DICT's Journey

As the newly designated Regional Director of the DICT Region IV-A (CALABARZON), effective February 2024, following Department Order No. 003 Series of 2024, it is my honor and privilege to work with and serve the people of CALABARZON.

Reflecting on the region's ICT successes in 2023, on behalf of our DICT regional team, I want to express our heartfelt appreciation to former Regional Director Cheryl Ortega. Under her dedicated leadership, Region IV-A witnessed significant progress in the field of ICT. Her passion and commitment have truly left a lasting impact on our department’s efforts to bridge the digital divide and elevate the technological landscape of our communities.

In 2023, CALABARZON experienced unprecedented growth in the digital sector, made possible through the collaborative efforts of our dynamic team and the unwavering support of our stakeholders. We saw increased connectivity, the expansion of digital infrastructure, and the implementation of innovative projects aimed at enhancing the lives of our constituents.

As we look to the future, our vision for DICT Region IV-A is rooted in a commitment to strengthen the DICT’s role in this transformative era, where technology plays a pivotal role in shaping the way we live, work, and connect.

BAGONG PILIPINAS SERBISYO FAIR

The Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON) played a crucial role in the recently concluded Bagong Pilipinas Serbisyo Fair (BPSF) held on November 4-5, 2023 at Laguna Sports Complex, Santa Cruz, Laguna, to bridge the digital divide and uplift communities through technology. Recognized as the nation’s largest service caravan, the BPSF, spearheaded by President Ferdinand Marcos Jr. and House Speaker Ferdinand Martin Romualdez, epitomizes a commitment to inclusive progress and national service, with collaboration from the Presidential Communications Office and the House of Representatives.

The objectives of DICT Region IV-A (CALABARZON)’s participation in the BPSF were multifaceted. Firstly, the department aimed to ensure seamless internet connectivity for national agencies, facilitating the effective

execution of their mandates. Secondly, it provided direct assistance and guidance to beneficiaries on various DICT services, including digital signatures and cybersecurity. Lastly, it actively promoted eGOVPh initiatives such as the adoption of the eGOVPh Super

App to augment government services.

During the inaugural day of the fair, DICT Region IV-A (CALABARZON) representatives manned booths, offering hands-on assistance and guidance to visitors. Concurrently, they conducted cybersecurity and digital literacy training sessions, equipping attendees with essential skills to navigate the digital realm securely. A significant highlight of the day encompassed the ceremonial turnover of equipment donations, which was pivotal in bolstering technological infrastructure across various sectors. The contributions included Digital Transformation Center (DTC) Level 1

Equipment allocated to the City Government of Biñan’s Technology Empowerment for Education, Employment, Entrepreneurship, and Economic Development (TECH4ED) three (3) laptop computers with accompanying accessories designated for the local government unit (LGU) of Tech4ED Center, and four (4) tablets complete with wireless keyboards designated as well for LGU Luisiana Tech4ED Center. Furthermore, two(2) tablets, each accompanied by wireless keyboards, were allocated to both the Bureau of Jail Management and Penology (BJMP) Santa Rosa City Jail-MD and the Department of Health (DOH) Region

DICT Region IV-A (CALABARZON) joins the fifth stop of Bagong Pilipinas Serbisyo Fair in the province of Laguna

IV-A, respectively. In addition, thirty-five (35) scholars from various parts of Laguna were presented with vouchers entitling them to a free Digital Jobs PH (DJPH) Technical Training on General Virtual Assistance Course, underscoring a commitment to fair access to educational opportunities and technological resources.

On the concluding day, DICT Region IV-A (CALABARZON) maintained an active presence, providing ongoing support at their booth, and assisting twenty-one (21) individuals with installing the eGOVPh app.

Additional cybersecurity and digital literacy training sessions were conducted, further empowering thirty-three (33) participants with indispensable digital skills. Simultaneously, advocacy efforts persisted, underscoring the transformative potential of digitalization, while steadfast Wi-Fi provision guaranteed

the smooth operation of activities and services which served a total of twenty-nine (29) agencies and organizations.

The BPSF serves as a poignant reminder of the government’s steadfast commitment to serving the Filipino populace. Significant strides toward digital inclusivity and societal empowerment are realized through collaborative efforts exemplified by agencies like DICT Region IV-A (CALABARZON). As the nation embarks on its journey towards progress, the BPSF stands as a symbol of hope, bridging gaps and delivering essential

CERT TRAINING OF TRAINERS AND HACK4GOV REGIONAL COMPETITION 2023:

UNVEILING THE CHAMPIONS OF CYBERSECURITY IN REGION IV-A

In an electrifying showcase of talent and ingenuity, students from Region IV-A (CALABARZON) descended upon the serene backdrop of Sol Y Viento Mountain Hot Springs Resort for the highly anticipated Hack4Gov Cyber Challenge 2023. This captivating event, held last September 12, 2023, unfolded as a battleground where the brightest minds in cybersecurity clashed in a series of enthralling Capture-the-Flag (CTF) challenges. The event received an overwhelming participation of 12 teams from 11 different schools in the region. Each team is composed of 4 members.

Amidst the fervent competition, three (3) exceptional teams emerged as the torchbearers of excellence:

Domie’s Watchdogs - Siena College of Taytay

Meanwhile, one individual stood out among the participants, Winmari S. Manzano from TEO: The Erudite Ones team of St. Dominic College of Asia, whose stellar performance earned the accolade of Highest Individual Scorer. Manzano’s achievement not only underscored their remarkable talent but also highlighted the exceptional caliber of the participants in the competition.

As the regional stage concluded, SB53-National University Laguna emerged as the undisputed champion, poised to carry the banner of Region IV-A (CALABARZON) into the national arena. Their

journey culminated in the Hack4Gov National Finals, held at the prestigious Manila Grand Opera Hotel from October 15 to 17, 2023. Here, amidst the vibrant atmosphere of the capital city, SB53 once again triumphed, securing victory in the Hack4Gov Team Video Introduction category.

Beyond the riveting battles and strategic maneuvers, the Cybersecurity team also conducted CERT Essentials Training of Trainers (TOT) last September 11, 2023. This was participated by 17 National Government Agencies (NGAs) and Local Government Units (LGUs) in the region. The training was spearheaded by the DICT National Computer Emergency Response Team.

The CERT Essentials TOT Course equipped participants with the necessary skills in securing the digital landscape. They delved into CERT operations, collaborative practices like threat information sharing, and the common attacks they’d face. Through in-depth threat briefings, tabletop exercises, and explorations of cybersecurity playbooks, participants gained the knowledge and practical skills to train others to effectively combat cyber threats. This intensive program covered setting up a CERT team, navigating the incident response lifecycle, and even explored establishing critical points-of-contact for enhanced defense.

The success of the Hack4Gov Cyber Challenge 2023 and CERT Training on Trainers was made possible through the steadfast support of the Department of Information and Communications Technology (DICT) Region IV-A CALABARZON and the esteemed partners. Together, we have ignited a spark of passion for cybersecurity, illuminating the path for a digitally secured Philippines.

CALABARZON Cybersecurity Caravan

The Department of Information and Communications Technology (DICT) Region IV-A through the Cybersecurity Bureau has demonstrated its strong commitment to fostering cybersecurity awareness amongst various sectors and offices within and beyond CALABARZON as reflected on the sixty-nine (69) advocacy campaigns concluded by the team in 2023, reaching 17,272 individuals (9,423 Male, 7,849 Female) from the combined physical and virtual conducts.

Joining the call for the Cybersecurity Bureau’s #CyberSafePH, most of the cybersecurity campaigns of the region covered topics on basic cybersecurity awareness, orientation on the SIM Registration Act, and the Data Privacy Act. Additionally, a special webinar series that targeted different sectors every week of October in celebration of Cybersecurity Awareness Month was conducted. During this month-long celebration, the DICT Region IV-A Cybersecurity partnered with PLDT Inc., in designing each webinar conduct tailor-fitted for Regional Line Agencies (RLAs), academe, MicroSmall and Medium-sized Enterprises (MSMEs), and the Local Government Units (LGUs) for the first to fourth week respectively.

In the continuation of the regional office’s Cybersecurity initiative, which started in April 2022, the CALABARZON CyberTalks sessions were increased and continued in 2023. A total of nine (9) webinar sessions attended by four thousand two hundred forty-one (4,241) individuals (2,515 Male, 1,726 Female) were extended by the team to agencies and LGUs in CALABARZON, on top of its public reach made possible by streaming the sessions via Facebook live on the regional office’s Facebook page (@dictr4a). The CALABARZON

CyberTalks is one of the DICT Region IV-A’s initiatives crafted to proactively empower and foster a culture of online awareness, education, and knowledgesharing. This is achieved in collaboration with partners and individuals from private and public institutions who were tapped as subject matter experts in delivering cybersecurity topics for the audience.

In December 2023, the team started another initiative, the CALABARZON Cybersecurity Caravan, featuring back-to-back sessions on Cybersecurity Awareness and Philippine National Public Key Infrastructure (PNPKI) orientation. This approach aims to ensure a more potent call in the security of online communications within CALABARZON. The pilot conduct of the CALABARZON Cybersecurity Caravan was held on the 7th of December at Batangas State University - The National Engineering University-Pablo Borbon Campus, attended by its teaching and non-teaching personnel. In 2024, the DICT Region IV-A Cybersecurity Team is set to actively roll out CALABARZON Cybersecurity Caravans to include more schools and government offices in the region.

UNLOCKING OPPORTUNITIES: FREE WI-FI CAPACITY BUILDING IN CALABARZON

The Department of Information and Communications Technology’s (DICT’s) Capacity Development Team under the Free Wi-Fi for All (FW4A) Program has been instrumental in bridging the digital divide in the CALABARZON Region. FW4A’s capacity development component held several capacity-building activities through initiatives such as: Digital Literacy (DL), and Internet Media and Information Literacy (IMIL) training for specialized sectors such as Persons with Disabilities (PWDs), Indigenous People (IPs), Persons Deprived of Liberty (PDL), Senior Citizens, local government units (LGUs), and municipal youths have been empowered with essential information and communication technology (ICT) skills.

The DL training serves as a foundational knowledge base, offering insights into various ICT-related subjects crucial for employment and entrepreneurship opportunities. These trainings are tailored to the specific needs of participants and cover a range of modules to enhance their understanding.

On the other hand, IMIL training focuses on orienting individuals about the Internet, its applications, and the benefits it offers to the public. It also educates participants on utilizing Free WiFi Internet effectively, thereby maximizing its potential applications.

In 2023 alone, the Capacity Development Team successfully trained 8,747 participants across the CALABARZON Region through fifty-seven (57) DL sessions and forty-two (42) IMIL sessions. The participants include a diverse set of sectors, encompassing individuals from various demographics, backgrounds, and communities such as PWDs, LGBTQIA+, and Senior Citizens (See figure 1). These sessions have provided participants with invaluable knowledge and skills, empowering them to navigate the challenges of the technology-driven era with confidence.

The trainees expressed their gratitude for the effort and opportunity given to them to learn and explore the limitless world of ICT. These initiatives have not only equipped them with essential skills but have also instilled confidence in facing the technological advancements of today's era.

UNVEILING EGOVPH SUPER APP:

REDEFINING PUBLIC SERVICE IN THE PHILIPPINES

A groundbreaking solution is emerging in the Philippines, a nation where vibrant culture thrives alongside the challenges of modernization. This solution promises to transform how citizens interact with their government. Introducing eGOVPH Super App, also known as the e-Government Philippines– a revolutionary digital platform that promises to streamline access to government services and empower Filipinos like never before. It is a mobile application that simplifies transactions between the government and citizens. With a vision to build a connected nation, this platform integrates the multi-sectoral agreement through a one-stop online system that will minimize economic costs for the citizens; backed by the mission to empower governments, both at the local and national levels, better to serve the citizens through innovative and user-centric digital solutions and bring a total ease of doing

Additionally, the eGOVPH Super App is the culmination of the Philippine government's commitment to harnessing technology for the greater good of its citizens. At its core, it aims to simplify the complexities of bureaucracy and make essential government services readily accessible to every Filipino, regardless of location or socioeconomic status.

As the Philippines embraces the digital age, eGOVPH Super App emerges as a beacon of innovation and progress in the realm of public service. With its userfriendly interface, comprehensive suite of services, and unwavering commitment to the Filipino people, it represents a

transformative force in redefining governance for the 21st century. The following features are accessible through this app: 1) Sim card Reg (NTC); 2) Healthcare (DOH); 3) Local Government (DILG); 4) Jobs & Manpower (DOLE); 4) People Feedback Mechanism (ARTA); 5) News & Articles (PCO); 6) National Digital ID (PSA); 7) National Government; 8) Trade & Commerce (DTI); 9) Tourism (DOT); 10) Start-Up (DOST); 11) Electronic Payments; 12) Investment (BOI, PESA).

In Region IV-A (CALABARZON), the eGOV Team has started rolling out different orientation sessions across the region. This ongoing initiative has brought together 717 participants who are eager to embrace digital governance. These sessions, offered both online and in-person, served as meeting points for a diverse group of learners. Participants include 82 from Batangas Province, 52 from Cavite & Laguna, 21 from Rizal, 124 from Quezon, 100 from Tanauan City, 50 each from Calamba City and Molino, Rizal, 126 from Lucban, 35 from Lucena City, 70 from DTC Batangas City and 7 from the latter. Participants explored the intersection of technology and government, empowering their communities on the path to digitalization.

Start-Up Tailored Empowerment and People-Focused Upskilling Program (STEP UP):

AN ACCELERATION PROGRAM OF THE DICT

Displaying remarkable innovation and entrepreneurial spirit, the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON), through the ICT Industry Development Bureau (IIDB) in collaboration with the Center for Technopreneurship and Innovation (CTI) of Batangas State University-The National Engineering University (BatStateU-TNEU), celebrated the successful culmination of the Start-Up Tailored Empowerment and People-Focused Upskilling Program (STEP UP) Acceleration Program. This program served as a transformative platform for ten (10) dynamic startups hailing from the same region.

The STEP UP Acceleration Program aimed to empower early-stage startups with innovative technologies, providing them with a comprehensive blend of resources, mentorship, and networking opportunities. Throughout the program, these startups, focusing on Technology Readiness Levels 1 & 2, underwent a three-month journey of growth and development, emerging with newfound skills and strategies to navigate the competitive landscape.

The recent graduation ceremony, held at the BatStateU-TNEU Alangilan Campus last December 11, 2023, served as a vibrant showcase of the achievements of these ten startups, including ExportHubPH, Gawa, Pamana, Tangkilik, IMIS, Care4Juan, Juan D' Job, Eco-In, KaliMap, and Turó.

Beyond the classroom, the program offered a series of enriching workshops, writeshops, and mentorship sessions facilitated by industry experts. These sessions covered essential topics such as Lean Validation Startup, Building your Startup with Microsoft, User Interface and User Experience, Business Model Canvas Workshop, SEC Registration, Pitching Session, and Startup Up Grant Fund Writeshop Session. Each activity provided invaluable insights and guidance to the startup founders, equipping them with the necessary tools to succeed in their entrepreneurial endeavors.

The success of the STEP UP Acceleration Program underscores the commitment of DICT and its partners to nurture and support the growing startup ecosystem in Calabarzon. It also highlights the vital role played by the evaluation and selection committee, and distinguished mentors namely: Mr. Carlo Valencia (Founder/Facilitator, Startup PH Training), Ms. Georgia Martelino (Digital Natives Community and Operations Manager for Asia, Microsoft), Ms. Mary Joie Cruz (Founder and CEO, Limitless Lab), Mr. Roy Angelo Platon (Co-Founder and Chief Community Officer, Akadasia Pte Ltd), Mr. Mark Paul Ramos (Quality Assurance Review Partner, PCMD and Co.), Mr. Felix Veroya (Founder, Ask Lex PH Academy), Mr. Jeehad Januar Tanggol and Mr. Jay Angelo Pineda of the DICT Benchmarking and Promotions Division (BAP) and the CTI in guiding startups toward success.

As these startups embark on their entrepreneurial journey, they carry with them the knowledge, skills, and support gained from the STEP UP Acceleration Program. With their innovative solutions and determination, the ten (10) cohorts are poised to make significant contributions to their respective industries.

The STEP UP Acceleration Program serves as a testament to the potential of entrepreneurship in CALABARZON and beyond. It signifies the region’s limitless capacity for digital innovation and economic growth.

DIGITAL HORIZON:

EMPOWERING CALABARZON WITH FREE PUBLIC INTERNET ACCESS IN GIDA AREAS

The Department of Information and Communications Technology (DICT) is diligently fulfilling its mandate under Republic Act 10929, also known as the Free Internet Access in Public Places Act, with special emphasis on prioritizing Geographically Isolated and Disadvantaged Areas (GIDA). The DICT in collaboration with different Local Government Units (LGUs) under Region IV-A (CALABARZON) marks a significant step towards bridging the digital divide and empowering marginalized communities.

The FreeWifi4All - Free Internet Access Program (FW4A-FPIAP) successfully activated a total of 943 GIDA sites within 414 GIDA locations in the Region for the year 2023 which demonstrates a steadfast commitment to ensuring that even the most remote communities have equal access to the benefits of robust connectivity. Through the deployment of advanced technologies such as Satellite Communications and Fiber Optic Communications, coupled with the installation of Wi-Fi Access Point devices in strategic public areas, the government has established a robust infrastructure to bolster internet connectivity in these underserved regions.

This initiative not only provides communities with access to seamless communication and various digital resources but also creates avenues for socioeconomic development. By narrowing the digital divide, the government is fostering a more inclusive society where every Filipino has the opportunity to participate in the digital economy and has access to different educational and economic opportunities.

As connectivity is increasingly recognized as a fundamental right, initiatives like these are essential for building a more equitable and digitally empowered society. By prioritizing GIDAs and ensuring that even the most marginalized communities have access to the Internet, the government is laying the foundation for a more

SATELLITE SERVICES: PIONEERING GOVERNMENT DIGITALIZATION

The 2023 Demand Study for Satellite Services (DSS) stands as a pioneering initiative of the Department of Information, and Communications Technology (DICT) seeking to determine the national demand or requirements in the public sector for satellite services as an alternative platform to achieve digitalization. The data-gathering initiative was spearheaded by Mr. John Patrick Atienza , Mr. Aries G. Delos Reyes, and Ms. Pollyne V. Villanueva under the National ICT Planning, Policy, and Standards Bureau (NIPPSB) of the DICT Region IV-A (CALABARZON).

Among the data collected in the survey is information about the current internet connectivity and potential use of satellite connectivity for operations and delivery of public services in both National Government Agencies (NGAs) and Local Government Units (LGUs). The survey was reviewed by the Philippine Statistics Authority (PSA) under its Statistical Survey Review and Clearance System.

The study covered twenty-one (21) Local Government Units (LGUs), seven (7) Local Water Districts (LWDs), and three (3) State University Colleges (SUCs) in Region IV-A CALABARZON, the study’s comprehensive approach through Kobo ToolBox designed for online data collection promises insights into the viability of satellite services as an innovative platform for government digitalization.

The study highlights the significant potential of satellite services in enhancing connectivity, especially in remote regions. It underscores the advantages of improved communication, streamlined operations, and strengthened access to vital information. By integrating empirical data and diverse viewpoints, the DSS strives to provide conclusive insights into the capabilities of satellite services, advocating for a fundamental change in how governments leverage technology to address the challenges of the digital age.

ENSURING OPERATIONAL SUSTAINABILITY DURING DISASTERS:

THE INTEGRAL ROLE OF THE DICT IN AREA-WIDE BUSINESS CONTINUITY MANAGEMENT FOR CALAMBA CITY, LAGUNA

In the face of natural disasters and calamities, ensuring the continuity of governmental and private essential services is paramount to safeguarding the communities and mitigating the impact of such events. The Philippine Disaster Resilience Foundation (PDRF), alongside the various stakeholders within Calamba City, Laguna, and other Regional Line Agencies (RLAs) focused on improving the resilience matrix of the city. Calamba City, Laguna, an urbanized center within the CALABARZON region, faces numerous risks posed by typhoons, earthquakes, and other natural disasters. A comprehensive Area-Wide Business Continuity Management (AW-BCM) plan was facilitated to sustain the operations of utilities and lifeline services during emergencies. Among the key stakeholders in this initiative is the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON), which plays a pivotal role in orchestrating and facilitating the technological infrastructure necessary for effective disaster response and recovery.

The DICT is a vital governmental agency tasked with harnessing information and communication technology (ICT) that helps progress the country’s national development while ensuring its resilience in the face of calamities. Thus, DICT's participation is multifaceted and indispensable.

The DICT facilitates the establishment of robust communication networks that are resilient to disruptions caused by disasters. As reflected in the plan, the department aims to deploy temporary support communication channels, such as satellite communication systems and microwave links, to ensure continuous connectivity among stakeholders involved in disaster response and recovery efforts. Furthermore, the AW-BCM Plan enables DICT to continually collaborate closely with other government agencies, private sector entities, and academic institutions to foster a culture of resilience and knowledge-sharing within the community. Various workshops, seminars, and training programs on disaster risk reduction and ICT-enabled disaster management strategies have been organized by PDRF which led to the empowerment of stakeholders at all levels to build their capacity and enhance their readiness to cope with emergencies effectively.

However, ensuring the interoperability of ICT systems and fostering collaboration among diverse stakeholders require sustained efforts and effective governance mechanisms. This is one of the challenges that present opportunities for innovation and collaboration to both DICT and the other stakeholders involved in the AW-BCM Plan. Through collaborative efforts to enhance communication infrastructure, leverage ICT solutions, and foster collaboration among stakeholders, the DICT plays a crucial role in strengthening the resilience of Calamba City, Laguna's infrastructure and communities. Despite facing challenges, the DICT remains committed to harnessing the power of technology to build a more resilient and disaster-ready nation.

DICT REGION IV-A (CALABARZON)’S ICT INITIATIVES IN BATANGAS

Demonstrating unwavering dedication to leading National Information and Communications Technology (ICT) Development, the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON) has proactively taken steps to enhance connectivity and bolster essential services within communities. One notable effort took place during the Ugnayan sa Barangay: Serbisyo Caravan 2023 under the Retooled Community Support Program (RCSP), held in Barangay Salao, Rosario, Batangas last November 24, 2023, where the DICT Region IV-A (CALABARZON) played a pivotal role in providing free internet access to ninety-three (93) individuals and facilitating the issuance of ten (10) VaxCertPH certificates.

This strategic initiative underscores the DICT's dedication to ensuring equitable access to digital resources and leveraging technology for the betterment of society. By enabling free internet access, the department empowers individuals and communities to bridge the digital divide, providing equal access to crucial information, and effectively participating in the digital economy.

Moreover, the collaboration between the DICT Region IV-A, the Department of the Interior and Local Government (DILG), and various National Government Agencies (NGAs) within the RCSP for the year 2023 highlighted a concerted effort toward achieving broader societal goals. The RCSP, with its overarching objective of promoting inclusive development and fostering sustainable peace and unity, embodies a comprehensive approach that mobilizes resources and expertise across different sectors

The Ugnayan sa Barangay: Serbisyo Caravan under the RCSP is a tangible example of how government agencies can work together to deliver essential services directly to communities, ensuring that marginalized sectors have access to critical resources and support. By extending support for internet connectivity and facilitating access to essential services like VaxCertPH certificates, the department contributes to building a more connected, resilient, and empowered nation. Through collaborative initiatives like the RCSP, government agencies can collectively work towards realizing a vision of sustainable development and shared prosperity for all Filipinos.

The implementation of the Government Network Project (GovNet Project) in Calamba City, Laguna holds an enormous promise for enhancing connectivity and streamlining governmental operations. However, like any large-scale infrastructure endeavor, it encounters its fair share of challenges and hurdles. Let’s take a look at how this project is progressing and what lies beyond this endeavor.

4TH QUARTER OR 2023

This is a momentous event for the Department of Information and Communications Technology Region (DICT) Region IV-A as it signaled the start of another infrastructure development in the region which will connect seventy-eight (78) government agencies to a more reliable and secure internet. A dedicated line of fiber optic cable will be deployed within the area of Calamba City, Laguna that will be used to streamline the services of

JANUARY 2024: DELIVERY OF ITEMS

The implementation of the GovNet Project in Calamba City commenced with the delivery of essential items in January 2024. This phase marked the beginning of tangible progress as the necessary hardware and equipment were procured and made ready for deployment. Further, various items such as fabricated manholes and handholes are being conducted as the implementation period progresses.

FEBRUARY 2024: SITE INSPECTIONS AND LOCATION VERIFICATION

In February 2024, it witnessed the initiation of site inspections and the verification of locations for drop fiber installation. This is yet another crucial step that helps in the meticulous planning and coordination of the management team to ensure optimal placement of fiber-optic cables for seamless connectivity. The implementing team surveyed the terrain and the geographic situation of the beneficiaries, identifying suitable sites and assessing logistical requirements. The thoroughness of these inspections laid the groundwork for the subsequent phases of the project, contributing to its overall success.

MARCH 2024: PERMITTING WORKS

As the project advanced into March 2024, the focus shifted towards obtaining the necessary permitting documents from both local government units (LGUs) and relevant national government agencies (NGAs) and private entities. This phase is essential for securing regulatory approval and compliance, facilitating the smooth execution of subsequent construction activities. However, it was during this stage that a significant

MAJOR CHALLENGE ARISING: JOINT POLE AGREEMENT WITH

One of the primary challenges encountered in the implementation of the GovNet Project in Calamba City stemmed from the joint pole agreement between the DICT Region IV-A and Meralco, the local utility company. This agreement was crucial for the installation of both underground and aerial fiber-optic cables, as it delineated the terms and conditions for sharing existing infrastructure. The delays in finalizing the joint pole agreement with Meralco caused a ripple effect which also impeded the progress of underground and aerial fiber installations. As the release of permits by the LGU was contingent upon the submission of a notarized joint pole agreement, the project encountered setbacks beyond its control. This bottleneck highlights the intricate nature of inter-agency cooperation and the need for proactive measures to mitigate such challenges.

MITIGATION EFFORTS AND MOVING FORWARD

In response to the challenges posed by the joint pole agreement, stakeholders engaged in dialogue and collaboration to expedite the resolution process. Intensive negotiations were conducted between DICT Region IV-A and Meralco, aimed at addressing outstanding issues and reaching mutually beneficial agreements. Additionally, proactive measures were implemented to streamline the permitting process, ensuring prompt approval upon the finalization of the joint pole agreement. Despite the challenges encountered, the GovNet Project in Calamba City remains steadfast in its commitment to delivering reliable and efficient connectivity to the region. Through the various collaborative efforts of both the benefactor and beneficiaries, the management remains strong in its endeavor of overcoming obstacles and forging ahead towards the realization of shared objectives.

Insights from the Multi-Stakeholders’ Summit 2023

The Multi-Stakeholders’ Summit conducted by the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON) through the ICT Literacy and Competency Development Bureau (ILCDB) serves as a beacon of steadfastness among its stakeholders. Assembled against the background of squeezing nationwide challenges related to Information and Communications Technology (ICT), this gathering brought together partners within the region to cultivate collaboration, share experiences, and chart a course toward a more ICT-enabled future.

Happened last November 22, 2023, at Solano Hotel in Lipa City, Batangas, was a wealthy partaking of points of view with the stakeholders including the National Government Agencies (NGAs), Local Government Units (LGUs), State Universities and Colleges (SUCs), Higher Education Institutions and ICT industries and organizations focalizing to handle shared challenges. These differences in voices catalyzed development, starting exchange and producing new thoughts. Furthermore, the stakeholders were awarded a plaque and certificates in grateful recognition and appreciation for the outstanding support they have shown in the implementation of the department’s programs, activities, and initiatives.

Empowering Filipino Schools with Project CLICK

The Courses for Literacy in Internet and Computer Knowledge otherwise known as Project CLICK stands as a flagship initiative under the ICT Literacy and Competency Development Bureau (ILCDB) of the Department of Information and Communications Technology (DICT) which aims to address the learning gaps of Filipino students in terms of digital skills and the learning disparities exacerbated by the global pandemic over the last two years. This program also endeavors in providing continuous education on the emerging cyber threats and cyber hygiene training.

It also provides access to a vast number of digital contents and training through the provision of the appropriate ICT tools.In Region IV-A (CALABARZON) Project CLICK extended its impact to the grassroots level by directly benefiting schools such as San Isidro Elementary School and Tuhian Elementary School in Catanauan, Quezon last May 16, 2023. Recognizing the pressing need for digital resources in these communities, Project CLICK has allocated 30 tablets to each school, empowering both students and educators with the essential tools needed to thrive in the digital age.

Furthermore, the project also extended its support to San Gabriel II Elementary School in GMA Cavite and Anselmo A. Sandoval Memorial National High School by distributing a total of 200 tablets last December 1, 2023 and June 20, 2023 respectively. The turn-over ceremony is geared towards enriching the digital learning opportunities for its students. By equipping these schools with state-of-the-art ICT equipment, Project CLICK not only addresses immediate learning gaps but also establishes the foundation for a long-term educational advancement.

The provision of tablets to these beneficiary schools underscores the DICT’s and Project CLICK’s commitment in fostering an inclusive and equitable digital access. By prioritizing underserved communities and marginalized groups, the initiative ensures that no child is left behind in the digital revolution.

Tech4ED Awards Celebrate Champions of Innovation and Dedication in Region IV-A (CALABARZON)

Celebrating innovation and dedication, the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON) recently held the Regional Technology Empowerment for Education, Employment, Entrepreneurship, and Economic Development (TECH4ED) Awards last November 23, 2023, at Solano Hotel on Gen. Luna St., Sabang, Lipa City, Batangas. The activity aimed to honor emerging and outstanding Tech4ED Centers that have significantly impacted underserved communities through digital services.

The event marked the culmination of efforts geared towards recognizing the exceptional commitment of different Tech4ED Centers in Region IV-A (CALABARZON). Among the highlights of the ceremony was the acknowledgment of the distinguished judges including Dir. Amelia S. Dean, Service Director of the Department of Information and Communications Technology-Regional Operations Coordination Office (DICT-ROCS);

Dir. Richard E. Amansec, Ph.D., Chief Science Research Specialist of the Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD); and Dr. Emely M. Amaloza, University Extension Associate of the University of the Philippines Open University (UPOU).

The evaluation criteria encompassed various facets of the Tech4ED Center's operations, including socioeconomic impact, innovativeness, productivity, and partnerships and networking. Each Tech4ED Center was meticulously assessed based on these parameters, reflecting the comprehensive nature of the awards.

A SPOTLIGHT ON THE WORK SCHOLARSHIP PROGRAM FOR CONTACT CENTER SERVICES TRAINING IN BATANGAS CITY

The Department of Information and Communications Technology (DICT) Region IV-A CALABARZON, through the ICT Industry Development Bureau (IIDB), in collaboration with Technical Education and Skills Development Authority (TESDA) Batangas, MC Tech Training and Assessment Center Inc., TaskUs Batangas, and Batangas City ICT Business Council (BCIBC), conducted the 144-hour Contact Center Services National Certification (NC) II Training under the Training for Work Scholarship Program (TWSP) to enhance the Technical-Vocational Education And Training (TVET) access, encourage skills development, and increase competency and employability of the twenty-five (25) selected scholars from Batangas City.

On June 26, 2023, as part of the celebration of the National ICT Month 2023 of the DICT, the orientation day began an exciting journey for all selected scholars enrolled in the training. On this day, during the opening program of the Work Scholarship Program, we embarked on a shared vision to empower.

The training provided essential communication skills, enabling them to effectively engage with customers, clients, and colleagues. This proficiency in interpersonal communication can significantly enhance the scholars' employability in various professional settings. The training also aims to improve their problem-solving abilities, as contact center roles often require quick thinking and effective resolution of customer queries. Furthermore, the scholars gained valuable insights into customer relationship management and an understanding of the importance of customer satisfaction and loyalty. This training creates opportunities for employment in a rapidly growing industry, addressing the demand for skilled professionals in customer service roles.

On August 15, 2023, it was celebrated the successful conclusion of the Work Scholarship Program. This remarkable achievement was the result of seamless collaboration between DICT Region IV-A (CALABARZON), BCIBC presided by Ms. Fely T. Ramos, TESDA Batangas represented by Provincial Officer Gerardo Mercado, MC Tech Training and Assessment Inc. headed by Ms. Luisa Macatangay with its Trainer, Mr. Karlo Guan, and TaskUs Batangas represented by its recruitment manager, Mr. Crisdom Paduada.

The collaboration with BCIBC, TESDA Batangas, TaskUs Batangas, and MC Tech Training has been instrumental in providing insights and guidance, resource mobilization, networking, and work opportunities and ensuring that the program aligns with current market demands. To highlight, TESDA Batangas contributed vital accreditation and certification, validating the skills acquired by participants and enhancing their employability by the NC II accreditation. These partnerships collectively create a synergistic ecosystem that enhances the program's effectiveness, enriches the learning experience, and establishes a direct link between education and industry needs, ultimately fostering a pool of skilled professionals.

The Work Scholarship Program in Batangas City, focusing on the Philippines' Information Technology and Business Process Management (IT-BPM) industries, brings significant qualitative impact by capacitating participants in Batangas City, fostering career growth, and enhancing their essential skills in the growing industry of IT-BPM.

PILOT IMPLEMENTATION OF CONTACT CENTER SERVICES (NC II) TRAINING UPLIFTS REGION IV-A (CALABARZON) DIGITAL WORKFORCE

The Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON), through the Strengthening the Philippine Workforce through Adaptive and Responsive Digital Knowledge (SPARK) Project, in partnership with Asian Tech-Hub Academy, Inc., and Technical Education and Skills Development Authority (TESDA) Batangas, successfully launched the pilot implementation of the Contact Center Services National Certification (NC) II. This visionary program aims to equip individuals with the technical skills and knowledge to excel in the fast-paced and dynamic world of customer service.

The program started last December 6, 2023, and drew to a successful conclusion on January 23, 2024. The 1st batch received a participation of twenty-five (25) individuals from all over the region. Among these participants were one (1) staff member and five (5) persons deprived of liberty (PDLs) from the Bureau of Jail Management and Penology (BJMP) GMA, Cavite. The training adopted an online mode of conduct to ensure that all participants have continued access to completing their training without interruption. Over one hundred forty-four (144) intensive hours, the trainees immersed themselves in a comprehensive curriculum tailored to address the multifaceted aspects of contact center operations.

The training modules covered a wide array of topics including customer service principles, communication techniques, problem-solving strategies, and technical proficiencies essential for success in the field. Through interactive sessions, real-world simulations, and practical exercises, participants honed their skills, cultivated their professional demeanor, and gained invaluable insights into the degrees of effective customer engagement.

On April 3, 2024, the graduation ceremony for the trainees was held at the Digital Transformation Center (DTC) CALABARZON in DICT Compound, Kumintang Ibaba, Batangas City. From this, sixteen (16) individuals who satisfactorily met all the requirements received their certificates of completion. In a separate event, the program also honored the achievements of six (6) graduates from BJMP GMA, Cavite held last February 12, 2024. The program successfully produced a total of twenty-two (22) successful graduates who completed the training achieving a resounding 88% completion rate.

The graduation ceremony was also graced by the presence of Dir. Amelia S. Dean, the esteemed Regional Director of DICT Region IV-A (CALABARZON) together with Dr. Maria Graciela R. Bucad, Head of the Technical Operations Division, whose unwavering commitment to advancing digital literacy and employment opportunities has been instrumental in driving the program's success. Mr. Raymond Lacdao from Asian Tech-Hub Academy, Inc. whose expertise has been invaluable throughout the training process. Also present was Ms. Lhenie T. Aquilo from TESDA Batangas whose steadfast support solidified the program's position as a cornerstone of skill development and vocational training in the region.

The Pilot Implementation of Contact Center Services (NC II) Training stands as a reminder of the transformative power of education and collaboration. With its success, this initiative does not only empower individuals but also catalyzes economic growth, fosters social mobility, and paves the way for a digitally empowered community.

EMMA IGNITES: LAUNCHING A NEW ERA OF SUPPORT FOR YOUNG MAMAS

Celebrating National Women’s Month, the Rotary Club Suburban East Rizal launched "Project EMMA: Empowering Young Mamas" from March 20-24, 2023, partnering with the Department of Information and Communications Technology (DICT) Provincial Office of Rizal and MVJ Consultancy. Held at the Central Rizal Institute of Technology, this program is specially designed to empower young mothers in Cainta, Rizal. This initiative aims to equip young women with the crucial skills needed to succeed in today's digital world.

Through close collaboration between the Rotary Club and the Cainta Health Office, Project EMMA successfully targeted young mothers in the area. The obtained data revealed that the majority of the participants missed employment opportunities and to help them pursue a career, this program was created. This collaboration ensures the beneficiaries receive quality training on Canva and Social Media Marketing, equipping them with the skills necessary to confidently navigate the digital landscape.

PROJECT EMMA

The launching of Project EMMA was well-attended by fifteen (15) trainees composed of four (4) young mothers and eleven (11) solo mothers, and other key figures from various sectors including the District Governor Bobby Tanyag of Rotary District leading the delegation, Institute for Agriculture and Trade Policy (IATP) President Janeth Reyes, Project Chair Ruby Reyes, Co-Chair Loise Ticman, and former District Governor Louie Ticman was also present, demonstrating the Club's unwavering commitment to the project. Representing DICT Rizal was Provincial Officer, Engr. Zendie Monea Sollano-Cabanlong, signifying their vital role in providing technical expertise. Adding to the spirit of collaboration were the Association of Technical-Vocational Institutions of Rizal (ATVIR) President Bryant Kim An, Barangay Health Workers (BHWs) of Cainta, and Resource Speaker Ms. Maria Jamaica Soriano. Their presence underscored the unified effort to empower marginalized communities.

Project EMMA extends beyond digital literacy training. Recognizing the need for additional tools, Rotary Club Suburban East Rizal and DICT distributed "EMMA kits" to the beneficiaries. These kits contain learning materials to support young mothers in their livelihood training and employment pursuits. By equipping them with the necessary tools and skills, Project EMMA empowers these women to generate income and become financially independent, ultimately allowing them to better support their children.

This program sends a powerful message about the importance of women's empowerment. By investing in the training and future of young mothers, DICT is not only empowering individuals but also fostering a stronger and digitally inclusive community. Project EMMA serves as a beacon of hope and opportunity for young mothers not only in Cainta but throughout the world.

BRIDGING THE GAP BEHIND BARS

Amidst the era of rapid digital progress, the Department of Information and Communications Technology (DICT) is dedicated to ensuring that no one is left behind. The Technology for Education (Tech4ED) project seeks to leverage Information and Communications Technology (ICT) to provide opportunities for underserved and marginalized communities. Through collaborations with various governmental, local, and international organizations, as well as private entities, the project aims to bridge the digital divide.

In partnership with the Bureau of Jail Management and Penology (BJMP), the DICT Region IV-A (CALABARZON) initiated a series of digital literacy traini ng for Persons Deprived of Liberty (PDLs) in various BJMP Jails across the region. These sessions encompass a diverse range of topics including Microsoft Office Tools, Social Media Marketing, Canva Design, and Basic Photography. This particular endeavor aims to empower PDLs by facilitating their growth, education, and personal development, thereby equipping them with new skills to thrive in the digital age and paving the way for a potential income generation.

Within Region IV-A (CALABARZON), the DICT has already conducted ten (10) digital literacy trainings for PDLs in the year 2023, with a

total of 255 (M-129; F-126) participants. These workshops delved into various topics such as Online Job Opportunities, Office Productivity Tools, Canva Design, and Media Marketing. These resources are invaluable for individuals deprived of liberty, fostering avenues for creativity, connection, and skill enhancement, despite their constrained circumstances. The effectiveness of this training is also credited to the dedication and leadership of the BJMP Teams and their respective wardens.

ENVISIONING BEYOND SIGHT: A

DAY IN THE LIFE OF COMPUTER-EYES TRAINING

Imagine a world where information is readily available, not through sight, but through the power of technology. This is the reality being unlocked for visually impaired individuals through the collaborative effort between Resources for the Blind, Inc. (RBI), OverbrookNippon Network on Educational Technology (ON-NET), Department of Education (DepEd), Local Government Units (LGU), and the Department of Information and Communications Technology (DICT) Region IV-A (CALABARZON).

July 10, 2023, marked the beginning of an inspiring journey as the 10-day Computer-Eyes Training program kicked off, utilizing cutting-edge Non-Visual Desktop Access (NVDA) software. The event received a total of twelve (12) participants, ten (10) male and two (2) female, from different parts of the region who eagerly awaited the transformative learning experience. The atmosphere buzzed with anticipation from both the students and the adult participants.

The NVDA screen reader serves as a bridge, allowing users to navigate their computers and access information through voice prompts and keyboard commands. For many participants, this training represented a turning point, opening doors to education, employment, and greater independence.

"It's amazing," shared a visually impaired student named Maria. "I never thought I could use a computer on my own. Now, I'm learning how to navigate emails and even write documents!", she added.

The instructors, experts from RBI and ON-NET, patiently guided participants through the basics of NVDA, from understanding different keyboard shortcuts to exploring various applications. The atmosphere was encouraging and supportive, with participants readily helping and motivating one another. This initiative signifies a powerful collaboration between various stakeholders. The DICT's commitment to inclusivity, the expertise of RBI and ON-NET, the DepEd's focus on accessible education, and the support of LGUs are paving the way for a more empowered future for the visually impaired community.

This is just the beginning. While the initial training program took place in July 2023, the impact continues to resonate. Participants are likely to use their newfound skills to navigate the digital world with greater confidence. This journey is a testament to the transformative power of technology and a stark reminder that with the right tools and support, “envisioning beyond sight" becomes a beautiful reality.

MAPPING PROGRESS:

THE NATIONAL ICT HOUSEHOLD SURVEY

In a bid to harness the transformative power of information and communications technology (ICT) and to ensure that every household is equipped to thrive in the digital age, the Department of Information and Communications Technology (DICT) in collaboration with the Philippine Statistics Authority (PSA) conducted the National ICT Household Survey (NICTHS) Pre-Test 1 last November 7-9, 2023, at General Trias, Cavite, marking a pivotal step towards understanding and addressing the digital landscape at the grassroots level. The pre-test involved 130 participants, including 64 individuals, 64 households, and 2 communities. The primary objective of Pre-Test 1 for the 2023 NICTHS was to evaluate the coherence and effectiveness of the Paper-and-PencilPersonal Interviewing (PAPI) questionnaires. Specifically, it aimed to test the clarity, timeliness, and appropriateness of the questions included in the questionnaires. Finally, it also sought to assess the field interviewer’s output rate per day.

The NICTHS is driven by a set of comprehensive objectives designed to guide its implementation and utilization. Firstly, it aims to support the monitoring of performance indicators by gathering ICT data at the household level. This data contributes to monitoring various frameworks such as the Sustainable Development Goals (SDGs), Philippine Development Plan (PDP) Results Matrix, DICT plans, and international benchmarking indices. Furthermore, the NICTHS endeavors to assess the growth of the digital economy by monitoring potential markets such as e-commerce, offering a comprehensive understanding of emerging trends. It also plays a pivotal role in influencing policy development by providing inputs to the development of national ICT plans, programs, projects, and policies. Moreover, the survey enables a comparative analysis of data gathered from the 2019 national baseline of the same study.

The national survey is composed of various questionnaires tailored to capture a comprehensive range of ICT-related insights. These included the Community Questionnaire, which assesses ICT infrastructure and equipment at the barangay level, providing valuable insights into community-level capabilities and needs. Additionally, the Household Questionnaire focuses on assessing ICT access and usage within households, gathering information on demographic and economic characteristics, patterns of ICT use, and the availability of ICT assets. Lastly, the Individual Questionnaire targeted individuals aged 10 and above within surveyed households, delving into specific aspects such as demographic and economic characteristics, individual ICT usage, awareness of government websites and online services, participation in the digital economy, and preparedness for emergencies and disasters.

The NICTHS represents a significant milestone towards building a digitally inclusive society. This initiative lays a robust foundation for generating accurate, timely, and actionable insights into the digital landscape of the community. The collected data will be consolidated and published by the National ICT Planning, Policy, and Standards Bureau (NIPPSB) of the DICT in the ICT Knowledge Portal (https://dict.gov.ph/ictstatistics) where the 2019 baseline data and the NICTHS can accessed. The data will also be used to inform evidence-based policymaking, drive targeted interventions, and pave the way for a more digitally empowered Philippines.

DIGITAL GOVERNANCE: REIMAGINING CITIZENSHIP IN THE DIGITAL ERA

The CALABARZON eLGU-BPLS, formerly known as Business Permit and Licensing System (BPLS), Summit 2023, held on December 15, 2023, marked a pivotal moment in the evolution of digital governance with its theme, “Digital Governance: Reimagining Citizenship in the Digital Era.” The event received an overwhelming participation of 244 attendees including 114 males and 130 females from various Local Government Units (LGUs) across the region, the summit served as a platform to explore innovative strategies and digitalization for enhancing government and business processes in the digital age.

The activity was graced by the Regional Director of Regions IV-A CALABARZON and IV-B MIMAROPA, Dir. Cheryl C. Ortega and Director Rachel Ann Grabador from the Development, Test, and Project Management Teams (DTPMT) of the Government Digital Transformation Bureau (GDTB). This was also participated by representatives of partner agencies including the Anti-red Tape Authority (ARTA), the Department of Interior and Local Government (DILG), and the Department of Trade and Industry (DTI). Their presence emphasized the collaborative effort required to drive eLGU-BPLS implementation forward and the government's commitment to advancing business operations through integrated digital solutions. It underscored the transformative impact of cutting-edge technologies like eLGU-iBPLS in reshaping administrative procedures within LGUs, paving the way for more agile and responsive governance.

A highlight of the event was the recognition ceremony honoring outstanding LGUs that showcased exceptional performance by conducting the highest volume of transactions through the eLGU-BPLS platform. This acknowledgment underscored the significant strides made by these LGUs in embracing technology to streamline permit and licensing systems, ultimately fostering a more efficient and business-friendly environment. ELECTRONIC LOCAL GOVERNMENT UNIT BUSINESS PERMIT AND LICENSING SYSTEM (ELGU-BPLS): STREAMLINING BUSINESS APPLICATIONS.

Across the globe, different Local Government Units (LGUs) are embracing technology to enhance efficiency, transparency, and accessibility in their services. In Region IV-A (CALABARZON), the implementation of the Electronic Local Government Unit (eLGU) Business Permit and Licensing System (BPLS) marks a significant milestone towards modernizing bureaucratic processes and fostering economic growth.

Traditionally, obtaining business permits and licenses in CALABARZON involved navigating through a maze of paperwork, long queues, and bureaucratic red tape. However, with the introduction of the eLGU BPLS, this cumbersome process is being revolutionized. Business owners now have the convenience of applying for permits and licenses online, from the comfort of their homes or offices. This not only saves time and resources but also promotes a more business-friendly environment in the region.

The benefits of eLGU BPLS extend beyond business owners to the general public. Citizens can now access a wide range of government services online, ranging from applying for residential permits to paying taxes. This digital transformation not only simplifies the process for citizens but also enables local governments to deliver services more efficiently and transparently.

The eLGU BPLS system in CALABARZON boasts several key features designed to streamline business and public service processes. Business owners can submit permit and license applications online, eliminating the need for physical visits to government offices. The system facilitates secure online payments, reducing the reliance on cash transactions and minimizing the risk of fraud. Applications are processed swiftly through automated workflows, reducing processing times

and enhancing efficiency. Moreover, the system also promotes transparency by providing real-time updates on the status of applications, ensuring accountability in the decision-making process. The eLGU BPLS system is accessible via mobile devices, enabling users to access services on the go, further enhancing convenience.

A total of 57 local government units (LGUs) have an operational eLGU Business Permit and Licensing System (BPLS) in the region. Among these, Cavite has 10 eLGU BPLS, while Laguna has 8. Batangas leads with a notable 16 eLGU BPLS, showcasing a strong commitment to digital governance. Meanwhile Rizal and Quezon have 2 and 21 operational eLGU BPLS respectively. These figures reflect a growing trend towards streamlining business processes and promoting efficiency within local administrations.

As DICT Region IV-A (CALABARZON) continues on its journey towards digital transformation, the eLGU BPLS stands as a testament to the region's commitment to innovation and progress. By leveraging technology to automate business and public service processes, CALABARZON is not only enhancing its competitiveness but also improving the quality of life for its citizens.
