More than 195,547 South Sudanese asylum-seekers have arrived in Ethiopia through the Pagak and Akobo-Tergol border points since the influx began on 16 December, according to UNHCR. IOM has relocated a total of 183,667 refugees to Pugnido, Leitchuor, Bonga, Tierkedi, Kule and Nip Nip camps as of 11 March, 2015. Children make up 67 percent of new arrivals; and women make up 57 percent of the adults. Women and children constitute 90 percent of the population. Arrivals entring from the Burbiey border entry points settled at Matar way station, are now relocated to Fugnido camp. The IOM medical team is conducting the PDMS at the entry points.

IOM has facilitated refugee movement in the Regional State of Benishangul-Gumuz. Requested by Administration for Refugee and Returnee Affairs (ARRA), IOM has, since January 2014, facilitated transportation for 2,777refugees from South Sudan. Since the beginning of the South Sudan crisis, there has been an influx of refugees through nine entry points, namely: Kurmuk, Gesan, Gamed, Asheshiko, Tongo, AlMahal, Abrahamu, Sostegna camp and Bamaza. IOM is also providing predeparture medical screening to identify refugees who may need medical attention and/or referral on arrival at the camp.

GENERAL OVERVIEW

HIGHLIGHTS

Since the conflict broke out in December 2013, the total number of South Sudanese refugees crossing into neighbouring countries has surpassed 507,835 individuals.

Ethiopia has received the highest number of refugees with a total of over 196,161 individuals according to UNHCR (193,384 through Gambella, and 2,777 through Benishangul‐Gumuz). The Ethiopian borders still remain open to asylum seekers.



IOM has assisted a total of 186,444 refugees: 183,667 in Gambella and 2,777 in Benishangul‐Gumuz since the conflict broke out.



119 refugees; 89 from Gambella and 30 in Benishangul have been relocated since the last update.



Ever since the relocation operation started in November, 2014, a total of 11,375 refugees were relocated.

So far, IOM has assisted a total of 186,444 refugees: 183,667 in Gambella and 2,777 in Benishangul‐Gumuz since the conflict broke out.

Since the last update, IOM has evacuated a total of 119 refugees; 89 were in Gambella and 30 in BenishangulGumuz Region.

Since the beginning of 2015, the average arrival of refugees per-day was 462. However, since mid February, the average arrival of refugees has dropped to 65 persons. From the total

number of arrivals, 67 percent are children 57 percent of the total population are women. New arrivals of refugees in Gambella are being registered at Akobo and Pagak and relocated to Pugnido.

In February, IOM has so far relocated 729 individuals.

The total airlifted refugees from Akobo, Matar and Pugnido in February and March were 111. As of this reporting period, 1,476 vulnerable refugees who needed special medical assistance were airlifted with an IOM medical escort on-board by a helicopter, provided by UNHCR. Preparations are underway to transport roughly 700 plus refugees from Akobo to Pugnido camp by boat.

IOM sent a team to Burbiey to inspect the boats and a total number of 3 to 4 boats will be engaged.

So far, 790 refugees have been screened and registered, of which refugees are unfit to travel by boat. IOM has set a plan to airlift them in the coming week by a helicopter. One IOM nurse will fly with the helicopter to accompany the refugees, 2 rotations have been scheduled per day, and it will take maximum 4 days to complete the case of vulnerable refugees.

A total number of 33 refugees from Pagak have been relocated to Pugnido. There is gradually decrease in the numbers of refugees willing to relocate. As a result, UNHCR in collaboration with the ARRA has organized a “Go and See” visit this week.

Ever since the relocation operation started from Matar in November, 2014, a total of 11,375 refugees were relocated to Pugnido.

ARRA had informed IOM that the next phase of relocation is targeting Nip Nip and Leitchour camps. The first priority will be Nip Nip camp and refugees will be relocated to Pugnido camp.

UNHCR is hopeful that when they finish developing the new land , more refugees will be willing to relocate.

On request by UNHCR, IOM has also facilitated camp‐to‐camp transportation for refugees who may want to relocate to different camps for one reason or another. IOM has been providing emergency evacuation and relocation assistance, pre‐departure medical screening, and transitional shelter assistance for them since January 2014.

IOM has also continued the construction of shelters to assist 24,000 refugees (4,000 households) in Kule refugee camp in Gambella to enhance protection from harsh weather conditions and environments.

As of this reporting period, a total of 650 shelters have been completed with mud sidewalls and are occupied by refugees. The site cleaning for additional 1,300 shelters have been completed and the construction is expected to commence once procurement of construction materials is complete.

Partnerships and Coordination IOM closely collaborates with the Government of Ethiopia’s ARRA, UNHCR and humanitarian partners on the ground to respond to this emergency. IOM is also coordinating health referrals and care with the Ministry of Health, WHO, UNHCR, UNFPA, IFRC, UNICEF, WFP, IMC, ARRA, ACF, MSF‐F as well as regional hospitals.

Challenges 

Security threats have made some camps in Benishangul‐ Gumuz inaccessible.


