BRUSSELS (AP) — Several of the world’s top government leaders are lining up today to walk the diplomatic tightrope that could mean the difference between war and an uneasy peace in Ukraine as Russia’s menace on the border of its neighbor continues unabated. Russian President Vladimir Putin stays in the Kremlin following his diplomatic foray to get support from China over the weekend and hosts the prime meeting of the day when French counterpart Emmanuel Macron will be seeking to de-escalate tensions. Later, U.S. President Joe Biden will meet with German Chancellor Olaf Scholz at the White House to shore up Western resolve in what they see as Russian aggresSee UKRAINE | Page A2

Bill would allow sale of fireworks year-round By JULIE FREIJAT Kansas Reflector

TOPEKA — As it stands, retail fireworks sellers in Kansas are only allowed to sell their wares from June 27 to July 6, a shorter time period than some neighboring states. Seasonal retailers in Missouri can sell fireworks from June 20 to July 10 and from Dec. 20 to Jan. 2. Missouri also allows the sale of fireworks year round. The Senate Commerce Committee is considering a bill that looks to expand the timeframe in Kansas from June 15 through July 6 — and allow for year-round sales. Senate Bill 378 was introduced by Sen. Caryn Tyson,

R-Parker. The legislation closely resembles a bill from 2020. The new bill introduces a definition for annual retailers. Those looking to sell fireworks throughout the year must meet state and local fire safety regulations and obtain a license. Doug Jorgenson, Kansas fire marshal, said licenses would be issued through the Office of the State Fire Marshal, which doesn’t intend to charge for the license. Local governments would still control how fireworks are regulated in their jurisdictions. Sarah Beagle, a retail firework owner in southeast Kansas, said fireworks can be shot off all year round in See FIREWORKS | Page A4

TOPEKA — The Kansas Supreme Court sat in judgment Friday of a prominent former Shawnee County prosecutor who built a reputation for winning difficult trials until accused of ethical breaches to secure convictions in high-profile murder and sexual assault cases subsequently reversed on appeal. A three-attorney panel unanimously recommended

in June the Supreme Court disbar Jacqie Spradling for repeatedly making false statements to juries. The state’s disciplinary board for lawyers, however, downgraded the recommended sanction to indefinite suspension of her license. The Supreme Court didn’t issue an immediate ruling. L.J. deception and lying to the court and reached the level of professional incompetence. He said, in terms of a double-homicide case, that Spradling made honest mistakes and it would be wrong if prosecutors in Kansas had to routinely deal with a bunch of Monday morning quarterbacking. “The mission is can we put trust and faith in Ms. Spradling?” Leatherman said. “And, did they prove that she lied to you?
