ISAAC REGION CELEBRATES ITS COMMUNITY CHAMPIONS
A Vietnam Veteran helping keep the Anzac spirit alive, a community-minded school captain and dux, and a theatrical tribute to the music of the 80s have been honoured with the Isaac region’s top Australia Day Awards for 2019.
In a celebration of pure people power, award nominees for Citizen of the Year, Young Citizen of the Year and Community Event of the Year from across the Isaac region, spanning some 58,000sq km from the coast the coalfields, were recognised at a civic ceremony in Moranbah last Friday night. The evening event was a first for the Isaac region, with regional award nominees and winners previously announced in their home communities as part of local celebrations. “This was an opportunity to elevate the recognition of our regional award nominees – the quiet achievers, unsung heroes and local champions who help our communities to thrive – by collectively celebrating their contribution to the civic, social, cultural and sporting fabric of the region,” Isaac region Mayor Anne Baker said. “I couldn’t hazard a guess at the combined hours of community service devoted by our 21 nominees for Citizen of the Year, five nominees for Young Citizen of the Year and 14 nominees of Community Event of the Year. “Isaac is helping to energise the world through isaacrcouncil our wealth of resources from coal to cattle and cane, ISAAC.QLD.GOV.AU | 1300 ISAACS (1300 47 22 27) isaacregionalcouncil

but we are also blessed with the greatest resource of all, our pure people power.” Vietnam veteran Richard Crabb from Ilibilbie on the Isaac Coast was named 2019 Citizen of the Year for his efforts in keeping the Anzac tradition alive by organising the annual dawn service on Greenhill Beach. What started as a small fireside gathering of friends in 2002 has now grown to a community event which attracts more than 200 people annually. “Greenhill’s Anzac Day dawn service is an absolute credit to Richard for his continued work and dedication for a day of remembrance close to his heart,” Mayor Baker said. Clermont’s Bailey Richardson was announced as Young Citizen of the Year. The teenager was school captain in 2018 and class dux in her final three years of high school. She has represented her school and community in a range of sports and is actively involved in the Clermont community through a number of organisations, including the pony club. Last year, she carried the Queen’s Baton during the Clermont leg of the Queen’s Baton Relay. “She is a role model to her peers and a shining example to rural youth of what you can achieve if you have a go,” Mayor Baker said.

PUBLIC NOTICES CLERMONT LIBRARY PARK TEMPORARY CLOSURE Isaac Regional Council advises Clermont residents that it has closed the Herschel St park area adjacent to the Jacki Finger Library due to localised ground subsidence caused by an infrastructure failure. This was caused by the collapse of an underground water tank on the site and the impact is limited to this area only. Council is working to repair the affected area and return the park to service as quickly as possible. Council requests that people remain clear of the fenced off work zone for safety reasons until rectification works are completed. We apologise for any inconvenience caused.

PUBLIC NOTICE CLERMONT WATER MAINS CLEANING COMMENCING 4 FEBRUARY 2019 Clermont residents are advised Council will be undertaking water mains cleaning throughout the township as part of its commitment to improve water service quality and delivery. WHAT ARE WE DOING? •
Council has engaged contractor NO-DES International to undertake specialised cleaning of water mains in Clermont.
•
The NO-DES flushing process involves cleaning water mains using mobile filtration technology that uses far less water than the traditional method of mains flushing.
WHEN IS IT HAPPENING? •
To minimise disruption to households these works will be undertaken:
Between 8.30am – 5pm on weekdays 4 February to 15 February
WHAT TO EXPECT Council will be working closely with our contractor to minimise any impacts of this work on your water supply. Vehicle access to your property will not be affected although minor traffic disruptions may be experienced. To ensure the safety of motorists and pedestrians, appropriate signage will be in place, where necessary. The flushing of the water network will remove any sediment and mineral build up on the internal walls of the pipelines, with the outflow filtered and returned to the town water supply. However, households may notice a temporary reduction in water pressure and/or some discolouration of your water due to dislodged sediment. If discolouration occurs, please: •
Turn on the tap nearest to the ground level (usually an outside tap)

Allow it run for up to five minutes until water runs clear. Households are encouraged to use this water on lawns and gardens.
REPORT A PROBLEM We apologise for any inconvenience this may cause and thank you for your patience and understanding as this important work is carried out to maintain the quality of your water supply. CLERMONT WATER ISAAC REGIONAL COUNCIL UPDATE Our Water and Waste directorate is dedicated to achieving long-term outcomes which meet the expectations of our communities through the improvement of infrastructure, service delivery and products, including drinking water quality and recycled water opportunities.
In the long-term, the town of Clermont is in need of a 5ML clear water storage reservoir and valves to isolate problems from the rest of the network. On November 20, Council approved a letter seeking further funding on desilting the Theresa Creek Dam.
As discussed at November’s Clermont Water InfoShare, property owners can expect to see a credit applied to their next water notice and/ or rates notice to recognise the recent period of exceptional circumstances in Clermont. These notices are expected to be mailed from February 12, 2019.
MOVING FORWARD We’ve been able to work in partnership with the State Government to get water upgrades for Dysart and Moranbah. We want the same for Clermont.
Council will apply the remission as a financial adjustment to the property owner’s water account. How are we doing this? The number of days the event lasted, divided by the number of days in the year, multiplied by the normal charge for the service.In the case of Clermont, the event lasted 16 days. If the water account has been paid in full, a credit will be applied to the property and recognised on a subsequent notice. If you have any questions in relation to the remission please call us on 1300 47 22 27. The payable water notice has been issued for the period July 1, 2018 to December 31, 2018. Residents are encouraged to pay before 5pm on March 15, 2019. WHAT WE’VE DONE In December 2018, Council installed flow sensors and controls to the Clermont Water Treatment Plant. These measures will ensure poor quality water will be identified and the plant shut down immediately so operators can make necessary adjustments to treatment processes. This will also prevent water delivery into the town water supply until water quality is at a high level. The riparian valve is now reinstated and working when there is flow over the spillway.
Clermont currently faces a range of challenges relating to water supply security. This also includes our ageing infrastructure that requires upgrades and extensions. We have developed the Clermont Sustainable Water Framework in January 2018. This was in partnership with the Federal Government where we undertook a Clermont Sustainable Water Study. Council has been working vigorously behind the scenes on a plan for Clermont in the past 18 months. We have not been waiting until something went wrong. With what Clermont residents shared on November 28, we are going to take these concerns to the State and Federal levels of government that this needs to be fixed. And that we need their financial support to make this happen. We’ve been working hard behind the scenes advocating for $7.5 million to fund the Theresa Creek Dam projects. We are currently undertaking a feasibility study on the Clermont water supply bores. This document outlined the required upgrades for water infrastructure in Clermont. It’s very clear to Council, that in order to realise our plan for the future, we will require the continued support of government to deliver these projects. WHAT HAPPENED? About 90% of the Isaac region is presently drought-declared, including Clermont and the catchment which supports Theresa Creek Dam. Prior to significant rainfall on October 30, Clermont had been subject to level two water restrictions. Inflows into the dam were such that the spillway overtopped. Unfortunately this storm event and subsequent rainfall washed large volumes of sediment and organic matter into the dam, which supplies the Clermont Water Treatment Plant. This impacted the overall quality of raw water supply to the water treatment plant and Council operators have continued to adjust treatment measures to address this. High sediment levels in the raw water supply caused a chemical pump that was set up to cope with this turbidity failed on November 16, 2018.Whilst the supply was still treated, the turbidity passed into the distribution network. This issue was addressed by operational staff as soon as practicable. When the pump was restarted manually, it addressed the turbidity issue, but the chemical mix created a discoloration of the treated water. The chemicals used are tasteless and odourless, harmless to human health, but in quantity do discolour water. When the water is discoloured water Metals such as iron and manganese occur naturally in water. Iron and manganese are not always completely removed during the water

treatment process and can slowly accumulate in the pipe. When this accumulated material is disturbed, it can cause discoloured water through your tap. This can last for several days however, if this is the cause, the water is usually safe to drink. In relation to the November issues in Clermont, if you have any concerns, please call us on 1300 47 22 27 as we’re here to help. When there is dirty water Where Council is undertaking planned maintenance works, we will notify residents ahead of time, however unexpected events such as mains breaks or fire-fighting may result in dirty water. This may be due to deposits that build up over time in the pipes being disturbed by the change in the water flow rate and direction. If you experience dirty water, run the tap closest to the water meter for five minutes and your water should run clear. If not, avoid using the dishwasher or washing machine during this time and call Council on 1300 47 22 27. HOW YOU CAN HELP Council appreciates that the community are understandably concerned about the water discolouration. The community are entitled to expect quality drinking water and Council shares that expectation. The water quality seems to have improved however if there is anyone with continued discolouration or dirty water to please call 1300 47 22 27 so it can be lodged and actioned.

There are Library Lovers events for everyone, from the Littlest Library Lovers to Adult members. Each Isaac Library will hold a week prize draw for borrowers with draws for Little Library Lovers, Juniors, Teens and Adults. SPOTLIGHT ON AUTHOR Robyn Carr is an American romance novelist. She studied nursing in college and married her high school sweetheart just before he left for the United States Airforce. Carr followed her husband from base to base and was never able to pursue a nursing career. She turned to reading romance books to distract herself during a difficult pregnancy and decided to write her own romance novels.

Construction work on Clermont’s new BMX track is well underway, supported by $200,000 from the State’s Government’s Works for Queensland program. The $445,000 project, co-funded by Council, is expected to be completed in March.The new BMX track will be a welcome addition to the Clermont sporting precinct, which has previously benefited from Works for Queensland funding to renew our hardcourt facilities. Works for Queensland is an important partnership between state and local government. This project will provide yet another venue for the youth of our wonderful region to enjoy a healthy and active lifestyle.

Calling all local artists, arts workers and community groups in the Isaac region! Round Two of the RADF grants program is now open. We’re investing in creative and cultural experiences through the Regional Arts Development Fund (RADF) which strengthens regional communities, boosts cultural tourism, and enhances the quality of life in rural and remote towns and cities. RADF is a partnership between the Queensland Government and Isaac Regional Council to support local arts and culture in regional Queensland. To apply for a RADF grant visit www.isaac.qld.gov.au and download an application form and the guidelines or phone 1300 ISAACS (1300 47 22 27) to speak with the Arts and Cultural Development Officer.
