VIENTIANE, Laos (AP) — President Barack Obama called off a planned meeting today with new Philippine President Rodrigo Obama Duterte, seeking distance from a U.S. ally’s leader during a diplomatic tour that’s put Obama in close quarters with a Duterte cast of contentious world figures. It’s unusual for one president to tell another what to say or not say, and much rarer to call the other a “son of a bitch.” Duterte managed to do both just before flying to Laos for a regional summit, warning Obama not to challenge him over extrajudicial killings in the Philippines. “Clearly, he’s a colorful guy,” Obama said. “What I’ve instructed my team to do is talk to their Philippine counterparts to find out is this in fact a time where we can have some constructive, productive conversations.” Early today, National Security Council spokesman Ned Price said the meeting

OKLAHOMA CITY (AP) — The 37 wastewater disposal wells to be shut down in north-central Oklahoma, where a 5.6 magnitude earthquake struck this weekend, are just a fraction of the state’s total number. There are about 4,200 total wells across the state and about 700 in a 15,000-square-

mile “Area of Interest” created by the commission to address earthquakes in the area that includes the epicenter of Saturday’s temblor near Pawnee. The earthquake tied a November 2011 quake as the strongest in recorded state history and was felt as far away as Nebraska, but no major damage was reported. See QUAKE | Page A3

Tod Davis enters the next chapter of his professional career with equal parts humility and honor, “all the more so because I’m getting to follow Judge (Thomas) Saxton, really a great magistrate.” Davis, 53, was sworn in Aug. 29 as magistrate judge for Kansas’ 31st Judicial District to hear cases primarily in Allen and Wilson counties. He succeeds Saxton, who retired this summer after nearly 30 years.
