In a split decision, Allen County commissioners decided Tuesday to negotiate only with G&W Foods for development of the old county hospital site, Madison and First streets. That occurred, with Commissioner Jim Talkington in opposition because of what he called fiscal concerns, after commissioners were asked to permit Arlyn Briggs until July 7 to present a detailed plan of how he would
convert the old hospital into a health care facility for Alzheimer’s and other patients. Chairman Tom Williams proposed to “move forward with salvage and demolition and deal exclusively with G&W Foods.” “The property is ours and we have no stake other than an obligation to do what is best for Allen County,” Williams said. Spot zoning decried By BOB JOHNSON The Iola Register
Ray Maloney questioned an Allen County Planning Commission recommendation to permit spot zoning to the favor of TJ Towing east of Gas along U.S. 54. Terry McDonald, the owner, sought a change from commercial to industrial to accommodate his towing business and other enterprises associated with vehicles. Gas council members opposed the zoning change, on grounds, in their opinions, it would be an eyesore for those approaching Gas from the east.
Maloney questioned fairness of the decision, noting he had to buy into LaHarpe to expand his salvage business, which includes a field of vehicles, many of which eventually are recycled. “I think spot zoning opens a Pandora’s Box,” Maloney declared, saying “two or three other guys have” a few acres they may wanted rezoned the same. He cautioned that could lead to a feed lot, asphalt plant or batch plant where otherwise one would not be permitted. Also, Maloney said, “If anyone can get zoning, what See ZONING | Page A4

T
he Allen County Historical Society is home to quite a few notable people: Major General Frederick Funston, Miss America 1968 Debra Barnes and now Kurtis Russell. Russell, the new Allen County Historical Society director and museum curator, started last week and hopes to see more visitors at the museums.
From star pupil to director By RICK DANLEY The Iola Register
Cooper Studios Dance Center will inaugurate the third artistic director in its 20 year history when Jesse Cooper, the center’s current head, passes the reins to longtime dance instructor Chelsea Lea. The studio, originally known as South Street Dance Company, will be rechristened Miss Chelsea’s Dance Academy this month. The change in name does not, both Lea and Cooper insist, imply a shift in the studio’s mission. The performance arts center will continue to offer a full menu of dance classes — ballet, tap, jazz, lyrical, hip hop and more — providing oneon-one attention to budding dancers in a small-class setting. A fixture in Iola since 1992, the dance studio was founded by Cooper’s older sister, Tasia. “She honestly opened up a new world of dance in this area,” Cooper said of his predecessor. “And she received mass support from this community. And, really, I feel like the support has just continued on.” Cooper, who began danc-

The Bonner Springs native graduated from Emporia State University in 2010 with a degree in U.S. history. “I always thought history was an interesting topic in school,” Russell said. He enjoyed studying events in history and seeing how they would appear again. “History does repeat itself,” he said. The idea of being confined in a classroom teaching history was never Russell’s cup of tea. He enjoys working with
artifacts and having conversations with people, not giving lectures. “I will honestly admit history is a boring subject and I want to make it as fun as possible. Otherwise it’s just a bunch of dates and numbers,” Russell said. This is Russell’s first fulltime position in a museum but his resume is saturated with museum experience. Budget wrangling continues TOPEKA, Kan. (AP) — The Kansas House expects to vote on a proposed budget that would still leave the state with a $406 million shortfall. The chamber was considering the measure today. It would cut in half a budget shortfall initially projected at about $800 million for the fiscal year beginning July 1. Republican Rep. Don Hill of Emporia said he is concerned about voting for the budget because it would not balance without tax increases. Proposals to raise taxes have been blocked by the deep divisions within in the GOP supermajorities in both chambers. House and Senate budget
