State bill would ban ban By NADYA FAULX Kansas News Service
Call it a ban on plastic bag bans. A new bill introduced this week in the Kansas House Commerce Committee would pre-emptively prevent state municipalities from enacting their own bans or taxes on plastic items, including shopping bags. The push comes days after the Wichita City Council appointed a Single-Use Plastic Bag Task Force to See BAN | Page A3

Owen Sicka. Tuck that name in your memory bank. Because some day, this 10-year-old might be a country music sensation. Or, if his current dreams play out, you might catch a glimpse of Owen on a street corner strumming his worldweary guitar, “Old-Timer.” “I kind of want this to be my side job. I’m going into the
Army,” Owen explains. But after his military service, “maybe I can make some money by going on the road or doing a little concert.” “You’re going on the road?” his mom, Laci Sicka, asks him in surprise. “Well, maybe by Walmart. I’ll have my case open and people can give me money.” Goals. Owen has been writing songs for years… at least since the second grade. Now a fourth-grader at Humboldt

Elementary School, he’s learning how to play the guitar and put his words to music. The story of his budding music career is already full of twists and turns. In fact, it’s the kind of story you might hear in a country music song. It starts with an autograph. IN JANUARY, Owen and his family, including dad, Garrett Catron, were eating dinner at Iola’s Los Potrillos
when Owen became mesmerized by the singing of Damaris Kunkler during the restaurant’s open mic session. Something about Kunkler’s music touched a chord with Owen. When she finished, he grabbed a napkin and asked for her autograph. “You sure were good,” Owen told her. Kunkler was so impressed with this red-haired, frecklefaced boy’s gumption that she See PLAYING | Page A6

Commissioners praise late sheriff By TREVOR HOAG The Iola Register
With a heavy heart, Allen County commissioners began Tuesday’s meeting by honoring the passing of former Sheriff Ron Moore, who Jerry Daniels said was “one
of the main reasons [he] became a law enforcement officer.” Moore, who served as sheriff for 20 years before retiring in 2000, died Saturday at age 69. The Commission then heard from Jessica Sager of CDL Electric Company,
which provides heating and air services to the region, including out of their new office in Humboldt. She outlined some projects the group does in connection with local business See COUNTY | Page A3
MORAN — When Marmaton Valley High School’s baseball players take the field this season, they’ll do so as Eagles. The respective boards of education at Marmaton Valley and Uniontown school districts agreed this week to consolidate their baseball teams into one, with the MV players joining the Uniontown squad. Details of the Eagle-Wildcat merger were being finalized today, with practice and game protocols being set. Early plans are for the teams to follow Uniontown’s schedule, with games and practices split evenly between Uniontown and Moran, which lie 12 miles apart. “We want to keep both
fields in playing shape with the hope that eventually the teams can play again on their own” when numbers improve, Marmaton Valley Principal Kim Ensminger explained. “We’re trying to split everything 50-50.” Early projections were the Marmaton Valley squad would suit up only seven players this year — two shy of fielding a lineup — and Uniontown nine, Ensminger said. “And both schools have weekly eligibility rules, See MV | Page A6
