find it very hard to say “no” to him. Oh well, just have to keep trying to toughen up. It has been rather busy since last update. Few trips to Moranbah, camp drafts, meetings in town, football, outings with the Montcler residents, final judging of our showgirl representative who will be travelling to the Brisbane exhibition to represent the Highlands. A big congratulations to Lyndal Tuttle who won the final and I know she will do our town proud in Brisbane. Our other big winner was James Warren who will be representing us at Brisbane as the Rural Ambassador. I am fairly certain that Lyndall will talk his ear off on the journey to the Ekka. I must also congratulate our local vet Brendan who showed his skill at being the Master of Ceremonies.
Brendan was our 2016 State finalist Rural Ambassador and people’s choice so he was an ideal choice for the job. Well our bat fence has been taken away at last. It certainly makes that part of the lagoon and park look far more spectacular. These few cold mornings will start to brown up some of our green areas but our overall parks and gardens look absolutely beautiful. Big, big thank you to all our parks and garden staff for keeping our town looking so well kept. I get a lot of comments from travellers who are always keen to make favourable complements about our lovely town. I hope everyone has noticed the new footpaths at the top end of the main street. This was done primarily as a safety precaution due to the unevenness in some parts. It also doesn’t hurt that it looks a lot nicer being concrete and not a mixture of different surfaces. I know it was a bit of an inconvenience while it was being done, but the end result surely makes it worthwhile. Marg S has been coming with me to nearly all the functions/events that I attend. She will probably get sick of coming with me to some of the events, but while it lasts it has been great. Well that’s about it for now. Until next time ......Lyn

DIVISION 1 - CLERMONT RURAL & GLENDEN In 2019-20, Council will invest $1 million to improve the sustainability of the water supply at Theresa Creek Dam. This will deliver stage one of Council’s water storage project, funded with assistance of $900,000 from the Queensland Government’s Local Government Grants and Subsidies Program towards the $1.5 million cost of stages one and two. Stage one will increase storage capacity and remove the build-up of silt at the water intake tower. Theresa Creek Dam is also seeing an investment of $60,000 to refurbish amenities, ensuring the dam continues to be an aquatic drawcard for locals and visitors alike. The $16 million Pasha Road upgrade will be completed in 2019-20, with the State Government providing a further $13 million to pave and seal remaining gravel sections of the road between the intersection with Eaglefield Road to the
intersection with Riverside Mine Road. A further $800,000 from the Australian Government’s Heavy Vehicle Safety and Productivity Program will construct 18 drainage structures on the route. Rural roads in the Division 1 come away with money for improvements in 2019-20, with $245,000 committed to Glenden roads and an additional $1.065 million for rural roads across Isaac. Pioneer Road, Bulliwallah Road, Laglan Road and also winners in the $3.3 million Isaac regional rural gravel resheeting program. $110,000 has been allocated to rejuvenate Glenden’s pool, while new shade covers would be installed over play equipment in the town centre. In Glenden, Council will be installing litter fencing around the landfill at a cost of $98,000 to improve the amenity of the area. CR GREG AUSTEN

Council has worked hard to deliver a 2019-20 Budget we believe reflects the best interests of the communities of our region. It is a Budget which demonstrates an appreciation of the cost of living pressures affecting Isaac households. This year’s Budget reinforces our continued focus on the fundamentals of good local government; delivering the critical Infrastructure and Services our region needs to support Active and Attractive Communities. Our financial settings and programs for the coming year form the basis of a truly ISAAC budget. Importantly, this Budget continues Council’s commitment to sustainable and prudent financial management. Independent assessment of Council’s fiscal position by the Queensland Audit Office continues to rank Isaac Regional Council as having a low risk of financial sustainability concerns. In 2019-20, the increase in general rates and utility charges(waste, sewerage and disaster management) will be held at just 1.5%.
This year our $51.4 million capital budget will be directed to improving infrastructure and enhancing liveability across the region. Our expenditure will include: $27.4 million for roads and drainage, $6.2 million for water projects, $5.8 million for wastewater services, $3.2 million to waste management, $5 million to community facilities and $833,000 to parks and recreation.

PUBLIC NOTICES CLERMONT WASTE WATER MAINS CLEANING AND CCTV RECOMMENCED Clermont residents are advised Council have recommenced waste water mains cleaning and CCTV inspection throughout the township as part of its commitment to improve waste water removal service quality and delivery. WHAT ARE WE DOING? • Council has engaged contractor Relining Solutions to undertake specialised cleaning of waste water mains in Clermont and conduct CCTV inspection of all waste water mains in the township. • The Relining Solutions cleaning process involves cleaning waste water mains using steam cleaning technology. Once the mains are clean a CCTV camera will be used to conduct inspections of all waste water mains. WHEN IS IT HAPPENING? To minimise disruption to households these works will be undertaken:

It is advised that a 5 to 10 kg weight be placed on top of your toilet lid to minimise any affects. • A hand delivered notice of when your street will be done will be issued 2 days prior to any cleaning activity this will also include if any vehicle access to your property may be required. • To ensure the safety of motorists and pedestrians, appropriate signage will be in place, where necessary. WATER METER READS ACROSS ISAAC - JUNE AND JULY Isaac Regional Council’s water meter readers will begin in June to record the water consumption for upcoming water notices. To help ensure the charges are accurate, efficient and reliable, the manual water meter read project will take place across Isaac between the hours of:
6am to 6pm Monday, June 17 to Friday, July 12 The program will not be operating during public holidays and weekends. This is in preparation for the water notices to be issued for the period of January 15, 2019 to June 30, 2019. This notice is expected to be sent to ratepayers in August.
All meter-reading contractors will carry official Council identification. Authorisation to undertake the water meter reads is under Section 37 of the Water Supply (Safety and Reliability) Act 2008. Council has MiWater, a website where residents can sign up to receive water consumption information. Residents can set email and SMS alerts and be notified of water leaks and high consumption within days of occurrence, see www.isaac.qld.gov.au/miwater. BABY BOUNCE, STORY TIME AND CRAFT CELEBRATING NAIDOC WEEK We are celebrating NAIDOC Week with Indigenous Art-inspired craft sessions during the school holidays. NAIDOC Week will be held from 7 – 14 July and is a celebration of the Aboriginal and Torres Strait Islander cultures. All Isaac Libraries have received a large, wooden Australian animal to be made into an artwork. The Clermont Library has an emu to decorate. Children are invited to come along to the library on Thursday, 11 July, between 2pm and 3pm, and help paint the emu. Children will also design and paint their own NAIDOC Week-themed art piece to keep.
HOLIDAY FUN AT THE LIBRARY STEM and craft sessions to help keep the children entertained during the holidays are being held at the Clermont Library. STEM sessions with Osmos Kits will be held on Wednesday, 3 and 10 July, from 2pm – 3pm. Using apps on an iPad, children can draw, solve puzzles or play games on math, coding and spelling. A craft session with felt will be held on Thursday 4 July, from 2pm – 3 pm. The school holiday STEM and craft sessions are for school age children and bookings are essential.
KEEP ENTERTAINED WITH KANOPY
The Clermont Library runs several weekly children’s sessions. They are a great way to connect with other parents with young children. BABY BOUNCE (0-2 years) Come along on Thursdays from 9.30am to 10am. Baby Bounce is a chance for parents to interact with their child through movement, music and song. STORY TIME AND CRAFT (0-5 years) This is held on Tuesdays and Fridays from 9.30am to 10.30am. Bright, vibrant picture book tales come alive when read by library staff along with a simple craft activity which helps enhance fine motor skill development.
