Allen County commissioners tentatively agreed to be the conduit for a $400,000 grant application to accommodate construction of an eight-apartment complex on the old hospital grounds. Twelve apartments will open soon and the next group of eight —fulfilling a promise to 20 when Iola Industries

purchased property — will be directly east. David Toland, speaking on behalf of Iola Industries, said the grant application,

which Thrive Allen County will write, “should be competitive” with the Kansas Housing Resources Commission. “Iola Industries owns the ground, the plans are ready and Iola has issued a building permit — making the project shovel ready.” Total cost will be about $1 million, with the remaining $600,000 coming through commercial financing. Rent for the first set of

apartments is market-based. The next eight will have moderate income guidelines, to facilitate application for the grant. The guidelines portend no rent subsidies. “About 90 percent of the people in Allen County would qualify to live in them,” Toland said. He also pointed out the guidelines “are just that. TOPEKA, Kan. (AP) — Cash-strapped Kansas would drop monthly reporting on the state’s finances that has created political problems for Republican Gov. Sam Brownback’s allies under a proposal outlined Tuesday by a task force he appointed. The task force included the proposal among its recommendations for improving the accuracy of the state’s twice-a-year forecasts for how much money it expects to take in. No longer would monthly reports compare tax collections with projections. Instead, they would compare that month’s revenue with the same month in the previous year. Kansas has struggled to meet revenue targets and balance its budget since GOP legislators slashed personal income taxes in 2012 and 2013 at Brownback’s urging as an economic stimulus. Tax collections were nearly $45 million less than anticipated in September and fell short of expectations for 32 of the 45 months — 71 percent of the time — since the first tax cuts took effect. LaHarpe PRIDE, a halfdozen or so University of Kansas students, a group of 4-H’ers, Thrive Allen County and other volunteers will work in league all day Sunday to install several playground equipment pieces at the LaHarpe City Park.
