How public is higher education funding?

As Iowa disinvests, the issue of higher-education funding goes beyond red and blue in Iowa and other state legislatures.

How did we get here?

he disinvestment in higher education hasn’t shown signs of slowing in Iowa, but the trend of dwindling state support isn’t mirrored in every state.

On March 28, Gov. Kim Reynolds, R-Iowa, signed off on midyear cuts to the state Board of Regents universities’ budgets for a second-consecutive year after the Legislature passed $10.9 million in reductions to regents-controlled entities. Cuts total nearly $5.5 million for the University of Iowa, $5.4 million for Iowa State University, and $34,362 for the regents’ office, regional study centers, and Iowa Public Radio.

In the latest round of budget cuts, $35.5 million was cut from state programs and services, meaning the cuts to the regents made up almost onethird of the deappropriations despite higher education only composing 7 percent of the state’s general-fund budget. To compensate for the state’s projected revenue shortfalls, the regent universities have seen their budgets slashed by more than $40 million in a matter of approximately 12 months.

Legislators on both sides of the aisle point fingers at the other side as part of the problem at the root of the budget cuts, but the numbers show there’s more than partisan finger-pointing at play as other states boost funding for higher education.

The UI compares itself with a group of 10 schools with similar campuses and health-science centers — some being Big Ten schools, some from outside the conference. Seven of the 10 states with schools in the peer group managed to increase appropriations for higher education. Of those seven states, six have Republican-dominated legislatures, and four are led by a Republican governor, meaning four of those states, like Iowa, are under a Republican trifecta.

Universities across the country have struggled to get higher-education funding to return to pre-2008 recession levels. Only six states have reached or surpassed pre-recession funding levels.

Though the disinvestment in higher education has been going on for decades, this trend was amplified by the states’ struggles to recover economically after the recession. They generally have not taken funding levels for higher education up to previous levels, and state funding has begun to make up smaller slices of the general-education-fund revenue pie.

Now, more of the burden of financing higher education has shifted to students and their families.

In that same time period, enrollment has spiked, meaning on a per-student basis, financial support for higher education has not kept pace with growth; the amount of available monetary resources hasn’t changed much, but that dollar amount has to be spread among more students. In the fall of 2000, the regents reported an enrollment of 68,930, and in fall 2017, that number rose to 80,066.

ficiency Review to examine spending and better allocate resources. As of September, the universities reported saving a combined $55.7 million.

The UI keeps spending on administrative overhead low and operates 14.5 percent more efficiently than its peers, which Ryan Sempf, the director of government relations and public policy at the Iowa City Area Chamber of Commerce, said shows the university has done a good job of tightening its belt.

“At a certain point, there’s not much left to give,” he said.

The schools we ‘hang out with’ Whether it’s for top faculty or bright students, universities compete for the best. That’s where the peer-group comparisons have a role to play — they help universities determine how they stack up against other institutions and provide insight on what’s working, what’s not, and what can work better.

A factor in that competition is the advertised sticker price of higher education. UI President Bruce Harreld proposed the UI’s plan in August to raise tuition by 7 percent for resident undergraduates each year for the next five years. Since then, Regent President Mike Richards has scaled back that proposal, and the regents have proposed tuition increases under 4 percent.

Harreld’s hopes are to push the UI’s tuition level — the lowest in the Big Ten — to the median of the peer group, though lower tuition increases than requested will make it harder to reach that goal.

The institutions the UI employs as benchmarks that have received an increase in state support see improved outcomes for its students, Harreld told The Daily Iowan in March.

“I can see a direct correlation in terms of resources per student and the graduation rates and GPAs, because they have more money to provide more support mechanisms,” he said.

And Harreld’s correct. Compared with its peer institutions, the UI has the second-lowest retention and four-year graduation rates at 86 percent and 51 percent, respectively.

If a combination of U.S. News rankings, retention rates, and four-year graduation rates are indicators of “the best,” then the University of North Carolina-Chapel Hill leads the UI’s peer-institution pack. It’s fourth in the rankings and boasts a retention rate of 97 percent and an 82 percent fouryear graduation rate — the highest in the peer group.

Additionally, UNC benefits from receiving the most revenue per student — approximately $31,000 — compared with the UI’s roughly $21,000

per student. (Revenue includes both net tuition and state appropriations.) North Carolina — which is governed by a Republican Legislature and Democratic governor — appropriated $2.89 billion to the 17-campus UNC system in fiscal 2018 and $2.97 billion in fiscal 2019.

So how does the state do it?

North Carolina Rep. John Fraley, R-Mooresville, said his state was no different from others coming out of the 2008 recession. By controlling expenses and cutting taxes, politicians managed to turn the state’s budget situation around, build up the rainy-day fund, and pay off the debt it owed the federal government early.

The state’s budgeting practices leave legislators able to invest in priorities such as education.

The focus is on trying to reduce tuition and fees, he said, to ensure North Carolina universities remain a great value compared with those of other states.

“You still have to keep your eye on what the average income is in North Carolina so that people can afford to send their children to school,” he said.

North Carolina Rep. Craig Horn, R-Weddington, who grew up in Illinois and has lived in Iowa, said instead of pointing the fingers at the other party, stakeholders — including the universities — should do a better job of making the case for why higher education is worth supporting.

“Have you lost contact with your people?” he said. “Do they understand what you do and why you do it? Have you pointed your way to the future or are you only satisfying the past?”

When it comes to making these comparisons, UI Student Government President Jacob Simpson said peer-group arguments can be too simplistic. Institutions have to decide whether they operate in the same conditions — the student body, office structure, the culture — but he said it can be helpful to selectively take inspiration from what works at other schools.

“When I think about affordability, I wish we embraced the tuition level that we have as an opportunity,” he said. “…

Just to say, ‘Well, our peers are here, therefore we need to be there,’ to me, that just doesn’t explain the whole situation, but I understand it.”

“The evidence is pretty strong that when the state does not invest, there is less access for middle-class families and ultimately less opportunity,” said Sen. Jeff Danielson, D-Waterloo.

To mitigate the effects of tuition increases while boosting retention and four-year graduation rates, Harreld has advocated for dedicating more resources to merit- and needbased financial aid.

In 2015-16, the UI allocated $75.4 million to financial aid.

At the UI, 45 percent of students graduate without debt.

Although nonresident tuition is more than three times resident tuition, 42 percent of nonresidents graduate debtfree, while 65 percent of residents leave with debt. For students who do take out loans, they leave with an average debt load amounting to $26,557.

The state currently ranks last in the nation for need-based aid — a ranking the regents hope to move in a different direction with their fiscal 2019 appropriations request of an additional $12 million to go toward resident undergraduate aid. The Legislature has not made a decision on that request.

Rep. Cindy Winckler, D-Davenport, said she is unsure if the Legislature will approve the financial-aid focus after conversations with her Republican counterparts.

“I think that they want to fill the hole that they created with the deappropriation,” she said, which means the request may be funded, but in essence, there would be no new money appropriated because the universities are starting with a deficit.

A UI survey shows concerns about finances are negatively associated with cumulative GPA. More than half of students report worrying about their financial situations ‘often,’ but 60 percent report the cost of attendance is manageable given the amount of financial aid received.

Simpson sees financial aid as an opportunity for universities to shift the culture to support the most marginalized. “… We in a sense have more pressures from where revenue sources are coming from to raise tuition, and that means

education is becoming more unaffordable,” he said. “At the same time, I think there’s opportunity for our institutions to have agency in that situation and say what students do we really want to support with financial-aid dollars.”

What is the role of higher education in society?

With Reynolds’ signing of the Future Ready Iowa Act on Tuesday, it’s an opportune time to raise the question. The state is aiming to fill a gap in its skilled workforce by ensuring 70 percent of Iowa workers have education or training beyond high school by 2025.

“Fundamentally, the public universities are a task with educating the next generation of productive workers,” said Sen. Joe Bolkcom, D-Iowa City.

“Broadly, we’re educating a workforce to go out and create economic prosperity.”

The universities do not only prepare graduates for successful careers. Through innovation, research, and discovery, research universities such as the UI and ISU also spur economic growth.

A 2010 study produced by Pittsburgh-based research consultant firm Tripp Umbach found the UI contributes $6 billion annually to Iowa’s economy. Every $1 in state appropriations results in a greater than 1,500 percent return for Iowans.

Disinvesting in public higher education means risking the loss of those societal benefits, said Sempf of the Chamber of Commerce.

“The biggest concern would be that as you disinvest from the university, it’s not that those costs necessarily go away, especially if we want to be a top-tier university in the area,” he said. “All that does is lower the value of a degree from the University of Iowa.”

If the trend university officials refer to as “generational disinvestment” in higher education continues, Harreld said, he worries the privatization of public institutions such as the UI will limit access. “… I have a real concern that if all the higher-education institutions like ours are just privates and they’re all funded just through tuition and philanthropy that the ability for first-generation students, underrepresented minorities will just diminish terms of access,” he said. “And I think our democracy’s been built on this access point.”

Sixty percent of respondents to this month’s Des Moines Register/Mediacom Iowa Poll say the United States has gotten off on the wrong track, and 60 percent likewise disapprove of the job Trump, a Republican, is doing as president.

“It just seems like it’s one big mess,” said poll respondent Nick Ford, a Navy veteran and businessman from Cedar Rapids.

Ford, a 49-year-old political independent, lamented the “general craziness” of the country’s political arena and the “unprofessionalism” he sees in the White House.

Friends say that the 16-year-old from rural Oakland in western Iowa loved children.

“She would always help (Hendricks) count the kids as they got on the bus,” said Bailey Rose, 18, of Oakland.

Rose said the elementary school-aged kids liked spending time with Klindt, too. “They always had a smile on their face,” Rose said.

Now, children and adults alike in rural Pottawattamie County are mourning both student and bus driver. Klindt and Hendricks, 74, of nearby Carson died Tuesday morning when Hendricks’ school bus caught fire after backing into a ditch.

Such deaths are exceptionally rare in the United States, with published studies attributing as few as 1.2 deaths per year to fires on school buses. It’s not clear what precipitated Tuesday’s accident.

Rose was one of Klindt’s classmates at the Riverside Junior/Senior High School. She rode the bus with Klindt for two years.

She said the small community is struggling to cope with the aftermath of the tragic accident.

“They’ve been taking it really hard,” Rose said.

“I know that for a fact.”

In a Tuesday Facebook post following the accident, Riverside Superintendent Tim Mitchell said a team of counselors were brought into the high school to assist school and staff.

BE PREPARED warm winds herald severe weather

obins have indeed returned to northwest Iowa, but the harbingers of the coming season found themselves covered in cold rain and several inches of snow this past weekend.

Warmer weather brings the potential for severe weather, according to Tim Masters, technician with the National Weather Service out of Sioux Falls, South Dakota.

So it should come as no surprise Iowa’s Severe Weather Awareness Week is slated for March 26-30 this year. Masters encouraged the public to prepare now, before the storm clouds begin to roll.

“It’s kind of looking like severe weather season will be a little later this year,” Masters said, estimating severe weather would potentially be at its peak by May. Masters said families and individuals should be sure they have a preparedness plan, a weather radio, batteries to power the radio and a designated shelter space in their home or business. He said preparing ahead of time is key, since weather events in the summer tend to require more rapid responses than winter events.

The National Weather Service offers severe weather awareness training for those who want to have a little professional knowledge under their belt.

Masters said the training sessions are widespread and generally accessible at the local community level.

“There’s generally one every couple of counties across Iowa,” he said.

Dickinson County Emergency Management Coordinator Mike Ehret said a training session is scheduled for 7 p.m.

Tuesday, May 8, at the Clay County Regional Events Center.

“It basically talks about how storms form and ways to stay safe,” Ehret said.

The county is generally busier responding to situations during the spring and summer, when tourists, seasonal residents and other visitors return to the region. He said one of the most common events his department responds to are storms with strong winds. While some of the storms don’t merit tornado warnings, Ehret said some have had winds between 70 and 90 mph, which can do as much damage as a tornado — just over an extended period of time.

“Those are the type of event I worry about,” Ehret said. “Sometimes people don’t take thunderstorm warnings as seriously as tornado warnings.”

The National Weather Service considers a

storm capable of producing hail that is an inch or larger or wind gusts over 58 mph to be a severe thunderstorm. Ehret said particular emphasis should be given to the qualifiers “larger” and “over” in describing the potential severity of such storms.

“Fortunately, to my knowledge, we haven’t had anyone get hurt with those storms,” he said.

Warm weather often signals the beginning of recreational activities, but both Ehret and Masters said the public should continue to keep weather conditions in mind and taking necessary steps when severe weather strikes.

“When you’re out and about this summer, you’re taking your safety into your own hands,” Masters said. “Be ready to react in the most appropriate way. Don’t go out with your camera expecting to get some good footage. A lot of people get hurt that way.”

Masters said even professional storm chasers can be injured by the phenomenon they track.

Ehret said the approach to staying safe in the coming months should be two-fold. The public should keep an eye on the sky, seeking shelter when conditions begin to grow dark and stormy.

The second factor is maintaining access to information, through television or radio.

Masters reminded the public a severe weather watch means conditions are favorable for severe events, and people should attempt to be more aware of the conditions. A severe weather warning means the event is currently happening or is imminent and shelter should be - MIKE EHRET sought. Locally, the county offers another way for the public to stay apprised of severe weather.

“We encourage everybody locally to sign up for our Dickinson Alerts,” Ehret said.

Folks can sign up for the alerts by visiting www. dcem.us/index.php/dickinsonalert and can choose which types of alerts — ranging from public safety to weather to school and trail information — they want to receive. Even seasonal visitors can use the system. Ehret said those in the area for only a short time can text the word “Dickinson” to 69310 and can cancel by texting the word “Stop” when they no longer need the alerts.

“It’s just a quick way to sign up when you’re here on a temporary basis,” Ehret said.

On a practical note, Ehret said the county will be participating in the state-wide tornado drill Wednesday at approximately 10 a.m. The county will sound the sirens, assuming the weather is clear.

He encouraged everyone to take the opportunity to practice their preparedness drills.

Be ready to react in the most appropriate way. Don’t go out with your camera expecting to get some good footage.

■ SAFETY & SURVIVAL

Weather safety and survival — no matter what the hazard — depends on the following key items: 1. KNOW THE HAZARDS — Be aware of the hazards that you might face during a weather event.

2. KNOW WHEN TO EXPECT DANGEROUS WEATHER — Monitor forecasts and information from your local National Weather Service office.

3. PAY ATTENTION — Be aware of all watches, warnings and advisories affecting you.

4. HAVE A PLAN TO STAY SAFE — Think about it before it happens and be ready to act to survive.

■ TORNADOES

A tornado is a violently rotating column of air, capable of completely destroying well-made structures, uprooting trees and hurling objects through the air like deadly missiles. Tornadoes can occur at any time of day or night and at any time of the year. Although tornadoes are most common in the Central Plains and the southeastern United States, they have been reported in all 50 states.

■ THUNDERSTORMS

Severe thunderstorms are officially defined as storms that are capable of producing hail that is an inch or larger or wind gusts over 58 mph.

thunderstorms can produce hail larger than softballs or winds over 100 mph, They can also produce tornadoes and dangerous lightning as well as cause flash flooding.

■ FLOOD

Flooding is a coast-to-coast threat to the United States and its territories nearly every day of the year. During a flood, water levels and the rate the water is flowing can quickly change. Remain aware and monitor local radio and television outlets.

Avoid flood waters at all costs and evacuate immediately when water starts to rise. Some dangers persist after the flooding has stopped.

Cars can heat up quickly when left in the sun. It is never safe to leave a toddler, disabled person or pet locked in a car. Even in the winter. Children locked in cars have died in December and in 70 degree weather, even with a window left open a little. So far in 2018, one toddler has died due to heat. That death occurred in February.

Constructed as the Harmon Street Bridge in 1917, the Green Bridge has been closed since February 2015. This timeline is courtesy of the City of Waverly and from Waverly Newspapers reporting: Feb. 18, 2015: WHKS bridge inspectors and engineers, acting on behalf of the City of Waverly as the City-designated Bridge Program Manager as required by the Iowa Department of Transportation, informed the city that the Third Street Southeast Bridge was in unsafe condition and needed to be closed immediately for both vehicle and pedestrian traffic.

March 16, 2015: VJ Engineering of Coralville was retained

by City Council for a not-to-exceed amount of $30,000 to gain a better understanding of the extent of the issues, verify the report with an independent third party, and understand the scope necessary for rehabilitation or replacement. The project was given 120 days for both phases and the report.

July 22, 2015: VJ Engineeringʼs report was delivered to Council.

July 27, 2015: Tim McDermott of VJ Engineering gave a presentation to Council during a Study Session going over the phases and the reportʼs findings.

July 27, 2015: Butch Kehe, professional engineer and principle of Cedar Valley Engineering, responded to the presentation having inspected the bridge in the past before the Iowa DOT had instituted new requirements for program managers of bridges.

City Council agenda Jan. 3 meeting

IKM-Manning Board of Education meets December 21 The IKM-Manning Board of Education met on Dec. 21 at 7:30 a.m. in the STEMBEST classroom at the High School in Manning.

The meeting was called to order by President Heller. Directors Meiners and Reischl were absent.

Principal Wall reported on the District’s Fall Academic Achievement awards, the art on Highway 141 which was done with collaboration with some of the district’s students, the session he took at the ISFLC conference and the wrapup of semester tests.

Supt. Miller reported on the session he took at the ISFLC conference, the Iowa Schools Report Card, the startup of a communication plan for the district, sched-

uling of a meet and confer with the association for the upcoming negotiations and that health insurance was going to go up significantly again this year.

The board unanimously approved Modified Supplemental Drop Out Prevention in the amount of $171,276.00 for 2017-2018.

The board modified the Early Retirement criteria to be 55 years of age by August 30, 2018 instead of June 30, 2018 and the motion carried unanimously.

The next meeting will be held on Jan. 18 at 7:00 p.m. in the Elementary School Library at Irwin.

4. Approve minutes from previous City Council Meeting Minutes.

5. Approve Consent Items: a. Approve Clerk and Treasurer’s reports, b. Approve City and Gas Department warrants for the month.

6. Discuss utility billings, reconciliations and aged arrears report.

7. Meet with Manilla Municipal Gas Department, Jeff Blum.

8. Meet with Manilla Police Department, Roger Rasmussen.

9. Discuss giving a donation to Region XII. 10. Appoint city committee members.

11. Discuss trading in the Street Department’s tractor, which would be taken out of Road Use fund.

12. Discuss purchasing 450 Main Street building.

The Manilla Times’ 2017 IKM-Manning School Subscription Campaign has turned out to be the best yet, with a $1,215 check presented last Thursday from The Manilla Times to the IKMManning Middle School Student Council.

Since Kock Publishing purchased the Times in 2011, they have offered a subscription campaign in the fall in which the school has received $5 for each new or renewal subscription purchased. In 2017, sales began in mid-October and concluded Monday, December 18, with 243 total subscriptions purchased, including 35 new subscriptions added to the Times’ subscription list.

“Giving back to the community which supports us has always been very important to Kock Publishing,” said Janine Kock, owner and publisher of the Manilla

Times. “This campaign is a great way for subscribers to support our efforts and for us, in turn, to make a big contribution to the school and therefore the community.”

During the seven years of subscription campaigns, the totals donated have been as follows: 2011 -- $485; 2012 -- $705; 2013 -- $1,080; 2014 -- $970; 2015 -$885; and 2016 -- $970, leading up to this year’s record-breaking donation, which brings the total donated over the course of Kock Publishing’s ownership to $6,310.

The second aspect of the School Subscription Campaign is a sales contest between the members of the IKM-Manning Middle School Student Council and the Middle School Leadership Program participants. They earn one point for each subscription they sell, and two points for each new Continued on page 3.

Manilla Fire Department purchases Bunker Gear with grant from Crawford Co. Community Foundation

The Manilla Fire Department received a grant of $5,000 this spring from the Crawford County Community Foundation. Two sets of bunker gear were purchased through the grant funds. Manilla firemen Jody Hayes and Jerry McKinney are shown wearing the new gear. The Fire Department is replacing several of the old gear each year through grants and other funding.

Will this market entirely go away if NAFTA ends? No, it won’t but there will be a major disruption, the growth trajectory of Mexican demand for agriculture products will stall, and supply chains in both countries will resort to changing origination and destinations of goods.

The Mexican economy would most assuredly fall into recession. The peso is likely to decline relative to the dollar, making U.S. agriculture products more expensive relative to those from South America. Unemployment in Mexico will rise resulting in an even cheaper labor cost disparity with the U.S. as well as generate another wave of potential illegal immigration into the U.S. Mexican-U.S. foreign relations will turn nasty. The far leftist candidate in the Mexican election, Andres Obrador, will get a big boost for his electoral prospects.

Deteriorating relations will also negatively impact the tourism industry as Americans who vacation in Mexico fear for their safety. Mutual cooperation that existed in policing drug trafficking will deteriorate. The weakened Mexican economy will increase interest again in the drug trade. This will give President Donald Trump ammunition to keep arguing for his wall.

The president of the Texas Farm Bureau summed up the impact of a full withdrawal from NAFTA this way, “NAFTA helped boost US Ag exports to Mexico and Canada from $8.9 billion in 1993 to $38 billion today supporting 509K jobs and driving a fourth of farmer’s income.” U.S. negotiators have been making extreme demands that have gone unanswered by Mexico and Canada on purpose. They say they will not respond to certain proposals that they see as totally unacceptable with counter-proposals. Mexico also says that if the U.S. withdraws as a negotiating tactic that it will turn its energy into negotiating new deals with Brazil, Argentina and the EU. The South America agriculture sector is hoping for a failure to re-set NAFTA seeing it as an opportunity to “Make South American Ag Great” as they soak up market share from Mexico and Canada who, as I noted, are currently our best customers for many U.S. EU exports. The parties have agreed to continue negotiations into March of next year when election pressures force an end to efforts to shape a new agreement.

by Congress and if that happens by the end of the year,

co with comments like “#### them beaners!” are not going to be placated by a minor revision. NAFTA is first up in his larger trade agenda with China, Japan, KORUS and others to follow, so whatever he agrees to on NAFTA will set a precedent for future negotiations. If he settles for minor changes it will undermine his negotiating leverage with others. To me that makes me expect that when he is ready, he will bring the hammer down and smash NAFTA, doing as much damage and disruption as he can to send all of our other trading partners a message as to what they too can expect if they are not ready to make serious concessions.

U.S. business concerns who support NAFTA have lobbied the administration aggressively but report it having little effect. The idea that he will not crap-can NAFTA because it would hurt farmers and farmers voted for him is not finding much sympathy within his administration.

Commerce Secretary Wilbur Ross says that they will rebalance NAFTA by sector and region. That means that it will be the agriculture sector and the heartland region that will take the short end of the rebalancing to theoretically help manufacturing and industrial states. Frankly, I do not think that they are going to care about the agriculture sector when it interferes too much with its agenda.

The two markets that are most vulnerable to a NAFTA collapse and the Trump trade rebalancing in general would be the corn and pork markets. Mexico has grown its own livestock industry and imports feed for it from the U.S. A recession would derail Mexican economic growth, negatively impacting their domestic meat demand. As noted, it is currently the top pork and second largest beef buyer. Therefore, the loss of NAFTA would have a direct impact from lost corn exports and a secondary impact on the corn market as well from the negative result of reduced pork and beef export demand going to Mexico.

The recent expansion of the U.S. pork industry, with several new packing plants built and in the works, is predicated entirely on pork export growth. The loss of TPP followed by the loss of NAFTA as a precedent to renegotiating KORUS would rock the hog industry which is just coming off a very good year in 2017.

stock indexes perked higher on Thursday following a nearly weeklong lull, and the Standard & Poor’s 500 rose for the first time in five days.

Industrial and technology companies helped lead the way, as broad swaths of the market climbed. Nearly two stocks rose for every one that fell on the New York Stock Exchange, and the price of crude oil clawed back some of its sharp loss from Wednesday.

The S&P 500 index rose 7.71 points, or 0.3 percent, to 2,636.98 and snapped its longest losing streak since March. Losses through that span were modest, down only 0.7 percent.

The Dow Jones industrials average rose 70.57, or 0.3 percent, to 24,211.48, the Nasdaq gained 36.47, or 0.5 percent, to 6,812.84 and the Russell 2000 index of smallcap stocks jumped 11.59, or 0.8 percent, to 1,520.47.

The gains were a return to form for a stock market that earlier had been driving higher on expectations that Washington will push through an overhaul of the tax system. The Senate passed its proposal over the weekend, and its plan would create slightly different winners and losers among corporate taxpayers than the House of Representatives’ version.

This week, investors have

Benchmark crude added 73 cents to settle at $56.69 per barrel and recovered a chunk of its $1.66 loss from Thursday. Brent crude, the international standard, rose 98 cents, or 1.6 percent, to $62.20 a barrel in London.

That helped energy stocks in the S&P 500 rise 0.3 percent.

More evidence that the job market is strengthening also arrived after a government report showed that fewer workers filed for unemployment benefits last week. The numbers are considered a proxy for layoffs, and they offer an encouraging sign that the U.S. labor market continues to improve.

Heelan’s 55,000 Sq ft Academic Classroom Addition opened to Heelan students Friday Jan. 5.

The $11 million, two-floor building features 29 classrooms, breakout study rooms for collaborative work, a media center, an elevator and spacious stairways.

Heelan’s five science classrooms feature a lab in each room to enable more hands-on learning emphasized in new science curriculum standards. Each wireless access classroom is equipped with a 70-inch Vizio TV to connect with faculty’s all new laptop/tablets.

Administration staff offices enable more collaborative staff interactions. “It’s absolutely gorgeous,” said Natalie Callaghan, a Heelan senior. “I am so impressed. I don’t know exactly what I was expecting, but it has definitely surpassed everything. I am very excited to be in here.”

The Catholic faith is visible throughout the building. Artwork featuring 51 saints hangs in every hallway. Students enter the new school through the main doors left of the 32 ft. high cross.

The staff includes Fr. Shane Deman, high school chaplain. Sister Madeleine Miller, theology teacher and Sister Colane Recker, librarian.

Efforts are underway to raise funds for a $3 million gymnasium that will attach in front of the new school.

Kindergarten Registrations are in February at Catholic Schools Kindergarten Registration events will be held in February at the elementary schools of the Bishop Heelan Catholic Schools system at 1 p.m. and 6 p.m. at these dates and locations: Monday, Feb. 19 at Holy Cross St. Michael School. Tuesday, Feb. 20 Sacred Heart at and Thursday, Feb. 22 at Mater Dei Immaculate Conception School.

Registration will include information on extensive tuition assistance available, an overview of academics and faith activities, building tours, meeting kindergarten teachers and staff, a classroom activity for children and a complimentary gift. Parents are asked to sign up for the morning or afternoon sessions at bishopheelan.org

administration was halting construction of the Dakota Access pipeline.

In the most substantial blow yet to the highly contested project, the U.S. Army Corps of Engineers denied an easement for the oil pipeline to cross Lake Oahe, a Corps-managed reservoir on the Missouri River in North Dakota. That remained the only contested portion of the 1,172-mile pipeline, which runs through four states and is nearly completed.
