It will take time!

Rome wasn’t built in a day - and we will take as much time as is needed to develop the Green Sheet into the magazine that the whole team will be proud to be a part of.

Tim Nixon - Editor I hope that you approve of the changes that we have made so far to the layout and format of the Green Sheet, but rest assured that we haven’t finished yet.

It will probably be the end of the year before the process of evolution is complete, because we don’t wish to introduce all the changes at once, we would rather move forward on a “softly, softly” basis.

We will continue to have a different main feature each issue but will include more in the way of Previews and Reviews of relevant exhibitions, seminars, surveys, etc.

Later in the year we are also planning a series of interviews with some of the major “movers and shakers” from the industry. The subjects of these interviews are not yet set in stone, so if any readers would like to be an interviewee or would like to suggest a suitable candidate, please call me on 024 7638 2328 or email me at tim@green-sheet.net and I will see what I can do to arrange it.

I am also looking for more advertisers, both in hard copy and online, as the advertising revenue will help us to implement all of the improvements that we have in mind.

Advertising also adds another dimension to the appearance and helps to generate interest in the magazine.

We are currently, actively promoting the magazine and web site in order to increase the number of subscribers that we have - this, in turn, should make the prospect of advertising even more attractive.

Main Features Returning to the subject of the main features, I think it may help if I make clear what we are looking for. In this issue, for example, we have chosen “Scanning” as the feature subject.

This covers all types of scanners (documents, books or microfilm) and the complementary software - OCR, ICR, etc. for text conversion and the various relevant programmes for graphics and photographs.

As you will see from this issue (see page 8 onwards) the stories can be about new products, scan service companies, case studies or opinion pieces. It always helps if colour photographs are supplied to accompany the stories, head shots of the authors in the case of by-lined articles.

We also do our best to place the advertising from the appropriate companies within the special feature, as you can see.

Strategic acquisition announced e-Docs UK acquires Total Imaging Solutions e-Docs UK has acquired Total Imaging Solutions, the Watford-based provider of document scanning services. This is the first of a series of strategic acquisitions that will strengthen the company's position in the marketplace and enable the delivery of a broader range of services to clients.

This acquisition will enable e-Docs UK to develop the scanning side of the business and play a key role in helping the company to hit its target of processing more than 5 million documents per month. Lack of confidence in email archives AIIM Europe, the Enterprise Content Management (ECM) association, has announced the results of its annual user survey. AIIM’s research indicates that 56% of UK respondents have little or no confidence that emails related to commitments and obligations made by them and their staff are recorded, complete and recoverable. Responsibility for the process of email archiving is left to individuals in nearly 40% of organisations.

In the remainder, 37% rely on the IT department rather than the records or legal departments to perform this vital function.

According to AIIM, organisations remain very confused about the issue of handling emails as records, despite recent high profile investigations involving email evidence. The research also reflects a general lack of understanding of all non-

j paper record-keeping, with 44% not j confident that their electronic information

is accurate, accessible and trustworthy. ) Despite wider adoption of document j management systems, the situation has worsened since the last AIIM survey in | 2005. In the public sector the situation is even more worrying, with 62% lacking confidence.

AIIM will address these issues at this year’s AIIM Roadshow, which visits five UK cities from April 30th to May 4th 2007.

With this year’s educational theme “Tame Your Information Beast” in mind, industry experts will deliver information and advice throughout the week. Over 35 suppliers will demonstrate content, email and records management software along with document scanning and forms recognition I systems. ■

Data Loss is Top Operational Risk Threat One in three global businesses see loss of data as a significant threat and the key issue to address in operational risk management planning, according to the latest global risk briefing report conducted by the Economist Intelligence Unit (EIU) and sponsored by ACE European Group.

The survey of 181 senior executives and risk professionals revealed that loss of data was the most important consideration in terms of operational risk, with over 40% saying their organisation focused more on loss of data than other issues - including systems failure, human error and even natural disasters.

The results mark a growing risk management trend towards a greater emphasis on the operational impact of data loss. Commenting on the report, Gareth Tungatt, Senior Underwriter

specialising in IT and Cyber Risk at ACE said: “The survey shows that risk managers clearly understand the value of data and, increasingly, are focusing on its associated losses.”

Tungatt continued: “ I see this report as providing the evidence to show that more businesses are looking ahead in terms of their business continuity planning. Seventy one per cent of those questioned said that they have increased the time and resources they dedicate to focusing on their business continuity programmes.”

The survey showed that over half of respondents think that the volume and severity of operational risks have increased in the last three years but reassuringly, a similar number were confident that their business’s operational risk planning would successfully manage

areas such as risk assessment and quantification.

When asked about the business impact of poor planning, 43% of respondents identified reputational damage as the main threat. However, only 19% said loss of revenue. Tungatt commented: “The apparent lower level of fear about loss of revenue is a concern. Based on the survey’s findings exposure to financial losses is expected to increase so it is clear that businesses should be doing a lot more than they currently are to counter the financial implications of data loss.

Training in Preservation Microfilming The National Library of Australia, in collab­ oration with the State Library of South Australia and under the auspices of IFLA PAC, has produced a set of preservation microfilming training material consisting of 10 modules, 6 wall charts, a logbook, a learning guide, a glossary/index and a small kit of practical training aids. It has been available since late July 2003. Further cuts from Kodak Eastman Kodak targets 3,000 additional job cuts. Eastman Kodak announced it will cut 3,000 more jobs this year on top of the 25,000 to 27,000 it previously said would be gone by the end of 2007. At that rate, Kodak will end the year with about

30,000 employees, half the number it had just three years ago and a small fraction of the 145,000 people it employed in 1988 when its name was synonymous with photography.

Kodak, which is withdrawing from the consumer film business as well as others like health imaging to become a digitallydriven imaging firm, will take $US 575-625 million in restructuring charges this year. ■

SCANNING Scanning is now a part of everyday life, both for archival and commercial reasons.

Text or graphics, paper or microfilm - there are scanners and software to suit all applications.

Scanning and Capture Technologies 2007 A comprehensive A IIM Survey has been prepared by John F. Mancini, President, A IIM The survey was administered in January 2007 using an on-line survey instrument.

The sample was drawn from those in AIIM’s extended database (70,000+ names), but was not limited to AIIM members.

As might be expected, the survey has a large representation from sectors that have traditionally been very paper intensive state and local government, banking and finance, insurance, utilities, oil, and gas. In this year’s survey, we also had a large participation by service companies.

Service companies are a bit of an anomaly when thinking about end users. On the one hand, they are heavy users and implementers of capture and scanning technologies. On the other, they do so as service providers to a set of end users.

Survey results are available for specific vertical industries and will be published separately.

The majority of the respondents in this year’s Capture survey were from North America, and particularly the United States (77%). As user bases are larger in the US and Canada, they are more likely to have implemented internal document imaging/ capture systems. In countries with more small and mid-sized businesses, deployment rates have been less.

There is an increasing interest in AIIM’s market research efforts outside the United States, and upcoming AIIM surveys will reflect this expanded perspective. Other regions (EMEA, AP, LatMex) within the world are becoming a stronger driving force in deployment and implementation of capture technologies, and AIIM’s research will expand to reflect this in the months ahead.

Those considering themselves records and document “specialists” comprised the most significant sample in the survey. This

is consistent with past Capture surveys and with the overall demographics of the target audience to whom the survey was distributed.

Overall, the survey findings reflect a set of technologies that are stable and in widespread use. They also suggest that scanning and capture are by no means “ mature” industries. There still exist enormous opportunities relative to recognition, scanning automation and process integration It is clear from the survey results that while risk reduction and compliance arguments relative to scanning and capture are important to end users, end users clearly see these technologies through the prism of efficiency and productivity. ■ For the full report contact Beth E. Meanwhile, for much of 2006, BWMK’s Gelnhausen facility scanned 60,000 to 70,000 pages per day to provide input for the bank’s new online human resources records system. BWMK saved the images on compact discs, which it sent to the bank to be fed into its system.

Starting with files for 30,000 employees in April, the 6 a.m. to 10 p.m. daily operation met its initial commitment of 4.5 million pages by September 1. Operators continued to scan some 40,000 pages a day, reaching a total of approximately 7

million by the project’s end in October 2006.

BWMK put three BOWE BELL + HOWELL Spectrum 8080 scanners on this job after testing them for speed and freedom from paper jams. Besides posing the challenge of having to "go from 0 to 100" at startup, as Ms. Reil put it, the project included many hard-to-read old, yellow and fragile records of bank employees—some with tenures of 20 years or more.

Special features on the scanners ensure smooth production of quality images from these records. The Spectrum scanner’s Virtual ReScan (VRS) software automat­ ically checks and corrects document images with varying levels of brightness and contrast without having to stop and reset the settings each time an odd document is fed.

In addition, VRS works with the Spectrum scanner’s ultrasonic multifeed detection feature to prevent the tendency of the older documents to be fed two or more pages at a time, omitting critical data in those documents. VRS displays a message on the operator’s personal computer indicating that a multifeed has occurred.

The scanner then pauses so that documents can be removed, placed back into the feeder and automatically refed.

VRS automatically deletes the bad image (one document scanned on top of another) and keeps all good images in the proper order. In contrast, some scanners can tell the operator if a multifeed occurred but leave no way of solving the problem other than to scan the entire batch again.

Growth Potential at Third Facility A third scanning facility, at Hanau Wolfgang, employs 20 physically disabled people, provided by a temporary placement agency. The facility currently has a workflow of 1,000 document images per day — most of them captured from documents for the City of Hanau, a number of small companies and other clients. Ms. Reil expects this scanning volume to grow substantially in the near future. The facility uses one BOWE BELL + HOWELL 8000 Series scanner and two Panasonic flatbed scanners.

In August of 2004, DTIC selected Olive to build their microfiche processing system. A Record Delivery from NHS Sheffield Care Trust Cost-Effective, Improved Access and Quick Delivery of Electronic Medical Records Improve Safety for Patients and Staff at Sheffield Care Trust.

Sheffield Care Trust has implemented OnBase Electronic Content Management (ECM) software to enable an electronic medical records system. Scanning to and from Microfilm - a recipe for archival success Talk about conversion and you can’t get away from the film medium’s advantages Mention scanning to many people, I particularly to newcomers to the IT | profession, and they immediately think of digital scanning of paper documents or even automatic feeds of computer- I generated information into the same digital storage bank. Scanning to microfilm, or from it, is, or should be, a vital part of many archival systems.

It’s understandable. In the early 1990s over | 90% of the world’s data was born in analogue format. Today it’s the reverse, as more than 90% of newly-created data is computer born. But the legacy of all the years of creating analogue data hasn’t j disappeared. Nearly all data created in the | past, certainly in the business world, is still | needed for legal, historical, compliance and other reasons. The need for retaining and economically saving that non-digital data gives microfilm new importance.

Microfilm’s advantages Microfilm is a proven long-term storage medium, not subject to rapid technological obsolescence (remember the 8" disk and its immediate short-lived successors?).

Stored under recommended conditions, microfilm has a rated life of at least 500 years and probably much longer. Even the | most dedicated of digital advocates admit that microfilm is the proven long term storage medium, though their argument that microfilm isn’t as easily accessible as digital media is valid. However, it is easily met by the ease of converting film to digital | when needed, and today it’s just as easy | to convert from digital to microfilm.

There are many ways to convert film to digital. Doing that means easy access while still holding onto microfilm archives that can certainly outlive the digital holdings. Similarly, it’s easy to go to film from digital formats to achieve the same end result - a hybrid film and digital system. In fact, many organisations, government and commercial, have gone to such systems which give them the advantages of both worlds.

They have combined the two technologies into a single, comprehensive information storage system that meets both immediate needs (with digital) and long-term archival needs (with microfilm).

Capita Total Document Solutions (Capita) is a specialist service business within Capita Group that provides end-to-end electronic document management solutions to clients seeking productivity improvements and savings in time, money and space. Capita manages the full lifecycle of documents from scanning, intelligent data capture and electronic document management through to workflow, document storage and retrieval.

As soon as the decision was made to implement an intelligent, high-volume scanning solution Capita approached three leading suppliers to arrange consecutive trials lasting between two and four weeks. One contender was Imaging Business Machines (IBML) with its ImageTrac High Volume Colour Scanning Platform, which was introduced to Capita

by Kodak in its capacity as EAME reseller for the product. Following the trials IBML’s ImageTrac emerged as the clear winner.

Replacing a trusty solution In May 2006 Darren Diss, Scanning Bureau Manager at Capita, began his search for a solution to replace the company’s aging desktop scanners. Historically Capita had relied on a range of Kodak scanners to deliver outsourced document management services to a wide variety of clients including housing associations, local government organisations, insurance companies and financial services providers. This platform had served the company well, providing a processing capacity of 1.4 million pages per month, however many of the scanners were nearing the end of their useful life.

Replacements were required to maintain the high levels of quality and service that Capita customers expect.

One option was simply to replace the old Kodak scanners with similar units.

However the Capita management team was keen to seize the opportunity to apply best practice and make improvements wherever possible.

High-volume delivers best practice Mr Diss explains, "After researching the market we realised there was scope to consolidate by implementing an intelligent scanning solution with fast, high-volume throughput. Just one very high-volume scanner can accommodate the kind of capacity we were used to dealing with, and we felt it would be easier to staff, maintain and manage fewer units. We were

met throughout the life of the product."

Accommodating unexpected events Capita proceeded to order one IBML ImageTrac. However the turn of events that ensued was unexpected and had far reaching consequences. In August 2006, shortly before the ImageTrac was delivered, Capita was awarded an internal Capita document conversion project to scan 10 million paper-based pension and investment documents. The document images will be instantly accessible using Capita’s market leading electronic document management system, called Swordfish, and the paper documents will be stored off-site for disaster recovery. The project had to be completed within four months, which would have been impossible without re-scheduling work and compromising commitments to other customers. So Capita wasted no time in ordering a second ImageTrac unit, which was installed less than eight weeks later.

Both ImageTrac units were commissioned and implemented without incident and have been welcomed by staff. Ongoing maintenance is provided by Kodak Service and Support, IBML’s worldwide ImageTrac service partner. Capita intends to use both units for work-in-progress, and will also retain a small number of Kodak scanners for disaster recovery purposes.

Opening doors to new opportunities

According to Mr Diss, "Although the throughput of the ImageTrac was just marginally greater than one other supplier, and at £110,000 per unit the price was higher than some other solutions, we were impressed by the reliability of the platform and ease-of-use of the IBML software.

What sealed the deal, however, was the feeling of confidence and security that grew throughout the trial. We were certain IBML would deliver the quality and support promised, in the specified timescale. Both Kodak and IBML were with us every step of the way, understanding our business, checking our requirements, ensuring that the trial ran smoothly and addressing our concerns. Above all we have faith and confidence in Kodak and IBML’s commitment to ensure that our needs are

Patient service improved by scanner software East Kent NHS implements Kofax scanner software to improve patient service Kofax has announced that East Kent Pathology Network (EKPN) has purchased and plans to implement a new solution for its pathology environment that leverages the Kofax Ascent Capture Platform and the Kofax INDICIUS Product. Kardex announces new Managing Director Adrian Golby

As from the 1st of the July 2007, Adrian Golby is to become the new Managing Director of automated storage and retrieval specialist, Kardex UK. Golby will direct the

CeBIT, Hannover - A Review by John Baker

Do ALL Roads Lead to CeBIT? The CeBIT show is legendary. Because of its size and the range of products and services on show, it now has a reputation for being too diverse. And yet when I lifted the lid on CeBIT 2007,1found it was not as diverse as you would first imagine.

This was my first time at CeBIT, and having been warned of its sheer size by friends and colleagues from various different industry sectors, I approached the first day with some trepidation.

The show, neatly divided into discrete areas of business, had a few surprising overlaps. When we, as an industry, look at CeBIT from the ‘information management’ perspective, we should also consider the relationship with more diverse devices, techniques, processes etc., even although they may not be seen to be immediately relevant.

Packaging and presentation is all important to the big guns, but to me as a journalist, to be able to access the owners and managers of the companies directly, face-to-face, speaks volumes more than any phone call, email or daily show magazine ever can.

Recall that according to Mr Ellison we would not need large storage devices on our PC’s, and would download applications from the world wide web (or is it world wide wait?) Well NEC has been investing very heavily in this area, citing savings in cost, power consumption and speed of installation. Take for example ‘the worlds largest television’, a subject not normally worthy of even a cursory mention in this magazine, but if you consider the research and development which has gone into that technology, how soon is it to be before the circuitry and manufacturing techniques start to have an impact on the manufac­ turing and production of equipment which is specific to the Information Management industry, and vice versa?

Even the humblest MP3 player has its place in the development of new and better devices for all of us, and let us not forget that it was the development of the technology by the online pornographic movie industry, that led the way to high speed streaming of video over the internet which we now take for granted for presen­ tations, training and, of course, marketing and product promotion.

Microfilm - Still Developing OK I admit that headline was (almost) straight out of the CeBIT News, but it was too good to pass over.

The key point here is that as a technology, microfilm refuses to die. At 300 lines/mm and with 500 years archival permanence (how do they prove that by the way?) the new Ilford Micrographic film should more readily stand the test of time than the optical disk and the floppy disk.

In addition, new tools, such as an edge enhancement algorithm for better visualisation of digital images and the QSI module with which images can be indexed, checked and post-edited independent of the scanner hardware, provide for even more security and convenience. By ANNE SUTTON Associated Press Writer Perhaps you know that sinking feeling when a single keystroke accidentally destroys hours of work. Now imagine wiping out a disk drive containing information for an account worth $38 billion.

That's what happened to a computer technician reformatting a disk drive at the Alaska Department of Revenue. While doing routine maintenance work, the technician accidentally deleted applicant information for an oil-funded account - one of Alaska residents' biggest perks - and mistakenly reformatted the backup drive, as well.

There was still hope, until the department discovered its third line of defehce, backup tapes, were unreadable.

"Nobody panicked, but we instantly went into planning for the worst-case scenario," said Permanent Fund Dividend Division Director Amy Skow. The July computer foul-up, which wiped out dividend distribution information for the fund, would end up costing the department more than $200,000.

Over the next few days, as the department, the division and consultants from Microsoft Corp. and Dell Inc. laboured to retrieve the data, it became obvious the worst-case scenario was at hand.

Nine months worth of applicant information for the yearly payout from the Alaska Permanent Fund was gone: some 800,000 electronic images that had been painstakingly scanned into the system months earlier, the 2006 paper applications that people had either mailed in or filed over the counter, and supporting documentation such as birth certificates and proof of residence.

And the only backup was the paperwork itself - stored in more than 300 cardboard boxes.

"We had to bring that paper back to the scanning room, and send it through again, and quality control it, and then you have to have a way to link that paper to that person's file," Skow said.

Half a dozen seasonal workers came back to assist the regular division staff, and about 70 people working overtime and weekends re-entered all the lost data by the end of August.

"They were just ready, willing and able to chip in and, in fact, we needed all of them to chip in to get all the paperwork rescanned in a timely manner so that we could meet our obligations to the public," Skow said.

Last October and November, the department met its obligation to the public. A majority of the estimated 600,000 payments for last year's $1,106.96 individual dividends went out on schedule, including those for 28,000 applicants who were still under review when the computer disaster struck.

Former Revenue Commissioner Bill Corbus said no one was ever blamed for the incident. "Everybody felt very bad about it and we all learned a lesson. There was no witch hunt," Corbus said.

According to department staff, they now have a proven and regularly tested backup and restore procedure.
